Important Information about ICCR Scholarship Applicants 2022-23

          The Indian Council For Cultural Relations (ICCR) has announced Scholarship slots globally under the “ICCR Scholarship for Indian Culture” for pursuing study of Indian Culture such as dance, music, theater, performing art, sculpture, Indian languages, Indian cuisine, etc. for the academic year 2022-23.

          Applicants are requested to log onto "Admissions to Alumni" (A2A), the Scholarship Portal developed by ICCR at  http://a2ascholarships.iccr.gov.in/ . This portal contains all the relevant information for the applicants including details of all State Universities, Central Universities and Institutes, colleges affiliated with them, courses available, availability of hostels, applications guidelines, eligibility criteria and other relevant information for helping the applicants in decision-making while applying for the academic courses of their preference.

Please carefully note the following:

1)       Application submission process has begun. L ast date of submission is April 30, 2022.

2)       Applicants must be between the age of 18-30 years. Applicants have the option to apply to 5 Universities / institutes in the order of their preference of study. The admission, as far as possible, shall be given as per applicant's preference.      

3)       For academic year 2022-23, a 500-word essay in English has been introduced to ascertain English proficiency (While filling up the application, the applicant has to write a 500 word essay in English language, on one of the topics / subject mentioned in the Portal). Besides, students can also submit their TOFEL / IELTS etc. Standardized Test scores, if available.

4)       Interested students are advised to visit university/ institute website and do thorough research of courses offered, eligibility criteria and general information about the university/ institute before applying for admission. Students are also advised to refer to the University Handbook/University Grants Commission's website etc.

5)       ICCR will offer return economy class airfare to the nearest airport and train fare to the place of study, if so required.

6)       It is compulsory for all ICCR scholarship students to procure Medical Insurance policy with minimum sum assured for Indian Rupees Five Lakhs per annum.  Students can purchase medical insurance from any of the insurance companies of their choice. However to facilitate students, A2A Portal has two insurance companies for referral purpose.

Indian Council for Cultural Relations (ICCR)

India has a robust higher education system backed by structured pedagogy and experiential learning. When it comes to educational opportunities, it has much to offer to foreign students. This is why the Indian Council for Cultural Relations regulates a number of scholarship schemes on an annual basis. There are more than 3000 scholarships offered through 21 schemes under the ICCR to foreign students of 180+ countries. Out of these 21, 6 schemes are funded by ICCR, while the remaining are funded by the Ministry of External Affairs and the Ministry of Ayush.

The scholarships are offered across most of the streams (including Dance, Music, Yoga, and Ayurveda) except Medicine and all three levels (undergraduate, postgraduate and PhD). The 21 schemes operating under ICCR are mentioned below:

Scholarships offered by Indian Council for Cultural Relations (ICCR), Government of India for Academic Session 2020-2021

Indian Council for Cultural Relations (ICCR) offers annual  scholarship  slots to foreign students interested in studying various degree programmes and disciplines. These scholarships cover courses in all streams, except Medicine. Courses also cover Indian Classical Music, dance, Ayurveda and Yoga. More than 6,000 foreign students  from around 120 countries across the world are on the roll of ICCR at any given point of time. The alumni include several distinguished personalities.

Students selected for scholarships are required to possess good proficiency in English language. ICCR has published a handbook for overseas students  entitled “ Studying in India”. The same is available at ICCR’s website at the link  http://a2ascholarships.iccr.gov.in/mission/applicant_guidlines  and  http://a2ascholarships.iccr.gov.in/assets/site/docs/applicant_guidelines_beforefilling.pdf .

 The application for scholarships offered by ICCR has to be submitted online at  http://a2ascholarships.iccr.gov.in/home/register . The candidate should clearly mention the courses and the universities  while filling up application form. They are required to give at least three choices of the universities they wish to have admission in. There are instances when  none of the three universities opted by the candidate find the candidate suitable for the course, or there are instances when the subjects studied in school and course opted by the candidates do not match. In both such cases, the universities do not confirm the eligibility of the candidate. Choices  of the candidate may also not be entertained if there is large demand for the courses and/or universities opted by the candidate. In such scenario, the candidate is recommended to other universities, but the admission is confirmed only after getting candidate’s consent to the same. Therefore, the candidates may clearly mention if they wish to be considered for other universities, if none of the three choices is entertained.

Medium of instruction in Indian Universities is English. The candidates should be fluent in spoken English and have good comprehension ability.

Mid term change of course and /or university is highly discouraged. He/she should be medically fit.  Scholarship  holders are mandatorily required to stay in the hostel. Private accommodation, if resorted to by the candidates, would not be paid for by ICCR.

Selected student are advised to seek full briefing from the Indian Consulate about living conditions in India, type and duration of  scholarship  etc. before departing for India. They should take the original as well as certified copies of documents relating to their educational qualification for verification by the concerned universities at the time of admission. The same should be accompanied by English translation if the same are in any other language.

  The  scholarship  is liable to be cancelled if the student fails repeatedly or involved in exam-malpractices/anti-social/criminal activities or is found violating the terms and conditions of ICCR  scholarship . The students are obliged to abide by the Indian laws during their stay in India.  They should register themselves with the concerned Foreign Residents Registration Office (FRRO) within 14 days of arrival.

The  scholarship  commences from the date of arrival in India. Living allowance is paid in advance for three months in cash by ICCR HQ/Regional Office.

Following are the current amounts of scholarships for 2019-20 academic session:-

(Current Rate of Exchange: US$ 1= Indian National Rupee (INR) 71/- approximately)

All other fees, Tuition fees, exam fees, hostel fees and electricity charges would be paid by ICCR directly to the college/university. Cost of study tour as recommended by the supervising teacher or head of institution is met by ICCR on prior approval basis.  Refundable deposits and mess charges are to be paid by the students themselves.

The selected candidates are advised to carry a minimum amount of USD 500/- with them so as to meet their incidental expenses on arrival in India.

Application for all courses are open now with effect from 1 December 2019.  Last date of applying for the courses for the academic session 2020-21 through the above-mentioned A2A portal is  29 February 2020 . However, for PhD applicants the last date of application is 31 August 2020.

OFFER OF SCHOLARSHIPS TO STUDY IN INDIA UNDER ICCR AFRICA SCHOLARSHIPS SCHEME: 2023-24

The Government of India offer Scholarships to Malagasy and Comorian students through Indian Council for Cultural Relations (ICCR) under Africa Scholarship Scheme to follow Undergraduate, Postgraduate, M. Phil. /Ph.D. course in various reputed Indian Universities/Institutes. The Scholarship is given for various courses: Agriculture, Commerce and Management, Engineering, Applied course (Journalism and Communication, Tourism Management, Pharmacy, Computer Application, etc…).

The applications from interested students for the academic year 2023-24 are invited online through ICCR’s A2A Scholarship Portal http://a2ascholarships.iccr.gov.in/    The last date of online application is on 31 May 2023.

Before applying for the scholarship programme, candidates are advised read the detailed policy guidelines and instructions at ICCR’s A2A Scholarship Portal.

ELIGIBILITY CRITERIA:

Candidates must achieve adequate level of English Proficiency as medium of instruction in India is English.

Candidates must be:

between 18 and 30 years old for Undergraduate/Postgraduate courses

between 18 and 45 years old for PhD Programmes

Candidates must be fully fit to be able to stay and complete his/her course in India and should not be suffering with any life-threatening ailment.

Candidates must possess all required supporting documents. 

REQUIRED DOCUMENTS:

All academic certificates and mark sheet from grade 10 with certified English translation attested by the Ministry of Foreign Affairs, if the original documents are not in English.   

TOEFEL/IELTS and other standardized test scores, if available.    

Recommendations/character certificates from existing school/University etc.   

Certified copy of valid passport. (Passport should be valid for the duration of the course applied for.)  

GMAT score for Commerce and Management course. (If required by the University)  

A certificate of physical fitness dully filled by a sworn Doctor (Physical fitness format to be downloaded on ICCR’s A2A Scholarship Portal). 

Synopsis details only for Ph.D. candidates.

GENERAL INFORMATION:

Online application should be complete in all respects, with all the required information and all necessary supporting documents. Any incomplete application will not be processed further.

The application will not be considered without English translation of documents if the original documents are not in English. 

Applicants have the option to apply to 5 Universities/Institutes in the order of their preference of study. 

Students should submit a 500-word essay in English to ascertain English proficiency while applying online.

Students are advised to visit university/institute website and do through research of course offered and eligibility criteria before applying for admission. Students should ensure that they are eligible for the course and should submit relevant documentation as required by the University in addition to the basic certificate mentioned in the application form. 

In case of engineering courses, students must have Physics, Chemistry & Mathematics in their school leaving examinations. 

For the academic year 2023-24, admissions in Medical/ Paramedical (Nursing / Physiotherapy / anesthesia etc.,) / fashion / law courses / integrated courses such as BALLB (5 Years) / B.Sc. & M.Sc. (5 Years) etc. are not admissible. 

Admission of student on the basis of eligibility from one or more than one Indian University does not guarantee award of ICCR sponsored scholarship. Indian Mission will decide on the award of scholarship to applicant and letter of award of scholarship will be issued to student. For award of scholarship the decision of Indian Mission is final and any query regarding it should be taken up with Indian Mission only.

FOR SELECTED STUDENTS:

Selected students are advised to carry some money to meet incidental expenses on arrival to India. A minimum of INR 60,000/- is recommended. (Equivalent to 700 $)

For Science courses, the expenditure on laboratory chemicals and other related incidental charges for students pursuing science and agriculture courses will have to be borne by the students themselves.

It is compulsory for all ICCR scholarship students to procure Medical Insurance policy with minimum sum assured for Indian Rupees 500,000 per annum. Student must have medical insurance coverage on their own either before travel or immediately after reaching India, whichever is convenient. Students can purchase medical insurance from any of the insurance companies of their choice. However, to facilitate students, A2A Portal has two insurance companies for referral purpose. 

If required by the concerned University / Institute in their Provisional Confirmation letter for the applicant, student should obtain the Association of Indian Universities (AIU) equivalence. In case AIU equivalence is required, the student may apply for the same at the link https://evaluation.aiu.ac.in/student/login   and bear the fees incurred on obtaining the certificate at own expense (non-reimbursable). OFFER OF SCHOLARSHIPS BY INDIAN COUNCIL FOR CULTURAL RELATIONS (ICCR)

FOR THE ACADEMIC YEAR 2024-25

The Government of India under the aegis of the Indian Council for Cultural Relations (ICCR) is offering 20 scholarship slots to Malawi Nationals under the ‘India-Africa Maitri Scholarship for Africa’ for the academic year 2024-25.

The Africa Scholarship Scheme is one of the most important and popular schemes of the ICCR for foreign students to pursue higher studies in Indian universities and educational institutions. 

The application from interested students for academic year 2024-24 are invited online through ICCR’s A2A Scholarship Portal at http://a2ascholarships.iccr.gov.in

The portal contains all the relevant information for the applicants including details of all participating Universities/Institutes, courses offered, availability of hostels, application guidelines, eligibility criteria and other relevant information for helping the applicants in decision-making while applying for the academic courses of their preference.

Last date of submission of online Application is 15 May 2024.

Government of India through the ICCR – Indian Council for Cultural Relations – is offering up to 900 scholarships for African students to pursue undergraduate, postgraduate and higher courses programme at Institutions/Universities in India.

About Scholarship:  At the inaugural plenary of the India – Africa Forum Summit held in New Delhi in April 2008, the Hon’ble Prime Minister of India announced the Government of India’s initiative to enhance the academic opportunities for students of African countries in India by increasing the number of scholarships for them to pursue undergraduate, postgraduate and higher courses.

The ICCR – Indian Council for Cultural Relations – implements this scheme on behalf of the Ministry of External Affairs.

Type: undergraduate, post-graduate

Eligibility

  • Students applying for doctoral/ post doctoral courses should include a synopsis of the proposed area of research.
  • Students wishing to study performing arts should, if possible, enclose video/ audio cassettes of their recorded performances.
  • Candidates must have adequate knowledge of English.
  • ICCR will not entertain applications which are sent to ICCR directly by the students or which are sent by local Embassies/High Commissions in New Delhi.
  • Priority will be given to students who have never studied in India before.
  • No application will be accepted for admission to courses in MBBS/MD or Dentistry/Nursing.
  • Candidates may note that Indian universities/educational institution are autonomous and independent and hence have their own eligibility criteria which have to be fulfilled. Please also note that acceptance of application by the University is also not a guarantee of admission. A scholarship is awarded only when admission is confirmed by ICCR.
  • Student must carry a proper visa. Students should ensure that they get the correct visa from the Indian Embassy/High Commission. Government of India guideline stipulate that if a scholar arrives without proper visa and his/her actual admission at the University/Institute does not materialize, he/she will be deported to his/her country.
  • Before departing for India the scholars should seek a full briefing from the Indian Diplomatic Mission in their country about living conditions in India/the details of scholarship/the type and duration of the course to which he/she is admitted. Scholars should inform the Indian Embassy/High Commission of their travel schedule well in advance so that ICCR can make reception and other arrangements for them.
  • Scholars are advised to bring some money with them to meet incidental expenditures on arrival in India.
  • The scholars who are awarded scholarships should bring with them all documents relating to their qualification in original for verification by the respective college/university at the time of admission

  • Undergraduate -5,500 , Postgraduate-6,000 M.Phil / Ph.D 7,000, Post-doctoral Fellow-7,500
  • -House Rent Allowance (Per Month)
  • In Grade 1 cities-5,000 and In other cities-4,500
  • -Contingent Grant (per annum)
  • Undergraduate-5,000, Postgraduate-7,000, M/Phil / Ph.D and M.Tech./ME-12,500, Postdoctoral studies-15,500, Tuition Fee/Other Compulsory Fee-As per actual (excluding refundable amount) –Thesis and dissertation Expenses (Once in entire duration of course)
  • D Scholar-10,000 and for BBA/BCA/MBA/MCA/M.Tech and other course required submission of Project-7.000
  • -Medical Benefits
  • Under the scheme scholars are expected to seek treatment only at medical centre or dispensary attached to universities / Institutes where they enrolled or in the nearest Government hospital (Bill are settled as admissible according to AMA/CGHS norms)

Eligible Countries: Under this Scheme, the Council offers 900 scholarships to the following African countries: Algeria, Angola, Benin, Burkina Faso, Burundi, Cameroon, Central African Republic, Cape Verde, Chad, Cote d’Ivoire, Comoros, Congo (Republic of), Djibouti, Democratic Republic of Congo, Egypt, Equatorial Guinea, Eritrea (concurrent from Nairobi), Ethiopia, Gabon, Gambia, Ghana, Guinea-Bissau, Guinea, Kenya, Libya, Lesotho, Liberia, Madagascar, Mali, Malawi, Mauritania, Mauritius, Morocco, Mozambique, Namibia, Nigeria, Rwanda, South Africa, South Sudan (Republic of), Senegal, Seychelles, Sierra Leone, Somalia, Sao Tame & Principe, Sudan, Swaziland, Tanzania, Togo, Tunisia, Uganda, Zambia and Zimbabwe.

ICCR Scholarships 2024-25 under India-Africa Maitri Scholarship Scheme (Formerly known as Africa Scholarship Scheme – G0179) for Academic Year 2024-25 by the Indian Council of Cultural Relations, Ministry of External Affairs, Government of India:

 The Embassy of India, Dakar is pleased to announce ICCR Scholarships for international students for Under-Graduate, Post-Graduate and PhD programs in selected Indian Universities. Applications are invited for academic year 2024-25. The scholarships are available for courses in engineering, science, agriculture, commerce and economics, Arts, Humanities & Social Sciences etc but do not include Medical/ Paramedical (Nursing/ Physiotherapy / anaesthesia etc) /fashion/law courses /integrated courses such as BALLB (5 Years) / BSc & MSc (5 Years) etc.

The scholarships include full tuition fees, a monthly stipend or living allowance, a house rent allowance, a one-time thesis and dissertation expense, and a return economy class air fare to the nearest airport and 3rd AC train fare to the place of study. Disbursement of all scholarship payment to students would be through PFMS (Public Financial Management System).

Applicants must be (1) minimum 18 years old as on 30 April 2024 and not older than 40 years for under graduate or post graduate courses and 50 years for PhD courses (2) meritorious student (3) well versed in English (4) medically fit and (5) holder of passport valid for the entire duration of the course they are applying for.

How to Apply:

Earlier the applications were invited directly on ICCR’s A2A Scholarship Portal http://a2ascholarships.iccr.gov.in , however with the inception of new “ Study in India” portal (where all the foreign students coming to India to pursue various courses need to register mandatorily) the process for admissions for the A.Y 2024-25 might get transformed and the same will be intimated in due course of time.

 Interested students are advised to visit university / institute website and do thorough research of courses offered, eligibility criteria and general information about the university/institute before applying for admission. The students should ensure that they are eligible for the course and meet the eligibility criteria and should submit relevant documentation as required by the Universities in addition to the basic certificates mentioned in the application form. They should always refer to the Universities Handbook/University Grants Commission's website ( www.ugc.ac.in ) and the concerned university/institute's website for eligibility criteria etc. They are also advised to make themselves familiar with the living conditions at the University/place.

All interested candidates are required to register at this portal with a valid email ID which they will be using during the duration of their academic relationship with ICCR. Thereafter applicants should submit/upload their application with true copies of all relevant documents as required by the A2A portal. They are advised to thoroughly go through the guidelines for students available on the portal. For any technical assistance in the application procedure, the applicant may contact [email protected]. The A2A portal as well as email should be checked regularly for any updates.

Kindly note that there are limited scholarship slots and selection is based on merit. Those who do not receive scholarship from the Embassy of India in Dakar but are accepted by an Indian University may consider pursuing their higher education on self-financing basis.

Applicants have the option to apply to 5 Universities/Institutes in the order of their preference of study. It may be noted that for engineering courses, students should mandatorily have Physics, Chemistry and Mathematics (PCM) in Grades 11 and 12. Mark sheets for each level (Grade 10 and Grade 12 or equivalent level of school) should be uploaded along with the transcripts in English. The application will not be considered without English translation of documents if the original documents are not in English. It may also be noted that incomplete application can be summarily rejected by Universities.

As the medium of instruction is in English, applicants are required to write and submit a 500- word essay in English at the time of application to ascertain their English Proficiency. Besides, students can also submit their TOFEL/ IELTS etc. standardised test scores, if available. Universities/ institutes may conduct interview of the applicants online, if so required.

Familiarization with India: It is essential for the applicants to have a realistic assessment of India, and of the living conditions in the country's educational institutions. ICCR may amend some provisions of scholarships from time to time and it is incumbent on students to accept the revised norms.

 If the concerned educations institute provides hostel accommodation, the scholarship students would be expected to stay in the hostel. If not, they can stay in private accommodation.

Where required by the concerned University, students are advised to obtain equivalence certificate from Association of Indian Universities (AIU) also. This would be stipulated by the concerned University/Institute in their Provisional Confirmation letter for the applicant (uploaded on A2A Portal). In case AIU equivalence is required, the student may apply for the same at the link https://evaluation.aiu.ac.inlstudent/login and bear the fees incurred on obtaining the certificate at own expense (non-reimbursable). Compulsory personal medical insurance is a mandatory requirement for availing ICCR scholarship. ICCR scholarship student must procure Medical Insurance policy with minimum sum assured for Indian Rupees 500,000 which is equivalent to US$6100 per annum. Students are free to obtain insurance from any insurance company in India of their choice or, those who arrive from their country, can bring international insurance valid in India. It is up to the student what they opt for but it is mandatory for students to be with valid medical insurance for availing of ICCR's scholarship. This is to highlight that the ICCR scholarship will not include medical coverage.

Scholarship awardees may note that for science courses the expenditure on laboratory chemicals and other related incidental charges will be borne by the scholars themselves.

Successful candidates will be provided visa for India, a copy of the visa must be uploaded by the applicant on A2A portal. After issuing the visa, the Embassy of India, Dakar will arrange the travel passage. Once the ticket is purchased, the student should upload the travel details on the A2A portal.

Admission, as far as possible, shall be given as per applicant's preference. However, there may be a scenario when students do not get admission in their preferred Universities / institutes due to limited number of seats on offer. Students should therefore be prepared to receive admission from any of their five preferences.

Admission applications from interested students are invited as per the following timeline:
