How to Write an Essay for B2 First (FCE) Writing

As you probably know already, Cambridge English exams usually have some or all of the following parts: Reading, Writing, Use of English and Listening. In this post I am going to talk about the FCE Writing B2 part and, more specifically, about how to write an essay for FCE Writing . We will see a good example of an essay for FCE and you can check out a full FCE Writing Guide where you can find more examples of emails , letters and other types of writings.

What are the parts of the FCE Writing?

The First (FCE) Writing has only two parts. For each part, you must write a composition which will depend on the instructions you receive for each task. For the  first part , you will always be asked to  write an essay , as it is the only option provided. However, in the  second part , they allow you to choose one out of 3 options. These include  different types of writing , which are : letters/emails ,  articles ,  reviews and  reports . Each piece of writing must have between 140 and 190 words , approximately.

Since they are different types of writing , the language and structures to use will also differ. But that’s what I’m here for, to explain to you exactly how to write each part. And today, I’m starting with  how to write an essay .

How to Write an Essay for FCE Writing

An  essay is an opinion writing with which we analyse a topic , a situation or an issue from different points of view , providing different arguments and expressing our opinion about it. For this reason, an  essay must have the following features:

• Purpose: What we usually do with an essay is to analyse and assess a topic, situation or issue which, in some way, is interesting or controversial. It is normally set as a writing task after a class debate. In the exam, you have to imagine the debate, obviously.
• Tone and style: Given that you’re writing about a  serious or controversial issue , an essay is written in a formal style, so we must stick to an objective tone and style . Our language must be formal, thus avoiding words that are simply too common or generic (E.g.:  things, stuff, get,   etc.) and contractions (E.g.:  can’t, don’t, won’t,  etc.).
• Structure: Like every piece of writing,  an essay must present a defined structure . For starters, we can choose either to give it a title or not. Personally, I would say that it is more appropriate to have an essay with title . Then, the body must be divided into introduction, idea 1, idea 2, idea 3 and conclusion. This means that, in general,  essays must have 5 paragraphs ,   although it is not entirely necessary.
• Opinion:  There are countless ways of expressing your opinion in an essay, so you must choose the one that suits you best. However,  it is advisable to remain impartial throughout your writing and give your opinion only in the last paragraph , as a conclusion. But, as I say, it is optional. The most important thing is that you justify everything you say in your essay.
• Coherence: Coherence is essential in every type of writing, but especially in an essay. As it tends to be an argumentative text, you must avoid writing incoherent paragraphs that have nothing to do with one another. Your ideas must  follow a logical order and be well connected with appropriate linkers .

FCE Writing Essay Example

Now that we are familiar with the  characteristics of an essay for First (FCE) Writing , let’s take a look at an  example of an essay at B2 level , both at the task and at a sample answer.

Instructions of an Essay

In the following image you can see the instructions of an essay which involves a typical topic, that of the environment:

In these instructions, we must pay attention to the following:

• The  first paragraph introduces the topic: … different ways in which you can protect the environment.
• The  second sentence is usually the same in every task:  Write an essay using  all the notes…
• In the box , you are given the main topic as a question and they give you something to talk about:  recycle, using bicycles and walking, your own idea . As you can see, you have to come up with the third idea, something connected to the topic which is not provided in the exam task.

Given the model task above, each paragraph will correspond to a different idea, apart from the introduction and conclusion. Again, it is only natural to have 5 paragraphs. So, the best way to know how to write an essay for FCE Writing is to take a look at an  example of an actual essay for FCE Writing :

At first sight, the essay has  a title and 5 paragraphs (introduction + idea 1 + idea 2 + idea 3 + conclusion). And if we stop to read the essay more carefully, we’ll notice the following things:

• The paragraphs are visual and well defined , which is very important.
• The title summarises the topic  of the essay. Another option is to use the question ( What can people do to help protect the environment? ) as title. However, it usually tends to be too long, so I prefer to summarise it into a shorter heading.
• Introduction: it introduces the topic in a general way and it leads to the second paragraph (first idea).
• Paragraph 2: it deals with idea 1.
• Paragraph 3: it deals with idea 2.
• Paragraph 4: it deals with idea 3.
• Conclusion: we express our opinion to conclude and summarise the essay.
• It uses connectors to define the development of the essay:  firstly, second, finally, etc.
• It doesn’t use many contractions or pet words.
• One of the things that
• In the last few decades,
• For this reason,
• First, / Second, / Third,
• By doing so,
• For example,
• In conclusion,

This is a good example of an essay for FCE Writing . By the way, you must bear in mind that it has been written to simulate a strong B2 level, without reaching C1.

FAQ: Do I get penalised for writing over 190 words?

This is the most typical question in this part of the exam and the answer is « yes and no «. Let me explain myself. Cambridge English examiners don’t count the number of words and penalise you based upon that fact alone. There’s a rumour going around among teachers and pupils that says that for every 10 words over 190, they take «this many» points off, but it is not true. However, think about this: if you’ve written 50 or 100 words more than asked, you are probably including irrelevant information to the task , right? Now that’s a reason for losing points. In the same way that if you  write under 140 words you are probably missing essential information , don’t you think?

For this reason, I always recommend writing up to 10 or 20 words over the limit. In this way, you won’t lose any points for including irrelevant information.

First (FCE) B2 Essay Structure – Essay Skeletons

There have been many occasions where my students have no time to learn the correct B2 essay structure for a Cambridge B2 First exam. Course books often do a great job of providing model answers, useful phrases and much more. However, sometimes people just want to be spoon-fed the correct way to write an essay. Well, are you hungry?

What is an essay skeleton?

An essay skeleton provides you with the base for an essay, without including any of the content. It includes all the necessary linkers, transitions and placeholders to emulate the ideal B2 essay structure. However, it is incomplete. In an ideal word, these skeletons can be memorised and adapted to any topic that you may find in the B2 First exam. Obviously, it isn’t likely to always be a perfect fit, so it can’t replace learning how to write an essay from scratch. However, if you are short on time or really struggling to produce a passing essay, this skeleton may be helpful.

B2 essay structure

A Cambridge B2 First essay has a reasonably set structure. This is because the tasks are always similar. Take a look at the task below:

When we analyse the task, the most obvious structure is to write 5 paragraphs. This allows us to keep a clear separation between our three points. It also gives us plenty of opportunities for lovely linking words . With a word limit of 190 words, these paragraphs will be quite short, but that doesn’t mean they can’t be clear and effective.

Our standard paragraph plan for a B2 essay structure is…

• Introduction – Including a thesis statement that mentions the 3 areas of focus
• Body paragraph 1 – In this case about pollution
• Body paragraph 2 – In this case about rubbish
• Body paragraph 3 – Our own idea (for example, endangered animals)
• Conclusion – Summarise the 3 areas and optionally choose the most important

The two proposed essay skeletons below follow this paragraph plan in order to produce the perfect B2 essay every time.

The materials

We’ve designed two essay skeletons. They are similar but have subtle differences. Either one of them can be used with any topic that may come up in the B2 First exam. If you want to practise using the essay skeletons, try it out with a B2 essay task .

The local government are interested in spending more money on sports facilities in your town.

Student's Answer:

“Famous sport activity in Seville.

Introduction The aim of this report is to explain the most popular sports in my town and to make recommendations for improvements in the future. I conducted a survey among the citizens to find out what their needs are.

Football Firstly, football consists of 11 players trying to score goal. Several children have pointed out that it is very difficult to play in natural grass. As a result, they don’t play well football.

Basketball Secondly, basketball consists of 5 players trying to score a ball in a net. It is believed that it is very difficult to play with doble hoop. Consequently, players fail their shots.

Volleyball Finally, volleyball consists of 6 players trying to spike a ball in the other side of the net. Regarding volleyball players it is very difficult to play with a thin net. For this reason, spiking balls is more difficult.

Recommendations I would strongly suggest, in order to spend the funding, changing the natural grass to artificial grass, changing the doble hoops to normal hoops and making the net more thick. If politicians were to consider these suggestions the situation would improve”

Famous sport activity in Seville. - the title would be more appropriate for the article

Seville:  sports facilities and suggested investments   - suggested report title 

Introduction The aim of this report is to outline the most popular sports in my town/ Seville (you are writing to the politician) and to make recommendations for improvements in the future. I conducted a survey   (avoid personal language in reports)   The survey has been conducted among the citizens to find out what their needs are.

Football Firstly , football consists of 11 players trying to score goal. Several children have pointed out that it is very difficult to play on natural grass. As a result, they don’t play well football.

The question is about sports facilities (stadiums, running tracks, swimming pools, sports fields), not about sports activities. 

Basketball Secondly, basketball consists of 5 players trying to score a ball in a net. It is believed that it is very difficult to play with double hoop. Consequently, players fail their shots.

Volleyball Finally, volleyball consists of 6 players trying to spike a ball in the other side of the net. Regarding volleyball players, it is very difficult to play with a thin net. For this reason , spiking balls is more difficult.

Content: 2-3/5 have you answered the question?

Misinterpretation, the question was about sports facilities (stadiums, running tracks, swimming pools, sports fields), not about sport activities. 

Communicative Achievement: 3/5 have you completed the task in the right sort of language?

The register is not always consistently formal and adequate for the report.

The organisation: 4/5 have you structured your writing properly?

The report is clearly organised into paragraphs, which each deal with one idea. Has headings and title.

Language: 3/5 have you used a good range of grammar and vocabulary?

Use more passive voice and conditionals in the reports.

There are minimal errors at times but they do not affect communication.

Score: 12/20 Grade: B2-

• How to Write a Great Article in the Cambridge B2 First Exam

Writing in your only language can be a challenge, but writing in another language can be a complete nightmare ! Where do you even begin?

If you are taking your Cambridge B2 First exam you’ll have to write two texts in an 80-minute period. In part 1 you must write an essay but in part 2 you will be able to choose between a number of options. This could be could be an email, a letter, a report, a review or an article.

In this writing guide, we’ll focus on how to write an article for the Cambridge B2 First Writing paper – part 2. We’ll also share with you some tricks and tips for passing this part of the exam. You’ll learn how to plan your article, structure it, use rhetorical questions , exclamation marks – and lots more. By the end, you’ll have the confidence to write an amazing article in English!

What is an article and how do you write one for the B2 First?

You’ll find lots of examples of articles in magazines, newspapers and internet blogs. In these texts, writers share information, guides and opinions on specific topics. The idea is to write in a way that grabs the reader’s attention and keeps them interested until the very end.

In the Cambridge B2 First Writing Paper – part 2, you could be asked to write about a variety of topics. However, it’s often something you’ve recently learned to do or know a lot about. For example, the question might be about a concert you’ve been to recently, you favourite hobby or your hometown.

Here’s an example of a B2 First article question.

Now let’s look at how to get started!

How to write an article in three simple steps

You’ve got the question in front of you, so now it’s time to start writing your article, right?

Wrong! If you do that, you’ve missed an essential stage: planning.

You can compare writing an article to preparing your favourite meal. No good tortilla de patatas was ever made without carefully preparing the ingredients first. It’s exactly the same with your writing – only, you’ll need fewer onions. Time management is also important. You only have about 40 minutes total so you need to plan your time carefully.

Here’s how to do it:

Step 1: Make a plan (10 minutes)

Think about the question.

Really focus on the question. Decide who your role model is. Is he or she a sporting hero you really admire? Or someone closer to home? It could be a family member that you look up to or a person in the community who’s done something amazing. Think about why they inspire you and make some notes on your ideas.

Think about the tone

Consider the best blogs you read on the internet. Are they relaxed and friendly? Or do they sound like boring school essays? The truth is most articles are quite conversational. They are somewhere between semi-formal and informal. They are often informative, whilst entertaining and engaging the reader. You can also try to add some humour in too!

Think about the structure

Structuring your article is key and there’s normally more than one way to do it. Decide which structure makes sense for the question. Try to keep it logical and include different ideas in different paragraphs.

Here’s an example structure:

• Paragraph 1 Introduction Start with a catchy opening line to hook the readers. Then introduce your role model.
• Paragraph 2 – Describe what makes them special Giving examples and developing your answer.
• Paragraph 3 – Why you chose them as your role model This should be like a conclusion and give the reader a lasting comment or a question to think about.

Note: For many articles four paragraphs will be more appropriate – it depends on the question you are given.

Linkers are a fantastic way to organise your ideas. Experiment with some of these in your next article:

*Remember, you don’t need headings or titles in the article it should read as one continuous piece of work.

Think about vocabulary

Brainstorming vocabulary is a great way to get your ideas flowing . What are some great words related to the topic? List some adjectives for being a good role model. Pick out some verbs related to motivation or any good nouns or collocations you think would work. Throw some phrasal verbs and idioms in there too!

Here’s an example for the question above:

Think about ways to personalise your writing

Articles tend to have a personal touch. You can be a lot more familiar with the reader addressing them personally with pronouns like ‘you’ and ‘I’. Give your own opinion and also use contractions. Here are some more ways to sound personal:

Have you ever wondered…?

I’m sure you can imagine…

Can you believe…?

I will never forget…

There’s nothing more amazing than…

If you ask me…

Step Two: Write it (25 minutes)

An interesting introduction is the key to a first-rate article. You want to capture your audience’s attention whilst making it clear what it’s going to be about. Start with an opening line that sets the tone of the topic. Try to catch the attention from the first word. Here’s an example:

Firefighters and superheroes are obvious role models. But sometimes the person that inspires us the most is so much closer to home. I have never had a favourite singer or sports star but my father has always been an important inspiration for me.

Next, think about the original question. What makes your role model special? Remember to keep it interesting and include some personal feelings. Use exclamation marks like this:

One of the things that makes my father so special is that he always does everything for his family, and he’s an excellent listener too. Whenever we have a problem he’s always there for us. Not to mention the fact that he’s also really fun-loving! If there’s a party, my dad is the first person on the dancefloor.

But only include one or two exclamation marks in the article or they’ll lose their impact.

Finally you want to tackle the last question. Why did you choose him as your role model? A great technique here would be to address your reader personally and even include a rhetorical question at the end. This gives them something to think about. A little bit like this:

I think my father is the best role model because he is the most hardworking person I know. He has a really difficult job as a doctor and is always saving lives. That’s so inspiring for me!

I really look up to him and he really pushes me to be the best I can be. Wouldn’t you want a role model like my dad?

Step Three: Check it (5 minutes)

Everything has come together and you’ve got your final article. Now you can sit back, relax and put your feet up until the examiner says stop. Wait, not quite!

You’re missing the last important step. Always check your writing. You’d hate for all your hard work to be wasted at the last moment. Here are some things to check for.

• You included everything in the question
• You’ve used a variety of sentence lengths
• The spelling is correct
• It’s personal and engaging
• You haven’t repeated the same vocabulary too often
• It’s not too formal

What are the examiners looking out for?

To get the very best results, you need to know what the examiners are looking out for when they are marking your writing.

These are the four most important things to consider:

Ask yourself these questions when checking your work and make any necessary changes before the time is up!

Any other advice for writing an article?

Read, read, read. Go online and search for blogs in English that interest you. If you love sports, look at the sports news. If you prefer fashion, find fashion articles. Whatever it is read real examples for real inspiration!

Glossary for Language Learners

Find the following words in the article and then write down any new ones you didn’t know.

Nightmare (n): : a bad dream.

Rhetorical question (n): a question that doesn’t need to be answered, for dramatic effect.

Time management (n): the way to use your time effectively.

Look up to somebody (pv) : to admire someone.

Humour (n): something amusing or funny.

To hook (v): to attract and captivate your attention.

To flow (v): to move steadily and constantly.

First-rate (adj): excellent, top quality, well made or done.

An exclamation mark (n): this punctuation symbol: !.

To tackle (v): dealing with a challenge or something difficult.

To put your feet up (exp): to rest and relax.

pv = phrasal verb

adj = adjective

exp = expression

Sporting traditions

This lesson consists of three short descriptions of sporting traditions in the UK.

The texts explore the types of sport and the attitudes of people playing unusual games or entering unusual tournaments. The improvisation task is better suited to higher levels but one of the role play situations could be adapted to lower level classes with careful dialogue building and guided prompts on the board.

CPA’s 20th year explores ‘American experience’

Herbie Hancock kicks off a season that includes Silkroad Ensemble and Ailey and A Dorrance Dance Production.

The Carolina Performing Arts 2024-25 season offers an exciting range of artists, commemorations and programming firsts centered around inquiry into the American experience.

“Since founding, CPA has co-commissioned nearly 80 works, built a global community of artistic collaborators and invested in creative research and inquiry across campus,” said Alison Friedman, the James and Susan Moeser Executive and Artistic Director of CPA. “This season builds on CPA’s legacy of exploration to celebrate two decades and launch us into our next chapter. From the bombastic to the introspective, the performances all tie back to themes and topics rooted in the American experience.”

CPA’s 20th anniversary season kicks off with a concert by jazz and R&B legend Herbie Hancock and includes performances by returning favorites Silkroad Ensemble, Alvin Ailey American Dance Theater and Michelle Dorrance.

For the first time, CPA has selected a curator-in-residence, violinist and Brooklyn Rider founding member Johnny Gandelsman. He commissioned works for an anthology called “This Is America,” inviting composers to create new music in response to their experience during the vulnerability and isolation of the pandemic. Many of those composer/performers and their collaborators will appear in a series of performances across five dates.

Single tickets for the public go on sale Aug. 6, and donor pre-sale begins July 23.

Moscow is the capital and largest city of Russia. It is the fourth largest city in the world, and is the first in size among all European cities.

Moscow was founded in 1147 by Yuri Dolgoruki, a prince of the region. The town lay on important land and water trade routes, and it grew and prospered. During the 1200’s, Tartar invaders from Asia conquered Moscow and other Russian lands.

Moscow grew rapidly during the 1600’s. The czars built palaces in the Kremlin, and nobles built mansions. New churches and monasteries arose, and industries developed. In 1703, Peter the Great began building a new capital at St. Petersburg. But Moscow remained an important center of culture, industry, and trade. In the fall of 1812, invading French Troops under Napoleon I entered Moscow without a struggle. Most of the people had left the city. Soon afterwards, a fire destroyed most of Moscow . After 35 days, the French troops left the city and began a retreat through the snow and cold.

In the 1917 revolution, the government fell to the Bolsheviks. They moved back to Moscow in 1918 capital.

Moscow lies in the north-central part of the European section of Russia. The Moscow River flows through the city. Moscow is built in the shape of a wheel. At the center of the wheel stands the Kremlin. This old fortress is the center of the Russian government. Inside its walls are beautiful cathedrals and palaces, as well as government buildings. Some of them date from the 1400’s.

Red Square lies just outside the Kremlin wall. It took its name in Russian from an old word meaning both beautiful and red. There, huge military parades celebrate special occasions. Thousands of people line up daily at the Lenin Mausoleum to view the preserved body of Lenin.

Opposite the Kremlin on Red Square is GUM, the largest department store. Saint Basil’s Church is also on Red Square. This 400-year-old building is part of the State Historical Museum. The Russia Hotel, one of the world’s largest hotels, faces the Kremlin near Red Square.

Muscovites are proud of their subway system, called the Metro. The city has more than 70 subway stations, which look like palace halls and are the fanciest in the world.

Muscovites have many facilities for recreation. Luzhniki, a huge sports area, includes Lenin Stadium, which can seat about 103,000 persons. Every year, about 7 million people go to Gorki Park, Moscow’s most popular amusement center.

The Bolshoi Theatre presents ballets that many people consider Russia’s highest artistic achievement. Young dancers are trained at the Bolshoi Theatre’s school. The nation’s largest symphony orchestra performs at the Tchaikovsky Conservatory. In addition, Moscow has a number of famous drama theatres, such as the Maly and Moscow Art theatres.

The city has about 150 museums and art galleries. Dazzling treasures that belonged to the czars are displayed in the Armory Museum in the Kremlin.

Moscow State University is the largest university in the country. It was established in 1755, and has more than 30,000 students. Moscow has more than a thousand elementary schools and high schools, and over 80 specialized institutes.

About 3,000 main and branch libraries operate throughout Moscow. The Lenin State Library, the largest library in Russia , has one of the largest collections of books and manuscripts in the world.

Moscow is also the most important industrial city in Russia. Its factories produce a wide variety of products, but chiefly automobiles, buses, and trucks. Other important products include chemical, electrical machinery, measuring instruments, steel, and textiles.

The city is the transportation center of Russia. Moscow has three major airports. The Moscow Canal links the city to the great Volga River.

ICC prosecutor Khan co-authored essay saying defendants can’t get fair shake at world court: report

JERUSALEM - The British chief prosecutor Karim Khan for the International Criminal Court (ICC) published an academic essay in 2013 that suggested his own current effort to arrest Israeli Prime Minister Benjamin Netanyahu would be a travesty of justice because the court cannot provide due process to defendants.

The Washington, D.C.-based Middle East Media Research Institute (MEMRI) located Khan’s essay, which was  published by Duke University’s Law School, and analyzed key elements of the academic paper.

Yigal Carmon, the founder and president of MEMRI, wrote that Khan’s essay, titled "Defensive Practices: Representing Clients Before the International Criminal Court," revealed that "The ICC is incapable of delivering justice."

Carmon cited passages from the essay that Khan co-authored with the attorney Anand A. Shah, who is listed as a member of the New York State Bar.

ICC REQUESTS ARREST WARRANTS FOR NETANYAHU, HAMAS LEADERS OVER ‘WAR CRIMES’  

Khan’s academic paper places big question marks over whether defendants, who are hauled before the world court, can secure a fair trial.

In one telling example of the cards allegedly being stacked against the defendant at the ICC, Khan wrote "[ICC procedures] allow[s] the prosecutor to submit and rely on anonymous summaries of witness evidence that may be significantly lacking in substance, coherence, or both..."

With respect to heightened publicity and media buzz, Khan argued in his essay that the defendant faces another obstacle to a fair judicial process at the ICC. "In the case of a client suspected or accused of committing international crimes, the public perception of the client's guilt is often further magnified by the assistance of well-financed civil-society groups, nongovernmental organizations, and international media pushing a narrative that becomes accepted as the ‘truth’ even before the client appears in court."

Khan also noted deficiencies with the evidentiary rules at the ICC. He wrote "The applicable standard of proof at the confirmation stage – 'sufficient evidence to establish substantial grounds to believe' – is, of course, lower than the beyond-a-reasonable-doubt standard required to obtain a conviction at the trial stage."

The ICC is located in The Hague, Netherlands.

Earlier this month, Khan asked the ICC to issue arrest warrants against Netanyahu and Israeli Defense Minister Yoav Gallant for alleged war crimes during the Jewish state’s campaign to defeat the Hamas terrorist movement in the Gaza Strip.

BIDEN SLAMS ICC’S ‘OUTRAGEOUS’ REQUEST FOR NETANYAHU ARREST WARRANT  

In 2007, Khan was also on the verge of being held in contempt by the ICC during his representation of former  Liberian President Charles Taylor, who was accused of carrying out war crimes in Sierra Leone.

The presiding judge warned Khan at the time that "your code of conduct cannot override a court order which I made a few minutes ago," and the court "directed Khan to sit down." The judge "invited the prosecution to continue with its opening statement" when Khan shunned the legal proceeding. He "dramatically picked up his materials and walked out of the courtroom," according to The Cambridge companion to International Criminal Law. The ICC convicted Taylor in 2012.

Hamas invaded Israel on Oct. 7 and massacred nearly 1,200 people, including more than 30 Americans. Hamas also kidnapped over 250 people. The jihadi terrorist organization is currently holding 125 hostages in Gaza.

Tal Heinrich, a spokeswoman for Israel’s government, told Fox News Digital that the ICC is waging a "vicious smear" campaign against Israeli leaders. She said Israel’s government has not yet read Khan’s 2013 essay or the MEMRI report.

Heinrich added that the ICC will not deter Israel from its plan to defeat the Hamas terrorist movement. Netanyahu said about the ICC arrest warrant that "this is what  the new antisemitism looks like ."

Fadi El Abdallah, a spokesman for the ICC, told Fox News Digital via WhatsApp text message about the lack of response from the prosecutor’s office that "They may be busy. Thank you for your understanding." He added in a second WhatsApp message "I [c]ant (sic) be of further assistance as it is something for the Prosecutor’s team to respond to your inquiry." Efforts to reach Khan’s co-author, Shah, were not successful.

In 2016, Russia used an army of trolls to interfere in the U.S. presidential election. This year, an American given asylum in Moscow may be accomplishing much the same thing all by himself.

A dozen years ago, John Mark Dougan, a former deputy sheriff in Palm Beach County, Fla., sent voters an email posing as a county commissioner, urging them to oppose the re-election of the county’s sheriff.

He later masqueraded online as a Russian tech worker with a pseudonym, BadVolf, to leak confidential information in violation of state law, fooling officials in Florida who thought they were dealing with a foreigner.

He also posed as a fictional New York City heiress he called Jessica, tricking an adviser to the Palm Beach County Sheriff’s Office into divulging improper conduct by the department.

“And boy, did he ever spill ALL of the beans,” Mr. Dougan said in a written response to questions for this article, in which he confirmed his role in these episodes.

Those subterfuges in the United States, it turned out, were only a prelude to a more prominent and potentially more ominous campaign of deception he has been conducting from Russia.

Mr. Dougan, 51, who received political asylum in Moscow, is now a key player in Russia’s disinformation operations against the West. Back in 2016, when the Kremlin interfered in the American presidential election, an army of computer trolls toiled for hours in an office building in St. Petersburg to try to fool Americans online.

Today Mr. Dougan may be accomplishing much the same task largely by himself, according to American and European government officials and researchers from companies and organizations that have tracked his activities since August. The groups include NewsGuard, a company that reviews the reliability of news and information online; Recorded Future, a threat intelligence company; and Clemson University’s Media Forensics Hub.

Working from an apartment crowded with servers and other computer equipment, Mr. Dougan has built an ever-growing network of more than 160 fake websites that mimic news outlets in the United States, Britain and France.

With the help of commercially available artificial intelligence tools, including OpenAI’s ChatGPT and DALL-E 3, he has filled the sites with tens of thousands of articles, many based on actual news events. Interspersed among them are also bespoke fabrications that officials in the United States and European Union have attributed to Russian intelligence agencies or the administration of President Vladimir V. Putin.

Between September and May, Mr. Dougan’s outlets have been cited or referred to in news articles or social media posts nearly 8,000 times, and seen by more than 37 million people in 16 languages, according to a report released Wednesday by NewsGuard .

The fakes have recently included a baseless article on a fake San Francisco Chronicle website that said Ukraine’s president, Volodymyr Zelensky, had smuggled 300 kilograms of cocaine from Argentina. Another false narrative appeared last month in the sham Chronicle and on another site, called The Boston Times, claiming that the C.I.A. was working with Ukrainians to undermine Donald J. Trump’s presidential campaign.

Mr. Dougan, in a series of text exchanges and one telephone interview with The New York Times, denied operating the sites. A digital trail of clues, including web domains and internet protocol addresses, suggests otherwise, the officials and researchers say.

A friend in Florida who has known Mr. Dougan for 20 years, Jose Lambiet, also said in a telephone interview that Mr. Dougan told him in January that he had created the sites.

Steven Brill, a founder of NewsGuard, which has spent months tracking Mr. Dougan’s work, said he represented “a massive incursion into the American news ecosystem.”

“It’s not just some guy sitting in his basement in New Jersey tapping out a phony website,” he added.

Mr. Dougan’s emergence as a weapon of the Kremlin’s propaganda war follows a troubled life in the United States that included home foreclosures and bankruptcy. As a law enforcement officer in Florida and Maine, he faced accusations of excessive use of force and sexual harassment that resulted in costly lawsuits against the departments he worked for.

He faces an arrest warrant in Florida — its records sealed by court order — on 21 felony charges of extortion and wiretapping that resulted from a long-running feud with the sheriff of Palm Beach County.

Mr. Dougan’s activities from Moscow, where he fled in 2016 one step ahead of those charges, continue to draw scrutiny from the authorities in the United States. Last year, he impersonated an F.B.I. agent in a telephone call to Mr. Brill, according to an account by Mr. Brill to be published next week in a new book, “The Death of Truth.”

Mr. Dougan, who acknowledged making the call in a text message this week, had been angered by a NewsGuard report in February 2023 that criticized YouTube for allowing videos parroting Russian propaganda about the war in Ukraine, including some by Mr. Dougan.

In a rambling, profanity-laced video in response on YouTube last year, Mr. Dougan posted excerpts from the call with Mr. Brill and showed a Google Earth satellite photograph of his home in Westchester County, a suburb of New York City — “just down the road from the Clinton crime family,” as Mr. Dougan put it, referring to the home of former President Bill Clinton and former Secretary of State Hillary Rodham Clinton.

The call prompted an F.B.I. investigation that, according to Mr. Brill, traced the call to Mr. Dougan’s telephone in Russia. (A spokeswoman for the bureau did not respond to a request for comment on the investigation or Mr. Dougan’s previous activities.)

A History in Law Enforcement

Mr. Dougan began to hone the skills that he is putting to use today during a turbulent childhood in the United States. In the written responses to questions for this article, he said he had struggled at home and in school, bullied because of Tourette’s syndrome, but found a passion in computers. When he was 8, he said, the man who would become his stepfather began teaching him to write computer code.

“By the time I was 16,” he wrote in one response, “I knew a dozen different programming languages.”

After a four-year stint in the Marine Corps, which he claims he offered to join in lieu of a jail sentence for fleeing a police stop for speeding on a motorcycle, he became a police officer first in a small force in Mangonia Park, Fla., and then the Palm Beach County Sheriff’s Office from 2005 to 2009.

According to news reports and his own accounts over the years, Mr. Dougan repeatedly clashed with superiors and colleagues, facing numerous internal investigations that he said were retaliatory because he objected to police misconduct, including instances of racial bias.

In 2009, he moved briefly to Windham, Maine, to work in another small-town police department. There he faced a complaint of sexual harassment that resulted in his dismissal before he completed his probationary period.

Mr. Dougan started a website called WindhamTalk to defend himself. The website foreshadowed others he would create, including one devoted to the Palm Beach County Sheriff’s Office, PBSOTalk.

After moving back to Florida, he used PBSOTalk to torment in particular the department’s elected sheriff, Ric L. Bradshaw, whom he accused of corruption. He posted the unlawful recordings of “Jessica” chatting with a former detective commander, Mark Lewis, who, Mr. Dougan claimed, was investigating the sheriff’s critics, including himself. As Mr. Dougan acknowledged in a video interview last year, it is illegal in Florida to record a telephone conversation without permission.

In a statement, a spokeswoman for the Sheriff’s Office, Therese C. Barbera, said Mr. Dougan was “a wanted felon for cyberstalking using unsubstantiated and fabricated claims that have NO factual basis.”

In February 2016, PBSOTalk posted confidential information about thousands of police officers, federal agents and judges. The next month, F.B.I. agents and local police officers searched Mr. Dougan’s home, seizing all of his electronic equipment.

Fearing arrest, he said, he made his way to Canada and caught a flight to Moscow. He was indicted on the 21 Florida felony charges the next year.

Peddling Russia Propaganda

In Russia, Mr. Dougan refashioned himself as a kind of journalist, documenting his travels around the country, including Lake Baikal in Siberia and Crimea, the peninsula in Ukraine that Russia annexed in 2014 in violation of international law.

He posted photographs and videos from those trips on YouTube, which suspended his channel after NewsGuard’s report last year. He also appeared regularly on state media, including with two former intelligence operatives, Maria Butina , who penetrated Republican political circles, and Anna Chapman , one of 10 spies who inspired the television series “The Americans.”

In 2021, as Mr. Putin began mobilizing the military forces that would invade Ukraine, Mr. Dougan posted a video that the Kremlin would cite as one justification for its attack. In it, he claimed that the United States operated biological weapons factories in Ukraine, an accusation that Russia and its allies have pushed without ever providing evidence .

Once the war started, Mr. Dougan recounted in his written responses to questions, he traveled to Ukraine 14 times to report from the Russian side of the front lines. He appeared in Russian government hearings purporting to expose Ukraine’s transgressions, indicating some level of cooperation with the government authorities.

He has faced criticism for the reports, including in a profile in The Daily Beast, that he posted on YouTube and other platforms. Mr. Dougan has portrayed the war much as Russia’s propaganda has: as a righteous battle against neo-Nazis backed by a decadent West, led by the United States and NATO.

“The West has consistently lied about every aspect of this conflict,” he wrote. “Why does only one side get to tell their story?”

Fake News Sites in the U.S.

In April 2021, Mr. Dougan revived a website called DC Weekly, which had been created four years earlier and published fake articles about the Palm Beach County Sheriff’s Office. According to a report last December by Clemson’s Media Forensics Hub, the domain and internet protocol address were shared by PBSOTalk and Mr. Dougan’s personal website, as well as two marketing books he wrote in exile and a security firm he operated, Falcon Eye Tech, which offered “offshore security monitoring services.”

After Russia’s assault on Ukraine began in 2022, the site carried articles about the war.

Then, last August, the site began to publish articles based on elaborate fabrications that the Western government officials and disinformation researchers said came from Russia’s propaganda units. They often appeared first in videos or audio recordings on obscure X accounts or YouTube channels, then spread to sites like DC Weekly and then to Russian state media as if they were authentic accusations, a process researchers call “narrative laundering.”

The baseless narratives included claims that relatives or cronies of Ukraine’s leader secretly bought luxury properties, yachts or jewelry, and that Prince Andrew, the brother of King Charles III of Britain, had abducted and abused children during a secret visit to Ukraine.

Dozens of new sites have appeared in recent months. They included ones made to look like local news outlets: The Chicago Chronicle, The Miami Chronicle, The Boston Times, The Flagstaff Post and The Houston Post. Some hijacked names of actual news organizations, like The San Francisco Chronicle, or approximated them, in the case of one called The New York News Daily.

When The New York Times reported on the new sites in March, DC Weekly published a lengthy response in a stilted style that indicated the use of artificial intelligence. It was written under the name Jessica Devlin, one of the fictitious journalists on the site. “I’m not a shadowy foreign actor,” the article said.

At the end, the article invited media inquiries at an email address with the domain Falcon Eye Tech.

Two days later, Mr. Dougan answered.

103 New Sites in Two Days

Mr. Dougan, who became a Russian citizen last year and voted in the country’s presidential election in March, said in his messages to The Times that he made a living by selling security devices he designed for a manufacturer in China. He denied being paid by any Russian authorities, claiming he funds his activities himself.

His friend Mr. Lambiet, a private investigator and former journalist, said he considered Mr. Dougan a good man but cautioned that Mr. Dougan had a propensity to make things up. “He’s like a Russian disinformation campaign: It’s hard to know what’s true and what’s not,” he said.

As evidence of Mr. Dougan’s role in the news sites has emerged, he has shifted tactics. Recorded Future, the threat intelligence company, released a report this month that detailed his ties to agencies linked to the Russian disinformation. The report documented the extensive use of A.I., which one of the company’s researchers, Clément Briens, estimated made Mr. Dougan’s work far cheaper than hiring a troll army.

At the time, Recorded Future identified 57 domains that Mr. Dougan had created. In a two-day span after the report was published, 103 new sites appeared, all on a server in California.

“He’s trying to obfuscate the Russian links,” Mr. Briens said.

Mr. Dougan at times treats his activities as a game of cat and mouse. He spent months engaging with a researcher at NewsGuard, McKenzie Sadeghi, revealing details of his life in Moscow while mocking her boss, Mr. Brill.

“He seemed to be toying with me, both to elicit my responses and, it seemed, to show off his talent for global online mischief, without actually admitting anything,” she wrote in the report published on Wednesday.

While Mr. Dougan’s sites have focused on Russian narratives about the war in Ukraine, the researchers and government officials say he has laid the foundation for interference in the unusually large confluence of elections taking place around the world this year.

This suggests a “risk of an expanded operation scope in the near future, potentially targeting diverse audiences and democratic systems in Europe and other Western nations for various strategic objectives,” the diplomatic service of the European Union wrote in a report last month when the network included only 23 websites.

In recent weeks, the sites have included themes that seem intended to stoke the partisan fires in the United States before November’s presidential election.

Last month, articles appeared on two of Mr. Dougan’s newer fake sites, The Houston Post and The Flagstaff Post, detailing a baseless claim that the F.B.I. had planted an eavesdropping device in Mr. Trump’s office at Mar-a-Lago in Florida.

Some of the new sites have names, like Right Review and Red State Report, that suggest a conservative political bent. In April, a site that researchers also linked to Mr. Dougan offered “major cryptocurrency rewards” for leaks of information about American officials, singling out two prosecutors and a judge involved in the criminal cases against Mr. Trump.

“If the site was mine,” he wrote in response to a question about it, “I would want people to give documents on any dirty politician, Republican, Democrat or other.”
