Protecting Our Nation's Land & Water

Back in 1977, conservation and recreation made up 2.5% of the federal government's total budget. Today, it's less than 1%. This doesn't make any sense given that our need for healthy land, clean water and open spaces has dramatically increased as our population has grown. 

We’ve had some policy wins (thank you, Great American Outdoors Act) , but our usage demands of lands far outpace the resources coming into them. National and state parks alone host around 1 billion visits each year.

That's hikers, hunters and anglers, but also people going to weddings, reunions and summer camp. Throw in city parks with the baseball games and soccer tournaments and visitor numbers go through the roof. 

Outside of being awe-inspiring, public lands clean our water and our air, and they protect us from coastal storms and heavy rains. They also have a massive positive impact on our economy . Outdoor recreation (often on public lands) generates $887 billion in annual consumer spending, directly supporting 7.6 million jobs.

It’s time to better care for the lands that care for us…but how?

There are plenty of ways to put money back into our lands and waters, if we make the right choices today. There's infrastructure investments that include wetlands and trees, not just levees and seawalls .  There's tax reforms that incentivize private investment in restoring wetlands and forests or donating land for conservation. But, we need to let our elected officials know this is where we want our money to go.

For the past several years, we've seen more frequent, more intense natural disasters ravage communities across the globe. How many “once-in-a-lifetime” disasters must we encounter…in our lifetimes? And what can we do about it?

Because climate change has made these disasters more intense, we have to prevent the worst warming from happening. And, we have to better protect our communities. To do both of those things, we can turn to nature as a part of the solution. Yes, nature!

Healthy forests filter water and can reduce the risk of megafires. Sand dunes, marshes and reefs naturally protect our coasts from the storm surge that arrives with a hurricane. You might be thinking, I see forests and sand dunes all the time, don't we have enough? 

One key word with forests is "healthy." We’ve suppressed natural fires in some forests, making them unhealthy tinderboxes. And while we may have some sandy coastlines, we’ve bulldozed our natural sand dunes and oyster reefs that were our first line of defense for our coasts. 

Nature can bounce back if we give it the chance. Just like we must invest in bridges and roads, we must invest in restoring forests and sand dunes. Nature IS infrastructure. Nature IS investment. Nature IS a solution.

And the best part is while nature reduces risk for us, it also cleans our water and air, gives wildlife a home and gives us great parks to visit. We need to ensure consideration of nature and nature-based solutions in community infrastructure projects.

Safeguarding Core Environmental Laws

Before Congress passed environmental laws in the 1960s and 1970s, our air was more polluted than ever and rivers had so many pollutants that they actually caught fire.

Lawmakers on both sides of the aisle decided that our health and the health of our natural places were basic values. They worked together to create laws like the Clean Air Act, Clean Water Act, Endangered Species Act and others.

Advancing Clean Energy

Humanity has been burning fossil fuels (coal, petroleum and natural gas) at an accelerated rate for around 140 years. Scientists have known for many decades that these forms of energy emit greenhouse gases that are unnaturally warming the planet. In 2018, fossil fuels were responsible for 93% of human-caused carbon emissions in the U.S.

Transitioning to clean energies like wind and solar would make an enormous difference in helping the planet avoid the worst effects of climate change, such as extreme droughts, stronger storms and crippling coastal flooding. And yet, renewables make up less than 10% of the nation's energy mix. 

Over the last decade, the cost of solar has dropped 92% and wind turbines by nearly 50%.  In most parts of the U.S., new renewable energy costs less than coal. The time is right to make the switch.

To quicken and ease this transition, we need to make our power system more reliable by modernizing our century-old electric grid and advancing energy storage. And we need to put those turbines and panels in smart places. We don't need to knock down more forest and prairie; there's enough land already developed to meet our clean energy needs 17 times over.

The benefits of a clean energy shift go way beyond stopping climate change. The shift gives us cleaner air, more consumer choices and more jobs.

Modernizing Our Electrical Grid

Our electric grid is the physical network that sends power to our homes and businesses by connecting them in real time to energy plants scattered around the country. This network, much of which is over 75 years old, wasn't built for the technologies our climate-threatened future depends on, like scattered wind turbines and rooftop solar panels. 

It's also not efficient or reliable enough for our needs. It doesn’t take a natural disaster to shut the power off. Currently, something as small as a squirrel can cause an outage that ripples into a larger blackout. 

Technological advances like the internet allow utilities and consumers to relay real time info about energy supply, demand and cost. This is a trove of useful information but its value is held back by infrastructure older than the television. We can build a modernized electrical grid that turns that information into smarter, more efficient choices that let cleaner energy sources shine.

Small changes to how and when we use energy can save us money and make a huge dent in the carbon emissions that cause climate change. 

The U.S. Department of Energy estimates they need an additional $100 billion to fully modernize the grid. That's a lot of money, but those upgrades would save consumers $2 trillion over the next 20 years.

With the current grid causing economic losses of roughly $150 billion a year, there’s never been a better time to start. Let’s bring cutting-edge technology to the grid so it pollutes less, lowers costs for customers and creates jobs.

10 recent climate policies that could make a difference

Stories from the past six months that show what local and national policy change can look like.

The most recent IPCC report makes it clear: There is no one silver bullet that can address global warming. Instead, nations, businesses, communities and individuals all have a role to play in helping to create a safer and more sustainable future. But without action from the world’s wealthiest countries, the nations and people who are least at fault for fueling climate change will be the ones who suffer the most , the scientists behind the report warn.

Policy change, while not the only tool, can help spur the kind of large-scale change needed to curb carbon pollution. At The Post, we’re here to keep you up to date on what governments, communities and individuals are doing — or not doing — to tackle climate change and protect the environment.

We’ve compiled some of our stories from the past six months that show that local and national policy change is possible — although more is needed to avoid global warming’s worst impacts. Federal funding to make homes more energy efficient

In March, the Biden administration announced plans to spend roughly $3.2 billion to retrofit hundreds of thousands of homes in low-income communities with the aim of slashing Americans’ energy bills and greenhouse gas emissions.

The new funding is from the $1.2 trillion infrastructure bill Biden signed into law last year. Funding from the program can be used to help homeowners switch from traditional gas or oil-burning furnaces and energy-hungry air conditioners to electric heat pumps, which can heat and cool homes at a much lower cost to the environment.

Experts say these changes could ultimately slash the nation’s use of fossil fuels for home heating and electricity generation if they’re made on a large enough scale.

A climate strategy for the U.S. Army

The Defense Department has a vast footprint: It accounts for 56 percent of the federal government’s carbon footprint and 52 percent of its electricity use. In February, the Army released its first climate strategy, an effort to brace the service for a world beset by global-warming-driven conflicts.

The plan aims to slash the Army’s emissions in half by 2030; electrify all noncombat vehicles by 2035 and develop electric combat vehicles by 2050; and train a generation of officers on how to prepare for a hotter, more chaotic world. It is part of a broader effort by the Biden administration to address climate change across government agencies, including at the Pentagon.

The strategy still needs to be backed by an actual budget. Until then, it remains partly theoretical. And there aren’t any price tags in the 12-page document that was released publicly. But experts say the goals are concrete and should result in swift movement.

A U.S. city decarbonizing every building

In November, the city of Ithaca, N.Y., voted to electrify and decarbonize its buildings. It was the first such initiative of its kind in the country.

The city of about 30,000 people consists of some 6,000 homes and buildings. Decarbonization would involve looking at everything from how a building is heated to what appliances it uses, with the aim of moving away from the consumption of fossil fuels such as oil and natural gas.

Buildings account for nearly 40 percent of greenhouse gas emissions in the United States. Ithaca’s initiative is projected to cut about that much from the city’s overall carbon footprint — saving approximately 160,000 tons of carbon dioxide. That’s the equivalent of the emissions from about 35,000 cars driven for a year.

Phasing out gas-powered lawn equipment

A ban on gas-powered leaf blowers that was approved in 2018 took effect in Washington, D.C., in December — a delayed implementation that allowed the city and others affected time to switch to more eco-friendly electric leaf blowers or some other alternative.

The ban on gas-powered blowers comes with a potential $500 fine for violators, the culmination of a fight that began in 2016 against the notorious polluters , which can be as loud as heavy traffic and cause health problems for people who breathe their fumes.

As we reported in October , Department of Transportation data shows that in 2018, Americans used nearly 3 billion gallons of gasoline running lawn and garden equipment. That’s equivalent to the annual energy use of more than 3 million homes.

Better fuel standards for cars coming by 2026

The Transportation Department and Environmental Protection Agency have finalized tailpipe pollution standards that would require average fuel efficiency of new cars and light trucks to reach 49 miles per gallon in less than four years.

Stricter mileage standards can play a critical role in cutting greenhouse gases because the transportation sector ranks as the biggest source of these climate pollutants in the United States.

The new rule requires the nation’s automakers to increase fuel efficiency fleetwide by 8 percent starting late next year, another 8 percent the year after and 10 percent for model year 2026.

Federal funding to plug wells that leak methane

In January, the White House announced new steps to help curb emissions of methane, saying it would send $1.15 billion to states to clean up thousands of orphaned oil and gas wells that leak the powerful planet-warming gas.

The Biden administration also outlined plans to enforce requirements for pipeline operators to minimize methane leaks, undertake research to reduce methane emissions from beef and dairy systems, and form an interagency working group to measure and report greenhouse gases around the nation.

Scientists have said that reducing methane is one of the most practical — and quickest — ways to slow Earth’s warming and lessen the worsening impacts of climate change over the next several decades.

Offshore wind farms that will power New York

The Biden administration greenlit a major offshore wind project to supply power to New York in November, arriving as part of a broader push to build out renewable energy and tackle climate change.

The federal government approved a dozen wind turbines off the coast of Rhode Island that will send power to the eastern end of Long Island. The move inches the country closer to the administration’s goal of generating 30 gigawatts of power from offshore wind energy by the end of the decade.

Harnessing the Atlantic’s fierce winds is prominent in the president’s plan to wean the U.S. power sector off fossil fuels, which are dangerously warming the planet.

Restoring shower head standards

In December, the Energy Department reversed a Trump-era rule that increased how much water could be used in a shower by allowing multiple nozzles to carry equal amounts at once.

Since 1994, federal law has capped flow from a shower head to 2.5 gallons of water per minute. After manufacturers started producing more luxurious shower fixtures with more than one nozzle, the Obama administration amended the rule so that the same limit applied to the entire fixture.

Although few Americans pay attention to these rules, environmentalists say they help combat climate change by lowering the use of energy derived from fossil fuels. Limits on water flow also have helped Western states cope with an extreme drought , which has left some reservoirs at or near historic lows.

Los Angeles aiming to be first major carbon-free U.S. city

In October, Los Angeles launched an ambitious plan to combat climate change by becoming the first major U.S. city run entirely on clean energy.

The approach could demand extreme, expensive and arguably improbable lifestyle changes from residents still addicted to car culture and 24/7 air conditioning. One forecast projects that up to 38 percent of single-family homes would need to be outfitted with solar panels to meet the targets — more than six times the current rate.

But Los Angeles also has a unique advantage over most other major U.S. cities in enacting energy policies because Angelenos pay their power bills to a city-owned utility instead of a for-profit company. That gives policymakers — and ultimately voters — much more leverage over the city’s energy mix than in other places, said Laura Jay, regional director for North America at C40 Cities, which connects cities internationally to fight climate change.

Federal dollars to cut on-road emissions

The U.S. Transportation Department on Thursday launched a $6.4 billion emissions reduction program created under last year’s infrastructure law, giving states broad leeway to spend the money as Washington seeks to guide them toward greener policies.

Instead of requiring states to meet specific emissions goals or face consequences, the new “Carbon Reduction Program” simply requires that states pursue projects and policies that reduce on-road emissions while they tap five years of funding.

States are required to draw up a broader strategy for lowering emissions. Possible uses for the funds include decreasing highway congestion, collecting electronic tolls, making streetlights more efficient, electrifying truck stops, building bike lanes and pedestrian trails, reducing exhaust near ports and improving transit.

Livestock abortion surveillance could protect livelihoods and detect emerging global pathogens

A small-scale surveillance system in Tanzania for reporting livestock abortions could help protect livelihoods and provide insights on potential livestock-to-human infections.

The research, published April 16 as a Reviewed Preprint in eLife , is described by editors as an important study with convincing findings of potential interest to the fields of veterinary medicine, public health and epidemiology.

Loss of livestock through abortion is a major concern for the worldwide livestock industry, resulting in significant economic loss and posing a direct threat to public health through transmission of infection. The impact of livestock abortion on the world's poorest livestock keepers is likely to be substantial -- from the direct loss of high-quality food sources and reduced income from sales of milk or meat.

"Effective livestock health surveillance provides critical data for evidence-based approaches to disease control and management, but requires reliable, high-quality and timely data drawn from multiple sources," says lead author Felix Lankester, Clinical Associate Professor at the Paul G. Allen School for Global Health, Washington State University, Washington, US, and the Global Animal Health Tanzania, Arusha, Tanzania. "Event-based surveillance can detect early events that signal emerging human health risks, and surveillance of livestock abortion events has clear potential for identifying and preventing outbreaks of emerging diseases. However, there is limited information on the current practices, effectiveness and challenges of livestock abortion surveillance, particularly in low and middle-income countries."

To address this gap, researchers set up a pilot livestock surveillance system in northern Tanzania in 15 wards across five districts, with a mix of pastoral, agropastoral and smallholder livestock keepers. Livestock field officers (LFOs; government employees equivalent to para-veterinarians) received training on the safe investigation of livestock abortion and were requested to report any incidents of abortions, stillbirths and perinatal death. If the cases could be followed up within 72 hours of the abortion event, further investigation including blood, milk and vaginal swabs were collected from the aborting dam, alongside tissue and swab samples from the foetus and placenta. These were tested for a wide range of infectious agents and antibodies.

Between 2017 and 2019, 215 abortion cases were reported from 150 households in 13 of the 15 wards. Of these 215 cases, 70% were reported by three (20%) of the LFOs. Most abortions were investigated within two days, and none were investigated more than four days later. Placental and foetal tissues were only collected in 24% and 34% of cases, respectively, often because these tissues were not found, but vaginal and milk samples were collected in 99% and 78% of cases.

Although data was only available for a limited number of abortions, the results revealed important insights into likely patterns and causes. For example, abortions occurred more often in the dry season, and in non-indigenous cross-bred or exotic animals than in indigenous breeds. More than a fifth of dams that aborted were reported to have experienced a previous abortion, with several experiencing multiple abortion losses, which may suggest that animals suffering recurrent abortion events may have a chronic infection that would warrant their removal from breeding stock or prevent their use as a food source.

The study emphasises the potential risks of exposure to zoonotic pathogens -- infectious agents that could potentially jump from livestock to humans. In cases where an infectious agent was detected, 79% were zoonotic, and in nearly a quarter of these cases, someone had assisted with the aborted delivery, likely without any personal protective equipment. Of these, 20% were female and of reproductive age, and therefore of heightened risk from certain pathogens.

"Our study has demonstrated that livestock abortion surveillance, even at a relatively small scale, can capture valuable information about livestock pathogens, including those that are zoonotic," says senior author Sarah Cleaveland, Professor of Comparative Epidemiology at the School of Biodiversity, One Health & Veterinary Medicine, University of Glasgow, UK. "Moreover, our pilot demonstrates the utility and feasibility of livestock abortion surveillance in rural areas and highlights that engaging field officers, establishing practical and robust field sample collections and ensuring prompt reporting of cases and feedback of results are key elements of effectiveness."

The LIFE Programme   is the EU's funding instrument for the environment and climate action. It has been bringing green ideas to life since 1992 and, to date, has co-financed over 5,500 projects across the EU and in third countries. For the 2021-2027 period, the European Commission has increased LIFE Programme funding by almost 60%, up to €5.4 billion, and included the new clean energy transition sub-programme. The LIFE Programme is managed by the European Climate, Infrastructure and Environment Executive Agency (CINEA).
