Problem-solving is a mental process that involves discovering, analyzing, and solving problems. The ultimate goal of problem-solving is to overcome obstacles and find a solution that best resolves the issue.

The best strategy for solving a problem depends largely on the unique situation. In some cases, people are better off learning everything they can about the issue and then using factual knowledge to come up with a solution. In other instances, creativity and insight are the best options.

It is not necessary to follow problem-solving steps sequentially, It is common to skip steps or even go back through steps multiple times until the desired solution is reached.

In order to correctly solve a problem, it is often important to follow a series of steps. Researchers sometimes refer to this as the problem-solving cycle. While this cycle is portrayed sequentially, people rarely follow a rigid series of steps to find a solution.

The following steps include developing strategies and organizing knowledge.

1. Identifying the Problem

While it may seem like an obvious step, identifying the problem is not always as simple as it sounds. In some cases, people might mistakenly identify the wrong source of a problem, which will make attempts to solve it inefficient or even useless.

Some strategies that you might use to figure out the source of a problem include :

  • Asking questions about the problem
  • Breaking the problem down into smaller pieces
  • Looking at the problem from different perspectives
  • Conducting research to figure out what relationships exist between different variables

2. Defining the Problem

After the problem has been identified, it is important to fully define the problem so that it can be solved. You can define a problem by operationally defining each aspect of the problem and setting goals for what aspects of the problem you will address

At this point, you should focus on figuring out which aspects of the problems are facts and which are opinions. State the problem clearly and identify the scope of the solution.

3. Forming a Strategy

After the problem has been identified, it is time to start brainstorming potential solutions. This step usually involves generating as many ideas as possible without judging their quality. Once several possibilities have been generated, they can be evaluated and narrowed down.

The next step is to develop a strategy to solve the problem. The approach used will vary depending upon the situation and the individual's unique preferences. Common problem-solving strategies include heuristics and algorithms.

  • Heuristics are mental shortcuts that are often based on solutions that have worked in the past. They can work well if the problem is similar to something you have encountered before and are often the best choice if you need a fast solution.
  • Algorithms are step-by-step strategies that are guaranteed to produce a correct result. While this approach is great for accuracy, it can also consume time and resources.

Heuristics are often best used when time is of the essence, while algorithms are a better choice when a decision needs to be as accurate as possible.

4. Organizing Information

Before coming up with a solution, you need to first organize the available information. What do you know about the problem? What do you not know? The more information that is available the better prepared you will be to come up with an accurate solution.

When approaching a problem, it is important to make sure that you have all the data you need. Making a decision without adequate information can lead to biased or inaccurate results.

5. Allocating Resources

Of course, we don't always have unlimited money, time, and other resources to solve a problem. Before you begin to solve a problem, you need to determine how high priority it is.

If it is an important problem, it is probably worth allocating more resources to solving it. If, however, it is a fairly unimportant problem, then you do not want to spend too much of your available resources on coming up with a solution.

At this stage, it is important to consider all of the factors that might affect the problem at hand. This includes looking at the available resources, deadlines that need to be met, and any possible risks involved in each solution. After careful evaluation, a decision can be made about which solution to pursue.

6. Monitoring Progress

After selecting a problem-solving strategy, it is time to put the plan into action and see if it works. This step might involve trying out different solutions to see which one is the most effective.

It is also important to monitor the situation after implementing a solution to ensure that the problem has been solved and that no new problems have arisen as a result of the proposed solution.

Effective problem-solvers tend to monitor their progress as they work towards a solution. If they are not making good progress toward reaching their goal, they will reevaluate their approach or look for new strategies .

7. Evaluating the Results

After a solution has been reached, it is important to evaluate the results to determine if it is the best possible solution to the problem. This evaluation might be immediate, such as checking the results of a math problem to ensure the answer is correct, or it can be delayed, such as evaluating the success of a therapy program after several months of treatment.

Once a problem has been solved, it is important to take some time to reflect on the process that was used and evaluate the results. This will help you to improve your problem-solving skills and become more efficient at solving future problems.

  • Practicing brainstorming and coming up with multiple potential solutions to problems
  • Being open-minded and considering all possible options before making a decision
  • Breaking down problems into smaller, more manageable pieces
  • Asking for help when needed

We all spend a lot of our time solving problems, both at work and in our personal lives.

Some problems are small, and we can quickly sort them out ourselves. But others are complex challenges that take collaboration, creativity, and a considerable amount of effort to solve.

At work, the types of problems we face depend largely on the organizations we're in and the jobs we do. A manager in a cleaning company, for example, might spend their day untangling staffing issues, resolving client complaints, and sorting out problems with equipment and supplies. An aircraft designer, on the other hand, might be grappling with a problem about aerodynamics, or trying to work out why a new safety feature isn't working. Meanwhile, a politician might be exploring solutions to racial injustice or climate change.

But whatever issues we face, there are some common ways to tackle them effectively. And we can all boost our confidence and ability to succeed by building a strong set of problem-solving skills.

The first step in solving a problem is understanding what that problem actually is. You need to be sure that you're dealing with the real problem – not its symptoms. However, if you look a bit deeper, the real issue might be a general lack of training, or an unreasonable workload across the team.

However, defining a problem doesn't mean deciding how to solve it straightaway. It's important to look at the issue from a variety of perspectives. Understanding Complexity

Let’s face it: Things don’t always go according to plan. Systems fail, wires get crossed, projects fall apart.

Problems are an inevitable part of life and work. They’re also an opportunity to think critically and find solutions. But knowing how to get to the root of unexpected situations or challenges can mean the difference between moving forward and spinning your wheels.

Here, we’ll break down the key elements of problem solving, some effective problem solving approaches, and a few effective tools to help you arrive at solutions more quickly.

So, what is problem solving?

Broadly defined, problem solving is the process of finding solutions to difficult or complex issues. But you already knew that. Understanding problem solving frameworks, however, requires a deeper dive.

Think about a recent problem you faced. Maybe it was an interpersonal issue. Or it could have been a major creative challenge you needed to solve for a client at work. How did you feel as you approached the issue? Stressed? Confused? Optimistic? Most importantly, which problem solving techniques did you use to tackle the situation head-on? How did you organize thoughts to arrive at the best possible solution?

Solve your problem-solving problem  

Here’s the good news: Good problem solving skills can be learned. By its nature, problem solving doesn’t adhere to a clear set of do’s and don’ts—it requires flexibility, communication, and adaptation. However, most problems you face, at work or in life, can be tackled using four basic steps.

First, you must define the problem . This step sounds obvious, but often, you can notice that something is amiss in a project or process without really knowing where the core problem lies. The most challenging part of the problem solving process is uncovering where the problem originated.

Second, you work to generate alternatives to address the problem directly. This should be a collaborative process to ensure you’re considering every angle of the issue.

Third, you evaluate and test potential solutions to your problem. This step helps you fully understand the complexity of the issue and arrive at the best possible solution.

Finally, fourth, you select and implement the solution that best addresses the problem.

Following this basic four-step process will help you approach every problem you encounter with the same rigorous critical and strategic thinking process, recognize commonalities in new problems, and avoid repeating past mistakes.

In addition to these basic problem solving skills, there are several best practices that you should incorporate. These problem solving approaches can help you think more critically and creatively about any problem:

You may not feel like you have the right expertise to resolve a specific problem. Don’t let that stop you from tackling it. The best problem solvers become students of the problem at hand. Even if you don’t have particular expertise on a topic, your unique experience and perspective can lend itself to creative solutions.

Challenge the status quo

Standard problem solving methodologies and problem solving frameworks are a good starting point. But don’t be afraid to challenge assumptions and push boundaries. Good problem solvers find ways to apply existing best practices into innovative problem solving approaches.

Think broadly about and visualize the issue

Sometimes it’s hard to see a problem, even if it’s right in front of you. Clear answers could be buried in rows of spreadsheet data or lost in miscommunication. Use visualization as a problem solving tool to break down problems to their core elements. Visuals can help you see bottlenecks in the context of the whole process and more clearly organize your thoughts as you define the problem.  

Hypothesize, test, and try again

It might be cliche, but there’s truth in the old adage that 99% of inspiration is perspiration. The best problem solvers ask why, test, fail, and ask why again. Whether it takes one or 1,000 iterations to solve a problem, the important part—and the part that everyone remembers—is the solution.

Consider other viewpoints

Today’s problems are more complex, more difficult to solve, and they often involve multiple disciplines. They require group expertise and knowledge. Being open to others’ expertise increases your ability to be a great problem solver. Great solutions come from integrating your ideas with those of others to find a better solution. Excellent problem solvers build networks and know how to collaborate with other people and teams. They are skilled in bringing people together and sharing knowledge and information.

Similar to pulling weeds from your garden, if you don’t get to the root of the problem, it’s bound to come back. A root cause analysis helps you figure out the root cause behind any disruption or problem, so you can take steps to correct the problem from recurring. The root cause analysis process involves defining the problem, collecting data, and identifying causal factors to pinpoint root causes and arrive at a solution.

Less structured than other more traditional problem solving methods, the 5 Whys is simply what it sounds like: asking why over and over to get to the root of an obstacle or setback. This technique encourages an open dialogue that can trigger new ideas about a problem, whether done individually or with a group. Each why piggybacks off the answer to the previous why. A meeting of the minds, a brain dump, a mind meld, a jam session. Whatever you call it, collaborative brainstorming can help surface previously unseen issues, root causes, and alternative solutions. Create and share a mind map with your team members to fuel your brainstorming session.

Gap analysis

Sometimes you don’t know where the problem is until you determine where it isn’t. Gap filling helps you analyze inadequacies that are preventing you from reaching an optimized state or end goal. For example, a content gap analysis can help a content marketer determine where holes exist in messaging or the customer experience. Gap analysis is especially helpful when it comes to problem solving because it requires you to find workable solutions. Problem solving is the process of constructing and applying mental representations of problems to finding solutions to those problems that are encountered in nearly every context.

Problem solving is the process of articulating solutions to problems. Problems have two critical attributes. First, a problem is an unknown in some context. That is, there is a situation in which there is something that is unknown (the difference between a goal state and a current state). Those situations vary from algorithmic math problems to vexing and complex social problems, such as violence in society (see Problem Typology ). Second, finding or solving for the unknown must have some social, cultural, or intellectual value. That is, someone believes that it is worth finding the unknown. What is problem solving and why is it important.

Defining problem solving skills

The ability to solve problems is a basic life skill and is essential to our day-to-day lives, at home, at school, and at work. We solve problems every day without really thinking about how we solve them. For example: it’s raining and you need to go to the store. What do you do? There are lots of possible solutions. Take your umbrella and walk. If you don't want to get wet, you can drive, or take the bus. You might decide to call a friend for a ride, or you might decide to go to the store another day. There is no right way to solve this problem and different people will solve it differently.

Problem solving is the process of identifying a problem, developing possible solution paths, and taking the appropriate course of action.

Why is problem solving important? Good problem solving skills empower you not only in your personal life but are critical in your professional life. In the current fast-changing global economy, employers often identify everyday problem solving as crucial to the success of their organizations. For employees, problem solving can be used to develop practical and creative solutions, and to show independence and initiative to employers.

Throughout this case study you will be asked to jot down your thoughts in idea logs. These idea logs are used for reflection on concepts and for answering short questions. What Does Problem Solving Look Like?

The ability to solve problems is a skill, and just like any other skill, the more you practice, the better you get. So how exactly do you practice problem solving? Learning about different problem solving strategies and when to use them will give you a good start. Problem solving is a process. Most strategies provide steps that help you identify the problem and choose the best solution. There are two basic types of strategies: algorithmic and heuristic.

Algorithmic strategies are traditional step-by-step guides to solving problems. They are great for solving math problems (in algebra: multiply and divide, then add or subtract) or for helping us remember the correct order of things (a mnemonic such as “Spring Forward, Fall Back” to remember which way the clock changes for daylight saving time, or “Righty Tighty, Lefty Loosey” to remember what direction to turn bolts and screws). Algorithms are best when there is a single path to the correct solution.

But what do you do when there is no single solution for your problem? Heuristic methods are general guides used to identify possible solutions. A popular one that is easy to remember is IDEAL [ Bransford & Stein, 1993 ] :

IDEAL is just one problem solving strategy. Building a toolbox of problem solving strategies will improve your problem solving skills. With practice, you will be able to recognize and use multiple strategies to solve complex problems.

Developing Problem Solving Processes

Problem solving is a process that uses steps to solve problems. But what does that really mean? Let's break it down and start building our toolbox of problem solving strategies.

What is the first step of solving any problem? The first step is to recognize that there is a problem and identify the right cause of the problem. This may sound obvious, but similar problems can arise from different events, and the real issue may not always be apparent. To really solve the problem, it's important to find out what started it all. This is called identifying the root cause .

Example: You and your classmates have been working long hours on a project in the school's workshop. The next afternoon, you try to use your student ID card to access the workshop, but discover that your magnetic strip has been demagnetized. Since the card was a couple of years old, you chalk it up to wear and tear and get a new ID card. Later that same week you learn that several of your classmates had the same problem! After a little investigation, you discover that a strong magnet was stored underneath a workbench in the workshop. The magnet was the root cause of the demagnetized student ID cards.

The best way to identify the root cause of the problem is to ask questions and gather information. If you have a vague problem, investigating facts is more productive than guessing a solution. Ask yourself questions about the problem. What do you know about the problem? What do you not know? When was the last time it worked correctly? What has changed since then? Can you diagram the process into separate steps? Where in the process is the problem occurring? Be curious, ask questions, gather facts, and make logical deductions rather than assumptions.

Voices From the Field: Solving Problems

In manufacturing facilities and machine shops, everyone on the floor is expected to know how to identify problems and find solutions. Today's employers look for the following skills in new employees: to analyze a problem logically, formulate a solution, and effectively communicate with others.

In this video, industry professionals share their own problem solving processes, the problem solving expectations of their employees, and an example of how a problem was solved.

Making Decisions

Now that you have a couple problem solving strategies in your toolbox, let's practice. In this exercise, you are given a scenario and you will be asked to decide what steps you would take to identify and solve the problem.

Scenario: You are a new employee and have just finished your training. As your first project, you have been assigned the milling of several additional components for a regular customer. Together, you and your trainer, Bill, set up for the first run. Checking your paperwork, you gather the tools and materials on the list. As you are mounting the materials on the table, you notice that you didn't grab everything and hurriedly grab a few more items from one of the bins. Once the material is secured on the CNC table, you load tools into the tool carousel in the order listed on the tool list and set the fixture offsets.

Bill tells you that since this is a rerun of a job several weeks ago, the CAD/CAM model has already been converted to CNC G-code. Bill helps you download the code to the CNC machine. He gives you the go-ahead and leaves to check on another employee. You decide to start your first run.

As you are cleaning up, you think about what happened and wonder why it happened. You try to create a mental picture of what happened. You are not exactly sure what the end mill hit, but it looked like it might have hit the dowel pin. You wonder if you grabbed the correct dowel pins from the bins earlier.

You can think of two possible next steps. You can recheck the dowel pin length to make sure it is the correct length, or do a dry run using the CNC single step or single block function with the spindle empty to determine what actually happened.

You notice that your trainer, Bill, is still on the floor and decide to ask him for help. You describe the problem to him. Bill asks if you know what the end mill ran into. You explain that you are not sure but you think it was the dowel pin. Bill reminds you that it is important to understand what happened so you can fix the correct problem. He suggests that you start all over again and begin with a dry run using the single step/single block function, with the spindle empty, to determine what it hit. Or, since it happened at the end, he mentions that you can also check the G-code to make sure the Z-axis is raised before returning to the home position.

You finish cleaning up and check the CNC for any damage. Luckily, everything looks good. You check your paperwork and gather the components and materials again. You look at the dowel pins you used earlier, and discover that they are not the right length. As you go to grab the correct dowel pins, you have to search though several bins. For the first time, you are aware of the mess - it looks like the dowel pins and other items have not been put into the correctly labeled bins. You spend 30 minutes straightening up the bins and looking for the correct dowel pins.

Finally finding them, you finish setting up. You load tools into the tool carousel in the order listed on the tool list and set the fixture offsets. Just to make sure, you use the CNC single step/single block function, to do a dry run of the part. Everything looks good! You are ready to create your first part. The first component is done, and, as you admire your success, you notice that the part feels hotter than it should.

You wonder why? You go over the steps of the process to mentally figure out what could be causing the residual heat. You wonder if there is a problem with the CNC's coolant system or if the problem is in the G-code.

After thinking about the problem, you decide that maybe there's something wrong with the setup. First, you clean up the damaged materials and remove the broken tool. You check the CNC machine carefully for any damage. Luckily, everything looks good. It is time to start over again from the beginning.

You again check your paperwork and gather the tools and materials on the setup sheet. After securing the new materials, you use the CNC single step/single block function with the spindle empty, to do a dry run of the part. You watch carefully to see if you can figure out what happened. It looks to you like the spindle barely misses hitting the dowel pin. You determine that the end mill was broken when it hit the dowel pin while returning to the start position.

You discuss your options with Bill. Together, you decide the best thing to do would be to edit the G-code and raise the Z-axis before returning to home. You open the CNC control program and edit the G-code. Just to make sure, you use the CNC single step/single block function, to do another dry run of the part. You are ready to create your first part. It works. You first part is completed. Only four more to go.

As you are cleaning up, you notice that the components are hotter than you expect and the end mill looks more worn than it should be. It dawns on you that while you were milling the component, the coolant didn't turn on. You wonder if it is a software problem in the G-code or hardware problem with the CNC machine.

It's the end of the day and you decide to finish the rest of the components in the morning.

  • You decide to look at the G-code in the morning.
  • You leave a note on the machine, just in case.

You decide that the best thing to do would be to edit the G-code and raise the Z-axis of the spindle before it returns to home. You open the CNC control program and edit the G-code.

While editing the G-code to raise the Z-axis, you notice that the coolant is turned off at the beginning of the code and at the end of the code. The coolant command error caught your attention because your coworker, Mark, mentioned having a similar issue during lunch. You change the coolant command to turn the mist on.

  • You decide to talk with your supervisor.
  • You discuss what happened with a coworker over lunch.

As you reflect on the residual heat problem, you think about the machining process and the factors that could have caused the issue. You try to think of anything and everything that could be causing the issue. Are you using the correct tool for the specified material? Are you using the specified material? Is it running at the correct speed? Is there enough coolant? Are there chips getting in the way?

Wait, was the coolant turned on? As you replay what happened in your mind, you wonder why the coolant wasn't turned on. You decide to look at the G-code to find out what is going on.

From the milling machine computer, you open the CNC G-code. You notice that there are no coolant commands. You add them in and on the next run, the coolant mist turns on and the residual heat issues is gone. Now, its on to creating the rest of the parts.

Have you ever used brainstorming to solve a problem? Chances are, you've probably have, even if you didn't realize it.

You notice that your trainer, Bill, is on the floor and decide to ask him for help. You describe the problem with the end mill breaking, and how you discovered that items are not being returned to the correctly labeled bins. You think this caused you to grab the incorrect length dowel pins on your first run. You have sorted the bins and hope that the mess problem is fixed. You then go on to tell Bill about the residual heat issue with the completed part.

Together, you go to the milling machine. Bill shows you how to check the oil and coolant levels. Everything looks good at the machine level. Next, on the CNC computer, you open the CNC G-code. While looking at the code, Bill points out that there are no coolant commands. Bill adds them in and when you rerun the program, it works.

Bill is glad you mentioned the problem to him. You are the third worker to mention G-code issues over the last week. You noticed the coolant problems in your G-code, John noticed a Z-axis issue in his G-code, and Sam had issues with both the Z-axis and the coolant. Chances are, there is a bigger problem and Bill will need to investigate the root cause .

Talking with Bill, you discuss the best way to fix the problem. Bill suggests editing the G-code to raise the Z-axis of the spindle before it returns to its home position. You open the CNC control program and edit the G-code. Following the setup sheet, you re-setup the job and use the CNC single step/single block function, to do another dry run of the part. Everything looks good, so you run the job again and create the first part. It works. Since you need four of each component, you move on to creating the rest of them before cleaning up and leaving for the day.

It's a new day and you have new components to create. As you are setting up, you go in search of some short dowel pins. You discover that the bins are a mess and components have not been put away in the correctly labeled bins. You wonder if this was the cause of yesterday's problem. As you reorganize the bins and straighten up the mess, you decide to mention the mess issue to Bill in your afternoon meeting.

You describe the bin mess and using the incorrect length dowels to Bill. He is glad you mentioned the problem to him. You are not the first person to mention similar issues with tools and parts not being put away correctly. Chances are there is a bigger safety issue here that needs to be addressed in the next staff meeting.

This is especially crucial in manufacturing where people are constantly working with heavy, costly and sometimes dangerous equipment. When issues and problems arise, it is important that they are addressed in an efficient and timely manner. Effective communication is an important tool because it can prevent problems from recurring, avoid injury to personnel, reduce rework and scrap, and ultimately, reduce cost, and save money.

It seems to you that the easiest thing to do would be to edit the G-code and raise the Z-axis position of the spindle before it returns to the home position. You open the CNC control program and edit the G-code, raising the Z-axis. Starting over, you follow the setup sheet and re-setup the job. At the end of the day, you are reviewing your progress with your trainer, Bill. After you describe the day's events, he reminds you to always think about safety and the importance of following work procedures. He decides to bring the issue up in the next morning meeting as a reminder to everyone.

This is especially crucial in manufacturing where people are constantly working with heavy, costly, and sometimes dangerous equipment. When issues and problems arise, it is important that they are addressed in an efficient and timely manner. Effective communication is an important tool because it can prevent problems from recurring, avoid injury to personnel, reduce rework and scrap, and ultimately, reduce cost, and save money. One tool to improve communication is the morning meeting or huddle.

The next morning, you check the G-code to determine what is wrong with the coolant. You notice that the coolant is turned off at the beginning of the code and also at the end of the code. This is strange. You change the G-code to turn the coolant on at the beginning of the run and off at the end. This works and you create the rest of the parts.

Throughout the day, you keep wondering what caused the G-code error. At lunch, you mention the G-code error to your coworker, John. John is not surprised. He said that he encountered a similar problem earlier this week. You decide to talk with your supervisor the next time you see him.

You are in luck. You see your supervisor by the door getting ready to leave. You hurry over to talk with him. You start off by telling him about how you asked Bill for help. Then you tell him there was a problem and the end mill was damaged. You describe the coolant problem in the G-code. Oh, and by the way, John has seen a similar problem before.

Your supervisor doesn't seem overly concerned, errors happen. He tells you "Good job, I am glad you were able to fix the issue." You are not sure whether your supervisor understood your explanation of what happened or that it had happened before.

There are several tools you can use to encourage creativity in the workplace. Creative problem-solving is one of them, which facilitates the development of innovative solutions to difficult problems.

What Is Creative Problem-Solving?

Research is necessary when solving a problem. But there are situations where a problem’s specific cause is difficult to pinpoint. This can occur when there’s not enough time to narrow down the problem’s source or there are differing opinions about its root cause.

In such cases, you can use creative problem-solving , which allows you to explore potential solutions regardless of whether a problem has been defined.

Creative problem-solving is less structured than other innovation processes and encourages exploring open-ended solutions. It also focuses on developing new perspectives and fostering creativity in the workplace . Its benefits include:

  • Finding creative solutions to complex problems : User research can insufficiently illustrate a situation’s complexity. While other innovation processes rely on this information, creative problem-solving can yield solutions without it.
  • Adapting to change : Business is constantly changing, and business leaders need to adapt. Creative problem-solving helps overcome unforeseen challenges and find solutions to unconventional problems.
  • Fueling innovation and growth : In addition to solutions, creative problem-solving can spark innovative ideas that drive company growth. These ideas can lead to new product lines, services, or a modified operations structure that improves efficiency.

Creative problem-solving is traditionally based on the following key principles :

1. Balance Divergent and Convergent Thinking

Creative problem-solving uses two primary tools to find solutions: divergence and convergence. Divergence generates ideas in response to a problem, while convergence narrows them down to a shortlist. It balances these two practices and turns ideas into concrete solutions.

2. Reframe Problems as Questions

By framing problems as questions, you shift from focusing on obstacles to solutions. This provides the freedom to brainstorm potential ideas.

3. Defer Judgment of Ideas

When brainstorming, it can be natural to reject or accept ideas right away. Yet, immediate judgments interfere with the idea generation process. Even ideas that seem implausible can turn into outstanding innovations upon further exploration and development.

4. Focus on "Yes, And" Instead of "No, But"

Using negative words like "no" discourages creative thinking. Instead, use positive language to build and maintain an environment that fosters the development of creative and innovative ideas.

Creative Problem-Solving and Design Thinking

Whereas creative problem-solving facilitates developing innovative ideas through a less structured workflow, design thinking takes a far more organized approach.

Design thinking is a human-centered, solutions-based process that fosters the ideation and development of solutions. In the online course Design Thinking and Innovation , Harvard Business School Dean Srikant Datar leverages a four-phase framework to explain design thinking.

  • Clarify: The clarification stage allows you to empathize with the user and identify problems. Observations and insights are informed by thorough research. Findings are then reframed as problem statements or questions.
  • Ideate: Ideation is the process of coming up with innovative ideas. The divergence of ideas involved with creative problem-solving is a major focus.
  • Develop: In the development stage, ideas evolve into experiments and tests. Ideas converge and are explored through prototyping and open critique.
  • Implement: Implementation involves continuing to test and experiment to refine the solution and encourage its adoption.

Creative problem-solving primarily operates in the ideate phase of design thinking but can be applied to others. This is because design thinking is an iterative process that moves between the stages as ideas are generated and pursued. This is normal and encouraged, as innovation requires exploring multiple ideas.

Creative Problem-Solving Tools

While there are many useful tools in the creative problem-solving process, here are three you should know:

Creating a Problem Story

One way to innovate is by creating a story about a problem to understand how it affects users and what solutions best fit their needs. Here are the steps you need to take to use this tool properly.

1. Identify a UDP

Create a problem story to identify the undesired phenomena (UDP). For example, consider a company that produces printers that overheat. In this case, the UDP is "our printers overheat."

2. Move Forward in Time

To move forward in time, ask: “Why is this a problem?” For example, minor damage could be one result of the machines overheating. In more extreme cases, printers may catch fire. Don't be afraid to create multiple problem stories if you think of more than one UDP.

3. Move Backward in Time

To move backward in time, ask: “What caused this UDP?” If you can't identify the root problem, think about what typically causes the UDP to occur. For the overheating printers, overuse could be a cause.

Following the three-step framework above helps illustrate a clear problem story:

  • The printer is overused.
  • The printer overheats.
  • The printer breaks down.

You can extend the problem story in either direction if you think of additional cause-and-effect relationships.

4. Break the Chains

By this point, you’ll have multiple UDP storylines. Take two that are similar and focus on breaking the chains connecting them. This can be accomplished through inversion or neutralization.

  • Inversion: Inversion changes the relationship between two UDPs so the cause is the same but the effect is the opposite. For example, if the UDP is "the more X happens, the more likely Y is to happen," inversion changes the equation to "the more X happens, the less likely Y is to happen." Using the printer example, inversion would consider: "What if the more a printer is used, the less likely it’s going to overheat?" Innovation requires an open mind. Just because a solution initially seems unlikely doesn't mean it can't be pursued further or spark additional ideas.
  • Neutralization: Neutralization completely eliminates the cause-and-effect relationship between X and Y. This changes the above equation to "the more or less X happens has no effect on Y." In the case of the printers, neutralization would rephrase the relationship to "the more or less a printer is used has no effect on whether it overheats."

Even if creating a problem story doesn't provide a solution, it can offer useful context to users’ problems and additional ideas to be explored. Given that divergence is one of the fundamental practices of creative problem-solving, it’s a good idea to incorporate it into each tool you use.

Brainstorming

Brainstorming is a tool that can be highly effective when guided by the iterative qualities of the design thinking process. It involves openly discussing and debating ideas and topics in a group setting. This facilitates idea generation and exploration as different team members consider the same concept from multiple perspectives.

Hosting brainstorming sessions can result in problems, such as groupthink or social loafing. To combat this, leverage a three-step brainstorming method involving divergence and convergence :

  • Have each group member come up with as many ideas as possible and write them down to ensure the brainstorming session is productive.
  • Continue the divergence of ideas by collectively sharing and exploring each idea as a group. The goal is to create a setting where new ideas are inspired by open discussion.
  • Begin the convergence of ideas by narrowing them down to a few explorable options. There’s no "right number of ideas." Don't be afraid to consider exploring all of them, as long as you have the resources to do so.

Alternate Worlds

The alternate worlds tool is an empathetic approach to creative problem-solving. It encourages you to consider how someone in another world would approach your situation.

For example, if you’re concerned that the printers you produce overheat and catch fire, consider how a different industry would approach the problem. How would an automotive expert solve it? How would a firefighter?

Be creative as you consider and research alternate worlds. The purpose is not to nail down a solution right away but to continue the ideation process through diverging and exploring ideas.

  • Everything described or claimed should be based on verifiable facts, not assumptions and interpretations. 
  • Problem-solving is never-ending; that is, it begins rather than ends when an improvement plan is implemented. The implementation process is a learning opportunity to discover how to make progress toward the target condition. 

Lean thinkers & practitioners understand that the problem-solving process is impeded if you make the common mistake of mechanically reaching for a familiar or favorite problem-solving methodology or, worse, jump quickly to a solution. 

Leaders and teams avoid this trap by recognizing that most business problems fall into four categories, each requiring different thought processes, improvement methods, and management cadences.

Problem-Solving

The Four Types of Problems

Type 1: Troubleshooting:   reactive problem-solving that hinges upon rapidly returning abnormal conditions to known standards. It provides some immediate relief but does not address the root cause.

Type 2: Gap from Standard: structured problem-solving that focuses on defining the problem, setting goals, analyzing the root cause, and establishing countermeasures, checks, standards, and follow-up activities. The aim is to prevent the problem from recurring by eliminating its underlying causes.

Type 3: Target Condition:   continuous improvement ( kaizen ) that goes beyond existing standards of performance. It may utilize existing methods in new, creative ways to deliver superior value or performance toward a new target state of improvement.

Type 4: Open-ended:  innovative problem-solving based on creativity, synthesis, and recognition of opportunity. It establishes new norms that often entail unexpected products, processes, systems, or value for the customer well beyond current levels. 

By helping everyone in the organization to understand the importance of taking ownership of seeing and solving all types of problems, lean thinking & practice:

  • Engenders a sense of empowerment and autonomy in all workers, which in turn promotes engagement in and ownership of the work process
  • Enables organizations to overcome obstacles at their source, so they do not become more significant problems upstream

Ultimately, building a problem-solving culture creates a competitive advantage that is difficult for competitors to match.

As climate change causes destructive events like wildfires and storms to become more intense and frequent, the California property insurance market is struggling to keep up. Nearly 70% of insurers are not offering new plans in the state, but a slew of proposed regulations are aimed at changing this by allowing providers to use catastrophe modeling , which would enable them to model future risks and raise rates accordingly.

But will this help the state in the long term? “Marketplace” host Amy Scott spoke with former California Insurance Commissioner Dave Jones about possible solutions to California’s insurance problems. Currently, Jones directs the Climate Risk Initiative of the Center for Law, Energy, and the Environment at the University of California, Berkeley, School of Law.

The following is an edited transcript of their conversation.

Amy Scott: How would you describe the property insurance market in California right now?

Dave Jones: It’s under duress. What’s happening is that as climate change has driven more frequent and severe weather-related events, it’s killing people, damaging property and causing more insurance losses. And insurers respond in two ways. One is they raise price and the other is they stop writing insurance. And both those things are happening in California.

Scott: In the past, insurance companies in California have not been able to use catastrophe modeling to set rates, the last state to not allow that. Why was that? And how is that changing?

Jones: So under current California law, the way that rates are set is by looking at past experience. But insurers are now arguing that with climate change, and the fact that the natural catastrophic events are becoming nonlinear and increasingly unpredictable, that they ought to be allowed to use probabilistic models or catastrophe models to help set those rates. It is important to note that Florida has allowed probabilistic modeling for many, many years. It’s allowed reinsurance costs to be included in its rates, has rates three to four times the national average, has limited third-party lawsuits, has done a number of things the insurers have asked for for some time. And yet, what we’ve seen is 12 or so insurance companies go insolvent. The Florida insurer of last resort, Florida Citizens, has about 1.3 million policyholders. These are people that can’t get private-admitted insurance. So California is considering allowing catastrophe models to be used and allowing reinsurance costs to be included in rates. And that might help in the short or midterm. But I’m concerned that we’re not going to be able to rate our way out of this problem.

Scott: When you say we’re not going to be able to rate our way out of this problem, what do you mean by that? And what do you see as some solutions?

Jones: So the insurers are arguing that if they’re given more rates, or they’re able to have higher prices and collect more premium, that they’ll write more insurance. And in the short or midterm, giving insurers more premium may help. But in the long term, it’s likely to be overwhelmed by the increased risk and losses driven by climate change. And so you reach a point at which even at a higher price, it’s simply not profitable for the insurance company to write insurance. And that may very well be where we are in Florida, and may very well be where we’re going to get in other parts of the country over time.

Scott: So does the state end up picking up more of the bill? I mean, already, more and more homeowners are finding themselves relegated to the state insurer of last resort, both in Florida and California, and other states are building these programs as well.

Jones: So there are 37 states that have what are called FAIR plans, Fair Access to Insurance Requirements, which are basically involuntary associations of insurance companies that are established by state law, that are required to write insurance for those risks that the private insurers have decided it’s too risky to write. FAIR plans’ rates, though, are typically required to be set based on risk. And since they’re insuring the most challenging risks, their rates are even higher, oftentimes, than the private market. And so that is where I think things are going to go, and then we’re going to see increasing numbers of people that simply can’t afford that and maybe having to go without insurance.

Scott: I think when I talk to folks who’ve had their premiums go way up, there’s this impression that insurance companies are just protecting their profits and they’re raking in money. Are these companies hurting as much as they claim?

Jones: So I think it depends upon the particular market that they’re in, the particular state that they’re in. But there’s no question that in California, for example, in 2017 and 2018, when we had the severe catastrophic wildfires, that they had substantial losses in the area of $15 billion each year. That far exceeded the premium they were collecting that year, although in subsequent years, the premium they’ve collected has been sufficient to cover their losses. So you know, they’re not magicians. At the end of the day, insurers are seeking to make profits and they’re going to try to price or limit their exposure accordingly. And that’s what’s going on.

Scott: So what do you see as some solutions to this problem if, if we can’t just rate our way out of it, as you said?

Jones: So first and foremost, we have to move faster, more aggressively to transition from fossil fuels, which are the major contributor to greenhouse gases that are driving climate change. Second, we need to make more investments in mitigation at the property, community, landscape level, but we also need to make sure that insurance models account for that. And that’s currently not the case. And so that will probably require state legislation, certainly it is in California, to make sure that insurers are accounting for these mitigation efforts. Third, as more people are thrown on to FAIR plans, each state’s gonna have to look at ways to shore up its FAIR plan. Some ideas include giving FAIR plans the ability to sell catastrophe bonds or other bonds as a way of raising capital. There are other suggestions as well to try to make sure the FAIR plans are better likely to be able to have sufficient funds to pay out in the event of catastrophic events.

Arizona Lawmakers Repeal 1864 Abortion Ban, Creating Rift on the Right

Two Republican state senators broke with their party to ensure final passage of the repeal. Gov. Katie Hobbs, a Democrat, is expected to sign it on Thursday.

Arizona lawmakers voted on Wednesday to repeal an abortion ban that first became law when Abraham Lincoln was president and a half-century before women won the right to vote.

A bill to repeal the law passed, 16-14, in the Republican-controlled State Senate with the support of every Democratic senator and two Republicans who broke with anti-abortion conservatives who dominate their party. It now goes to Gov. Katie Hobbs, a Democrat, who is expected to sign it on Thursday.

The vote was the culmination of a fevered effort to repeal the law that has made abortion a central focus of Arizona’s politics.

“We are standing in a moment of Arizona history,” said State Senator Anna Hernandez, a Democrat who called the repeal measure up to a vote on Wednesday.

The issue has galvanized Democratic voters and energized a campaign to put an abortion-rights ballot measure before Arizona voters in November. On the right, it created a rift between anti-abortion activists who want to keep the law in place and Republican politicians who worry about the political backlash that could be prompted by support of a near-total abortion ban with no exceptions for rape or incest.

The 1864 law had gathered dust on the books for decades. But it exploded into an election-year flashpoint three weeks ago when a 4-2 decision by the State Supreme Court, whose justices are all Republican-appointed, said the ban could now be enforced because of the overturning of Roe v. Wade.

After the repeal is finalized, abortions in Arizona will be governed by a 2022 law that prohibits the procedure after 15 weeks of pregnancy, and makes no exception for rape or incest.

But the repeal will not take effect until 90 days after the Legislature adjourns for the summer, meaning that the 1864 ban could still end up temporarily derailing abortion access in Arizona if a court allows it to go into effect. Arizona’s Democratic attorney general and Planned Parenthood Arizona have gone to court to keep the law from being implemented.

Two Republican state senators, T.J. Shope and Shawnna Bolick, joined with Democrats on Wednesday to force that repeal bill to a vote over furious attempts by far-right Republicans to block it.

Before casting her pivotal vote, Ms. Bolick stood up and began a long, deeply personal speech describing her own three challenging pregnancies, including one that ended with an abortion procedure in her first trimester because the fetus was not viable.

“Would Arizona’s pre-Roe law have allowed me to have this medical procedure even though my life wasn’t in danger?” she asked.

But Ms. Bolick, whose husband is one of the Arizona Supreme Court justices who upheld the 1864 law, also railed against Planned Parenthood and Democratic support for abortion rights. She suggested that her vote to repeal the 1864 ban could be the best shot for conservatives to thwart the abortion ballot measure.

“We should be pushing for the maximum protection for unborn children that can be sustained,” she said. “I side with saving more babies’ lives.”

As she spoke, abortion opponents watching from the public gallery erupted with angry shouts: “Come on!” “This is a disgrace!” “One day you will face a just and holy God!”

The repeal was a significant loss for the anti-abortion movement, which had relied on its outsized strength in the Arizona Legislature , The vote came hours after conservatives celebrated a six-week abortion ban that went into effect in Florida on Wednesday morning. The repeal leaves Republican lawmakers divided about whether to place their own more restrictive abortion measure on the ballot in November to compete with the constitutional amendment supported by abortion-rights groups.

Conservative activists had worked for years to elect and support anti-abortion proponents to the Legislature, enabling them to stand firm against outside pressure. But the narrow loss showed that they are vulnerable even in the places where they have built some of their greatest power, as their national political influence weakens.

Several anti-abortion Republican lawmakers made fiery speeches that framed the vote in spiritual terms. They equated abortions to Naziism and compared the repeal with the Sept. 11 attacks. They read graphic descriptions of later-term abortions. They quoted the Bible and made direct appeals to God from the Senate floor.

Some saw the repeal not simply as a rejection of anti-abortion principles, but an explicit rejection of Christianity.

Two choked up. Senator J.D. Mesnard, who represents a suburban swing district, held up his phone and played a sonogram recording of his daughter’s heartbeat.

“If I vote yes, these will be fewer, these heart beatings,” he said.

State Senator Anthony Kern, a Republican who was also among Arizona’s fake electors indicted last week in an election-conspiracy case, said the Senate was betraying its opposition to abortion, and predicted that the vote would pave the way for acceptance of pedophilia.

“This is innocent blood,” he said. “Why can’t we show the nation we are pro-life? We will have the blessing of God over this state if we do that. Our only hope is Jesus Christ.”

Democrats, for their part, mostly stayed silent or made brief statements supporting repeal.

After the repeal passed, State Senator Eva Burch, a Democrat, called it “one step in the right direction” and quickly pivoted to focus on the coming fight over the abortion ballot measure.

Ms. Burch became a particularly visible face of the abortion-rights movement in Arizona this year after she made an emotional floor speech to announce she needed an abortion to end a nonviable pregnancy. She criticized the two Republican defectors for their past votes on abortion issues but said, “They stood with us,” to overturn the 1864 ban.

“I’m grateful for that,” she said.

Legislators had tried twice to force a repeal bill to a vote in the Republican-controlled state Legislature, only to be blocked by conservative lawmakers. In tense scenes inside the State Capitol, Democratic lawmakers shouted “Shame!” at Republicans, and anti-abortion activists filled the chambers with prayers to uphold the law.

Then last week, three Republican members of the House joined with every Democrat in the chamber and voted to repeal the 1864 ban, sending it to the Senate for final approval.

Before the vote on Wednesday, anti-abortion activists gathered outside the Capitol in a last-ditch effort to urge lawmakers to reconsider. They prayed under a tree, read scripture over a loudspeaker and argued with abortion rights supporters.

Amirrah Coronado, 17, took the morning off from her high school classes, put on a light pink T-shirt and drove to the Capitol with her mother and siblings to support the repeal effort. As she walked toward the sun-splashed plaza, a woman yelled at her, “Abortion is murder!”

“I know how to speak,” Ms. Coronado said as an anti-abortion activist made a case that Arizona needed stricter abortion laws. “This law — it’s from when slavery was here.”

In another corner of the plaza, Marisol Olivia Valenzuela faced off with a cluster of anti-abortion demonstrators from Apologia Church, a Phoenix congregation that supports so-called “abortion abolition” that would criminalize abortion from conception as homicide.

“It’s murder,” Charlie Casteel, 16, told Ms. Olivia Valenzuela. She was not having it.

“You’re standing here as a male, but you will never have to make that decision,” she said. “I am totally pro-life, but why can’t we meet in the middle? Government shouldn’t govern our bodies. Government has nothing to do with this.”

After the Senate vote, Representative Nancy Gutierrez, a Democrat and the House minority whip, said she was excited that they “finally” got the bill to the governor’s desk. “It will absolutely save lives,” she said. “However, we are not finished. We still have an initiative to get on the November ballot that will codify abortion access in our Arizona Constitution.”

Ada Martin, 55, who owns her own educational consulting company and is on the board of Planned Parenthood Advocates of Arizona, heard the news of the repeal as she was celebrating her birthday. It was a positive development, she said, but noted the three-month lag time in which the ban could be in effect.

Passing the ballot measure in November is still her primary goal, she said.

“People tend to have a perception about abortion, but as far as I am concerned abortion is health care, and the communities that are most adversely affected, regardless of religious influence, are communities of color,” she said. “I am just worried about the ability for those individuals to make choices about their bodies.”

Are the Great Lakes the key to solving America’s emissions conundrum?

A single cargo ship can carry enough goods to replace nearly 3,000 semi-trucks—that's why some are calling for a shipping boom in America's famous lakes.

Nearly four decades had passed since the Great Lakes witnessed that unique ritual: the smashing of a bottle of champagne off the bow of a U.S.-flagged cargo ship.

When it finally happened in October 2021 with the launching of the MV Mark W. Barker, a 639-foot-long freighter, in Sturgeon Bay, Wisconsin, it marked a new dawn.

The first bulk carrier to enter service on the Great Lakes for 37 years, the ship can transport goods ranging from salt to wind turbine blades to shipping containers. Its hull design means it can hold 20 percent more cargo than vessels of a similar size. It’s also the first ship sailing the Great Lakes to meet the U.S. Environmental Protection Agency’s tier 4 emissions standards .

“It’s the most capable, most environmentally friendly asset we have,” says Brendan O’Connor, chief operations officer for the Interlake Steamship Company, which operates the MV Mark W. Barker.  

The ship, and others like it, are a critical piece of the climate change puzzle. As the deadlines for meeting the Paris Climate Agreement’s emissions targets   draw ever closer—with the goal for emissions to peak before 2025 and decline 43 percent by 2030—one industry is inducing panic: the transportation world.  

America’s transportation industry is the country’s   leading source of carbon emissions, responsible for a whopping 29 percent . And while privately-owned vehicles make up 58 percent of that, medium- and heavy-duty trucks carrying bulk materials account for 23 percent.

For Hungry Minds

Yet one weapon in the battle against emissions may be sitting in plain sight: the Great Lakes.

Linking Chicago, Detroit, Cleveland, Toronto, Buffalo, and other cities that are home to about 32 million people, Great Lakes shipping could play a significant role in helping the U.S. and Canada dramatically reduce their emissions footprints.

Transporting more goods with fewer vehicles

Today, several ports have projects that could help facilitate that change.

The Port of Cleveland on Lake Erie is set for a $32-million infrastructure upgrade . Farther west on Lake Superior, the Port of Duluth-Superior was recently expanded to handle international container freight . One survey of public and private investments found more than $8.4 billion has been committed to developing Great Lakes maritime infrastructure.

Road freight emits up to 100 times the amount of emissions of ships —a single Great Lakes vessel can carry as much bulk material as 2,800 semi-trucks or 700 rail cars . With gas prices raising trucking costs on average and rail strike threats growing in recent years, Great Lakes shipping could serve as a cleaner, more efficient way to transport many of the critical items America’s economy relies on.  

Still, challenges abound. The two largest Great Lakes cities—Toronto and Chicago— currently both have comparatively small port infrastructure systems.

The Port of Toronto’s economic impact is dwarfed by ports in Montreal and Vancouver, while Chicago’s port has been falling into disrepair for decades. Despite this poor infrastructure, experts say the Port of Chicago has significant potential as a major hub because it is also connected to the Mississippi River by the Illinois Waterway, a network of canals, lakes, and rivers.  

Not a perfect solution

Shipping hasn’t always been a cleaner alternative. In 2021, ships traversing the Great Lakes and St. Lawrence Seaway, the body of water that connects the lakes to the Atlantic Ocean, consumed 500,000 tons of fuel that emitted 1.6 million tons of carbon dioxide, according to one study . That’s the equivalent of around 380,000 cars.

Still, experts say that opportunities for change are growing.

“It’s technically feasible to decarbonize every ship in the fleet,” says Bryan Comer, marine program director at the International Council on Clean Transportation, a Washington, D.C.-based research institute. “The question is: What are the regulatory and economic drivers or incentives to do that?”

Comer says that while there’s potential for electrifying smaller ships such as tugboats, to meet U.S. emissions targets, some larger ships will need new propulsion technologies that replace internal combustion engines with fuel cells that run on ‘green hydrogen,’ an energy resource made from renewable electricity.

“That is going to be the ingredient in all of the fuels that are used,” he says.  

To help meet this transition, the U.S. Department of Energy has made $7 billion available to build up to 10 so-called ‘hydrogen hubs’ across the country .  

“A lot of our efforts are in the scale-up of large-scale production of the clean hydrogen molecules—building out the infrastructure, the storage (and) the delivery,” says Neil Banwart of the Midwest Alliance for Clean Hydrogen , one of seven awardees of the federal funding.

“We certainly do hope that Great Lakes shipping is [a buyer], a use case for this clean hydrogen that we intend to produce.”

Small steps toward big change

In the meantime, Great Lakes ports and shipping companies are working on short-term ways to push the industry closer to net zero.

The Port of Cleveland’s infrastructure update includes an electrification plan and charging stations it hopes will help it fulfill its goal of becoming the first net-zero emissions port on the Great Lakes by 2050.  

The Interlake Steamship Company hopes to cut its emissions footprint by 50 percent in the next decade.

“The engines are going to be the best way for us to move the needle,” says Brendan O’Connor.  

“We’re not quite there yet but in the next two or three years I think we’ll see changes.”

Increasing income support could help keep women and children safe according to new work demonstrating strong links between financial insecurity and domestic violence.

Our mapping of local government areas in Melbourne and Sydney reinforces the relationship between unemployment and the greater risk of violence.

At a time when the nation is speaking out against the killing of women by men – with at least 27 deaths recorded since the start of this year – the federal government is under increasing pressure to help those at greatest risk.

How money might help

Financial dependence can trap people in abusive relationships. The dependency creates barriers to leaving , as victim-survivors may not have the money necessary for alternative housing, legal help and basic living expenses.

Higher income support for women can change the dynamics within relationships by enhancing their financial decision-making and bargaining power within the household.

However, the relationship between economic factors and domestic violence is complex.

While higher income generally corresponds with lower domestic violence, overseas evidence suggests higher unemployment benefits may lengthen unemployment spells. In such situations, joblessness could lead to violence due to increased exposure between perpetrators and victim-survivors at home.

Economic downturns and personal financial crises can also cause uncertainty and household stress, which may escalate into abuse .

These economic patterns are clear in Australia. Areas with low-income and high-unemployment tend to have the highest levels of domestic violence.

Problem areas

The graphics below illustrate this by mapping unemployment and violence rates across local government areas in greater Sydney and greater Melbourne. The patterns are striking. High rates, marked in darker red, often occur in similar locations.

In Melbourne, the areas with the highest levels of both unemployment and domestic violence are greater Dandenong, Frankston, Casey, Cardinia, Maribyrnong, Brimbank, Melton and Hume. They are marked in red.

In Sydney, the highest rates are in Campbelltown, Liverpool, Canterbury-Bankstown, Fairfield, Penrith, Cumberland, Blacktown and Hawkesbury.

The economic disparities in domestic violence have also increased in recent years. In 2001, rates of violence in the most disadvantaged parts of New South Wales were about 5.6 times higher in the most advantaged suburbs. In 2023, these differences were almost 6.5 times higher.

Long lasting impact

Domestic violence disproportionately impacts women and children and can create significant long lasting social, health, psychological and financial damage.

Estimates suggest the lifetime cost of domestic violence for every victim-survivor is in the tens of thousands of dollars. Healthcare costs alone are close to A$50,000 for every person directly affected.

And the broader costs are staggering.

National data from 2016 which looked at costs including medical care, lost productivity, legal fees, and extended social services, puts the total annual costs at about $22 billion .

This shows the problem is not just a critical social and health issue, but a major economic challenge for victim-survivors and the nation.

Helping to solve the problem

Providing adequate financial support to vulnerable people during times of economic uncertainty is critical to reduce domestic violence and its harmful effects.

But unemployment benefits in Australia are much lower than in other OECD countries. JobSeeker is only $386 per week – 43% of the full-time minimum wage. Australia is ranked among the lowest of all OECD countries when it comes to unemployment benefits, second only to Greece.

International evidence , based on more generous support schemes, suggests raising benefits may lead to extended periods out of work and therefore greater exposure to violence at home.

But this is unlikely to occur in Australia if JobSeeker payments are raised. Given the current low rate, there will still be a considerable financial incentive for JobSeeker recipients to get paid work if the rate is increased.

Analysis of the almost doubling of payments during 2020 supports this conclusion.

Improving economic safety nets could help prevent environments that breed violence. Investing in safety is an essential step towards combating Australia’s domestic violence crisis.
