"Eclipse Across America," will air live Monday, April 8, beginning at 2 p.m. ET on ABC, ABC News Live, National Geographic Channel, Nat Geo WILD, Disney+ and Hulu as well as network social media platforms.

On April 8, 2024, a historic total solar eclipse will cast a shadow over parts of the United States, prompting a mass travel event to the path of totality -- from Texas to Maine and several states and cities in between.

A total solar eclipse occurs when the moon passes between the sun and the Earth and, for a short time, completely blocks the face of the sun, according to NASA .

The track of the moon's shadow across Earth's surface is called the path of totality, and to witness the April 8 total solar eclipse, viewers must be within the 115-mile-wide path. To discover when to see the solar eclipse in totality or the partial eclipse in locations across the U.S. outside of the path, check out NASA's Eclipse Explorer tool .

Eclipse travel

In the U.S., 31 million people already live inside the path of totality, bringing the celestial phenomenon to their doorsteps, Michael Zeiler, expert solar eclipse cartographer at GreatAmericanEclipse.com told ABC News.

But for individuals outside of the path, investing time and money are needed to experience the event in totality.

Eclipse chasers, or umbraphiles, are individuals who will do almost anything, and travel almost anywhere, to see totality, according to the American Astronomical Society .

"There's a very active community of solar eclipse chasers and we will go to any reasonable lengths to see solar eclipses anywhere in the world," Zeiler said. "All of us are united in pursuing the unimaginable beauty of a total solar eclipse."

Bringing together both eclipse experts and novice sky watchers, the total solar eclipse on April 8 is projected to be the U.S.'s largest mass travel event in 2024, according to Zeiler, who likened it to "50 simultaneous Super Bowls across the nation."

"When you look at the number of people expected to come to the path of totality for the solar eclipse, we estimate those numbers are roughly the equivalent of 50 simultaneous Super Bowls across the nation, from Texas to Maine," he said.

In the U.S., the path of totality begins in Texas and will travel through Oklahoma, Arkansas, Missouri, Illinois, Kentucky, Indiana, Ohio, Pennsylvania, New York, Vermont, New Hampshire and Maine. Small parts of Tennessee and Michigan will also experience the total solar eclipse, according to NASA.

‘Many-shot jailbreak’: lab reveals how AI safety features can be easily bypassed

Paper by Anthropic outlines how LLMs can be forced to generate responses to potentially harmful requests

The safety features on some of the most powerful AI tools that stop them being used for cybercrime or terrorism can be bypassed simply by flooding them with examples of wrongdoing, research has shown.

In a paper from the AI lab Anthropic, which produces the large language model (LLM) behind the ChatGPT rival Claude , researchers described an attack they called “many-shot jailbreaking”. The attack was as simple as it was effective.

Claude, like most large commercial AI systems, contains safety features designed to encourage it to refuse certain requests, such as to generate violent or hateful speech, produce instructions for illegal activities, deceive or discriminate. A user who asks the system for instructions to build a bomb, for example, will receive a polite refusal to engage.

But AI systems often work better – in any task – when they are given examples of the “correct” thing to do. And it turns out if you give enough examples – hundreds – of the “correct” answer to harmful questions like “how do I tie someone up”, “how do I counterfeit money” or “how do I make meth”, then the system will happily continue the trend and answer the last question itself.

“By including large amounts of text in a specific configuration, this technique can force LLMs to produce potentially harmful responses, despite their being trained not to do so,” Anthropic said. The company added that it had already shared its research with peers and was now going public in order to help fix the issue “as soon as possible”.

Although the attack, known as a jailbreak, is simple, it has not been seen before because it requires an AI model with a large “context window”: the ability to respond to a question many thousands of words long. Simpler AI models cannot be bamboozled in this way because they would effectively forget the beginning of the question before they reach the end, but the cutting edge of AI development is opening up new possibilities for attacks.

Newer, more complex AI systems seem to be more vulnerable to such attack even beyond the fact they can digest longer inputs. Anthropic said that may be because those systems were better at learning from example, which meant they also learned faster to bypass their own rules.

“Given that larger models are those that are potentially the most harmful, the fact that this jailbreak works so well on them is particularly concerning,” it said.

The company has found some approaches to the problem that work. Most simply, an approach that involves adding a mandatory warning after the user’s input reminding the system that it must not provide harmful responses seems to reduce greatly the chances of an effective jailbreak. However, the researchers say that approach may also make the system worse at other tasks.

• Higher premiums and deductibles are driven by the climate crisis and increased accident risk.
• Drivers should prioritize safety, research insurance policies, and apply for discounts to save money.

American car insurance rates have hit a 50-year high, and drivers are paying the price.

Insurance has far outpaced the rate of inflation , with the US Bureau of Labor Statistics reporting that vehicle insurance costs were 20.3% higher in December 2023 than in December 2022. For drivers, this means higher premiums and deductibles.

Rising rates are caused by a few key factors, said Laura Longero, executive editor of insurance at the marketing firm QuinStreet. Insurance companies are seeing more claims related to crashes , thefts , and the climate crisis .

"All of these work together to create a situation where car insurance is a lot more expensive," she said.

Many insurers lowered rates at the beginning of the pandemic because fewer drivers were on the road, Longero said. As traffic has returned, she said crashes have become more frequent and severe. Crash fatalities hit a 16-year high in 2021, the US Department of Transportation found, and preliminary 2023 data suggests that crash rates have remained above 2020 reports.

There was also a 25% increase in vehicle thefts between 2019 to 2022. What's more, the supply chain costs to repair or replace vehicle parts from accidents or theft is expensive, Longero said.

Additionally, the state drivers live in — and the local impact of the climate crisis — has a significant effect on car insurance rates. Insurance companies are hesitant to insure drivers and homeowners in regions with frequent natural disasters, Longero said.

There were 131 climate events in the US between 2010 and 2020 that exceeded $1 billion in damages , a 51% increase from the previous decade. Longero said because of these growing climate risks, she expects rates to stay high.

To keep costs as low as possible, Longero recommends drivers travel safely and do their research.

Prioritize safety when behind the wheel

Not only is safe driving important to avoid collisions, it also saves drivers money. According to personal finance company NerdWallet, full coverage car insurance premiums nearly double if a driver is at fault for a crash.

Tickets for speeding, texting while driving, or driving under the influence are likely to raise a driver's insurance premiums.

Longero said she often uses an app that tracks her harsh braking, how many times she checks her phone, and other data to demonstrate safe driving behavior to her insurer.

The type of vehicle a person drives also determines their insurance prices. Longero said insurance rates are generally lower for bigger vehicles, cars with lots of safety features, and car brands that have high safety ratings. Family-friendly cars typically cost less to insure, she said.

"Sedans are smaller and they typically cost more to insure," Longero said. "They are more likely to sustain greater damage in an accident with a big truck or SUV."

Research which car insurance plan is right for you

Longero suggests that drivers get three-to-five updated insurance quotes every year.

Car insurance rates are higher for families with teenagers, with rates going up 70% to 150% once someone under 18 is added to a family car insurance policy.

Still, Longero said some insurance companies have lower price options for married couples or vehicles with a high safety rating. Car insurance might also be cheaper if drivers bundle their auto policy with their homeowner , renter , or life insurance .

Drivers can sometimes get a cheaper car insurance rate by switching insurers, Longero said. And some policy specifics vary by state.

"We always encourage people to check with their insurer to make sure they're getting all the discounts they qualify for," she said.

She also urged drivers to check that their car insurance policy includes strong liability insurance , in case they were ever at fault for a "worst case scenario" major accident.

Take advantage of insurer discounts

To make the most of their policy, Longero said drivers should apply for insurer discounts. Keeping a clean accident or ticket record, staying loyal to a specific insurance company, and installing extra safety features in a car can help drivers save money.

Parents can lower costs for teenage drivers by applying for "good student" discounts, she said, and some people can get professional discounts based on their job or commute frequency.

"If you work from home now and used to commute, maybe talk to your insurance company," Longero said. "Typically if you're driving less than 10,000 miles a year, you can save a little bit on your policy that way."

Longero said drivers should also regularly take inventory of their insurance policy and drop coverage that they no longer need.

What we know about the Baltimore bridge collapse as the cleanup gets underway

BALTIMORE (AP) — The U.S. government’s plans for clearing a collapsed Baltimore bridge and the cargo ship that struck it are coming into focus.

Federal and state authorities are also ramping up efforts to soften the economic blow to the port city’s businesses and residents who work in the maritime industry.

At the same time, questions are being raised about the precautions taken to protect the construction workers who died when the bridge collapsed March 26.

And it turns out that a floating crane that’s removing debris has ties to a top-secret CIA mission during the Cold War.

Here’s what we know about the Baltimore bridge collapse as the cleanup gets underway:

What is the plan for clearing the wreckage?

The U.S. Army Corps of Engineers released a salvage operations plan Wednesday evening that outlines its priorities and objectives for clearing the Patapsco River.

Top objectives include stabilizing the Dali container ship and eventually removing the massive vessel. The other goals are analyzing the tangle of wreckage of what was the Francis Scott Key Bridge and removing the debris.

The Army Corps said the ship is already stabilized and floating cranes are in position. Crews have begun taking away bridge wreckage from the Dali, while experts are already analyzing piles of debris in the water.

In terms of priorities, the Corps said recovering the bodies of the construction workers who died is at the top of the list. Weather conditions and the river’s murky water have been making the task difficult.

Other top priorities include establishing a limited access channel for ships and clearing the bridge debris from the Dali.

The second and third-tier priorities are removing the ship and then clearing the remaining wreckage from the river.

“The situation remains dynamic, and the plan … will be continually updated as the engineering data becomes known,” the Army Corps said.

How are affected businesses and workers getting help?

Isabel Casillas Guzman, the administrator of the U.S. Small Business Administration, visited Baltimore on Thursday to highlight a low-interest loan program that’s available to affected businesses.

The program has received 500 applications, Guzman said, and the funds could start being distributed within about two weeks.

The loans will help keep companies afloat as Baltimore’s vital port remains closed to most maritime traffic. Guzman said businesses involved in transportation and supply chain logistics will likely suffer the most in the short term, but the long-term ripple effects will be widespread.

The Maryland Senate unanimously approved a bill Wednesday night authorizing the governor to use the state’s rainy day fund to help unemployed port employees. The bill heads next to the state House, which could approve it this week to send it to Gov. Wes Moore.

The legislation also would let the governor use state reserves to help some small businesses avoid layoffs and encourage companies that relocate elsewhere to return to Baltimore once the port reopens.

What safety measures were in place for the construction workers who died?

The deaths of the construction workers have raised questions about whether the company they worked for took proper precautions, including keeping a safety boat nearby that might have been able to warn them at least a few seconds before impact.

Federal regulations require construction companies to keep such boats, commonly known as skiffs, on hand whenever crews are working over waterways, safety experts told The Associated Press. There is no indication that the Brawner construction company had a rescue boat on the water or ready to be launched as the bridge fell.

Coast Guard representatives and other officials said they were unaware of any Brawner boat in the water at the time of the collapse. And satellite images from around the time appeared to show no skiff in the river near the bridge.

Even if the workers had been warned that the giant ship was about to hit, it’s unclear if they would have had enough time to scramble to safety.

A Brawner representative declined to comment, saying the company is focused on taking care of the families of the workers, who were filling potholes on the bridge when it collapsed.

Why is one floating crane getting so much attention?

Meanwhile, it turns out that one of the floating cranes clearing debris had a small but significant role during the Cold War.

In the early 1970s, the crane barge helped to construct a specialized ship that eventually raised a portion of a sunken Soviet submarine. Specifically, the crane hoisted into the ship heavy machinery that was vital to the CIA’s top-secret mission.

The equipment included a mechanical claw, tons of steel pipe and a heavy duty hydraulic system. The Soviet submarine was roughly 3 miles (5 kilometers) below the surface of the Pacific.

“It’s considered one of the most expensive intelligence operations of all time,” said M. Todd Bennett, a history professor at East Carolina University in Greenville, North Carolina, who wrote a 2022 book on the mission. ”And not only that, it’s certainly one of the most inventive or daring intelligence operations in U.S. history.”

The floating crane is now called the Chesapeake 1000, nicknamed “Chessy,” and is one of the largest of its kind on the East Coast.

What we know about the Baltimore bridge collapse

A container ship lost power and rammed into a major bridge in Baltimore early Tuesday, causing it to snap and plunge into the river below. Several vehicles fell into the chilly waters, and rescuers are searching for survivors.

As investigators began collecting evidence from a cargo ship that struck the Francis Scott Key Bridge, Gov. Wes Moore says the bridge will be rebuilt.

A cargo ship rammed into Baltimore’s Francis Scott Key Bridge , causing the span to collapse and presumably killing six construction workers. On Wednesday, a day after the early-morning crash, officials with the National Transportation Safety Board boarded the ship and planned to recover information from its electronics and paperwork while divers searched for the bodies of workers who were still missing.

Here’s what we know so far about the collapse:

WHAT EXACTLY HAPPENED?

The operators of the Dali cargo ship issued a mayday call moments before the crash early Tuesday saying the vessel had lost power. But the 985-foot-long (300-meter-long) ship still struck one of the 1.6-mile (2.6-kilometer) bridge’s supports at 8 knots, which is roughly 9 mph (15 kph). That caused the span to break and fall into the water within seconds.

Eight construction workers were filling potholes on the bridge when the crash happened. Two were rescued soon after the collapse. Divers recovered the bodies of two others and the other four are presumed dead. Jeffrey Pritzker, executive vice president of Brawner Builders, said they were working in the middle of the span when it collapsed.

The U.S. Coast Guard said Wednesday that the ship underwent “routine engine maintenance” in the port before it lost power.

An inspection of the Dali last June at a port in Chile identified a problem with the ship’s “propulsion and auxiliary machinery,” according to Equasis, a shipping information system. The deficiency involved gauges and thermometers, but the website’s online records didn’t elaborate.

A “standard examination” conducted by the U.S. Coast Guard in New York in September didn’t identify any deficiencies, according to the Equasis data.

Given the vessel’s massive weight, it struck the bridge support with significant force, said Roberto Leon, a Virginia Tech engineering professor. The post can resist the impact by bending, Leon said, but cannot absorb the energy brought by such a “humongous ship.”

Last June, federal inspectors rated the 47-year-old bridge in fair condition. But the structure did not appear to have pier protection to withstand the crash, experts said.

“If a bridge pier without adequate protection is hit by a ship of this size, there is very little that the bridge could do,” Leon said.

Federal and state investigators have said the crash appears to have been an accident.

HOW MANY PEOPLE ARE MISSING?

Two of the construction workers who were on the bridge were rescued. The bodies of four of the six others were still missing Thursday. Searchers recovered the bodies of 35-year-old Alejandro Hernandez Fuentes and 26-year-old Dorlian Ronial Castillo Cabrera on Wednesday. They were in a pickup truck submerged in about 25 feet (7.6 meters) of water.

The workers came to the Maryland area from Guatemala, Honduras and Mexico, according to diplomats from those countries.

One worker, 38-year-old Maynor Yassir Suazo Sandoval, came to the U.S. from Honduras nearly two decades ago. His brother described him as an entrepreneurial and hard-working husband and father of two. And El Salvador’s foreign minister, Alexandra Hill Tinoco, posted Wednesday on X that one Salvadoran citizen, Miguel Luna, was among the missing workers.

The ship is owned by Singapore-based Grace Ocean Private Ltd., which said all crew members, including the two pilots, were accounted for and there were no reports of injuries.

The ship’s warning enabled authorities to limit vehicle traffic on the span. Plus, the accident occurred at 1:30 a.m., long before the busy morning rush. The bridge carried an estimated 30,800 vehicles per day on average in 2019.

WHAT IMPACT COULD THIS HAVE?

The collapse will almost surely create a logistical nightmare, shutting down ship traffic at the Port of Baltimore and snarling cargo and commuter traffic.

The port is a major East Coast hub for shipping. The bridge spans the Patapsco River, which massive cargo ships use to reach the Chesapeake Bay and then the Atlantic Ocean.

The Dali was headed from Baltimore to Colombo, Sri Lanka, and flying under a Singapore flag, according to data from Marine Traffic.

President Joe Biden said he expects the federal government to pick up the entire rebuilding cost. His administration approved $60 million in emergency federal aid to pay for debris removal and other initial costs.

“This work is not going to take hours. This work is not going to take days. This work is not going to take weeks. We have a very long road ahead of us,” Maryland Gov. Wes Moore said Thursday.

The U.S. Army Corps of Engineers and a commercial salvage company have been surveying the site as they plan the salvage operation, according to U.S. Coast Guard Chief Petty Officer Cynthia Oldham.

Coast Guard Rear Admiral Shannon Gilreath said Friday that the first goals are to reopen the shipping channel and remove the ship. The Maryland Department of Transportation and U.S. Coast Guard surveyed the damage Friday morning. Teams worked through high winds while determining how to safely cut the trusses — which weigh between 3,000 to 4,000 tons — into lighter sections that can be removed by four heavy lift cranes supplied by the U.S. Navy, according to Moore.

In the coming weeks, the governor hopes to have 10 tugboats, seven floating cranes, nine barges, eight salvage vessels and five Coast Guard boats in the water.

The collapse is not likely to have a big effect on worldwide trade because Baltimore is not a major port for container vessels, and proves more important when it comes to goods such as farm equipment and autos, said Judah Levine, head of research for global freight booking platform Freightos.

But jobs for roughly 2,400 members of the International Longshoremen’s Association Local 333 could dry up until shipping traffic resumes, according to Scott Cowan, the union’s president. Cowan said union leaders are working with elected officials to fund compensation for longshoremen in the meantime.

Authorities must also now handle a sheen in the water after some of the 56 containers onboard that were carrying hazardous materials were breached. Among the hazardous materials were corrosives, flammables and lithium ion batteries, according to the National Transportation Safety Board. But the Key Bridge Joint Information Center said Thursday that there’s no immediate environmental threat and that air monitoring has shown no volatile organic compounds. Adam Ortiz, the EPA’s regional administrator in the Mid-Atlantic states, said Friday that ongoing monitoring has not given any indication that the water contains materials hazardous to humans.

HOW OFTEN DOES THIS HAPPEN?

From 1960 to 2015, there were 35 major bridge collapses worldwide due to ship or barge collisions, with a total of 342 people killed, according to a 2018 report from the World Association for Waterborne Transport Infrastructure.

Eighteen of those collapses happened in the United States.

Among them were a 2002 incident in which a barge struck the Interstate 40 bridge over the Arkansas River at Webbers Falls, Oklahoma, sending vehicles plunging into the water. Fourteen people died and 11 were injured.

And in 2001, a tugboat and barge struck the Queen Isabella Causeway in Port Isabel, Texas, causing a section of the bridge to tumble 80 feet (24 meters) into the bay below. Eight people were killed.

This story has been updated to correct that there were more than 56 containers on the ship, but that 56 contained hazardous materials, and to correct that crews were working to cut up trusses of the collapsed bridge, not the vessel that ran into it.
