The way I do this is:
- open the pdf file in Preview application
- open a new Keynote project
- view both applications side by side on your display
- view the pdf with Thumbnails turned on: ( View > Thumbnails )
- drag the thumbnail of each page in the pdf, one at a time, onto the Navigator panel in Keynote, (multiple pages don't copy over to Keynote)
- if you use a custom slide resolution in Keynote that matches the pixel dimensions of the pdf, each page of the pdf will display full screen ( Inspector > Document > Document and select Custom in the Slide Size drop down menu). You can see the pdf file Rez by right clicking the pdf and selection Get Info:

PDF is a final format that is not conveniently organized internally as its displayed content would suggest. Keynote document formats are an obfuscated Apple secret that they don't share. There is no conversion method from PDF to Keynote.
With the right tool, you can separately extract the text and images from a PDF, and then manually reconstruct a Keynote presentation from those components.

If you have the full version of Adobe Acrobat (not the free reader), you can export the PDF as a PowerPoint presentation. Then open the PowerPoint from Keynote and re-save it as a Keynote doc. This way the PDF becomes full editable and not just static images.
If you don't have Adobe Acrobat, I think you can get a demo version from Adobe that's good for a week.

Another solution is to make the conversion in Mac Keynote:
1. Open Keynote app and choose a theme
2. Open PDF files on Mac
3. Drag PDF files to the left side of Keynote app. All Keynote files are listed as thumbnail there.
4. Go to File > Save the Keynote file.
