Bibhu Deb Scholar, Doctoral Program (WP) Batch- 2022

The overall experience of the recent immersion program was highly satisfying. Nothing quite matches the energy of in-person meetings. We had the privilege of attending the dynamic pre-conference sessions of iMarC, setting the tone for the immersion program. Professor Weng Marc Lim’s session stood out as a captivating highlight, offering profound insights. Professor Murugan’s SLR classes were instrumental in bringing clarity to complex concepts. Moreover, the opportunity to engage with supervisors and TAC members fostered fruitful idea exchanges. Meetings with the Director, Dean (Academics), and Dean (Research) provided valuable perspectives on the institute’s expectations. The Ph.D. Chairperson’s reassurance of the institute’s high standards left a lasting impression, giving us a clear understanding of what lies ahead.

Harish Scholar, Doctoral Program (WP) Batch- 2023

The immersion program was a very well-crafted program. The Chief Guest of the program, Mr. Lim gave important insights on skills required to write a good paper that I can immediately apply. The ease with which he taught and made everything look so easy gave us a lot of confidence. Important topics were covered and emphasized, deepening my understanding and broadening my perspective. Session on Time Series Analysis and PLS- SEM were also very helpful and gave us enough food for thought.

I would have loved to stay in the Campus close to the professors to have more time for interactions and that is one area which the PhD office can explore for our next immersion. Overall, I would highly recommend this program to any scholar.

“I attended the immersion program at IIM Shillong from 28 Jan 2024 to 02 Feb 2024, and I must say it was a very enriching and rewarding experience. The preconference workshop covered PLS-SEM, Time Series Analysis, and Paper development workshop for early-stage researchers. The instructors were very knowledgeable and engaging, and they explained the concepts and techniques with clarity and practical examples. I learned a lot from the sessions and gained valuable insights on how to conduct rigorous and impactful research. I also had the opportunity to network with other researchers and faculty members and exchange ideas and feedback. The immersion program was well-organized and facilitated by the IIM Shillong team, and I appreciate their hospitality and support. I would highly recommend the PhD program to anyone who wants to enhance their research skills and knowledge and learn from the best in the field.”

The faculty at IIM Shillong demonstrated remarkable expertise, clearly explaining complex concepts and techniques and offering practical examples that greatly enhanced my understanding. This experience has significantly broadened my perspective on conducting rigorous and impactful research.

Part Time PhD Program Overview

You can quickly become an expert in your field after serving your employer for several years but recognition is something that requires a certain degree or certification. A PhD program is one that many scholars and working professionals seek to get acknowledged in the industry. A PhD program specifically tailored to the needs of working executives is known as "Part time PhD."

As per UGC’s guidelines, a part-time PhD is recognized but to pursue it, the applicant must have a “No Objection Certificate” from the employer and must be able to attend at least 6 months of coursework full-time. These limitations on time commitments do not serve the intended goal of the Indian workforce.

phd vs online doctorate programs

These part-time PhD courses have an online counterpart that fits the hectic schedules of working professionals well. Online Doctorate Programs are not provided by Indian institutions since they are not approved by the UGC. However, these online programs are available at accredited international colleges like Golden Gate University, Rushford Business School, etc. During the course, recorded lectures and online classes assist you in getting your questions answered. Additionally, the Software Citation Tools you acquire over just three years aid in the advancement of your technical knowledge at work.

Numerous fields, including science and technology, business administration, law, and more, are covered in these online doctoral courses. As a result, the name of your online PhD program may change depending on the area in which you are interested. For instance, in several esteemed universities, the doctorate course in business administration is offered by the name of Doctor of Business Administration (DBA).

Let's clear up some doubts about Part Time PhD

1 is part time phd valid in india.

In India, part time PhD programs are UGC-recognized and thus valid but there are some limitations of employer acknowledgment and time investment to it set by the UGC itself.

2 Can I work along with my part-time PhD in India?

As per UGC’s regulations, NOC from the employer and full-time commitments of a minimum of 6 months to coursework are the two basic criteria that make you work along with your part-time PhD program in India.

3 Which one is better part-time PhD or online doctorate courses?

If you can spare some time from your job to dedicate to your studies, a part-time PhD would be great for you. Thus, being a little unpractical approach to managing jobs and studies, the alternative option of online doctorate courses is much better.

4 Is there any entrance exam to get into an online doctorate course?

The best part about the online doctorate courses is their entrance-free admission process. However, you might go through some aptitude-based screening tests depending on the university you choose.

5 What is the minimum qualification I need to enroll in an online doctorate course?

With a master’s degree in the related field, you can apply to an online DBA program. Other than that with 5+ years of experience, you can even apply for the program after your bachelor’s degree.

UGC’s proposal to permit part-time PhD degree: What is it and how does it work?

A look at eligibility criteria, specification, and provisions of the proposed programme.

phd india part time

The University Grants Commission is finalising the UGC (Minimum Standards and Procedure for Award of Ph.D. Degree) Regulations draft that it proposed in March this year. With the amendments, working professionals will be able to pursue part-time PhDs programmes .

Part-time PhD programmes aren’t entirely new to India and are common in the IITs.

phd india part time

With the UGC’s proposal, more higher educational institutions across the country will offer the programme, which will help professionals who cannot afford to take long leaves to pursue their research.

We explain the eligibility criteria, the requirements for the supervisors and its other provisions:

What will be the eligibility criteria for enrollment?

The eligibility conditions are the same for both full-time and part-time candidates. The work will also be assessed in the same way as done for the full-time PhD students. In addition to meeting the regular criteria, however, the part-time PhD candidates will also have to produce a No-Objection Certificate or NOC from their employer.

Festive offer

“Such part-time PhD programmes are very useful to professionals who cannot take long leave for doing PhD,” UGC Chairman M Jagadesh Kumar told The Indian Express .

What are the specifications of the NOC?

Apart from stating that the prospective part-time PhD candidate and employee is permitted to pursue the programme on a part-time basis, the NOC will have to spell out that they will be given sufficient time for research work.

The workplace will be required to establish facilities in the employee’s field of research as a doctoral scholar and the organisation will also have to make a submission saying that the employee will be relieved from duty to complete the requisite coursework if required.

Offices rarely offer facilities for research and there is a requirement for “facilities in the employee’s field of research at the place of work”.  Isn’t the policy too restrictive?

Prof Kumar said that the proposed part-time PhD policy – with NoCs that are required to be submitted by part-time PhD applicants – is in tune with the best institutions in India such as IITs.

“Most industries involved in manufacturing, scientific research  or the IT sector do have some facilities for research such as prototyping, testing and measurement. Such applicants can use the facilities in their place of work and also in the University where they register for part-time PhD.”

He added: “In IITs, students usually work during weekends to use the facilities at the institutions. A similar thing can be done in Universities. Students can also access library e-resources and online computing facilities using secure VPN connection from outside the campus, depending on the IT usage policy of the University.”

Who will guide the part-time PhD candidates?

The part-time PhD student will largely work independently but will work on his or her subject in consultation with the supervisor. At least six months of course work will have to be attended by them full-time. Once they complete the course work, they can carry out research under the guidance of a supervisor using the research facilities either in their own organisations or the research facilities in the universities.

Who will the supervisors be?

Permanent faculty members with a PhD working as Professor/Associate Professors, with at least five research publications in peer-reviewed or refereed journals may be recognized as research supervisors.

Permanent faculty members working as Assistant professors with a PhD degree and at least three research publications in peer-reviewed or referred journals can also be supervisors under the proposed norms.

Which institutions can offer part-time PhD programmes?

The PhD regulations shall apply to every University established or incorporated by or under a Central Act, a Provincial Act, or a State Act, as well as every college and higher educational institution declared by a notification in the Official Gazette by the Central Government under Section 3 of UGC Act, 1956.

How will the quality of the part-time programme be ensured by the UGC?

Citing the example of the IITs, where part-time PhDs are common, Kumar says that “they have not seen any degradation in the quality of doctoral work”.

Kumar added that every semester, the part-time PhD candidates would be “required to make presentations and submit progress reports” to the research advisory committee, which is “mandated to make sure that the PhD students carry out research of high standards”.

Can people who have completed an M Phil in the past and are currently employed as working professionals also apply for the programme?

Under the proposed revised regulations, one can join PhD programmes either after a four year UG programme or after a two year Master’s degree. The M Phil programme is being phased out from the  2022-23 academic session. However, if one has an M.Phil degree, the research advisory committee may recommend only 12 credits of course work and not more.

“Their research experience during M.Phil would be helpful just as in the case of the four-year UG honours with research who gain some research experience. In fact, many from scientific research organisations may have some kind of research experience already. That would certainly help them in their part-time PhD programme. Such applicants would also bring a diversity in research problems being studied in the university system,” Prof Kumar said.

Can a techie working with an IT firm apply for a part-time PhD?

Anyone can apply as long as they are regular full time employees, their workplace or organisation is recognised by the concerned University, the applicant submits the required NOC, and fulfils the eligibility criteria for PhD admissions.

This document summarizes the approach of IIM Jammu to prepare the admission list for its Ph.D. for Working Professionals Program for the AY 2024 intake. IIM Jammu reserves the right to modify any part of this document, including the various criteria and cut-offs mentioned at any time till the actual admission process for the batch is completed.

1. Admission Process

The admission process of IIM Jammu consists of:

  • Conducting the written test (for candidates not having valid CAT/ GRE/GMAT/ JRF score card)
  • Shortlisting of candidates for Personal Interview (PI) process

Preparing the Merit List based on the Admission Criteria and PI Process

2. Eligibility Criteria

2.1. qualifications.

Candidates must possess one of the following qualifications to apply for IIM Jammu's doctoral program:

  • A Master's Degree (Bachelor's degree obtained in 10+2+3 pattern, followed by a master's degree) or a 5-year Integrated Master's Degree (obtained after completing higher secondary schooling in 10+2 pattern) in any discipline, with at least 60*# percent marks in the Bachelor's as well as in the Master's degree.
  • A professional qualification like CA, ICWA, CS, with at least 50*# percent marks
  • Five-year/four-year Integrated Master's degree program in any discipline, with at least 60 percent marks, obtained after completing higher secondary schooling (10+2) or equivalent.

In addition, the applicant must have obtained a minimum of 50 percent marks in both secondary and higher secondary examination of a Board or equivalent.

* The percentage of marks obtained by the candidate would be calculated based on the practice followed by the respective University/ Institution. In the case of Grades/CGPA, the conversion to percentage of marks would be based on the procedure certified by the respective University/ Institution. If a University/ Institution confirms that there is no scheme for converting CGPA into equivalent percentage, the equivalence would be established by dividing the candidate's CGPA by the maximum possible CGPA and multiplying the result by 100.

* Five percent marks relaxation is given to the applicants from EWS, SC, ST, NC-OBC, and PwD categories.

           $  6.5 CGPA on a 10-point scale or equivalent 65% marks.

2.2. Age Limit and Work Experience:

There is no upper age limit for the candidate. The candidate should have a minimum of 3 years of work experience at the supervisory or above level in Government, autonomous bodies, research centres, PSUs, educational institutes, or private organizations.

2.3. Ph.D. for Working Professionals Intake

IIM Jammu would take scholars under this Ph.D. for Working Professionals program in accordance with Government of India's Reservation Policy.

Reservation Policy:

IIM Jammu will strictly follow the Government of India's Reservation Policy:

To be considered for reservations, the applicable Central Government list as on the last date of submission of applications shall be binding. No subsequent changes will be effective for Doctoral Programme for Working Professionals 2024. The candidates claiming admissions in the reserved categories need to further note the eligibility requirements carefully before applying. It should be noted that while it is the endeavour of IIM Jammu that candidates belonging to SC/ST/PwD/NC-OBC/EWS categories join the program, they have to meet the minimum eligibility criteria and a certain minimum level of performance that IIM Jammu may specify in order to be considered for admission into the program.

3. Selection Process

Candidates who fulfil the eligibility criteria as stated above are required to take the Common Admission Test (CAT) held by the IIMs. Alternatively, those who have qualified GATE, GRE, GMAT examinations can also apply in the relevant area of specialization. Scores of any of these examinations, including CAT taken during the last three years (certificate/award letter should have been obtained within last three years from the last date of application form submission for Ph.D. 2024) will be considered valid. For those candidates who do not possess any of the above test scores (CAT/GMAT/GRE/GATE), they need to appear in the entrance test (IIMJ-RAT) being conducted by IIM Jammu. Admission to the program is open to overseas candidates, including NRIs and foreign nationals.

The candidates short-listed based on their academic record and performance in the competitive examinations mentioned above will be called to IIM Jammu for a personal interview for final selection in May 2024.

Candidates who received the admission offer from IIM Jammu and accepted the offer within the stipulated date need to send a commitment fee (Offer Acceptance Fee) of Rs. 36,000/- (the date of submission will be mentioned in the admission offer letter) along with the Offer Acceptance Form, which will be later adjusted against caution money deposit (Rs. 30,000/- refundable after adjusting dues, if any, at the time of leaving the Institute) and Alumni fee of Rs. 6,000/-. If a candidate subsequently wishes to withdraw the offer within the withdrawal date specified in the Offer Letter, the commitment fees of Rs. 30000/- will be refunded after deducting Rs. 1000/- as processing charges. No refund in case of withdrawal from the Programme after registration.

3.1 CAT/GATE/GMAT/GRE/JRFScore

Candidates who have appeared/are appearing for the CAT/ GMAT/ GRE/ GATE/ JRF (certificate/award letter should have been obtained within the last three years from the last date of application form submission for Ph.D. 2024) will be shortlisted on the basis of the details in the application form and the scores of tests as detailed below. Only the shortlisted candidates will then be called for interview in the Month of May 2024.

  • Business Communication: CAT/ GRE/ GMAT/ JRF *
  • Business Policy, Strategy & Entrepreneurship: CAT/ GRE/ GMAT JRF *

4.2. Personal Interview

Part-time PhD courses for working professionals likely to be rolled out

The regulations allow part-time PhD programmes, provided applicants satisfy eligibility conditions for full-time PhD programmes. The changes will come into effect in the upcoming academic session.

Universities in India will now be able to offer part-time doctoral programmes to working professionals, provided they attend at least six months of the course full time, according to officials at the high education regulator.

The doctoral candidates will have to attend at least six months of course work in full time. The professionals will also need to submit a no-objection certificate (NOC) from employers.

The provision will be a part of the UGC (Minimum Standards and Procedure for Award of Ph.D. Degree) Regulations, 2022, which will soon be notified by the education ministry, officials of the University Grants Commission said on Saturday.

“Their PhD work will be assessed in the same way as done for full-time PhD students. The applicants for the part-time PhD will be working professionals and, hence, they won’t be eligible for PhD fellowship,” UGC chairperson M Jagadesh Kumar said.

The doctoral candidates will have to attend at least six months of course work in full time. The professionals will also need to submit a no-objection certificate (NOC) from employers.

“The applicants for part-time PhD will have to provide a NOC from their organizations stating that the employee is permitted to pursue studies on a part-time basis, the employee is permitted to devote sufficient time for research, facilities in the employee’s field of research are available at the place of work, and the employee will be relieved from duty, if required, to complete coursework,” Kumar said.

Many Indian Institutes of Technology, including the one in Delhi, offer part-time research programmes with similar norms. Officials at several central universities, including Delhi University and Jawaharlal Nehru University, said they do not currently offer part-time PhD courses presently.

“No such provision is there in Delhi University. All PhD programmes are offered in regular, full-time mode to ensure high quality research,” said Rajesh Jha, political science professor at Rajdhani College.

“PhD is a full time course in JNU. However, the university allows teaching and research fellows employed only in Delhi-NCR to register as candidates,” an official said, seeking anonymity. “Working professionals from other fields are not allowed as of now.”

Affiliated universities will be allowed to set their own criteria for the part-time courses. “Since universities are autonomous, the academic councils of the universities will be allowed to decide their own entry qualifications for the part-time PhD programmes,” a UGC official said, seeking anonymity.

The commission had in March issued a draft of the amendments it made to the rules related to doctoral courses, proposing several changes, including making undergraduates who have done four-year programme and with a minimum CGPA of 7.5 eligible for PhD admissions.

The commission is also doing away with the mandatory requirement of publishing research papers in peer-reviewed journals for the submission of PhD theses.

The Husky 100 is a program that annually recognizes 100 students across the UW's three campuses for their outstanding work and extracurricular achievements. "The one thing they share is that they actively connect what happens inside and outside of the classroom and apply what they learn to make a difference on campus, in their communities and for the future," wrote UW Provost Tricia R. Serio in an announcement. "Through their coursework, research, volunteer and leadership efforts, internships and jobs, they have created their own unique Husky Experience."

2024 HCDE Husky 100 Honorees

Sourojit Ghosh

Sourojit Ghosh

Phd, human centered design & engineering kolkata, india.

My commitment to Inclusive Community is exemplified by my integration of human-centered methods and values into a wide range of courses, centered around a pedagogy of care and radical inclusion, delivering equitable course experiences based on individual student needs, without compromising on collective experience. As an aspiring professor and research mentor, I am grateful for the opportunities afforded to me by HCDE and the UW towards practicing my values, and hope to repay their demonstrable faith in me by mentoring future generations of students.

Austin Lee

BS, Human Centered Design & Engineering Vancouver, WA

Through classes, on-campus organizations, personal projects and internships I have experienced at the UW, the people and friends around me created an environment where my opinions and perspectives were valued. This feeling of belonging played a huge role in my learning and growth. Being surrounded by such positive energy is why community has been the core of every project I’ve worked on and I’m excited to continue using the power of design to bring people together.

These three join 19 other HCDE students who have been named to the Husky 100 since the program began in 2016. View the complete list of HCDE students recognized in the Husky 100 over the years .

India election 2024 Phase 2: Who votes and what’s at stake?

Across 13 states, 88 constituencies go to the polls on April 26 in the second phase of the world’s largest election.

Rahul Gandhi campaigning

The juggernaut of India’s mammoth parliamentary elections rolls into the second of seven phases on April 26 with all eyes on the southern states of Kerala and Karnataka.

The contenders in round two include a former leader of India’s main opposition who has never won a general election for his party, a former top United Nations official and author, and an erstwhile Bollywood star who is running for a third time but has disappointed her constituency by her absence on the ground.

Rahul gandhi files nomination for india election from kerala seat, will modi win 400 seats in india’s election the south holds the answer, manipur’s bjp cm inflamed conflict: assam rifles report on india violence, india’s modi visits srinagar, first since kashmir autonomy removed in 2019.

India’s general elections for 543 seats in the lower house of parliament, or Lok Sabha, kicked off on April 19 . The results of the world’s largest-ever democratic exercise are set to be announced on June 4.

With 969 million registered voters – or more than the combined population of the United States, the European Union and Russia – India has the largest electorate in the world.

Apart from numerous regional and national hopefuls, the two main alliances are the National Democratic Alliance (NDA) led by Prime Minister Narendra Modi’s Bharatiya Janata Party (BJP), and a coalition of 28 parties called the Indian National Developmental Inclusive Alliance ( INDIA ), led by the main opposition Indian National Congress , welded by the aim of unseating the BJP.

INTERACTIVE_INDIA_ELECTION_PHASE_2_APRIL24_2024_1 copy 3@3x-1713952938

Who votes in Phase 2?

Voters from these 88 constituencies from 13 states and union territories will go to the ballot box:

  • Kerala:  All 20 of the southern state’s seats
  • Rajasthan: 13 of the western state’s 25 seats
  • Karnataka:  14 of the southern state’s 28 seats
  • Uttar Pradesh: Eight of the northern state’s 80 seats
  • Madhya Pradesh: Six of the central state’s 29 seats
  • Assam: Five of the eastern state’s 14 seats
  • Chhattisgarh:  Three of the central state’s 11 seats
  • Bihar: Five of the eastern state’s 40 seats
  • Maharashtra:  Eight of the western state’s 48 seats
  • West Bengal: Three of the eastern state’s 42 seats
  • Tripura: One of the northeastern state’s two seats
  • Jammu and Kashmir: One of the union territory’s five seats
  • Manipur: Parts of one of the northeastern state’s two seats, which voted in the first phase, will also vote on April 26.

Which are some of the key constituencies?

  • Wayanad, Kerala: Prominent opposition leader Rahul Gandhi will face-off against left-wing candidate Annie Raja of the Communist Party of India, as he fights to hold onto the constituency that elected him in 2019. Both Gandhi’s Congress and the communists are part of the national opposition INDIA alliance but are rivals in Kerala. Gandhi is the son, grandson and great-grandson of former prime ministers, but his Congress party has suffered two landslide defeats against the BJP. Also running is the BJP’s state president K Surendran. Wayanad has been a Congress stronghold since the 2009 elections. Kerala is the only major Indian state that has never elected a BJP member of parliament.
  • Thiruvananthapuram, Kerala: Shashi Tharoor – a senior Congress member, ex-minister, former UN undersecretary-general and author – is seeking re-election for a fourth consecutive term. His main opponent is the BJP’s Rajeev Chandrasekhar, a junior information technology minister, with the ruling party hoping for victory against the odds as it has neither the numbers nor evidence of broad support. The BJP has come in second place in this constituency in the last two general elections, behind the Congress. Kerala’s population is 55 percent Hindu, 27 percent Muslim and 18 percent Christian. But the Hindu nationalist BJP has so far struggled to even win the bulk of the Hindu vote in Kerala.
  • Mandya, Karnataka: The BJP has never won the Mandya seat in southern Karnataka. While Modi boasted of a target of crossing the 400-seat mark on the back of his alliance this time, only strong wins in southern India can make that possible. The BJP did win 25 of the state’s 28 seats in the 2019 general elections and also ruled at the state level from 2008 to 2013, and from 2018 to 2023. But the Congress, which is back in power in Karnataka, is hoping to garner a large victory as it has campaigned against the government, saying it discriminates against the southern states, which get few resources from the federal government. The Congress candidate, Venkataramane Gowda – also known as Star Chandru – is up against former Chief Minister HD Kumaraswamy of the Janata Dal Secular, an ally of the BJP.
  • Mathura, Uttar Pradesh: Bollywood actor Hema Malini of the BJP has won this seat since 2014. She faces the Congress’s Mukesh Dhangar, the party’s state president. Mathura is a BJP stronghold, and along with other cities in India’s most populous state, is home to mosques that Modi’s party claims were built on demolished temples . In Mathura, it is the 17th-century Shahi Idgah mosque. Mathura may vote for the BJP, but Malini is known more for her absence from the constituency, where she is accused of showing up only at election time.
  • Gautam Budh Nagar, Uttar Pradesh: Former minister Mahesh Sharma of the BJP has won twice from here. The village of Bisahda in this constituency is where Mohammed Akhlaq was lynched in 2015 on suspicion of stealing and slaughtering a cow. The 52-year-old Muslim ironsmith was dragged from his home and beaten to death over the rumour. More recently, Prime Minister Modi has faced criticism for fanning anti-Muslim hatred by equating the community to “infiltrators”. At an election rally in the western state of Rajasthan, the prime minister said the opposition wanted to distribute wealth to “those who have many children” in comments widely seen as referring to the Muslim minority.

When does voting start and end?

Voting will start at 7am (01:30 GMT) and end at 6pm (12:30 GMT). Voters already in the queue by the time polls close will get to vote even if that means keeping polling stations open longer.

Who rules states that vote in the second phase?

  • Kerala is governed by a left-wing alliance led by the Communist Party of India (Marxist), which is part of INDIA.
  • The BJP governs Assam, Manipur, Tripura, Uttar Pradesh, Rajasthan, Madhya Pradesh and Chhattisgarh.
  • The BJP rules through alliances in Bihar and Maharashtra.
  • The Congress governs Karnataka.
  • West Bengal is governed by the All India Trinamool Congress Party, a part of INDIA.

Who won these Lok Sabha seats in 2019?

  • In the last Lok Sabha election, Congress-led alliances United Progressive Alliance (UPA) and the United Democratic Front (UDF) in Kerala, won 23 of the 88 seats that will vote on April 26. Several parties from the UPA are now part of the INDIA bloc.
  • The BJP-led NDA won 62 of the seats in 2019.
  • Two independent candidates won seats in 2019 in Karnataka and Maharashtra each. The Bahujan Samaj Party took one seat in Uttar Pradesh.
  • A delimitation exercise in Assam last year changed the organisation of constituencies. In 2019, Assam had a constituency called the Autonomous District which comprised Diphu as an assembly segment among others. Diphu has now replaced the Autonomous District as a constituency in 2024. The BJP won the Autonomous District in 2019. Additionally, Darrang-Udalguri was previously called Mangaldoi, which the BJP won.

How much of India has voted so far?

On April 19, 102 constituencies in 21 states voted in the first phase of the elections. Voting has concluded for all seats in Tamil Nadu, as well as Meghalaya, Mizoram, Nagaland, Sikkim, Andaman and Nicobar Islands, Lakshadweep and Puducherry.

While voting took place for both of Manipur’s seats during phase one, Outer Manipur is heading to polls for a second time in phase two.

The third phase will be held on May 7.
