Crafting Your Memorable Toast

Brainstorming is the first step in crafting your toast. To start, simply let your ideas flow without worrying about structure or editing. Don’t worry about editing or structure yet, just get all your ideas down on paper. If you need inspiration, consider personal stories, quotes you love, or keynotes speeches.

Once you have all your ideas down, it’s time to start sculpting them into a well-rounded toast. Start by picking out the most powerful points from your brainstorm session. Then create an outline with these points as your guideposts.

Next, rehearse. Rehearse your lines until they feel natural—this will help you give your toast confidently without stumbling over words. Don’t overdo it, though, that way you keep some spontaneity in your toast.

As you write your toast, make sure you adapt it both to the audience and the occasion. Wedding toasts, for example, should be written with the wedding party and other guests in mind. What kind of jokes or humor will they appreciate? Are you best friends with the bride and groom or more of a casual acquaintance? Make sure you think through these things as you craft your toast.

This example is from an Oscar acceptance speech by Matthew McConaughey . Mistakes to Avoid When Giving a Toast

What is a toast?

When we raise a glass in celebration or acknowledgement of something or someone, we are raising a toast. This can happen in formal situations (such as a prestigious dinner), at a social occasion (a wedding) or at an informal gathering (a birthday drinks party in a bar).

Is a toast the same as a speech?

The toast is not a speech – it is just a brief sentence or two – but in formal scenarios, it is often accompanied by a speech. If you learn nothing more about toasting etiquette from this guide, that is the most important.

In this scenario, toasts are given after dinner before the speeches. At some British royal or diplomatic events, or at British weddings, the timing of the toasts can vary depending on the structure of the event. 

Who can propose a toast?

Formally in Britain, this is arranged in advance. There may be a toastmaster who says, “Pray silence for your host / the chair,” or similar.

At a wedding, members of the wedding party usually give the toasts as part of the speeches (conventionally, the father of the bride, the groom, and best man). In a more informal social context, anyone can raise a toast.

How do you give a toast?

The person giving the toast (technically called the toast proposer) starts by standing up. In formal settings, everyone else also stands, including the person being toasted. In very informal or social situations, it is not always practical or necessary and people may remain seated.

The British Navy has its own toasting etiquette, where they remain seated for all toasts due to the usually low ceilings in submarines and other vessels. 

What should you actually say when giving a toast?

The toast proposer should raise their glass and says the toast, ending with the name of the person/people/organisation that is being toasted.

Everyone else then raises their glass, and repeats the name.

For example:

PROPOSER (raising their glass): “Distinguished guests, may I propose a toast to celebrate the successes of The English Manner, whose work in etiquette is enjoyed by many. The English Manner!”

GUESTS (raising their glasses): “The English Manner!”

Are there any potential toasting faux pas?

If a person who is present is being toasted, then they should not drink a toast to themselves (it is considered arrogant). Instead, they just raise their glass to acknowledge the toast.

Avoid clinking or knocking the glassware. This includes tapping a glass to get everyone’s attention/silence with a knife, and clinking glasses with those around you when raising your glass. Very vulgar and not done with good glassware. 

Never toast with an empty glass – it is considered bad luck. Rules about not toasting with anything other than alcohol are nonsense; water or any other soft drink is fine.

How do I toast The King? 

If a series of toasts is being said, the loyal toast is said first before any others. In the UK, the wording for the loyal toast is just “The King”. 

Watch out for musicians striking up the national anthem straight afterwards. Glasses remain on the table until the music has stopped then they can be raised.

A “toast” is a short speech given in honor of a particular person, group of people, or event. Toasts emphasize the positive and provide another way for everyone to celebrate. To give a great toast spend some time getting to know the subject or person you’re toasting. Your toast should revolve around a central story that is very relatable and appropriate. Conclude by raising your glass and offering your best wishes and thanks to everyone involved.

Getting All of the Details

Step 1 Talk to the toastee.

  • You can also express your reservations to the toastee if you would like to participate but are too nervous to do so. Just because you are asked to give a toast does not mean you have to, especially if you suffer from social anxiety. [1] X Research source

Step 2 Know the speaking order.

  • Rehearsal dinner toasts are usually informal with the hosts generally addressing everyone followed by anyone else who wishes to jump in. At a wedding, the best man and maid of honor offer the first toasts followed by the bride and groom. The parents then have a chance followed by any of the guests. [2] X Research source
  • At a casual dinner party it is best to wait until the dinner or first course plates are collected before you offer a toast. [3] X Research source

Step 3 Understand any time constraints.

  • If you are really worried, run your toast by the bride or groom to gauge their reaction and ask for feedback.
  • It is hard to establish a clear line for lewd humor, but most people find discussing sex or the wedding night to be in poor taste. [6] X Research source

Step 5 Know the local customs and etiquette.

Step 1 Practice.

  • Practicing will also help you to learn to moderate the volume of your voice. Nothing is worse than a mumbled or inaudible toast. [9] X Research source

  • If necessary, you can use note cards while giving the toast. Remember to look up and make eye contact with the audience, though!

Step 3 Omit any apologies.

  • Instead of saying, “I don’t know Jerry very well, but here goes nothing,” you might try, “Those times when Jerry and I can hang out are action-packed and adventure-filled.”

Step 4 Delete the inside jokes.

  • However, it is acceptable to share an inside story, as long as it portrays the person you are toasting in a positive way. Just be sure to explain enough so that everyone understands the joke.

Step 5 Try to relax.

Creating Your Toast

Step 1 Get everyone’s attention.

  • The old practice of tapping your glass with a knife has now gone by the wayside. A series of glass-tapping toasts can quickly get annoying at a big event. Instead, get attention with a confident voice and consistent eye contact. [15] X Research source Use a microphone, if one is available.

Step 2 Open with a strong “hook.”

  • Make your first few lines about the toastee, not you. Avoid using, “I” or “me/my,” to keep your focus, and that of your audience, on the person or persons of the hour. [17] X Research source

Step 3 Provide a bit of background.

  • You might say, "I'm the groom's brother and football-watching buddy."

Step 4 Include a central story.

  • For example, you might tell the story about the time that you and your brother (the groom) backpacked through Europe.
  • Or, share a story about the person you are toasting and other family members or friends that are in attendance to keep the focus off of yourself.

Step 5 Emphasize sensory elements.

  • Leave out all mentions of exes, especially in a wedding toast. No one wants to listen to a story about a prior relationship when they are trying to celebrate a new one. [22] X Research source

Cheers ,  slainte ,  skal ,  prost , and  salud ! A toast speech is a type of tribute speech meant to honor someone. Your goal as a speaker should be to make that person feel special and to allow others in the room to be included in the celebration.

All ceremonial speeches should include the trio –narration, magnification, and identification.

Identification

When thinking about your toast, don’t just think about the person you are toasting but about everyone in the room and think about how to bring them into your speech.  Saying “we” are here to honor the recipient and reminding the audience of shared values helps the audience to be a part of the process.  Say things that invite the audience in several times throughout the speech.

Wedding Toast Instead of saying:  Amy and I played Barbie as children and always made sure that Barbie found her perfect soulmate. Say : As many of you know, Amy and I played Barbie for hours as children.  What you may not know is we always made sure that Barbie found her perfect soulmate.

Graduation Toast Instead of saying: I wish you the best in your journey ahead as you graduate and start your new career. Say: We here, your family and friends, all wish you the best in your journey ahead as you graduate and start your new career
Retirement Toast Instead of saying: Dad, I was so happy you let me come and play in your office even if I ran your stapler out of staples by shooting them at the invisible villains that were hiding under your desk. Say: As many of you here now, dad would sometimes let me come to work with him.  And while most of you thought that I was the perfect little bosses’ kids, you may not have known that I was really a super hero executing the invisible villain that I found in dads desk. I killed it with all the staples from dad’s stapler.

The use of story helps the audience to be drawn in and want to listen. In short toasts, you can tell a series of one-sentence stories. In larger toasts, you can tell one long story or numerous little stories. Tell your story in a way that the audience relives the moment with you.

Magnification

Take a trait of the individual and magnify it. I’m not talking about superfluous embellishment; I’m talking about honest elaboration. For example, you might talk about

  • Triumph over obstacles
  • Unusual accomplishment
  • Superior performance
  • Unselfish motive
  • Benefit to society
  • The greatness of a simple thing

Now you know of the key elements that should be in your speech, let’s talk about the process of building a toast, writing a toast, and delivering a toast.

Gather the Details

What type of toast is it.

Always adapt your toast to the occasion: Wedding, graduation, retirement, business celebration, award celebration, birthday.

Who will attend?

You will give a different speech to your old college roommate on his birthday if it is just you and the gang versus if his conservative parents are in the room. It will be an even different speech if his new employer is present.  Remember, a toast is not just about the person being celebrated but it is about others in the room.  As you write your toast, keep imagining the key people present at the event.

Are there expectations about how long the toast will be?  It is always good to ask. It can be awkward if there are several people toasting and each gives a five-minute toast and you have prepared only a two-minute toast. Typically wedding-type toasts, retirement toasts, and graduation toasts are longer speeches and people speak from notes.  On the other hand, shorter toasts are usually memorized

Sit down and just start jotting ideas.  Think of your brain as a water faucet. You are not going to get any water until you turn the thing on. Many people complain they can’t think of ideas, but they never actually turn on the idea faucet. Think of brainstorming as turning those ideas on and getting your creative juices flowing.   Start brainstorming ideas and memories one day and then give it a day or two to think about more memories.

When I turn off my faucet at home, there are usually a few drips that happen as the rest of the water gets out of the line. Think of your brain that way. Give it time to drip out the last ideas and be there to catch them. They just might be the best ideas of all. Some people find if they brainstorm before bed that they wake up with the best ideas. Always assume that you will forget your ideas, so write them down as soon as you think of them.

  Sit Down and Write

At this point, just get your ideas down. Put down more ideas than you will use.  Allow yourself to write down some cheesy things—by cheesy, I mean those ideas that are silly, extreme, or not right for the occasion. Just go with it. Write those cheesy ideas down, maybe you will use this somehow but probably not. Most importantly, the creative ideas are hiding in your brain behind the cheesy ones and if you don’t get the cheesy ideas out of the way, you will never get to the next level.

Now. Let’s think about that faucet again. Imagine there is something clogging it. You have to put some pressure on it so you can get it working. I like to think of cheesy ideas as that clog in the line. I have to get the cheesy clog out of the way by giving my mind permission to go there and once that line is clear. I need to be ready for all the great ideas that will come out in force after the clog comes out.

Taking It to The Professional Level

If you want to give your toast the professional edge, try using a theme and then adding in some parallel construction. In this next section, I will show you how that works.

Use a Theme

Pick a theme for your toast and carry it throughout the whole toast. I like to think of the theme as the container that holds the speech together.

For example, Drew gave a best man speech and used the theme of a road trip. He told stories of him and his best friend and their adventures (at least the adventures you the ones that you can tell when mom is in the room). He talked about fighting over which music is played, he told stories about bathroom breaks, and he confessed that his friend was always getting lost. These were fun stories and by hearing them we could all imagine the friendship they shared. In his speech, he told us that whoever was in the passenger seat was called the “roundtrip captain.” He gave the new bride advice on how to navigate the relationship since he knew so much about his friend from all these road trips. The speech wrapped up with Drew telling the bride that she was the map reader now and he passed to her the title of “road trip captain.”

Erin gave a graduation toast to her family members who supported her through college. She used the theme of climbing hills. It was the perfect theme since the University of Arkansas campus that she graduated from seems to be arranged so everything is uphill–both ways.  She talked about walking the hills both physically and symbolically. In her speech, she talked about how beautiful the view is from the top. She wrapped up her speech by saying now that she is graduated how she has new hills to climb.

Keep in mind the theme is just the container.  If you have only a container, it will seem cliché and sound like a cheap greeting card. The theme is not the speech, it is the container that holds your many stories.  Make sure to develop those stories.

Use Parallel Construction

Parallel construction is where you take one sentence and you repeat it. It lets you tell a lot of little stories in a short period.  Always have at least 3 sentences, keep them together, and try to give them rhythm.

Consider this format and how it might be used for the different toast types.

At a Wedding Toast

I remember when ___ I remember when ___ I remember when ___ I knew you were the “one” because… I knew you were the “one” because… I knew you were the “one” because…

At a Retirement Toast

Many of you know dad for selling insurance, but I know dad for selling me on the idea to go to college Many of you know dad for working long hours at the office, but I know dad for working long hours on school projects that I only mentioned to him the night before they were due. Many of you know dad as a business profession, but I know dad as my super hero. Many of you know dad for …., but I know dad for …. Many of you know dad for …., but I know dad for …. TOAST PATTERNS

When picking a speech pattern for the toast, consider the audience and occasion. Many toasts are just one to two minutes while others can be five to seven minutes.

Short Toasts Pattern

  • Let us raise our glass to… Today, I would like to recognize…
  • Make a list of attributes/accomplishments of the person. With each statement there is a building sensation –each statement you make is better than the next.
  •  Build to a climax. Create a building sensation using parallel construction.
  • Raise your glass near the end.
  • End with a poem, quote, or wish them well. (I really think a well-chosen quote makes these speeches special…it is worth the time to look for one to make it really special)

Note: Typically short toasts are memorized and longer toasts are written as a manuscript.

  Wedding Toasts Possible Patterns

Give Their New Spouse the Manual of How to Get Along with Them

  • Tell a story or two about your friendship with your friend
  • Tell a story about when your friend met the person they are marrying. What did they say about this person? What were your first impressions? Tell anything about the two of them together? What are they like as a couple? How do you know they are right for each other? Tell something you observe about them when they are together?
  • Give the person advice on how to navigate life with your friend since you know them so well. Think of this as passing on the manual.

Three Stories

  • Tell three stories about the couple.
  • Maybe, how they met, the engagement, and a story they tell on themselves.
  • Maybe, three ways you know they are in love.
  • Maybe, three things you noticed about how they care for each other.

I Knew It Was Love…

  • Tell five ways that you knew it was love. Tell a story attached to each of the ways
  • Tell what your friend was like before and how they are better now than they are with the one they love.

Note: Never mention old girlfriend/boyfriends, never give away secrets to clueless family members (they are living together, that you and your friend snuck out in high school), and always keep it positive. You likely have inside information about the person you are toasting–their wedding is not the time to reveal it. 

Retirement Toast Possible Patterns

If you are a work colleague of the person retiring:

  • These are the three things that set this person apart.
  • These are the three things that I learned from this person.

If you are the child or the spouse of the person retiring:

  • Talk about what their career looked like from your position. How were they dedicated?
  • How did it help you benefit from their job and friends? What did you learn from watching them work?

Note: It can be fun to use their job as the theme. For example, if the person is a coach make the whole speech in the theme of a game. If the person is in sales, use marketing terms to hold it together. If they collected something interesting that was displayed in the office, it lends itself to the theme.

Graduation Toast Possible Patterns

Looking back, looking ahead

  • Tell a few stories about them before graduation and tell what you expect to see in the future.

We’ve come through a lot together, Here’s some advice for your next step.

  • Tell stories of your relationship, how that relationship talks about character attributes that led them to graduate.
  • Give advice on how to navigate the next step.

Top Ten List

  • Ten things you need to know about (surviving college, having your first real job, etc.).
  • This can be especially fun coming from the sibling that is in college to the one headed to college.
  • Top ten things you learned in school that you can use in life.
  • Top ten things about you that will make you successful.

Let Us Not Forget

  • A series of memories that you and most of the group present share. Great for a group of friends
  • Find some great meaning to it all. What did it all mean? what did you learn?

Note: It can be fun to use their major, their future job, or their hobbies as the theme. 

Anniversary Toast Patterns

  • Maybe how they met, the engagement, and a story they tell on themselves.
  • Tell five ways that you knew it was love and tell a story attached to each of the ways. Interview five of their friends and tell the five stories from their friends about love.

How They Taught You What Love Is

  • What have you learned by watching them love each other well?

A Biography of Love

  • Tell a story about their love when they met when they overcame when they did things together.
  • Tell a timeline of love events and stories about every major milestone.

Ending a Toast Speech

Typically, a toast speech ends with a thoughtful saying, witty quote, or poem.  There are many toast websites with great one-liners or short poems you can use to end a toast. If it is a longer toast, consider using a theme and connecting the ending with the theme.

“May misfortunes chase you all of your life and never catch up.” “As you slide down the banister of life may the splinters never point the wrong way.”

Short, Short Toasts

There may be times you are called to give a quick, one to three-sentence toast. It is a good idea to have a few memorized quotes ready that can be woven into a short, short toast.

Here is to those who’ve seen us at our best and seen us at our worst and can’t tell the difference. May you live for as long as you want, and never want for as long as you live! May we get what we want, but never what we deserve. May you always lie, cheat, and steal. Lie beside the one you love, cheat the devil, and steal away from bad company. Here’s to friends and family who know us well but love us just the same. Let us drink to bread, for without bread, there would be no toast. “Here’s to that long straight piece in Tetris.”

How Do You Hold the Glass?

Both wine and champagne glasses should be held by the stem, not by the bowl. “You should always hold the glass by the stem, no matter what the shape or size of the glass or the type of wine,” says Michael Greenlee, the sommelier and wine director of Gotham Bar and Grill, in New York City. “The most common mistake I see in restaurants and at dinner parties is people holding a wineglass by the bowl.”

Three reasons to hold the glass by the stem: 

  • The glass is pretty;  you don’t want your fingerprints to mess it up.
  • Putting your hand on the glass would block seeing the color of the wine or block your ability to watch the bubbles dance in the champagne.
  • White wine and champagne are chilled, and red wine is served a room temperature. The temperature influences the taste and your hands on the glass will warm up the beverage and change it from its optimal temperature.

What Do You Do When Listening to a Toast?

Those who are listening to someone being toasted should hold their glass when the toast is being made.  At the end of the toast, listeners should raise their glasses, tilt the glass towards the person being toasted, and then take a sip.

What Do You Do If You Are the One Being Toasted?

When you are being toasted, you should sit and listen.  Smile and nod to let the person toasting know you are listening. You should not hold or lift your glass.  Once the toast is over and everyone has had a sip, then you may nod and/or say, “Thank You.”  One of the more common questions I get is, “Do I drink to myself?” and the answer is “no, you do not drink to yourself.”

Should We Clink our Glasses?

Check five different etiquette specialists and you will get five different answers. Some groups clink and some groups don’t clink. It is best to take your lead from those with the highest power of those in the center of the event. For example, if you have dinner with your co-workers and your boss is present, see what the boss does. If you are at a wedding, see what the head table does and copy.

The larger the group, the less likely there will be glass touching because it is difficult to touch everyone’s glasses. If you are in a clinking group, when you touch the bowl of the glasses together, you should always look them in the eye and smile.

In this case, it goes back to the tendency of nobles to kill each other off by poisoning their food! Wine was very commonly drunk during medieval days because it was one of the only safe liquids available. Water was often polluted, and milk was both useful for other things and thought to be for children only. As the wine was often full of sediment, a poison was easily introduced into it. To prove that his wine was safe, the host would pour a bit of his guest’s wine into his own glass and drink it first, to prove it was safe. If the guest trusted his host, however, he would merely clink his flagon against that of his host’s when his host offered his cup for the sample. Toasting Rules

Hold up your glass while giving a toast.

Never toast with an empty glass, it is considered bad luck.

Always hold the glass by the stem.

Avoid getting the beautiful glasses smudged. That means, not touching the bowl. It also means sipping from the same place on the glass.

Always drink to the person being toasted. If you don’t take a sip then it means that you disagree with the nice things that were said about the person. If you are full of liquid or prefer not to sip the alcohol, just put your lips to the glass and fake it.

If you oversee the filling of the glasses, hold the wine bottle near the bottom and only fill glasses halfway up to give the wine room to breathe. Always offer wine to others before pouring your own wine.

In some regions, people will gently use a knife to tap the glass to bring the group to attention.

At some weddings, the quests may tap their glasses to mean the bride and groom should kiss.

Brainstorm About Your Person

Read through these questions and try to answer them about your person. Not all the questions will relate, and that is OK. That question may trigger an unrelated memory that you can use.

Story What is the story of the two of you as children? What is the first memory you have of this person? How did you meet? What is the story of the two of you as teens? What is the story of the two of you as adults? What is an adventure you had together? When did you do something involving this person that didn’t work out as planned? What is a story that is often told about this person? What is a struggle this person has overcome or a story of where you overcame together? What story will history remember about this person? What story will you tell your kids one day? Why is this person special to you in a way that no one else knows? When did you and this person make a difficult situation fun? How have you seen this person grow?

Stuff What do they collect? What are their hobbies? What types of things are important to them? (Pets, cars, shoes) What are they known for having? (Name brand clothes, a great boat) What does their house/car/backpack say about them? What do you have of theirs that means a lot to you? How is their favorite movie, favorite superhero, favorite song a reflection of them?

The Person What are the physical characteristics that become part of their persona (Tall, big feet, curly hair)? What are they known for emotionally (being kind, being passionate, being stubborn)? What are the phrases they say often? What are they famous for? (Cooking, getting lost)

Relationship How did you meet? What has kept your relationship with this person going? What has been the highlight of the relationship? What do their friends say about them?

Wedding Toast

When and how did they meet? What were your first impressions of them as a couple? What did your friend say about the first time they met? If you were given three wishes for them as a couple, what would they be?

Today, I would like to raise my glass (raise your glass) to by the far the most gifted athlete in our class. She showed us what it takes to be a student athlete at the University of Arkansas. She opened up her heart and shared the stories about her mother with us. I know we were all touched. She taught us how to improve our puts and She taught us that golf can be fun. We even learned that even the best athletes get nervous sometimes. In the words of Roy, tin cup, McEvoy, “I hit it again because that shot was a defining moment, and when a defining moment comes along, you define the moment… or the moment defines you.” To Ana, may you always define the moment and not let it define you! I ask students to toast their classmates and to give reference to things that student has said or done in class, consider the following speech ending that references three of the student’s former speeches. Sean here this is to you for all you have given us. Best Man Toasts the Couple by Joe Burlingame

Thank you all for gathering here tonight on the beautiful occasion to celebrate the love of Korey and Paola. My name is Joe Burlingame and I know many of you have traveled from long distances to be here and we are so grateful that y’all came. Since the lovely maid of honor spoke so highly of Paola I am going to try and make Korey seem like he is worthy.

When Korey told me that things were getting serious and that he was going to propose,

My initial reaction was “Woah, Korey I am flattered but I am perfectly content with being fraternity brothers,” but everybody knew he was talking about Paola. Korey and I’s relationship started about 5 years ago And to this day I remember my first impression–it was like any first impression when we first meet an accounting major/// Aw—wk–kward.

Our friendship though took off like a rocket ship, and before we knew it we were roommates up to the time he betrayed me and found a permanent roommate. I won’t say any names but she is in this room.

In the 4 years, I lived with Korey, I have found 3 things that make him the perfect roommate.

First, Korey loves spontaneous trips. Korey and I went to 6-7 concerts one semester. We only bought tickets in advance for one and that was because it was the one band I wanted to go see. The others were concerts that Korey had caught wind of last-minute and persuaded me to go. One concert, in particular, was the night of Korey and Paola’s first date. They had gone and got coffee and macaroons I think it was maybe an hour-long date. When he got back Korey talked about it as if they had spent a year with each other. Paola I knew then that you had to be special if you had him talking about you for that long.

Second, Korey is a humble servant. Korey if there is a characteristic that describes you it is being a humble servant. I would complain about how hot it was mowing our yard, but you would not only mow ours but our elderly neighbor’s yard as well. You thought you were invisible– I saw it all. Whether it be cleaning dishes, cooking, or constantly going to our neighbors to see if they needed anything done, you were a servant and  I was thankful for you.

Paola I am jealous, I am now going to have to clean and cook for myself now. Nik Birchfield said it best “Korey doesn’t just talk the talk but walks the walk”

Lastly, Korey is someone who is thoughtful. I remember when we first moved in Korey brought in this huge water jug of change and a little wooden chest, I asked what the heck is that for. He responded with “Man I plan on getting married and in order to get married you need a ring.” I was blown away– I never would have thought of that.

Paola I regret that we never really got to hang out. When I saw Korey take that jug of bills and come back with a ring and he started describing why he picked this specific ring out because it matched your characteristics I knew we would be friends.

Korey and I were roommates the night before he was going to pop the question. He practiced a lot with what he was going to say. I know because he practiced on me. I don’t know how many times we practiced the scenario but I could tell you that the words he was going to say to you were heartfelt and genuine

Paola I was able to have the perfect roommate for a few years, but now you will have the perfect roommate for life.

This toast is a good example of how to tell a funny story in a speech. This father’s story is brilliant, and his long pauses are perfect for this speech. He goes from having you crying from laughter to tearing up with sentiment.

The essential elements of a good toast include a clear and concise message, a personal touch or story, a positive and uplifting tone, eye contact with the audience, and a heartfelt toast to the honoree. Adding humor or a memorable quote can also enhance the impact of a toast.

The key elements of a good toast include a clear and concise message. A good toast should have a central theme or idea that is easy for the audience to understand and relate to. It should be heartfelt and genuine, expressing sincere emotions and appreciation towards the person or occasion being toasted.

Another important element is personalization. A good toast should be tailored to the individual or group being honored. Including personal anecdotes, inside jokes, or specific memories can make the toast more meaningful and memorable for both the honoree and the audience.

“Can you just say a few words?”

That invitation can strike fear among people who are asked to give a toast at a wedding, to present an award, to congratulate someone on a promotion, to remember a colleague retiring after 25 years.

Yet it doesn’t have to.

Who is this speechwriting guide for?

This is for anyone giving a short speech whose purpose is to honor someone else.

It’s for all those speeches that mean something, that aren’t televised, that are there to honor the great works and deed others have done in their lives.

Awards Speeches

You’re part of an organization that gives out awards each year and this year you get to present one of them! Figure out what to say that’s short, sweet, and meaningful.

Wedding Speeches: Best Man Speeches, Maid of Honor Speeches, Father and Mother of the Bride Speeches

Your best friend is getting married and you get to give a toast. Guidance for best men, maids of honor, father and mother of the bride—anyone who needs to wish the happy couple well.

A colleague is getting promoted and you want to talk about their achievements and efforts with some good natured fun thrown in.

Retirement Speeches

How do you say goodbye to the key employee who has worked for you for the last 20 years?

What do you say at your own retirement?

Is your mentor or parent retiring and you want to toast them?

Birthday party toasts and anniversary speeches

What about the people who are a really big deal in our lives? What do you say to them on their important days? What would you say at your parents’ 50th wedding anniversary? What about your spouse’s 40th birthday?

Any occasion where you have to “say a few words”

I probably missed a few speech categories above, but any time that you need to give a speech that honors another person, this guide is your guide.

What will be included in this guide to short speeches:

  • A brief overview of the various parts of any toast. I break down the typical toast or honor speech for any occasion.
  • A step-by-step process to get your speech written. I use the same method when writing for others and you can complete a first draft in the span of a week or any set of seven days spread out over time.
  • Real short speeches given by real people. I’ve scoured the internet and my resources to find examples of toasts and other short speeches that you can use as models. All are modern speeches that real people gave. Use them as inspiration for turns of phrases and overall organization to help you plan your words.
  • Advice for specific types of short speeches. A wedding toast and an awards speech aren’t the same but share tons of similarities. You’ll learn what each type of speech requires given its occasion. Use this section to avoid faux pas.

Where to start with any short speech

Speakers tend to have two problems when it comes to giving short speeches:

They tell me two things:

First: I can’t think of anything to say

Second: I have too much to say, there’s no way I’ll fit it all in

What to do?

Let’s tackle each one, starting with the first.

But, before we do, let’s begin with Step 1–it’s helpful to have a doc open or a set of notes as you go through this guide.

Step 1: Know your time limits, word count, and any other pertinent details for your speech.

We speak around 135 to 150 words per minute. But when it comes to giving a speech, you want to give yourself extra time to take it slow, to allow for applause and laughter. I’d suggest 100-115 words per minute to gauge how much you need to prepare.

For a 3 minute toast: 300-345 words

For a 5 minute toast: 500 words to 575

For a 10 minute toast: 1000 words to 1150 words

I wouldn’t go beyond 10 minutes for any ceremonial speech–err on the side of brevity.

Find out also when you are expected to give your speech during the event. If you are going early, you can err on the side of being a bit longer than expected. If you are one of the last to speak, keep it as short as possible.

Step 2: Know the key sections you’ll want to think about for your toast:

Many toasts and short speeches have the same sections to them but not always in the order below. You can mix and match as needed.

Acknowledgments and Thank yous:

Depending on the formality of the event, you have to thank certain people who put the event together or who are so important that they deserve to be recognized. Word of caution: Do not go overboard in this portion and make the whole speech one long list of thank-yous.

Stories will make up the bulk of your toast—they are the perfect vehicle to demonstrate change throughout the speech. It’s where you can talk about the deeds of the person you’re honoring or the significance of the event.

You’ll find sections of advice in many toasts—the person giving the toast often has words of wisdom for the happy couple during a wedding toast or sage advice to those just starting on their careers during the speaker’s own retirement speech. This is where you can take the lessons of change you’ve experienced and give them to the audience or the people who are a part of your toast, with advance notice or in the spur of the moment. So, don’t forget to include your best wishes for the future in your toast, as it adds a heartfelt touch to your words of wisdom.

Significance of the event:

Sometimes the event itself is important enough that it should be mentioned and featured in your toast (other times, you may just need a few sentences).

Opening and Closing:

Any speech will have a captivating opening and closing, and toasts are no different. The best ones will have openings and closings that relate to one another; oftentimes, the closing can even contain a special 1-2 line mini-toast that sums up the speech itself. Additionally, it is important to propose a toast at the appropriate time during a dinner party, typically at the beginning of the meal or just before dessert. We’ll work on specific techniques later on in this guide to craft closings that will be remembered long after the main speech concludes.

Here are some questions to get you started, we’ll dive into the specifics momentarily:

  • Are there any VIPs in the audience that you must acknowledge or thank? Keep this list very short and go with the ones who are most important or whose egos will be hurt if you don’t mention them. If it’s too many, can you generalize the group (“Honored guests,”)?
  • If you are honoring a person, what makes them so incredible and great? Why are they being honored at this event? What have they done that has impressed you? What have you learned from them? What moments of greatness stick out in your mind? What stories can you tell around each answer?
  • What is the significance of the event you’ll be speaking at? Is it an eternal one like marriage? What is the history of the event? Why did the group start? What are they doing today that is so impactful?
  • Is it appropriate to give advice at an event like this? If a couple is getting married, what advice do you have for them? If someone is retiring or being promoted, what advice can you give to others in the room that want to live up to that person’s example?
  • Are there particular quotes or sayings that you think could work at the beginning or end of the toast? Have people heard these before or will they be fresh? Are they unique to the occasion?
  • What movie did you see recently (or book you read) that showed a dramatic change in its characters? Did you read or watch anything recently that seemed to fall flat? Can you pinpoint a lack of change in the characters as the reason?

Step 3: Brainstorm your speech ideas: What to do when you can’t think of anything to say in your speech

The best place to start are the dual goals of any ceremonial speech: You want to honor the person and honor the event.

From a wedding toast to a retirement speech to an anniversary celebration, the goals are the same.

You want to honor a person or a couple and the event itself.

Great toasts and short speeches revolve around telling great stories about the person you’re honoring. Ideally you want a mix of funny and touching stories to tell.

Brainstorming ideas for wedding toasts , birthday speeches, and anniversary speeches:

  • Anything you want to say to the close family and friends who will be in attendance?
  • Growing up together, I could tell that they would grow into a great person because…
  • One moment that most impressed me was when…
  • He/She was really there for me when…
  • My favorite memory of them was when…
  • One story that really demonstrates is when…
  • When I first met him/her…
  • I am grateful that they are in my life because one time…
  • He/she got me out of a tough situation when…
  • I can never forget the time when…
  • Advice I can give the couple is…
  • A time that he/she made me laugh was when…
  • What are the person’s greatest character values? What makes them such an excellent match for the other?
  • How did the two meet? Were you instrumental in making it happen? How did it happen?
  • When did you know the couple found the right person in the other?

Be aware of the audience. Ask yourself this question: does my friend want his or her mother/grandmother/father/ grandfather/great-aunt Matilda to hear this story? If the answer is no, don’t tell it.
  • Make notes and practice. You should not trust your memory with something this important. Jot down some notes on notecards and practice what you want to say.

Who Should Give a Toast?

Some affairs designate who will give a toast, while others are less formal. Some occasions entertain multiple toasts.

At a wedding, the bride’s father might offer the first toast. The maid of honor might give a toast, and sometimes other bridesmaids join in. You can expect a best man speech, but other groomsmen may also offer a toast. The bride and groom might toast each other or their parents.

A close coworker might offer a toast to the retiree at a retirement party. Family members might offer a toast for a couple hosting an anniversary party. When a group gathers at a bar or restaurant, someone at the table might congratulate another person on a birthday , new job, new house, engagement, wedding, or pregnancy.

People love celebrating and raising their glasses, which may contain alcoholic beverages, soft drinks, or even water.

When done right, rehearsal dinner speeches are fun, breezy—and, sometimes, a little raucous—odes to a marrying couple. As the person tasked with giving said speech , though, coming up with the right words to say can feel difficult. “The problem is that we have many years of thoughts, memories, and feelings about a bride or groom banging around in our head, and it feels like chaos,” says professional wedding speechwriter and strategist Den Pope. “Other than feeling a great sense of love and pride, it’s hard to define the relationship because you’ve never really had to think about it.”

When Does the Rehearsal Dinner Toast Take Place?

Unsurprisingly, the rehearsal dinner toast is given during the rehearsal dinner, which generally takes place the night before the wedding. As for when throughout the course of the evening you should plan to speak, that's up the event's hosts . Discuss it with the engaged couple and whoever has planned the party to figure out when it makes sense. A good rule of thumb? While guests are enjoying their meals, as you'll have your most captive audience.

Who Gives a Rehearsal Dinner Toast?

The host of the rehearsal dinner (traditionally the father of the groom in a heterosexual couple) gives the first speech. This person is followed by members of the wedding party that won’t be speaking at the reception (typically anyone other than the maid of honor and the best man ). Last up: additional friends and family if an open mic situation is encouraged.

A great rehearsal dinner speech includes the same core elements as a wedding reception speech . Here’s a template to follow to get you started on the process.

If possible, get introduced by someone else.

“It’s always better if there’s a master of ceremonies or DJ to introduce the speaker,” says Pope. “Otherwise, there will be throat clearing and empty platitudes right at the open when you should be grabbing the audience’s attention.” If there’s no emcee, go with something short and sweet: Hi everyone, I’m Maura. Brittany and I met as Theta pledges our freshman year at Mizzou. Then dive straight into the speech.

Tell a story that gets at their core values or personality traits.

Per Pope, the main goal of any great rehearsal dinner speech is to “to give an inside look at the bride and/or groom—their defining values, characteristics, and personality traits—through the speaker’s eyes.” That’s best accomplished by a narrative that’s heavier on showing rather than telling.

Instead of stating that Brittany is spontaneous, for example, share an anecdote about the time she booked a flight overseas on one day’s notice, or when she jumped into a pool at a college house party.

Talk directly to the person you’re honoring.

After sharing your anecdote, take a quick moment to address that person directly. Brittany, that brings me to one of the things I’ve always loved most about you: your spontaneity.

Incorporate their spouse-to-be. 

The characteristics and anecdotes you choose to address should next segway into a moment of recognition for the other half of the couple. “Tease out what makes their relationship work,” says Pope. “Define them, then bring them together.” Maybe Brittany’s fiancé James is just as spontaneous, and they met while sky-diving. Or, maybe he likes to have every hour of his day planned, but they’re the penultimate example of opposites attracting. Either way, you’ll want to explain why the characteristics you mention in your speech make them a great couple .

End with a quick toast.

“Wrap it up quickly,” says Pope. “No poems , no 16th-century quotes.” A go-to approach: And now, everyone please join me in raising a glass to Brittany and James for a life filled with X, Y, and Z. Two of those three sentiments can be universal (love, joy, laughter, adventure, happiness), but the last should tie back to something referenced earlier in the speech.

Rehearsal Dinner Toast Tips

Here are Pope’s best tips for writing and delivering your rehearsal dinner speech.

Think about tone.

While the father of the groom /rehearsal dinner host’s speech should serve as an emotional counterweight to the speech the father of the bride will give at the reception the following night, it’s okay if the rest of the speeches are a little more insider-y and casual. The group at the rehearsal dinner is the ultimate “in crowd” of any wedding, so they’ll be the most invested in what you have to say about the couple, and the most likely to understand or appreciate any inside jokes.

Write it early, but rehearse later.

Some of Pope’s clients come to him a full year ahead of a wedding. While they may settle on content in advance, he doesn’t encourage revisiting the speech until about two months ahead of the big day. And even then, he advises against over-rehearsing. “You’ll sound robotic and unnatural,” he says.

Open with something interesting and unexpected.

“All the audience wants to hear is what you have to say about the bride and groom as an insider,” says Pope. If you can do that, then you’re guaranteed to capture the attention of the crowd.

Keep your role in mind when considering timing. 

The longest speech, which should be kept under 10 minutes, should be reserved for the host of the rehearsal dinner. Bridesmaids and groomsmen should be shorter—think: five to seven minutes, max—and anyone jumping on an open mic should wrap up in about three minutes or less.

Don’t mention old flames.

It should go without saying, but don't bring up either partner's ex. Other than that, less is off the table than what you might think. “Some might think that gambling is off-limits,” Pope gives as an example. “If the story exemplifies the person in a positive way, and everyone in the room knows that [the person] does it, then it can be fun in for your speech.”

Address the couples’ relationship through your eyes.

“It doesn’t matter if anyone in the room agrees with you or not,” says Pope. “This is your speech . It’s your time to say what you want. Don’t think you have to fluff the couple up dishonestly to please the crowd.”

Read from your phone if that’s what feels most natural.

The best speeches are relaxed and authentic. If reading off note cards will make you feel like you’re giving a stuffy class presentation, don’t do it. (But if you don’t want to squint and scroll, download a flashcard app like Flashcards Deluxe .) And, of course, make sure your phone is fully charged.

Don’t hold your glass during the speech.

It will serve as a distraction, especially if you’re also balancing a mic and your notes. Place it near you on a table or have someone hand it to you at the end.

Be sure to actually sip after you raise your glass.

That seals the deal of the toast . (And yes, it’s perfectly fine to toast with water!)

Get Brainstorming!

Not sure how to begin mining a lifetime of memories for your rehearsal dinner speech? Here are a few questions to help whittle things down.

  • What is your earliest or most vivid memory of the subject? What does that memory demonstrate about their personality or character? 
  • What’s an endearing quirk about the subject? 
  • When did the subject first mention their spouse-to-be to you? What did they say about them? 
  • What was meeting their spouse-to-be for the first time like? 
  • How or when did you realize their spouse-to-be was a good partner for the subject of your speech? 
  • How has their spouse-to-be changed the subject of your speech for the better?

Rehearsal Dinner Toast Example

Pope strongly advises against Googling for one-size-fits-all or fill-in-the-blank examples of rehearsal dinner speeches , as they can lead to hollow, canned, and impersonal toasts. Instead, he encourages his clients to think deeply about the most meaningful memories they associate with the subject of their toast, and to build their speech out from there. An example from Pope of how that process works to inspire a speech follows below: 

"I wrote a matron of honor speech where the bride was her maid of honor three years ago. I asked if she gave a speech, and what that speech was like. She said, 'You know, the day was a blur. The only thing I really remember was that she quoted Dr. Suess.'"

"So, we opened with that: 'Welcome. This brings back fond memories of my wedding day, where [Brittany] gave a speech. The day was a blur, but I remember one thing very clearly. She quoted Dr. Suess: “We are all a little weird, and life is a little weird. And when we find someone whose weirdness is compatible with ours, we join up with them and fall into mutually satisfying weirdness and call it love.” I didn’t get it at the time, but I’ve been waiting for your wedding day to say one thing: Brittany, you’re weird.'"

EDT   THE PRESIDENT:  Thank you, thank you, thank you.    You think your Irish grandparents are wondering.  (Laughter.)  My great-great grandparents who got here in 1846 are going, “What in the hell is going on?”  (Laughter.)   I want to thank you for the warm welcome.  But please, not so loud.  (Laughter.)  Donald is listening.  “Sleepy Don.”  (Laughter.)  I kind of like that.  I may use that again.      Kelly O’Donnell, president of the White House Correspondents’ Association, thank you for having me.   MS. O’DONNELL:  Thank you, sir.  (Applause.)   THE PRESIDENT:  But, Kelly O., let’s be honest, you’re way too young to be president.  (Laughter.)   It’s been a year since I delivered this speech.  And my wife, Jill, who is with me tonight, was worried how I’d do.  I told her, “Don’t worry.  It’s just like riding a bike.”  She said, “That’s what I’m worried about.”  (Laughter.)   Of course, the 2024 election is in full swing.  And, yes, age is an issue.  I’m a grown man running against a six-year-old.  (Laughter and applause.)   But I feel great.  I really feel great.  I’m campaigning all over the country: Pennsylvania, Georgia, North Carolina.  I always done well in the original 13 colonies.  (Laughter.)   And speaking of history, did you hear what Donald just said about the major Civil War battle?  Quote, “Gettysburg.  Wow.”  (Laughter.)   Trump’s speech was so embarrassing, the statue of Robert E.  Lee surrendered again.  (Laughter.)   But, look — (laughs) — age is the only thing we have in common.  My Vice President actually endorses me.  (Laughter.)   I’ve had a great stretch since the State of the Union.  But Donald has had a few tough days lately.  You might call it stormy weather.  (Laughter.)  What the hell.  (Laughter.)   Trump is so desperate, he started reading those bibles he’s selling.  (Laughter.)   Then he got to the First Commandment, “You shall have no other Gods before me.”  That’s when he put it down and said, “This book is not for me.”  (Laughter.)   Look, being here is a reminder that folks think what’s going on in Congress is political theater.  But that’s not true.  If Congress were a theater, they’d have thrown out Lauren Boebert a long time ago.  (Laughter and applause.)   Now, to all of my friends in the press — and Fox News — (laughter) — some of you complain that I don’t take enough of your questions.  No comment.  (Laughter.)   Of course, the New York Times issued a statement blasting me for, quote, “actively and effectively avoiding independent journalists.”   Hey, if that’s what it takes to get the New York Times to say I’m active and effective, I’m for it.  (Laughter.)  It’s okay.   I have hi- — higher standards.  I do interviews with strong independent journalists who millions of people actually listen to, like Howard Stern.  (Laughter.)   And I know you’re looking around and saying, “This guy has been doing this for 50 years.  He’s had his moment.  Give him some- — give someone else a chance.”   To say that, I say, “Lorne, ignore the critics.  Ignore the critics.”  (Laughter.)   Lorne is a great friend who has had eight comedians play me over the years on “Saturday Night Live.”  Eight.  And who the hell says I’m not a real job creator?  (Laughter.)   Look, Lorne has had even more comedians and actors joke about me.  Like the funny guy on “Weekend Update,” Michael Che.  (Laughter.)  He’s hilarious.    Scarlett Johansson, you did such an incredible job in your State of the Union rebuttal that you should be — do “Weekend Update.”  (Laughter.)  Clearly, you’re — you’re the funny one in the family.  (Laughter.)   Look, folks, on a serious note, in addition to marrying up, Colin and I have another thing in common.  (Laughter.)  We both find strength in family.    I got to spend time with his family yesterday in the Oval Office.  Colin’s dad was a high school teacher in Staten Island, and his mom is an incredible woman — a family of firefighters, was the Chief Medical Officer in New York City Fire Department on 9/11.  As a doctor, she rushed to Ground Zero, risking her own life, treating and saving fellow first responders.  Rushing into danger for others for others is my definition of patriotism and heroism.  (Applause.)   And so is what all of you do when you report truth over lies.  That’s why I want to close tonight with my genuine thanks to the free press.    There are some who call you the “enemy of the people.”  That’s wrong, and it’s dangerous.  You literally risk your lives doing your job.  You do.  (Applause.)   Covering everything from natural disasters to pandemics to wars and so much more.  And some of your colleagues have given their lives, and many have suffered grievous injuries.  Other reporters have lost their freedom.    Journalism is clearly not a crime.  Not here, not there, not anywhere in the world.  (Applause.)   And Putin should release Evan and Alsu immediately.  (Applause.)    Just as we’re doing everything we can — we’re doing everything we can to bring home journalists — fellow journalists Austin and all Americans, like Paul Whelan, you know, who — wrongfully detained all around the world.    And I give you my word as a Biden, we’re not going to give up until we get them home.  All of them.  All of them.  (Applause.)   On the third anniversary of January 6th, I went to Valley Forge.  And I said the most urgent question of our time is whether democracy is still — is still the sacred cause of America.  That is the question the American people must answer this year.  And you, the free press, play a critical role in making sure the American people have the information they need to make an informed decision.    The defeated former President has made no secret of his attack on our democracy.  He has said he wants to be a “dictator on day one,” and so much more.   He tells supporters he is their “revenge” and “retribution.”  When in God’s name have you heard another president say something like that?  And he promised a “bloodbath” when he loses again.  We have to take this seriously.   Eight years ago, you could have written off it as just Trump talk.  But no longer.  Not after January 6th.    I’m sincerely not asking of you to take sides but asking you to rise up to the seriousness of the moment; move past the horserace numbers and the gotcha moments and the distractions, the sideshows that have come to dominate and sensantio- — sensationalize our politics; and focus on what’s actually at stake.  I think, in your hearts, you know what’s at stake.  The stakes couldn’t be higher.   Every single one of us has roles to play — a serious role to play in making sure democracy endures — American democracy.  I have my role, but, with all due respect, so do you.    In the age of disinformation, credible information that people can trust is more important than ever.  And that makes you — and I mean this from the bottom of my heart — it makes you more important than ever.   So, tonight, I’d like to make a toast.    To a free press, to an informed citizenry, to an America where freedom and democracy endure.  God bless America.  (Applause.)   (The President offers a toast.)    Now, I’m going to turn it over to Kelly, then you’ll hear from a real comedian.  (Laughter.)    I think I know The reality star, 43, got booed by the audience at Netflix’s live “The Roast of Tom Brady” special on Sunday night.

Kardashian walked on the stage in a black dress and a glass of champagne in her hand, ready to poke fun at Tom Brady.

But as she began to address fellow presenter Kevin Hart, she received loud boos from the crowd at the Kia Forum in Los Angeles.

Kardashian looked both mad and uncomfortable at the negative response to her appearance at the event.

“All right, all right, all right,” she awkwardly said to the crowd.

Hart, 44, could be heard off-camera saying, “whoa,” over and over.

However, the boos petered out and were overcome with cheers for Kardashian, prompting her to carry on with her speech.

Kardashian brought up the rumors that she and Brady, 46, once dated.

“Speaking of Tom and I dating, I know there were some rumors that we were, and I’d never say if we did or not, I’d just release the tape,” she joked.

The Skims founder and former Patriots quarterback were linked in July 2023 after they both attended Fanatics CEO Michael Rubin’s  Fourth of July white party  in the Hamptons.

At the time, Page Six  reported that Kardashian and Brady “only talked briefly” at the soiree and are only “friends.”

At the roast, Kardashian also hilariously compared Brady to her former stepdad and Olympic champion Caitlyn Jenner, 74.

“I know the transition from the NFL must have been really hard, but I think my stepdad is a great example for you,” she said. “She’s one of the greatest athletes in the world, who’s proved you can do anything in this next chapter. You can become a commentator, a far-right Republican or even a strong, confident woman.”

The “American Horror Story” actress wrapped up her three-minute speech with some parting words for Brady, who retired from the NFL in February 2023.

“I’m just here tonight to support you and celebrate you. I’ll give you the same advice I give all of my exes: good luck knowing the best is behind you,” she quipped.

Later in the roast, Brady got onstage and returned the insults to some of the presenters, including Kardashian.

He savagely burned Kardashian by bringing up her ex husband, Kanye West.

“I know Kim was terrified to be here tonight. Not because of this, but because her kids are at home with their dad,” he said.

Kardashian shook her head and awkwardly laughed at Brady’s ruthless joke.

The crowd, meanwhile, gasped and then cheered after West, 46, was brought up.

Speaker of the House Mike Johnson visited Columbia University on April 24 to meet with Jewish students and make remarks about concerns that the ongoing demonstrations have become antisemitic.

The House of Representatives passed a bill on Wednesday aimed at addressing reports of rising antisemitism on college campuses, where activists angered by Israel's war against Hamas have been protesting for months and more recently set up encampments on campus grounds .

The Antisemitism Awareness Act would see the adoption of the International Holocaust Remembrance Alliance's definition of antisemitism for the enforcement of federal anti-discrimination laws regarding education programs.

The bill passed with a 320-91 vote. Seventy Democrats and 21 Republicans voted against the measure.

The international group defines antisemitism as "a certain perception of Jews, which may be expressed as hatred toward Jews" and gives examples of the definition's application, which includes "accusing Jews as a people of being responsible for real or imagine wrongdoing committed by a single Jewish person or group" and making " dehumanizing, demonizing, or stereotypical allegations about Jews as such or the power of Jews as collective."

Rep. Mike Lawler, R-N.Y., introduced the legislation.

"Right now, without a clear definition of antisemitism, the Department of Education and college administrators are having trouble discerning whether conduct is antisemitic or not, whether the activity we're seeing crosses the line into antisemitic harassment," he said on the House floor before passage.

The bill goes further than an executive order former President Donald Trump signed in 2019 . Opponents argue the measure could restrict free speech.

"This definition adopted by the International Holocaust Remembrance Alliance includes 'contemporary examples of antisemitism'," said Rep. Jerry Nadler in a speech on the House floor ahead of the vote. "The problem is that these examples may include protected speech in some context, particularly with respect to criticism of the state of Israel."

Fellow New York Democrat Rep. Ritchie Torres , one of the 15 Democratic cosponsors of the bill, told NPR he finds that argument unconvincing.

"There's a false narrative that the definition censors criticism of the Israeli government. I consider it complete nonsense," Torres said in an interview with NPR.

"If you can figure out how to critique the policies and practices of the Israeli government without calling for the destruction of Israel itself, then no reasonable person would ever accuse you of antisemitism," he added.

Issue should 'transcend partisan politics'

While members of both parties have criticized reports of antisemitism at the protests, Republicans have made the issue a central political focus.

House Speaker Mike Johnson made a rare visit last week to Columbia University, where demonstrators were demanding the school divest from companies that operate in Israel. Johnson and a handful of GOP lawmakers met with a group of Jewish students.

"They are really concerned that their voices are not being heard when they may complain about being assaulted, being spit on, being told that all Jews should die — and they are not getting any response from the individuals who are literally being paid to protect them," Rep. Anthony D'Esposito, R-N.Y., told NPR of the meeting.

On Tuesday, Johnson held a press conference focused on antisemitism with a group of House Republicans at the U.S. Capitol.

"Antisemitism is a virus and it will spread if it's not stamped out," Johnson said. "We have to act, and House Republicans will speak to this fateful moment with moral clarity."

Rep. Pramila Jayapal, D-Wash., who chairs the House progressive caucus, says Republicans are playing politics.

"Many of these Republicans didn't say a word when Trump and others in Charlottesville and other places were saying truly antisemitic things. But all of a sudden now they want to bring forward bills that divide Democrats and weaponize this," she said.

Torres said he wished Johnson had done a bipartisan event with House Democrats to "present a united front."

"You know, it's impossible to take the politics out of politics, but the fight against all forms of hate, including antisemitism, should transcend partisan politics," he said.

Jewish students speak about feeling harassed

Hear from students who met with speaker johnson.

There was increased urgency to move legislation to the floor after lawmakers started hearing stories of Jewish students feeling unwelcome on campuses.

Eliana Goldin, a junior at Columbia and the Jewish Theological Seminary, said the escalation of protests on and around her campus have made her feel unsafe.

"I know many, many people who have been harassed because they wear a Jewish star necklace," Goldin told NPR. Goldin was one student who received a message from Rabbi Elie Buechler of Columbia a week ago.

"The events of the last few days...have made it clear that Columbia University's Public Safety and the NYPD cannot guarantee Jewish students' safety in the face of extreme antisemitism and anarchy," the message read. "It deeply pains me to say that I would strongly recommend you return home as soon as possible and remain home until the reality in and around campus has dramatically improved."

Demonstrators say their protest is peaceful and that some of the antisemitic events that have garnered national attention have come from people outside of the university.

Goldin said she was part of an interaction that got a lot of online attention of someone yelling at her and others to "go back to Poland." She said she was disappointed in the reaction from the broader Columbia community, even though the person was likely not a student.

"I do think if someone were to say, 'go back to Africa' to a Black student, it would one, be abhorrent," Goldin said. "And correctly, the entire Columbia student body would feel outraged at that, and we would all be able to rally around it. But of course, when someone says 'go back to Poland' to a Jew, we don't feel the same outrage and the same unity against that."

Torres said lawmakers should listen to students like Goldin.

"If there are Black students, who claim to experience racism, we rightly respect their experiences. The same would be true of Latino students, the same would be true of Asian students," he said. "If there are Jewish students who are telling us that they do not feel safe, why are we questioning the validity of their experiences? Why are we not affording them the sensitivity that we would have for every other group?"

Columbia University did not respond to NPR about questions about their handling of the protests.

'It just really kind of erodes the soul'

Xavier Westergaard, a Ph.D. student at Columbia, attended the meeting between the House GOP delegation and Jewish students.

"The mood in the room was relief that someone so high up in the government made this a priority," he said, referring to Johnson.

"Jewish students, including myself, have been the victims of physical violence and intimidation. This goes from shoving, spitting, being told to go back to Europe," he said. "It just really kind of erodes the soul if you hear it too many times."

He added: "And this is not just happening outside the gates, on the sidewalk where anyone from anywhere can come and demonstrate. We do have the First Amendment in this country. This was actually on campus. The university has responsibilities to protect their students from harassment on the basis of religion or creed or national origin."

A consistent refrain among protesters is that criticizing the policies of the Israeli government doesn't equate to antisemitism.

Westergaard agrees, but says that's not what he's experiencing.

"I've heard, 'We want all Zionists off campus.' I've heard 'death to the Zionist state, death to Zionists.' And as a Jew, I feel that Zionism and Judaism can be teased apart with a tremendous amount of care and compassion and knowledge," he said. "But it's also just a dog whistle that people use when they're talking about the Jews."

Juliana Castillo, an undergraduate, was also at the meeting with Johnson. She said calls for the safety of students doesn't just include physical well-being.

"There are things like intimidation, like feeling uncomfortable being openly Jewish or taking a direct route across campus," she said. "It doesn't always manifest as a lack of physical safety. Sometimes it manifests as being unwelcome in a class or feeling like people's viewpoints or perspectives are not respected."

She said even isolated incidents of antisemitism that get circulated widely online have a "creeping impact on people."

"Just knowing that something has happened to your friends, or to people you know in a place you're familiar with, makes it difficult to have a sense that this is your campus," she said. "These things do build up."

Bipartisan push on more bills to counter antisemitism

Lawmakers say this bill is just one step — and that there's more action the chamber should take to combat antisemitism.

Torres and Lawler have introduced another bill that would place a monitor on a campus to report back to the federal government on whether the university is complying with Title VI , which prohibits discrimination based on race, color or national origin in places like colleges that receive federal funding.

"A law is only as effective as its enforcement, and the purpose here is to provide an enforcement mechanism where none exist," Torres said. "And I want to be clear: the legislation would empower the federal Department of Education not to impose a monitor on every college or university, only when there's reason to suspect a violation of Title VI."

Meanwhile, House Minority Leader Hakeem Jeffries is urging Johnson to bring the bipartisan Countering Antisemitism Act to the floor.

"The effort to crush antisemitism and hatred in any form is not a Democratic or Republican issue" said Jeffries in a statement.

The bill would establish a senior official in the Department of Education to monitor for antisemitism on college campuses and create a national coordinator in the White House to oversee a new interagency task force to counter antisemitism.

"We have negotiated that bill for nine months. It is bipartisan. It's bicameral," said North Carolina Democrat Kathy Manning, who co-chairs the House Bipartisan Task Force for Combating Antisemitism.

Manning was part of a trio of House Democrats who visited Columbia University last week to hear from Jewish students.

Manning points to a study from the American Jewish Committee that found that 46% of American Jews since October 7 say they have altered their behavior out of fear of antisemitism .

"I find that deeply disturbing, that in the United States of America, people are now afraid to be recognized in public as being Jewish," Manning said.

The president is set to deliver the keynote address at a Holocaust remembrance ceremony.

President Biden on Tuesday condemned a “ ferocious surge of antisemitism” in the United States following the Oct. 7 Hamas attack against Israel and said people were already forgetting the deadliest day for Jews since the Holocaust.

Speaking at the U.S. Holocaust Memorial Museum’s Days of Remembrance, Mr. Biden tied the anti-Jewish sentiment that led to the Nazi effort to exterminate Jews directly to Oct. 7.

“This ancient hatred of Jews didn’t begin with the Holocaust,” he said. “It didn’t end with the Holocaust, either.”

For Mr. Biden, a self-described Zionist, the speech was a clear assertion of his support for Jewish Americans as he struggles to balance his support for Israel with increasingly forceful calls for the protection of civilians in Gaza.

Mr. Biden’s address also comes as protests against Israel’s war in Gaza roil college campuses, with students demanding that the Biden administration stop sending weapons to Israel. In some cases, the demonstrations have included antisemitic rhetoric and harassment targeting Jewish students.

“I understand people have strong beliefs and deep convictions about the world,” the president said. But, he added, “there is no place on any campus in America, any place in America, for antisemitism or hate speech or threats of violence of any kind.”

Mr. Biden also denounced attempts to minimize the Hamas attacks, which killed 1,200 people in Israel and sparked a war that has killed an estimated 34,000 people in Gaza.

“Now here we are, not 75 years later, but just seven and half months later, and people are already forgetting,” Mr. Biden said. “They are already forgetting. That Hamas unleashed this terror. It was Hamas that brutalized Israelis. It was Hamas who took and continues to hold hostages.

“I have not forgotten, nor have you,” he told the crowd of more than 100, including Holocaust survivors. “And we will not forget.”

Since the outset of the war, Mr. Biden has faced criticism from Arab Americans and Palestinians who have said they don’t hear Mr. Biden talk about the plight of their people with the same empathy and emotion that he uses to describe Israel and the Jewish people.

The leader of the World Food Program has said that parts of Gaza are experiencing a “ full-blown famine ,” in part because of Israel blocking humanitarian aid.

Jewish groups have been pressuring the administration to take firmer policy steps to combat antisemitism on college campuses, in particular. On Tuesday, the Biden administration fulfilled some of those requests.

The Education Department’s Office for Civil Rights released new guidance to every school and college outlining examples of antisemitic discrimination, as well as other forms of hate, that could lead to investigations for violating Title VI of the Civil Rights Act.

The law prohibits discrimination based on race, color and national origin, and the department has interpreted it as extending to Jewish students. Since the Oct. 7 attack, the department has opened more than 100 investigations into complaints about antisemitism and other forms of discrimination. The administration also announced that the Department of Homeland Security would also offer new resources, including an online campus safety resource guide.

Nathan Diament, executive director for public policy for the Union of Orthodox Jewish Congregations, one of the groups that has been lobbying the administration for more measures for weeks, said that the Jewish community “need them implemented rapidly and aggressively.”

“President Biden’s speech today was an important statement of moral clarity at a time when too many people seem to be morally confused,” Mr. Diament said. “Just as important as the president’s words today is the announcement that his administration is taking more steps to counter the surge of antisemitism in the U.S.”

The president promised that his commitment to the security of Israel “and its right to exist as an independent Jewish state is ironclad. Even when we disagree,” a reference to the arguments his administration has had with Israel’s right-wing government about the toll the war is taking in Gaza. The speech came against the backdrop of Israel’s plans to move forward with a ground operation in Rafah, which Mr. Biden opposes. More than 1 million Palestinians are sheltering in Rafah.

Mr. Biden made a tacit acknowledgment during his speech that the pro-Palestinian cause has resonated with other minority groups with histories of violence and oppression.

“We must give hate no safe harbor against anyone — anyone,” Mr. Biden said in his speech, adding that Jewish people helped lead civil rights causes throughout history.

“From that experience,” he added, “we know scapegoating and demonizing any minority is a threat to every minority and the very foundation of our democracy.”

But Mr. Biden largely focused on the issue at hand. After his address, he stayed to watch three Holocaust survivors, who carried photos and mementos as they recounted their memories of loved ones. They invited the audience to stand and raise black-and-white photos of Holocaust victims that were placed on audience chairs in the air.

President Biden delivered these remarks on Tuesday at the Capitol for the U.S. Holocaust Memorial Museum’s Days of Remembrance.

Thank you, Stu, for that introduction, for your leadership of the United States Holocaust Memorial Museum. You’re a true scholar and statesman and a dear friend. Speaker Johnson, Leader Jeffries, members of Congress and especially the survivors of the Holocaust. If my mother were here, she’d look at you and say, “God love you all. God love you all.”

Abe Foxman and all of the survivors who embody absolute courage and dignity and grace are here as well. During these sacred days of remembrance, we grieve. We give voice to the six million Jews who were systematically targeted and murdered by the Nazis and their collaborators during World War II. We honor the memory of victims, the pain of survivors, the bravery of heroes who stood up to Hitler’s unspeakable evil. And we recommit to heading and heeding the lessons of one of the darkest chapters in human history, to revitalize and realize the responsibility of never again.

Never again, simply translated for me, means never forget. Never forget. Never forgetting means we must keep telling the story, must keep teaching the truth, must keep teaching our children and our grandchildren. The truth is, we are at risk of people not knowing the truth. That’s why growing up, my dad taught me and my siblings about the horrors of the Shoah at our family dinner table. That’s why I visited Yad Vashem with my family as a senator, as vice president, as president. And that’s why I took my grandchildren to Dachau, so they could see and bear witness to the perils of indifference, the complicity of silence, in the face of evil they knew was happening.

Germany 1933, Hitler and his Nazi Party’s rise to power by rekindling one of the oldest forms of prejudice and hate: antisemitism. His role didn’t begin with mass murder; it started slowly across economic, political, social and cultural life. Propaganda demonizing Jews. Boycotts of Jewish businesses. Synagogues defaced with swastikas. Harassment of Jews in the street and the schools, antisemitic demonstrations, pogroms, organized riots. With the indifference of the world, Hitler knew he could expand his reign of terror by eliminating Jews from Germany, to annihilate Jews across Europe through genocide, the Nazis called the final solution. Concentration camps, gas chambers, mass shootings. By the time the war ended, six million Jews — one of every three Jews in the entire world — were murdered.

This ancient hatred of Jews didn’t begin with the Holocaust. It didn’t end with the Holocaust either. Or after — even after our victory in World War II. This hatred continues to lie deep in the hearts of too many people in the world and requires our continued vigilance and outspokenness. That hatred was brought to life on October 7th of 2023. On the sacred Jewish holiday, the terrorist group Hamas unleashed the deadliest day of the Jewish people since the Holocaust. Driven by ancient desire to wipe out the Jewish people off the face of the Earth, over 1,200 innocent people, babies, parents, grandparents, slaughtered in a kibbutz, massacred at a music festival, brutally raped, mutilated and sexually assaulted.

Thousands more carrying wounds, bullets and shrapnel from a memory of that terrible day they endured. Hundreds taken hostage, including survivors of the Shoah. Now here we are, not 75 years later, but just seven and half months later and people are already forgetting. They are already forgetting. That Hamas unleashed this terror. It was Hamas that brutalized Israelis. It was Hamas who took and continues to hold hostages. I have not forgotten nor have you. And we will not forget.

As Jews around the world still cope with the atrocity and the trauma of that day and its aftermath, we have seen a ferocious surge of antisemitism in America and around the world. Vicious propaganda on social media. Jews forced to keep their — hide their kippahs under baseball hats, tuck their Jewish stars into their shirts. On college campuses, Jewish students blocked, harassed, attacked while walking to class. Antisemitism, antisemitic posters, slogans, calling for the annihilation of Israel, the world’s only Jewish state.

Too many people denying, downplaying, rationalizing, ignoring the horrors of the Holocaust and October 7th, including Hamas’s appalling use of sexual violence to torture and terrorize Jews. It’s absolutely despicable, and it must stop. Silence and denial can hide much, but it can erase nothing. Some injustices are so heinous, so horrific, so grievous, they cannot be married — buried — no matter how hard people try.

In my view, a major lesson of the Holocaust is, as mentioned earlier, it is not — was not — inevitable. We know hate never goes away; it only hides. Given a little oxygen, it comes out from under the rocks. We also know what stops hate. One thing: All of us. The late Rabbi Jonathan Sachs described antisemitism as a virus that has survived and mutated over time. Together, we cannot continue to let that happen. We have to remember our basic principle as a nation.

We have an obligation, an obligation to learn the lessons of history so we don’t surrender our future to the horrors of the past. We must give hate no safe harbor against anyone. Anyone. From the very founding, our very founding, Jewish Americans represented only about 2 percent of the U.S. population and helped lead the cause of freedom for everyone in our nation. From that experience, we know scapegoating and demonizing any minority is a threat to every minority and the very foundation of our democracy.

It’s in moments like this we have to put these principles that we’re talking about into action. I understand people have strong beliefs and deep convictions about the world. In America, we respect and protect the fundamental right to free speech. To debate, disagree, to protest peacefully, make our voices heard. I understand, that’s America. But there is no place on any campus in America — any place in America — for antisemitism or hate speech or threats of violence of any kind. Whether against Jews or anyone else. Violent attacks, destroying property is not peaceful protest. It’s against the law. And we are not a lawless country. We’re a civil society. We uphold the rule of law, and no one should have to hide or be brave just to be themselves.

The Jewish community, I want you to know: I see your fear, your hurt, your pain. Let me reassure you, as your president, you’re not alone. You belong. You always have and you always will. And my commitment to the safety of the Jewish people, security of Israel, and its right to exist as an independent Jewish state is ironclad even when we disagree.

My administration is working around the clock to free remaining hostages. Just so we have freed hostages already. And we will not rest until we bring them all home. My administration, with our second gentleman’s leadership, has launched our nation’s first national strategy to counter antisemitism that’s mobilizing the full force of the federal government to protect Jewish community, but we know it’s not the work of government alone or Jews alone.

That’s why I’m calling on all Americans to stand united against antisemitism and hate in all its forms. My dear friend, he became a friend, the late Elie Wiesel said, quote: “One person of integrity can make a difference.” We have to remember that now more than ever. Here in the Emancipation Hall of the U.S. Capitol, among the towering statues of history, is a bronze bust of Raoul Wallenberg. Born in Sweden, as a Lutheran, he was a businessman and a diplomat. While stationed in Hungary during World War II, he used diplomatic cover to hide and rescue about 100,000 Jews over a six-month period.

Among them was a 16-year-old Jewish boy who escaped a Nazi labor camp. After the war ended, that boy received a scholarship from the Hillel Foundation to study in America. He came to New York City penniless but determined to turn his pain into purpose, along with his wife, also a Holocaust survivor. He became a renowned economist and foreign policy thinker, eventually making his way to this very Capitol on the staff of a first-term senator.

That Jewish refugee was Tom Lantos, and that senator was me. Tom and his wife, Annette, and their family became dear friends to me and my family. Tom would go on to become the only Holocaust survivor ever elected to Congress, where he became a leading voice on civil rights and human rights around the world. Tom never met Raoul, who was taken prisoner by the Soviets, never to be heard from again. But through Tom’s efforts, Raoul’s bust is here in the Capitol. He was also given honorary U.S. citizenship, only the second person ever after Winston Churchill.

The Holocaust Museum here in Washington is located on a roll — road — in Raoul’s name. The story of the power of a single person to put aside our differences, to see our common humanity, to stand up to hate and its ancient story of resilience from immense pain, persecution, to find hope, purpose and meaning in life we try to live and share with one another. That story endures.

Let me close with this. I know these days of remembrance fall on difficult times. We all do well to remember these days also fall during the month we celebrate Jewish American heritage. A heritage that stretches from our earliest days to enrich every single part of American life today. Great American — great Jewish American — Tom Lantos used the phrase the veneer of civilization is paper-thin. We are its guardians, and we can never rest.

My fellow Americans, we must, we must be those guardians. We must never rest. We must rise against hate, meet across the divide, see our common humanity. And God bless the victims and survivors of the Shoah. May the resilient hearts, courageous spirit and eternal flame of faith of the Jewish people shine their light on America and all around the world. Praise God. Thank you all.

House Speaker Mike Johnson on Tuesday compared the protests unfolding on American university campuses to what happened at institutions of higher learning in Germany before World War II.

It was the “same elite centers of learning” from which “Jewish faculty and students were suddenly expelled” in Germany, Mr. Johnson, a Louisiana Republican, said in pointed remarks at a Holocaust Remembrance Ceremony at the Capitol. Today, he said, American universities have become “hostile places for Jewish students and faculty.”

“The very campuses which were once the envy of the international academy have succumbed to an antisemitic virus,” he added. “Students who were known for producing academic papers are now known for stabbing their Jewish peers in the eyes with Palestinian flags.”

By the turn of the 20th century, Germany was a thriving democracy. They were on the cutting edge of technology. They had a strong economy. They were highly educated. But that did not stop evil and darkness from overtaking that country. German universities, like those at Strasbourg, were at the heart of renaissance and intellectual life. But it was at those same elite centers of learning where Jewish faculty and students were suddenly expelled, where anti-Jewish courses were introduced and where professors performed horrific pseudoscience experiments on Jewish people brought from nearby concentration camps. We remember what happened then. And now today, we are witnessing American universities quickly becoming hostile places for Jewish students and faculty. The very campuses which were once the envy of the international academy have succumbed to an antisemitic virus.

Mr. Johnson was speaking at the ceremony ahead of President Biden, who also condemned some of the hateful rhetoric and property damage that have occurred as pro-Palestinian protests have swept U.S. college campuses in recent weeks. “To the Jewish community, let me say, I see your hurt and your fear and your pain,” Mr. Biden said.

Mr. Johnson has made the pro-Palestinian protests a main focus since passing a bill to send $60 billion of aid to Ukraine, a move that enraged his right flank. The unrest at universities has offered him a new issue to spotlight, as he seeks a political edge on an issue that divides Democrats.

He visited Columbia University last month, where he called on Mr. Biden to take action to quell the protests , including potentially sending in the National Guard. He announced more congressional hearings with top university administrators. And he brought to the floor the Antisemitism Awareness Act, which would crackdown on antisemitism on campuses — a bill that ended up prompting bizarre backlash from some on the far right.

On Tuesday, Mr. Johnson described in graphic detail the horror of Oct. 7, when Hamas launched an attack against defenseless Israeli citizens, comparing them to lasting images from the Holocaust.

“We have to do all that we can to ensure that evil does not prevail,” he said. “This is a time for all to come together.”

Biden just noted that the second gentleman, Doug Emhoff, is leading his administration’s antisemitism strategy. Emhoff held calls with Jewish students and Hillel leaders yesterday to discuss their experiences with antisemitism on college campues.

Biden is obviously in a comfortable and familiar place here, asserting moral high ground on behalf of Israel and the Jewish people, as he has been for many decades. He has been less comfortable grappling with the widespread anger over Israel’s war in Gaza and its policies toward the Palestinians.

President Biden speaks directly to the Jewish community, at a time when a number of Democratic Jewish lawmakers have said it feels “lonely” to be a Jew in America today.

Destroying property as has happened on college campuses, Biden said, “is against the law.”

“To the Jewish community, let me say, I see your hurt and your fear and your pain,” Biden says.

This is a much stronger condemnation of some of the hateful rhetoric and destruction that’s been present on college campuses than Biden has given to date. “We are not a lawless country,” he says. “No one should have to hide just to be themselves.”

Biden’s defense of Israel is rooted in a long career in the Senate, as well as his upbringing in Delaware. In his book, “Promises to Keep,” he described hearing his father decry the Holocaust and question how the world did not intervene faster.

Biden precedes his remarks on protests by saying, “We know scapegoating and demonizing any minority is a threat to every minority.”

Biden appears angry while delivering this speech. It is a strong condemnation not only of the Hamas attack on Israel on Oct. 7, but also of the rhetoric that has swept across college campuses during the protests in recent weeks.

Biden also makes clear that Hamas committed sexual violence on Oct. 7 , claims that some pro-Palestinian protests have disputed.

Biden started his speech by diving into the history of antisemitism but within a couple minutes has brought us to the current moment. “Too many people denying, downplaying, rationalizing the horrors of the Holocaust,” Biden says, adding people are also forgetting the atrocities on Oct. 7. “It’s absolutely despicable and it must stop.”

Many U.S. officials have been stepping up their emphasis of Hamas’s responsibility in recent weeks, reflecting concern that Israel is bearing disproportionate blame for the events of the past seven months.

This is a very strong condemnation of the kinds of harassment and hatred many Jews have been described since Oct. 7.

“People are already forgetting,” Biden said, “that Hamas took and continues to hold hostages.”

The hatred of Jews “continues to lie deep in the hearts of too many people in the world,” says Biden, before citing the murders on Oct. 7 as a prime example of such ongoing antisemitism.

Hakeem Jeffries, the House minority leader, gets claps in the audience when he went on to include racism, sexism, Islamophobia and other forms of hate in his call to eradicate antisemitism. That is notable given the tension between Jewish and other minority communities over the Israel-Hamas war. Some in the audience also stood at the end of his remarks.

Representative Hakeem Jeffries, Democrat of New York and minority leader, noted that Oct. 7 marked the largest loss of Jewish life on a single day since the Holocaust. “We are witnessing a deeply disturbing rise in antisemitism on campuses,” he says. Jeffries last week voted for the Antisemitism Awareness Act, which would crack down on antisemitic speech on college campuses. The legislation divided Democrats — 70 voted against it, expressing concerns that its purpose would legally make criticism of Israeli policy antisemitism.

A bill could withhold funding for schools that fail to restrict antisemitism on campus.

A bipartisan push in Congress to enact a law cracking down on antisemitic speech on college campuses has prompted a backlash from far-right lawmakers and activists, who argue it could outlaw Christian biblical teachings.

The House passed the legislation, called the Antisemitism Awareness Act, overwhelmingly last week, and Senate leaders in both parties were working behind the scenes on Thursday to determine whether it would have enough backing to come to a vote in that chamber.

House Republicans rolled the bill out as part of their efforts to condemn the pro-Palestinian protests that have surged at university campuses across the country, and to put a political squeeze on Democrats, who they have accused of tolerating antisemitism to please their liberal base.

But in trying to use the issue as a political cudgel against the left, Republicans also called attention to a rift on the right. Some G.O.P. members said they firmly believe that Jews killed Jesus Christ, and argued that the bill — which includes such claims in its definition of antisemitism — would outlaw parts of the Bible.

The bill would for the first time enshrine a definition of antisemitism into federal law, and instruct the Education Department to consider it when investigating allegations of discrimination against Jews on college campuses. That could lead to federal funds being withheld from colleges or universities that fail to restrict a broad range of statements covered by the definition, which includes “denying the Jewish people their right to self-determination” and claiming that Israel’s existence is a “racist endeavor.”

Representative Marjorie Taylor Greene, Republican of Georgia, said she opposed the bill because it “could convict Christians of antisemitism for believing the Gospel that says Jesus was handed over to Herod to be crucified by the Jews.”

Johnson pledges “unequivocal support to the nation of Israel.” He has also extended an invitation to Prime Minister Benjamin Netanyahu of Israel to address a joint session of Congress. A date has not yet been set.

Johnson is giving graphic descriptions of what happened to individuals on Oct. 7, when Hamas launched an attack against defenseless Israeli citizens. “We have to do all that we can to ensure that evil does not prevail,” he says. “This is a time for all to come together.” He said that he was proud that Congress passed a security package to send billions of dollars in assistance to Israel. “We told the world, Israel and the Jewish people are not alone,” he said. It's notable that Johnson makes no mention of the humanitarian crisis in Gaza. That aid package included more than $9 billion in humanitarian aid for Gaza and Ukraine — something Democrats insisted be included in the package.

Republicans are trying to present themselves as the true friends of Jews, Israel and the leaders fighting antisemitism on college campuses. It’s worth remembering that those leading the fight are accolytes of former President Donald J. Trump, who in 2017 issued a statement International Holocaust Remembrance Day that omitted any mention of Jews or antisemitism . The statement referenced the “victims, survivors, heroes of the Holocaust.” It made no mention of the fact that 6 million Jews were murdered because they were Jews, as past presidents had done.

A House committee will examine reports of antisemitism in K-12 schools.

School district officials have faced off with students, parents, school board members and teachers about issues related to the Israel-Hamas war — but until now, not members of Congress.

On Wednesday, leaders from three public school districts — New York City; Berkeley, Calif.; and Montgomery County in Maryland — are scheduled to be questioned by members of the House Committee on Education and the Workforce, which has grilled four college presidents on accusations of campus antisemitism, helping to topple two of them .

The three school districts, all diverse, have robust American Jewish communities. They are also in staunchly liberal areas, making them ripe targets for the Republicans who run the committee. And they have had their share of controversies.

In New York City, an elementary school posted a map of the “Arab world” that did not label Israel, identifying the country as “Palestine.” In Montgomery County, outside Washington, swastikas have been drawn on school desks. And in Berkeley, several teachers presented lessons that referred to Israeli “apartheid” against Palestinians.

The district leaders — David C. Banks, chancellor of New York City schools; Enikia Ford Morthel, superintendent of Berkeley schools; and Karla Silvestre, the school board president in Montgomery County — must walk a tightrope at the hearing. They are likely to face complex questions about free speech and the point at which protest of Israel veers into antisemitism. Those are matters of contentious debate, both nationally and in their own communities.

In addition to the House hearing, the Education Department is investigating the districts for their handling of antisemitism accusations, after the Oct. 7 Hamas-led attack on Israel. Muslim and pro-Palestinian organizations have also said that many public schools are hostile to their views, whether by omitting Palestinian history from the curriculum or by limiting pro-Palestinian speech.

While the specific incidents may differ from those discussed at the college antisemitism hearings, “the underlying issue is the same,” said Representative Kevin Kiley, Republican of California, who is a committee member. “We’re trying to ensure that campuses, whether secondary school or college campus, are safe for students and complying with civil rights laws.”

Reporters at the White House are gathering to cover President Biden’s departure to Capitol Hill. When it comes to protests on college campuses, Biden will likely follow up on his comments from last week and draw a distance between the White House and the protests by condemning any antisemitism and vandalism taking place. It is less clear how much time he will spend talking about Israel’s war against Hamas. As Biden speaks, Israeli tanks are in Rafah — the Biden administration has said it opposes an incursion into the southernmost city in Gaza without a detailed plan for evacuating hundreds of thousands of Palestinians there.

Ahead of Biden’s speech, Representative Don Bacon, Republican of Nebraska, said he planned to release on Tuesday afternoon his resolution to formally rebuke Representative Ilhan Omar , Democrat of Minnesota, for recent comments in which she suggested that some Jewish students at Columbia University were “pro-genocide.” Bacon, who represents a district Biden won in 2020, has a hard-right challenger in his primary.

Omar made the statement while visiting the Morningside Heights campus in New York to stand in solidarity with the pro-Palestinian protesters, including her daughter, who is a student activist there.

“I think it is really unfortunate that people don’t care about the fact that all Jewish kids should be kept safe,” she said when asked about antisemitism on campus. “We should not have to tolerate antisemitism or bigotry for all Jewish students, whether they’re pro-genocide or anti-genocide.”

As the protests have spread on colleges across the country, Biden has been at his most forceful when it comes to denouncing antisemitism on campus. It’s the area that he’s seemed to feel most comfortable wading into, while taking more cautious steps on the issue of free speech on campuses.

On college campuses, pro-Palestinian protesters urge supporters to rally nationwide.

Galvanized by an Israeli military incursion into Gaza’s southern end, pro-Palestinian demonstrators escalated campus protests and urged supporters to rally on Tuesday across the United States, thwarting university officials’ hopes of minimizing disruptions ahead of commencement events.

Protests are scheduled on Tuesday at campuses including the University of California, Berkeley; California State University, Los Angeles; and the University of Washington.

Early on Tuesday, police officers removed the pro-Palestinian protest encampment at the University of Chicago, a move that was sure to be closely watched across higher education because the university has long considered itself a model for free expression on campus .

Arrests on Monday have raised the total number of people detained on campuses to more than 2,500 at 50 schools since April 18, according to a New York Times tally .

The protests have affected spring graduations. Columbia University officials announced the cancellation of its main graduation ceremony , citing security as a main reason. Other schools across the country have adjusted their ceremonies or increased security.

The speech is an opportunity for Biden to stake a claim on the political middle — putting daylight between himself and protesters who represent a far-left wing of American politics. He ran a similar political playbook nearly four years ago, when protestors across the country pushed for police departments to be defunded. Biden resisted, calling for more resources to be sent to local law enforcement.

President Biden’s speech on antisemitism today will be his first major speech on the protests that have roiled college campuses for weeks, and follows a brief unscheduled address last week. Biden has at times shown empathy toward those publicly pushing for a ceasefire in Israel’s war in Gaza, but as protests have grown larger and student demands have grown, he has been mostly silent.

WASHINGTON — As President Joe Biden ramps up his re-election effort, his campaign is also scaling back how much he says on the trail, part of a larger new strategy to hone a sharper message he’ll take into the general election, according to Biden aides.

The less-is-more approach aims for quality over quantity when it comes to the president’s public appearances, aides said.

“There’s a strategic advantage at this point in the race to boiling down your message to the three or four most salient, compelling arguments for why President Biden should be re-elected,” said TJ Ducklo, the Biden campaign’s senior adviser for communications. “That will often translate to the stump [speech] being whittled down to its sharpest, most dynamic form. That’s what you’re seeing.”

The approach also has the appearance of a strategy aimed at minimizing the potential for Biden to make mistakes in a razor-close election. Some of Biden’s verbal missteps have occurred when he’s talking at length, veers off the prepared text or answers a reporter’s question when that wasn’t part of the plan.

Shorter, crisper remarks from Biden are part of his campaign’s broader strategy of having him appear more in smaller settings that the president’s aides believe serve him better than large, traditional rallies with voters.

Some of Biden’s advisers have been pushing for him to go even further in attempts to sharpen his public appearances. They’ve argued for the president to replace prepared campaign remarks entirely, in favor of less scripted retail stops and punchier, digital content where he speaks directly to the camera.

That dramatic shift hasn’t happened, but aides say the idea has been discussed as the campaign tries to find ways to reach an unsettled electorate that consumes information differently than in previous cycles. Discussing the idea is also a reflection, aides say, of how much harder it is to get — and keep — voters’ attention.

The president has in recent weeks made notable efforts at brevity, in both official and campaign events. Biden’s remarks this past week on the campus protests over the war in the Gaza Strip were just four minutes long. His high-profile speech on abortion rights in Florida last week was just 14 minutes long. And his speech at the White House Correspondents’ Association dinner lasted just 10 minutes — half as long as the year before.

Still, the effort appears to be a work in progress. At an infrastructure event in North Carolina on Thursday, Biden often deviated from the script in the teleprompter to add some political flourishes and spoke for more than 20 minutes.

Current and former Biden officials have long noted that the president sees value in delivering longer speeches, citing his interest in communicating comprehensively with Americans on policy matters. And aides said in the weeks ahead Biden will, at strategic moments, deliver some longer, issue-specific speeches aimed at drawing a contrast with his Republican opponent, former President Donald Trump. Most recently he gave an economic policy speech in Scranton, Pennsylvania, that lasted about a half-hour.

The Biden campaign has not yet built a speechwriting team, and most of the president’s public appearances continue to be in official settings. Mike Donilon, one of the Biden’s closest advisers who earlier this year shifted from his West Wing role to the campaign, has been regularly traveling with Biden as his events increasingly take a political turn.

Biden aides say they hope to refine a more compact stump speech for the president to use as the pace and intensity of the campaign builds later this summer.

“We’re evolving in the way that a campaign should,” one campaign official said.

The timing for scaling down the president’s remarks tracks with how his campaign operated four years ago, though Biden campaign events in 2020 were sparse due to the Covid-19 pandemic.

Biden’s remarks shrank to an average of about 15 minutes as he gained momentum toward a matchup with Trump in 2020. At one of his larger events before Covid lockdowns, with thousands of people gathered under St. Louis’ Gateway Arch, Biden spoke for just seven minutes.

One former campaign official said the campaign — and Biden himself — felt the abridged stump speech resonated with voters and didn’t need more. The brevity of it “also had the benefit of him getting comfortable with the delivery, and then coming off better,” the former official said.

Even so, the official added, a briefer stump speech is no guarantee that Biden avoids mistakes, given sometimes shorter prepared remarks only invite the president to go beyond the written text.
