What's on the agenda at the G20 Summit?

An international forum of the world's largest economies, the Group of 20, or G-20, has met every year since 1999 to deliberate on global economics and finance. President Joe Biden will represent the United States Saturday at this year's summit in Rome, Italy. It will be the first in-person summit since the start of the COVID-19 pandemic .

Biden began his trip Friday with a meeting with Pope Francis, French President Emmanuel Macron and other world leaders. The Pope hosted an unprecedented 90 minute meeting with Biden , who is Catholic. 

Here's what you should know about the G-20:

What is the G-20?

Two years after a major economic crisis that struck several East Asian countries in 1997, Group of 7, or G-7 , finance ministers formed the G-20 to include other countries in discussions about global economics and finance.

The first forum was held in Berlin, Germany in 1999. A yearly summit of heads of state and government has met every year since 2008.

Which countries are in the G-20?

The members, alphabetically, are: Argentina, Brazil, Canada, China, France, Germany, Japan, India, Indonesia, Italy, Mexico, Russia, South Africa, Saudi Arabia, South Korea, Turkey, the United Kingdom, the United States, and the European Union. Spain is a permanent guest to the summit.

G-20 members account for 80% of world GDP, 75% of global trade and 60% of the population of the planet .

Why is this year's summit important?

This year's summit will address pressing global issues , such as Iran's nuclear weapons program, supply chain disruptions and energy prices. Debt relief for the world's poorest countries and COVID-19 vaccine distribution to low income nations will also be discussed.

Biden will also seek to repair foreign relations between the U.S. and some European allies after the "America First" policy  introduced by former President Donald Trump bred distrust.

French president Macron is among a number of leaders who expressed a desire to move away from a traditional partnership with the U.S.  The French government also balked at the Biden administration's September decision to develop a fleet of nuclear submarines and other defense technologies with Australia and the U.K., which led to Australia canceling a submarine contract with France worth between $50 billion and $90 billion.

The U.S. troop withdrawal from Afghanistan also caused friction with European leaders who said they weren't properly consulted on a timeline for the pullout. And some G-20 attendees also question the state of American democracy after the Jan. 6 insurrection and continued inquiries into the legitimacy of the 2020 presidential election.

Aside from reinforcing diplomatic relations between the U.S. and allies, Biden will be tasked with  cementing an agreement that would bring sweeping changes to the international tax system alongside other leaders. 

Nearly 140 countries have agreed to a global minimum tax of at least 15%  on corporate earnings to force large companies to pay their fair share in taxes and to help fund the president's climate change and social safety net proposals. A framework of the package was presented to congressional Democrats before Biden's departure for Rome Thursday.

The president also hoped to meet in person with Chinese President Xi Jinping to resolve tensions over trade, security and climate change, but Xi is skipping the summit this year.

High-level finance ministers and officials from some of the most economically powerful countries in the world will convene when the G-20 meets June 28-29 in Osaka, Japan.

The G-20 is made up of 19 advanced and developing countries plus the European Union. The group meets each year to discuss global economic policy, trade and international relations. The G-20 held its first leadership summit in 2008 in Washington, D.C. While in Osaka, President Donald Trump and Chinese President Xi Jinping plan to meet to discuss the ongoing U.S.-China trade war , so the stakes could be high.

The global economy has improved since the G-20 summit first convened during the height of the Great Recession . Over the past 10 years, China has also become an economic powerhouse. Imports and exports from emerging economies have risen from about a quarter to more than a third of all trade in G-20 economies since the recession. This increase was driven by trade growth in China, according to an analysis in late 2018 from economist Suman Bery, a non-resident fellow at the Brussels-based Bruegel think tank. Real income — income adjusted for inflation — has also risen quickly in Asian economies during that time, Bery finds.

With the backdrop of a global economy still adjusting to new competing power structures, we decided to take a look at recent academic research that sheds light on how one of the most economically influential groups in the world functions. Below, we highlight 6 studies to know before the G-20 kicks off.

The research we found shows how G-20 discussions have sought to promote economic inclusivity — which broadly means everyone should have the opportunity to be economically successful — but still lack a concrete strategy for reducing economic inequality. The research also explores relations between China and Japan, and how Trump’s verbal attacks have affected international institutions such as the North Atlantic Treaty Organization and the World Trade Organization. We offer a study that examines the varying success G-20 nations have had in addressing existential climate change concerns — and even one on how citizens navigate the cities where G-20 representatives gather.

As much as ever, global forums like the G-20 are framed by countries at the top of the economic pecking order, and that pecking order is starting to shift. Here’s the research:

Trade, Inclusive Development, and the Global Order Draper, Peter; Freytag, Andreas; Dörffel, Christoph; Schuhmann, Sebastian. Global Summitry , April 2019.

G-20 countries are improving economic inclusiveness at a faster rate than non-G-20 countries, this analysis finds. The authors adapt a definition of inclusiveness from Nobel Prize-winning economist Amartya Sen — that “every person must be provided with the capabilities to lead the life he or she has reason to live,” they write.

Wages have increased globally since the 1980s and some countries are becoming more inclusive, the authors find based on data from the World Economic Forum’s Inclusive Development Index . The IDI is a yearly analysis of economic performance in 103 countries. Over the past five years, IDI scores improved in 64% of countries analyzed.

Among G-20 and non-G-20 countries, the results are stark. The authors find that G-20 IDI scores have increased 1.63% compared to 0.47% among non-G-20 countries — a more than threefold difference.

“We found that G-20 countries perform better than non-G-20 countries and concluded that G-20 countries should celebrate their relatively positive achievements and assist non-G-20 countries to follow suit,” the authors write.

They chalk up positive but broadly uneven changes in IDI to an interplay between economic growth, technological innovation, workforce shifts away from manufacturing, open international trade and the economic consequences of political decisions. More research is needed to understand exactly how these forces interact to affect economic inclusiveness, according to the authors.

And Yet it Moves: The Agenda Against Inequalities in the G-7 and G-20 Martelli, Simone; Bartolomucci, Lawrence. Global Policy , February 2019.

Economic inequality has “climbed to the top of the political agenda” in advanced economies, the authors write. The G-7 — formerly the G-8 until Russia was expelled in 2014 after it annexed Crimea — have agreed on the causes of inequality and developed a framework of policies to address it. The G-7 first met in 1975 . It is like the G-20 except that it includes only the most advanced economies in the world, representing almost half of the world’s GDP.

The G-20, however, has lagged in developing a common framework on reducing inequality. They’ve been talking about inequality since at least 2013, well before the G-7 brought up the issue, according to the authors. Since 2016, inequality has been a key part of several G-20 documents and strategies. Inclusive growth — which refers to economic policies that reduce inequality — is one of nine priority areas in the G-20’s Enhanced Structural Reform Agenda . Inequality was featured in its Future of Work discussions last year. Still, there is no broad agreement within the G-20 on how to address inequality, and the reasons may have to do with how the G-20 is organized.

“The G-7 structure is clearly more flexible and informal,” the authors write. “The absence of regular Working Groups allows each Presidency to directly steer the discussion towards the most pressing priorities for the group.”

G-20, meanwhile, is “not only more heterogeneous, but also a more complex forum,” they write.

International Law and Institutions in the Trump Era Goldsmith, Landman Jack; Mercer, Shannon. German Yearbook of International Law , forthcoming.

High-level convenings like the G-20 are part of a post-World War II international order that Trump has at times railed against. In this paper, the authors explore the potential consequences of Trump’s verbal attacks on international policy and governance organizations.

“‘America will always choose independence and cooperation over global governance, control, and domination,’ [Trump] told the [U.N.] General Assembly in September 2018, in a recent, typical formulation,” the authors write. “‘We will never surrender America’s sovereignty to an unelected, unaccountable, global bureaucracy,’ he added, in the course of excoriating the World Trade Organization, the International Criminal Court, and the [U.N.] Human Rights Council.”

Despite the rhetoric, the international order remains mostly unchanged, the authors find. The U.S. has pulled out of treaties like the North American Free Trade Agreement in ways that are in total accordance with the terms of those agreements.

“This is an oddly respectful attitude toward international law by an administration that in other respects seems to want to wreck it,” the authors write.

Likewise, while Trump has blasted NATO , the U.S. continues to participate in the alliance, which basically functions how it did when Barack Obama was president. While these institutions have stood the test of Trump so far, the way the president talks may serve to upset their foundations long-term.

“The attacks cause some third party observers to lose faith in the institutions, which in some instances translates into less domestic support for these institutions in other countries,” the authors write. “When the leader of the world’s most powerful nation and the former defender of these international institutions acts in norm-defiant ways toward them, it makes it easier for leaders in other nations to take a similarly disdainful attitude toward these institutions. These last two factors surely explain Trump’s contributions to the continued rise of populist nationalist governments after his election.”

Are the G-20 Economies Making Enough Progress to Meet their NDC Targets? den Elzen, Michel; et. al. Energy Policy , March 2019.

Nationally determined contributions, or NDCs, are the core of the Paris Agreement on climate change. NDCs are plans that each participating country puts together to achieve emissions reductions. Though Trump announced in June 2017 he intended to withdraw the U.S. from the agreement, the pact does not allow the U.S. to actually withdraw until November 2020 .

The authors calculated emissions levels, based on information countries submit to the United Nations, to determine whether G-20 members were on track to meet their NDC targets or if they needed to take further action. NDC targets vary by country. The U.S. committed to reduce greenhouse gas emissions between 26% and 28% by 2025 compared to 2005 levels. EU countries committed to reducing emissions by 40% by 2030, compared to 1990. Japan’s goal is a 26% reduction by 2030 compared to 2013.

China, India, Indonesia, Japan, Russia and Turkey are on pace to meet their NDC goals, the authors find. Argentina, Australia, Canada, the European Union, South Africa, the Republic of Korea and the U.S. are not on track. There was not enough data on Brazil, Mexico and Saudi Arabia to determine their status.

Just because a country is on track doesn’t mean it’s doing better at reducing emissions than a country that’s not on track, the authors write. Because emission targets vary, a country with an ambitious target might be doing quite a bit to reduce emissions and still not meet its NDC goal. The agreement and associated NDCs are also relatively new, so there is still time for countries to meet their targets.

Even if all G-20 countries with NDCs were on pace to meet their emissions reduction targets, these collective reductions still wouldn’t come close to meeting the Paris Agreement’s most ambitious goal of limiting global warming to 1.5 degrees Celsius relative to pre-industrialization.

“Sub-national actors such as cities and regional governments may take further action, and non-state actors can also help to overachieve NDCs,” the authors conclude.

Rat Running the G-20: Collective Intelligence for Navigating the Disrupted City Estrada-Grajales, Carlos; Mitchell, Peta; Foth, Marcus; Satchell, Christine. AI & Society , February 2018.

Major international events like the G-20 can upend daily life for people. The authors used a mobile app to follow the movements of 14 people who went about their daily lives near the 2014 G-20 Summit in Brisbane, Australia. The study group included equal numbers of men and women aged 18 to 35, most of whom were recent Latin American immigrants.

“Although our purpose was not recruiting Latin American participants exclusively, having them in our sample enabled us to observe how minority communities communicate and access different kinds of information and sources,” the authors write.

The increased police presence in Brisbane during the G-20 summit made some participants uncomfortable. The city put increased security in place following violent clashes at G-20 summits in London in 2009 and Toronto in 2010. Security schemes were meant to ensure safety. But participants ended up experiencing a “sense of threat” that showed in the cautious movements they made around the city, the authors find.

“[Roma park] is always really creepy … I imagined that on that day [G-20] would be even worse … that’s why I changed my route [to Spring Hill],” one participant recounted. Another remembered: “[Brisbane] is normally safe, but someone told me that the [Botanic] gardens are dangerous … it’s too desolated there.”

The G-20 in Brisbane made participants rethink how they navigated their city. Participants used a variety of information from a variety of sources — digital news and social media, their own experiences — to get to where they needed to go and home again.

“Our findings seem to describe that sociality patterns, nuanced by cultural practices, meanings and worldviews, affect the ways in which citizens make decisions and engage with their lived urban space,” the authors conclude. “We argue that future research into how culture and technologies influence how urban residents engage with their lived spaces will be critical for the generation of actionable knowledge in urban policy making towards the construction of more inclusive cities.”

Warm but Wary Dreyer, Teufel June. Comparative Connections , May 2019.

This article provides a quick and comprehensive overview of recent relations between Japan and China, which are particularly relevant with this G-20 being held in Osaka. On the economic front, Japan over the last two years has invested more in China, with some Japanese heavy manufacturing production being moved there. Japan also now sells more goods to China than to the U.S., according to the authors.

On technology and defense, Japan has collaborated with world partners to counter China. Japan has arms and military logistics agreements with Canada, France, India, Australia and the U.S. Japan is also working with Britain on quantum science and artificial intelligence research to keep pace with China’s advances in those areas.

Low-simmering tension remains between the countries. China has not lifted food import bans from areas of Japan affected by the 2011 Fukushima nuclear meltdown, while Japan has kept in place regulations restricting Chinese telecom dynamo Huawei. Chinese investors have snapped up real estate in Kyoto, driving up prices and “engendering resentment” among locals, according to the authors.

“The generally cordial atmospherics of lower-level talks belied tensions over territorial disputes, intellectual property rights, and cybersecurity,” the authors write.

FACT SHEET: United   States Advances Shared Interests with G20 World Leaders and Delivers for the American   People

For the first time ever, G20 Leaders agree to establish a historic Global Minimum Corporate Tax

At the G20 Summit in Rome, President Biden coordinated with fellow Leaders on shared interests, including the climate crisis, global health and pandemic preparedness, and the global economic recovery, using the power of diplomacy to address key issues that matter to the American people. Together with the European Union, we achieved a major breakthrough arrangement to negotiate the world’s first carbon-based sectoral arrangement on steel and aluminum, protecting and creating American jobs and lowering costs for families while fighting the climate crisis.  

Throughout the G20 President Biden stressed the need for balanced, well-supplied, and competitive global energy markets to underpin an inclusive economic recovery that supports working families at home and abroad. Leaders committed to guaranteeing just and orderly energy transitions of our energy systems that ensure affordability, including for the most vulnerable households and businesses as we recover from the global pandemic. They expressed their intent to explore among other things, paths to enhanced energy security and markets stability.

President Biden met with Leaders from France, Germany, and the United Kingdom to discuss the risks posed to international security by Iran’s escalating nuclear program, and hosted a supply chain summit with 14 countries and the European Union to discuss how we collectively tackle the immediate supply chain challenges from this unprecedented economic recovery and build long-term supply chain reliance for the future. President Biden also held bilateral meetings on the margins of the G20 with Chancellor Angela Merkel and Vice Chancellor Olaf Scholz of Germany, President Felix Tshisekedi of the Democratic Republic of the Congo, President Recep Tayyip Erdogan of Turkey and Prime Minister Lee Hsien Loong of Singapore.

After the Summit, the G20 Leaders came to a consensus across a host of issues, including:

Historic Global Minimum Tax:  G20 Leaders representing 80% of the world’s gross domestic product (GDP) endorsed the establishment of a historic Global Minimum Tax (GMT) to end the race to the bottom, ensure giant corporations pay their fair share no matter where they are located, help prevent the offshoring of good American jobs, and invest in our people at home. One recent independent study found that this agreement to establish a 15% GMT—up from 0% today—would lead to at least $60 billion in revenue per year in the United States alone. Today’s announcement is a testament to American diplomacy and leadership. 

COVID-19 Pandemic and Health Security : The Leaders came together in support of the COVID-19 response and global vaccination targets. The Leaders also decide to take next steps toward the design and establishment of an inclusive, sustained, and adequate financing facility to improve global health security and bolster pandemic preparedness around the world. The Leaders agreed to establish a G20 Finance and Health Task Force to enhance global cooperation to detect and response to emerging health threats. The G20 Leaders also came out in support of a global ambition to channel $100 billion worth of reallocation of special drawing rights (SDRs) to help the world’s most vulnerable countries and restructuring debts for low-income countries on a case by case basis – a major step towards global economic recovery. The Leaders also supported efforts to shorten the cycle for the development of safe and effective vaccines, therapeutics, and diagnostics from 300 to 100 days (following the identification of such threats) and work to make them equitably and widely available. This work follows calls for more urgent action and continued focus from the United States following the President’s  Global COVID-19 Summit .

Climate Change:  G20 Leaders came out in support of ending public finance for new unabated coal power generation abroad, to contribute to keeping a 1.5 degrees Celsius limit on global temperature rise with reach. They stressed the importance of fully meeting, as soon as possible, the developed country collective goal of mobilizing $100B per year to help developing countries in the face of climate change. After a four-year absence of U.S. federal leadership, President Biden’s commitment to climate finance, alongside strong new pledges from other donors, are fundamental to achieving this goal no later than 2023. This is a decisive decade for climate action and the President will continue to rally the world to tackle the climate crisis together. 

Anticorruption and Ransomware:  The Leaders also lifted up the global fight against corruption as a shared priority, which includes transparency for beneficial ownership and real estate, and they committed to fight any new and sophisticated forms of corruption. The Leaders recognized the need for international cooperation to counter ransomware and other forms of cybercrime. Just this month, the Biden Administration held a meeting with more than 30 countries to accelerate cooperation to counter ransomware , including to improve collective resilience, address the misuse of virtual currency to launder ransom payments, and investigate and prosecute cyber criminals. This work builds on U.S. international efforts to promote cybersecurity, including our commitment to work with G7 partners to address criminal ransomware networks, our support for updating NATO cyber policy for the first time in seven years, and our continuing efforts to work with allies and partners to attribute malicious cyber activity, as evidenced by the broad international support we garnered in our attributions for SolarWinds and Hafnium malicious cyber activity. 

Leaders also committed to achieving food security and adequate nutrition, particularly in famine-stricken parts of the world where armed conflicts have exacerbated these problems—such as Ethiopia. Leaders will continue to enhance concrete measures to advance gender equality in national policies. President Biden  issued the first-ever national gender strategy  to advance the full participation of all people – including women and girls – in the United States and around the world.

The G20 Summit 2023 just concluded in New Delhi under the Indian Presidency. The PM of India passed the gavel to Brazil, the next G20 President. The 18 th meeting of the Group of Twenty was the first G20 summit to be held in India. Read here to learn about the outcomes of the summit.

The G20 (Group of 20) is an international forum that includes 19 of the world’s largest economies and the European Union.

G20 is a forum for economic, financial, and political cooperation. It addresses the major global challenges and seeks to generate public policies that resolve them.

The Leaders’ Summit is the climax of the G20 process and the work carried out over the year through Ministerial Meetings, Working Groups, and Engagement Groups.

G20 India Presidency

The G20 is made up of 19 countries and the EU.

  • The 19 countries are Argentina, Australia, Brazil, Canada, China, Germany, France, India, Indonesia, Italy, Japan, the Republic of Korea, Mexico, the Russian Federation, Saudi Arabia, South Africa, Turkey, the UK, and the US.

India holds the Presidency of the G20 from 1 December 2022 to 30 November 2023.

Under the Indian Presidency, the G20 in 2023 focussed on the theme, ‘One Earth, One Family, One Future’.

  • The theme affirms the value of human, animal, plant, and microorganisms and their interconnectedness on planet Earth and in the wider universe.
  • The Indian Presidency will also spotlight Lifestyle for Environment (LiFE), with an emphasis on environmentally sustainable and responsible choices at both the individual lifestyle and the national development level, to achieve a cleaner, greener, and bluer future.

The summit had India showcase its cultural richness through diverse elements like:

  • Bharat Mandapam, inspired by Lord Basavaeshwara’s concept of Anubhav mandapam. The “culture corridor,” features a display of diverse traditions from 29 countries, including India and the special invitees to the G20.
  • The Chola-style bronze statue of Lord Nataraja.
  • Konark Chakra of Odisha’s sun temple and the image of Nalanda University were used as backdrops.
  • Showcase of Thanjavur Paintings and Dhokra art
  • A brass statue of Lord Buddha under the Bodhi tree.
  • Hindustani, Folk, and Carnatic musical heritage of India

Indian Prime Minister formally handed over the G20 presidency to the President of Brazil. India will continue to hold the position until 30 November 2023.

The invited countries for the year were:

  • Bangladesh, Egypt, Mauritius, Netherlands, Nigeria, Oman, Singapore, Spain and UAE.

Six agendas were put forth for the G20 Dialogue 2023:

  • Green Development, Climate Finance & LiFE
  • Accelerated, Inclusive & Resilient Growth
  • Accelerating progress on SDGs
  • Technological Transformation & Digital Public Infrastructure
  • Multilateral Institutions for the 21st Century
  • Women-led development

The working groups focused on areas like:

  • agriculture, anti-corruption, culture, digital economy, disaster risk reduction, development, education, employment, environment and climate sustainability, energy transitions, health, trade and investment, and tourism.

Major outcomes of the G20 summit 2023

  • The African Union joined the G20 as a permanent member.
  • A new organization called the Global Biofuel Alliance (GBA) was launched, to promote the development and adoption of sustainable biofuels, and set relevant standards and certification.
  • The New Delhi Leaders Declaration was adopted with consensus.
  • A group of countries made a joint agreement to build a rail and shipping corridor linking India with the Middle East and Europe called the India-Middle East-Europe Economic Corridor . The group comprises India, Saudi Arabia, the United Arab Emirates, Jordan, Israel and the European Union.

New Delhi declaration

The G20 2023 joint consensus declaration called the New Delhi Leaders Declaration is an official non-binding declaration that seeks to place emphasis on strong, sustainable, balanced, and inclusive growth.

Global Economic Situation

  • To protect the vulnerable, through promoting equitable growth and enhancing macroeconomic and financial stability. Such an approach will help resolve the cost-of-living crisis and unlock strong, sustainable, balanced, and inclusive growth.
  • To support the progress towards the 2030 Agenda for Sustainable Development to achieve strong, sustainable, balanced, and inclusive growth (SSBIG).
  • To create inclusive, sustainable, and resilient global value chains, and support developing countries to move up the value chain.

Unlocking Trade for Growth

  • To ensure a rules-based, non-discriminatory, fair, open, inclusive, equitable, sustainable, and transparent multilateral trading system, with WTO at its core.
  • Recognize challenges MSMEs, particularly in developing countries, face concerning access to information and thus, welcome Jaipur Call for Action for enhancing MSMEs’ access to information to promote the integration of MSMEs into international trade.

Fighting Corruption

  • Strengthening Law Enforcement International Cooperation and Information Sharing for Combating Corruption, Strengthening Asset Recovery Mechanisms for Combating Corruption.
  • To enhance global efforts to seize, confiscate, and return criminal proceeds to victims and states, in line with international obligations and domestic legal frameworks, including through support to the Financial Action Task Force (FATF) and operationalization of the GlobE Network.

Recommitting to Achieving SDGs

  • To accelerate progress on SDGs, we commit to taking collective action for effective and timely implementation of the G20 2023 Action Plan to Accelerate Progress on the SDGs.

Strengthening Global Health and Implementing One Health Approach

  • To strengthen the global health architecture, with the World Health Organization (WHO) at its core, and build more resilient, equitable, sustainable, and inclusive health systems to achieve Universal Health Coverage, implement the One Health approach, enhance pandemic preparedness, and strengthen existing infectious diseases surveillance systems.

Designing a Circular Economy World

  • Resource Efficiency and Circular Economy Industry Coalition (RECEIC) to enhance environmentally sound waste management, substantially reduce waste generation by 2030, and highlight the importance of zero waste initiatives.

Other major outcomes:

  • Overcoming major differences in the Russia-Ukraine war
  • Call for full implementation of the Black Sea Grain Initiative
  • Action Plan against Fugitive Economic Offenders
  • Countering terrorism and money laundering
  • Globally fair, sustainable, and modern international tax system
  • Digital Public Infrastructure (crypto, Al, etc.)
  • Gender equality and women empowerment
  • G20 Deccan High-Level Principles on Food Security and Nutrition 2023

G20 Summit 2023 reiterates that cooperation is essential in determining the course the world takes. Headwinds to global economic growth and stability persist.

Years of cascading challenges and crises have reversed gains in the 2030 Agenda and its Sustainable Development Goals (SDGs) . Global greenhouse gas (GHG) emissions continue to increase, with climate change, biodiversity loss, pollution, drought, land degradation, and desertification threatening lives and livelihoods.

Rising commodity prices, including food and energy prices, are contributing to cost of living pressures. Global challenges like poverty and inequality, climate change, pandemics, and conflicts disproportionately affect women and children, and the most vulnerable.

The G20 Summit 2023 commit to:

  • Accelerate strong, sustainable, balanced, and inclusive growth.
  • Accelerate the full and effective implementation of the 2030 Agenda for Sustainable Development.
  • Pursue low-GHG/low-carbon emissions, climate-resilient, and environmentally sustainable development pathways by championing an integrated and inclusive approach.
  • Improve access to medical countermeasures and facilitate more supplies and production capacities in developing countries to prepare better for future health emergencies.
  • Promote resilient growth by urgently and effectively addressing debt vulnerabilities in developing countries.
  • Scale up financing from all sources for accelerating progress on SDGs

The president also highlighted commitments to fighting climate change.

President Joe Biden reflected on the progress he made with other world leaders at this weekend's G-20 summit, including ways to combat climate change, as the event wrapped up in Rome on Sunday.

Kicking off his first solo press conference in four months, Biden characterized his meetings over the last three days as "productive" and said America has reclaimed its role on the world stage working with its allies.

Biden touted goals that were accomplished during the summit, including leaders across the world endorsing a 15% global minimum tax, and international coordination to address the supply chain crunch across the globe.

During the summit, Biden highlighted American leadership on the world stage, a campaign pledge he was looking to deliver on.

"I'm looking forward to continuing to make progress on critical global issues as we head off to Glasgow because of what we've seen again here in Rome, what I think is the power of America showing up and working with our allies and partners to make progress on issues that matter to all of us," Biden said

The president in particular lauded his in-person meetings with the world leaders.

"There's really no substitute for face-to-face discussions and negotiations among the leaders when it comes to building understanding and cooperation," Biden said. "When you're looking at someone straight in the eye when you're trying to get done -- they know me, I know them, we can get things done together."

He also spoke about his meeting during the G20 with the E3 countries -- France, Germany and the U.K. -- on the state of the Iran nuclear program and returning to the table for negotiations.

"We came together to reiterate our shared belief that diplomacy is the best way to prevent Iran from gaining a nuclear weapon, and we discussed how best to encourage Iran to resume serious good faith negotiations," Biden said of the meeting.

Biden responded to questions from ABC's Cecilia Vega about his climate proposal that is part of his reconciliation plan that Democrats back in Washington are still working to pass and on to the president's desk.

The president said the U.S. would be able to meet his administration's goal of reducing emissions by 2030, by 50%. When asked if he would be able to combat climate change solely on incentives and not punitive measures, the president said didn't believe that people needed to be punished.

Biden cited the success of tax credits for green retrofits, such as solar panel installations, and commitments from automakers to boost their electric fleets as examples of industries already taking charge of fighting climate change.

"Everybody knows which direction it's going and there's no indication that there has to be a punitive effort to get people to react the way in which we have to do. At least I don't believe so," he said."

Biden got emotional when asked about his meeting with Pope Francis Friday. The visit came as American Catholic bishops are divided on offering Biden, the second Catholic president in U.S. history, communion over his support for abortion rights.

The president told reporters that the pope told him he was a good Catholic and he should keep receiving communion.

Biden wouldn't say whether his visit with Francis would end the debate among the conservative bishops, saying that "a lot of this is personal."

He did praise the pope, calling him a "truly genuine decent man," and that he was "everything I learned about Catholicism."

Biden recalled the time that Francis met with him and his family during the pope's 2015 visit to the United States. The 10-15 minute meeting happened just months after Beau Biden died of cancer, and the president said Francis's words brought great comfort to his family.

"He knew about him. He knew what he did. He knew who he was. He knew where he went to school. He knew what a man he was," Biden said. "It had such a cathartic impact on [Beau's] children and my wife and our family, that it meant a great deal,"

What Is the G20 and What Does It Do?

The Group of 20 nations aims to unite world leaders around shared challenges. Here is what to know as this year’s summit meeting kicks off in India.

Established in 1999 after a series of major international debt crises, the Group of 20 aims to unite world leaders around shared economic, political and health challenges. Here is a look at what the group is and does.

The G20 includes 19 countries and the European Union.

In addition to the United States, its members are Argentina, Australia, Brazil, Britain, Canada, China, the European Union, France, Germany, India, Indonesia, Italy, Japan, Mexico, Russia, Saudi Arabia, South Africa, South Korea and Turkey. The African Union is also poised to join after an invitation on Saturday from Prime Minister Narendra Modi of India.

Collectively, the group’s members represent more than 80 percent of the world’s economic output.

It is a creation of the more select Group of 7, an informal bloc of industrialized democracies. Supporters argue that as national economies grow ever more globalized, it is essential that political and finance leaders work closely together.

The G20 summit is held annually.

The G20 meeting brings together finance ministers and heads of state representing the members. It bills itself as the “premier forum for international economic cooperation.”

The heads of state first convened officially in November 2008 as the global financial crisis began to unfold. The summit meeting is hosted by the nation that holds the rotating presidency; this year, it’s India.

The meeting produces a joint statement.

The two-day summit usually focuses on several core issues around which its leaders hope to reach a consensus for collective action.

The goal is to conclude the gathering by issuing a joint statement committing its members to action, although the declaration is not legally binding. But one-on-one meetings between leaders on the sidelines often overshadow official business.

What is G-20?:

  • With the objective to bring together the growing and industrialized economies of the world and to discuss global issues, the G-20 (Group of Twenty) was formed on 26th September 1999. The members consist of 19 individual countries and European Union (EU). The forum’s foundation agenda is to discuss the policies that promote world financial stability.
  • G20 members are – European Union, India, United Kingdom, United States, China, Australia, Brazil, Canada, China, Germany, France, Indonesia, Italy, Japan, Mexico, Russia, Saudi Arabia, South Africa, South Korea and Turkey.
  • The multiple groups which are; youth (Y20), civil society (C20), business (B20), and labour (L20) provide the framework for the discussions held in this forum.

The G-20 The 17th G20 Heads of State and Government Summit will take place at November 2022 in Bali, Indonesia. Under the Indonesian Presidency, the G20 in 2022 will focus on the theme, ‘Recover Together, Recover Stronger’.

Recognizing the impact of the COVID-19 pandemic on every aspect of society and many countries’ lack of capacity to address the crisis, the Indonesian Presidency will focus on three main pillars for its G20 2022 Presidency: global health architecture, sustainable energy transition and digital transformation. The next 18th G20 summit will be held in New Delhi, India on September 9th, 2023.

Priorities for this year summit are as follows:

  • Synchronizing exit strategies to support global recovery
  • Containing the scarring effect of the pandemic on the economy to support stronger future growth
  • Strengthening the payment system in the digital area
  • Promoting sustainable finance
  • Expanding an inclusive financial system
  • The international tax agenda

Russia-Ukraine War

Russian invasion of Ukraine has made it difficult for the G20 countries to decide whether they should participate in this years’ summit where Russia will also be present. Also, many countries like USA and UK have stated that Russia has no moral right to sit at the G20 however Indonesian envoy has made it clear that Putin’s G20 invitation will not be canceled. When it comes to removing Russia from the G20,  there was a lack of unanimity among countries that Russia should be removed.

Economic Recovery

The global economy was still in the process of recovering from the pandemic and then Russia-Ukraine war brought even more stress. It is having major ramifications around the world, from shortage of oil and gas to food crisis. The entire global economy is feeling the effects with slower growth and faster inflation.

Benefits of G-20:

  • The scope of G-20 has been widening since its formation. The agendas have expanded from core economic and financial issues to sustainable development, women empowerment and digitization.
  • The membership of the forum has been increasing and it is almost a tradition to invite more and more non-member countries with every summit.
  • The Presidents and other ministers of respective countries interact with the respective engagement groups which promotes a fact based discussion in the summits held.
  • The G-20 provides a structure where the developed countries can interact with the emerging economies and amplify and distribute the advantages of development.

Challenges:

  • Over the years many activists have considered G-20 to be under Western influence and superpower nations and absolutely insensitive to poor countries.
  • The non-governmental members are restrained from participating in the global policy making process.
  • There is a lack of unity between the member countries about key global issues which was highlighted with the ongoing Russia-Ukraine war. Credibility crisis.
  • Holding G-20 summit is a costly and complex process due to multiple meetings between countries and simultaneous interaction with subsidiary engagement groups.

School Activities and Ideas on G20: India has begun its preparation for conducting the G20 Summit with great enthusiasm and dedication. As you walk on the roads of Delhi and its neighboring cities, the G20 Summit’s strenuous preparation can be seen. G20 is a group of twenty countries working towards strengthening international economic cooperation. After the completion of 18 summits, India is hosting the 19th G20 Summit in 2023. This is the first G20 summit to be held in South Asia. It’s a matter of great pride for India to be able to hold the G20 summit in the nation. Presidents and Prime Ministers from the 20 member nations will be arriving in the nation soon. For enhanced security and easy management, the government has decided to close all the schools, colleges, and government offices in the city for three days i.e. (8th Sept- 10th Sept).

List of School Activities and Holiday Homework Ideas for Students

  • Seminars - Schools have been asked to conduct seminars on the G20 Summit inside school premises. These seminars should aim at teaching students about G20, its importance, why is it held, how it can help the world, and so on and so forth. Schools can also request experts and government officials to deliver lectures on the same. The seminar should be followed by a Q&A session, where floors would be open for any questions that students might have related to G20. Schools can also conduct these sessions virtually, on the dates of holiday.

U.S. and the G-20 Summit: Perspectives on Global Leadership

The third series of commentary focuses on the Pittsburgh G-20 Summit and looks at the perception of how individual leaders advance national economic interests, strengthen the relationship with their publics by reflecting their concerns, enhance the geopolitical status of their country, and reassure publics that leaders are working together to take responsibility for the public interest in global outcomes. Economic Priorities and Summit Outcomes

The United States and the Obama administration had high-priority interests in all the major items on the Pittsburgh G-20 agenda, including macroeconomic stimulus and coordinated “exit strategies,” financial regulation and reform, especially with regard to establishing high capital requirements for banks, and international institutional reform. The final G-20 statement manifested progress on each of these points; also particularly noteworthy was President Obama having been seen as pushing the Europeans to agree on bank capital requirements. The U.S. also got agreement on cutting subsidies for fossil fuels, which broke new ground. Where the Obama administration was eager to duck criticism and avoid overreach was on trade. After the controversy stirred up by the Obama administration’s actions to raise import tariffs on tires from China, President Obama was vulnerable to criticism for engaging in protectionism while at the same time the G-20 was trying to restrain it. Other issues so dominated the Pittsburgh G-20 Summit that the trade issue did not erupt into a visible point of discord, but rather was smoothed over by a call to complete the Doha Round to benefit developing country exports of agricultural products as a source of economic recovery for those nations.

Domestic Political Impact of Summit Leadership

Around the world, but especially perhaps in the United States, the G-20 Summit was overshadowed by the breaking news: 1) an additional nuclear site in Iran and the consequences for the efforts to forge a stronger nuclear proliferation regime; and 2) international support for forcing Iran to be transparent and adhere to international norms on nuclear energy. In fact, the domestic political impact of Obama’s international leadership was generated over most of the week, with a climate change summit at the United Nations on Tuesday, chairing the UN Security Council meeting on nuclear proliferation and Iran on Wednesday, and the G-20 Summit in Pittsburgh on Thursday and Friday.

President Obama’s withdrawal of U.S. nuclear missiles from Poland and the Czech Republic seemed to pay off in terms of greater support from Russian President Medvedev mid-week, as well as gaining strength on Friday after the revelation of the nuclear site in Iran. This along with the visible and vocal support of UK Prime Minister Gordon Brown and French President Nicolas Sarkozy, were the most palpable manifestations of Obama’s high-profile global leadership during “summit week.” Also, the fact that President Obama got the results he wanted at Pittsburgh at week’s end, and seemed masterful at orchestrating the G-20 leaders toward agreement on a broad range of issues, was icing on the cake in providing the American public with a sense that U.S. international interests are in steady hands. But nuclear and security issues overshadowed the economic crisis and the Pittsburgh G-20 Summit in terms of opportunities to demonstrate leadership at the global level but to the same effect.

Obama visibly demonstrated firm and determined international leadership throughout the week and a clear commitment to working with other nations, rather than going it alone, whether on climate change, nuclear security or economic recovery. His call for international cooperation in his United Nations General Assembly speech was strengthened by his actions on major issues throughout the week. This is not just an approach the rest of the world wants from the United States, but is an approach Americans now want from their government, in the wake of the Bush administration. The opportunity to demonstrate the effectiveness of his international approach in various forums on many issues throughout the week strengthened domestic political support for the Obama administration as a result.

Geopolitical Repositioning

President Obama consulted with all G8 leaders, and Australia, and with the 10 leaders from emerging market economies, and moved everyone forward in Pittsburgh to agree on the most significant reform in the international system since the Second World War, as Gordon Brown put it. By agreeing to make the G-20 permanently the “premier forum” for international economic cooperation, “the G-20 eclipses the G8,” as CNN encapsulated the news in a box on the screen. “G-20 Grabs Bigger Role in Global Economy” bellowed the Washington Post front-page headline on Saturday after the summit. Only a few weeks ago, President Sarkozy vowed to permanently establish a G14 in 2011 when France hosts the G8, and Canadian Prime Minister Stephen Harper was, and maybe still is, reluctant to convene the G-20 as chair of the G8. Nevertheless, the G-20 Statement indicates: ”Finally, we agreed to meet in Canada in June 2010 and in Korea in November 2010. We expect to meet annually thereafter and will meet in France in 2011.”

As a consequence of Obama’s leadership, global summitry has been transformed from a parochial Western-dominated G8 with false pretenses to act as a global steering committee, to a more inclusive, representative and now proven-to-be more effective G-20 summit that restructures global leadership into a new grouping. This new grouping balances the West and the non-West into a cooperative relationship. This move, initiated by Obama, but obviously supported by the other leaders, repositions the emerging markets in the global order, providing them with visible roles in global leadership, which are more clearly defined than in other more complex international institutional reforms that are currently underway. The emergence of the G-20 as the world’s global steering committee is a blockbuster reform, which will now become a more powerful driver of other international reforms.

Global Leadership and the Public Interest

The momentum for summit reform was bolstered by the success of the G-20 at the leaders level in establishing a track record in taking public responsibility for the public interest in economic recovery in the wake of the 2008 financial crisis. The London G-20 Summit was clearly pivotal in laying out the pathway involving macroeconomic coordination, financial system reform, and international institutional reforms which dovetailed into an effective, concerted strategy for dealing with the crisis that affected everyone everywhere. The fact that six months later, the world economic downturn had been halted and signs of recovery were appearing, testified to the fact that the G-20 acting together was able to have demonstrable effects. This evidence clearly has had the benefit of reassuring publics everywhere that someone is minding the store, there is a focal point for global leadership and that trust and confidence in markets, institutions and leadership, perhaps the most crucial ingredients in the recovery itself, are creeping back into the global economy. The G-20 has been instrumental in restoring confidence by being effective in addressing the global crisis with a global response.

The elevation of the G-20 to fill the void at the apex created by the lack of representativeness, legitimacy and effectiveness of the G8 acting alone, is a logical result of the critical role the G-20 and G-20 countries and their leaders have played in charting a new mode of global leadership for the twenty-first century.
