Our master's program in early childhood education prepares you to teach children from birth–grade 2. If you do not have an undergraduate degree in education, you can enroll in our initial/professional program. If you have completed an approved undergraduate major, our program enables you to pursue a master's degree and satisfy birth–grade 2 certification requirements.

Application Requirements
Beginning with the spring 2022 semester, the GRE/MAT is no longer required for application to this program. If you still plan to take the GRE/MAT exam, you can send your scores through the testing agency, and they will automatically be added to your application; however, they are not required for admission consideration to this program.
You must have a baccalaureate degree from an accredited institution.
Submit your completed online application, which includes:
- Application fee: A $50 non-refundable application fee, submitted electronically through UB's ePayment system.
- Contact information for two references
- Unofficial transcripts from all colleges attended. (UB transcripts are automatically submitted for current UB students and alumni.)
- Statement one: Please outline your reasons for applying to UB's teacher education program. Include a discussion of one or two pivotal experiences that have brought you to the profession of teaching, your professional objectives (both long- and short-term), and how the graduate program is aligned with your goals. (250 to 300 words)
- Statement two: In Multiplication is for White People: Raising Expectations for Other People’s Children (2013), Lisa Delpit wrote: “We can educate all children if we truly want to. To do so, we must first stop attempting to quantify their capacity. We must be convinced of their inherent capability, humanity, and spiritual character ... we must learn who our children are — their lived cultures; their interests; and their intellectual, political, and historical legacies.” Discuss how these ideas resonate with your personal or prior experiences. Then explain how they align with your personal and professional values, especially when it comes to engaging with diverse communities and student populations. (400 to 500 words)
- Applicants to the master's degree program (professional certification) must have applied for, or received, New York State initial teacher certification in the matching certification area. If application for teacher certification is in process, proof of such application must be submitted. If already certified, a copy of proof of teacher certification is required.

Admissions Decision: The admissions decision will be communicated to you as soon as review is complete. The decision is based on a number of factors and is the result of a thorough and deliberate process. All decisions are final and cannot be appealed.
The New York State Education Department (NYSED) Dignity for All Students Act (DASA) requires that all students applying for certification as of December 31, 2013 have 6 hours of coursework or training on the social patterns of harassment, bullying and discrimination. As mandated by NYSED six clock hours of training in harassment, bullying, and discrimination prevention and intervention. This workshop is available through the University at Buffalo as well as other NYSED-approved providers . If you have already completed a workshop through a NYSED-approved provider, you must submit proof of completion when you apply.
The New York State Education Department requires three semester hours of study in the area of students with disabilities for those who are entering the teacher education programs. If you have not yet fulfilled this requirement, you may take our students with disabilities course (LAI 574).
In order to qualify for the in-state residency tuition rate, you are required to provide residency documentation indicating you have lived in New York State (NYS) 12 months prior to your semester start date.

- TOEFL minimum score is a 250 for a computer based test, 600 for a paper based test and 96 for the Internet based test

The Master of Arts in Early Childhood Education with Early Childhood Special Education Preliminary Teaching Credential prepares students to work in early intervention, preschool, transitional kindergarten, and kindergarten education settings with infants and young children (ages birth through 5) who experience a range of disabilities. This program’s equity-centered approach to praxis advances social justice and increases access and opportunity for all children.
In your clinical experiences, you will have an opportunity to demonstrate your understanding of effective early intervention and preschool special education. These clinical experiences total more than 900 hours, exceeding the 600 hours of fieldwork required by the California Commission on Teacher Credentialing (CCTC).
The Master of Arts in Early Childhood Education with Early Childhood Special Education Preliminary Teaching Credential prepares students to work in early intervention, preschool, transitional kindergarten, and kindergarten education settings with infants and young children (ages birth through 5) who experience a range of disabilities.
This 42-credit, two-year program’s equity-centered approach to praxis advances social justice and increases access and opportunity for all children.

Through collaboration with families, graduates of the program will support young children with disabilities, from birth through kindergarten, to live up to their potential.
Most courses in the MA in Early Childhood Education program meet CCTC standards, utilizing a strengths-based approach, which teaches students to approach early childhood with an appreciation of the diverse capabilities and resources children and families offer. The MA in Early Childhood Education program focuses on social justice and equity, centering on a disability studies approach. Students examine how societal systems set limitations based on “othered” identities, and how their instruction, interaction, and advocacy can create equitable and accessible learning opportunities. The degree is conferred by Mills College at Northeastern University, and the teaching credentials are presented by CCTC.
The Early Child Education (ECE) department maintains the belief that coursework and fieldwork must be integrated. Therefore, courses have assignments requiring engagement in educational settings, and students will be placed in experiential learning/educational fieldwork every semester of the two-year program. During a student's first year, they will be placed at the Mills College Children's School, where they are closely mentored by experienced and knowledgeable early childhood professionals. Students participate in weekly reflective circles with team members, where they discuss instructional decisions and interventions, receive feedback, and identify the next steps for supporting children and families. During the second year, student teaching will take place in an early intervention setting and a preschool-kindergarten setting.
In their field placements, students have an opportunity to demonstrate their understanding of effective early intervention and preschool special education. These experiential learning experiences total more than 900 hours, far exceeding the 600 hours of fieldwork required by the CCTC. Throughout the course sequence of the MA in Early Childhood Education program, students will compile a digital portfolio, including course assignments, such as reflection pieces, presentations, and papers. The portfolio will provide us with assessment evidence of varied experiences, depth of knowledge, and critical reflection around instruction gained during the program. Career Outlook
The state of California is investing hundreds of millions of dollars in ECE. By 2025, all four-year-olds must be offered a placement in TK, resulting in the need for 11,000–16,000 new ECE teachers, including those with a specialty in working with students with disabilities.
The ECSE program director, Jaci Urbani, has participated in multiple state-led web conferences about the current and future needs for educators, specifically for special education and preschool-third grade (P-3). Specifically, discussion has focused on bringing diversity to the workforce by offering collaborations with community colleges (which the ECE department already has in place) and supporting those already working in the field without a teaching credential, such as teacher aides/assistants.

The Master of Science in Education in Early Childhood Education (ECE) is designed to develop the candidate’s understandings of early childhood development, theoretical foundations to early development, and application in today’s society, with uniquely selected coursework focused on teaching, leadership within the field of early childhood education, or early childhood special education. Each candidate must fulfill 21 hours of core coursework, with 9 additional hours of completed coursework in a selected option.
Program Options
The MSE in ECE has three options available. The first option is focused on preparing early childhood educators for teaching in the field of early childhood education (birth through 3rd grade). This option is referred to as the Teaching Strand. The section option is designed for those desiring leadership positions within the field of early childhood education. This option is referred to as the Leadership Strand. The third option is concentrated on preparing early childhood educators for teaching in inclusive childcare settings, or in early childhood special education specifically. This option is referred to as the Special Education Strand.
Admission Requirements
To be accepted into the Master of Science in Early Childhood Education (ECE) degree program, in the School of Teaching & Learning, a student must:
- Have a minimum cumulative undergraduate grade point average of 2.75.
- Submit proof of teacher certification or professional endorsement for any of the 50 states or territories and have graduated from a CAEP or regionally accredited university.
- Submit a copy of his/her last summative teaching evaluation, or a letter from a school superintendent, principal, director, or professor attesting to teaching skills and/or graduate studies potential.

Plan Description
The Master of Education – Early Childhood Education is designed to provide a comprehensive contemporary program of teacher preparation and education for early childhood settings (e.g., day care, preschool education, hospitals, community education, early intervention programs, agencies, infant/toddler education and prek-2nd grade teaching license. In addition, the program provides course work beyond and above the requirements of the State of Nevada’s Licensure requirements). Students will learn about the typically developing children and children with special needs and participate in field work. In the Early Childhood Education Program, students gain knowledge and skills for a variety of careers in educational and intervention programs for young children.

In addition to meeting the admission requirements of the Graduate College, applicants must also meet the requirements established by the Department of Early Childhood, Multilingual, and Special Education. They are:
- A minimum grade point average of 2.75 for all undergraduate work or a 3.00 grade point average for the last two years of undergraduate work; and
- A letter of application/intent.
Applications are processed when all credentials required by both the Graduate College and the Department of Early Childhood, Multilingual, and Special Education have been received by the Graduate Coordinator. The Graduate Coordinator evaluates the applicant’s credentials and recommends either 1) admission to full, contingency, or provisional graduate standing (depending on the strength of the applicant’s academic credentials); or 2) denial. Those who wish to begin studies but who miss the application deadline may enroll as a non-degree graduate student. However, since there is no guarantee that courses taken as a non-degree student will count toward a degree, and since a maximum of 15 credits taken prior to admission to the program may be used to meet degree requirements, candidates are urged to seek advisement prior to registering for any course(s).
Applicants should log back into their online applications to monitor the status of the application. Official decision letters will be posted in the online application once a decision has been made. Hard-copy letters are not issued. The online decision letter will include the name of the student’s advisor. Students are responsible for contacting their advisors.

Plan Degree Requirements
- Students must complete a minimum of 36 credits with a minimum GPA of 3.00.
- Students must complete a total of 8-10 credits of fieldwork (ECE 781), depending on their licensure area, plus a 2 credit fieldwork seminar (ECE 692); any additional credits will not count towards the degree program. Students should speak with their advisor to determine fieldwork courses that may be required for licensure.

- Previous course work included in submitted graduate plans of study must have a grade of B or better. Only two subsequent grades of less than B- (one with an ESP or ECE prefix and one with any other prefix) will be permitted in a submitted plan of study. Under no circumstances will a Grade Point Average (GPA) of less than 3.00 be allowed on a finished plan of study. Failure to meet these standards will result in suspension from the degree program.
- The comprehensive examination is taken during the student’s last semester of coursework or in the semester immediately following completion of coursework listed on the student’s Program of Studies. If student(s) do not pass the exam they will receive only one additional opportunity to take a 2nd comprehensive examination. If students opt to take the comprehensive exam the semester after completion of the coursework listed on their Program of Studies, they must enroll in ESP 766 or another graduate course. Per Graduate College Guidelines, students must be enrolled in a minimum of 3 credits of coursework the semester they graduate.
- Students must apply to take comprehensive examinations. Specific application deadlines are available in the Department of Early Childhood, Multilingual, and Special Education.
- Master’s degrees must be completed within a six-year period and continuous enrollment must be maintained throughout the six years unless a formal request for a leave of absence is approved by the department and Graduate College.
Plan Graduation Requirements
Students may apply for graduation up to two semesters prior to completing their degree requirements. All required forms must be submitted to the graduate college via the Grad Rebel Gateway .

Program Overview
The Early Childhood and Elementary Education (ECEE) program prepares teacher candidates to work with children ages 3 to grade 5. The program aligns to the Council for the Accreditation of Educator Preparation’s K-6 standards and is also guided by recommendations from the National Association for the Education of Young Children. Upon successful completion of the EdTPA and Ohio Assessments for Educators (OAE) exams, the program grants initial licensure for preschool-grade 5. The program provides intensive and sustained clinical experiences that are paired with integrative coursework with emphasis on developmentally appropriate practices, inclusive environments, and critical pedagogy.
Admissions Information
Freshman/first-year admission.
Freshman or those wishing to enroll in the program should designate ECEE pre-major code, ND8929. Students can apply to the major after completing specific program prerequisites. After the selective admissions process, successful students will be accepted into the ECEE program major.
Change of Program Policy
lf you are enrolled in a different major or college at Ohio University and wish to transfer into this major, you must either declare the ECEE pre-major code (if you don’t meet the admission criteria) or apply for selective admissions (if you do meet them). To be admitted to the major, you must apply and be accepted after the successful completion of the admission criteria.
External Transfer Admission
The ECEE program will follow the protocol as outlined in the OHIO catalog for transferring credit from other colleges and universities and in accordance with the Ohio Department of Higher Education Articulation and Transfer Policy.
Admission to the Early Childhood and Elementary Education Program
- Freshman or those wishing to enroll in the program should designate pre-major code ND8929.
- *Admission to Early Childhood and Elementary Education is selective and based on spaces available. The minimum requirements are listed below, but do not guarantee admission.
- Earn at least 30 hours and a cumulative GPA of 3.0 or better
- Complete EDTE 1000 and EDEC 1600 with a “C” or better grade in each
- Complete ENG 1510 with a “C” or better grade
- Complete HIST 2000 , HIST 2010 , or POLS 1010 with a “C” or better grade
- Complete one math requirement, taking MATH 1101 or MATH 1102 with a “C” or better grade
- Complete one of three science courses, a minimum of one with a lab with a “C” or better grade from the approved courses listed on your DARS
- Submission of test scores on one of the following assessments. Students only need to take and submit scores for one of the following tests, not all three. a. Praxis Core (Academic Skills for Educators) b. ACT c. SAT
- Tuberculosis Test (only if required at your Regional Campus location)
- BCI and FBI background checks
AA1106 Child Development & Early Childhood and Elementary Education Pre-Major
If your major is AA1106 Child Development, your academic advisor may sign a permission slip to enroll you in a course that is required for AA1106 and has the prerequisite of Admission to Teacher Candidacy.
If your major code is ND8929 Pre-Early Childhood & Elementary Education, your academic advisor may NOT sign a permission slip for courses that have the prerequisite of Admission to Teacher Candidacy. You must first have been admitted to Teacher Candidacy.
Admission to the Pre-Primary Internship
Candidates must complete the following requirements for admission to the Pre-Primary Internship:
- Completion of ECEE 2001 with a “C” or better
- Completion of a minimum of three of the following courses with a “C” or better: ECEE 2400 ECEE 2301 ECEE 3801 ECEE 2500
Admission to Advanced Standing
Candidates must maintain an overall GPA of 2.75, as well as a 2.75 GPA in each teaching field for which licensure is sought to continue to take education courses numbered 3000 or above. Methods courses can be taken no more than twice. Failure to obtain a satisfactory grade can result in dismissal from the program. Generally, candidates apply for Advanced Standing in Teacher Candidacy at the end of the second semester of the sophomore year.

Opportunities Upon Graduation
The program provides teacher licensure for children age 3 to grade 5. Graduates are licensed to teach in public and private preschool and elementary settings. The program is accredited through the Council for the Accreditation of Educator Preparation (CAEP) and licensure can be transferred to other states that have reciprocity with the Ohio Department of Education.

Ohio University requires completion of a minimum of 120 semester hours for conferral of a bachelor’s degree. However, the early childhood and elementary education major requires a minimum of 126 semester hours. Job Summary
Position is responsible for creating a classroom environment favorable to learning and personal growth of every student; establishing effective rapport with students; motivating students to develop skills, attitudes and knowledge needed to provide a good foundation for becoming a responsible citizen in accordance with each pupil’s ability; and to establish good relationships with parents and with other staff members.
Essential Duties
- Instructs students in a program of study which meets stated objectives and provides transfer of knowledge.
- Instructs students in citizenship and basic subject matter specified in state law and administrative regulations and procedures of Newport News Public Schools.
- Develops lesson plans and instructional materials, provides individualized and small group instruction in order to adapt the curriculum to the needs of each student.
- Translates lesson plans into learning experiences to best utilize the available time for instruction.
- Guides the learning process toward achievement of all IEP’s and in harmony with the goals, establish clear objectives for the students.
- Serves as liaison between classroom and specialty groups.
- Evaluates academic and social growth of students, prepares report cards, and keeps appropriate records to include attendance reports, checklists, census forms, and other recordkeeping activities as necessary.
- Assesses the accomplishments of students on a regular basis, seeking the assistance of specialists as required to provide accurate and objective statements relevant to student progress in a timely manner.
- Communicates regularly with parents or guardians through conferences and other means to discuss student progress.
- Supervises and monitors student movement and escorts students to resources, bathrooms, buses, cafeteria, room changes and other activities in the building.
- Serves as a member of a multidisciplinary team as appropriate.
- Administers standardized testing in accordance with division testing practices.
- Models non-discriminatory practices in all activities.

Other Duties
- Maintains professional competence by attending staff development programs, curriculum development meetings and other professional activities.
- Participates in various student and parent activities that occur in school including PTA, student clubs and after-school activities.
- Creates an effective learning environment through functional and attractive displays, bulletin boards, and activity/learning centers.
- Performs any other related duties as assigned by the Principal or other appropriate administrator.

Minimum Qualifications (Knowledge, Skills and/or Abilities Required)
Must possess a Bachelor’s or Master’s degree in education or a related field. Must be eligible or possess Virginia Collegiate Professional License or Postgraduate Professional License with appropriate endorsement in Special Education. Must possess ability to communicate effectively verbally and in writing. Must possess the ability to establish and maintain effective working relationships with students, staff, parents, & the public.
