They create diverse norms and organizations that sometimes improve the effectiveness of international regimes through coordination and synergy, but at other times conflict with each other and hinder effective problem-solving.How can we reduce conflicts of interest and contestation of ideas and enhance the effectiveness of governance? You are more than welcome to join us in thinking about these issues!

MATSUNAMI Jun

Should the differences between your country’s politics and Japanese politics be explained by institutional designs, by the histories of the two countries or by different political cultures? Perhaps we should instead question the very existence of differences between countries themselves. As a Japanese scholar whose main research field is Japanese politics, GSICS is an intellectual wonderland because there are students who want to study about many different countries and also many international students coming from a variety of countries and backgrounds.

Mechanical Engineering, Materials Science, and Ocean Engineering

Mechanical engineering, material engineering, naval architecture and ocean engineering, and aerospace engineering all seek to build advanced systems and highly functional materials by combining elementary technologies while incorporating basic principles. This department helps students understand these basic principles, develop their scientific intuition in applying those principles, and cultivate the ability to adapt to technical innovation in this globalized world. The learning and research activities in the department seek to build advanced systems and create highly functional materials by bringing together elementary technologies, designing technologies to make the most of elements, and creating production technologies that maintain the balance between our society and the environment. In this manner, our department produces globally-competitive engineers and researchers with practical and sophisticated skills.

Chemistry and Life Science

Today’s material civilization is built upon comprehensive and advanced science technologies for developing and applying functional materials based on unique natural science. The important keys for the sustainable development of civilization include the pursuit of exceptional substances and materials, the construction of good production systems, and the understanding and application of life phenomena. To achieve this, a comprehensive system must be built beyond the conventional academic framework of chemistry to incorporate mathematics and information science. This department focuses on chemistry and life science and produces internationally-minded professionals who can adapt to evolving science technologies with their basic competency and comprehensive skills to address a wide range of issues involving nature research, manufacturing, energy, and life forms by applying principles and their knowledge.

Mathematics, Physics, Electrical Engineering and Computer Science

The innovation in information and communication technology that has utterly transformed our society owes its remarkable development to electrical, electronic, communication, and information engineering. Further paradigm shifts and innovation require integrated and interdisciplinary understanding in extensive fields from basic science in mathematics and physics to applied engineering. The master’s program at the Department of Mathematics, Physics, Electrical Engineering and Computer Science produces globally-competitive, practical, and creative engineers and researchers by offering learning and research opportunities in a wide area including mathematical science, physics, applied physics, as well as electrical, electronic, communication, information, and medical information engineering.

International Development Engineering

The Graduate School of Urban Innovation at Yokohama National University offers graduate programs at the Dr. Eng., Ph. D, and Master’s levels in the field of International Development Engineering (civil engineering) taught entirely in English. The program, which originally started in 1989, now provides students with academic knowledge and tools in civil engineering theory and empirics of the highest global standards. We seek motivated students from all over the world, who are eager to work as academic researchers, specialists or professionals in the international arena.

International Infrastructure (IGSI)

By extensively utilizing a studio-teaching format, the IGSI trains students to gain useful knowledge of Civil Engineering, which they put to actual use when they confront various different urban problems in emerging and developing countries. All lectures, studio classes and consultations on master’s thesis will be conducted in English. The course is offered not just to Japanese students but also to foreign students in general. The IGSI thus functions as a foreign-student teaching arm of YNU Graduate School of Urban Innovation.

Infrastructure Management Program (IMP)

This program was established in 1995 with the receipt of a grant from a special scholarship program funded by the Japanese Government for government officers from developing countries of the International Bank for Reconstruction and Development (World Bank). The program examines approaches to infrastructure management at all levels from the planning of infrastructure to its construction and operation while bearing in mind the welfare of the local population and preservation of the environment. A new cohort will begin in October 2016 at the Graduate School of Urban Innovation.

Designed to provide graduates with knowledge of economic theory, empirics, and policy at the highest of global academic standards, in 2013, the Department of Economics in the Graduate School of International Social Sciences established two all-English degree programs to serve a competitive pool of selected international student applicants eager to pursue careers as academic researchers, specialists or business professionals in the international arena. Our program has two distinctive features. First, we offer a North American course-based curriculum with specializations in international economics and labor economics. Second, we also offer a policy-oriented program employing both comparative economic systems and political economy approaches. The Ph.D. Program seeks candidates who have already obtained the skills and knowledge in economics at a Master’s level and who have a strong motivation and the aptitude to continue studying economics at a deeper level both theoretical and empirically. After completion of their doctoral degree, graduates would typically go on (or return) to a career in academics, work at international organizations, or return to a high-level government position in their home country.

Japanese Management

In accordance with the extension of global economy, Japanese firms extend their business areas. As you know, “Japanese management” is known as excellent management system. There are many characteristics of this Japanese management and these suggest meaningful insights through the comparison to other country and area. Our Japanese management program focuses on the student who is interested in Japanese management and wishes to study business management in specific country and area based on Japanese management. Through the study of this course, student can become academic researcher who is familiar with the essence of global business or the advanced business person who has enough academic skills.

Transnational Law and Policy

The Department of International and Business Law at Yokohama National University (YNU) is launching a new doctoral program in Fall 2013 taught entirely in English. The program is designed to provide students with legal knowledge and practical skills needed for work in, inter alia, international organizations and transnational civil society organizations in various areas of global policy making. We seek motivated students from all over the world, who are eager to work in such fields. Graduates of the Doctoral Program in Transnational Law and Policy will be able to conduct leading-edge research and publish their research outcome in international conferences (both academic and policy-oriented). They will also have the opportunity to acquire high-level research skills in various methods of empirical and theoretical analysis so as to enable them to produce policy-oriented papers.

In this department, education will be conducted in mechanical, material, naval architecture and ocean, and aerospace engineering based on analyses of physical phenomena from micro to macro levels. Research conducted in this department addresses: basic science technologies to comprehensively design advanced systems from micromachines to large structures; production and processing methods for the development of functions and structural materials that maintain the balance with the global environment by applying the mechanical properties of solid materials and theories on the origins of various properties; and systems for using marine space through microengineering for marine energy use and for designing mobile objects and structures. In this manner, the department produces globally-competitive, practical, and creative engineers and researchers who can be leaders in their area of research.

Molecules and solid materials as aggregates of atoms, and organic materials as aggregates of molecules, exhibit very different functions depending on their electronic structures, types of atoms and molecules, and their arrangements. Therefore, the clarification of the interrelation between structures and exhibited functions is vital to material chemistry. The most crucial task for producing and using materials efficiently with minimum environmental load is to establish efficient production systems for new materials by effectively harnessing the chemical energy of materials and integrating a wide range of information. In order to tackle global problems related to food, life, medicine, and so forth, it is essential to unravel and apply life phenomena. This department provides opportunities to develop molecules and materials that exhibit new functions, devise new processes for producing and using them, and unravel and apply life phenomena. In this manner, the department cultivates creative professionals who can identify challenges involving materials and life, and effectively address them with due consideration to the global environment.

Similar to the master’s programs, the doctoral programs at the Department of Mathematics, Physics, Electrical Engineering and Computer Science requires broad familiarity and interdisciplinary knowledge in mathematical science, physics, and other basic sciences, as well as their engineering application. By engaging in the world’s leading researches, these doctoral programs deepen the knowledge gained in the master’s programs and help students take initiatives in the creation and development of science and industries in the fields of mathematical science, physics, applied physics, as well as electrical, electronic, communication, information, and medical information engineering. In this manner, the programs produce leading researchers and engineers who can creatively address challenges faced by the knowledge-based and information-driven society that is going through a radical change.

This is to ensure that you are able to understand the curriculum in order to complete the course.

Fortunately, with the increasing number of international students in Japan, many universities have started internationalizing their programs with English-taught courses , including for PhD. There are programs taught mostly in English with supplementary Japanese, as well as programs taught completely in English.

For English-taught PhD programs, students may be asked to demonstrate their English language proficiency with English proficiency certifications like IELTS, TOEFL, or TOEIC. This requirement may be exempt for individuals whose undergraduate or Master’s degree shows high mastery in English.

Different universities offer PhD programs in different fields of study, so you will need to do a thorough search to find one that matches your interest. JASSO’s Search for Schools tool is incredibly helpful for this. You can search for educational institutions that accept international students by degree (undergraduate, Master’s, PhD), school type (public, national, private), school location, field of study, medium of instruction, etc.

To further help you, we have curated a list of 6 PhD programs in Japan which are popular, along with the names of universities offering these programs.

In Japan, universities and graduate schools can be divided into 3 types of institutions - national, public and private. The admission and tuition fees for each type of institution is different with national schools having the lowest cost.

  • Approx. 820,000 Yen for National Institution

Word of Advice for Graduate School applicants in Japan

english phd programs in japan

We were able to reach out to Adhika Utama (Dhika), an alumnus from the Graduate School of Energy Science, who is currently working in a renewable energy firm here in Japan about getting into Kyoto University.  "Scouting your preferred field of research interest before even getting yourself admitted is vital as Japanese university tends to heavily focus on research. I made sure I contacted the right professor to gain insights about the laboratories and my own research plan. Fortunately, he was really open and supportive and even assisted me in getting me accepted to the JAICA scholarship."

Dhika highlighted how it is crucial for graduate students to plan out what their goals are in their pursuit of a Master’s degree, even long before they are admitted as a student.

He also mentioned other supporting factors, “I submitted an international level conference paper I did back when I was an undergraduate in the application, I believed it assisted me in getting admitted.”

Another student we reached out to is Kongleaphy Keam (Phy) from Cambodia, currently a 2nd-year graduate student in the MPP/IP program at GrasPP. He shared several insights from his journey when applying to Tokyo University. When asked about his experiences in studying, he stated:

“What I liked the most is at the University of Tokyo, GraSPP in particular, is that all the students are brilliant and high-profile. Besides excellent professors, when you are studying with students with high potentials, you will learn a lot from each other. All the students in my program are diverse in background, and each of them are experts in their fields. So, every time we have an in-class discussion or do group assignments, we always come up with and share a lot of innovative and interesting ideas.”

He then recounted how the application steps were pretty general, from the online applications, documents submissions and interviews. However, he also emphasized several important points in applying as a graduate student to Tokyo University:

“The most important part is your Statement of Purpose. I think most importantly, you need to have a CLEAR goal. What are your plans while studying and after graduation? Make those plans concrete and feasible. Don’t just promise anything if you cannot do them for real. What makes you unique? Why should they choose you instead of others? Here, you have to be genuine. Try to express yourself with concrete examples, not just saying them with any proves.”

In the end, he concluded how formulating out clear and concrete goals are important to not only convince the university in admitting yourself, but will also serve as a guideline and reminders for yourself in achieving it in the future.

Japanese Government (MEXT) Scholarship

Table of contents

Types and Their Status

Eligibility, examinations required for embassy recommendation, 1. embassy recommendation, 2. university recommendation, japanese government (mext) scholarship applicant qualifying examinations - subject test questions.

As seen in the chart below, there are seven types of the Japanese Government (Monbukagakusho) Scholarship program. They are Research students, Teacher training students, Undergraduate students, Japanese studies students, college of technology students, Specialized training college students, and Young Leaders Program (YLP) students. Those who wish to study abroad are required to apply in one of two ways: embassy recommendation or university recommendation. Please see the application selection process for details.

With regard to application qualifications and procedures, in addition to the actual contents, there are also cases when detailed requirements are established. Because of this, be sure to confirm the latest edition of the application guidelines. If the application qualifications differ from the application guidelines, the contents of the guidelines should be followed.

∗1 Not all universities maintain their own recommendation quotas. ∗2 With university recommendations, depending upon the type of recommendation quota maintained by the specific school, there are cases when airline tickets are not supplied. ∗3 Recommendations from official overseas recommending organizations

Application Process

There are two ways to apply for a Japanese Government Scholarship: by applying to the Ministry of Education, Culture, Sports, Science and Technology (MEXT) with a recommendation from a Japanese embassy or other Japanese diplomatic mission in your country, or by applying to the MEXT with a recommendation from a Japanese university.

In this type of scholarship, scholarship recipients are recruited and initially screened by a Japanese embassy (or consulate general, depending on the country).

Some application requirements are more detailed than those listed here, so please check with the Japanese embassy or other Japanese diplomatic mission in your country.

The type and field of application may vary from country to country. Please check with the Japanese embassy or other Japanese diplomatic mission in your country to see if there are any openings in the type and field you wish to apply for.

In addition, all required documents and interviews will be conducted by the Japanese embassy or other diplomatic mission abroad in your country.

University recommendation is a scheme in which Japanese universities etc. recruit scholarship candidates based on their student-exchange agreements with schools overseas.

After a screening of candidates, universities recommend them to Japanese Ministry of Education, Culture, Sports, Science and Technology (MEXT) as potential recipients. Programs offered within this scheme are Research students, Undergraduate students, Japanese and Japanese culture students, as well as College of Technology.

MEXT scholarship recipients recommended by university usually arrive in Japan in September or October, but some arrive in late March or early April.

For university recommendations, not all universities in Japan are able to recommend international students.

Only a select number of universities approved by the MEXT can make recommendations to the MEXT, and only those universities that are judged to be outstanding and deserving of the scholarship can make recommendations to the MEXT.

Therefore, if you are interested in applying for a scholarship with a recommendation from a university, you need to check first whether the school you are interested in has a recommendation quota.

Application requirements and academic standards vary depending on the accepting university.

In addition, the scholarship period and eligibility may vary depending on the type of recommendation framework a university has, so please check with the university you wish to enroll in for details.

English Proficiency

English-language proficiency requirements.

Effective for applications submitted for summer 2024 and later terms only.

The ability to communicate effectively in English—to read, write and speak the language fluently—is vital to your success as a USC student.

International graduate applicants are therefore expected to demonstrate their proficiency in English as part of the application process and should carefully review the guidelines below.

U.S. citizens and legal permanent residents (such as green card holders) are considered to be “domestic” applicants, regardless of where they have studied or reside. Domestic applicants are exempt from the university’s English-proficiency requirements.

Test Score Guidelines

Important: USC does not set university-wide score minimums for graduate admission. The scores listed below are typically used for placement purposes only—to determine if an admitted student will need to take the International Student English (ISE) examination upon arrival at USC.

English-proficiency scores must be dated within 2 years (24 months) of the date you submit your graduate application. For example, a prospective student applying to fall 2024 who submits their USC application in December 2023 will need to have taken the test no earlier than December 2021.

USC students

TOEFL (Test of English as a Foreign Language)

USC accepts the TOEFL iBT Home Edition, iBT Paper Edition, and the standard in-person TOEFL iBT administered in official test centers. Admitted students are exempt from taking the ISE Exam with the following scores:

Sending official scores to USC: USC must receive scores electronically from the testing service for them to be considered official. Photocopies or paper copies of scores are not acceptable.

USC’s institution code is 4852. No department code is required.

IELTS (International English Language Testing System)

USC accepts IELTS Academic and IELTS Indicator (Online version) scores. Admitted students are exempt from taking the ISE Exam with the following scores:

Sending official scores to USC: USC must receive scores electronically from the testing service for them to be considered official. Photocopies or paper copies of scores from the testing service are not acceptable.

Select “University of Southern California” from the list of available institutions when you register to take the IELTS test. Alternatively, provide this information to your testing center after you have taken the test. Contact information for the USC department to which you are applying is not required.

PTE (Pearson Test of English) Academic

USC accepts PTE Academic and PTE Academic Online scores. Admitted students are exempt from taking the ISE Exam with the following scores:

Select “University of Southern California” from the list of available institutions when you register to take the PTE Academic test. Alternatively, provide this information to your testing center after you have taken the test. Contact information for the USC department to which you are applying is not required.

Special Accommodations

The Educational Testing Service (TOEFL), the British Council (IELTS) and Pearson (PTE Academic) will provide accommodations for those with disabilities.

Score Minimums Set by Programs

Please note that some individual programs may set internal score minimums that are higher than those listed here. Please refer to your intended graduate program(s) for information about their English proficiency requirements.

English-Language Test Waiver

International applicants are exempt from submitting English-proficiency scores under the following circumstances:

  • You hold a degree (bachelor’s, master’s, or doctorate) from USC or are currently enrolled in a USC degree program.
  • You have completed a master’s or doctoral degree from a country in which English is both the language of instruction and the only official language. The degree needs to have already been completed at the time you submit your USC application. Applicants who have not yet completed a qualifying master’s or doctoral program at the time they apply will still need to submit English-proficiency scores.
  • Your native language is English. This applies to native English speakers from countries such as the United Kingdom, Australia, New Zealand, and Canada (except Quebec), where English is both the only official language of the country and the language of instruction.

Aimee Kling

By Chaz Lilly

Ten years after she finished her undergraduate degree, Aimee Kling decided to go back to school. Although she had a good job working as an administrator and content manager for a company in Asheville, she wanted to continue to pursue her passion for learning and find ways to help others.

Kling decided on Western Carolina University’s graduate program in English Studies and focused her research on improving community literacy.

“Community literacy is not just helping people learn to read and write,” Kling said. “It’s about helping those who might speak English as a second language, or showing people how to obtain a driver’s license, how to vote – it’s about learning how to be involved and active in your own community. These tools help people find better jobs, access to education, and ways to grow socially and economically.”

Kling was interested in learning more about community literacy because she had been working to help others as a volunteer at Literacy Together, an Asheville-based nonprofit that offers several programs – for all ages and demographics – to improve literacy.

Kling had worked as a tutor, working with individuals one-on-one, and teaching in the English for Speakers of Other Languages program. In those classes, she has helped a variety on non-native speakers, including Ukrainian refugees.

Kling now sits on the board of directors at Literacy Together.

“The ability to read and write is a gift easily taken for granted by those who haven't struggled to grasp it, said Amanda Wrublewski, executive director of Literacy Together. "However, for the one out of 10 adults in our community reading at or below a third-grade reading level, it is a challenge that can sometimes feel impossible to overcome. Our volunteer tutors, like Aimee, recognize the impact that low literacy can have in someone’s life, and celebrate the idea that we are all lifelong learners.”

Kling’s research at WCU, supplemented by her volunteer work, has brought academic success. She’s had an abstract accepted for consideration by a peer-reviewed journal in language and literature studies. The paper centers on her community literacy work, specifically identifying COVID-19 as a democratizing force in adult literacy education.

She was also elected to the Modern Language Association’s Delegate Assembly for a three-year term as a delegate representing careers outside the classroom.

Kling said the MLA has been a great professional and academic development resource.

“I participated last semester in the MLA’s second annual Public Humanities Incubator, and I was featured in a showcase and acknowledged as a public humanities incubator fellow at the awards ceremony at the conference in Philadelphia this January. I also participated in a virtual roundtable discussion at that conference on teaching beyond the university setting, highlighting alternative career pathways for English and humanities grads,” Kling said.

She has also presented at the Southeastern Association for Cultural Studies, WCU’s graduate student research symposium, and the Conference on Community Writing. She’s slated to present on a panel with her thesis adviser and English Studies faculty member Jonathan Bradshaw at the Rhetoric Society of America conference this May.

“Aimee is a great example of how students in the humanities can synthesize classroom learning and public engagement,” Bradshaw said. “She is an award-winning and insightful thinker within her discipline because she always looks for ways her learning about rhetoric and writing can benefit her community and improve the lives of others.”

Kling placed first in the university’s Professional Writing Contest, second in the Three-Minute Thesis Competition and was named the Dean’s Outstanding Scholar Award for the graduate English program.

Continuing her work in community literacy, Kling is now developing her own technical and business writing course. She devised the idea and drafted the syllabus in one of her graduate classes. Partnering with NCWorks, which offers workforce and professional development resources, Kling will be helping adults with low levels of functional literacy or formal education. The class will run for 12 weeks this summer.

“The course will consist of three main parts: a focus on forms of writing in the workplace; a focus on audiences; and a portfolio project that students will be able to present to potential employers when they complete the course. Students will also have the opportunity to co-create the course so that it meets their specific career needs and goals,” Kling said.

Currently, Kling is documenting everything she’s learned in and out of the classroom. This fall, she will defend her master’s thesis. The working title is: “Community Literacy: A Service, a Skill, & a Democratic Imperative.”

After the thesis, Kling’s unsure of what’s next, but she knows she wants to stay plugged into WCU’s community.

“I do really hope to stay tied to WCU in some way,” Kling said. “I love the faculty in the program and would love to be able to continue to work with and learn from them.”

New Faculty Joining the English Department in 2024

Statue of Jumbo the Elephant, on campus of Tufts University

I write with great pleasure to share the news that Emily Strasser (MFA in Creative Nonfiction, U of Minnesota) will be joining the English Department faculty as our new Professor of the Practice of Creative Nonfiction and Journalism starting in Fall 2024. This position is one among a cluster on “Climate” supported by the Provost’s Office.

Emily Strasser

Emily’s first book, Half-Life of a Secret: Reckoning with a Hidden History (University Press of Kentucky, 2023), is a deeply researched memoir which confronts the legacy of her grandfather’s work building nuclear weapons, from the intimate to the environmental to the global. It weaves together the personal and the political, the reported and the lyric, to ask questions about guilt, responsibility, mental illness, complicity, and love. The narrative moves through resonances between the culture of secrecy within her family, within the nuclear weapons industry, and the harms caused by these silences, including the devastation of Hiroshima, mental illness in the family, and the environmental contamination and public health impacts from weapons production. The book won the 2024 Reed Environmental Writing Award. Emily has published in Ploughshares , Colorado Review , Gulf Coast , Guernica , Catapult , Bulletin of the Atomic Scientists , The Bitter Southerner , and The New York Times , among other venues, and she was the presenter of the 2020 BBC podcast “The Bomb,” produced for the 75th anniversary of the bombing of Hiroshima.  Her work has been recognized by a Ploughshares Emerging Writers award, an AWP Intro Award, and two notable mentions in Best American Essays . Her writing and research have been supported by the McKnight Foundation, the Colgate University Olive B. O’Connor Fellowship, the Minnesota State Arts Board, the Jerome Foundation, and the W.K. Rose Fellowship, among others. We are so pleased to welcome Emily to Tufts in Fall 2024!
