Introduction

Effectiveness.

Prevention programs are essential in tackling any challenge before it arises to avoid the cost of handling that problem in the long run. One of the most influential prevention programs against drug abuse in America is Drug Abuse Resistance Education (DARE). Types of prevention strategies include primordial, primary, secondary, and tertiary prevention strategies, with each focusing on a stage of the drug abuse menace.

DARE focuses on eliminating violence alongside drug abuse amongst youths through the impaction of knowledge and skills vital for this purpose. This program focuses on handling peer pressure among youths, a crucial cause of drug abuse in the country. It is a school-based program implemented by more than 8,600 law-enforcement institutions across the nation (Papirom, 2019). The program is grounded in elementary schools and attempts to impact children early in life, teaching them that growth is about resisting peer pressure. The program also emphasizes personal decision-making and positivity in facing life challenges.

The program has achieved massive success due to the approach of selecting informed designers. DARE was designed by educators and has been taught by specially trained officers. The program is also grounded on sound research, which offers the critical elements vital to handling the scourge of drug abuse (Papirom, 2019). These fundamental principles are accurate information, survival and decision-making expertise, and positive substitutes for drug abuse.

A major challenge to the program was its implementation, with the main executors being police officers. The image of the police service within the country is not that of reformers but instead, one of punishment enforcement. This was crucial in causing the development of public hysteria and mistrust amongst the public. Additionally, the program’s timing was during massive drug raids by the government and massive arrests for the suspects, striking paranoia within the public who imagined it was an undercover program.

Police celebrate DARE graduates in E. Hawaii

More than 600 East Hawaii students attended a day of festivities to celebrate their graduation from the DARE program.

The Hawaii Police Department and school resource officers would like to congratulate the 2024 graduates of the Drug Abuse Resistance Education (DARE) program.

East Hawaii DARE graduates from Hilo Intermediate, Waiakea Intermediate, Pahoa Elementary, Kea’au Elementary and Pahoa Intermediate schools on Thursday, May 23, celebrated their completion of the DARE program, a nationally recognized initiative teaching students how to make good decisions, be responsible, and handle bullying and peer pressure.

Hosted at the Kawamoto Swim Stadium, the day began with the master of ceremonies, Capt. Roy Valera, delivering the opening remarks to over 600 enthusiastic students in attendance.

Police Chaplain Renee Godoy’s gave the benediction followed by the presentation of colors by the Hilo JROTCP and singing of the National Anthem by Kaylan Gomes of Honokaa High School.

Police Chief Moszkowicz then gave his opening remarks and words of encouragement before awarding the students with a day of fun and excitement for all of their hard work.

After the opening ceremony and the students reciting the DARE pledge, they were presented with a scenario reenacting a traffic collision. The Hawaii Police Department worked in conjunction with the Hawaii County Fire Department in simulating how medics would provide aide in the event of a collision that resulted in severe injuries.

The Hawaii County Fire Department’s police helicopter arrived and airlifted the victim out of the area, much to the amazement and cheers of the students. Students were also treated to a demonstration by the Special Response Team addressing a bomb threat, utilizing a robot.

The event featured waterslides, swimming, carnival games and other activities. A tug-of-war championship between the schools resulted in Waiakea Intermediate winning, and a perpetual trophy will be displayed in their school’s trophy case.

The HPD extends its gratitude to both public and private volunteer groups for assisting in this event, as well as to county agencies, particularly the Parks and Recreation Department and the prosecutor’s office, for donating many of the prizes handed out that day.

This event was especially meaningful as it was the first large gathering of DARE graduates since 2019 due to the COVID-19 pandemic.
