The Emerging Themes Unit researches on various interdisciplinary and cross-cutting issues relevant to policy and sustainable development. The Unit provides sound policy analysis and research in areas such as Climate Change, Energy, Environment, and Sustainable Development.
Human Development
The Human Development Unit researches in areas of poverty, education, health, labour markets and other social sectors. The unit provides a resource base on objectively researched policy issues in the social sector in Zambia, and to build capacity in social policy analysis, especially in Government and the private sector.
Public Finance
The Public Finance Unit’s overall goal is to improve public policy for growth through policy analysis and research. It focusses on the analysis of public expenditure management, domestic and public external debt, and tax policy.
Macroeconomics
The overall goal of the Macroeconomics Unit is to improve public policy for growth, equity and poverty reduction through macroeconomic policy analysis and research. It focuses on the analysis of pertinent macroeconomic policy issues such as interest rates, inflation, and exchange rate movements; domestic and external public debt.
Trade & Investment
The Trade and Investment Unit researches domestic and international trade policy issues. The main objective of the unit is to strengthen Zambia’s capacity in identifying suitable domestic trade reforms. The unit further supports the development of appropriate investment policies while encouraging regional cooperation and international trade policy dialogue.
Transport & Infrastructure Development
The Transport and Infrastructure Development Unit focuses on issues relating to the development and provision of physical infrastructure and transport services. The sub-sectors the unit focuses on include: Transportation, information and communications technology, solid waste management, construction, housing and amenities, water and energy infrastructure.

JOB DETAILS: The Zambia Institute for Policy Analysis and Research (ZIPAR) is the leading Think Tank in Zambia, with a distinctly international character. Overtime, the Institute has grown to become a critical reference in the social and economic policy discourse in Zambia. To support the Knowledge manager and Executive Director to effectively engage with stakeholders and promote evidence-based policies, ZIPAR seeks an experienced Data and Knowledge Associate. Job Purpose The Data and Knowledge Associate will provide support in data management and analysis to research units. The Data and Knowledge Associate will be responsible for creating and managing online media content that is designed to engage users and create an interactive relationship between stakeholders and the organization. Duties and Responsibilities • Provide support to research units in report writing that requires graphical data presentation. • Be responsible for designing data collection tools using Personal Assistant Devices (PDAs). • Lead capacity development of staff in research units in data collection, management and analysis software. • Maintain clean data bases of in-house and other data that can be used by researchers. • Be the liaison officer between ZIPAR and key institutions that generate relevant data for ZIPAR research. • Support Knowledge Manager in organizing dissemination events: planning, building audiences, arranging venues and other logistics. • Design, create and manage content (written, images & video) for website and social media platforms. • Compile reports for management showing results for social media reviews and key website downloads. • Oversee the distribution of the ZIPAR publications to stakeholders. • Update and manage the ZIPAR stakeholders contact data base. • Perform any other duties assigned by the Knowledge Manager Required Attributes and Competences • Competence in statistical computer packages • Competence in manipulating large data sets and ability to work with qualitative data • Basic Knowledge in graphics and visual intelligence • Basic knowledge in SEO (Search Engine Optimisation) copywriting • Good communication, facilitation and report writing skills • Ability to work with various stakeholders • Organised and detail oriented • Ability to work within a team and under minimum supervision • A good command of written and spoken English • Problem-solving skills • Interpersonal and Organizational skills • Computer Savvy: • SQL, Python, JavaScript, HTML5, CSS3 • Adobe Photoshop • MS Word, Excel, Access and PowerPoint; Google docs • Graphics and Animation • Database Management and Design • RedCap, SPSS and STATA, CS-Pro, Survey CTO, Tableau. The Zambia Institute for Policy Analysis and Research (ZIPAR) is the leading think tank in Zambia, with a distinctly international character. To support the Executive Director to effectively engage with stakeholders and promote evidence-based policies, ZIPAR seeks to recruit two (2) Associate Researchers.
Job Purpose
Under the supervision of the Research Fellow II – Emerging Themes, the successful candidate will work to support Unit operations on a broad spectrum of policy analysis and research projects. She/he will also work to build competence in a specialized area of operation to support the provision of evidence-based policy advice.
The successful candidate will thus, support the production of quality and timely research reports and policy commentaries and will, as may be assigned, use appropriate platforms to effectively disseminate evidence-based policy advice. She/he will be expected develop skills and experience in conducting policy analysis and research and be able to transfer the skills and experience to both internal and external stakeholders through training. Furthermore, she/he will be expected to contribute to the financial sustainability goals of ZIPAR.
Duties and Responsibilities
Under the supervision of the Research Fellow II – Emerging Themes, the Associate Researcher will be responsible for the following duties under six (6) key result areas:
Key Result Area 1 – Policy Analysis and Research
- Undertaking literature reviews to support conceptualization of research;
- Contributing to research design, data collection, analysis, and dissemination of the results of desk reviews, surveys, interviews and focus groups to support studies and projects;
- Data verification in both digital and written form, ensuring that any errors that may occur during transcription are eliminated;
- Designing spreadsheets, statistical tables, and associated graphs using appropriate computer software.
- Designing and preparing a variety of written and statistical reports in a timely manner and in a variety of presentation formats including posters, infographics, power point presentations, consultancy reports, policy briefs, commentaries, position papers;
- Handle necessary administrative paperwork and other documentation needed for project validation and research quality control;
- Participating in the monitoring, evaluation and institutional learning activities including period management and project reporting;
- Keeping accurate records of work processes, finances and technical minutes of technical or project meetings; and
- Assisting in the maintenance of data to support reports and publications, program reviews, and other institutional research reports, supporting model building and simulation activities.
Key Result Area 2 – Policy Dialogue and Dissemination
- Supporting dissemination activities of ZIPAR research outputs; and
- Attending ZIPAR research meetings, seminars, workshops and other meetings as necessary.
Key Result Area 3 – Capacity Building
- Reviewing and proof reading of reports and working papers;
- Participating regularly in professional development opportunities; and
- Assisting other researchers with various tasks, including data entry, field research, statistical analysis and presentation preparation.
Key Result Area 4 – Building of Relationships and Networking
- Assist in the management of institutional networks and maintain customer accounts.
Key Result Area 5 – Fundraising
- Assisting to maintain customer accounts;
- Supporting development of business opportunities; and
- Supporting general fundraising activities for ZIPAR.
Key Result Area 6 – People Management
- Supervising data collectors and interns, and
- Responding to ad-hoc requests by the Executive Director or Unit Head, working with requestor to clarify their needs and optimize the utility of research results.
Required Attributes and Competences
- Good grasp of social development and economic theory;
- Fair knowledge of the Zambian economy and the contemporary environmental, social and economic policy issue;
- Willingness to acquire intermediate/advanced research skills including modelling/simulation;
- Good technical writing and analytical skills;
- Good IT skills including Microsoft Office, statistical packages i.e., SPSS, Stata, R, E-views, Python and internet search engines;
- Good team workmanship and interpersonal skills;
- Attention to detail;
- Willingness to work in a fast-paced work environment;
- Good communication skills, written and oral in English; and
- Self-motivated, self-directed, creative, organized, and deeply committed to personal and organizational excellence.
Qualifications and Experience
- Minimum of Master’s degree from an accredited college or university in social sciences, or statistics, or reasonably related coursework;
- A specialized qualification in water and natural resource management, energy, environment and climate change, political economy and development, regulatory economics and energy, or engineering-social science intersection areas will be an added advantage;
- A publication attributed to the candidate is a further added advantage; and
- At least one year post qualifying experience preferably in a research environment.

Job Description

To support the Executive Director to effectively engage with stakeholders to promote evidence-based policies in a sustainable manner, ZIPAR seeks a dynamic and experienced person to fill the position of Research Fellow I-Macroeconomics.
Job Purpose
Under the supervision of the Senior Research Fellow, the job holder will manage the operations of the Macroeconomics Unit of ZIPAR. She/he will develop and implement study programmes on wide-ranging socio-economic issues, with a focus on macroeconomics and the political economy of development .The job holder will thus be expected to provide quality and timely policy commentaries including peer reviewed publications, extend advisory services, provide capacity building and training to address critical bottlenecks to the uptake of evidence-based policy advice, and contribute to resource mobilisation. Moreover, the Job holder will be expected to use appropriate podia to effectively disseminate evidence-based policy advice.
Duties and Responsibilities
- Conducting research on macroeconomic developments and monetary policy;
- Coordinating and conducting policy analysis and research and relating the findings to practical policy problems in Zambia and the regional economic communities;
- Undertaking econometric modelling and forecasting;
- Performing economic simulations to establish economy-wide impacts of policy shifts and economic shocks;
- Drafting and editing policy documents, research reports, policy briefings, memoranda, literature reviews and ‘popular’ versions of research findings appropriate for users and beneficiaries;
- Overseeing the organisation of events and seminars including policy briefings, consultative workshops and deliberative forums as required;
- Contributing to the identification and development of flagship projects for ZIPAR;
- Contributing to the formulation and implementation of strategies to further the mission of ZIPAR;
- Developing and managing budgets and work plans in line with ZIPAR strategic plan;
- Participating in the monitoring, evaluation and institutional learning activities including period management and project reporting;
- Undertaking media work where required by for example writing press releases and drafting media articles;
- Publishing the findings of research projects in appropriate outlets including peer review journals;
- Such other appropriate duties as may be allocated by the Executive Director or a Senior Research Fellow;
- Supporting dissemination activities of ZIPAR research outputs;
- Attending ZIPAR research meetings, seminars, workshops and other meetings as necessary;
- Representing ZIPAR at national, regional and international events as requested by the Executive Director;
- Reviewing and proof reading of reports and working papers;
- Participating regularly in professional development opportunities;
- Assisting other researchers with various tasks, including data entry, field research, statistical analysis and presentation preparation;
- Develop and actively manage a network of contacts in the Government, the region, development partners, academia, private sector and civil society;
- Seeking and identifying fundraising and research opportunities that strategically support ZIPAR’s mission and contributing to the development of grant proposals for core financing and technical proposals for consultancies;
- Assisting to maintain customer accounts;
- Supporting development of business opportunities;
- Supporting general fundraising activities for ZIPAR;
- Supervising and mentoring subordinate researchers in the respective Unit; and
- Responding to ad-hoc requests by the Executive Director or Senior Research Fellow, working with requestor to clarify their needs and optimize the utility of research results.
Required Attributes and Competences
- Excellent grasp of social development and economic theory;
- Excellent knowledge of the Zambian economy and the contemporary social and economic policy issues requiring remedial actions;
- Proven skills and experience in conducting both quantitative and qualitative research, and ability to work with complex datasets;
- Demonstrable ability to conduct economic modelling/simulations;
- Excellent technical writing and analytical skills i.e. ;Excellent IT skills including Microsoft Office, statistical packages such as SPSS, Stata, R and internet search engines;
- Proven project management and team leadership skills including the ability to manage multiple projects at one time;
- Keen attention to detail and demonstrated ability to manage multiple competing priorities in a fast-paced work environment;
- Excellent communication skills, written and oral in English;
- Demonstrable ability to present research findings in various formats and for different audiences;
- An ability to organize consultative, dissemination and raining events such as seminars, workshops, expos, briefings and validation events;
- Demonstrable ability to lead and manage a team, to work independently and as a member of a team;
- Excellent interpersonal skills and the ability to relate confidently and positively with a range of people both internally and externally; and
- Self-motivated, self-directed, creative, organized, and deeply committed to personal and organizational excellence
Qualifications and Experience
- Grade 12 School Certificate with a minimum of five (5) ‘O’ level credits or its equivalent, including Mathematics and English.
- Master’s degree in Economics/Commerce/Development Finance/Actuarial Science/Economic Statistic.
- An earned PhD in any relevant field will be an added advantage.
- Significant evidence of research conducted with at least five (5) published non-academic reports.
- At least 3 years management work experience.
- At least Six (6) years of work experience as a researcher.
