Abstract. Business mergers are a direct result of rapid changes in the current corporate environment. They are occurring in many industries, including financial institutions. Small and Medium Enterprises (SMEs) sometimes acquire information systems that fail to meet their original aims and objectives. In these circumstances, the project sponsors are forced to decide whether they should abandon the system they have paid for or improvise by finding a way around the problem. This paper presents a case study with two Indonesian SMEs who had to deal with information systems failure within their organizations. Although within the information systems literature reports of these types of failure can be found but little is known about the aftermath of failure within SMEs. This case study presents the actions taken by two Indonesian SMEs who had to face with the failure of their web catalogue systems. The notion of IS failure used in this paper is a combination of "expectation failure" and "termination failure".

Purpose Information systems (IS) project failure has been a recurring problem for decades. The purpose of this paper is twofold: first, to examine the key factors that influence project failure and an analysis of the major areas that can have a significant impact on success; and second, to explore some of the key aspects that have an impact on project management performance from the practitioner perspective and discusses the problems faced by organizations in the closer integration of change and project management. Design/methodology/approach This study critically reviews the IS failure literature developing a synthesized view of the key issues and common reasons for projects to fail. Despite the development of numerous techniques designed to estimate and manage project risk a high percentage of all projects end in failure. By reviewing pertinent literature this paper will attempt to catalogue recurrent causes of project failure and identify and evaluate the commonly used techniques for assessing project risk. It will then argue that complex projects are best tackled using a systems approach. Finally, the potential for using the Formal System Model (FSM) (Fortune and Peters, 1995) as a framework for predicting project risk will be examined.
