As a visiting researcher, you must hold a university or college degree which qualifies you to access postgraduate studies.

You will need a residence permit and may only work with the research body that is employing you.

Residence permit application for visiting researchers

The employee and the employer are responsible for different steps in the process of applying to the Swedish Migration Agency (Migrationsverket) for a residence permit for visiting researchers.

If you are the citizen of a non-EU/EEA country and want to be a visiting researcher, you need to obtain a residence permit. You do not need a permit to work for less than 90 days. However, citizens of certain countries need a visa to travel to Sweden. In order to obtain a residence permit, you must

  • have a valid passport
  • have a hosting agreement with a research principal that has been approved by the Swedish Research Council.

You can apply for residence permit online. You cannot enter Sweden until the permit has been granted.

Permit to study, research or work

Some citizens need a permit to study, research or work. Make sure to apply for the correct permit and that it is granted before entry to Sweden.

Non EU/EEA citizens

The length of your stay in Sweden determine if you need a permit or not. 

Short term stay (0-3 months) If you are planning to visit Umeå University for a short time you do not need a residence or work permit. Depending on your citizenship you might need a short-term visa to enter Sweden.

Long term stay (more than 3 months) If you are planning to stay longer than three months, you must have a residence or work permit of some sort.

Residence permit for researchers

If your work involves research, you are exempt from the requirement of a work permit, but you need to apply for a residence permit if you are staying longer than 3 months.

To be eligible for a residence permit, you must

  • have a valid passport (if your passport will expire soon, you should renew it since you cannot get a permit for longer than the validity of your passport)
  • have a hosting agreement - you will get this document from you host department
  • have enough money for your stay in Sweden and to be able to pay your travel home
  • have, or have applied for, comprehensive health insurance (if you will be in Sweden for a maximum of one year - you will get this document from your host department)
  • pay a fee in most cases (application fees for work permits.

Your permit must be issued before travelling to Sweden.

If you have a valid permit in another EU-country you are welcome to visit Sweden as a guest. To reside and work in Sweden you must have applied for and received a residence permit before entry to Sweden. Residence permit for researchers - information on the Migration Agency webpage

After the decision has been made

The Swedish Migration Agency sends the decision to the embassy or consulate-general where you turned in your application or that you wrote in your online application. When you go to collect your decision, you must bring your passport with you. You can receive a permit for the same period that the hosting agreement covers, but never longer than the validity of your passport. If you are to continue conducting research in Sweden, you must apply for an extension of your permit.

Resi­dence permit card If you are granted a permit for more than three months, you will receive a residence permit card. The card is a certification that you have permission to be in Sweden and contains your fingerprints and a photo of you, among other information.

If you need a visa to travel to Sweden , you must visit the Swedish embassy or consulate-general to be photographed and provide your fingerprints as soon as possible. Contact the embassy or the consulate-general before your visit.

When the residence permit card is ready, the embassy or consulate-general will hand out or send the finished card to you. Keep in mind that it can take up to four weeks to manufacture and deliver the card to the embassy or consulate-general after you have received your decision. When you travel into Sweden, you must present the residence permit card together with a valid passport.

If you can travel to Sweden without a visa , you should be able to present a copy of the decision when you travel in. As soon as you can after arriving in Sweden, you must book an appointment to submit fingerprints and be photographed. After that, we make your residence permit card. When the residence permit card is ready, we send it to your address in Sweden.

My work does not involve research

If your work does not involve research at all or if the main part of your work is teaching you need to apply for a work permit if you are staying longer than three months.

You must have been offered a job before you can obtain a work permit. (You cannot obtain a work permit to go to Sweden and look for a job). You cannot enter Sweden until the permit has been granted.

To obtain a work permit you must:

  • have been offered terms of employment that are at least on par with those set by Swedish collective agreements or which are customary within the occupation or industry
  • have been offered a salary that is at least on par with that set by Swedish collective agreements or which is customary within the occupation or industry
  • you must be offered a position that will enable you to support yourself. In order to satisfy this support requirement, you need to work to an extent that will result in a salary of at least SEK 13,000 per month before taxes
  • have an employer who intends to provide insurance covering health, life, employment and pension when you begin to work.

Doctoral Student - admitted to studies in Sweden

Resi­dence permit for doctoral studies

Doctoral studies involve four years of full-time study, with a possibility to extension up to five years, which include a number of courses and a doctoral thesis.

The Migration Agency grants residence permits for the time required for postgraduate education, but never for longer than the passport's validity. Although the time for doctoral studies are for several years the residence permit is granted for a maximum of two years at a time. After two years you need to extend your permit and after four years you might qualify to apply for a permanent residence permit in Sweden.

To be eligible for a permit you must:

  • have been admitted to full-time doctoral studies that require your presence in higher education in Sweden (you need a study certificate and a confirmation that you are admitted to doctoral studies - your will get this from your host department)
  • be able to support yourself during the time for which you are applying for a residence permit (information about your income will be included in your study certificate)
  • have, or have applied for, a comprehensive health insurance policy. If you are staying for a longer time than one year you will be part of the national insurance system in Sweden. Doctoral student permit - information from the Migration Agency webpage

Exchange Doctoral Student - not admitted to studies in Sweden

Residence permit for visitors

If you have been invited to study or do research in Sweden as part of a study programme in another country, you must apply for a visitor's permit. This applies if you will be in Sweden for more than 90 days in a 180-day period. A visitor's permit is usually valid for no more than six months, or up to one year.

In order to receive a visitors permit you must:

  • have a passport that is valid for at least three months after the visa has expired, was issued in the last ten years and has at least two empty pages
  • be able to describe the purpose of your visit
  • have an invitation or proof of acceptance from a university in Sweden
  • have a certificate from your university abroad if you are already registered at a university
  • have money to support yourself and for the return trip home (Sweden also requires you to have 450 SEK for each day you stay in Sweden)
  • have an individual medical travel insurance that covers all costs that may arise in connection with emergency medical treatment, urgent medical care or transportation to your home country for medical reasons (the insurance must cover costs of at least 30,000 EUR and be valid for all Schengen countries)
  • show that you intend to leave Sweden and the Schengen area on the last day before the visa expires
  • a photograph that is in passport format and taken with you facing the camera and which is not older than six months

Resi­dence permit card

If you have been granted a residence permit you will also receive a residence permit card as proof that you are permitted to live in Sweden. The card has a computer chip that contains your fingerprints and a photo of you. You always need to have your residence permit card with you when you go to government agencies or the health care services.

Depending on your citizenship you might be able to travel to Sweden and complete the process of making the card here. If you cannot enter Sweden without the residence permit card you need to wait until you receive it. Information about resicence permit card

Apply online - paper applications take longer to process

To enable the Migration Agency to make a decision on your case, all details must be complete and all the necessary documents must be enclosed. This means that the processing time is shorter if everything required is included from the start, rather than having to provide additional information afterwards. You also need certain documentation from Umeå University.

Accompanying family members

Each member of your family will be processed individually - make sure that all documentations for all individuals are in order. Family members applications is sent in at the same time as your own if you are all moving at the same time, but it can also be done later.

Visa for visits 0-3 months (only for some citizens)

If you are staying in Sweden shorter time than 90 days you do not need a residence or work permit. Although, citizens from some countries might need a visa to visit Sweden. The embassy or consulate-general normally makes the decisions regarding visas, but in some circumstances it can hand the matter to the Swedish Migration Agency for decision-making. Facts about visa

Nordic citizens

If you are a citizen of Denmark, Finland, Norway or Iceland you may be considered both a Nordic citizen and an EU citizen, and use two different sets of rules.

Nordic agreement The Nordic countries have an agreement which states that Nordic citizens have a right to live in whichever Nordic country they choose. You do not need to apply for a residence permit. Migration Agency information

EU/EEA citizens

As an EU citizen you have the right to work, study or live in Sweden without a residence permit. This is called right of residence. You have right of residence if you have an employment.

International and exchange students from outside the EU/EEA who are admitted for studies lasting longer than three months must apply for a residence permit for studies (“uppehållstillstånd” in Swedish).

If your total period of stay in Sweden is less than three months, you should not apply for a residence permit, but should instead apply for an entry visa. Citizens of some countries may stay in Sweden for up to three months without a residence permit or visa. During this period, it is permitted to study.

Residence permit to seek employment after studies

If you have a residence permit for studies and have completed your programme (that has lasted for at least two semesters), you can get a residence permit for 12 months to seek employment or examine the possibilities of starting your own business here. You must apply for a residence permit while you are still in Sweden and before your current permit for studies expires.

Eu/eea citizens.

EU/EEA citizens who are registered students at a Swedish university and have comprehensive health insurance automatically have right of residence in Sweden, and therefore do not need to apply for a residence permit at the Swedish Migration Agency.

Non EU/EEA citizens

Note that if you are an incoming Erasmus+ exchange student without a citizenship in an EU/EEA country you would in most cases need to apply for a residence permit for studies in Sweden. This applies even if you have a Schengen visa for studies.  Residence permits for studies

Tips for Moving to Sweden to Research or Study

Sweden is one of the best countries to live in as a student or researcher. Here are some practical things to know before you move to help you quickly settle in.

Permits and Visas

If you are a citizen of the EU/EEA, you will not need a visa or residence permit to work or study in Sweden. Make sure your travel documents and health insurance will be valid for the length of your stay.

If you are not a citizen of the EU/EEA, you will need a residence permit to study or work in Sweden and you may also need a visa. PhD students should apply for a residence permit for studies while postdocs, professors, and guest researchers should apply for a residence permit for visiting researchers . Your permit will only be issued for the period your passport is valid, so you may need to renew it before you apply.

Once your arrive in Sweden, you must make an appointment at the Swedish Migration Agency ( Migrationsverket ) to register your biometrics and get your picture taken for your residence permit card. The card is proof of your Swedish residence permit and need to be shown along with your passport each time you enter the country.

Bringing Your Family

If you have a permit as a visiting researcher or student , your family members can get residence permits for the same period. If the permit is valid for more than six months, your spouse or partner will get a work permit as well. Family members include a spouse, cohabitating partner, registered partner, and unmarried children under 18.

Swedish Personal Identity Number

International students or researchers who are going to be in Sweden for one year (more than two semesters) or longer must register with the Swedish Tax Agency ( Skatteverket ) and apply for a Swedish personal identity number ( personnummer ). The personal identity number is an integral part of daily life in Sweden and is used for things such as accessing public health care, getting insurance, mobile banking, and getting a cell phone.

You must visit a Swedish Tax Agency office in person to register in the Swedish Population Register and apply for a personal identification number. The exact documents you have to bring with you will depend on your citizenship . Once you receive your personnummer you can apply for an ID card .

Students or researchers who will be in Sweden for less than a year and will be paid during that time must register with the Swedish Tax Agency to get a coordination number ( samordningsnummer ) for tax purposes.

Health Insurance

As stated above, the Swedish personal identity number entitles you to pay the same patient fees as Swedish citizens. If you will be in Sweden for less than a year, you will have to arrange your own health insurance to cover any costs that may arise while you are in Sweden. You may want to buy travel insurance for at least 30 days to cover the time between when you arrive and when you receive your personal identity number and ID card.

If you are staying over a year it’s a good idea to get a Swedish bank account. There a four major banks in Sweden, SEB , Handelsbanken , Nordea , and Swedbank , and they all offer banking services in English. You should be able open a bank account before you have received your personal identity number, but you will need it as well as an ID card and Swedish cell phone number to access the full range of banking services. If you will be in Sweden for less than a year, talk to your university about payments to a foreign bank account. Swedish salaries are usually paid on the 25th of each month.

It is a good idea to have a few weeks worth of living expenses available in your home bank account as it may take some time to get your Swedish bank account and salary deposit set up. Check with your home bank before you travel to make sure you will be able to use your bank card abroad. Note that it is not necessary to bring cash with you when you move; Sweden is essentially cashless. Many banks no longer handle cash and many stores and businesses no longer accept it.

Learning Swedish

While English is the working language of many universities and research institutions, learning Swedish will help you establish yourself and improve your experience in the country. Many universities offer Swedish courses for their PhD students. There is also a free Swedish language program called Swedish For Immigrants ( Svenska för invandrare ) that is open to adult immigrants with a personal identity number. SFI courses provide a basic knowledge of the Swedish language and society. Check with your municipality to register.

Residence Permit for Visiting Researchers

If you are the citizen of a non-EU country and want to be a visiting researcher, you need to obtain a residence permit.

A visiting researcher is a person who has taken their doctor's degree or is qualified to start their doctoral studies and who has been invited by a Swedish institution to conduct research in Sweden.

Application Process :

  • You can apply for residence permit online.
  • You cannot enter Sweden until the permit has been granted.
  • If you are currently in Sweden with a valid residence permit for studies you may submit an online application while in Sweden.
  • You will probably be required to pay an application fee
  • Once they have received your application, if you obtain a permit for more than three months, you will also receive a residence permit card.
  • The decision will be sent to the embassy or consulate general you indicated in your application

Before you move to sweden, you’ll need to apply for a residence permit..

But first, you must be admitted to full-time accredited university studies in Sweden and have paid your first tuition fee instalment. Don’t be late! ⏰ The application process for a residence permit can, depending on your circumstances, take several months to get a decision. As soon as you’ve paid your first tuition fee, get cracking. See the current waiting time . ↗️

  • Prepare your supporting documentation. This includes copies of your passport and letter of admission as well as proving that you can support yourself financially during your time as a student in Sweden. You’ll also need health insurance if you’ll be staying in Sweden for less than one year.

If you’re going to stay in Sweden for more than one year, you’re generally required to register in the Swedish Population Register. Make sure your residence permit is valid for at least one year. You can register by filling in the “Move to Sweden” form ↗️ already before you come to Sweden – this way, you will also see what documents you need to bring to Sweden. Then, when you are in Sweden, you only need to go to one of the offices of the Swedish Tax Agency to get it all done. By doing this you also get a Swedish personal identity number – a “personnummer”. We’re not kidding. It really does make things easier. And you’ll use it on a daily basis for things like borrowing books from the public library, collecting bonus points for grocery shopping, picking up a parcel from the delivery collection point… Should we go on? And actually, you might struggle to get some things sorted (like opening a bank account) without a personal identity number. So yeah, we’d say it’s an important number to get.

Need to prove your identity when you’re here? So, generally it’s perfectly fine to use your passport or local ID card. But there are times when having a Swedish ID makes things easier. Like when you’re proving your identity in banks, shops, pharmacies, or when you’re in contact with Swedish authorities.

How can I get a Swedish ID card?

First things first, you’ll need to have registered in the Swedish Population Register. After you’ve received your personal identity number, you can go ahead and apply for your Swedish ID card . ↗️ You’ll do this through the Swedish Tax Agency too.

Residence permit for doctoral students

The main rule: as doctoral student admitted at KI you should apply for residence permit for doctoral studies when planning to stay for longer than three months in Sweden. The permit must be issued before you travel to Sweden. This applies to non-EU citizens.

Residence permit for doctoral studies

The Swedish Migration Agency can issue residence permit for doctoral studies covering a period from 3 months up to 48 months. You need to submit the university’s formal admission decision and an attestation of studies, see the Migration Agency's checklist  ( Checklistor och exempel för studieintyg gällande studier på forskarnivå doktorandstudier, på engelska ) together with your application. Please, note that permits cannot be granted for a longer period than the period of validity on your passport. The permit must be in place before travel to Sweden.

EU citizens who want to stay in Sweden for more than three months do not need to register with the Swedish Migration Agency. Exception Swiss citizens . 

Extend a permit

You can apply for extension of residence permit  at the earliest six months before your current permit expires. You have the right to remain in Sweden and wait for a decision. 

Resi­dence permit for looking for work after studies

If you have a residence permit for studies in higher education in Sweden and have completed your studies you can get a residence permit to seek employment or explore the possibilities of starting your own business here. The permit is valid for 12 months.

Permanent residence permit

If you have lived in Sweden and had a residence permit for doctoral studies for a total of four years over the past seven years, you can apply for a permanent residence permit , but not earlier than 14 days before your current permit expires. 

Time with a residence permit for doctoral studies, a work permit and a residence permit for researcher can be included under condition that you have fulfilled the conditions for the respective type of permit. Time with a residence permit for studies other than doctoral studies does not count.

Since 20 July 2021, applicants must fulfil new, special requirements in order to obtain a permanent residence permit in Sweden. For example, you must be able to support yourself financially through permanent employment, or fixed-term employment.

The requirement for sufficient Swedish language and civics skills has not yet been implemented. 

If you cannot be granted a permanent residence permit but there is reason to extend a residence permit for doctoral studies, then the Swedish Migration Agency will examine it without the applicant having to request it. If there is nothing that shows that there are other reasons for other type of permit, the Swedish Migration Agency does not have an obligation to investigate any other reasons. You have to state clearly if you would like to apply for example permit for looking for work after studies as your second or third choice.

Long-term residence status

If you have stayed in Sweden for five years with a residence permit, or have been legally resident on other grounds, you can apply for l ong-term resident status in Sweden. 

Visiting doctoral student

If you are a doctoral student but not admitted to doctoral studies in Sweden, you should apply for visitor’s permit (classification O).  A visitor's permit is valid for up to one year at most and cannot be extended. This permit is only valid for a visit, and you may not have employment or take up residence in Sweden. 

Residence permit for studies in another EU country

If you have been granted a residence permit for studies in higher education in another EU country and are studying in a Union programme or a multilateral programme that includes mobility measures (Erasmus or Marie Skłodowska-Curie Actions) you must in most cases notify the Swedish Migration Agency of your planned stay in Sweden, see  Notification of planned mobility studies

Visa & Immigration Information

Most researchers at risk enter Europe via a researcher or scientific visa. This is usually a long-stay visa, on the basis of a “hosting agreement” with a higher education or research institution in the host country. While the rights afforded under scientific/researcher visas vary across EU member states, in most countries there are provisions for family members to join the researcher. The relevant EU directive addressing the mobility of third-country researchers is the Directive (EU) 2016/801 of the European Parliament and of the Council of 11 May 2016 on the conditions of entry and residence of third-country nationals for the purposes of research, studies, training, voluntary service, pupil exchange schemes or educational projects and au pairing. The Directive sets out several rules of relevance to researchers at risk. It provides for immediate family reunification for non-EU family members of non-EU researchers, access to the labour market and intra-EU mobility for researchers. An important provision in the Directive, of particular value to researchers at risk, is permission to stay on in the territory for the purposes of job-seeking for a period of at least 9 months following completion of their research. With regard to intra-EU mobility, the Directive allows for mobility of up to 6 months per Member State without a notification procedure, and mobility for more than 6 months per Member State by notification or application. Unfortunately, however, there are important differences in how EU member states transpose the directive into national legislation.

Work permit

Eu/eea and swiss citizens.

You do not need a work permit or visa. As an EU citizen you have the right to work, study or live in Sweden also without a residence permit.The right of EU citizens to stay in Sweden without a residence permit is called right of residence. You have right of residence if you are employed, self-employed, a student or have sufficient means to support yourself.

Non-EU/EEA citizens

You do not need a permit to work for less than three months, if you plan to work in sweden for longer than three months, you will need a permit.

If you are a citizen of a non-EU country you will need a residence permit (applies for visiting researchers) or work permit (applies for those not doing any research).

The main rule is that you should apply for and have been granted a permit before entering Sweden. When applying online you are given clear instructions about how to fill in your application and what you should send with the application. This makes it easier for you to apply correctly and increases your chances of a quick decision

Extending your permit

Visiting researchers..

If you plan to continue working as a visiting researcher after your residence permit expires, apply to extend it. Make sure to submit your application before your current permit expires. You can obtain a permit for the period during which the agreement with the research principal is in force but not past the time for which your passport remains valid. Once you have had a residence permit to conduct research for four years, you can obtain a permanent residence permit, which remains in force as long as you live in Sweden. Keep in mind that your ability to obtain a permanent residence permit may be affected if you did not live or work in Sweden during extended periods of time while your permit was in force. When you apply for an extension of your work permit, the Migration Agency checks that the conditions for a work permit have been met during the periods of validity of each of your previous work permit periods. For applications to be complete, you need to submit documents that show that salary and insurance requirements have been met for each month you have held a work permit in Sweden. Visiting researcher grants 2023

Forte´s call for incoming and outgoing visiting researcher grants aims to contribute to development and learning as well as promote knowledge exchange from the international research community to Swedish research within Forte’s areas of responsibility. In total, around SEK 3 million is reserved for 2023.

Focus of the call

The call is open for applications within Forte’s overall areas: health, working life, and welfare.

The aim of the visiting researcher grant is to stimulate international contacts, develop individual researchers’ competence, and promote the international anchoring and relevance of Swedish research. Special emphasis is placed on facilitating contacts and exchange of experiences among researchers active within Forte’s areas.

About the grants

Within this call, it is possible to apply for grants for both incoming and outgoing visiting researchers. The stay should be a minimum of one month and can be maximum of six months, but the project period can be up to one year. The maximum funding amount that can be applied for is SEK 500 000.

Primarily, the grant aims to support shorter stays for research collaboration, exchange of experience, and learning. It needs to be evident in the application how the grant will strengthen the research or research environment in question.

Visiting Researcher Grant – Incoming

Incoming visiting researcher refers to researchers who are active at a research institution outside of Sweden and will visit a Swedish research institution. The application for visiting researcher grants for incoming researchers is submitted by the Swedish host institution and the person responsible for the guest researcher’s stay in Sweden. This person represents the guest researcher in all contacts with Forte.

Visiting Researcher Grant – Outgoing

Outgoing visiting researcher refers to researchers who are active at a Swedish research institution and will visit a research institution in another country. The visiting researcher is the main applicant and represents themselves in all contacts with Forte.

Scientists tend to inflate how ethical they are in doing their research.

We have known for a long time that people tend to paint a rosy picture of how good they are. Now we know that scientists are no exception, at least when it comes to conducting their own research. This is especially surprising since scientists are regularly thought to be objective.

This new discovery emerged from a massive survey of 11,050 scientific researchers in Sweden, conducted by Amanda M. Lindkvist, Lina Koppel, and Gustav Tinghög at Linköping University and published in the journal Scientific Reports. The survey was very simple, with only two questions. Here was the first:

Question One : In your role as a researcher, to what extent do you perceive yourself as following good research practices—compared to other researchers in your field?

Rather than allowing the survey participants to each define what ‘good research practice’ is, the researchers gave them these criteria:

(1) Tell the truth about one’s research.

(2) Consciously review and report the basic premises of one’s studies.

(3) Openly account for one’s methods and results.

(4) Openly account for one’s commercial interests and other associations.

(5) Not make unauthorized use of the research results of others.

(6) Keep one’s research organized, for example through documentation and filing.

(7) Stive to conduct one’s research without doing harm to people, animals or the environment.

(8) Be fair in one’s judgement of others’ research.

Note that many of these criteria have to do with honesty, but there are also ones on conscientiousness, non-malevolence, and fairness.

What were the results? Participants used a scale to rate themselves from 1 to 7, with 1 = Much less than other researchers, 4 = As much as other researchers, and 7 = Much more than other researchers. This is what the responses revealed:

44% rated themselves as more ethical in their research practices than other researchers in their field.

55% rated themselves as the same as their peers.

Not even 1% rated themselves as less ethical than their peers.

Of course these results can’t reflect real life, since mathematically there have to be more than 1% of scientists who are less than average in this area of their lives.

The other question that Lindkvist and his colleagues asked these scientific researchers was this:

Question Two : To what extent do you perceive researchers within your field as following good research practices–compared to researchers within other fields?

Here too the results were very skewed. 29% said their field followed good research practices to a greater extent than did scientists in other fields. Only 8% said it was the other way around.

These results should surprise us for a couple of reasons. One is that they go against the popular narrative of scientists as objective and neutral. When it comes to their own ethical behavior in conducting their research, they appear as a whole to be biased and overconfident. Another reason these results are surprising is that many scientists are likely aware of the existence of scientific research on how people in general tend to have an inflated view of their own virtue . So you’d expect that they would be on guard against such a tendency in their own case.

There are dangers that come with scientists having an overly positive view of their own research ethics. Lindkvist helpfully explains one of them: it “may lead researchers to underestimate the ethical implications of the decisions they make and to sometimes be blind to their own ethical failures. For example, researchers may downplay their own questionable practices but exaggerate those of other researchers, perhaps especially researchers outside their field.” Another danger that Lindkvist notes is a greater tendency to ignore warnings and ethical safeguards, if they are dismissed by a scientist as applying to others but not to her since she thinks she is above average.

It would be interesting in future work to see if similar patterns emerge with researchers in other countries besides Sweden. It would also be interesting to look at researchers anonymously rating the research ethics of their colleagues in their own departments and schools.

If these results hold up, it will be important to find ways to encourage scientific researchers to correct their inflated perceptions. As Lindkvist urges, “To restore science’s credibility, we need to create incentive structures, institutions, and communities that foster ethical humility and encourage us to be our most ethical selves in an academic system that otherwise incentivizes us to be bad.”

Neom Job Posting Points to E-Visa Program For Saudi Project

Neom is a massive $500 billion development in Saudi Arabia, which potentially could have its own laws.

A job ad posted by Neom suggests the Saudi development could be working on its own e-visa program for travelers and residents. Neom is a flagship project from the Saudi Arabian crown prince – a $500 billion development.

The posting is for a senior manager of visas and immigration. It lists several core responsibilities, including: “Overseeing the issuance and publishing of visa and residency and work permit information, policies, and processes on the Neom e-visa system.”

The senior manager will also be tasked with ensuring Neom “has in place a flexible and inviting visa and immigration system that creates conditions for hiring the best global talent and for being a destination of choice for visitors.”

The destination’s visa department is headed by Edward J. Palmer, the director of visas and immigration. Prior to Neom, he worked with immigration services major Fragomen and VFS Global. He was also deputy director of visa services – UK visas and immigration for the Foreign and Commonwealth Office.

Neom did not respond to Skift’s request for comment.

E-Visas in Saudi Arabia

In 2019, Saudi Arabia opened for international tourism for the first time. The Gulf capital launched with e-visas for 49 countries and has continued to expand that number since. Today, it is for 63 countries. Easing entry into Saudi Arabia is of utmost importance for the country to achieve its Vision 2030 to attract 150 million travelers by the end of the decade.

Since its inception, it has been speculated Neom could be autonomous from wider Saudi.

“Neom is meant to be a model where this region will be a semi-independent free zone, it will have its own laws, it will have its own regulations and its own authority as a semi-government,” said Neom CEO Nadhmi Al-Nasr said in 2021 at an online conference hosted by Nikkei, the Japanese media group. “The reason for this is because it is our vision to make this the most competitive free zone in the world,” he said.

Swedish Central Bank Proposes Capital Injection of $4 Billion to Restore Equity

STOCKHOLM/COPENHAGEN (Reuters) - The Swedish central bank on Tuesday said it had submitted a proposal to Sweden's parliament to restore equity to the statutory base level, which will require a capital injection of 43.7 billion Swedish crowns ($4.05 billion) this year.

"A negative equity does not affect the Riksbank's ability to conduct monetary policy in the short term," Governor Erik Thedeen said in a statement.

"But to maintain confidence in an independent monetary policy in the long term, it is necessary that the Riksbank is financially independent,” he added.

In 2022, the Riksbank made a loss of around 80 billion crowns, resulting in negative equity of 18 billion crowns, because of a sharp increase in interest rates which led to a fall in the value of bonds bought by the bank between 2015 and 2021.

New legislation introduced in 2023 says the Riksbank's equity should have a target equity level of 60 billion crowns, and a basic level of around 40 billion.

The Riksbank said its equity at the end of 2023 was around minus 2 billion crowns.

X is testing NSFW adult communities, according to screenshots

X is living up to its name. The platform, formerly Twitter, is working on an addition to its Communities feature that would let X users create groups for X-rated material, according to app researchers.

Researcher Daniel Buchuk of Watchful , which analyzes app development and performance, spotted the feature in development. He shared screenshots with TechCrunch exclusively that show what X’s NSFW Communities could look like.

Twitter introduced its Communities feature in 2021. It allows users to post within smaller, interest-based subgroups, like a subreddit. When Elon Musk bought Twitter in 2022, he enacted sweeping changes to the app’s brand identity , verification systems and creator monetization efforts — but some features, like Communities, remained stagnant.

X also hasn’t taken much initiative in working with its sizable population of online sex workers , who turn to the platform — one of few that allows adult content — to promote their paid offerings from sites like OnlyFans.

“Twitter really is the primary advertising venue at this point for sex workers ,” Dr. Olivia Snow, a dominatrix and researcher at UCLA’s Center for Critical Internet Inquiry, told TechCrunch last year. So, the platform’s more lenient policy on adult content is critical for online sex workers to grow their businesses.

X did not reply to a request for comment.

Adult creators are allowed to post explicit content on X, though they can’t monetize it on the platform. But if they can create their own fan communities, this feature could give creators a more direct way to reach their audience.

Even though X seems to be working on this NSFW Communities feature, that doesn’t mean it’ll come to fruition. Shortly after Musk took control of the platform, reverse engineers uncovered possible features that would allow creators to monetize paywalled videos or charge money for DMs. These mock-ups looked similar to features on OnlyFans, which could be a strategy for Musk to recoup his $44 billion investment: monetizing “X videos.”

But as it stands, X doesn’t seem poised to reverse its stance on adult content monetization. Even before Musk’s takeover, Twitter had been working on an OnlyFans competitor , but it was shelved because Twitter could not adequately detect non-consensual content and child sexual exploitation (CSE). But X says it’s mitigating that dire problem. According to X CEO Linda Yaccarino, in 2023 the platform suspended 12.4 million accounts for violating child sexual exploitation policies, up from 2.3 million accounts removed in 2022.

Resi­dence permit for looking for work after studies

If you have a residence permit for studies in higher education in Sweden and have completed your studies you can get a residence permit to seek employment or explore the possibilities of starting your own business here.

Requi­re­ments for obtai­ning a resi­dence permit

To obtain a residence permit after you have completed your studies

  • you must submit your application before your current permit expires
  • you must have a passport that is valid throughout your stay in Sweden (if your passport is about to expire you need to extend it since you cannot be granted a permit for a time period that exceeds the validity of your passport)
  • you must have completed a higher education programme that has lasted for at least two semesters – that means that you must have passed all of your courses
  • your last residence permit must have been a residence permit for higher education in Sweden. You can also have had a residence permit for mobility studies issued by another EU country where at least two semesters of the educational programme took place in Sweden
  • you must be planning to seek employment or explore the possibilities of starting your own business
  • you must be able to support yourself during the time for which you are applying for a residence permit
  • you must have, or have applied for, a comprehensive healthcare insurance policy that is valid for healthcare in Sweden.

If your family is also applying for residence permits

In order for your family to be granted residence permits, you must obtain a residence permit after you have completed your studies and other requirements are

  • that the family has valid passports
  • that the family’s financial support must be arranged for the entire planned stay in Sweden.

  • copies of the pages in your passport showing personal data, photo, signature, passport number, issuing country, period of validity, entry stamps and if they permission to live in countries other than their home country
  • a certificate from the university or college in Sweden that shows that you have completed at least two semesters in Sweden, if parts of the education have been completed outside Sweden
  • examination certificate, study transcripts or excerpts from the Ladok register, showing that you have completed your studies
  • certificate from your supervisor if you are doctoral student in Sweden
  • account statement from a bank or other documents showing that you have money to support yourself during the period for which you are applying for a residence permit
  • copy of a document showing that you have, or have applied for, a comprehensive healthcare insurance policy that is valid for healthcare in Sweden if you are not registered
  • be able to pay a possible fee for the application with a credit card or charge card ( fees for residence permits for studies ).

Your family must include in the appli­ca­tion

  • copies of the pages in their passports showing personal data, photo, signature, passport number, issuing country, period of validity, entry stamps and if they permission to live in countries other than their home country
  • documents that verify your relation
  • documents, for example account statements, that verify that your family’s financial support is arranged for.

Before you submit your appli­ca­tion

Check that the information on the documents that you are including is clear. Important information such as your name must be stated on the documents. The documents should also have been issued as recently as possible. The documents should also be translated into Swedish or English by an authorised translator, if they are issued in another language. When you submit a translated document, you must also include a copy of the original document.

Who can apply for a residence permit to apply for work after the studies?

You can also apply for a residence permit to seek employment in Sweden if you have had a residence permit for studies in another EU country and have lived in Sweden during the period of your residence permit and conducted some of your studies here.

You can only be granted a residence permit that is valid for twelve months. You cannot obtain a residence permit that is for more or less than twelve months. It is also not possible to extend the permit.

If you obtain a residence permit in Sweden to seek employment after you have completed research, your family may also be granted residence permits for the same time as you. You can apply for your family in your own online application.

The maintenance requirement during the entire stay is SEK 4 297,50 per month for a spouse or common-law partner and SEK 2 578,50 per month for each child.

If your family’s passports are about to expire they should extend the passports, since they cannot be granted permits for a period that exceeds the validity of the passports.

You must have a valid passport

Include copies of the pages in your passport showing personal data, photo, signature, passport number, issuing country, period of validity, entry stamp and if you have permission to live in countries other than your home country. It is important that the whole passport pages are included in the copies. Numbers and characters on the top and bottom of the pages must be clearly visible. If your passport is about to expire you must extend it, since you cannot receive a permit for a time period that exceeds the validity of your passport.

You must have completed your higher educa­tion programme in Sweden or another EU country

If you have had a residence permit for a higher education programme you must have completed a higher education programme in Sweden, and the programme must have included at least two semesters. If you have had a residence permit for mobility studies issued by another EU country, you must within these studies have completed at least two semesters in Sweden. Your new application must have been submitted before the previous permit expires. This applies regardless of whether the permit has been issued by Sweden or another EU country.

The whole programme must have been completed with a passing grade. It is not enough to have completed all of the mandatory parts of the programme but not have received a passing grade in the whole programme. Completed studies can be shown through a diploma, but also through other documents, such excerpts from the Ladok register or certificates from authorised staff at the higher education provider. Excerpts from the Ladok register must contain a note from your higher education provider that states that you have completed your education.

If your residence permit is about to expire but you have not yet received a passing grade for the entire programme, it is important that you apply before the permit has expired and then supplement your application with a certificate of completed studies.

You must be able to support yourself

If you have completed your studies, the maintenance requirement for those who have applied during 2023 is a minimum of SEK 9 450 per month . For applications that have been submitted to the Swedish Migration Agency on 1 January 2024 or after that , the maintenance requirement is a minimum of SEK 10 314 per month.

You must enclose a bank statement or other documents showing that you have enough money to support yourself during twelve months. Information about account balance, the account holder’s name and currency must be stated on the bank statement.

If you refer to your own bank assets in Iranian rials (IRR), the Swedish Migration Agency uses the same exchange rate as the Ministry for Foreign Affairs uses in visa matters.

Keep in mind that your support must be secured from the balance date on your bank statement to the end date for the permit period you are applying for .

If you have continuous income from work, you must include a copy of the employment contract and salary specifications.

You must have, or have applied for, a comprehensive healthcare insurance policy

If the total consecutive time for your residence permit in Sweden will be longer than one year you can be registered with the Civil Registry in Sweden. If you are registered in Sweden you are considered as having a comprehensive healthcare policy that is valid for healthcare in Sweden.

If the total consecutive time for your residence permit in Sweden will be less than one year, you cannot be registered with the Civil Registry in Sweden. If so, you must have, or have applied for, your own health insurance. The insurance must be valid for the duration of your stay in Sweden and cover costs for emergency medical care or other medical care, dental care and hospitalization. It must also cover costs for transportation home for medical reasons.

If you are already in Sweden

A first-time application for a residence permit must be made while you are outside Sweden, otherwise your application may be rejected. In some cases, you may be able to apply for a residence permit while you are in Sweden with another valid Swedish residence permit. In the test, you can find out what applies to you.

If you do not apply online you need to fill in the form Application for residence permit to seek work on completing studies or research, 188011, and Family details – appendix to your application, 239011. The application form indicates what documents you must enclose.

When you have submitted an application for a residence permit you have the right to remain in Sweden until the Swedish Migration Agency makes a decision on your application or until the decision has gained legal force.

If you are granted a permit you will receive a residence permit card. The card is proof that you have permission to be in Sweden and contains, among other things, a photo of you as well as your fingerprints. You should therefore book an appointment to be photographed and provide your fingerprints as soon as possible. You need to do that even if you have previously had a residence permit since your photo and your fingerprints cannot be saved.

After the decision

If you are granted a residence permit, the decision will be sent to your home address in Sweden and the residence permit card will be sent to your home within approximately one week.

If you have obtained a residence permit to seek employment in Sweden you may work during the time that your residence permit is valid. If you are offered employment you may apply for a work permit in Sweden.
