محترم جناب صاحب تقریب میرے ساتھیو!! السلام علیکم! آج کی میری تقریر کا عنوان انسانی حقوق ہے۔ ہر انسان انصاف، امن، محبت اور خوشحالی کا طلب گار ہے۔ ہر کوئی ناانصافی، بدامنی، نفرت اور غربت کو برا سمجھتا ہے۔ معاشرے میں تمام قانون، ادارے اور ضابطے اسی لیے بنائے جاتے ہیں کہ انسانوں کو انصاف، امن اور خوشحالی مل سکے اور بدامنی، ناانصافی اور محرومی کا راستہ روکا جاسکے۔ بس اسی کا نام انسانی حقوق ہے۔ انسانی حقوق آزادی اور حقوق کا وہ نظریہ ہے جس کے تمام انسان یکساں طور پر حقدار ہیں۔ آفاقی فلسفے میں انسانی حقوق اس طرح ہمیشہ سے بنیادی ضرورت رہتے ہیں اور حقوق کے حصول کے لیے کسی بھی خطے یا معاشرے میں انسانی اخلاقیات، انصاف، روایات اور قدرتی طور پر سماجی عوامل کا مضبوط اور مستحکم ہونا ضروری ہے۔ انسانی حقوق کے نظریے کو اسی وجہ سے یا تو معاشرتی طور پر عوامی رائے اور قومی و بین الاقوامی قوانین کی مدد سے نافذ کیا جاتا ہے۔ میرے عزیز سامعین ، تعریف کی رو سے انسانی حقوق ایک وسیع مضمون ہے اور اس بارے اختلاف رائے پایا جاتا ہے کہ خصوصی طور پر ایسے کونسے حقوق ہیں جو انسان کا بنیادی حق مانے جائیں یا رد کر دیے جائیں۔ خطوں، معاشروں اور ترقی کے اعشاریہ کے ساتھ ساتھ انسانی ضروریات اور حقوق کی اشکال تبدیل ہوتی ہیں۔

ساتھیو! ’حق ‘ عربی زبان کا لفظ ہے اور اس کا لغوی مطلب ہے، ’درست‘ اور ’صحیح‘۔ گویا انسانی حقوق کا مسئلہ دراصل اخلاقیات سے تعلق رکھتا ہے۔ اصطلاحی معنوں میں انسانی حقوق سے مراد ایسے قوانین، اقدار اور ادارے ہیں جن پر تمام انسانوں کو یکساں استحقاق حاصل ہے۔ اس ضمن میں بنیادی شرط صرف انسان ہونا ہے۔ رنگ، نسل، مذہب، جنس، زبان، ثقافت، سماجی مقام، مالی حیثیت اور سیاسی خیالات کے فرق سے کسی فرد کے انسانی حقوق پر کوئی اثر نہیں پڑتا۔ عالی وقار! سرکار دوعالم صلی اللہ علیہ وسلم نے اپنے تاریخی خطبہ میں جن بنیادی انسانی حقوق سے وصیت وہدایت فرمائی ان میں انسانی وحدت ومساوات کا مسئلہ خصوصی اہمیت کا حامل ہے، ارشاد نبوی ہے : “اے لوگو! یقیناً تمہارا پروردگار ایک ہے، تمہارا باپ بھی ایک ہے، تم سب آدم کی اولاد ہو اور آدم مٹی سے پیدا کیے گئے تھے، یقینا تم میں اللہ کے نزدیک سب سے زیادہ معزز وہ شخص ہے جو تم میں سب سے زیادہ متقی اور پاک باز ہو، کسی عربی کو کسی عجمی پر کوئی برتری نہیں مگر تقویٰ کی بنا پر..” اور فتح مکہ کے موقع پر ایک اہم خطبہ میں اسی طرح کا حکم ارشاد فرمایا۔ اسی طرح ارشاد ربانی ہے : “لوگو! اپنے پروردگار سے ڈرو جس نے تم کو ایک جان سے پیدا کیا (یعنی اوّل) اور اس سے اس کا جوڑا بنایا، پھر ان دونوں سے کثرت سے مرد وعورت (پیدا کرکے روئے زمین پر) پھیلادئیے.”

دوسری جگہ ارشاد ہے: “لوگو! ہم نے تم کو ایک مرد اور ایک عورت سے پیدا کیا اور تمہاری قوم اور قبیلے بنائے تاکہ ایک دوسرے کو شناخت کرو، اور خدا کے نزدیک تم میں سے قابل اکرام اور عزت والا وہ ہے جو زیادہ پرہیزگار ہو۔” ساتھیو! تاریخ کا پہیہ واپس نہیں موڑا جاسکتا۔ یہ امر طے ہے کہ انسانیت کا قافلہ جن وادیوں میں بھی پہنچے گا اسے انسانی مساوات، انفرادی آزادیوں، اجتماعی ذمہ داریوں اور اخوت کے پیڑوں کی چھاؤں درکار ہوگی۔ یہ حقیقت ایک خواب بھی ہے اور ایک انفرادی اور اجتماعی فریضہ بھی۔انسانی حقوق سب انسانوں کے لیے ہیں۔ انسانی حقوق کے لیے سب انسانوں کو جدوجہد کرنا ہوگی۔ آپ سب کا شکریہ۔ فی امان اللہ

• Extremists activities are increasing day by day and these are violating the conditions of basic human rights. Some religious extremists are molding the teachings of Islam for their own interests and benefits.
• Political anarchy is the basic hurdle in the process of human rights. The political parties are just fighting with each other and not providing the development to the people of country.
• Freedom of press is being suppressed through different means. The influential people are trying to mold it for their benefits. They don’t want to see the reality.
• The major cause in the low human rights provision is the weak judicial system. the judiciary is not fully independent. Similarly, few of them are the black sheep’s those are violating the basic rights of the people and letting the rich people to vanish the needy.
• Furthermore, the main drawback in the human rights system of Pakistan is the case of missing persons. No one knows where they gone. It is the duty of the government to find the missing persons.

At least, the women harassment is an illegal activity. According to a survey report, Pakistan is one of the 10 countries those are abusing women and not providing them basic rights. For example, on 9 October, 2012, Taliban attacked the young activist Malala Yousafzai for the sake of its work, betterment of women’s education.

To conclude, Pakistan is facing too many challenges regarding human rights internally and externally. But there is always a way to solve the problems. The government is working for the provision of better human rights. They are going to educate the masses so they help the others. In this way, time is not far away, that people of Pakistan should meet the standards of the international community regarding human rights and any other field of life.

جہاں ایک طرف پہلے سے ہی فلسطین، کشمیر، شام و عراق، یمن، لیبیا، افغانستان اور صومالیہ جیسے بے شمار خطوں میں انسانی حقوق کی صورت حال ناگفتہ بہ ہے، وہیں یوکرین جنگ شروع ہونے کے بعد سے مزید انسانی زندگیاں برباد ہونے اور لاکھوں افراد کے بےگھر ہونے کے ساتھ ساتھ پوری دنیا میں ہجرت، خانہ بدوشی، بے سروسامانی، غربت و افلاس، بھوکمری اور دیگر خطرات میں اضافہ ہو رہا ہے۔ انسانی حقوق کی عالمی صورت حال پر صحافی امام الدین علیگ کی تجزیاتی رپورٹ۔۔۔ Human Rights Day

سنہ 1948 میں اقوام متحدہ نے عالمی یوم انسانی حقوق منانے کی قرارداد پیش کی تھی، 10 دسمبر 1950 کو اسے قانونی حیثیت حاصل ہوئی، جس کے بعد گذشتہ 72 برسوں سے اس دن کو انسانی حقوق کے عالمی دن کے طور پر منایا جاتا ہے۔ وقت کا تقاضہ ہے کہ اس بات کا جائزہ لیا جائے کہ گذشتہ 72 برسوں میں دنیا نے انسانی حقوق کی سمت کی کتنی پیش رفت کی۔ International Human Rights Day

آج عالمی یوم انسانی حقوق کے موقع پر دنیا کی تمام چھوٹی بڑی حکومتیں اور طاقتیں اس سلسلے میں اپنی رپورٹس، اعلانات اور بڑے بڑے دعوے پیش کریں گی، بے شمار سرکاری اور غیر سرکاری تنظیمیں ایک سے بڑھ کر ایک تقریبات کا اہتمام کریں گی، لیکن سوال یہ ہے کہ ان سب باتوں سے بنیادی حقوق سے محروم انسانوں کے حالات پر کتنا فرق بھی پڑے گا۔ حقیقت یہ ہے کہ حکومتوں اور تنظیموں کے تمام دعوؤں اور اعلانات کے برعکس انسانی حقوق کے محاذ پر دنیا نے گذشتہ 72 برسوں میں پیش رفت کرنے کے بجائے پسپائی اختیار کی ہے۔

دنیا کی موجودہ تشویشناک اور کشیدہ صورت حال میں انسانی حقوق پہلے سے بھی زیادہ خطرات سے دوچار نظر آ رہے ہیں۔ جہاں ایک طرف پہلے سے ہی فلسطین، کشمیر، شام و عراق، یمن، لیبیا، افغانستان اور صومالیہ جیسے بے شمار خطوں میں انسانی حقوق کی صورت حال ناگفتہ بہ ہے، وہیں یوکرین جنگ کے بعد مزید انسانی زندگیاں برباد ہونے اور لاکھوں افراد کے بےگھر ہونے کے ساتھ ساتھ پوری دنیا پر ہجرت، خانہ بدوشی، بے سروسامانی، غربت و افلاس، بھوکمری اور دیگر خطرات میں اضافہ ہو رہا ہے۔

دنیا بھر میں حکومتوں کی سیاسی اور جغرافیائی کشمکش میں کروڑوں انسان پس رہے ہیں۔ سرحدوں میں بٹی موجودہ دنیا نے انسانوں کی ایک بڑی تعداد کو اسٹیٹ لیس (جو کسی ملک کے شہری نہیں) بنا کر انہیں تمام انسانی حقوق سے محروم کر رکھا ہے۔ یہ انسانی حقوق پر شب خوں مارنے کے مترادف ہے جو کہ انسانیت کے لیے شرم، ذلت و رسوائی کی بات ہے۔

ایسا نہیں کہ حکومتیں انسانی حقوق کی منکر ہیں، بلکہ دیکھا جائے تو بین الاقوامی قوانین کے ساتھ ساتھ دنیا کی اکثر حکومتوں نے بھی اپنے اپنے آئین میں انسانی حقوق کی ضمانت دے رکھی ہے لیکن مسئلہ قوانین کے جانبدارانہ نفاذ اور قول و عمل میں تضاد کا ہے۔ بھارتی آئین میں بھی مختلف مقامات پر انسانی حقوق کو جگہ دی گئی ہے۔ 28 ستمبر 1993 کو بھارت میں یوم حقوق انسانی نافذ کیا گیا۔ اسی برس 12 اکتوبر کو انسانی حقوق کمیشن کی تشکیل عمل میں آئی۔ بھارتی آئین میں انسان کو پیدائش سے موت تک حقوق فراہم کیے گئے ہیں۔ اسی طرح دیگر ممالک میں بھی انسانی حقوق کی ضمانت دی گئی ہے لیکن جب بات قوانین کے نفاذ اور تمام بنیادی حقوق تک یکساں رسائی کی آتی ہے تو مقتدر اور بااثر طبقات ذات، نسل، مذہب، رنگ اور جنس کے نام پر انسانی حقوق کی فراہمی میں رکاوٹیں پیدا کرتے ہیں اور کمزور و اقلیتی طبقات کو امتیازی سلوک کا نشانہ بنانے کے ساتھ ساتھ مختلف حیلوں اور بہانوں سے حقوق سے محروم کرتے ہیں۔

دنیا کے مختلف خطوں میں نہ صرف انسانی حقوق سلب کیے جا رہے ہیں بلکہ حق تلفی کے خلاف اٹھنے والی آوازوں کو بھی دبایا اور کچلا جا رہا ہے۔ ایسے میں انسانی حقوق کی پاسداری صرف اسی صورت میں ممکن ہے کہ دنیا میں ایک ایسا نظام اور سماجی ڈھانچہ قائم کیا جائے جہاں حکومتوں اور طاقتوں کو جواب دہ بنایا جا سکے اور انسانی حقوق کی خلاف ورزی پر ان کا احتساب کیا جا سکے۔ بہر حال، دنیا بھر کے انسانی حقوق کے علمبرداروں اور کارکنوں کو اپنی جد و جہد جاری رکھنے اور موجودہ وسائل اور قوانین کی مدد سے کمزور اور اقلیتی طبقات کے لیے انصاف و مساوات کی آواز مزید شدت سے اٹھانے کی ضرورت ہے۔
