PNP CHIEF Gen. Rodolfo Azurin Jr yesterday sought to justify his recent decision to reassign the second and third highest police officials to lower positions in a massive revamp in the PNP.

Azurin said the designation of Lt. Gen. Rhodel Sermonia and Lt. Gen. Vicente Danao as area police commanders will give them the opportunity to “shine” in the field.

Sermonia, the former PNP No. 2 man as PNP deputy chief for administration, was designated commander of the Area Police Command-Visayas in the revamp that affected at least 80 senior officials.

Danao was named commander of the Area Police Command-Western Visayas. He was the PNP’s No. 3 man as PNP deputy chief for operations and even served as PNP officer-in-charge for three months until Azurin assumed the top PNP post on August 3.

With their reassignment, Sermonia and Danao are no longer members of the PNP command group which is involved in making key decisions for the entire police force. Sermonia and Danao will also no longer head the PNP Administrative Support to COVID-19 Task Force and Joint Task Force COVID Shield, respectively, because of the new assignments.

Lt. Gen. Jose Chiquito Malayo and Maj. Gen. Benjamin Santos Jr were named the new PNP deputy chief for administration and PNP deputy chief for operations, respectively. They will also take over the task forces used to be headed by Sermonia and Danao.

Azurin, recalling his remarks during his inaugural speech, said the PNP needs to adopt a flexible policy that is “best for the organization.”

“The only thing I have in mind when I did that was for Vic (Danao) and Rhodel to have regions that they are going to supervise, where they can also shine in their own respective fields considering that they are very competent in their own respective expertise,” said Azurin.

“That’s our purpose, why I gave them commands to supervise, three regions each,” said Azurin.

Azurin said Sermonia is good in “organizing and mobilizing the community,” which he said are skills needed in the fight against communist insurgency in the Visayas.

“We need somebody there to organize and bring awareness to all different barangays in the Visayas region to address our problem on insurgency. That’s the reason why I requested him to move there,” he said.

On Danao, Azurin said he is needed in Western Mindanao for the full implementation of the Bangsamoro Organic Law which was passed after the government signed a peace agreement with the Moro Islamic Liberation Front in 2014.

“We need their competency and expertise there (in Visayas and Western Mindanao),” said Azurin of Sermonia and Danao.

Azurin said Sermonia and Danao will merely be “representing me in the meetings that I cannot attend” if they will remain as the PNP deputy chiefs for administration and operations.

“The opportunity (for them to shine as area police commanders) will be lost. Their expertise in the respective fields, where they were molded for the last 30 years, will be lost,” said Azurin.

Azurin said this is not the first time that a No. 2 man of the PNP was reassigned to lower position.

Told that the re-assignment of third-level officials (major generals) in the revamp violates a memorandum issued by the National Police Commission (Napolcom) in 2009, Azurin the PNP will seek a dialogue with the commission.

The memorandum says the PNP Directorate for Personnel and Records Management should first cause the publication of vacant and soon-to-be vacant positions for third-level officials, along with the officers eligible for the posts.

“That we have to iron out our differences with the Napolcom and I respect that particular Napolcom memorandum circular,” said Azurin.

Azurin said there were instances in the past when officers were reassigned, without full compliance with the memorandum.

“Now, Napolcom is telling us to go back to the policy. We have to talk how can we best deliver the intention of Napolcom and intention of the PNP so as not to delay what the PNP organization wants,” he said.

New Metro Manila police chief

Police Brig. Gen. Jonnel Estomo was named as the new Regional Director of the National Capital Region Police Office (NCRPO), replacing Police Maj. Gen. Felipe Natividad who was named as the new director of the Area Police Command-Northern Luzon.

Estomo used to be the head of the Anti-Kidnapping Group and the Police Regional Office 5 before he was assigned to the APC Southern Luzon.

Police Col. Jaysen De Guzman was named as the new director of the Quezon City Police District. He replaced Police Brig. Gen. Remus Medina who was assigned to the Personnel Holding and Accounting Unit.

Police Col. Kirby John Kraft was designated as the director of the Southern Police District while Police Col. Wilson Asueta as the new director of the Eastern Police District.

Currently the Calabarzon police chief, Danao replaces Major General Debold Sinas, who is set to become the chief of the Philippine National Police (PNP) on Tuesday afternoon, following the retirement of PNP chief General Camilo Cascolan.

Danao is one of the so-called Davao boys – policemen who served in the Davao Region who have gained the favor and trust of the President, and have risen quickly among the ranks of the police force.

Most notably, Danao was the last local police chief that Duterte worked with before he won the presidency. Danao stood beside Duterte in 2015 when various high-profile personalities were urging the mayor to run for president, taking care of their security to and from the airport.

This is not the first time that Danao is serving in the NCRPO. Prior to his Southern Luzon post, Danao was the chief of the Manila Police District from May to October 2019.

Danao belongs to the Philippine Military Academy (PMA) Sambisig Class of 1991, bypassing many of his upperclassmen who are currently district directors of the NCRPO.

SOME names now begin to surface as among those in the running as the end of the stint of Philippine National Police chief Gen. Guillermo Eleazar draws closer.

In my humble opinion,  Brig. Gen. Vicente Danao, Jr., current head of the National Capital Region Office (NCRPO), is most qualified to assume the top PNP post once Eleazar’s time is up. Not only because of his sterling background and performance in every post he held but also because I know for a fact that he is one officer who will never compromise his principles.

While serving as Director of the Manila Police District (MPD), then mayor Erap Estrada accused barangay chairman Jim Adriano of sabotaging his administration by throwing feces in gutter drainage, a charge vehemently denied by Adriano himself who said it simply defies logic for him to fill his own backyard with shit. Adriano was highly identified with the late Mayor Fred Lim who was then Estrada’s political rival.

When interviewed if he shared Estrada’s accusations, Danao said no, flatly. He also was emphatic that he was not going to agree just because the mayor said so.

What Danao did -openly going against the mayor and not parroting him- is something not every chief of police has the balls to do. So if only for that, I take my hats off to him.

As for his qualifications, Gen. Danao has specialized training in intelligence operations, counter-terrorism, investigation, VIP security, and even in finance and logistics.

For more than 20 years, he held various high positions in the Davao City Police such as station commander, operation officer, battalion commander, logistics officer, and city director. He was also chief of the counter-intelligence and deputy director for operations at the CIDG and his most significant accomplishments include transforming Davao City into one of the safest cities in 2015 and even worldwide when he was Davao’s PNP director.

Under his leadership at MPD, Manila was hailed as the 43rd safest City Worldwide for 2019. He was also highly instrumental in the success of Mayor Isko Moreno’s city-wide clearing operations.

During Mayor Rodrigo Duterte’s term in Davao, Gen. Danao served in different police stations especially in the areas known for being crime-prone.  There, his stint was highlighted by numerous significant accomplishments such as the rescue of a kidnap victim and the subsequent arrest of the three suspects behind it.

In his Davao Anti-Drug campaign, drug pushers were neutralized, and shortly before he got transferred to Manila, he was able to solve another kidnapping case. The victim was rescued and the suspect was arrested.

In his early career when no one wanted to be assigned to Davao and Surigao because of active rebel groups there at that time, Danao readily accepted the assignment and managed to work things out to make Surigao and Davao among the safest destinations for tourists.

In fact, as a testament to the successful leadership shown by Danao as city director in Davao, a community there with 7,000 residents decided to name their place as ‘Barrio Vicente’, as they said they will be forever thankful to the Duterte-Danao tandem that made Davao into what it is today.

Similarly, Danao also made a mark in Manila via his known reputation against oppression and heinous crime offenders. As a strict crimebuster, he always prioritized the security, protection, and welfare of the poor Manilenos.

A hands-on general, Danao also headed and directly supervised all police operations especially now at the NCRPO and all drug operations are now on the right track. 

Under his leadership,  ‘tanim-droga’, ‘palit-puti’, ‘agaw-bato’ or ‘hulidap’ have become things of the past and human rights are strictly protected. Internal cleansing is a continuing thing along with the campaign against all forms of criminal groups, illegal gambling,  loose firearms, terrorism, and  ‘most wanted persons.’

 Gen. Danao is also the only regional director who upped the funds for the police which is now at P1,500 per capita per head and this trickled down to the police stations and police community precincts.  He also helps provide financial assistance to policemen who get sick, die or become victims of calamities like fire.

By caring for his fellow officers and subordinates, Gen. Danao merely hopes that future officials will pay it forward.

THE Philippine National Police has named Major General Jonnel Estomo as new Area Police Command-Western Mindanao director vice Lieutenant Gen. Vicente D. Danao Jr. who retired yesterday, the Journal Group learned yesterday.

Estomo will be getting his 3rd-star with his new assignment even as PNP chief General Benjamin C. Acorda Jr. designated Brigadier Gen. Nicolas S. Salvador as Officer-in-Charge of the PNP Directorate for Plans.

Estomo was a former National Capital Region Police Office director. He was among the strongest contenders to replace Gen. Rodolfo S. Azurin Jr. for PNP chief.

On orders of Department of Interior and Local Government Secretary Benjamin ‘Benhur’ C. Abalos Jr., the official was designated as PNP Deputy Chief for Operations last February.

However, he was assigned as PNP Director for Plans when President Ferdinand ‘Bongbong’ R. Marcos Jr. named Gen. Benjamin Casuga Acorda as new PNP chief

Retiring on November 25, 2024, Estomo is known for being one of the distinguished and finest officers of PMA Class of 1992.

Born on November 25, 1968 in Tagbilaran City, Bohol, the official became a seasoned combat officer in the Mindanao and Luzon areas after graduating from the Philippine Military Academy.

He was the chief of the Pangasinan Criminal Investigation and Detection Team when it was named as the Best Provincial CIDT during the 56th founding anniversary of the PNP Criminal Investigation and Detection Group in 2009.

In 2011, he was adjudged as the Best Senior Police Commissioned Officer during the CIDG’s 57th founding anniversary.

Under him, the Cavite Police Provincial Office was adjudged as the Best Provincial Office during the 114th Police Service Anniversary in 2015.

He also received an award as the Best Senior Police Commissioned Officer for Administration during the 116th PNP Anniversary in 2017.

Estomo also became a Cavalier Awardee for Police Operations in 2018, chosen by a distinguished panel from the PMA Alumni Association, Inc. in that year.

A well-decorated officer, he was director of the PNP Anti-Kidnapping Group, the Police Regional Office 5 (PRO 5) in Bicol and later the NCRPO in Metro Manila.

As PNP-AKG director, Estomo has been cited for leading the unit’s successful efforts to arrest kidnapping-for-ransom activities in the country.

Under him, the PNP-AKG became known for its successful fight versus organized kidnapping gangs, specifically foreign syndicates and their Filipino cohorts.

It was Maj. Gen. Estomo as PNP-AKG director when the unit established itself as a leading force in the campaign against kidnapping-for-ransom gangs.

Under him the command arrested hundreds of wanted persons, neutralized dozens of notorious kidnappers and got their captives alive in risky rescue operations.

He was also a main contributor to the selection of the PRO5 in the Bicol region as the Best Police Regional Office during the 121st Police Service.

As Metro Manila police director from August 2022 to February 2023, Estomo became known for launching his S.A.F.E. program which is short for a Metro Manila police force that must be ‘Seen, Appreciated and Felt by the people thru their Extraordinary good deeds round-the-clock.

MANILA, Philippines — The Manila Police District (MPD) has a new chief. 

Brig. Gen. Bernabe Balba formally took the helm of the MPD as its director following a turn-over ceremony on Wednesday, replacing Brig. Gen. Vicente Danao Jr., who was assigned as acting director of the Calabarzon police.

Manila City Mayor Francisco “Isko Moreno” Domagoso was present during the turnover rites held at the MPD headquarters.

Balba’s new assignment was part of the massive revamp in the Philippine National Police (PNP) that took effect on October 20, as implemented by Lt. Gen. Archie Gamboa, officer-in-charge of the nation’s police force.

The reshuffle has affected 21 senior police officials in key positions in the national headquarters and regional offices of PNP.

Prior to his assignment at MPD, Balba was deputy director for administration of the PNP-Criminal Investigation and Detection Group (CIDG).

Before that, he also served as director of the Eastern Police District under the National Capital Region Police Office. /kga
