What Does It Mean for Teachers to Dress ‘Professionally’?

As the end of the school year nears and the temperature outside surges, so, too, does the urge to reach for what’s cool and comfortable when dressing for work in the morning: Think flip flops, shorts, and tank and crop tops. That’s particularly true for those who work in the roughly 36,000 public schools with inadequate air conditioning systems .

But whether teachers act on this instinct may depend largely on their school’s employee dress code.

Much like student dress codes , those aimed at teachers tend to stir up controversy. For starters, there’s little consensus around whether they should even exist. And among schools that do implement teacher dress-code policies, rationales for why vary.

Plus, while most schools that do implement teacher dress codes often emphasize “professional” attire, the very definition of that term continues to evolve; lately, it has taken what appear to be some very big fashion leaps.

What is appropriate work attire for teachers?

Harvard education professor Susan Moore Johnson, who has more than 50 years of experience in the education field, shares a revealing recollection about how attitudes have changed over the years regarding professional teacher attire.

“As a new teacher in the late 1960s, women were expected to wear skirts or dresses, though some of those were very short, which didn’t seem to be a problem. I remember when one of my tenured colleagues “dared” to wear a pantsuit to school. Those of us with less experience watched to see whether she was reprimanded. She wasn’t, so the rest of us gradually did the same,” said Johnson, who conducts research on teachers’ working conditions and satisfaction.

Clearly, times have changed and, with them, notions of what passes as “business” attire. For instance, crop tops—a fashion style that reveals the waist, navel, or abdomen, according to Wikipedia —have become a highly popular—some might argue an “essential"—wardrobe piece among young women. And for some people, crop tops have crossed the threshold from “casual fashion” to “office wear.” The Wall Street Journal published an article earlier this month that began with this sentence: “CROP TOPS are cropping up in the office.”

Do teachers think they should have dress codes?

But does that mean teachers should wear crop tops and other skin-baring clothing in schools, especially if students’ dress codes prohibit them?

Teachers’ opinions vary widely on whether educators should be held to the same standards written into dress-code policies for students—and, if so, what those standards should include. That’s according to their responses to the following question Education Week posed on its social media channels: Teachers & school administrators, student dress codes often include guidelines around clothes that expose body parts (shorts, tank tops, crop tops, etc.). Should they apply to teachers, too, especially as the weather heats up?

Here’s a sampling of the feedback from teachers, many of whom vehemently opposed the idea of teacher dress codes:

Jenn Tate : “No. The question is insulting to teachers!”

Rebecca Garelli , a learning specialist and consultant: “Dress codes are very outdated and way too conservative for both students and teachers. No one should police people’s clothes, ever. Most dress codes are developed with misogynistic and classist undertones…”

Ligia “Gigi” Vasquez , a bilingual educator: “We, as teachers, are supposed to be professionals in all aspects, including dressing for working. It’s a pity we should be regulated in that regard as well.”

But some teachers’ responses indicate that they expect or even embrace dress codes at work.

Elizabeth Crawford : “Um, what? Everywhere I’ve taught, the dress code for teachers was MORE restrictive. ‘The same rules as students’ would have been a VACATION.”

Dawn Rupert : “Lead from the front! Be the example.”

What factors influence dress codes for teachers?

David Law, the superintendent of the Minnetonka public schools in Minnesota, takes a practical approach to how teachers dress in his district, which does not have a teacher dress code. He points out that, due to the more physical nature of their jobs, elementary teachers are much more likely to wear clothes that are comfortable and allow them to move with ease, like “joggers” and a T-shirt. “They include themselves as part of the student experience,” he said.

Law said that teachers in his district tend to dress increasingly more “professionally” in the upper levels, especially those who teach high school. That’s because students notice.

Deborah Wortham, the superintendent of the Roosevelt Union Free school district in New York, said that the student dress code consists of khaki pants and collared shirts and that teachers don’t have a dress code per se, but that they consistently meet expectations of “professional” dress.

Wortham asked a handful of 11th and 12th grade students to share their opinions on how teachers in their district dress.

“They said that the teachers dress very professionally, and they appreciate that,” Wortham said. When she pressed the students on why, they responded: “‘Because teachers serve as role models, and we want to see what that looks like in the workplace.’”

Montreal-area high school students protest 'sexist' dress code

Approximately 50 Montreal-area students — the vast majority of them female — were suspended Wednesday after their school deemed the shorts they were wearing were too short.

On Thursday, several students staged a walk-out to protest what they believe is a "sexist" dress code that unfairly targets girls.

"She [a staff member] said that my knees were attractive to the boys. I didn't understand why," said Isabelle Drouin, a student at Curé-Antoine-Labelle High School in Laval, Que., on Thursday. "She just said that word for word, 'Your knees are attractive to the boys; you have to go home.'"

A spokesperson for the school service centre confirmed the suspensions to CTV News.

Several students say that as temperatures began rising outside, they started receiving warnings about the length of their shorts.

"It's a bit humiliating, I'd say, to be discriminated by shorts," said Talie Cloutier, a Grade 11 student.

"She said, 'Your shorts give space for imagination.' I was, like, what adult comments that on a child's body?" said another student.

Cloutier insists the measures almost exclusively affect female students.

"The shorts we wear as students cover our bodies in a respectable way and don't let anything inappropriate show," she wrote in a letter to Noovo Info .

The student said that the school's ventilation system is lacklustre and claims there is no air conditioning.

"Temperatures are therefore higher inside the classrooms than outside," she said. "These temperatures don't create an environment conducive to education."

"[It's] hard to concentrate when you're trying to get your body to cool down," said Grade 11 student Romy Moise Ethier.

School issues notice to parents

According to the school's dress code, shorts must be around, or just above, the knee.

In an email sent to parents, the school explained, "The dress code was developed after consultation with the school community and the rules ensure a harmonious atmosphere at the school."

It added that even some school sports team shorts might be in violation if they are worn for everyday use. 

The school also told parents that "if a student is found to be non-compliant, they will have to change their clothes, if they have any with them, or they will be sent home to change."

Many students say this is the first time they've actually seen this policy enforced. Cloutier organized the protest and said she's worn the same pair of shorts for years, especially on hot days.

"It's burning inside the class. the ventilation inside the school is bad because it's an old school," she said.

'Acknowledge and apologize to all the women'

Students spoke to CTV News about being objectified and sexualized when taken out of class.

"I would just like them to acknowledge and to apologize to all the women that they took out of class yesterday," said Grade 11 student Veronica Lamas. "Then, they would look at the girls like it's as if they were sexualizing us, objectifying us being like, 'Yeah, well, your shorts are a bit shorter, so come with me."

Drouin said the boys at school were not treated the same.

"Nothing to the boys," she said. "The boys were bringing their shorts like this, and it was like, 'do you have to send us home too because our shorts are short?' and the teacher was like, 'No. Just for the girls."

The Centre de services scolaire de Laval says any comments towards students will be reviewed.

"If there were inappropriate comments, the school will remind the staff that that should not be happening," Yves Michel Volcy, the school service centre's director general, told CTV News.

Students are calling for a change to the dress code and an apology for what they say was a humiliating day at school.

Transgender girl faces discrimination from a Mississippi school's dress code, ACLU says

J ACKSON, Miss. (AP) — A transgender girl from Mississippi’s Gulf Coast who wanted to wear a dress to a regional band event was discriminated against when her school insisted she follow a dress code based on her sex assigned at birth, according to a new civil rights complaint.

The American Civil Liberties Union and the ACLU of Mississippi want the Harrison County School District to get rid of its sex-based distinctions in the dress code and stop enforcing the rules in a way that discriminates against girls, according to an administrative complaint filed Wednesday with the U.S. Department of Education's Office for Civil Rights.

The ACLU says the district's dress code violates Title IX, the 1972 law originally passed to address women’s rights. The law prohibits discrimination on the basis of sex by any educational programs or activities that receive federal money. The district rule that students’ clothing must match their sex assigned at birth was added to the dress code policy relatively recently, in July 2023.

The district did not immediately respond to a phone message and email seeking comment Thursday.

The complaint was filed Wednesday on behalf of a woman and her daughter, a 16-year-old student at Harrison Central High School. According to the complaint, the school's principal told the transgender girl she “can't represent our school dressed like that” by wearing a dress to the band event, and threatened the student with in-school suspension.

Despite pleas to participate, she was told to ask her mother to bring “boys' clothes” or face exclusion from the event, the complaint said.

The transgender teen’s story “is emblematic of other girls at Harrison County School District who have complained of the discriminatory dress code and hostile learning environment for LGBTQ+ students,” said McKenna Raney-Gray, an LGBTQ Justice Project attorney at the ACLU of Mississippi.

The complaint also wants the Office for Civil Rights to investigate the district focusing on Title IX discrimination.

The girl's mother said she is deeply concerned about the district's practices.

“Transgender and gender nonconforming students should not be forced to choose between participating in school events or remaining true to their gender identity,” the mother said.

The dress got a lot of national attention, including the folks at Disney. Layla got a surprise phone call from them.

“I am going to Disney guys! I get to see the premier before Disney Bayou opens. I get to see Tiana and go to a few parties and spend time with my family and all expenses paid,” said Layla.

She said she got her first sewing machine was she was just 12-years-old and taught herself how to sew.

Disney’s new Tiana’s Bayou Adventure is scheduled to open in the Magic Kingdom June 28.
