Poorly functioning of public-sector institutions and weak governance are major constraints to growth and equitable development in many developing countries. This paper seeks to advance contemporary strategies for achieving successful development along the New Public Management (NPM) paradigm. This new thinking guarantees the realization of development concerns at all levels. Applying the descriptive research methodology, the paper guides readers towards understanding some contemporary issues in the administration of development. Some of these issues include: governing by contract; development planning; economic structural adjustment program; capacity development and institutional development; decentralization in the public sector; public-private partnership and tri-parties' partnerships for economic development and coordination in public policy. The paper concludes by laying out an agenda for action, which improves policy performance, efficiency, robustness, adaptability and good governance.

The discussions on the theme which involves the relation between administration and development already date a few decades in Brazil. In 1972, on the publication of the article “Administration for development: The discipline in search of relevance”, the basic discussions of those who study public administration were directed towards the subject. The term “development administration” came into use in the 1950s to represent those aspects of public administration and those changes in public administration, which are needed to carry out policies, projects, and programs to improve social and economic conditions. During a period of 15 years following the end of World War II, in 1945, colony after colony threw off the imperial yoke. Country after country achieved independence and political autonomy. This new status gave promise of freedom and liberty and self-determination in political systems of representative democracy. It gave hope of greater individual freedom and equality of treatment in the society. And independence created hopes of higher national and per capita income, a rapid rise in standards of living, and an increase in individual opportunity. Even in countries which had not been colonies but had been administered by some other form of authoritarian government, this was a generation of rising and insistent expectations pressing for rapid political, social, and economic change. New governments and their bureaucracies, their administrative agencies and processes, were expected to give reality to these anticipated fruits of independence and liberty. These new functions, these demands upon the administration system, were not only enormous in size and weight, they were novel and complex in character.

Development Administration: Meaning, 9 Features, and Challenges

Development administration is the process of executing developmental programs and projects in the direction of nation-building and socio-economic progress through public administration. There are two main issues identified as development administration goals –

  • Nation-building and
  • Socio-economic development.

The term ‘development administration was first coined in 1955 by an Indian scholar U.L Goswami in his writing  “ The Structure of Development Administration in India ”.

Development Administration

Edward Weidner is the first scholar who gave a proper systematic explanation of the development administration. According to him, development administration is “an action-oriented, goal-oriented administrative system…guiding an organization towards the achievement of progressive political, economic and social objectives”.

Other contributors to development administration are George F. Gant, F.W. Riggs, Han Bee Lee, John D. Montgomery, and Alfred Diamant.

Emerging Factors of Development Administration

Professor Chakrabarty and Chand have mentioned three major factors for the emergence and growth of development administration.

  • The emergence of newly decolonized nations after the Second World War.
  • The emergence of international and the US economic and technical plans for assistance to developing nations. And 
  • The establishment of the Comparative Administrative Group and the interest shown by its members in developing nations and their administrative systems.

After World War II, most of the countries in Asia and Africa gained independence from colonial rule. As a result of the long period of colonial rule, the newly independent states faced many problems. Economic problems cover a large part of their miscellaneous problems. Poverty, malnutrition, starvation, and lack of housing were the burning problems of these states. Other social problems were associated with it.

The lack of efficiency of the political parties up to the grassroots level and the absence of pressure groups are noticeable in these countries to get out of such a situation.

Therefore, this responsibility was entrusted to the public administration. Because of the long period of colonial rule, the bureaucratic institutions in these countries were well-established.

As a result, most states survive the bureaucracy in order to take on the main responsibility for social change. It was thought that all development projects should be implemented through public administration. This is how developmental administration emerged.

The largest contributor to the development administration is the United States Comparative Public Administration Group (CAG). Fred Riggs was chairman of the group from 1960 to 1970.

Under his supervision, a group of researchers studied the administration of developing countries in Asia and Africa. In this way, a new aspect of public administration was developed.

The following features of development administration can be identified –

  • Action and Goal Orientation

Development administration is action as well as goal-oriented. This means that it is related to achieving certain programmatic results. Developing countries need to address socio-economic problems, and this is exactly why development goals are set and development administrations take action towards those goals. 

  • Socio-economic change

Development administration is also change-oriented. Here change means the socioeconomic change in underdeveloped or developing countries. So, development administration is concerned with bringing socio-economic development.  

  • Client Orientation

It has to do with satisfying the needs of its clients. The need for clients means the need for citizens. It is concerned with the uplift of the poorer section of the society. 

Almost every country announces various schemes for the betterment of the lower class or community in the society and all those schemes are managed by the public administration and this kind of administration is called client-based development administration.

  • Commitment Orientation

The development administration is committed to its goals and responsibilities. It has high morale and motivation in working conditions to achieve developmental goals.

  • Time Orientation

It is time-oriented. The development administration has to perform all its developmental tasks within a time frame. All development projects have to be implemented within the time frame prescribed by the government.

  • Ecological Orientation

It is an open system. It continuously interacts with every element of its environment (Social, economic, and political systems). It is influenced by every social, political, and economic environment and influences them as well. F.W. Rigg’s ecological perspective of public administration is a great example of this. 

  • Participation Oriented

The Development administration adopts the policy of administrative collaborative and participatory systems for its purpose. Here, people are not just considered passive recipients of services. The active participation of the people in the formulation and implementation of developmental policies is given priority.

The expansion of the decentralized administrative system is recognized in the development administration. Local self-government ensures people’s participation in their grassroots administrative system. 

  • Responsiveness

It is very responsive. That means it is responsive in terms of its service. The administration implements every public welfare project of the government. So the more responsive it is, the more development extends. 

  • Innovativeness

Development administration is innovative as it relates to social change in achieving developmental objectives. It is dynamic and progressive in thought and action.

Difference between the Development Administration and the administration of development

There is a conceptual difference between development administration and administration of development. But the relationship between the two is like that of an egg and a chicken, one cannot continue without the other.

The main goal of development administration is to create a better social, political, and economic environment. That is, it is related to socio-economic change and nation-building. It focuses on the outcomes of the administrative work related to the nation’s development. 

On the other hand, Administration is the key to the administration of development or administrative development. In every state system, the economy or social system is developed, similarly, the administrative system is also developed. Whatever the form of the state, that is, whether it is developed, developing, or underdeveloped, an administrative system is formed everywhere.

The main function of the administrative system is to build resources and use them for specific purposes in accordance with political directives.

In that sense, it can be said that there are a number of indicators that can be used to understand the administration of development, such as 

  • Increasing budget allocations, 
  • Specializing administrative staff,
  • Increasing diversity, efficiency, and capabilities.
  • Professionalization and specialization of its personnel,
  • Administrative reorganization and rationalization

On the other hand, the main vision of the development administration is development. However, in order for the development administration to be successful, it has to take the help of the administration of development, or simply put, it has to take the help of the administration for the successful implementation of development work.

As a result, although development administration and administrative development are interrelated, they are separate issues.

Challenges of Development Administration

Development administration is a state-centric and citizen-centric administration. This globalized world is transforming from a state-centric to a market-centric approach driven by the New Public Management.

The question is why this transformation is happening. This is because the Development administration is facing challenges for a long time. These are-

  • The inadequate concern with people-driven development

Development administration has been developed keeping in view the objective of people-oriented development. In any country, people live in different communities. In such a situation, no general policy can bring about the overall development of the people. This requires community-oriented development policies.

  • Bureaucratic domination in development

The role of bureaucracy as the main tool of development is also questioned. The bureaucracy is an efficient instrument with which administrative policies are implemented. But the bureaucracy proved to be a very powerful institution for the common backward people.

In fact, bureaucratic power goes hand in hand with political power. In the case of development projects in such organizations, there are allegations of nepotism. Therefore, the general public has doubts about the importance of this institution in the overall development of the state.

  • Political capability and politicization of development

The biggest problem of newly independent countries is the lack of adequate political capabilities and the politicization of development. Due to the weakness of both the political parties and the interest groups, the correct problem is not represented. Its effect can be seen in the policy. Fails to administer the proper implementation of that policy.

  • Low priority for quality assurance, monitoring, and evaluation

The policy is formulated in the interest of socio-economic development but there is a lack of proper assurance about its outcome. At the same time, it is not seen how effective those projects are, that is, they are not properly evaluated.

  • Administrative Corruption

The biggest challenge for the development administration is administrative corruption. The government allocates a lot of money for development projects and that money is spent through the administration. Corruption at the administrative level is often seen in developing countries. That means that money is not spent in the right place.

  • Excessive Political Control and Nepotism in Administration

We call people-oriented governments and welfare states the maximum state. In such a state system, the state has a huge amount of power in its hands so that it can guide the development process in the right way. But in reality, this state cannot function properly without effective leadership.

In almost every developing country, politically influential people abuse their political power to influence the administration. Political parties also in many cases appoint people of their choice in the administration. So the allegation of nepotism appears to be fatal.

  • Lack of Bureaucratic professionalism

Different departments are required for different types of work. In developing and underdeveloped countries, there is no separate division for each job. As a result, there is a lack of bureaucratic professionalism in the proper implementation of the policy.

From the above discussion about Development Administration, it can be concluded that it has played a very important role for the socio-economic development of developing and underdeveloped nations since the Second World War. It can play a very significant role today if it can overcome the above challenges.

At present, more importance is given to meeting the needs of the people than to increasing wealth by creating economic content. That is why issues like public interest, time, self-reliance, participation, social justice, etc. are getting much more important in development administration.

Development administration in the twenty-first century is therefore not only the administration of developing countries in the Third World, it is for developed countries also. This administration is determined by the socio-economic context, the needs of the people, and the political culture in each state.

Essay on Development Administration

The need for reading materials such as books, journals and newspapers in academic environment is immeasurable as they are not only effective teaching aids but also most importantly enhance learning among students. Development administration as a field of study is not an exception to the above, hence, the rationale behind this paper on development administration and other relevant issues such as underdevelopment, development and national development plans etc. This paper was driven by secondary data complemented with critical discourse of the issues. It is clear and simple to the understanding of undergraduate and post graduate students of Nigerian universities and beyond. Public Adiministration and Development Essay

The article under consideration is called Regulatory Reform and Governance: A Survey of Selected Developing and Transition Economies and is written by Zhang and Thomas (2009). The article is mainly focused on the problem of public administration and development in developing countries. In this respect, the researchers have conducted their examination of this issue with regard to this public sector.

The work is an empirical observation and statistical analysis of the surveys examining the results of regulatory reforms in developing countries with a transition economy. Using empirical data, the authors have theoretically and practically approached the problem to take measures on the improvement of the situation in the sphere of public administration.

Discussing the problem of regulatory governance in selected developing economies, the researchers have reached the conclusion that institutional environment should be taken into the deepest consideration to support economical and market growth in transition economies. In this regard, the best way to improve the administration system in the country is to introduce a regulatory reform.

Addressing recent survey results, the article provides an evaluation of governance tools, institutions, and policies. While exploring the data, it has been defined that the regulatory reform fails to change the approaches taking a systemic view on public administration and regulatory governance in particular.

Therefore, in order to contribute to the improvement of the situation, a particular emphasis should put on the three aspects: regulatory tools, policies, and institutions. What is more, the researchers propose to integrate efforts and specific theoretical frameworks to promoting the process of reforms.

The researchers have successfully managed to render the essence of the problem and present a balance between empirical and theoretical information.

In this regard, the main hypothesis of the paper is narrowed to the idea that regulatory governance in developing countries largely depends on the awareness of public administration representatives and their efforts in infusing the shifts into institutional reforms. The hypothesis is based on practical information mainly, which is presented in the form of surveys.

The article style is attached predominantly to a scientific one, but this does not make the content of the research difficult for understanding and capturing the main ideas. In particular, the researchers subtly approach the problems starting with a general consideration of the problem, explaining the basic concepts, such as regulatory governance and regulatory reforms, and proceeding with the analysis of the empirical evidence.

Analyzing the basis information on the developing countries, the article discloses the results of reform implementation in the countries of Asia, Africa, and South America. Finally, the article presents a list of possible solutions to the facilitation of the reform implementation.

In particular, the authors touch upon such issues as rule-making institutions and processes, regulatory policies and tools promoting regulatory reform. It is also worth saying that the article supplemented with several tables revealing important information about the selected countries with regard to the problems studied.

In general, the article under analysis provides a number of issues for further consideration. In particular, the research throws the light on the problems in developing and transition economies in the field of public administration as well as negative aspects of regulatory governance, influencing the overall situation in society.

Therefore, the article is of a great value for the practitioners in this field, as it accurately presents empirical evidence and how it can be applied in solving problems.

Russia establishes special site to fabricate fuel for China’s CFR-600

A special production site to fabricate fuel for China’s CFR-600 fast reactor under construction has been established at Russia’s Mashinostroitelny Zavod (MSZ - Machine-Building Plant) in Elektrostal (Moscow region), part of Rosatom’s TVEL Fuel Company. 

As part of the project, MSZ had upgraded existing facilities fo the production of fuel for fast reactors, TVEL said on 3 March. Unique equipment has been created and installed, and dummy CFR-600 fuel assemblies have already been manufactured for testing.

The new production site was set up to service an export contract between TVEL and the Chinese company CNLY (part of China National Nuclear Corporation - CNNC) for the supply of uranium fuel for CFR-600 reactors. Construction of the first CFR-600 unit started in Xiapu County, in China's Fujian province in late 2017 followed by the second unit in December 2020. The contract is for the start-up fuel load, as well as refuelling for the first seven years. The start of deliveries is scheduled for 2023.

“The Russian nuclear industry has a unique 40 years of experience in operating fast reactors, as well as in the production of fuel for such facilities,” said TVEL President Natalya Nikipelova. “The Fuel Division of Rosatom is fulfilling its obligations within the framework of Russian-Chinese cooperation in the development of fast reactor technologies. These are unique projects when foreign design fuel is produced in Russia. Since 2010, the first Chinese fast neutron reactor CEFR has been operating on fuel manufactured at the Machine-Building Plant, and for the supply of CFR-600 fuel, a team of specialists from MSZ and TVEL has successfully completed a complex high-tech project to modernise production,” she explained.

A special feature of the new section is its versatility: this equipment will be used to produce fuel intended for both the Chinese CFR-600 and CEFR reactors and the Russian BN-600 reactor of the Beloyarsk NPP. In the near future, the production of standard products for the BN-600 will begin.

The contract for the supply of fuel for the CFR-600 was signed in December 2018 as part of a governmental agreement between Russia and China on cooperation in the construction and operation of a demonstration fast neutron reactor in China. This is part of a wider comprehensive programme of cooperation in the nuclear energy sector over the coming decades. This includes serial construction of the latest Russian NPP power units with generation 3+ VVER-1200 reactors at two sites in China (Tianwan and Xudabao NPPs). A package of intergovernmental documents and framework contracts for these projects was signed in 2018 during a meeting between Russian President Vladimir Putin and Chinese President Xi Jinping.

The possibility of using furfurol for the production of ash-free high-strength active carbons with spheroidal particles as adsorbents and catalyst supports is substantiated. A single-stage process that incorporates the resinification of furfurol, the molding of a spherical product, and its hardening while allowing the process cycle time and the cost of equipment to be reduced is developed. Derivatographic, X-ray diffraction, mercury porometric, and adsorption studies of the carbonization of the molded spherical product are performed to characterize the development of the primary and porous structures of carbon residues. Ash-free active carbons with spheroidal particles, a full volume of sorbing micro- and mesopores (up to 1.50 cm 3 /g), and a uniquely high mechanical strength (its abrasion rate is three orders of magnitude lower than that of industrial active carbons) are obtained via the vapor-gas activation of a carbonized product. The obtained active carbons are superior to all known foreign and domestic analogues and are promising for the production of catalysts that operate under severe regimes, i.e., in moving and fluidized beds.
