Do you have travel plans this 2023? You’ll want to take note of these new terminal assignments. As a part of the second phase of the Schedule & Terminal Assignment Rationalization (STAR) program, the Manila International Airport Authority (MIAA) announced new terminal assignments at the Ninoy Aquino International Airport (NAIA).

International flights to Terminal 1 and 3

On April 16 , some foreign airlines such as Jetstar Asia, Jetstar Japan, Starlux Airlines, China Southern Airlines, and Scoot will be transferred to Terminal 3.

Philippine Airlines flights to Phnom Penh, Ho Chi Minh, Hanoi, and Singapore will also move to T3 on the same day. PAL’s other international flights will also move to Terminal 3 on June 16, 2023.

On June 1 , more international airlines, Jeju Air and Ethiopian Airlines, will also move to Terminal 3.

Domestic flights to transfer to Terminal 2

Currently, Terminal 2 is exclusive to PAL flights. But starting July 1, all domestic flights, except those with Cebu Pacific , will move to Terminal 2 as part of STAR program’s third phase.

AirAsia Philippines ’ domestic flights will also move from Terminal 4 to Terminal 2.

With these changes, Terminal 2’s capacity will increase from 7.5 million to 10 million passengers a year, as shared by MIAA General Manager Cesar Chiong.

No changes for these airlines

Philippine Airlines  domestic flights and PAL Express will remain in Terminal 2.

Cebu Pacific ’s domestic and international flights will remain in Terminal 3, while Cebgo will be in Terminal 4.

Airasia Philippines ’ international flights will also stay in Terminal 3.

MIAA General Manager Cesar Chion shared in a statement that the new reassignments may cause minor inconveniences and asked for the understanding of customers.

MIAA Set to Continue NAIA New Terminal Assignments in April

PASAY CITY, 26 March 2023 – The Manila International Airport Authority (MIAA) will begin the second phase of its Schedule & Terminal Assignment Rationalization (STAR) program in April thereby making Ninoy Aquino International Airport (NAIA) Terminal 2 into an all domestic facility.

Under this program, international flights will be reassigned to Terminals 1 and 3, where passengers can enjoy a wider selection of food and retail stores and spend more time in duty free shopping.

“With this move, we expect a significant increase in Terminal 2’s capacity from 7.5M to 10M passengers a year, 20 to 25% more than its current rate," said MIAA General Manager Cesar Chiong, noting how taking out infrastructure such as immigration counters would give the much needed space for expansion.

Under the new scheme, MIAA will be able to assist Customs, Immigration, and Quarantine (CIQ) in improving its manpower deployment in Terminals 1 and 3 by realigning their people to the two Terminals.

Beginning April 16, Jetstar Japan, Jetstar Asia, Scoot, China Southern Airlines and Starlux Airlines will be transferred to Terminal 3. On the same day, Philippine Airlines (PAL) will relocate its flights to and from Singapore, Ho Chi Minh, Hanoi, and Phnom Penh to Terminal 1.

On June 1, Ethiopian Airlines and Jeju Air will move to Terminal 3. Come June 16, all international flights of Philippine Airlines will move to Terminal 1.

For the third phase of the program, beginning July 1, all domestic flights of Philippines AirAsia will be operated from NAIA Terminal 2.

While the MIAA works on further expanding the capacity of Terminal 2, domestic operations of Cebu Pacific will remain in Terminals 3 and 4 for the meantime.

These changes cover most part of the new terminal assignments that began in December 2022 when PAL flights to and from the United States, the Middle East, Canada and Bali were successfully relocated to Terminal 1.

“The STAR program is a well-studied undertaking. We met with affected airlines and stakeholders to make sure they come up with their readiness plan as part of these changes. We advised them to get in touch with their affected passengers so they can inform them of the new terminal assignments.

While we are planning for a seamless transition, there could be some minor inconveniences during this period hence our appeal for understanding as this is part of our strategic program to improve the overall experience of our customers," Chiong said.

MANILA, Philippines — The Manila International Airport Authority (MIAA) on Sunday announced the new terminal assignments at the Ninoy Aquino International Airport (NAIA) amid the second phase of its Schedule & Terminal Assignment Rationalization (STAR) program.

According to the MIAA in a statement, under the STAR program, international flights will be reassigned to Terminals 1 and 3, where there is a wider selection of food and retail stores for passengers.

This transfer would increase the capacity of Terminal 2, which the MIAA recently announced will be converted into an all-domestic terminal.

Third phase of STAR

On the other hand, for the third phase of the STAR program, all domestic flights of Philippines AirAsia will be operated from NAIA Terminal 2 beginning July 1.

The MIAA also announced that while it works on further expanding the capacity of Terminal 2, domestic operations of Cebu Pacific will remain in Terminals 3 and 4 in the meantime.

Chiong also warned passengers that the program may cause some minor inconveniences, but vowed that the MIAA will strive for a “seamless transition.”

Airlines ease into new NAIA terminal assignments

Airlines eased into their new terminal assignments at Ninoy Aquino International Airport (NAIA) over the weekend.

On April 16, foreign carriers Jetstar Asia, Jetstar Japan, China Southern Airlines, Scoot, and Starlux Airlines relocated to NAIA Terminal 3 while Philippine Airlines (PAL) flights to and from Singapore, Ho Chi Minh, Hanoi, and Phnom Penh transferred to Terminal 1.

The relocation of carriers is part of the second phase of the Manila International Airport Authority’s (MIAA) Schedule and Terminal Assignment Rationalization (STAR) program.

MIAA said it recorded a total of 3,311 passengers boarding the 22 flights affected by the new terminal assignments.

“We are satisfied with how well these carriers transitioned. This is a result of our months of coordination with the airlines and ground handlers,” MIAA general manager Cesar Chiong said in a statement , noting that only 2% of passengers were misrouted—28 in Terminal 1 and 43 in Terminal 2—while none were offloaded as a result of the terminal reassignment.

In anticipation of some passengers finding themselves in the wrong terminal, MIAA said it deployed free shuttles in Terminals 1 and 2.

Ground handlers also ensured presence of their personnel at the departure gates to assist passengers with their needs.

Chiong explained: “Terminal changes occur for airlines all over the world, depending on the airport at which they operate. It’s all for the betterment of the system as a whole. Their passengers are our passengers. These passengers are our customers. Of course, we want to support the airlines. With the STAR program, our on-time performance will improve further, passengers will have a better airport experience and everyone will benefit.”

On June 1, Jeju Air, Ethiopian Airlines, Thai Airways and Gulf Air will transfer to their new home in NAIA Terminal 3 while PAL will begin operating all their international flights in Terminal 1 come June 16.

For the third phase of the STAR program, all domestic flights of Philippines AirAsia and Royal Air Philippines will be operated from NAIA Terminal 2 starting July 1.

The STAR program aims to optimize the capacity of the four NAIA terminals, with NAIA Terminal 2 becoming a purely domestic terminal, consistent with its intended design when it was built in the late 1990s.

The first phase began in December 2022 when PAL flights to and from the United States, the Middle East, Canada and Bali were successfully relocated to Terminal 1.

The plan to use NAIA Terminal 2 for all domestic flights of PAL, Philippines Air Asia, and Royal Air will come to fruition on July 1.

While MIAA works on further expanding the capacity of NAIA Terminal 2, the domestic operations of Cebu Pacific will remain in NAIA Terminals 3 and 4 for the meantime.

Manila, Philippines, 20 June 2023 – AirAsia Philippines guests are expected to experience a more convenient, hassle-free, and exciting journey ahead as the World’s Best Low-Cost Airline is scheduled to transfer all of its domestic flights to a bigger and better home at the NAIA Terminal 2 effective 1 July 2023.

Coined as the “Winning Move”, AirAsia Philippines is now in its last phase of rebranding NAIA T2 also known as the “Centennial Terminal”, as its new Manila domestic hub while maintaining NAIA Terminal 3 for all international flights.

AirAsia Philippines Chief Executive Officer Ricky Isla said, “Our transfer to NAIA 2 is a winning move for our guests. They can now enjoy a bigger space and expect better airport service. We may be moving to a new terminal building but they can only expect the same world’s best service from AirAsia. Now that we are on the growth stage, we look forward to expanding further our domestic routes and capacity through this new terminal building.

AirAsia Philippines’ transfer to NAIA T2 is part of the Manila International Airport Authority’s (MIAA) Schedule and Terminal Assignment Rationalization (STAR) which aims to decongest NAIA Terminal 4.

“Change is good and we are embracing it. Weeks before our scheduled transfer we’ve already sent preflight notifications to our guests via SMS, registered email and have announced the movement extensively through our social media platforms. Also, we are working closely with MIAA management to make sure that we close the gaps of confusion among guests during the first few weeks of operation," Isla added.

MIAA OIC Bryan Co said, "The transfer of AirAsia’s domestic flights to Terminal 2 is anticipated to greatly benefit its passengers and boost consideration for local tourism."

"Those flying with the airline can expect more spacious accommodations, a higher safety rating, and greater overall ease of access at T2, in line with our continued efforts to elevate guests’ overall experience at NAIA," he furthered.

Once operational, AirAsia Philippines will be utilizing NAIA T2’s 20 check-in counters and four online check-in kiosks at the South Wing of the terminal. This doubles the number of NAIA T4’s check-in counters which is expected to make foot traffic faster.

NAIA T2’s departure gates have a sitting capacity of more than 13,000 which is a huge step up from NAIA T4’s 969 capacity. 

Elaborating on passenger convenience, NAIA T2’s ground floor is also accessible to a variety of transportation options such as transfer buses, car rentals, TNVS, and taxis.   

Amid the changes in terminal assignment, the World’s Best Low-Cost Airline is still advising its guests to be at the NAIA Terminal 2 at least three hours before their scheduled departure to allow smooth check-in procedures.

San Miguel-led NAIA winning bidder to build new passenger terminal —Ramon Ang

The San Miguel Corp.-led private sector group that bagged the operations and maintenance contract for the Ninoy Aquino International Airport (NAIA) is planning to build a new passenger terminal aimed at decongesting the airport’s existing terminals.

“We will build a new passenger terminal building with a capacity of 35 million passengers per year,” SMC president and CEO Ramon Ang said at a press conference in Manila on Monday, following the signing of the concession agreement for the NAIA Public-Private Partnership (PPP) Project.

Ang said the new structure will also have a carpark with a capacity of 9,000 vehicles.

The San Miguel chief said all the offices in the existing terminals of NAIA will be relocated to the new passenger terminal building.

With this, Ang said the existing NAIA terminals will have “30% more space,” effectively decongesting Terminals 1, 2, and 3 of the airport.

“Luluwag na ang mga lumang terminal na ‘yan pagka nayari na ang bagong terminal (The old terminals will be decongested once the new terminal is built),” he said.

“It can handle 35 million passengers per year with a concourse… with 50, target-to-build, boarding bridges,” he added.

SMC-SAP & Co. Consortium, renamed as New NAIA Infra Corporation, bagged the 15-year concession deal to operate, maintain, and rehabilitate NAIA, with an option for a 10-year extension depending on the performance of the concessionaire. 

The group is made up of San Miguel Holdings Corp., RMM Asian Logistics Inc., RLW Aviation Development Inc., and Incheon International Airport Corp. It won the bidding after it offered the highest percentage share of its future gross revenues to the government at 82.16%.

Following the signing, Transportation Secretary Jaime Bautista said the winning group will undergo a financial closing that would take at least six months. 

The government is aiming to hand over the operations and maintenance of NAIA to the San Miguel-led consortium in September.

Asked if the new terminal will be called Terminal 5, Ang said, “‘Di ko pa alam eksakto ano tawag don basta (I don't know what it will be called but it will be a) brand new passenger terminal building.”

The San Miguel chief said the consortium is targeting to award the contract to build the new terminal building to a contractor “within six months” after it secured the necessary approvals from the Department of Transportation and the Manila International Airport Authority.

Ang added that the construction of the new terminal building could take at least three years.

“The location of the new passenger terminal building is in the Philippines Village Hotel [compound],” he said,

The consortium would need to make an upfront payment of P30 billion to the government and another P2 billion in annual payments for the duration of the contract.

This is on top of the over 82% of its gross revenues it committed to remit to the government.

The group is committing at least P122.3 billion in capital investments for the entire 25-year concession period or about P4.89 billion per year.

The government is expecting to generate P900 billion in revenues from the NAIA PPP project, inclusive of the upfront payment, annual payments, and the committed government revenue share.

Improvements

Ang said the group is committing to ease the vehicular traffic going to NAIA by building a Skyway bypass from Magallanes going to the Terminal 3.

“No more vehicular traffic by March next year,” he said,

San Miguel’s top honcho also said the group will use technologies such as QR code scanning “so you’ll be able to get to the pre-boarding room quickly.”

“Improve air conditioning, elevators, walkalators, escalators will be fixed… Even the boarding bridges,” Ang said.

“We will maximize the usage of the runway from 40 takeoffs per hour to 48 takeoffs per hour,” he added.

Ang also said the group will address the problems in the airport’s power system by fixing its generators, capacitors, and wirings.

The DOTr earlier said passengers can expected greater availability of parking; shorter and more predictable waiting times from check-in to immigration to security; availability of seats in the pre-departure gate; baggage coming out of the belly of the plane up to the conveyor belt in a predictable amount of time; reliable operating elevators, escalators, passenger boarding bridges, reliable lighting” within the the first year of the consortium’s takeover of NAIA’s operations.

As to the funding, Ang said several banks have already committed financing to the NAIA PPP Project ensuring that the consortium has enough war chest to bankroll the rehabilitation, maintenance, and operation of the Manila airport. — KBK, GMA Integrated News

On June 1, Ethiopian Airlines and Jeju Air will be relocated to Terminal 3. Subsequently, from June 16, all international flights operated by Philippine Airlines will move to Terminal 1.

The third phase of the program will begin on July 1, with all domestic flights of Philippines AirAsia to be operated from NAIA Terminal 2. While the MIAA works on expanding Terminal 2’s capacity, Cebu Pacific’s domestic operations will continue to be managed from Terminals 3 and 4 for the time being.

NAIA Terminal 4 to close down after Terminal 2's expansion: DOTr

T he Ninoy Aquino International Airport (NAIA) Terminal 4 will close down after the expansion of Terminal 2 has been completed, the Department of Transportation (DOTr) said.

The New NAIA Infra Corporation (NNIC), a conglomerate led by San Miguel Corporation, will take over the airport’s operations by Sept. 14 and seeks to rehabilitate Terminal 1 and expand Terminals 2 and 3.

Terminal 4, which serves domestic flights, will be repurposed as a warehouse and a site for administrative offices.

The NNIC is also looking to build a three-story Airport Express Hotel adjacent to the north wing of Terminal 2 for those who have early morning departures and those who would miss their connecting flights.

There’s also a planned access road toward Terminal 2’s north wing once its expansion is complete.

Last February, the NNIC won the bid to rehabilitate NAIA. It signed the concession agreement with the government the following month.

Their contract is 15 years and can be extended to 10 more years.

The NNIC is expected to spend over P200 billion for the concession, including the P122.3 billion capital outlay, the P30 billion upfront payment, and the P2 billion fixed annual payment.

It’s also set to share 82.16% of its gross revenue with the government.

MANILA, Philippines – At least 38 domestic flights and 21 international flights were delayed, and 3 flights were canceled, due to “software issues” affecting the Air Traffic Management Center on Monday, May 20.

The Civil Aviation Authority of the Philippines (CAAP) said that, at around 11:30 am, a software issue was discovered with the air traffic management system’s flight data processing system (FDPS), which processes flight plan information used for air traffic control. This system covered flights operations in the country’s main international airport, the Ninoy Aquino International Airport (NAIA).

“During the course of the assessment, personnel discovered that the FDPS was unable to send flight data to the controller workstations as expected. This issue impacted traffic flow in and out of Manila,” CAAP said in a statement released at 10 pm on Monday.

Although the communications, navigation, and surveillance equipment used in air traffic operations remained operational, CAAP decided to increase separation intervals for departing flights to approximately 10 minutes as a safety measure.

CAAP managed to restore the FDPS to full operation by 1:40 pm. However, the disruption caused by the technical glitch had already affected dozens of flights.

Consequential delays, cancellations

Besides flights directly affected by the issue, local airlines reported several more flight delays and cancellations as they attempted to normalize operations.

The Manila International Airport Authority, which operates NAIA, said that it would keep the airport’s runways open for 24 hours straight to facilitate airline flight recovery operations.

Passengers are advised to check with their airline’s social media platforms and websites for timely updates.

Cebu Pacific has announced the cancellation of 13 flights, explaining that it “will take some time normalize,” especially as some destination airports are subjected to sunset limitations. Here are the cancelled flights:
