RPWD Act 2016 recognizes Speech and Language Disability as one of the 21 disabling conditions for which Indian citizens can claim disability benefits . Let’s begin with the definition of Speech and language disability . It means a permanent disability arising out of conditions such as laryngectomy or aphasia affecting one or more components of speech and language due to organic or neurological causes .

Examples of conditions affecting the Speech Components for which Speech Disability certificate can be issued:

Laryngectomy
Glossectomy
Bilateral vocal cord paralysis
Maxillofacial anomalies
Apraxia of Speech

Example of conditions affecting the Language Component for which Language Disability certificate can be issued:

Aphasia: It is an impairment of language, affecting the production or comprehension of speech and the ability to read or write. Aphasia is always due to injury to the brain-most commonly from a stroke, particularly in older individuals.

Getting Disability Certificate for Speech and Language Disability

If you want to apply for disability certificate under this category, you should approach your government hospital in your area. The Medical Superintendent or Chief Medical Officer or Civil Surgeon or any other equivalent authority as notified by the State Government shall be the head of the certification medical authority for the purpose of certification of hearing disability, and speech and language disability.

The certification medical authority shall comprise of:

Medical Superintendent or Chief Medical Officer or Civil Surgeon or any other equivalent authority
One ENT specialist
One specialist (audiologist/speech language pathologist) as nominated by the Medical Superintendent or Chief Medical Officer or Civil Surgeon or any other equivalent authority as notified by the State Government.

Perceptual Speech intelligibility rating scale (AYJNISHD, 2003) or
Perceptual Rating Scale (SRMC, Chennai)
Consensus Auditory Perceptual Evaluation of Voice (CAPE-V) or
Dysphonia Severity Index (DSI)
Western Aphasia Battery (WAB) in Indian languages

I have a situation with my grandson. He is six years old and can not pronounce or say any single word such as, mummy, daddy, come, go, food, drink etc… He can hear and follow instructions very well but can not reply. He is not mute. He mumble and scream, cry out loud, laugh and does all other noise but no single words. I am so worried he will never speak and communicate as he grow older. I’ve praying and needed professional help and advise. thank you for reading.
