This same logic applies to private and public colleges. Public colleges, which are characteristically larger institutions, will admit greater numbers of students, leading to higher acceptance rates. However, public colleges have also been impacted by a larger number of applicants. When you’re building your college list, it’s advisable to include a balance of reach, match, and safety schools to improve your chances of acceptance.

It's important to keep in mind that college admission rates don’t necessarily reflect the quality of education or the quality of students who apply, and you shouldn’t be discouraged from applying to schools based on these numbers.

What is the Difference Between Admission Yield and Enrollment Rate?

Admission yield is the percentage of students who accepted enrollment into a college after being granted admission. These vary significantly from school to school. For example, the University of California, Berkeley’s yield rate for 2022 was just 40% while the yield rate for Yale was a whopping 83%.

As students apply to greater numbers of colleges and have more options, yield rates decline.

However, even with all of these differentiators, it’s important to remember that none of these can guarantee acceptance, especially at selective institutions. NORTH COLLEGE HILL, Ohio — A dozen complaints from former or current North College Hill police officers detail the "hostile" work environment created by Chief Ryan Schrand, who was placed on administrative leave in March.

WCPO received copies of letters sent to Mayor Tracie Nichols about Schrand and Lt. Frank Petrocelli describing their behavior and impact on officers.

One letter from former officer Josh Six, who worked in North College Hill for nearly a decade, said Schrand "had nearly completely destroyed any sense of morale, family and the team environment" previously found in the department.

"We soon learned, to disagree with Chief Schrand meant there 'would be hell to pay,'" Six wrote.

Six described an environment where Schrand would "openly mock officers" who won discipline disputes and comment that "it was his department and he could do what he wanted."

"He took a department many of us loved to work at, be part of, and made it the most miserable place I have ever had the displeasure to experience," Six said.

Six also mentioned Petrocelli, who he claimed would lie during discipline disputes and "admitted to forging documents of previous discipline and inserting them into my personnel jacket in order to make (my) termination seem valid as well."

Former officer Douglas Rush also commented on Petrocelli, saying he pressured him on two occasions to issue citations to "generate revenue for mayor's court."

Retired Lt. Todd Maus said in his letter to Nichols that Schrand allowed Petrocelli to "fall asleep in staff meetings" and "continually speak badly of me ... about my decision making and handling of situations as a supervisor."

Maus said Schrand was "very egotistical, vindictive, berates his officers in front of others and shows favoritism."

Multiple other officers noted that Schrand held grudges and would retaliate against those who disagreed.

Former officer Shaun Miller, who said he began at the department around the same time as Schrand, claimed he was immediately targeted once Schrand became chief. He said he believes Schrand actively tried to keep him from getting promoted, investigated him for things that were not against policy and was a hostile boss.

Current officer Megan Whyle noted a time at the beginning of her employment when rumors were being spread within the police department suggesting an intimate relationship between her and a male training officer. It was nothing more than a friendship, but Schrand repeatedly pressed her on it for the eight years she's been employed, she claimed.

"The harassing nature of these conversations made me feel uncomfortable. Since then, officers have come to me and told me Chief Schrand approached them about the rumors," she said. "(Another officer) told me Chief Schrand asked him about the nature of my relationship with (my colleague). According to (him), when he did not have or provide any information about it, Chief Schrand told him that if he found out I lied about my relationship with (my colleague) he would, "bury me, fire me immediately and go to the extent of putting me on the Brady list."

The Brady List is defined as "a list compiled usually by a prosecutor's office or a police department containing the names and details of law enforcement officers who have had sustained incidents of untruthfulness, criminal convictions, candor issues or some type of issues placing their credibility into question," the officer explained in her letter.

Whyle also states she approached commanding officers last year about a potential promotion only to be told there wasn't room in the budget for training and got a direct dismissal of the idea from Schrand, according to her letter.

While he is on leave, Nichols said Schrand's responsibilities have been transferred to Lt. Craig Chaney, who one former officer said "the entire department loves and respects."

Chaney had also written a letter to Nichols, stating that despite numerous conversations with Schrand "he refused to change or listen to his most trusted members."

"I have been here for eight years and in that time, we have lost over 30 officers," he said. "Most of those officers have left for other agencies because of the treatment officers received by Chief Schrand."

Since Chaney has taken over, North College Hill has announced Petrocelli's leave as well.

"I apologize if recent circumstances have caused a distraction but I trust that you'll remain committed to serving and protecting the citizens of North College Hill," Chaney said in a letter to officers.

Chief Schrand hadn't respond to a request for comment by publication.

Lt. Petrocelli issued a statement reading: “I am looking forward to the City finding a fair and impartial investigator, clearing my name, and getting back to work.”

It wasn't clear where the city stood in a search for an arbitrator to investigate the claims made against Schrand and Petrocelli.

Mayor Nichols' announcement that Schrand and Petrocelli would be placed on leave came after 75% of the North College Hill Fire Department threatened to walk off the job and City Administrator Jennifer Ekey came to a resignation agreement with the city allowing her to step away with pay.

2 major student loan forgiveness application deadlines are just days away.

Two highly significant student loan forgiveness application deadlines are rapidly approaching. Some borrowers may have to take certain steps by April 30th in order to qualify for any student loan relief, or at least minimize risks of significant delays.

So far, the Biden administration has approved more than $150 billion in student loan cancellation through a variety of separate initiatives, including temporary programs and waivers. Relief under one of those waivers, called the IDR Account Adjustment, already represents more than a third of that total, making it one of the most significant of President Biden’s student loan forgiveness initiatives. But the account adjustment is set to end this summer, and certain borrowers may need to apply to consolidate their loans before April 30th in order to benefit.

Meanwhile, the Public Service Loan Forgiveness program — which also represents a significant portion of the $150 billion in debt relief approved by the Biden administration — faces a major upcoming deadline on the same date. PSLF is about to undergo an extended processing suspension , during which no PSLF applications will be reviewed. Advocates are encouraging borrowers to submit PSLF forms and take other important steps prior to April 30th.

Here are the details.

April 30th Is Key Student Loan Forgiveness Application Deadline For IDR Account Adjustment

The IDR Account Adjustment is a temporary Biden administration program designed to “fix” longstanding problems with income-driven repayment plans by temporarily waiving certain requirements.

IDR can allow borrowers to get student loan forgiveness after 20 or 25 years in repayment. But administrative problems, confusing rules, forbearance-steering practices, and poor oversight led to many issues that have served as a barrier to relief. The account adjustment is designed to address this by crediting borrowers with time toward their IDR loan forgiveness term for periods that may not have previously counted, such as payments made on other repayment plans, as well as certain periods of deferment and forbearance.The account adjustment has already been a resounding success, with more $49 billion in loan forgiveness approved for nearly a million borrowers.

But the initiative is temporary, and it is winding down this summer. While borrowers with Direct loans and other Education Department-owned federal student loans can benefit from the adjustment automatically, those who have other types of federal loans must apply to consolidate them through the Direct loan program by April 30th.

“If you have commercially held FFEL or any Perkins or HEAL loans, we encourage you to consolidate them by April 30, 2024, to benefit from the payment count adjustment,” according to the department. While the consolidation process can take around 60 days, the application itself must be submitted prior to the deadline for the borrower to receive the benefits associated with the IDR Account Adjustment.

Consolidating loans can also allow borrowers to maximize IDR credit under the account adjustment, because the department says it will credit the new consolidation loan with the highest amount of loan forgiveness “time” based on the underlying loan that has the longest repayment history. Consolidation may also be necessary for non-Direct loan borrowers to receive PSLF credit (which is possible under the adjustment, as well).

“Submitting a consolidation application alone does not guarantee any benefits under the payment count adjustment,” notes the department. “In general, it takes at least 60 days to process a Direct Consolidation Loan application and to disburse the new loan. This means that if you want to consolidate your loan(s) in order to get the benefit of the adjustment, you should submit a loan consolidation application by April 30, 2024.”

April 30th Is Also Key Student Loan Forgiveness Date For PSLF

Separately from the IDR Account Adjustment, the PSLF program is about to undergo a lengthy processing pause. Starting on May 1, no student loan forgiveness applications or employment certifications associated with PSLF will be reviewed or processed until at least July, as the department transitions the PSLF servicing interface from MOHELA to StudentAid.gov

Borrowers may want to submit a PSLF application — either to request loan forgiveness, or to simply update their PSLF qualifying payment count — by April 30th so that it is in the system before the pause begins. While the forms will be highly unlikely to get reviewed or processed prior to August, it could allow for faster processing once the suspension ends, given the anticipated backlog and associated delays that will likely occur once the program gets back up and running again.

“We anticipate substantial PSLF processing delays after the pause ends,” said the National Consumer Law Center in a new blog post covering the suspension. “Borrowers should be prepared for significant delays in processing Employment Certification Forms (ECF), updating PSLF payment counts, and processing loan forgiveness applications for eligible borrowers.”

In addition, borrowers may want to download their current PSLF records from MOHELA before the suspension goes into effect, because they will lose access to their current PSLF information starting on May 1. This includes qualifying employment periods, PSLF payment counts, and month-by-month breakdowns of eligible and ineligible payments.

“It is very likely that some borrowers’ account information, including qualifying payment counts, may be inaccurately reported on studentaid.gov or may not be reported at all for some time after the processing pause,” warned NCLC in the blog post. “We strongly advise borrowers to download all PSLF payment count and tracking information from MOHELA by April 30th, as that information may not be available or accessible on MOHELA’s website during and after the processing pause.”

Additional Key Student Loan Forgiveness Deadline On May 17th

Meanwhile, earlier this week the Biden administration released draft regulations governing a brand new student loan forgiveness plan. This program, if enacted, could provide debt relief to 25 million borrowers through multiple avenues.

With the draft rules formally published, the public now has a 30-day period to submit comments , with a deadline of May 17th. The Education Department “will carefully consider comments received and aims to finalize these rules in time to start delivering relief,” which the administration anticipates happening by the fall, according to a department statement earlier this week.

Columbia Students Arrested Over Campus Rally May Face Other Consequences

Many of the more than 100 Columbia University and Barnard College students who were arrested after refusing to leave a pro-Palestinian encampment on campus on Thursday woke up to a chilly new reality this week: Columbia said that their IDs would soon stop working, and some of them would not be able to finish the semester.

The students who were arrested were released with summonses. The university said all of the 100 or so students involved in the protest had been informed that they were suspended.

For some of those students, that means they must vacate their student housing, with just weeks before the semester ends.

Yet whatever the consequences, several of the students said in interviews that they were determined to keep protesting Israel’s ongoing war in Gaza.

They said that after being loaded onto buses with their hands tied, they had sung all the way to police headquarters. Many expressed a renewed belief in their cause, and were glad that the eyes of the nation were on Columbia and Barnard , its sister college .

The protests, the arrests and the subsequent disciplinary action came a day after the congressional testimony this week of Columbia’s president, Nemat Shafik, at a hearing about antisemitism on campus. Columbia has said there have been a number of antisemitic episodes, including one attack, and many Jewish students have seen the protests as antisemitic.

Responding to aggressive questioning from the House committee, Columbia officials said some of the protesters on campus had used antisemitic language that might warrant discipline.

But on campus fury was building. The administration called in the Police Department to quell the protests. Arrests — at least 108 — soon followed.

The aggressive response left students shaken — but also, they say, energized.

Among the protesters, whose demands included that Columbia divest from companies connected to Israel, was one particularly high-profile name: Isra Hirsi, a Barnard student who is the daughter of Representative Ilhan Omar, Democrat of Minnesota.

At the congressional hearing on Wednesday, Ms. Omar had questioned Columbia administrators about their treatment of Palestinian and Muslim students. As Ms. Omar spoke in Washington, her daughter was in New York helping to organize the campus encampment of about 50 tents.

Ms. Hirsi, a junior, said in an interview that while she had been “mentally preparing” for being arrested, she was “shocked” at what actually unfolded. She left a precinct house at around 9:30 p.m. “So I was in zip ties for over seven hours,” she said.

Since being released, Ms. Hirsi, 21, said her professors had been supportive, although she was unsure what the future held. Still, she added that she was glad students had put a spotlight on the “hypocrisy coming from the Columbia University administration.”

“Everybody is invigorated,” she said.

“Even at this moment in time, they’re still holding down the south lawn,” she continued. “I think it’s beautiful.”

The next several weeks will be an uncertain period for those who were arrested, as well as for the university’s leaders. Many student protesters remained defiant after the arrests and vowed to continue their demonstrations.

For the unknown number of students who were suspended, a major shake-up looms as the semester ends.

Police officials said the students had received summonses for trespassing. The students said they expected to make initial court appearances next month. All of the students who were at the encampment have been suspended, university officials said, though it was not clear if every student at the encampment had been arrested.

The suspensions prohibit students from attending university events or getting into campus spaces, including dining halls, classrooms and libraries, the university said. It was not clear how long those prohibitions would last.

Some Barnard students said that they had received unexpected email warnings giving them 15 minutes to pack their belongings. Staff members would then escort any suspended students out of their dormitories, these students said they were told.

Some students, including Ms. Hirsi, said they were now bouncing between friends’ apartments. She said that she would fight her interim suspension. She said she had not yet returned to her room because doing so would require going with a chaperone from Barnard’s public safety team.

“I don’t really like the idea of that,” Ms. Hirsi said. “It makes me feel like more of a criminal than I think that I am.”

On Friday, Ms. Omar posted a message on social media saying that her daughter was not a lawbreaker, but a leader. She wrote that she was “enormously proud of her” for “pushing her school to stand against genocide.”

“Stepping up to change what you can’t tolerate is why we as a country have the right to speech, assembly, and petition enshrined in our constitution,” Ms. Omar wrote.

In a sharp editorial published this week , the campus newspaper, The Columbia Daily Spectator, denounced Dr. Shafik’s decision to arrest students and called on her to do more to protect protesters who have been doxxed, saying she had “demonstrated a complete lack of consistency in enforcing her principles, failing to differentiate between speech she personally opposes and speech warranting suppression.”

Dr. Shafik, who goes by Minouche, said in a letter on Thursday announcing her decision to summon the Police Department that the encampment had disrupted campus life and had created an atmosphere of intimidation.

Dr. Shafik said of calling in the police that she had taken “this extraordinary step because these are extraordinary circumstances.”

But many of the protesters, including several Jewish students, objected to the administration’s characterization of the tent demonstration. One Ph.D. candidate at Columbia who declined to give her last name said she was standing by the morals and ethics her Jewish faith had ingrained in her — not menacing her classmates.

Another Jewish sophomore at the university, Iris Hsiang, said it was the college — rather than her peers — that had made her feel unsafe. Her only crime, she said, was “sitting and singing on the lawns.”

She added that the coming commemoration of Passover, which marks Jewish freedom from slavery in Egypt, weighed on her. It was part of why she felt compelled to join the encampment.

“Judaism means standing for the liberation of all people,” she said. “And ‘never again’ means never again for anyone."

Ms. Hsiang was among the students who were shuffled into a series of holding cells and processed at police headquarters over the course of eight hours. Men and women were split up, and officers eventually cut off some of the zip ties. A number of Muslim students struggled to find space for their daily prayers, protesters said.

The Police Department did not respond to a request for comment.

The mood was anxious at times. But the students said they tried to maintain their morale.

“We were chanting all the way through until we were put in our cells,” said Marie Adele Grosso, a 19-year-old Barnard student.

Ms. Grosso said she joined the encampment in part to follow a model of activism her family had set. Her family has loved ones in Gaza.

“I’ve known for a while that this is something I would be willing to be arrested for,” she said.

When her grandmother heard about what had happened on campus, she sent her a text.

“She was proud of me,” Ms. Grosso said.
