The University of the Philippines Center for Women’s and Gender Studies (UPCWGS) is now accepting proposals for its 2022 UPCWGS Research Grant . The grant seeks to fund cutting-edge research on women and gender in the Philippines and the ASEAN region. Due to the ongoing restrictions and risks posed by the COVID-19 pandemic, we will prioritize research that will use digital research methods or hybrid methods for data gathering.

The UPCWGS will award funding of up to PhP110,000 to seven (7) research projects on women and gender in the Philippines and the ASEAN region. Project duration should be within a six-month period with the start date on 1 July 2022. One of the project proponents should be currently affiliated with the University of the Philippines.

Proposals should follow the format indicated in the PROJECT PROPOSAL TEMPLATE ( https://tinyurl.com/UPCWGSprojeprop ) and use this CHECKLIST ( https://tinyurl.com/UPCWGSchecklist ) for formulating their budget. Submissions should also include a proof of application for an ethics clearance if research poses more than minimal risk* to human participants (in health and development research).

*A risk is minimal when the probability and magnitude of harm or discomfort anticipated in the proposed research are not greater, in and of themselves, than those ordinarily encountered in daily life or during the performance of routine physical or psychological examinations or tests (National Ethical Guidelines for Health Research 2011).

NRCP JOINS DOST ANNUAL CALL FOR PROPOSALS CAMPAIGN

Mabalacat City, Pampanga, January 25, 2023  — The National Research Council of the Philippines (NRCP) participated in the Department of Science and Technology (DOST) first of a four-part campaign series of the Annual Call for Proposals (CFP) Conference. A diverse group of researchers, scientists, engineers, innovators, and other government officials of aligned departments also attended and participated.

Executive Director Sepeda also stressed that evaluators will be looking at six (6) required outputs in the research proposals to help quantify all outputs vis-à-vis with the total proposed budget of the project, these are: 1) publication or the research results in an ISI or peer reviewed journal; 2) patents and other intellectual property rights such as utility models and copyrights; 3) evidence-based policy recommendations that will serve as input to public policies like barangay ordinances, resolutions, house and senate bills, development plans, among others; 4) products such as microbial-based soil amendments, bioactive compounds for pharmaceutical uses; (5) places and partnerships as output from research collaborations; and 6) people services in terms of strengthening the scientific and technical workforce through mentoring of undergraduate and graduate students under the research project.

The NRCP NIBRA (2022 – 2028) is classified into three (3) types basic research, namely: Blue Skies Research; Oriented Basic Research; and Policy Research Program and under each types are thematic areas of research where proposals should be aligned.

Policy research topics can be demand-driven, requested by solons, or directed by the council itself through research projects.  A possible output for this priority area is a draft policy proposal/recommendation or a policy statement which will be shepherded to appropriate Committees/Offices in the two Houses and/or relevant government agencies.

The NRCP NIBRA is anchored on the Harmonized National Research and Development Agenda (HNRDA).

The submission of proposals for NRCP will open from March 1-31, 2023 via DOES Project Management Information System (DPMIS):  https://dpmis.dost.gov.ph/ . The R&D proposals that are approved will be funded in 2025.

The call conferences will be held in three more phases, with sessions taking place in NCR and South Luzon on February 1 st , Visayas on February 16 th , and Mindanao on February 28 th . This initiative aims to contribute to the advancement of science and technology in the country. Researchers and scientists in the Philippines will have the opportunity to stay informed on priority areas and increase their chances of receiving funding for their projects through the call conference.

Republic Act No. 11293, otherwise known as the  Philippine Innovation Act , declares the policy of the State to foster innovation as a vital component of national development and sustainable economic growth. Innovation, as defined in the Act, refers to the creation of new ideas that result in the development of new or improved policies, products, processes and services which are then spread or transferred across the market.

Under a special provision of Republic Act No. 11518 or FY 2021 General Appropriations Act (GAA), the National Economic and Development Authority (NEDA) was authorized to issue innovation grants, subject to the guidelines by NEDA and the Department of Budget and Management (DBM). For this particular round of grants, the guidelines cover eligible entities from the public sector.

With this, NEDA is opening the Call for Proposals for  FY 2022 Innovation Grants  until  30 June 2022 .

ELIGIBLE APPLICANTS

Entities eligible for the submission of proposals are the following:

  • National Government Agencies (NGAs), including their attached agencies, regional offices, and operating units;
  • Local Government Units (LGUs);
  • State Universities and Colleges (SUCs); and
  • Government-Owned and -Controlled Corporations (GOCCs).

Attached agencies, regional offices, and operating units may submit proposals through their respective central offices or parent agencies.

ELIGIBLE PROGRAMS/ACTIVITIES/PROJECTS

Funding support can be provided to new or existing programs, activities, or projects implemented by NGAs, LGUs, SUCs, and GOCCs that include, but are not limited to the following:

  • MSME innovation program;
  • Regional innovation and cluster policy;
  • Strategic research, development, and extension;
  • Innovation instruments;
  • Diaspora for innovation and development;
  • Advocacy and community education; and
  • Other related innovation development activities
  • Support to strengthen the innovation ecosystem through establishment of innovation centers and business incubators under Section 13 of the Philippine Innovation Act, and employment of innovation instruments under Section 16 of the same law.

The following clusters of activities may qualify for the innovation grants. Applicants may choose to combine elements from the clusters as they deem relevant.

  • Development and Implementation of Innovative Projects  – refers to the pre-commercialization and commercialization activities of publicly-funded R&D outputs; it includes activities beyond the R&D phase, namely prototyping, pilot testing, production, and promotion activities. It also pertains to public sector innovations, inclusive or grassroots innovation, and social innovation that an implementing entity may undertake which aim to introduce new product innovation or improved services and processes.
  • Enhancement of Innovation Facilities and Services  – refers to the establishment and upgrades of existing government-owned or government-leased properties to strengthen the innovation ecosystem, including operating expenses for co-working spaces, incubation support, and shared business services.
  • Support to Innovation Policy Research  – refers to activities necessary to carry out research studies pertaining to the introduction of new or significantly different solutions to policy problems and improving innovation governance.
  • Building Capacities and Expanding Opportunities for Innovation  – refers to activities which foster a culture of innovation and strengthen innovation alliances such as capacity-building activities, trade exhibits, expositions and missions, and other platforms for collaboration.

FUNDING THRESHOLD

The funding support threshold for the implementation of new or existing innovation-related programs, activities, or projects by government entities shall be:

  • Grant should not exceed  PHP30 million  if the scope of implementation is national.
  • Grant should not exceed  PHP15 million  if the scope of implementation is regional or inter-regional.
  • Grant should not exceed  PHP7.5 million  if the scope of implementation is local, or through LGUs or SUCs.

Project proponents shall also ensure that the proposed program, activity, or project has not received any other type of funding support from the FY 2022 GAA as this would constitute double funding. Further, application for the grant should also consider the agency’s absorptive capacity, and must not be in conflict with other related laws, rules, and regulations.

APPLICATION PROCESS

  • Project/Program proposals must be aligned with sections or themes in the Philippine Innovation Act, such as MSME innovation, regional innovation and cluster policy, strategic RD&E, innovation centers and business incubators, innovation instruments, diaspora for innovation, advocacy and community education, and with the priority areas identified under the Philippine Innovation Act.
  • The proposal must exhibit novelty in implementation or replaces or improves an existing product, service, or process, with potential to solve the right problem with a clear value proposition that resonates with the intended constituency’s relevant needs. The proposal must also be viable and sustainable and expected outcomes must result in positive changes for the target beneficiaries.
  • Implementing entities are assessed based on their competence exhibited through experience, capability, compliance, and character (good governance conditions).
  • Project/Program proposals must be gender-responsive, gender-sensitive, or with promising GAD components.
  • The Project Leader should be part of the staff/personnel of the applying NGA/LGU/SUC/GOCC, regardless of status.
  • Endorsement should be secured from the Head of Agency.
  • Proposal submission, evaluation and approval:
  • All application forms and required documents shall be duly signed by authorized personnel.
  • Endorsement Letter from the Head of Agency/LGU
  • Accomplished Form 1 – Grant Application Form
  • Accomplished Form 2 – Summary of Previous Innovation-related PAPs
  • Accomplished Form 3A – Work and Financial Plan
  • Accomplished Form 3B – Line-Item Budget
  • Most recent Agency Scorecard (or any proof of compliance to performance and reporting standards, such as Transparency Seal, ISO Quality Management System, FOI, Citizen’s Charter, etc.)
  • Project Proposal (if done in a separate document)
  • Other supporting documents, as deemed necessary.
  • Proposals shall be screened and evaluated based on set criteria identified in Section 9 of the NEDA-DBM JMC.
