Festus Osifo is the current President General of the Trade Union Congress of Nigeria (TUC), a labour centre that represents senior workers in various sectors of the Nigerian economy.

He then proceeded to Immaculate Conception College, Benin City, where he obtained his West Africa Examination Certificate. He was among the best students in his class and participated in various academic competitions and extracurricular activities.

After graduating from secondary school, Festus Osifo enrolled at Yaba College of Technology for his Ordinary National Diploma in Mechanical Engineering.

He graduated with distinction and gained admission to Petroleum Training Institute (PTI) where he obtained his Higher National Diploma in Mechanical Engineering. He also graduated with a first-class degree and won several awards and scholarships for his academic performance and research projects.

Festus Osifo did not stop at the diploma level, as he pursued further studies in engineering at both local and international institutions. He obtained a first-class degree in Mechanical and Manufacturing Engineering from a reputable Nigerian university.

He then proceeded to the prestigious Herriot Watt University in Edinburgh, United Kingdom, where he obtained a master’s degree in Petroleum Engineering. He also holds a Master in Business Administration (MBA) from Lagos Business School, one of the top business schools in Africa.

Festus Osifo Career

Festus Osifo started his career as a mechanical engineer in Schlumberger Nigeria Ltd., a leading oilfield services company that provides technology solutions for the exploration and production of oil and gas.

He worked there for about seven years, rising through the ranks and handling various projects and operations in different locations across Nigeria and abroad. He was involved in drilling, well testing, completion, artificial lift, and production optimization services.

Festus Osifo then joined Total Energies Exploration and Production Nigeria Ltd., a subsidiary of Total, one of the largest oil and gas companies in the world. He is currently a senior production engineer in charge of the offshore Egina field, one of the largest deepwater projects in Nigeria. He is responsible for the design, implementation, and monitoring of the production systems and processes, as well as the optimization of the field performance and recovery.

Festus Osifo is also a prominent labour leader who has been elected to various positions in the trade union movement. He is the current President General of the Trade Union Congress of Nigeria (TUC), a labour centre that represents senior workers in various sectors of the Nigerian economy.

Festus Osifo is also a philanthropist and a social entrepreneur who has founded and supported several initiatives and organizations that aim to empower and educate the underprivileged and the vulnerable in the society. The election of Festus Osifo will ensure the Trade Union Congress (TUC) has a formidable voice not just within the trade union movement, but when government is taking decisive steps on economic matters such as oil and gas sector, President of the Association of Senior Civil Servants of Nigeria (ASCSN), Dr. Tommy Okon has said.      Okon insisted that the TUC did not make a mistake to pick its president from the fold of the Petroleum and Natural Gas Senior Staff Association (PENGASSAN), saying the labour centre is convinced Osifo understands the terrain.     “It is a welcome development because TUC will now have a formidable voice. Not just within the socio-economic space, but have a very deep voice because the oil and gas sector is the economic mainstay of the country. We now have a president who is from that sector, which presupposes that the TUC president understands the nitty-gritty and operational dynamics of the sector. That will help to put to rest some of the developmental issues, especially in the sector that was not hitherto known to the public,” he said.     While Okon agreed that robotics and technological advancement in the work arena is becoming more pronounced, he insisted that human intervention would continually be required to drive production.       His words: “Computers and robots will not operate themselves. The human element will continue to be relevant even if the labour force is fully automated. Labour cannot be used and dumped. There is no waste when it comes to labour. Other factors of production such as money, land and equipment might not be relevant at some points, but labour will forever be needed.”     On the threat posed to production and employability of the economy, Okon urged the Federal Government to seek foreign help to restore normalcy to the country.      He added: “If the government is borrowing money to improve the economy, why would the government not borrow manpower to improve security? The argument that we are a sovereign nation and can therefore not bring war contractors does not make sense at all. The only way Nigeria can surmount insecurity is to seek help of experts that are littered all around the world. Our Police and other security outfits have all been compromised. Are some of their unprofessional conducts not on social media?”     Okon maintained that the Nigerian security apparatus is compromised going by what transpired at the Kuje prison invasion by terrorists.

Festus Osifo Of PENGASSAN Emerges President Of TUC

ABUJA – Mr. Festus Osifo has been elected as the new President General of the Trade Union Congress of Nigeria TUC.

His emergence will see him presiding over the affairs of the labour centre for the next three years.

Osifo emerged the preferred candidate at the 12th Triennial National Delegates’ Conference of the Congress which held in Abuja on Tuesday.

He doubles as the National President of Petroleum and Natural Gas Senior Staff Association of Nigeria PENGASSAN.

Announcing the results, the returning officer, Shehu Mohammed said that a total of 728 delegates participated in the election with Osifo pulling 688 votes to defeat his opponent, Oyikan Olasanoye who polled 18 votes while twenty-two votes were declared invalid.

Osifo who assumed office as President of PENGASSAN in August 28, 2020 had previously served amongst others, as PENGASSAN Producers Forum Chairman, between 2016 to 2018.

The new TUC President is a member of the Nigeria Society of Engineers (NSE), Council of Registered Engineers of Nigeria (COREN) and Society for Petroleum Engineers (SPE).

In his acceptance speech, Mr Osifo vowed to fight for the welfare of the masses as well as the protection of the interest of every Nigerian worker.

He lauded the past leaders of the Congress for laying “a solid foundation on which the body thrives and vowed to sustain the vision”.

The new President also promised to carry everyone along in his quest for a greater TUC while also pledging to “initiate a platform to placate all aggrieved comrades.”

At the opening ceremony of the conference, The TUC was urged to do all it can to ensure that election does not divide the unity of workers.

The call was made by the pioneer President of the TUC Dr Peace Obiajulu while addressing the Delegates.

She said that organised labour must come together to use their numerical strength to redirect the cause of the working class in Nigeria in particular and by extension the down trodden in the country.

In his address, the immediate past President General of the TUC, Quadri Olaleye, called on the Federal Government to review salary and retirement age of all core civil servants in the country.

The former President said that the salary review was necessary to narrow the gap between civil servants emoluments and those in other segments of the public service.

“The Federal Government during negotiation at the last new National Minimum Wage promised to review but has reneged.

“We are calling on the Federal Government to direct the Office of the Head of Service of the Federation to step action in that regards.

“Similarly, what is good for the geese is also good for the gander is an age-long dictum that is still as relevant as it was centuries ago.

“The President, Mohammadu Buhari during the 2020 World Teachers Day increased the retirement age of teachers from 60 to 65 years and also reviewed upward their length of service from 35 to 40 years. We covert such gesture,” he said.

He also expressed worry over the huge number of states that were still owing pensions, salaries and allowances in arrears after collecting refunds, bailout funds, budget support fund and the Paris debt refund.

Olaleye described, the claim by the governors that they had no money to pay, whereas they had money to pay their predecessors and also fund their own interests as a “reckless lifestyle”.

“We condemned it and demand that the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices Commission(ICPC) investigate and bring the governors to book.

“It is our thought that paying retirees their entitlement will assist to curb corruption because when people know that they will get their entitlements when they retire, it will check to steal.

“For those of them withholding the contributory pension deductions from workers’ salaries without remitting same to their Pension Fund Administration (PFAs), we warn that it is illegal and attracts some penalties”, he said.

The former President also spoke on other burning national issues like the state of the nation’s economy, the oil and gas sector, and better welfare packages for workers among others.

The theme of the conference was “The Working Class Amidst The Challenges of National security, Unemployment and Democratic Development.”

The President of Petroleum and Natural Gas Senior Staff Association of Nigeria, Comrade Festus Osifo on Tuesday 8th of September, 2020 at the National Secretariat, Lagos proclaimed a new dawn for the staff of the Association.

Comrade Festus in a welcoming session with the staff of the Association, said he recognizes their competency displayed over the years, and he’s committed to providing a happier environment for more productivity. According to him, his zeal for advocating for people led him into active unionism. He urged the staff to be rest assured as he would put smiles on their faces.

Comrade Festus also made an emphasis on training which he acknowledged as key to developing the staff and thereby increasing productivity. Digitalizing work processes he said is also part of the way to reduce overhead costs and increase delivery speed. The President also said that he believes in staff bonding retreats which will help the development of staff. He urged the staff to be steadfast and committed to their jobs as professionals and maintain healthier relationships amongst themselves.

In his contribution, the Lagos Zonal Chairman, Comrade Simon Onovae encouraged the staff of the Association to support the President and create a happy environment for the Association to thrive.

The General Secretary, Comrade Lumumba Okugbawa thanked the President as he stated that the Association has competent hands capable to move it forward. Present at the meeting were other Central Working Committee Members, the Lagos Zonal Secretary, Comrade Owan David, the Deputy General Secretary (DGS) Industrial Relations, Comrade Ngozi Okagbue, and Deputy General Secretary (DGS) Finance and Administration, Comrade Ben Nwangwu.

The Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) has elected national officers to run its affairs in the next three years (2020-2023) with Comrade Festus Osifo of Total Nigeria E&P Branch emerging as the 16th President of the Association.

According to Comrade Anietie Udoh, National Public Relations Officer, PENGASSAN,

Comrade Osifo defeated his sole challenger Comrade Roland Fredericks of Shell Petroleum Branch by 200 to 183 votes.

Comrade Osifo in his acceptance speech, promised to abide by the Association’s Constitution in all his dealings and to return power to the Branches, while fighting for the protection of members’ job and improved welfare. He thanked the Delegates for electing men and women of character who he promised will not disappoint the confidence reposed on them.

He also admonished labour leaders on the need for unity amongst members in all strata of the labour movement in the country, promising to work with like minds anywhere they are and could be located to champion the course of the represented, and the masses in general.

Also elected to serve with him at the national level of the Association are other officers elected into the Central Working Committee (CWC) of the Association. These officers include Comrades Duru Mathew of NNPC as Deputy President, Kelechi Ugwulo of NALCO as the National Industrial Relations Officer, Victor Ononokpono of PPPRA as National Treasurer and Kabiru Dan’Azumi of NNPC as Financial Secretary. Others are Anietie Udoh of MPN as National Public Relations Officer, Charles Ogbowu of NAOC as National Auditor 1, Bosun Olaniyi of Baker Hughes as the National Auditor 2, Ngozi Chiwendu of Tecon Oil Services as Chairperson Women in PENGASSAN. All the elected officers were sworn in by the General Secretary Comrade Lumumba Okugbawa.

A total of 384 Delegates drawn from the Association Branches nationwide participated in the election as part of 6th Triennial National Delegates Conference (NDC) held at the NAF Conference Center Abuja. The NDC was earlier scheduled to hold in June 2020 but was deferred to August with the approval of Registrar of Trade Unions due the global outbreak of the COVID-19 pandemic.

Comrade Festus Osifo is a holder of a First-Class degree in Mechanical and Manufacturing Engineering from University of Portsmouth UK. Prior to that, he attended Iyobosa Primary School and his secondary school education was at Immaculate Conception College (ICC) both in Benin City, Edo State.

His brilliancy manifested as he emerged as the overall best graduating student (valedictorian) 2003/2004 session from the Petroleum Training Institute (PTI), Effurun where he obtained HND in Mechanical Engineering with distinction. He is also a distinguished alumnus of the prestigious Herriot Watt University in Edinburgh, United Kingdom where he obtained a Masters’ of Science degree in (M.Sc.) Petroleum Engineering.

The new PENGASSAN President is currently an Executive MBA student at Lagos Business School of Pan Atlantic University, Lagos, where he is further developing himself in leadership and strategic management.

Comrade Osifo has attended numerous courses, seminars and conferences on Leadership, Industrial Relations, and Strategic Management in Nigeria and abroad among which are Advance Negotiation Strategies: Mastering the Art and Science of Negotiation: Harvard University, USA; Modern Trend in Conflict Resolution and Management; Washington DC, USA; Industrial Relations and Conflict Resolution; and Emerging Leader’s Forum; Washington DC, USA.

Comrade Osifo, is a member of the Nigeria Society of Engineers (NSE), Society of Petroleum Engineers (SPE) in Nigeria and a Non-Executive Director at Heiwa Africa, an NGO that works in settling the internally displaced persons in Middle Belt and North Eastern part of Nigeria.

As a great lover of education, Festus founded “Save Our Children Education Initiative” (SOCEI), a nongovernmental organization that provides free and qualitative learning to primary and secondary students with special focus on school dropouts.

Festus currently represents Total E&P; Branch of PENGASSAN as a director on the board of Total E&P; Closed Pension Fund Administrator (CPFA).

His hobbies include football, Lawn Tennis, and deep engineering intellectual engagements.

Festus Osifo was born in the 1980s in Benin City, Edo state. He completed his early education at Iyobosa Primary School before he proceeded to  Immaculate Conception College, Benin City, where he obtained his West Africa Examination Certificate.

Festus Osifo went to Yaba College of Technology for his Ordinary National Diploma in Mechanical Engineering before proceeding to Petroleum Training Institute (PTI) where obtained his Higher National Diploma in Mechanical Engineering. He also holds a first-class degree in Mechanical and Manufacturing Engineering.  

Thereafter, he proceeded to the prestigious Herriot Watt University in Edinburgh, United Kingdom where he obtained a master’s degree in Petroleum Engineering. He also holds a Master in Business Administration (MBA) from Lagos Business School.

Festus Osifo elected new TUC President

Mr Festus Osifo has been elected as the new President General of the Trade Union Congress of Nigeria TUC.

Osifo was elected as the preferred candidate at the 12th Triennial National Delegates’ Conference of the Congress on Wednesday in Abuja.

The News Agency of Nigeria (NAN) reports that Osifo is expected to pilot the affairs of the labour trade centre for the next three years.

He is also the National President of Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN).

Mr Shehu Mohammed , the returning officer while announcing the results said that a total of 728 delegates participated in the election.

Mohammed said that Osifo pulled 688 votes to defeat his opponent, Mrs Oyikan Olasanoye who polled 18 votes, while 22 votes were declared invalid.

The News Agency of Nigeria (NAN) reports that due to internal disputes Wednesday’s election was held for only the office of the President General.

It would be also recalled that Osifo assumed office as President of PENGASSAN in August 28, 2020 and had also served amongst others, as PENGASSAN Producers Forum Chairman, between 2016 and 2018.

The new TUC President is a member of the Nigeria Society of Engineers (NSE), Council of Registered Engineers of Nigeria (COREN) and Society for Petroleum Engineers (SPE).

In his acceptance speech, Osifo vowed to fight for the welfare of the masses as well as the protection of the interest of every Nigerian worker.

He commanded the past leaders of the Congress for laying “a solid foundation on which the body thrives and vowed to sustain the vision.

Osifo also promised to carry everyone along in his quest for a greater TUC while also pledging to “initiate a platform to placate all aggrieved comrades.

Earlier, Mr Quadri Olaleye, former TUC President in a goodbye note commended all members for their support, while calling on the incumbent to ensure peace for the union to move forward.

According to him, I want to seize this opportunity to remind that election in the trade union movement is not a-do-or-die.

“There is never a loser, always remember that we are comrades, and that an injury to one is injury to all,” he said.

Also speaking, Dr Peace Obiajulu, the Pioneer President of the TUC called on members of the Labour centre to ensure that election does not divide the unity of workers.

She said that organised labour must come together to use their numerical strength to redirect the cause of the working class in Nigeria in particular and by extension the down trodden in the country.

NAN also reports that some aggrieved affiliates of TUC had earlier written to the Inspector General of Police (IGP), to stop the scheduled TUC Delegate Conference from holding.

The affiliates also further obtained a court order to stop the conference from holding over failure to implement the agreement entered into in the last conference on which affiliate will produce the next president of the labour center.

The affiliates include the Petroleum and Gas Senior Staff Association of Nigeria (PENGASAN), Association of Senior Staff of Banks, Insurance and Financial Institutions (ASSBIFI), among others.
