Nonye Fish Concept came up as a response to the under-utilization of the water heritage of Nigeria and the unparalleled increase in demand of seafoods due to their health and tasty advantage. Nonye Fish Farm aims at exploiting the rich benefit of fresh fish food that is easy to farm in our environment through professional growing of and marketing of Cat fish for local consumption. The business has low competition here in Nigeria but high demand. This is why I are putting our focus into it. I have consulted successful entrepreneurs in this business and taken into consideration viable measures that will take this business to the desired level. This study determined the profitability of catfish production in Kuje Area Council federal Capital Territory Abuja, Nigeria. Data were obtained through the aid of a pre-tested structured questionnaire. The questionnaires were administered to 50 sampled respondents using simple random sampling technique. Descriptive analysis was used to analyze the socio-economic characteristics of the respondent Farm Budgetary technique was used to analyzed the profitability of cat fish production in the study area, while descriptive statistics was also used to analyze the constraint faced by catfish farmers. The result shows that 26 percent of the sampled respondents were between 31-35 years of age, while 68 percent of the respondents attained secondary education. The result of the budgetary technique show that cat fish production is profitable in the study area with average revenue of N5,9310,000:00 and gross margin of N4,806,200:00. The profit realized by the sampled respondents on average was N4,729,820:00, this revealed that cat fish production is a very lucrative enterprise to venture into in the study area. Though catfish production was profitable, farmers encountered: lack of capital, poor stock of fingerlings, poor marketing outlet and transportation, high cost of input and labour, theft as major constraints. Therefore, the study concluded that catfish production is a profitable enterprise, when properly financed and all its associated problems well managed for efficient productivity. The study also recommends that adequate provision of capital and inputs should be made available to farmers, there is also need for government to established modern hatcheries in the study area to supply quality fingerlings, extension services should be scalp up, and adequate marketing outlet and storage facilities should be made available to farmers at a subsidized rate as this will assist the small scale farmers increase their output and hence profit level in the study area.

Challenges, risks and constraints are intrinsic part of any business; fish farming is not an exception. These limit the potential and expected profit of the business. This study analysed the profitability and the challenges limiting the profitability of catfish production in Southwest Nigeria. A 2-stage random sampling procedure was used to select 400 catfish farmers in four randomly selected states in Southwest Nigeria. Structured questionnaire was designed to collect data. Descriptive statistics, Gross margin analysis, Benefit Cost Ratio (BCR) and Expense Structure Ratio (ESR) were used to analyse data. The results show that on the average, size of catfish at harvest was 1.02Kg, production period was 4.37 months, market price was ₦645.45 and the breakeven price was ₦474.43. Also, the total revenue was ₦1,269,961.60, total cost was ₦933,467.98, profit was ₦336,493.62, BCR was 1.36 and ESR was 0.05. Abstract: Despite the potential of the fisheries resources, the sector has not been given its deserved position in Nigerian National Economy but investment in aquaculture production has been declining in Yobe State. This study was undertaken to assess the profitability of some fish farms and investigate the factors influencing fish farming in Yobe State, Nigeria. The factors influencing fish farming are: poaching, unstable and defective government policy, inadequate/ non-updated environmental audit reports and not adopting modern methods of aquaculture negate the development and profitability of this sector in the State. An average production cost of N550/kg, sales N650/kg, profit margin N100/kg of catfish. The gross turn-over ratio is 0.8 while the net income realized per capital invested is 0.2. The aquaculture practice in Yobe state is still profitable. Recommendations to increase the production and improve the profit margin and sustainability of the sector were made. The results revealed that there was a high literacy level among sample farmers (95.4 percent) which is enough to support information on technology use. On an average total cost of N403139 was incurred while total revenue of N631316 was realized with a gross margin of N356906 and net income of N228177 per hectare per annum. The rate of return on investment of 0.56 implies that for every one naira invested, a return of N1.56 and a profit of N0.56 were obtained with production efficiency index of 1.56 reaffirming the ingenuity of the considerable level of profitability achieved in the enterprise. This showed that fish production in the study area was economically rewarding and profitable. It is capable of creating employment, augmenting income and improving the standards of living of the people. The government participation in fish farming is solicited to boost the quantity of fish available for consumption.

Profitability Analysis of Small-Scale Fish Production in Zangon-Kataf Local Government Area of Kaduna State, Nigeria

The research looked into the viability of small-scale fish farming in Kaduna State, Nigeria. The specific goals were to describe the socioeconomic characteristics of small-scale fish farmers, determine the profitability of small-scale fish farming in the study area, determine the relationship between inputs used and quantities of fish harvested, and identify the constraints militating against small-scale fish farming in the study area. Samples were selected using multi-stage sampling techniques, and 60 farmers were chosen at random. Structured questionnaires were used to collect data, which was then analysed using descriptive statistics, gross margin analysis, and multiple regression models. The results of socioeconomic characteristics revealed that the majority of fish farmers (68%) were male, married (71.7%), well-educated, and between the ages of 31 and 50. (53.4%). Furthermore, the vast majority of fish farmers (88.4%) worked in occupations other than fish production. Small-scale fish production was profitable and worthwhile, with a gross margin of ₦6,407.83 ($170.33) per production cycle and a return on investment of 0.73. The linear regression results showed that the number of fingerlings stocked, the amount of feed fed, and the frequency of water changes all have a significant influence on the quantity of fish harvested at p≤0.01, p≤0.05, and p≤0.05, respectively. The most significant constraints working against small-scale fish production in the study area were the high cost of feeds and the inadequacy of fingerlings. The study suggests that farmers be trained in feed formulation in order to reduce production costs, and that individuals, firms, and other stakeholders investigate the enterprise of fingerlings production and marketing in order to increase profit and make fingerlings available to small scale fish farmers in the study area.

There are different kinds of ponds system for catfish farming, which also varies in different designs. However, the most common types used in Nigeria and easy to manage are plastic ponds, tarpaulin ponds, concrete ponds, and earthen ponds.

Choosing a pond system might require one to seek expert advice when the individual is not familiar with the system, as there are other factors needed to be considered based on the focused phase of production.

In absence of a sizeable piece of land for big ponds, tanks and drums can be used for a small startup. One might as well use old ponds as long as it is properly washed and fumigated.

Setting up the ponds is not difficult, but one must ensure a proper drainage system, this is where the plumbing work has to be done and monitored properly.

This includes having a water source and channel inlets to the ponds, as the adequate water supply is very vital for a fish farm and lack of it may result in a tragedy because water needs to be changed at regular intervals. Naturally, available sources of water such as wells, boreholes and river water are the most suitable. Other sources like rainwater and tap water from the chemically treated source are not recommended for the rearing of fish.

You will also need to install an overhead tank, which will serve as a water reservoir from which water is supplied to the ponds. This has to be through a good plumbing system for convenient water flow and supply in the farm.

Cost of Starting a Catfish Farming Business

Setting up a fish farm requires more careful planning and much capital input. To meet all the basic requirements to start a small scale fish farm, this can cost between N500,000 and N4 million, depending on the land cost, type of pond, pond size, number of stock, type of production, other equipment and facilities.

Staring with a plastic pond is cheaper as all you have to do is to buy the already made pond and set it up with good plumbing and waterworks. Other types of ponds that require construction may require a range amount of N200,000 to N500,000, with plumbing expenses.

A good water source like the borehole should cost nothing less than N300,000, depending on the location and the other costs are managing and feeding expenses, which can cost up to N1 million.

A big farm would require extra expense on employees and other workers. Also, since we are in a world of technology, one might want to spend more on technology equipment, website and software to grow the business, doing specific programs like payroll, social media management.

Starting the Business

After having the land, pond, an overhead tank and a good water channel, then you are ready to stock and become a big-time fish farmer. All you just have to do is to get your startup size of a good species, this could be Fries (newly hatched fish), fingerlings (Catfish aged 0-4 weeks) or Juveniles (Catfish aged 4-8 weeks) and could be got from another farm that specializes in supplying them, and make sure your fishes are from a healthy source.

But you just have to make sure that your stock won’t be too crowded for the available space.

Above all, you will need to have a business plan and marketing strategy. A good strategy might require you to join an association of fish farmers, as it unlocks opportunities of getting buyers, suppliers, workforce, production monitoring, advice and support. Joining a good association can also make you make access government support and grants for fish farmers.

For beginners just starting the business, I recommend the stock of Juveniles, rather than Fingerlings, for better management and because they are less sensitive to the water PH.

Managing the Business

Managing a fish farm is the main business and this would require all available resources, time and labour. It is the proper management of the farm that will determine the number of output and the success of the production.

Managing a fish farm starts from pond management, how secure the pond is and how vulnerable it is to pests and diseases. When starting the business with a new pond, ensure that the pond chemicals are neutralised to protect the health and growth of fishes. This concerns the users of tarpaulin or plastic ponds.

The safest way to ensure that a pond will cause no harm is to wash the pond with salt and fill it with water for five days before stocking in the pond. This can also boost water quality. For an earthen pond user, applying fertilizer after constructing the pond will make the soil fertile. If the soil of your pond is not fertile, then it will hamper the health and proper growth of fish.

Also, make sure there is no hole in the pond and that it is strong enough not to fall apart. A good water flow direction will also help a pond lasts longer. There should be a downward slope direction to the outlet.

Being assured that the pond is eligible and safe for use, water quality has to be monitored and if not properly managed, it could lead to a disaster. Water management is very important in a fish farming business, as fishes live, breathe, feed, grow, and excrete wastes in the water, and are, therefore, totally susceptible to changes in water quality. For fish to maintain an optimum level of health, avoid stress or disease then the water quality of the water must be monitored and controlled, as a fish life is dependent on the water it lives in for all needs.

Catfish become stressed when key water quality parameters such as temperature, pH, alkalinity, hardness nitrogenous waste, dissolved oxygen and salinity are not kept with specified thresholds.

Knowing the quality of your water source is very important and could be tested with water testing kits like the water pH meter.

The measure of the alkalinity or acidity of water is expressed by its pH value. The pH value ranges from 0 to 14, with pH 7 indicating that the water is neutral, while a value smaller than 7 indicate acidity and a value greater than 7 notes alkalinity. Fish production can be greatly affected by excessively low or high pH.

Young age fishes like the fries, fingerlings and juveniles are more sensitive than adults. Waters ranging in pH from 6.5 to 8.5 at sunrise are generally the most suitable for growing fish, and extreme pH values can even kill your fish. Most cultured fish will die in waters with pH below 4.5 and 10 or above.

The key is to keep soil pH at 6.5 or above, which will usually maintain water pH, hardness, and alkalinity at desirable levels.

Pond water with unfavourable PH for fish production can be corrected by the use of water-soluble fertiliser which will ensure that your water pH and acidity are within acceptable limits and a necessary part of managing the alkalinity, hardness, and pH of the water.

If the pH is below 6.5 at sunrise, proving that it is acidic, then you will have to use lime and alkaline fertilisers that do not cause hardness problems in treated water, like the soda ash (sodium carbonate) and sodium hydroxide which would raise the pH of water when injected into a water system.

Note that this is always done with caution and should have a measurement according to the quantity of the water and the reactions of the fish should be monitored. Ammonium hydroxide, calcium hydroxide (lime) or magnesium hydroxide can also be used. To be on the safe side, I recommend sodium bicarbonate because it is not harsh on fish.

If the pH is above 8.5 at sunrise, showing that it is too alkaline, you can lower the pH with the use of acid fertilisers like phosphoric acid, hydrochloric acid (HCI), nitric acid or carbon dioxide can be used, in addition to sulfuric.

To run a profitable fish farm, you should be able to properly manage the feeding of fish. Catfish eat two times a day, morning and evening and water would have to be changed regularly (averagely once in two days) since feeding would lead to excretion and it is risky for catfish to live in unchanged water.

You should also adopt sorting and grading of fishes, as this act of separating fishes into categories of their various physical growth will create more space and uniformity. For this, you will need a labour force.

The dynamic aspect about fish is that the same fish of the same age, birth origin, feed and same pond may not grow at the same rate. One might be very big while the other very small. This is why sorting is important, to separate big fish from the small fish and put them into separate ponds. If not done, the bigger fish may eat the smaller fish or prevent them from eating well.

Fish farms are easy to maintain as long as the fish are fed good nutritional feed and you make sure the ponds are secured, the farmer is assured of a good harvest.

You should monitor the health of your fishes and the fish pond should be protected from predators. Daily scouting should be done and suspected fishes should be isolated from the pond to avoid spreading diseases all over the pond.

Fish diseases can be treated by using salt, potassium permanganate solution, chemicals, and drugs for veterinary uses. Above all, prevention is better than treatment.

If you are successful in managing the business, then you could as well mix things up and venture into another phase of production.

Knowing the Phases of Production

After stocking your preferred number of fingerlings, the way you manage it will determine the phase of products suitable for you, but this could also be by choice. Different phases of catfish production vary according to size.

Catfish becomes ready for sale when it has an average weight size of 300 to 400 grams. This is called the mélange production, the raising of catfish from fingerlings to three months to meet the size for those that smoke and sell.

Table Size Production is the raising of catfish from fingerlings to an average weight size of 500 to 700 grams, usually from 4 to 5 months from fingerlings.

This follows the grow-out stage, an average size of 1kg upward. At this stage, the fishes are in their bigger sizes and are at least six months old.

Broodstock Production is an exclusive part of the business, as it is the raising of catfish for the specific purpose of becoming a parent stock for the hatchery. They are usually raised for over a year.

Bottom-line

The catfish market is readily available both locally and internationally. Major urban centres in Nigeria are readily available markets for fish. For large-scale fish farmers, the international market is available. The fish market is growing, and Nigeria has had to import fish from China because the demand exceeds the supply and this has also made us witness Chinese farmers coming to Nigeria for large scale catfish production.

The government in recent years have been giving technical support to fish farmers. Being an agricultural sector that has not been fully utilized, the Nigerian government is also committed to making sure that more Nigerians take to the rearing of fish for both small scale and commercial use.

The good news is that there is still more room for growth and investing in this sector. The sector is still growing. Catfish farmers could easily combine it with other fish species.

Piece of Land : You would unavoidably need an area of land to start your fish farming business, but it all depends on what you can afford. If it’s for a small scale fish farming business, then you can use a space as small as 1.5 square metres by 1.5 square meters. However, if you have some extra cash to spare, especially since you’re the bigger your space, the more fishes you can rear; which also means the more returns you’re looking at, then you use half a plot of land or even a full plot.

Fish Ponds : You can get a space or a land for yourself but construction of fish ponds, not very likely. You need to hire the service of a pond construction expert/engineer. Note: The more the quantity you purchase, the better since you can get every one of the fishes out alive when they’re ready to be sold. In this case, 300 fishes died and the rest were sold at N800 each. The selling price also depends on location.

N800 X 9700 = N7,660,000

After six months of tendering and rearing, the gain was a whooping N5,760,000 after six months, which isn’t bad at all. The number one money consuming factor is the fish feeds, as you can see from the feasibility study.

The more the investment, the more you can expect as ROI.

Catfish Farming in Nigeria: Risks Involved

  • Managing a fish farm is relatively more difficult than a goat or snail farm or even poultry.
  • Losses resulting from mistakes or management slips is always more fatal in fish farms than in any other case.
  • Fish from fish farms are always priced higher than freshly caught fishes. So you might find it more difficult selling your fishes if there are many fishermen in your market.

Ade, i am a catfish farmer too. I can say you are right, though a little bit hard on him. I believe he was merely projecting. One cannot buy fingerlings and get that kind of result. The best way for anyone investing is to produce the fingerlings by yourself and then sort out the shooters amongst them for breeding. Lately, catfish has not been sold for any amount close to 800 naira. Finaly as a new investor do a thorough research and training before investing as you would most likely have a bitter experience the first time, unless you are adequately guided. However, one thing i can authoritatively say is that people should be encouraged to go into catfish farming as it will surely make you a millionaire(if everything is done in the proper manner).

Stage 1: Hatchery

This is a stage in fish farming where you collect eggs and sperm from the broodstock to hatch new fishes.

Stage 2: Fingerling Production

At this stage, you raise your baby catfish in the nursery to become fingerlings.

They usually become fingerlings at 6 weeks.

Stage 3: Melange Production

This is a transition from fingerlings to mélanges.

Catfishes become mélanges at 3 months weighing about 300-400g. 

Stage 4: Table Size Production

At this stage of catfish farming, the fishes start to weigh about 500–700g, usually at 4 to 5 months from fingerlings.

Stage 5: Grow-out stage

At this stage, the fish clocks 1kg upward in weight. This is the stage where they are in their bigger sizes.

Usually, you can sell off the fish at this point.

Stage 6: Broodstock Production

If you don’t sell off at stage 5, probably the catfish is raised for a specific purpose. Such fish become a parent stock for the hatchery.

Usually, they are kept for one year plus.

Why Catfish Farming?

Fish farming is the fastest-growing animal husbandry business in Africa and the world as a whole. And generally, fish farmers either grow catfish or tilapia. 

In Nigeria for instance, 2.66 million metric tonnes of fish are in demand and only about 1.4 million metric tonnes are produced every year. This high margin shows that we need to produce more fish to meet the growing demand.

For instance, according to the United Nations, the global fish industry makes a total sales of over $400 billion and fish farming contributes over $250 billion to the total sales amount made in the fish industry.

Total fish production per year in Nigeria is close to 1 million metric tons and from this amount, 313, 231 metric tons of fish is produced from aquaculture . Most of the catfish produced in Nigeria is consumed locally, which according to latest figures from the National Bureau of Statistics , over N1.3 trillion is spent every year on Fish and Seafood.

As someone who has a first-hand experience in catfish farming in Nigeria, I want to analyze the profitability of catfish farming in Nigeria because catfish farming is one of the most common agribusiness ventures in Nigeria and in Africa.

If you want to go into the catfish farming, you need to be aware of its costs and profit potential so that you can make the necessary preparation. I’ll be using four parameters to analyze the profitability of catfish farming in Nigeria. These parameters are:

  •     Startup capital
  •     Operation & Maintenance (O&M)
  •     Market
  •     Profitability

In order to do a fair and thorough analysis, I’ll be analyzing the profitability of catfish farming in Nigeria from the standpoint of someone who’s trying to start a catfish farming business with 500 catfishes.

STARTUP CAPITAL

I’ll be making an assumption that you already have land whether on lease or full ownernship. I won’t be factoring in the cost of getting a land.

Catfish Farming in Nigeria startup costs:

    500 fingerlings: N10,000

    Wooden (VAT) tank construction and labour: N150,000

    4-months’ worth of feeding: N300,000

Total startup capital for 500 fishes: N460, 000

  OPERATION & MAINTENANCE (O&M)

Catfish farming doesn’t require a very high level of O&M. However, the success of catfishes growth depends on the cleanliness of their water tanks and the quality of their feeds. To keep their tanks clean, you’ll need to have a good drainage system that flushes out their dirty water and replaces it with clean water. This water disposal system is always factored into the construction of their tanks, like the image below shows.

Their feeds need to be of the highest quality. You can either opt for already packaged feeds or you can choose to manufacture or produce your own feeds. Packaged fish feeds like Coppens, Durante etc. are more expensive compared to producing your own feed.

To produce your own feed, you need a very good fish feed formula to guide you in sourcing ingredients and determining the ration of how these ingredients will be combined. Most catfish farmers guard their feed formula jealously and won’t reveal it to just anyone. Catfishes don’t need a veterinary doctor to check up on them regularly. But if you don’t maintain them well, you can have a disease outbreak. You’ll also need a farm labour to help you with operations and management if you won’t be available to run the catfish farm full-time.

  MARKET

There’s a very good market for catfishes too. There’s a very high demand for catfishes all year round. The demand is highest from football viewing centers, restaurants and market women who buy in bulk and sell in retail either as live catfishes or smoked catfish. Individuals also demand for catfishes too for personal consumption. With catfishes you’ll never have any problem selling your products.

  PROFITABILITY

I’ll exclude the O&M costs from these calculations because the variables can’t be accurately forecasted generally, they are specific to each person’s situation.

Assuming they are well raised and you have a very low death rate or mortality rate (about 5%, which means of the starting 500 fishes, 25 die along the way), you can expect each of your 475 surviving fishes to grow to a minimum of 1kg each, giving you a total weight of 475 kg. The current market price for 1kg of fish is N1,300 so you can generate sales of N617, 500 (475 X N1,300).

With an invested capital of N460, 000 and sales of N617, 500, your gross profit margin is 34.23%. Catfish farming doesn’t have a good cash flow. You won’t be able to sell every day or every week. You have to spend a minimum of 4 months raising the fishes before they reach market size of 1kg each.

You can boost your profitability in catfish farming by smoking or canning the fishes and selling them to individuals or supermarkets. You can also export your smoked catfishes to countries like Canada, America, Australia etc. This form of catfish commands a higher price in the market but you’ll have to spend money either hiring someone to smoke them for you or buying the smoking equipment and doing it yourself.

Most of the structure you put in place for catfish farming are fixed assets in nature and their costs would be recovered over several productions.

Going by these four parameters that I’ve used to analyze the profitability of catfish farming in Nigeria, catfish farming in Nigeria has an overall rating of A, meaning that it is a profitable business. Catfish farming in Nigeria is a good venture to go into.

The trick in catfish farming is to know the techniques and practices that will reduce mortality or death rate and boost growth and production. You should also maintain good records of treatment, mortality, feeding etc.

The analysis above is not 'cast in stone' or fixed. It's meant to give you a general overview of cost implications and profitability.

You can decide to do away with some items in order to reduce cost and boost profitablity. For example, in catfish farming, you can decide to smoke and package your fishes for export, sales to supermarkets and shops instead of selling to market women.

8 June 2023, Abuja – A new plan to reinforce Nigeria’s catfish value chain offers a roadmap to make this massive and vital sector more resilient and efficient in providing affordable food to Africa’s most populous nation, creating jobs and business opportunities, while reducing harm to human health and lessening the burden on the environment. “Catfish has been key in feeding Nigeria’s growing population and has improved the livelihoods of many people in our country,” said Dr. Ernest A. Umakhihe, Permanent Secretary of the Federal Ministry of Agriculture and Rural Development at the launch of an upgrading strategy of Nigeria’s catfish value chain in Abuja today. He added: “To maintain this vital role and face future challenges, new ways are needed to make fisheries and aquaculture subs sector more resilient and efficient.”

With over 223 million people, Nigeria is Africa’s most populous nation. It is also the world’s largest producer of African catfish. Annual production was estimated at 1 million tons in 2021 worth around USD 2.6 billion, according to an analysis conducted through the Food and Agriculture Organization of the United Nations (FAO) flagship project FISH4ACP and the Federal Ministry of Agriculture and Rural Development, which underpins the strategy that was launched today.

The analysis also demonstrated the importance of catfish as a source of income: Nigeria has an estimated 285 000 producers of which small-scale farmers represent over 60%, while the catfish value chain offers employment to some 1 million people.

However, years of annual growth at over 20% between 2005 and 2015 ended when catfish production started declining in 2016. According to the analysis, increased production costs and a drop in demand fueled by inflation and devaluation of the national currency are behind this.

In response, the upgrading strategy sees opportunities in efficiency gains, aimed at reducing production costs and bringing catfish prices down to a more affordable level in order to meet the strong market demand. These opportunities include improved practices in feed, fingerling and fish production, management and distribution.

The strategy is the result of a sector-wide dialogue between public and private sector stakeholders, spearheaded by FISH4ACP, a global fish value chain development programme led by the Organisation of African, Caribbean and Pacific States (OACPS), implemented by FAO and funded by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ).

“FAO is committed to support Nigeria in a blue transformation of the catfish sector, which is so vital for food security, the economy and people’s livelihoods,” said Fred Kafeero​, FAO’s Representative in Nigeria, adding: “FISH4ACP can be an agent of this change and ensure that the benefits will be shared equitably and sustainably.”

Fred Kafeero explained that FAO-FISH4ACP will lead by example in working with selected groups of farmers, as well as with fish markets, on good practices, which would improve their performance, and could be adopted across the sector.

He added that the project would promote targeted policies to strengthen the enabling environment for catfish farming in Nigeria and work with partners, including in finance, on schemes to provide feed to farmers on credit. Lastly, he said that FISH4ACP would support fish processors to adapt cleaner smoking methods that would reduce harm to people’s health and to the environment.

FISH4ACP aims to make fisheries and aquaculture value chains more sustainable. It contributes to food and nutrition security, economic prosperity and job creation by ensuring the economic, social and environmental sustainability of fisheries and aquaculture in Africa, the Caribbean and the Pacific.

FISH4ACP seeks to enhance the productivity and competitiveness of twelve fisheries and aquaculture value chains in twelve OACPS member countries, making sure that economic improvements go hand in hand with environmental sustainability and social inclusiveness. It will pay special attention to small and medium-sized businesses, because of their potential to deliver economic and social benefits, particularly for women and youth.
