Health Research Funding Programme  2023

Building a deeper understanding of the realities of public health in India

Research project starts on 1  Jan 2024

As Azim Premji Foundation forays into the health space with a focus on improving health outcomes for vulnerable communities, we at Azim Premji University are launching the first round of our Research Funding Programme in Health.

This programme is designed to promote inquiry into areas of particular interest to the Foundation’s Health Initiative, build a nuanced and data-driven understanding of the realities of public health in the country, and explore possible responses for some of them. The research funding programme will supplement the Foundation’s existing efforts to strengthen the quality of healthcare in vulnerable populations across rural, tribal, peri-urban, and urban areas.

We are looking for research focused on vulnerable communities that is methodologically robust, empirically grounded, and can inform practice. We are also keen on research that builds awareness and contributes to a meaningful discourse around issues of health and the determinants of health.

Fund Size and Duration

  • Funding per study: INR 5  –  40  lakh
  • Duration of Study: 12  –  24  months
  • We request applicants treat the upper bounds on duration and funding as indicative rather than stringent. Hence, proposals that align well with the themes identified and eligibility/​evaluation criteria are encouraged to apply even if the expected duration of study or budget is greater than those defined above.
  • While we have indicated an upper limit of INR 40 lakh as funding per study, we appreciate frugality and request researchers to plan budgets commensurate with the proposed study.
  • Our intent is to encourage fresh research in public health. Hence, proposals for add-on funding on existing funded research projects will not be considered.

We invite high-quality research proposals that examine significant questions of public concern in the following areas:

Theme 1: Status and quality of primary healthcare and institutional frameworks

  • Sub-theme A: Studies exploring the current functioning of institutional mechanisms for public health such as Primary Healthcare Centres (PHC s ) or Health and Wellness Centres ( HWC ). Preference will be given to studies focused on urban areas. We are seeking pointed insights about the selected geography arising from studying various components of the institutional mechanism in question over a period of time. Indicative example – ​ “ Status of PHC s in urban-poor clusters in New Delhi – equity, access, and quality of care.”
  • Sub-theme B: Status and quality of government-initiated local mechanisms focused on community health – Studies exploring the current functioning of bodies such as Jan Arogya Samiti, Mahila Arogya Samiti, Rogi Kalyan Samiti, Village Health, Sanitation, and Nutrition Committee, etc. We are seeking pointed insights arising from studying various components of the mechanism in question over a period of time. Indicative example – ​ “ Status of Mahila Aarogya Samiti in rural Odisha – access, utilisation, and integration with government institutions”.
  • Sub-theme C: Functioning of central or state-specific health schemes and their effects on health outcomes – Studies exploring the uptake and effects of specific health schemes. We are seeking insights on various elements regarding the scheme in question such as effects on indicators of health, the status of infrastructural support, ease of accessibility, hurdles faced by beneficiaries, awareness among eligible beneficiaries, etc. Indicative example – ​ “ Uptake and effects of Karnataka State Government’s Thayi Bhagya Scheme in urban-poor settlements of Bengaluru”, ​ “ Uptake of AB-PMJAY : Study of proportion of healthcare financed by the scheme at a Government Hospital in West Bengal over a  12 -month period”.

Theme 2: Implementation research on interventions to effect public-health and community health

  • Sub-theme A: Effects of interventions towards operationalising or strengthening institutional mechanisms for public health in urban, peri-urban, rural, and tribal areas – Studies should focus on existing interventions wherein the Principal Investigator ( PI ) or Co-PI is directly engaged in implementing the intervention under study. Indicative example – ​ “ Exploring the effects of capacity building of ASHA Workers in rural Karnataka to strengthen vulnerable communities’ access to primary healthcare.”
  • Sub-theme B: Effects of long-term or ongoing community-focused work on health and/​or determinants of health (water, sanitation, nutrition, etc.) – Studies should focus on existing interventions wherein the PI or Co-PI is directly engaged in implementing the intervention under study. The intent should be to work with the community for an extended period, and we will give priority to applications where the researcher(s) have had a long-term engagement with the community. Hence, studies proposing short-term action research in a new community without the intent to engage with them subsequent to the proposed study will not be considered. Indicative example – ​ “ Effects of supplying affordable nutrition packets to select households in Mumbai slums over a period of 12  months”.
  • Sub-theme C: Effects of community-led social accountability initiatives – Studies focusing on ongoing bottom-up social accountability approaches that aim to improve the responsiveness, quality, and efficiency of public health systems. Approaches could be in the form of community-led social audits, citizen committees/​monitoring groups, participatory complaints surveys, or community score cards, to name a few. Studies where the PI or co-PI is directly involved in the initiative will be given priority. Indicative example – ​ “ Effects of community-mobilised self-help groups in rural Kerala on service and staff availability at PHC s ”.

Eligibility & Criteria

Eligibility.

Proposals that fall within the following criteria are eligible to apply:

  • We invite applications from researchers affiliated with institutions such as non-profit organisations and centres within academic institutions. Independent researchers are not eligible to apply.
  • Your proposed study should address a particular theme and sub-theme from the aforementioned list. Concept notes submitted for studies outside the scope of the specific themes will not be considered.
  • Multiple proposals addressing different specific themes can be submitted, both within a theme/sub-theme or across different themes/sub-themes.
  • This call for proposals is for researchers external to Azim Premji Foundation. Members of the Foundation are not eligible to apply.
  • Completed studies arising from this call for proposals may be published in relevant media.

Proposals will be evaluated on the basis of the following:

  • Potential of the study to contribute to research objectives in the Foundation’s areas of interest defined above
  • Potential of the study to deepen understanding of and/​or strengthen vulnerable populations’ quality of health, access to healthcare, and barriers thereof
  • Experience of the investigators and research team relevant to undertake research in the proposed area
  • Demonstrated ability to work with rural and urban poor communities
  • Focus on primary research and not secondary desktop research
  • Feasibility and practical application of the proposed study
  • Quality of application in terms of demonstrating understanding of the area of the proposed study
  • Proposed utilisation of the funds in an efficient, economic, and thought-through fashion

Application Procedure

The link for submitting your applications will be active from 1  April 2023 to 25 May 2023 (last date of submission). Interested researchers must submit the online application form along with CV s of all collaborating investigators (PI s and Co-PI s ).

The online application form will seek information on aspects such as why the study is needed, the significance of the study in relation to the specific theme and sub-theme, identified research objectives/​questions, description of expected outcomes, methodology to be applied, indicative timeline, and budget.

All applications will undergo a detailed review for selection for the next round. Those initially shortlisted will be contacted by the team from the Foundation and requested to submit a detailed proposal. The final selection will be based on this submission. BIRAC Announces Call for Proposals under PACE 15th February- 31st March, 2023

Introduction.

Biotechnological research and development in India is largely carried out by academic institutions (universities/research organizations) and to some extent by industry (mostly large companies). By virtue of their strong infrastructure & technical capability academic/ research establishments are mandated to research on variety of problems of national importance and societal relevance. Also, unlike industry, research by academia is not governed by commercial gains alone thus allowing them to work on problems involving even high degree of risk.

To encourage/support academia to develop technology/product (up to PoC stage) of societal/ national importance and its subsequent validation by an industrial partner, BIRAC has launched  PACE  ( Promoting Academic Research Conversion to Enterprise).  

The scheme has two components as below:

1. Academic Innovation Research (AIR): 

The objective of Academic Innovation Research (AIR) scheme is to promote development of Proof-of-concept (PoC) for a process/product by academia with or without the involvement of industry 

2.Contract Research Scheme (CRS):

Contract Research Scheme (CRS) aims at validation of a process or prototype (developed by the academia) by the industrial partner

KEY FEATURES OF THE CALL

  1. Academic Innovation Research (AIR): 

The objective of Academic Innovation Research (AIR) scheme is to promote development of Proof-of-concept (PoC) for a process/product by academia with or without the involvement of industry/LLP

  2.Contract Research Scheme (CRS):

Contract Research Scheme (CRS) aims at validation of a process or prototype (developed by the academia) by the industrial partner/LLP

CONTRACT RESEARCH SCHEME (CRS):

  1. Types of projects to be supported:

Academia must have an established Proof-of-Concept (PoC) as evident by scientific data ready for validation by the industry in contract research mode

  2. Duration of the project:  No time limit

 3.   Funding Support (Grant):    Funding in the form of grant is provided to both academic as well as industrial partners. While funding is provided to the academia for In-House research which forms a part of validation of the Proof of Concept, funds are provided to the industrial partner for validation. There is no ceiling to the funding.

  4.   IPR :   Although the IP rights reside with the academia, the industry partner has first right of refusal for commercial exploitation of the New IP 

Technical criteria for applicants under CRS:

  • Evidence of proof of Concept (PoC) i.e., TRL-3 and validation ready data supporting the proposal is compulsory and must be submitted in the CRS application. Absence of which can result in disqualification of the proposal
  • Proposals that have received AIR funding should have the same industrial partner who collaborated for AIR project. Any deviation must be duly justified with clarity on IP governance.
  • The CRS proposal should be accompanied by the Commitment Letter by the industrial partner to exercise the first right for monetizing the product/technology.

WHO CAN APPLY?

Eligibility:

a)Under the scheme, academia (Public or Private Institute, University, NGO, or Research Foundation) having a well-established support system for research shall be the primary applicant.

For Public or Private Institute, University, NGO, or Research Foundation, submission of proper registration/ accreditation from a government body is mandatory like UGC affiliation certification AICTE, CSIR /DSIR/SIRO certificate/Bye laws of society/Trust Deed etc whichever is applicable.

Involvement of industry/LLP is optional for AIR Scheme, it is mandatory to have an industrial partner/LLP for CRS

ELIGIBILITY CRITERIA FOR INDUSTRY

*  Minimum 51% of the shares of the Company should be held by Indian Citizens holding Indian passport (Indian Citizens do not include Person of Indian Origin (PIO) and Overseas Citizenship of India (OCI) holders)

*  Minimum half of the persons who subscribed their names to the LLP document as its Partners should be Indian citizens.

*  Participating companies should have adequate in-house facility to address the project implementation aspects (which shall be evaluated during the site visit)  OR  Incubated with any of the recognized Incubation Facility.

ELIGIBILITY CRITERIA FOR ACADEMIC COLLABORATOR

*  Public/private university/colleges in India

*  National research laboratories

*  Not-for-profit private research labs/societies/foundation

Proposals under PACE are required to be submitted  online only . For submission of proposals, Institutions need to register with BIRAC through “Institution User Registration”. Welcome to Indian Council of Social Science Research

Indian Council of Social Science Research (ICSSR) was established in the year of 1969 by the Government of India to promote research in social sciences in the country.

Indian- Argentine Scientific Research Program: JOINT CALL FOR PROJECT PROPOSALS 2023

In the framework of the India-Argentine scientific and technological cooperation, the Department of Science and Technology (DST), Ministry of Science and Technology of the Republic of India and the Ministry of Science, Technology and Innovation of the Argentine Republic (MINCyT) are glad to invite researchers and scientists to submit joint proposals for research projects carried out by scientists from both countries until April 30, 2023. The aim of this program is to support the development of scientific and technological cooperation between Indian and Argentine researchers and to strengthen the scientific partnership between research groups from both countries by establishing bilateral research networks, enhancing research cooperation and promoting the exchange of knowledge between Argentine and Indian scientists.

AREAS OF COOPERATION

The Department of Science and Technology (DST), Ministry of Science and Technology of the Republic of India and the Ministry of Science, Technology and Innovation of the Argentine Republic (MINCyT) provide financial support to joint research activities carried out by research groups in both countries. Indian-Argentine research groups are hereby invited to submit joint proposals for research projects in the following topics:

a) Biotechnology

b) Energy Transition

FORMS OF COOPERATION

Cooperation will consist in conducting joint research as well as mutual visits between laboratories for the purpose of facilitating the research. Cooperation may also take the form of:

a) Joint research activities in which interdependent subprojects of a single project are conducted in Indian and Argentine and laboratories.

b) Complementary methodological approaches to a common problem.

c) Joint use of research facilities, materials, equipment and/or services by cooperating scientists.

d) Principal Investigators/ Co-Investigators and young researchers (PhD students and/or Post-doctorates) visits.

ELIGIBILITY

a) Indian and Argentine collaborative research groups that submit a research project in the above cooperation areas are eligible.

b) Each research group must be led by a National Project Manager, who must be a member of an academic or research institution or a professor emeritus who is still conducting research at an academic or research institution.

c) The led researcher should not be retired/ superannuation during the duration of the said project. In addition, each research group must be composed of two (2) or more researchers, preferably young researchers.

d) Those directly involved in the organization of the call or in the evaluation of the projects, or their immediate family members, are not eligible for this call.

PROJECT DURATION

Selected projects will have a duration of up to two years from the beginning of their execution, according to the schedule of this call.

PROJECT FUNDING

Both parties will fund up to FOUR (4) joint research projects. Both parties will make separate financial arrangements and provide funding to successful applicants in accordance with their own relevant regulations.

a) Project Funding by MINCYT:

MINCYT will fund each Argentine research group for up to a maximum amount in PESOS equivalent to USD 10,000 (US dollars) per project per year, to be disbursed in 2023 and 2024, subject to the internal funding provisions and subsequent funding reporting. Such amount will be paid in pesos, translated at the Banco de la Nación Argentina exchange rate prevailing at the time funding is approved. This funding will be sent to the bank account of the institution designated by the Argentine Project Manager for management.

Eligible Items for MINCyT Funding

The funds provided by MINCyT are intended to cover the following costs:

I. Consumables: spare parts, supplies, educational materials, bibliography.

II. Project-related travel costs for working team members and invited researchers. Accommodation costs in the Republic of India for project members. As a general rule, trips may last up to 30 days.

III. Publications.

IV. Minor equipment, joint seminars, workshops and outreach activities.

The funds provided by MINCyT will not cover the following costs:

I. Technical assistance.

b) Project Funding by DST:

The Department of Science and Technology will provide the funds for maximum of two visits per year (one for led/ co-led researcher and one for young researcher) upto 14 days. The funds for contingency upto Rs. 50,000 per year may also be considered.

PROJECT SUBMISSION REQUIREMENTS

Projects must be submitted jointly and simultaneously by the respective Managers of the research groups in India and Argentina using a project application form. The national research groups of both parties should consult with each other prior to making the joint submission to the offices.

DST-DAAD Call 2023

The ’Project-based Personnel Exchange Programme’(PPP) is a bilateral research promotion programme which is the result of the Memorandum of Understanding (MoU) concluded in 1998 between the German Academic Exchange Service (DAAD) and the Department of Science and Technology (DST).

DAAD receives funds for implementing the programme through a budget allocation made by the Federal Ministry of Education and Research (BMBF). On the Indian side, the programme is funded by Government of India through the Department of Science and Technology (DST).

The basic aim of the programme is to strengthen the collaboration between Indian and German research groups, which are working jointly on a particular scientific project.  The programme ’Project-based Personnel Exchange’ envisages, in this connection, financial support for operational mobility only. Particular emphasis is thereby accorded to academic training and specialization of young researchers. Concrete objectives have to be mentioned in the application (project description) (including the number and academic credentials of the researchers to be supported). Research collaborations entered into with the intention of initiating major projects, such as the preparation of joint applications meant for submission to any other funding organisation, are highly preferred.

Call for proposals under india-israel joint research program (iijrc) - 2023.

The aim of this program is to support the development of scientific and technological cooperation between Indo and Israeli researchers and to strengthen the scientific partnership between research groups from both countries.

Eligibility: 1. Projects must be conducted by collaborating Indo and Israeli scientific research teams. 2. Proposals must be for research projects in one of the main areas of cooperation and its subtopics as detailed in Section A, as well as meet the required Technology Readiness Level (TRL2-4). 3. Each joint research team must be led by a Principal Investigator (PI) from each country. 4. The PI on each side must be affiliated with an academic institution or a research institute ("Affiliated Institution"), or be a professor emeritus who continues working on research in affiliation with the Affiliated Institution.
