Whether in a work meeting or at an investor panel, you might give a speech at some point. And no matter how excited you are about the opportunity, the experience can be nerve-wracking . 

But feeling butterflies doesn’t mean you can’t give a great speech. With the proper preparation and a clear outline, apprehensive public speakers and natural wordsmiths alike can write and present a compelling message. Here’s how to write a good speech you’ll be proud to deliver.

What is good speech writing?

Good speech writing is the art of crafting words and ideas into a compelling, coherent, and memorable message that resonates with the audience. Here are some key elements of great speech writing:

  • It begins with clearly understanding the speech's purpose and the audience it seeks to engage. 
  • A well-written speech clearly conveys its central message, ensuring that the audience understands and retains the key points. 
  • It is structured thoughtfully, with a captivating opening, a well-organized body, and a conclusion that reinforces the main message. 
  • Good speech writing embraces the power of engaging content, weaving in stories, examples, and relatable anecdotes to connect with the audience on both intellectual and emotional levels. 

Ultimately, it is the combination of these elements, along with the authenticity and delivery of the speaker , that transforms words on a page into a powerful and impactful spoken narrative.

What makes a good speech?

A great speech includes several key qualities, but three fundamental elements make a speech truly effective:

Clarity and purpose

Remembering the audience, cohesive structure.

While other important factors make a speech a home run, these three elements are essential for writing an effective speech.

The main elements of a good speech

The main elements of a speech typically include:

  • Introduction: The introduction sets the stage for your speech and grabs the audience's attention. It should include a hook or attention-grabbing opening, introduce the topic, and provide an overview of what will be covered.
  • Opening/captivating statement: This is a strong statement that immediately engages the audience and creates curiosity about the speech topics.
  • Thesis statement/central idea: The thesis statement or central idea is a concise statement that summarizes the main point or argument of your speech. It serves as a roadmap for the audience to understand what your speech is about.
  • Body: The body of the speech is where you elaborate on your main points or arguments. Each point is typically supported by evidence, examples, statistics, or anecdotes. The body should be organized logically and coherently, with smooth transitions between the main points.
  • Supporting evidence: This includes facts, data, research findings, expert opinions, or personal stories that support and strengthen your main points. Well-chosen and credible evidence enhances the persuasive power of your speech.
  • Transitions: Transitions are phrases or statements that connect different parts of your speech, guiding the audience from one idea to the next. Effective transitions signal the shifts in topics or ideas and help maintain a smooth flow throughout the speech.
  • Counterarguments and rebuttals (if applicable): If your speech involves addressing opposing viewpoints or counterarguments, you should acknowledge and address them. Presenting counterarguments makes your speech more persuasive and demonstrates critical thinking.
  • Conclusion: The conclusion is the final part of your speech and should bring your message to a satisfying close. Summarize your main points, restate your thesis statement, and leave the audience with a memorable closing thought or call to action.
  • Closing statement: This is the final statement that leaves a lasting impression and reinforces the main message of your speech. It can be a call to action, a thought-provoking question, a powerful quote, or a memorable anecdote.
  • Delivery and presentation: How you deliver your speech is also an essential element to consider. Pay attention to your tone, body language, eye contact , voice modulation, and timing. Practice and rehearse your speech, and try using the 7-38-55 rule to ensure confident and effective delivery.

While the order and emphasis of these elements may vary depending on the type of speech and audience, these elements provide a framework for organizing and delivering a successful speech.

How to structure a good speech

You know what message you want to transmit, who you’re delivering it to, and even how you want to say it. But you need to know how to start, develop, and close a speech before writing it. 

Think of a speech like an essay. It should have an introduction, conclusion, and body sections in between. This places ideas in a logical order that the audience can better understand and follow them. Learning how to make a speech with an outline gives your storytelling the scaffolding it needs to get its point across.

Here’s a general speech structure to guide your writing process:

  • Explanation 1
  • Explanation 2
  • Explanation 3

How to write a compelling speech opener

Some research shows that engaged audiences pay attention for only 15 to 20 minutes at a time. Other estimates are even lower, citing that people stop listening intently in fewer than 10 minutes . If you make a good first impression at the beginning of your speech, you have a better chance of interesting your audience through the middle when attention spans fade. 

Implementing the INTRO model can help grab and keep your audience’s attention as soon as you start speaking. This acronym stands for interest, need, timing, roadmap, and objectives, and it represents the key points you should hit in an opening. 

Here’s what to include for each of these points: 

  • Interest : Introduce yourself or your topic concisely and speak with confidence . Write a compelling opening statement using relevant data or an anecdote that the audience can relate to.
  • Needs : The audience is listening to you because they have something to learn. If you’re pitching a new app idea to a panel of investors, those potential partners want to discover more about your product and what they can earn from it. Read the room and gently remind them of the purpose of your speech. 
  • Timing : When appropriate, let your audience know how long you’ll speak. This lets listeners set expectations and keep tabs on their own attention span. If a weary audience member knows you’ll talk for 40 minutes, they can better manage their energy as that time goes on. 
  • Routemap : Give a brief overview of the three main points you’ll cover in your speech. If an audience member’s attention starts to drop off and they miss a few sentences, they can more easily get their bearings if they know the general outline of the presentation.
  • Objectives : Tell the audience what you hope to achieve, encouraging them to listen to the end for the payout. 

Writing the middle of a speech

The body of your speech is the most information-dense section. Facts, visual aids, PowerPoints — all this information meets an audience with a waning attention span. Sticking to the speech structure gives your message focus and keeps you from going off track, making everything you say as useful as possible.

Limit the middle of your speech to three points, and support them with no more than three explanations. Following this model organizes your thoughts and prevents you from offering more information than the audience can retain. 

Using this section of the speech to make your presentation interactive can add interest and engage your audience. Try including a video or demonstration to break the monotony. A quick poll or survey also keeps the audience on their toes. 

Wrapping the speech up

To you, restating your points at the end can feel repetitive and dull. You’ve practiced countless times and heard it all before. But repetition aids memory and learning , helping your audience retain what you’ve told them. Use your speech’s conclusion to summarize the main points with a few short sentences.

Try to end on a memorable note, like posing a motivational quote or a thoughtful question the audience can contemplate once they leave. In proposal or pitch-style speeches, consider landing on a call to action (CTA) that invites your audience to take the next step.

How to write a good speech

If public speaking gives you the jitters, you’re not alone. Roughly 80% of the population feels nervous before giving a speech, and another 10% percent experiences intense anxiety and sometimes even panic. 

The fear of failure can cause procrastination and can cause you to put off your speechwriting process until the last minute. Finding the right words takes time and preparation, and if you’re already feeling nervous, starting from a blank page might seem even harder.

But putting in the effort despite your stress is worth it. Presenting a speech you worked hard on fosters authenticity and connects you to the subject matter, which can help your audience understand your points better. Human connection is all about honesty and vulnerability, and if you want to connect to the people you’re speaking to, they should see that in you.

1. Identify your objectives and target audience

Before diving into the writing process, find healthy coping strategies to help you stop worrying . Then you can define your speech’s purpose, think about your target audience, and start identifying your objectives. Here are some questions to ask yourself and ground your thinking : 

  • What purpose do I want my speech to achieve? 
  • What would it mean to me if I achieved the speech’s purpose?
  • What audience am I writing for? 
  • What do I know about my audience? 
  • What values do I want to transmit? 
  • If the audience remembers one take-home message, what should it be? 
  • What do I want my audience to feel, think, or do after I finish speaking? 
  • What parts of my message could be confusing and require further explanation?

2. Know your audience

Understanding your audience is crucial for tailoring your speech effectively. Consider the demographics of your audience, their interests, and their expectations. For instance, if you're addressing a group of healthcare professionals, you'll want to use medical terminology and data that resonate with them. Conversely, if your audience is a group of young students, you'd adjust your content to be more relatable to their experiences and interests. 

3. Choose a clear message

Your message should be the central idea that you want your audience to take away from your speech. Let's say you're giving a speech on climate change. Your clear message might be something like, "Individual actions can make a significant impact on mitigating climate change." Throughout your speech, all your points and examples should support this central message, reinforcing it for your audience.

4. Structure your speech

Organizing your speech properly keeps your audience engaged and helps them follow your ideas. The introduction should grab your audience's attention and introduce the topic. For example, if you're discussing space exploration, you could start with a fascinating fact about a recent space mission. In the body, you'd present your main points logically, such as the history of space exploration, its scientific significance, and future prospects. Finally, in the conclusion, you'd summarize your key points and reiterate the importance of space exploration in advancing human knowledge.

5. Use engaging content for clarity

Engaging content includes stories, anecdotes, statistics, and examples that illustrate your main points. For instance, if you're giving a speech about the importance of reading, you might share a personal story about how a particular book changed your perspective. You could also include statistics on the benefits of reading, such as improved cognitive abilities and empathy.

6. Maintain clarity and simplicity

It's essential to communicate your ideas clearly. Avoid using overly technical jargon or complex language that might confuse your audience. For example, if you're discussing a medical breakthrough with a non-medical audience, explain complex terms in simple, understandable language.

7. Practice and rehearse

Practice is key to delivering a great speech. Rehearse multiple times to refine your delivery, timing, and tone. Consider using a mirror or recording yourself to observe your body language and gestures. For instance, if you're giving a motivational speech, practice your gestures and expressions to convey enthusiasm and confidence.

8. Consider nonverbal communication

Your body language, tone of voice, and gestures should align with your message . If you're delivering a speech on leadership, maintain strong eye contact to convey authority and connection with your audience. A steady pace and varied tone can also enhance your speech's impact.

9. Engage your audience

Engaging your audience keeps them interested and attentive. Encourage interaction by asking thought-provoking questions or sharing relatable anecdotes. If you're giving a speech on teamwork, ask the audience to recall a time when teamwork led to a successful outcome, fostering engagement and connection.

10. Prepare for Q&A

Anticipate potential questions or objections your audience might have and prepare concise, well-informed responses. If you're delivering a speech on a controversial topic, such as healthcare reform, be ready to address common concerns, like the impact on healthcare costs or access to services, during the Q&A session.

By following these steps and incorporating examples that align with your specific speech topic and purpose, you can craft and deliver a compelling and impactful speech that resonates with your audience.

Tools for writing a great speech

There are several helpful tools available for speechwriting, both technological and communication-related. Here are a few examples:

  • Word processing software: Tools like Microsoft Word, Google Docs, or other word processors provide a user-friendly environment for writing and editing speeches. They offer features like spell-checking, grammar correction, formatting options, and easy revision tracking.
  • Presentation software: Software such as Microsoft PowerPoint or Google Slides is useful when creating visual aids to accompany your speech. These tools allow you to create engaging slideshows with text, images, charts, and videos to enhance your presentation.
  • Speechwriting Templates: Online platforms or software offer pre-designed templates specifically for speechwriting. These templates provide guidance on structuring your speech and may include prompts for different sections like introductions, main points, and conclusions.
  • Rhetorical devices and figures of speech: Rhetorical tools such as metaphors, similes, alliteration, and parallelism can add impact and persuasion to your speech. Resources like books, websites, or academic papers detailing various rhetorical devices can help you incorporate them effectively.
  • Speechwriting apps: Mobile apps designed specifically for speechwriting can be helpful in organizing your thoughts, creating outlines, and composing a speech. These apps often provide features like voice recording, note-taking, and virtual prompts to keep you on track.
  • Grammar and style checkers: Online tools or plugins like Grammarly or Hemingway Editor help improve the clarity and readability of your speech by checking for grammar, spelling, and style errors. They provide suggestions for sentence structure, word choice, and overall tone.
  • Thesaurus and dictionary: Online or offline resources such as thesauruses and dictionaries help expand your vocabulary and find alternative words or phrases to express your ideas more effectively. They can also clarify meanings or provide context for unfamiliar terms.
  • Online speechwriting communities: Joining online forums or communities focused on speechwriting can be beneficial for getting feedback, sharing ideas, and learning from experienced speechwriters. It's an opportunity to connect with like-minded individuals and improve your public speaking skills through collaboration.

Remember, while these tools can assist in the speechwriting process, it's essential to use them thoughtfully and adapt them to your specific needs and style. The most important aspect of speechwriting remains the creativity, authenticity, and connection with your audience that you bring to your speech.

5 tips for writing a speech

Behind every great speech is an excellent idea and a speaker who refined it. But a successful speech is about more than the initial words on the page, and there are a few more things you can do to help it land.

Here are five more tips for writing and practicing your speech:

1. Structure first, write second

If you start the writing process before organizing your thoughts, you may have to re-order, cut, and scrap the sentences you worked hard on. Save yourself some time by using a speech structure, like the one above, to order your talking points first. This can also help you identify unclear points or moments that disrupt your flow.

2. Do your homework

Data strengthens your argument with a scientific edge. Research your topic with an eye for attention-grabbing statistics, or look for findings you can use to support each point. If you’re pitching a product or service, pull information from company metrics that demonstrate past or potential successes. 

Audience members will likely have questions, so learn all talking points inside and out. If you tell investors that your product will provide 12% returns, for example, come prepared with projections that support that statement.

3. Sound like yourself

Memorable speakers have distinct voices. Think of Martin Luther King Jr’s urgent, inspiring timbre or Oprah’s empathetic, personal tone . Establish your voice — one that aligns with your personality and values — and stick with it. If you’re a motivational speaker, keep your tone upbeat to inspire your audience . If you’re the CEO of a startup, try sounding assured but approachable. 

4. Practice

As you practice a speech, you become more confident , gain a better handle on the material, and learn the outline so well that unexpected questions are less likely to trip you up. Practice in front of a colleague or friend for honest feedback about what you could change, and speak in front of the mirror to tweak your nonverbal communication and body language .

5. Remember to breathe

When you’re stressed, you breathe more rapidly . It can be challenging to talk normally when you can’t regulate your breath. Before your presentation, try some mindful breathing exercises so that when the day comes, you already have strategies that will calm you down and remain present . This can also help you control your voice and avoid speaking too quickly.

How to ghostwrite a great speech for someone else

Ghostwriting a speech requires a unique set of skills, as you're essentially writing a piece that will be delivered by someone else. Here are some tips on how to effectively ghostwrite a speech:

  • Understand the speaker's voice and style : Begin by thoroughly understanding the speaker's personality, speaking style, and preferences. This includes their tone, humor, and any personal anecdotes they may want to include.
  • Interview the speaker : Have a detailed conversation with the speaker to gather information about their speech's purpose, target audience, key messages, and any specific points they want to emphasize. Ask for personal stories or examples they may want to include.
  • Research thoroughly : Research the topic to ensure you have a strong foundation of knowledge. This helps you craft a well-informed and credible speech.
  • Create an outline : Develop a clear outline that includes the introduction, main points, supporting evidence, and a conclusion. Share this outline with the speaker for their input and approval.
  • Write in the speaker's voice : While crafting the speech, maintain the speaker's voice and style. Use language and phrasing that feel natural to them. If they have a particular way of expressing ideas, incorporate that into the speech.
  • Craft a captivating opening : Begin the speech with a compelling opening that grabs the audience's attention. This could be a relevant quote, an interesting fact, a personal anecdote, or a thought-provoking question.
  • Organize content logically : Ensure the speech flows logically, with each point building on the previous one. Use transitions to guide the audience from one idea to the next smoothly.
  • Incorporate engaging stories and examples : Include anecdotes, stories, and real-life examples that illustrate key points and make the speech relatable and memorable.
  • Edit and revise : Edit the speech carefully for clarity, grammar, and coherence. Ensure the speech is the right length and aligns with the speaker's time constraints.
  • Seek feedback : Share drafts of the speech with the speaker for their feedback and revisions. They may have specific changes or additions they'd like to make.
  • Practice delivery : If possible, work with the speaker on their delivery. Practice the speech together, allowing the speaker to become familiar with the content and your writing style.
  • Maintain confidentiality : As a ghostwriter, it's essential to respect the confidentiality and anonymity of the work. Do not disclose that you wrote the speech unless you have the speaker's permission to do so.
  • Be flexible : Be open to making changes and revisions as per the speaker's preferences. Your goal is to make them look good and effectively convey their message.
  • Meet deadlines : Stick to agreed-upon deadlines for drafts and revisions. Punctuality and reliability are essential in ghostwriting.
  • Provide support : Support the speaker during their preparation and rehearsal process. This can include helping with cue cards, speech notes, or any other materials they need.

Remember that successful ghostwriting is about capturing the essence of the speaker while delivering a well-structured and engaging speech. Collaboration, communication, and adaptability are key to achieving this.

How to write a good speech in 7 steps

Did you know writing a speech doesn't have be an anxious, nail biting experience?

Unsure? Don't be.

You may have lived with the idea you were never good with words for a long time. Or perhaps giving speeches at school brought you out in cold sweats.

However learning how to write a speech is relatively straight forward when you learn to write out loud.

And that's the journey I am offering to take you on: step by step.

To learn quickly, go slow

Take all the time you need. This speech format has 7 steps, each building on the next.

Walk, rather than run, your way through all of them. Don't be tempted to rush. Familiarize yourself with the ideas. Try them out.

I know there are well-advertised short cuts and promises of 'write a speech in 5 minutes'. However in reality they only truly work for somebody who already has the basic foundations of speech writing in place.

The foundation of good speech writing 

These steps are the backbone of sound speech preparation. Learn and follow them well at the outset and yes, given more experience and practice you could probably flick something together quickly. Like any skill, the more it's used, the easier it gets.

Step 1: Begin with a speech overview or outline

Are you in a hurry? Without time to read a whole page? Grab ... The Quick How to Write a Speech Checklist And come back to get the details later.

  • WHO you are writing your speech for (your target audience)
  • WHY you are preparing this speech. What's the main purpose of your speech? Is it to inform or tell your audience about something? To teach them a new skill or demonstrate something? To persuade or to entertain? (See 4 types of speeches: informative, demonstrative, persuasive and special occasion or entertaining for more.) What do you want them to think, feel or do as a result of listening the speech?
  • WHAT your speech is going to be about (its topic) - You'll want to have thought through your main points and have ranked them in order of importance. And have sorted the supporting research you need to make those points effectively.
  • HOW much time you have for your speech eg. 3 minutes, 5 minutes... The amount of time you've been allocated dictates how much content you need. You'll find estimates of the number of words required for 1 - 10 minute speeches by slow, medium and fast talkers.

Use an outline

The best way to make sure you deliver a perfect speech is to start by carefully completing a speech outline covering the essentials: WHO, WHY, WHAT and HOW.

Beginning to write without thinking your speech through is a bit like heading off on a journey not knowing why you're traveling or where you're going to end up. You can find yourself lost in a deep, dark, murky muddle of ideas very quickly!

Pulling together a speech overview or outline is a much safer option. It's the map you'll follow to get where you want to go.

Understanding speech construction

Before you begin to write, using your completed outline as a guide, let's briefly look at what you're aiming to prepare.

  • an opening or introduction
  • the body where the bulk of the information is given
  • and an ending (or summary).

Imagine your speech as a sandwich

If you think of a speech as a sandwich you'll get the idea.

The opening and ending are the slices of bread holding the filling (the major points or the body of your speech) together.

You can build yourself a simple sandwich with one filling (one big idea) or you could go gourmet and add up to three or, even five. The choice is yours.

But whatever you choose to serve, as a good cook, you need to consider who is going to eat it! And that's your audience.

So let's find out who they are before we do anything else. 

Step 2: Know who you are talking to

Understanding your audience.

Did you know a  good speech is never written from the speaker's point of view?  ( If you need to know more about why check out this page on  building rapport .)

Begin with the most important idea/point on your outline.

Consider HOW you can explain (show, tell) that to your audience in the most effective way for them to easily understand it.

To help you write from an audience point of view, it's a good idea to identify either a real person or the type of person who is most likely to be listening to you.

Make sure you select someone who represents the "majority" of the people who will be in your audience. That is they are neither struggling to comprehend you at the bottom of your scale or light-years ahead at the top.

Now imagine they are sitting next to you eagerly waiting to hear what you're going to say. Give them a name, for example, Joe, to help make them real.

Ask yourself

  • How do I need to tailor my information to meet Joe's needs? For example, do you tell personal stories to illustrate your main points? Absolutely! Yes. This is a very powerful technique. (Click storytelling in speeches to find out more.)
  • What type or level of language is right for Joe as well as my topic? For example if I use jargon (activity, industry or profession specific vocabulary) will it be understood?

Step 3: Writing as you speak

Writing oral language.

Write down what you want to say about your first main point as if you were talking directly to Joe.

If it helps, say it all out loud before you write it down and/or record it.

You do not have to write absolutely everything you're going to say down * but you do need to write down, or outline, the sequence of ideas to ensure they are logical and easily followed.

Remember too, to explain or illustrate your point with examples from your research. 

( * Tip: If this is your first speech the safety net of having everything written down could be just what you need. It's easier to recover from a patch of jitters when you have a word by word manuscript than if you have either none, or a bare outline. Your call!)

Step 4: Checking tone and language

The focus of this step is re-working what you've done in Step 2 and 3.

You identified who you were talking to (Step 2) and in Step 3, wrote up your first main point.  Is it right? Have you made yourself clear?  Check it.

How well you complete this step depends on how well you understand the needs of the people who are going to listen to your speech.

Please do not assume because you know what you're talking about the person (Joe) you've chosen to represent your audience will too. Joe is not a mind-reader!

How to check what you've prepared

  • Check the "tone" of your language . Is it right for the occasion, subject matter and your audience?
  • Check the length of your sentences. You need short sentences. If they're too long or complicated you risk losing your listeners.

Check for jargon too. These are industry, activity or group exclusive words.

For instance take the phrase: authentic learning . This comes from teaching and refers to connecting lessons to the daily life of students. Authentic learning is learning that is relevant and meaningful for students. If you're not a teacher you may not understand the phrase.

The use of any vocabulary requiring insider knowledge needs to be thought through from the audience perspective. Jargon can close people out.

  • Read what you've written out loud. If it flows naturally, in a logical manner, continue the process with your next main idea. If it doesn't, rework.

We use whole sentences and part ones, and we mix them up with asides or appeals e.g. "Did you get that? Of course you did. Right...Let's move it along. I was saying ..."

And now repeat the process

Repeat this process for the remainder of your main ideas.

Because you've done the first one carefully, the rest should follow fairly easily.

Step 5: Use transitions

Providing links or transitions between main ideas.

Between each of your main ideas you need to provide a bridge or pathway for your audience. The clearer the pathway or bridge, the easier it is for them to make the transition from one idea to the next.

If your speech contains more than three main ideas and each is building on the last, then consider using a "catch-up" or summary as part of your transitions.

Link/transition examples

A link can be as simple as:

"We've explored one scenario for the ending of Block Buster 111, but let's consider another. This time..."

What follows this transition is the introduction of Main Idea Two.

Here's a summarizing link/transition example:

"We've ended Blockbuster 111 four ways so far. In the first, everybody died. In the second, everybody died BUT their ghosts remained to haunt the area. In the third, one villain died. His partner reformed and after a fight-out with the hero, they both strode off into the sunset, friends forever. In the fourth, the hero dies in a major battle but is reborn sometime in the future.

And now what about one more? What if nobody died? The fifth possibility..."

Go back through your main ideas checking the links. Remember Joe as you go. Try each transition or link out loud and really listen to yourself. Is it obvious? Easily followed?

Keep them if they are clear and concise.

Step 6: The end of your speech

The ideal ending is highly memorable . You want it to live on in the minds of your listeners long after your speech is finished. Often it combines a call to action with a summary of major points.

Example 1: The desired outcome of a speech persuading people to vote for you in an upcoming election is that they get out there on voting day and do so. You can help that outcome along by calling them to register their support by signing a prepared pledge statement as they leave.

"We're agreed we want change. You can help us give it to you by signing this pledge statement as you leave. Be part of the change you want to see!

Example 2: The desired outcome is increased sales figures. The call to action is made urgent with the introduction of time specific incentives.

"You have three weeks from the time you leave this hall to make that dream family holiday in New Zealand yours. Can you do it? Will you do it? The kids will love it. Your wife will love it. Do it now!"

How to figure out the right call to action

A clue for working out what the most appropriate call to action might be, is to go back to your original purpose for giving the speech.

  • Was it to motivate or inspire?
  • Was it to persuade to a particular point of view?
  • Was it to share specialist information?
  • Was it to celebrate a person, a place, time or event?

Ask yourself what you want people to do as a result of having listened to your speech.

Write and test

Write your ending and test it out loud. Try it out on a friend, or two. Is it good? Does it work?

Step 7: The introduction

Once you've got the filling (main ideas) the linking and the ending in place, it's time to focus on the introduction.

The introduction comes last as it's the most important part of your speech. This is the bit that either has people sitting up alert or slumped and waiting for you to end. It's the tone setter!

What makes a great speech opening?

Ideally you want an opening that makes listening to you the only thing the 'Joes' in the audience want to do.

You want them to forget they're hungry or that their chair is hard or that their bills need paying.

The way to do that is to capture their interest straight away. You do this with a "hook".

Hooks to catch your audience's attention

Hooks come in as many forms as there are speeches and audiences. Your task is work out what specific hook is needed to catch your audience.

Go back to the purpose. Why are you giving this speech?

Once you have your answer, consider your call to action. What do you want the audience to do, and, or take away, as a result of listening to you?

Next think about the imaginary or real person you wrote for when you were focusing on your main ideas.

Choosing the best hook

  • Is it humor?
  • Would shock tactics work?
  • Is it a rhetorical question?
  • Is it formality or informality?
  • Is it an outline or overview of what you're going to cover, including the call to action?
  • Or is it a mix of all these elements?

A hook example

Here's an example from a fictional political speech. The speaker is lobbying for votes. His audience are predominately workers whose future's are not secure.

"How's your imagination this morning? Good? (Pause for response from audience) Great, I'm glad. Because we're going to put it to work starting right now.

I want you to see your future. What does it look like? Are you happy? Is everything as you want it to be? No? Let's change that. We could do it. And we could do it today.

At the end of this speech you're going to be given the opportunity to change your world, for a better one ...

No, I'm not a magician. Or a simpleton with big ideas and precious little commonsense. I'm an ordinary man, just like you. And I have a plan to share!"

And then our speaker is off into his main points supported by examples. The end, which he has already foreshadowed in his opening, is the call to vote for him.

Prepare several hooks

Experiment with several openings until you've found the one that serves your audience, your subject matter and your purpose best.

That completes the initial seven steps towards writing your speech. If you've followed them all the way through, congratulations, you now have the text of your speech!

Although you might have the words, you're still a couple of steps away from being ready to deliver them. Both of them are essential if you want the very best outcome possible. They are below. Please take them.

Step 8: Checking content and timing

This step pulls everything together.

Check once, check twice, check three times & then once more!

Go through your speech really carefully.

On the first read through check you've got your main points in their correct order with supporting material, plus an effective introduction and ending.

On the second read through check the linking passages or transitions making sure they are clear and easily followed.

On the third reading check your sentence structure, language use and tone.

Double, triple check the timing

Now go though once more.

This time read it aloud slowly and time yourself.

If it's too long for the time allowance you've been given make the necessary cuts.

Start by looking at your examples rather than the main ideas themselves. If you've used several examples to illustrate one principal idea, cut the least important out.

Also look to see if you've repeated yourself unnecessarily or, gone off track. If it's not relevant, cut it.

Repeat the process, condensing until your speech fits the required length, preferably coming in just under your time limit.

You can also find out how approximately long it will take you to say the words you have by using this very handy words to minutes converter . It's an excellent tool, one I frequently use. While it can't give you a precise time, it does provide a reasonable estimate.

Step 9: Rehearsing your speech

And NOW you are finished with writing the speech, and are ready for REHEARSAL .

Please don't be tempted to skip this step. It is not an extra thrown in for good measure. It's essential.

Before you begin writing you need:.

  • Your speech OUTLINE with your main ideas ranked in the order you're going to present them. (If you haven't done one complete this 4 step sample speech outline . It will make the writing process much easier.)
  • Your RESEARCH
  • You also need to know WHO you're speaking to, the PURPOSE of the speech and HOW long you're speaking for

The basic format

  • the body where you present your main ideas

Split your time allowance so that you spend approximately 70% on the body and 15% each on the introduction and ending.

  • Write your main ideas out incorporating your examples and research
  • Link them together making sure each flows in a smooth, logical progression
  • Write your ending, summarizing your main ideas briefly and end with a call for action
  • Write your introduction considering the 'hook' you're going to use to get your audience listening

For an extra element, close your speech by restating the introduction statement so it feels like a complete package.

A good approach to conclude your speech is to introduce a call to action. Encourage your audience to participate in the solution to the problem that you are discussing. Give your audience some direction on how they can participate.

You might be wondering if you should really bother with a preparation outline. Is a speaking outline worth your time, or can you get through by just keeping your supporting points in mind?

Again, I highly recommend that all speakers create an outline as part of their speechwriting process. This step is an extremely important way to organize your main ideas and all the various elements of your speech in a way that will command your audience’s attention.

Good public speaking teachers will agree that an outline—even if it’s a rough outline—is the easiest way to propel you forward to a final draft of an organized speech that audience members will love.

Here are a few of the biggest benefits of creating an outline before diving straight into your speech.

Gain More Focus

By writing an outline, you’ll be able to center the focus of your speech where it belongs—on your thesis statement and main idea.

Remember, every illustration, example, or piece of information you share in your speech should be relevant to the key message you’re trying to deliver. And by creating an outline, you can ensure that everything relates back to your main point.

Keep Things Organized

Your speech should have an overall organizational pattern so that listeners will be able to follow your thoughts. You want your ideas to be laid out in a logical order that’s easy to track, and for all of the speech elements to correspond.

An outline serves as a structure or foundation for your speech, allowing you to see all of your main points laid out so you can easily rearrange them into an order that makes sense for easy listening.

A speaking outline helps you create smoother transitions between the different parts of your speech.

When you know what’s happening before and after a certain section, it will be easy to accurately deliver transitional statements that make sense in context. Instead of seeming like several disjointed ideas, the parts of your speech will naturally flow into each other.

Save Yourself Time

An outline is an organization tool that will save you time and effort when you get ready to write the final draft of your speech. When you’re working off of an outline to write your draft, you can overcome “blank page syndrome.”

It will be much easier to finish the entire speech because the main points and sub-points are already clearly laid out for you.

Preparing to Write A Speech Outline

Now that you know how helpful even the most basic of speech outlines can be in helping you write the best speech, here’s how to write the best outline for your next public speaking project.

How Long Should A Speech Outline Be?

The length of your speech outline will depend on the length of your speech. Are you giving a quick two-minute talk or a longer thirty-minute presentation? The length of your outline will reflect the length of your final speech.

Another factor that will determine the length of your outline is how much information you actually want to include in the outline. For some speakers, bullet points of your main points might be enough. In other cases, you may feel more comfortable with a full-sentence outline that offers a more comprehensive view of your speech topic.

The length of your outline will also depend on the type of outline you’re using at any given moment.

Types of Outlines

Did you know there are several outline types? Each type of outline is intended for a different stage of the speechwriting process. Here, we’re going to walk through:

  • Working outlines
  • Full-sentence outlines
  • Speaking outlines

Working Outline

Think of your working outline as the bare bones of your speech—the scaffolding you’re using as you just start to build your presentation. To create a working outline, you will need:

  • A speech topic
  • An idea for the “hook” in your introduction
  • A thesis statement
  • 3-5 main points (each one should make a primary claim that you support with references)
  • A conclusion

Each of your main points will also have sub-points, but we’ll get to those in a later step.

The benefit of a working outline is that it’s easy to move things around. If you think your main points don’t make sense in a certain order—or that one point needs to be scrapped entirely—it’s no problem to make the needed changes. You won’t be deleting any of your prior hard work because you haven’t really done any work yet.

Once you are confident in this “skeleton outline,” you can move on to the next, where you’ll start filling in more detailed information.

Full-sentence outline

As the name implies, your full-sentence outline contains full sentences. No bullet points or scribbled, “talk about x, y, z here.” Instead, research everything you want to include and write out the information in full sentences.

Why is this important? A full-sentence outline helps ensure that you are:

  • Including all of the information your audience needs to know
  • Organizing the material well
  • Staying within any time constraints you’ve been given

Don’t skip this important step as you plan your speech.

The final type of outline you’ll need is a speaking outline. When it comes to the level of detail, this outline is somewhere in between your working outline and a full-sentence outline. 

You’ll include the main parts of your speech—the introduction, main points, and conclusion. But you’ll add a little extra detail about each one, too. This might be a quote that you don’t want to misremember or just a few words to jog your memory of an anecdote to share.

When you actually give your speech, this is the outline you will use. It might seem like it makes more sense to use your detailed full-sentence outline up on stage. However, if you use this outline, it’s all too easy to fall into the trap of reading your speech—which is not what you want to do. You’ll likely sound much more natural if you use your speaking outline.

How to Write A Speech Outline

We’ve covered the types of outlines you’ll work through as you write your speech. Now, let’s talk more about how you’ll come up with the information to add to each outline type.

Pick A Topic

Before you can begin writing an outline, you have to know what you’re going to be speaking about. In some situations, you may have a topic given to you—especially if you are in a public speaking class and must follow the instructor’s requirements. But in many cases, speakers must come up with their own topic for a speech.

Consider your audience and what kind of educational, humorous, or otherwise valuable information they need to hear. Your topic and message should of course be highly relevant to them. If you don’t know your audience well enough to choose a topic, that’s a problem.

Your audience is your first priority. If possible, however, it’s also helpful to choose a topic that appeals to you. What’s something you’re interested in and/or knowledgeable about? 

It will be much easier to write a speech on a topic you care about rather than one you don’t. If you can come up with a speech topic that appeals to your audience and is interesting to you, that’s the sweet spot for writing and delivering an unforgettable speech.

Write A Thesis Statement

The next step is to ask yourself two important questions:

  • What do you want your audience to take away from your speech?
  • How will you communicate this main message?

The key message of your speech can also be called your “thesis statement.”

Essentially, this is your main point—the most important thing you hope to get across.

You’ll most likely actually say your thesis statement verbatim during your speech. It should come at the end of your introduction. Then, you’ll spend the rest of your talk expanding on this statement, sharing more information that will prove the statement is true.

Consider writing your thesis statement right now—before you begin researching or outlining your speech. If you can refer back to this statement as you get to work, it will be much easier to make sure all of the elements correspond with each other throughout your speech.

An example of a good thesis statement might read like this:

  • Going for a run every day is good for your health.
  • It’s important to start saving for retirement early.
  • The COVID-19 pandemic had a negative impact on many small businesses.

The second part of this step is to know how you will communicate your main message . For example, if your key point is that running improves physical health, you might get this across by:

  • Citing scientific studies that proved running is good for your health
  • Sharing your personal experience of going for a run every day

Your goal is for all of your sub-points and supporting material to reflect and support your main point. At the end of the speech, your audience should be appropriately motivated, educated, or convinced that your thesis statement is true.

Once you have a topic for your presentation and a good thesis statement, you can move on to the bulk of the outline.

The first part of your speech is the introduction, which should include a strong “hook” to grab the attention of your audience. There are endless directions you can go to create this hook. Don’t be afraid to get creative! You might try:

  • Telling a joke
  • Sharing an anecdote
  • Using a prop or visual aid
  • Asking a question (rhetorical or otherwise)

These are just a few examples of hooks that can make your audience sit up and take notice.

The rest of your introduction shouldn’t be too long—as a general rule of thumb, you want your introduction to take up about 10% of your entire speech. But there are a few other things you need to say.

Briefly introduce yourself and who you are to communicate why the audience should trust you. Mention why you’re giving this speech. 

Explain that you’re going to cover X main points—you can quickly list them—and include your thesis statement. 

You could also mention how long your speech will be and say what your audience will take away from it (“At the end of our 15 minutes together today, you’ll understand how to write a resume”).

Then smoothly transition into the body of your speech.

Next, you’ll write the body of your speech. This is the bulk of your presentation. It will include your main points and their sub-points. Here’s how this should look:

Your subpoints might be anecdotes, visual aids, or studies. However you decide to support your main points, make them memorable and engaging. Nobody wants to sit and listen to you recite a dry list of facts.

Remember, the amount of detail you include right now will depend on which outline you’re on. Your first outline, or working outline, doesn’t have to include every last little detail. Your goal is to briefly encapsulate all of the most important elements in your speech. 

But beyond that, you don’t need to write down every last detail or example right now. You don’t even have to write full sentences at this point. That will come in your second outline and other future drafts.

Your conclusion should concisely summarize the main points of your speech. You could do this by saying, “To recap as I finish up, today we learned…” and reiterate those primary points.

It’s also good to leave the audience with something to think about and/or discuss. Consider asking them a question that expands on your speech—something they can turn over in their minds the rest of the day. 

Or share one final story or quote that will leave them with lasting inspiration. Bonus points if your conclusion circles back around to your introduction or hook.

In other cases, you may want to end with a call to action. Are you promoting something? Make sure your audience knows what it is, how it will benefit them, and where they can find it. Or, your CTA might be as simple as plugging your Twitter handle and asking listeners to follow you.

Finally, don’t forget to say thank you to your audience for taking the time to listen.

Additional Helpful Speechwriting Tips

Your speech outline is important, but it’s not the only thing that goes into preparing to give a presentation. Take a look at these additional tips I recommend to help your speech succeed.

Use Visual Aids

Visual aids are a good way to make sure your audience stays engaged—that they listen closely, and remember what you said. Visual aids serve as an attention-getter for people who may not be listening closely. These aids also ensure that your points are sufficiently supported.

You might choose to incorporate any of the following in your talk:

  • A PowerPoint presentation
  • A chart or graph
  • A whiteboard or blackboard
  • A flip chart
  • A prop that you hold or interact with

Don’t overdo it. Remember, your speech is the main thing you’re presenting. Any visual aids are just that—aids. They’re a side dish, not the main entrée. Select one primary type of aid for your speech.

If you decide to include visual aids, use your speaking outline to make a note of which items you will incorporate where. You may want to place these items on your working outline. They should definitely be on your full-sentence outline.

Keep Your Audience Engaged

As you write and practice your speech, make sure you’re doing everything you can to keep your audience engaged the entire time. We’ve already talked about including stories and jokes, using visual aids, or asking questions to vary your talk and make it more interesting.

Your body language is another important component of audience engagement. Your posture should be straight yet relaxed, with shoulders back and feet shoulder-width apart. Keep your body open to the audience.

Make eye contact with different people in the audience. Incorporate hand gestures that emphasize certain points or draw attention to your visual aids.

Don’t be afraid to move around whatever space you have. Movement is especially helpful to indicate a clearer transition from one part of your speech to another. And smile! A simple smile goes a long way to help your audience relax.

Practice Your Speech

When you’re done with speechwriting, it’s time to get in front of the mirror and practice. Pay attention to your body language, gestures, and eye contact. 

Practice working with any visual aids or props you will be using. It’s also helpful to make a plan B—for instance, what will you do if the projector isn’t working and you can’t use your slides?

Ask a friend or family member if you can rehearse your speech for them. When you’re through, ask them questions about which parts held their attention and which ones didn’t.

You should also use your speaking outline and whatever other notes you’ll be using in your speech itself. Get used to referring to this outline as you go. But remember, don’t read anything verbatim (except maybe a quote). Your speaking outline is simply a guide to remind you where you’re going.

Learn to Speak Like A Leader

There’s a lot of work that goes into writing a speech outline. That’s undeniable. But an outline is the best way to organize and plan your presentation. When your speech outline is ready, it will be a breeze to write and then present your actual speech.

Today, we’re going to tackle two of the scariest things you may ever be asked to do: writing and delivering a speech. To help your next presentation go well, check out these quick and dirty tips for writing scripts and speeches.

Tip #1: Keep it Quick and Dirty

Keep it short. Abraham Lincoln’s Gettysburg Address is one of the most famous speeches in history, and it’s just 10 sentences long. Of course, not every presenter can be as brief as Lincoln, and a two-minute speech wouldn’t be appropriate if you’ve been asked to fill half an hour. Don’t cut yourself short, but do fill your time with relevant material that will keep your audience interested.

Tip #2: Orient Your Listener

Take control of your listeners’ expectations. A strong introduction is important whether you’re writing or speaking, but it takes a lot longer to listen to a speech than to read an article, and it will help your audience commit to your presentation if you start by telling them why it’s important. For example, “We’re going to spend the next 30 minutes talking about the zombie apocalypse, because if you’re prepared for zombies, you’re prepared for anything!”  It also helps to include an interesting anecdote or question to hook them, like, “Did you know that FEMA recently released tips on how to survive a zombie apocalypse?”

Also, remember that your presentation begins as soon as you take the stage. Don’t spend 10 minutes thanking everyone in the room before you get to the meat of your piece. A brief thank-you is fine.

Tip #3: Keep Important Information at the Beginning of Your Sentences

Keep your listeners hooked throughout your speech by crafting your sentences in a way that grabs them at the beginning. When telling the audience something new and interesting, start your sentence with the most important information. Imagine Darth Vader telling Luke Skywalker, “A long time ago, in a galaxy far, far away, I had a son, and it was you.” Putting the main subject and the main verb first in the sentence makes it far more interesting: “I am your father.”

Tip #4: Finish Strong

To help your audience walk away satisfied, finish by reminding them of what they’ve learned and if appropriate, what you want them to do next: “Zombies may not be lurking outside your door right now, but you never know when a disaster will strike. Build an emergency kit, make a plan with your family, and be ready to run if your neighbors come looking for brains.”

Tip #5: Write an Outline, Then Write Your Speech

Write an outline, but don’t stop there. An outline can be a great tool to help you organize your thoughts, but it’s no substitute for a polished presentation. Unless you’re an incredibly gifted speaker with lots of experience, it’s usually better to write out exactly what you’re going to say. The professionals—politicians and actors who routinely give speeches—usually script everything, even their jokes and asides.

Also, if you’re writing for someone else, an outline certainly won’t cut it, especially if the person isn’t familiar with the material. Even though it’s more work, writing a full script will make sure your speaker gets the information right and gives an engaging talk.

Tip #6: Be Conversational

Write with a conversational tone. Most of us don’t write and speak the same way, and that’s OK . But when preparing a speech or presentation, you should try to write the way you speak. You probably use contractions when you’re talking; don’t be afraid to use them in your writing too. That last sentence could have sounded stiff if I had said, “Do not be afraid” instead of “Don’t be afraid.”

A few well-placed jokes or slang terms can help you sound conversational, but don’t use words or devices you wouldn’t normally use. You might sound like you’re trying too hard.

Most of us don’t listen to ourselves speak, so it can be hard to identify our normal tendencies without help. Record yourself talking about your topic. You can use your outline if you need a guide, but right now, don’t worry too much about hitting all your bullet points. Instead, imagine a friend just walked up to you and said, “Have you heard a zombie apocalypse is coming?” How would you respond?

When you listen to your recording, you’ll probably find that you’re more wordy when you speak than when you write. That’s OK. Most people are. Also, you may find yourself addressing your friend directly, a technique that will help you connect with your audience.

Tip #7: Know Your Speaker

You’ve probably already heard the advice “know your audience,” but when you’re writing a script, it’s just as important to consider who will say your words as who will hear them. If you’re writing for yourself, it’s easy, but if you’re writing for someone else, you may need to adjust your voice and tone. You don’t have to imitate people; they’ll find  ways to personalize the material . But do think about who the speaker is and the purpose of the speech, and don’t write in a way that obviously doesn’t fit the person’s style and situation.

Also, it’s helpful to include pronunciation information for unfamiliar words and names, especially if the presenter isn’t a native English speaker.

If you include notes, be sure to put your notes on a different page or in a different font color so your speaker doesn’t accidentally work them into the presentation.

You may also want to use italics or underlining to highlight important words or points so the speaker knows what to emphasize. If the script will be published somewhere, though, remember to take out all those notes you included to help the speaker.

Tip #8: Practice, Polish, and Perfect

Whether you decide to read your talk, recite it, or speak from an outline, be sure to rehearse. Skipping this step can have disastrous consequences, especially if you’re being recorded.

Tip #9: Stop Worrying

In conclusion, writing a speech is different from writing for print or the web.  You need to set your audience’s expectations, write in a way that sounds like natural speech, and then once you’ve written the speech, you need to know it so well that you sound like you’re speaking to a friend instead of delivering prepared material. It’s scary to put your words out there for people to hear or say, but you can do it! If you care about your topic, and speak with passion and authority, others will care about it too.

 Write an Effective Script for Your Speech

With the massive shift to online provoked by COVID-19, virtual events have changed from being a minor subset to being the norm. 

As you make the transition and discover the ins and outs of virtual gatherings, you’ll realize that there is a  key component that you need — a great script for your speech, or indeed, for your event as a whole.

The script is the key pillar of a virtual event. It gives the event structure, keeps everyone organized, ensures that there are no loose ends, and navigates the event to the desired goal. Simply put, the script helps you plan and successfully execute the event.

Whether you are hosting a webinar, conference, or online summit, or whether you are simply a single speaker at an event, follow these tips to write an impressive script.  

1. Start With an Outline

Before you dive into the specifics of the event, create an outline. Having this will make the writing process much easier.

Ask yourself: What does the script need to include? Write down the key elements of the event. Those elements can be:

Introduction

The essential points that the event (or speech) will cover

The outline can help you in two ways: to streamline your writing and to guide proceedings during the event or speech itself.

2. Embrace Conversational Writing Style

No matter who your audience is, the best way to engage them is to use conversational language. The event or speech should feel welcoming and natural. Everyday language will create that atmosphere.

As you write the script, allow yourself to use incomplete sentences or sentence fragments. Scriptwriting isn't technical writing. You are free to use a style, tone, and wording that will make the script engaging and suitable for your type of event.

3. Grab Attention With the First Impression

Composing the greeting can be the toughest part. Everyone knows that first impressions matter, so you want to make them count. 

Here are a few tips that will help you craft an impressive introduction:

Greet the viewers

Be straightforward

Introduce yourself

Give background details to establish trust

Explain the purpose of the event

Address the common questions (e.g. whether the meeting will be available to stream on-demand)

Try to use short sentences for the greeting. Using deliberate pauses can help you push through any stage fright. 

Also, you want to keep the introduction under 2 minutes. To estimate your greeting time, record yourself as you speak. If the introduction lasts longer, then it should make some cuts. 

4. State the Agenda Concisely

The audience will want to know what they can expect from the event. This is the cue for the agenda.

Going through the main points of the event needs to inform but also build up excitement. Therefore, you should keep it short, simple, and direct.

Memorable points are concise points. You want to achieve a balance between revealing enough to spark interest and assuring understanding whilst building anticipation. 

5. Use a Skimmable Format and Structure

You can remind yourself of the schedule by glancing at the script. However, when that glance turns into reading, your audience’s engagement will drop.

The solution to avoiding reading is to write your script in a skimmable format, so you can use it as a guide and to jog your memory.

The best ways of structuring and formatting your script are:

Create headings

Highlight keywords with bold or colored text

Separate different ideas into different sections

Write in small paragraphs

Use all caps to indicate a change of tone or emphasis

Make the font large enough for a quick read

Add plenty of white space

6. Include Case Studies, Statistics, and/or Real Stories

Evoke trust by supporting your claims with real-life examples. These examples can come in the form of case studies, statistics, or stories.

In addition to providing credibility, case studies, statistics, and stories can break up the uniformity of your talk. You will be able to intertwine the theoretical or practical part with storytelling.

If you have a valuable personal story to tell, share it without hesitation. A personal touch such as a story from your own life can help you make a stronger connection with the audience.

7. End the Event or Your Talk With a Powerful Message

Just as you need to make an impression when the event starts, the audience will expect nothing less when the event is finishing. Therefore, you should finalize the script with a message that matters.

You want to leave your audience with a memorable idea, statement, or motivation. One of the ways to do that is to invite them to take action. 

People attend virtual events to learn something of value and apply it for their own purposes. Inspire them to make a change with a strong and inviting message. The best way to wrap up an event is to make the audience feel like they are ready to conquer the world. 

8. Rehearse and Edit Until You’re Satisfied With Results

Once you finish the writing, it is time for the final touches. To assess the effectiveness of your script, you must try it out. You need to see how it feels and how you perform with it in reality.

Rehearse the script and make the changes along the way. The moment you notice an inconsistency or room for improvement, write down the change you need to make.

Preparing to Write a Speech

As you begin writing your speech, you must understand the speech genre , conduct research , and develop an outline .

Understanding the type of speech you’re giving is the first step in the speech writing process.

If you already know the genre of your speech, then feel free to move on towards the next step. If not, start with the prompt. The prompt often identifies the genre of speech. Does your prompt give the speech genre?

If not, here are a few principles to help you figure out the speech genre:

  • Highlight keywords. Words such as analyze , explain , and argue tell you something about the nature of the speech. Look up the keywords in a dictionary to be precise.
  • Look for goals laid out in the prompt. Does the prompt tell you to “ Update the classroom on the political events in Syria,” “ Report your research on the Epstein–Barr virus,”or “ Explain how to do something you do well”? These prompts exemplify informative goals. “ Persuade the audience of what you think is the best way to succeed on a mission trip” is explicitly a prompt for a persuasive/argumentative speech.
  • If you’re completely lost, ask your professor or visit the Rhetoric Center—and bring your prompt!

The two most common types of speeches are informative and argumentative.

However, because more speaking genres exist (stories, tributes, eulogies, etc.) it’s imperative to highlight keywords , look for goals in the prompt , and seek help when needed .

After understanding the assignment you’ll know better what you need to research. At this stage it’s important to remember principles and goals of information literacy. Ensuring credibility of the resources used is a primary goal of information literacy.

It’s important that when researching, you consider the credibility of the resources you’re using. Unreliable sources will send your audience a message that you are unreliable. This Tedx Talk breaks down how to identify a fake news article; the principles can be applied to any research.

Ask yourself the following questions:

  • Who is this publication and are they credible?
  • Who is the author? Do they have accessible information about them and are they a credible source?
  • With both of these in mind, is this article/journal/website credible? If you have any doubt, then err on the safe side.

In addition, you’ll need to find enough sources with enough varying perspectives that you can build your own expertise and credibility.

For most speech classes, the outline is the closest thing to a full script you will have. Some speeches are read from a printed text; some are memorized. But most academic speeches are extemporaneous: the speaker knows the speech well enough to deliver it without reading it, and an outline makes this possible.

(Please note: we’re talking about the final structure of the full-bodied speech, not the keyword notecards you deliver the speech from.)

The outline is a version of the complete speech and is your most important planning document. It is your draft of the full speech, just like a full draft of a paper. For papers an outline simply guides the writer in the writing process. For speeches the outline is reasonably identical with the speech (with slight wording changes).

A speech outline includes the general wording of every sentence, including transitions, and is written in complete sentences (the exact format may different from one teacher to another). If you’re turning the speech in to an instructor, the instructor will usually ask you to include a “specific purpose” and “thesis” before the introduction.

You don’t use the speech outline during the speech. For information regarding the version of the outline used during the speech itself, please see the notecard section on Delivery.

This is an informative speech on the differences between Roman Catholicism and Eastern Orthodoxy. This outline isn’t perfect: it should include more transition sentences, and the introduction and conclusion are too short. But overall, it displays the content and structure.

This next outline , on the medicinal and culinary properties of dandelions, was put together by the Calvin CAS department as an example outline. Notice how this outline identifies the transition sentences and provides further information for the supporting points.

Your outline doesn’t have to look exactly like either of these examples as long as it accomplishes the main function of an outline: to set out a full written version of your speech.

The purpose of a persuasive speech is to convince your audience to agree with an idea or opinion that you present. First, you'll need to choose a side on a controversial topic, then you will write a speech to explain your position, and convince the audience to agree with you.

You can produce an effective persuasive speech if you structure your argument as a solution to a problem. Your first job as a speaker is to convince your audience that a particular problem is important to them, and then you must convince them that you have the solution to make things better.

Note: You don't have to address a real problem. Any need can work as the problem. For example, you could consider the lack of a pet, the need to wash one's hands, or the need to pick a particular sport to play as the "problem."

As an example, let's imagine that you have chosen "Getting Up Early" as your persuasion topic. Your goal will be to persuade classmates to get themselves out of bed an hour earlier every morning. In this instance, the problem could be summed up as "morning chaos."

A standard speech format has an introduction with a great hook statement, three main points, and a summary. Your persuasive speech will be a tailored version of this format.

Before you write the text of your speech, you should sketch an outline that includes your hook statement and three main points.

Writing the Text

The introduction of your speech must be compelling because your audience will make up their minds within a few minutes whether or not they are interested in your topic.

Before you write the full body you should come up with a greeting. Your greeting can be as simple as "Good morning everyone. My name is Frank."

After your greeting, you will offer a hook to capture attention. A hook sentence for the "morning chaos" speech could be a question:

  • How many times have you been late for school?
  • Does your day begin with shouts and arguments?
  • Have you ever missed the bus?

Or your hook could be a statistic or surprising statement:

  • More than 50 percent of high school students skip breakfast because they just don't have time to eat.
  • Tardy kids drop out of school more often than punctual kids.

Once you have the attention of your audience, follow through to define the topic/problem and introduce your solution. Here's an example of what you might have so far:

Good afternoon, class. Some of you know me, but some of you may not. My name is Frank Godfrey, and I have a question for you. Does your day begin with shouts and arguments? Do you go to school in a bad mood because you've been yelled at, or because you argued with your parent? The chaos you experience in the morning can bring you down and affect your performance at school.

Add the solution:

You can improve your mood and your school performance by adding more time to your morning schedule. You can accomplish this by setting your alarm clock to go off one hour earlier.

Your next task will be to write the body, which will contain the three main points you've come up with to argue your position. Each point will be followed by supporting evidence or anecdotes, and each body paragraph will need to end with a transition statement that leads to the next segment. Here is a sample of three main statements:

  • Bad moods caused by morning chaos will affect your workday performance.
  • If you skip breakfast to buy time, you're making a harmful health decision.
  • (Ending on a cheerful note) You'll enjoy a boost to your self-esteem when you reduce the morning chaos.

After you write three body paragraphs with strong transition statements that make your speech flow, you are ready to work on your summary.

Your summary will re-emphasize your argument and restate your points in slightly different language. This can be a little tricky. You don't want to sound repetitive but will need to repeat what you have said. Find a way to reword the same main points.

Finally, you must make sure to write a clear final sentence or passage to keep yourself from stammering at the end or fading off in an awkward moment. A few examples of graceful exits:

  • We all like to sleep. It's hard to get up some mornings, but rest assured that the reward is well worth the effort.
  • If you follow these guidelines and make the effort to get up a little bit earlier every day, you'll reap rewards in your home life and on your report card.

Tips for Writing Your Speech

  • Don't be confrontational in your argument. You don't need to put down the other side; just convince your audience that your position is correct by using positive assertions.
  • Use simple statistics. Don't overwhelm your audience with confusing numbers.
  • Don't complicate your speech by going outside the standard "three points" format. While it might seem simplistic, it is a tried and true method for presenting to an audience who is listening as opposed to reading.

Constructing a TEDx Talk takes a lot of discipline and creativity, so it’s important your speaker has some great guidance.

First and foremost, you will want to give every speaker for your event a copy of our TEDx Speaker Guide . It provides all of the guidance they’ll need to draft and deliver a compelling talk. However, it’s still important to check in, offer support, and make sure they’re not falling behind.

Here are the things you need to keep track of when your speakers are putting together an outline and script:

Set expectations

The first draft of your speaker’s talk will not be their last. Set a timeline with specific milestones for which your speaker can aim. Here’s a sample timeline:

  • 6 months before the event’s day: Thesis and basic outline due
  • 5 months out: A script or detailed outline due
  • 4 months out: Second draft and first rehearsals
  • 3 months out: Final draft and more rehearsals
  • 2 months out: Bi-weekly rehearsals
  • 1 month out: Weekly rehearsals
  • 2 weeks out: Take a break. (Don’t think about the talk.)
  • 1 week out: Rehearsals
  • 1-2 days out: Dress rehearsals

The above is just an example; your own timeline depends on your overall schedule and the needs of your speakers. Once you have set a realistic timeline with milestones in place, make sure you check in regularly to make sure your speakers are on track.

When you’re reviewing drafts of your speakers’ outlines and talks, you should look for the following:

This is the foundation of a good TEDx Talk. Make sure each speaker’s script has a clear introduction, middle, and end.

Your speaker should know how many minutes they have for their talk. Make sure their script is an appropriate length for their time slot, or else their content may seem cramped. Think: Is there more than one major idea here? If so, which is the best? Help your speaker hone in on the one major point they’re trying to make.

Every point within a talk should serve the purpose of proving the talk's main idea and its importance. Make sure these points will be understood by the audience, and there’s a clear explanation as to why they matter.

You also want to make sure the talk is relevant to the audience. Does this talk make a connection with the guests? Is it relatable? Speakers' should always keep the listener and what they might want or need to know in mind.

  • Some TEDx teams choose to include a volunteer speaking coach. While there are advantages to doing this, many professional speaker coaching tactics go against the TED and TEDx format. If you decide to try one out one, keep a close eye on their work and make sure the speaker's independent voice is preserved.
  • Speakers should talk like they talk, not how they write. This is why it’s sometimes better for speakers to simply outline their talks and never produce a full written script.
  • Make sure that your speakers’ language is conversational in tone, never bombastic.
  • Encourage honest, contagious emotions – wonder, optimism, anger, surprise, etc.
  • Be wary of overstatements, utopianism, fake emotion, fake self-deprecation, TED puns, and suspicious claims.
  • Personal anecdotes are like garnishes. Just the right amount can make a delicious meal, but too much of the wrong kind can destroy a meal.

Lay the groundwork

1. know what a script is.

If this is your first time creating movie magic, you might be wondering what a script actually is. Well, it can be an original story, straight from your brain. Or it can be based on a true story, or something that someone else wrote – like a novel, theatre production, or newspaper article.

A movie script details all the parts – audio, visual, behaviour, dialogue – that you need to tell a visual story, in a movie or on TV. It's usually a team effort, going through oodles of revisions and rewrites, not to mention being nipped ‘n' tucked by directors,  actors , and those in production jobs. But it'll generally start with the hard work and brainpower of one person – in this case, you.

Because films and TV shows are audiovisual mediums, budding scriptwriters need to include all the audio (heard) and visual (seen) parts of a story. Your job is to translate pictures and sounds into words. Importantly, you need to show the audience what's happening, not tell them. If you nail that, you'll be well on your way to taking your feature film to Hollywood.

2. Read some scripts

The first step to stellar screenwriting is to read some great scripts – as many as you can stomach. It’s an especially good idea to read some in the genre that your script is going to be in, so you can get the lay of the land. If you’re writing a comedy, try searching for ‘50 best comedy scripts’ and starting from there. Lots of scripts are available for free online.

3. Read some scriptwriting books

It's also helpful to read books that go into the craft of writing a script. There are tonnes out there, but we've listed a few corkers below to get you started.

4. Watch some great films

A quick way to get in the  scriptwriting  zone is to rewatch your favourite films and figure out why you like them so much. Make notes about why you love certain scenes and bits of dialogue. Examine why you're drawn to certain characters. If you're stuck for ideas of films to watch, check out some ‘best movies of all time' lists and work through those instead.

Flesh out the story

5. write a logline (a.k.a. brief summary).

You're likely to be pretty jazzed about writing your script after watching all those cinematic classics. But before you dive into writing the script, we've got a little more work to do.

First up, you need to write a ‘ logline '. It's got nothing to do with trees. Instead, it's a tiny summary of your story – usually one sentence – that describes your protagonist (hero) and their goal, as well as your antagonist (villain) and their conflict. Your logline should set out the basic idea of your story and its general theme. It's a chance to tell people what the story's about, what style it's in, and the feeling it creates for the viewer.

6. Write a treatment (a.k.a. longer summary)

Once your logline's in the bag, it's time to write your treatment . It's a slightly beefier summary that includes your script's title, the logline, a list of your main characters, and a mini synopsis. A treatment is a useful thing to show to producers – they might read it to decide whether they want to invest time in reading your entire script. Most importantly, your treatment needs to include your name and contact details.

Your synopsis should give a good picture of your story, including the important ‘beats' (events) and plot twists. It should also introduce your characters and the general vibe of the story. Anyone who reads it (hopefully a hotshot  producer ) should learn enough that they start to feel a connection with your characters, and want to see what happens to them.

This stage of the writing process is a chance to look at your entire story and get a feel for how it reads when it's written down. You'll probably see some parts that work, and some parts that need a little tweaking before you start writing the finer details of each scene.

7. Develop your characters

What's the central question of your story? What's it all about? Character development means taking your characters on a transformational journey so that they can answer this question. You might find it helpful to complete a character profile worksheet when you're starting to flesh out your characters (you can find these for free online). Whoever your characters are, the most important thing is that your audience wants to get to know them, and can empathise with them. Even the villain!

8. Write your plot

By this point, you should have a pretty clear idea of what your story's about. The next step is breaking the story down into all the small pieces and inciting incidents that make up the plot – which some people call a 'beat sheet'. There are lots of different ways to do this. Some people use flashcards. Some use a notebook. Others might use a digital tool, like Trello , Google Docs , Notion , etc.

It doesn't really matter which tool you use. The most important thing is to divide the plot into scenes, then bulk out each scene with extra details – things like story beats (events that happen) and information about specific characters or plot points.

While it's tempting to dive right into writing the script, it's a good idea to spend a good portion of time sketching out the plot first. The more detail you can add here, the less time you'll waste later. While you're writing, remember that story is driven by tension – building it, then releasing it. This tension means your hero has to change in order to triumph against conflict.

9. know the basics.

Before you start cooking up the first draft of your script, it's good to know how to do the basics. Put simply, your script should be a printed document that's:

Font fans might balk at using Courier over their beloved Futura or Comic Sans. However, it's a non-negotiable when you write a script. The film industry's love of Courier isn't purely stylistic – it's functional, too. One script page in 12-point Courier is roughly one minute of screen time.

That's why the page count for an average screenplay should be between 90 and 120 pages, although it's worth noting that this differs a bit by genre. Comedies are usually shorter (90 pages / 1.5 hours), while dramas can be a little longer (120 pages / 2 hours). A short film will be shorter still. Obviously.

10. Write the first page

Using script formatting programmes means you no longer need to know the industry standard when it comes to margins and indents. That said, it’s good to know how to set up your script in the right way.

Here’s a big ol’ list of items that you’ll need in your script, and how to indent them properly. Your script-writing software will handle this for you, but learning’s fun, right?

Scene heading

The scene heading is where you include a one-line description of the location and time of day of a scene. This is also called a ‘slugline’. It should always be in caps.

Example: ‘EXT. BAKERY - NIGHT’ tells you that the action happens outside the bakery during the nighttime.

When you don’t need a new scene heading, but you need to make a distinction in the action, you can throw in a subheader. Go easy on them, though – Hollywood buffs frown on a script that’s packed with subheaders. One reason you might use them is to make a number of quick cuts between two locations. Here, you would write ‘INTERCUT’ and the scene locations.

This is the narrative description of what’s happening in the scene, and it’s always written in the present tense. You can also call this direction, visual exposition, blackstuff, description, or scene direction. Remember to only include things that your audience can see or hear.

When you introduce a character, you should capitalise their name in the action. For example: ‘The car speeds up and out steps GEORGIA, a muscular woman in her mid-fifties with nerves of steel.’

You should always write each character’s name in caps, and put it about their dialogue. You can include minor characters without names, like ‘BUTCHER’ or ‘LAWYER.’

Your dialogue is the lines that each character speaks. Use dialogue formatting whenever your audience can hear a character speaking, including off-screen speech or voiceovers.

Parenthetical

A long word with a simple meaning, a parenthetical is where you give a character direction that relates to their attitude or action – how they do something, or what they do. However, parentheticals have their roots in old school playwriting, and you should only use them when you absolutely need to.

Why? Because if you need a parenthetical to explain what’s going on, your script might just need a rewrite. Also, it’s the director’s job to tell an actor how to give a line – and they might not appreciate your abundance of parentheticals.

This is a shortened technical note that you put after a character’s name to show how their voice will be heard onscreen. For example: if your character is speaking as a voiceover, it would appear as ‘DAVID (V.O.)’.

Transitions are film editing instructions that usually only appear in a shooting script. Things like:

If you’re writing a spec script, you should steer clear of using a transition unless there’s no other way to describe what’s happening in the story. For example, you might use ‘DISSOLVE TO:’ to show that a large portion of time has passed.

A shot tells the reader that the focal point in a scene has changed. Again, it’s not something you should use very often as a spec screenwriter. It’s the director’s job! Some examples:

12. Spec scripts vs. shooting scripts

A ‘spec script' is another way of saying ‘speculative screenplay.' It's a script that you're writing in hopes of selling it to someone. The film world is a wildly competitive marketplace, which is why you need to stick to the scriptwriting rules that we talk about in this post. You don't want to annoy Spielberg and co.

Once someone buys your script, it's now a ‘shooting script' or a ‘production script.' This version of your script is written specifically to produce a film. Because of that, it'll include lots more technical instructions: editing notes, shots, cuts, and more. These instructions help the production assistants and director to work out which scenes to shoot in which order, making the best use of resources like the stage, cast, and location.

Don't include any elements from a shooting script in your spec script, like  camera angles  or editing  transitions . It's tempting to do this – naturally, you have opinions about how the story should look – but it's a strict no-no. If you want to have your way with that stuff, then try the independent filmmaker route. If you want to sell your script, stick to the rules.

13. Choose your weapon

While writing a big-screen smash is hard work, it's a heck of a lot easier nowadays thanks to a smorgasbord of affordable  screenwriting software . These programmes handle the script format (margins, spacing, etc.) so that you can get down to telling a great story. Here are a few programmes to check out:

14. Make a plan

When you're approaching a chunky project, it's always good to set a deadline so you've got a clear goal to reach. You probably want to allow 8-12 weeks to write a script – this is the amount of time that the industry would usually give a writer to work on a script. Be sure to put the deadline somewhere you'll see it: on your calendar, or your phone, or tattooed on your hand.

For your first draft, concentrate on getting words on the page. Don't be too critical – just write whatever comes into your head, and follow your outline. If you can crank out 1-2 pages per day, you'll have your first draft within two or three months. Easy!

Some people find it helpful to write at the same time each day. Some people write first thing. Some people write late at night. Some people have no routine whatsoever. Find a routine (or lack thereof) that works for you, and stick to it. You got this.

15. Read it out loud

One surefire way to see if your dialogue sounds natural is to read it out loud. While you're writing dialogue, speak it through at the same time. If it doesn't flow, or it feels a little stilted, you'll need to make some tweaks. Highlight the phrases that need work then come back to them later when you're editing.

16. Take a break

When your draft's finished, you might think it's the greatest thing ever written – or you might think it's pure dross. The reality is probably somewhere in the middle. When you're deep inside a creative project, it's hard to see the forest for the trees.

That's why it's important to take a decent break between writing and editing. Look at something else for a few weeks. Read a book. Watch TV. Then, when you come back to edit your script, you'll be able to see it with fresh eyes.

17. Make notes

After you've taken a good break, read your whole script and take notes on the bits that don't make sense or sound a little weird. Are there sections where the story's confusing? Are the characters doing things that don't push the story along? Find those bits and make liberal use of a red pen. Like we mentioned before, this is a good time to read the script out loud – adding accents and performing lines in a way that's true to your vision for the story.

18. Share with a friend

As you work towards a final version of your script, you might want to share it with some people to get their feedback. Friends and family members are a good first port of call, or other writers if you know any. Ask them to give feedback on any parts you're concerned about, and see if there's anything that didn't make sense to them.

Wrap things up

19. write final draft.

After you've made notes and gathered feedback, it's time to climb back into the weeds and work towards your final draft. Keep making edits until you're happy. If you need to make changes to the story or characters, do those first as they might help fix larger problems in the script.

Create each new draft in a new document so you can transfer parts you like from old scripts into the new one. Drill into the details, but don't get so bogged down in small things that you can't finish a draft. And, before you start sharing it with the world, be sure to do a serious spelling and grammar check using a tool like Grammarly .

How to Write a Debate Speech

So, you've joined debate, and it's time to write a debate speech. There are some tried and true methods to writing an effective debate speech. If you understand them, and the components that make up a standard debate speech, you will increase your chances of success.

Preparing for the Debate Speech

Step 1 Understand how debates work.

  • You may be asked to stand affirmative or negative. In LD (Lincoln-Douglas debate), the first affirmative speech will be at most 7 minutes long, and the first negative speech will be at most 6 minutes. [1] X Research source
  • The speakers then present arguments against the earlier affirmative or negative speech that was just read. Speakers must listen carefully and be able to counter arguments. There are two segments involving cross-examination (CX), in which the debaters are allowed to ask questions and openly debate the topic. This is most often called cross-examination, or cx for short, and occurs after the first affirmative speech, and the first negative speech.
  • The best thing you can do to better understand LD/PF/Policy debate is practice and research.

Step 2 Research the topic very thoroughly with credible information.

  • Brainstorm the topic, and research it before you sit down to write. Write out a list of key components for both sides of the issue. If you are on a debate team, do this together. Each member could discuss the key component list, in order to figure out which issues you want to cover in each speech.
  • Spend some time at the library or on the Internet using credible sources to research the key reasons that seem strongest. Use books, scholarly journals, credible newspapers, and the like. Be very cautious about unverified information bandied about on the Internet.
  • You will also want prepare to deal with the strongest arguments your opponent(s) might make. Ignoring the other side’s best arguments can weaken your rhetorical appeal.

Step 3 Write an outline of your speech.

  • A basic debate outline should contain six parts: An attention-getter, your stated stance (aff or neg)/ restatement of the resolution, your definitions, your value, criterion, and contentions.
  • You can break each of those six parts into subcategories. It’s often a good idea to write the contentions last, focusing on the value and criterion to hold it up first.

Writing the Debate Speech

Step 1 Write an introduction that is catchy and interesting.

  • You should address the jury or audience with formal salutations. For example, you could say something like, “Good morning, ladies and gentlemen.” Debates are very formal in tone.
  • Making a good first impression with the judges is very important. This leads judges to assume the debater is persuasive. One technique to write a strong introduction is to contextualize the topic, especially in relation to real world events.   • Introductions can also focus on prominent examples, quotations, or on a personal anecdote that can help establish a rapport with the audience and judges. Be careful using humor; it involves risks and can lead to awkward silences if not done right. Find a relevant specific that illustrates the underlying point.

Step 2 Outline where you stand very clearly.

  • Don’t muddle your position. It needs to be extremely clear whether you affirm or negate the resolution, so don’t hem and haw and contradict yourself. The audience also should not have to wait until the end to find out. Make your stance very clear, and do it early on
  • For example, you could say, “my partner and I firmly negate (or affirm) the resolution which states that unilateral military force by the United States is justified to prevent nuclear proliferation.” [7] X Research source

Step 3 Make key points to back up your stance.

  • A good rule of thumb is to back up your position with 3-4 strong points of supporting argumentation. You definitely need to have more than 1 or 2 key points to back up the stance you have taken.
  • The body of the speech – the key points and their development – should be, by far, the longest part of the debate speech (perhaps 3 ½ minutes to 30 seconds for an opening and for a conclusion, depending on the rules of the debate you are doing).

Step 4 Develop your key points.

  • Focus on the causes of the problem, the effects of the problem, expert opinion, examples, statistics, and present a solution. Try to use visual images, not just generic terms – show don’t tell, and illustrate a point with details.
  • Appeal to the motives and emotions of the listener with a light touch. Appeal to their sense of fair play, desire to save, to be helpful, to care about community, etc. Ground examples in how people are affected.
  • Try using rhetorical questions, which make your opponents consider the validity of their point; irony, which undermines their point and makes you seem more mature and intelligent; simile, which gives them something to relate to; humor, which gets the audience on your side when done well; and repetition, which reinforces your point.

Step 5 Understand the art of persuasion.

  • Aristotle believed that speakers were more persuasive if they combined elements of logos (persuasion by reasoning) with pathos (having an element of emotional appeal) and ethos (an appeal based on the character of the speaker) - for example, that they seem intelligent or of good will.
  • There are two ways to use logic – inductive (which makes the case with measurable evidence like statistics or a specific anecdote or example) and deductive (which makes the case by outlining a general principle that is related to the specific topic to infer a conclusion from it - as in, I oppose all wars except those involving imminent self defense; thus, I must oppose this one because it's a war that was not in imminent self defense, and here's why). Or the reverse.
  • You should use pathos sparingly. Emotional appeal on its own can be dangerous. Logos - the appeal to reason - should be at the core. However, logical appeal without any pathos at all can render a speech dry and dull. Consider what you are trying to make your audience feel. Explaining how a topic affects real people is one way to use pathos well.

Concluding the Debate Speech

Step 1 Write a strong conclusion.

  • One strong way to conclude a debate speech is to bookend the conclusion with the opening, by referring back to the introduction and tying the conclusion into the same theme.
  • Quotations can be a good way to end a speech. You can also end with a brief summation of the key arguments of the speech to ensure they remain fresh in judges’ minds.

Step 2 Work on your delivery from beginning to end.

  • Use a clear, loud voice, and be careful to watch pacing. You don’t want to speak too loud or too slowly. Remember that confidence goes a long way toward persuasion.

We are moving with purpose to help build more homes, faster.

We are making life cost less.

And we are making Canada’s tax system more fair—by ensuring that the very wealthiest pay their fair share.

We are doing this because a fair chance to build a good, middle class life—to do as well as your parents, and grandparents, or better—has always been the promise of Canada.

But today, Millennial and Gen Z Canadians can get a good job, they can work hard, they can do everything their parents did and more, and too often the reward remains out of reach.

They look at their parents’ lives and wonder: How will I ever be able to afford that?

The same anxiety haunts those of us who care about our younger generations—their parents and grandparents. What many parents have achieved for themselves—a degree of comfort and security—we want for our children and grandchildren.

We want their hard work to be rewarded, as it has been for us. We want them to look forward to the future with a sense of anticipation, not angst.

We have arrived at a pivotal moment for Millennials and Gen Z.

These Canadians have so much talent and potential. They need to see and believe that our country can work for them.

Making the promise of Canada real for younger Canadians requires action from us. And that is what we are delivering.

It begins with building more homes, at a pace and scale not seen since after the Second World War.

Over the past three weeks, we have shared with Canadians our new and ambitious plan to solve the housing crisis—and to help ensure that Canadians, especially younger Canadians, are better able to afford their rent or mortgage payments.

We are investing to kickstart the construction of more rental apartments and more affordable housing across our country.

We are topping up the Housing Accelerator Fund, which is doing exactly what we intended and exactly what Canada needs—cutting through red tape and breaking down zoning barriers. This innovative Fund is at the vanguard of a housing revolution in Canada and is fast-tracking the creation of new homes.

We are making the math work for builders by cutting federal taxes on new apartment construction, breaking down regulatory and zoning barriers, providing direct low-cost financing, and making more government land available for building.

In a country with winters as long and as cold as ours, we are scaling up innovative construction techniques, like modular housing, to build homes year-round. Modular housing makes Canadian homes less expensive and the Canadian economy more productive.

To support all this new housing, we are investing in the infrastructure communities need to grow and increasing the number of construction workers, by creating opportunities for apprentices and recognizing foreign credentials.

We are making it easier for Canadian homeowners to add a basement suite or a laneway house, so middle class Canadians can be part of the housing solution, too.

Mr. Speaker, our work to build more homes, faster across our country is, quite literally, an exercise in nation building—a true Team Canada effort. Together, we are putting into action a plan to build nearly 4 million homes by 2031—and to unlock the door to the middle class for more young Canadians.

While we work urgently to increase the supply of housing, our government is taking action to bring relief to Canadians—especially younger Canadians—by making it more affordable to rent or to buy a new home.

This starts with better protecting renters from steep rent increases and renovictions.

It also means making sure they get credit for their on-time rental payments—so they’re in a better position to qualify for a mortgage, maybe even at a lower rate, when the time comes to buy their first home.

For first-time buyers, we will be extending the maximum amortization period of a mortgage to 30 years, on new builds, including condos—which means lower monthly payments and greater opportunity for young people to get those first keys of their own.

Combined with tax-free ways to save for a first down payment, through the Tax-Free First Home Savings Account and the enhanced Home Buyers’ Plan, the longer amortization period will ensure more younger Canadians are able to afford that first home—and take that next big step into a prosperous middle class life.

Mr. Speaker, the second part of our plan is making life cost less.

Inflation has now been back within the Bank of Canada’s target range for three months in a row. That is good news for Canadians. But more is needed to help reduce the cost of living—to help younger Canadians gain ground.

As a government, we’ve made transformative enhancements to Canada’s social safety net.

Ten-dollar-a-day child care is already saving parents thousands of dollars a year—and making it financially possible for more Canadians to choose to start a family of their own.

Now we’re making further investments– creating even more child care spaces so more families can benefit, and so more mothers don’t have to choose between a career and a family.

This is feminist social policy—and it is smart economic policy, too. Already, thanks to our early learning and child care investments, Canada reached a record high for working age women’s labour force participation in Canadian history.

Enrolment started in our new Canadian Dental Care Plan in December—and more than 1.7 million Canadians have already signed up. Next year, nine million uninsured Canadians will have dental coverage.

And we’ve introduced legislation to deliver the first phase of national pharmacare, which will provide universal coverage for many diabetes medications and make contraceptives free—ensuring every Canadian woman can freely choose the contraceptive that works best for her, not just the only one she can afford.

Free contraceptives are central to a woman’s right to control her own body. That is a fundamental woman’s right. It is a fundamental human right.

As a woman, as a mother—and as Canada’s Finance Minister and Deputy Prime Minister—let me say clearly here today: this is an essential right our government will always protect. Women in other countries—our friends, our neighbours—are losing their right to control their own bodies. We will not let that happen here.

Our government’s transformative investments are having a meaningful impact—helping every generation save money.

The Canada Child Benefit is the foundation of our support to young Canadian families—and has helped lift more than 650,000 children out of poverty since 2016.

The Canada Workers Benefit provides a meaningful boost to our lowest-paid–and often most essential–workers.

Our new Canada Disability Benefit will increase the financial well-being of low-income Canadians with disabilities.

And we will launch a National School Food Program—working with provinces and territories to expand access to school food programs and help 400,000 more children get good, healthy food—so that they can have a fair start at a good, healthy life.

The list of supportive, cost-saving measures goes on, Mr. Speaker. The GST Credit arrives every three months to put some extra money in the pockets of millions of Canadians.

The Canada Carbon Rebate ensures that we fight climate change in the most cost-effective way, delivering hundreds of dollars to Canadians, every three months, including yesterday. Eight out of ten Canadians get back more than they pay in the provinces where the federal price on pollution applies.

And in this budget, we are delivering on our promise to return carbon pricing proceeds to small- and medium-sized businesses.

I am proud to announce that our new Canada Carbon Rebate for Small Businesses will soon return over $2.5 billion directly to about 600,000 small- and medium-sized businesses. This real, meaningful support is a testament to our commitment to Canada’s small businesses.

Mr. Speaker, at a time when prices are high, we are delivering real investments that help make life cost less for Canadians.

The third part of our plan is growing the economy in a way that’s shared by everyone.

To drive the kind of growth Canada needs today, we are redoubling our efforts to attract investment, increase productivity, and boost innovation.

We’re working to empower our best entrepreneurs to put their ideas to work here in Canada and create good-paying and meaningful jobs.

How do we do that? To quote one of our country’s great philosophers, we need to skate to where the puck is going.

That means doubling down on Artificial Intelligence.

We were the first country to have a national AI strategy.

Over the past several years, we’ve supported the creation and growth of one of the world’s leading, most talented AI communities.

Today, Mr. Speaker, we are taking the next step to secure Canada’s AI advantage.

We are equipping our AI innovators with the compute power they need to attract and nurture the best researchers, scale up businesses, and drive the innovation that will deliver transformative economic opportunities for Canada and Canadians.

Home grown Canadian AI companies are already helping to boost the productivity of Canadian workers.

A natural area to seize a further competitive advantage for Canada is building the mechanical heart of the AI economy—data centres.

We have a natural edge: we have abundant and clean electricity; we have skilled and experienced engineers; we have the cold climate needed to help cool supercomputers; and we are physically close to the world’s largest market which has vast data processing needs.

We are introducing Accelerated Capital Cost Allowances for innovation-enabling and productivity-enhancing assets. This means that investments in things like computers, data network infrastructure, and more, will be eligible for immediate write-offs. This will encourage companies to reinvest, create more jobs, and make their businesses more productive and innovative.

In the first three quarters of 2023, Canada attracted the highest per capita foreign direct investment in the G7, and the third most total FDI in the world.

Our budget builds on that significant accomplishment—because attracting investment is key to driving growth, increasing productivity, and boosting innovation.

With the Canada Growth Fund and our $93 billion suite of Investment Tax Credits, we are already encouraging businesses to invest in emerging clean technologies that can drive growth and productivity —and create more good-paying jobs.

Today we are proposing a new Investment Tax Credit to attract companies investing across the electric vehicle supply chain. Canada boasts an abundance of natural resources. We intend to leverage this national advantage to build entire supply chains. And our new Investment Tax Credit will encourage precisely that.

We are investing over $5 billion in Canadian brainpower. More funding for research and scholarships will help Canada attract the next generation of game-changing thinkers pursuing excellence.

And we are building on our track record of making it more affordable to go to college and university by renewing the increase in up-front Canada Student Grants and interest-free loans, increasing the amount of financial aid students get for housing, and making it easier for mature students to go back to school affordably. All of this is on top of our campaign promise to eliminate interest on Canada Student Loans, which we delivered on a year ago.

Our new Canadian Entrepreneurs’ Incentive will ensure entrepreneurs get to keep a bigger share of the profits from the risks they take and the hard work they do and have more money to reinvest into their next venture.

A prosperous future and abundant good paying jobs depend on Canada’s innovators, entrepreneurs, and researchers. That is why we are supporting them.

Mr. Speaker, there are those who claim that the only thing government can do when it comes to economic growth is get out of the way.

I’d like to introduce them to the talented tradespeople and brilliant engineers who, last Thursday, made the final weld—the Golden Weld—on a great national project: the Trans Mountain pipeline. It took our government to get it built—and last week the Bank of Canada estimated this project will add one-quarter of a percentage point to our GDP in the second quarter.

Mr. Speaker, as we invest with purpose for the benefit of our younger generations and those who love them, we continue to stick to a responsible economic plan.

As part of that plan, in the fall we set three very specific fiscal guideposts:

  • Maintaining the 2023-24 deficit at or below $40.1 billion;
  • Lowering the debt-to-GDP ratio in 2024-25, relative to the 2023 Fall Economic Statement, and keeping it on a declining track thereafter;
  • And maintaining a declining deficit-to-GDP ratio in 2024-25 and keeping deficits below 1 per cent of GDP in 2026-27 and future years.

In this budget, each one of these objectives is being met, as is our fiscal anchor—a declining federal debt-to-GDP ratio over the medium term.

In fact, Canada has the lowest deficit- and net debt-to-GDP ratios in the G7, as recognized in our triple-A credit rating.

And private sector forecasters are now predicting a soft landing for the Canadian economy—avoiding the recession and heartbreaking surge in unemployment that many had thought was inevitable.

Canadians know how important it is to responsibly manage a budget in the face of rising costs, and they rightly expect their government to do the same.

That is why, going forward, federal public service organizations will be required to cover a portion of increased operating costs through their existing resources. Most of these savings will be achieved through natural attrition in the federal public service. As a result, over the next four years, we expect the ranks of the public service to decline by approximately 5,000 full-time equivalent positions.

Mr. Speaker, to responsibly build a fairer future for younger Canadians, we need to make sure our tax system is more fair.

In Canada and around the world, the 21st century winner-takes-all economy is making those at the very top richer, while too many middle class Canadians are struggling just to avoid falling behind.

The job of our tax system is to lean against this structural inequality—to fund investments in the middle class, especially in young Canadians, by asking those who are benefitting from the winner-takes-all economy to pay a little bit more.

Today, our tax system doesn’t do that. Today it is possible for a carpenter or a nurse to pay tax at a higher marginal rate than a multi millionaire. That isn’t fair. That must change. And it will.

Our government is raising the inclusion rate to two-thirds on annual capital gains above $250,000 for individuals.

This new revenue will help make life cost less for millions of Canadians, particularly Millennials and Gen Z. It will help fund our efforts to turbocharge the building of more homes. It will support investments in growth and productivity that will pay dividends for years to come.

So, who will pay more?

Well, Mr. Speaker, most Canadians have no capital gains in a typical year. So, they won’t pay more.

The first $250,000 in capital gains, every single year, enjoyed by each individual Canadian will be taxed at the current rate. Individual Canadians enjoying this substantial annual gain won’t pay a penny more.

The lifetime capital gains exemption, an amount fully exempt from taxation, will be raised to $1.25 million.

And this change will not, of course, apply to the sale of Canadians’ principal residence, which is and will remain fully exempt from the tax on capital gains.

Only 0.13 per cent of Canadians—with an average annual income of $1.4 million—will pay more on their capital gains.

For 99.87 per cent of Canadians, personal income taxes on capital gains will not increase.

Taxing capital gains is not an inherently partisan idea. It is an idea that everyone who cares about fairness should support.

In fact, the idea of taxing capital gains in Canada was first broached by the government of Prime Minister John Diefenbaker and his Royal Commission on Taxation, chaired by Kenneth Carter.

And Prime Minister Brian Mulroney raised the capital gains inclusion rate to 75 per cent—higher than the rate we’re establishing today.

Yet, I know there will be many voices raised in protest. No one likes paying more tax, even—or perhaps particularly—those who can afford it the most.

But before they complain too bitterly, I would like Canada’s one per cent—Canada’s 0.1 per cent—to consider this: What kind of Canada do you want to live in?

Do you want to live in a country where you can tell the size of someone’s paycheque by their smile?

Do you want to live in a country where kids go to school hungry?

Do you want to live in a country where a teenage girl gets pregnant because she doesn’t have the money to buy birth control?

Do you want to live in a country where the only young Canadians who can buy their own homes are those with parents who can help with the downpayment?

Do you want to live in a country where we make the investments we need—in healthcare, in housing, in old age pensions—but we lack the political will to pay for them and choose instead to pass a ballooning debt onto our children?

Do you want to live in a country where those at the very top live lives of luxury—but must do so in gated communities, behind ever higher fences, using private health care and airplanes, because the public sphere is so degraded and the wrath of the vast majority of their less privileged compatriots burns so hot?

Every one of us here in this Chamber today—and every Canadian across our great country—needs to ask themselves these same questions, because the stakes could not be higher.

Democracy is not inevitable. It has succeeded and succeeds because it has delivered a good life for the middle class. When democracy fails to deliver on that most fundamental social contract, we should not be surprised if the middle class loses faith in democracy itself.

Tax policy is not only, or chiefly, the province of accountants or economists. It belongs to all of us—because it is how we decide what kind of country we want to live in and what kind of country we want to build.

This is our path forward, Mr. Speaker. This is our plan to renew the promise of Canada.

There are some who don’t share our vision.

They believe that the job of government is to do little, then less, and ultimately as close as possible to nothing at all.

Because we understand that to do big things in Canada, sometimes government needs to lead the charge—whether it is getting more homes built, faster, or finally creating a national system of early learning and child care, or bending the curve on emissions.

Let’s be honest about what austerity and shrinking the state would mean for Canadians: It means you’re on your own. It means no one will give you a hand when you falter—and that you are choosing to turn your back on the friend or neighbour who has not been as lucky as you. That is not the Canadian way—we take care of each other.

To make a difference in people’s lives, you need a plan.

Canada needs action, not indifference. We are acting.

The times call for building up our country, not sitting on the sidelines. We are building.

Today we say to our younger generations, and to those who care about them: We are putting the power of government to work for you.

We will build more homes. We will make life cost less. We will grow our economy in a way that works for everyone.

Together, we will unlock the door to the middle class for more Canadians–and renew the promise of our great country.
