Job Summary:

This position will support the research program of Dr. Michael Lucey. Dr. Lucey's research focuses on chronic liver disease, particularly alcohol-associated liver disease (ALD). Dr. Lucey leads a multi-disciplinary and cross-departmental group, of whom key members are Dr. John Rice of the Division of Gastroenterology and Hepatology and Dr. Randy Brown of the Department of Family Medicine and Director of Addiction Services of UW Health. Our research encompasses electronic medical record data analysis, qualitative research techniques (focus groups and patient engagement), and clinical/health systems interventions using implementation science. Dr. Lucey is the principal investigator on a prospective 7-year study (starting date August 1, 2023), funded by the NIH, investigating the selection for and outcome of liver transplantation in patients with ALD who have been drinking in the 6 months prior to selection. The successful candidate for this position will assist and support Dr. Lucey and his team in all aspects of their research. Specific duties include (but not limited to): 1. Work with Dr. Lucey and his co-investigators to conduct high quality research; maintaining knowledge of specific study guidelines to assist Dr. Lucey in ensuring compliance with study mandates and federal regulations, managing project data, compliance, and assuring data consistency/security, and maintaining data documentation. 2. Coordinate Drs. Lucey and Rice's research projects within UW and with outside partners. This mandate includes coordinating patient and staff engagement groups and multidisciplinary research team meetings, maintaining working group meeting notes and project website data. 3. US funders to tighten oversight of controversial ‘gain of function’ research

After years of deliberation, US officials have released a policy that outlines how federal funding agencies and research institutions must review and oversee biological experiments on pathogens with the potential to be misused or spark a pandemic.

The policy, which applies to all research funded by US agencies and will take effect in May 2025, broadens oversight of these experiments. It singles out work involving high-risk pathogens for special oversight and streamlines existing policies and guidelines, adding clarity that researchers have been seeking for years.

“This is a very welcome development,” says Jaime Yassif, vice-president of global biological policy and programmes at the Nuclear Threat Initiative, a research centre in Washington DC that focuses on national-security issues. “The US is the biggest funder of life sciences research [globally], so we have a moral obligation to guard against risks.”

Balancing act

Manipulating pathogens such as viruses inside an enclosed laboratory facility, sometimes by making them more transmissible or harmful (called gain-of-function research), can help scientists to assess their risk to society and develop countermeasures such as vaccines or antiviral drugs. But the worry is that such pathogens could accidentally escape the laboratory or even become weaponized by people with malicious intent.

Policymakers have had difficulty developing a clearly articulated review system that evaluates the risks and benefits of this research, while ensuring that fundamental science needed to prepare for the next pandemic and to advance medicine isn’t paralysed. The latest policy, released on 6 May by the US Office of Science and Technology Policy, is the next stage of a long-running US balancing act between totally banning high-risk pathogen research and assessing it with standards that some say are too ambiguous.

The shifting sands of ‘gain-of-function’ research

In 2014, after several accidents involving mishandled pathogens at US government laboratories, the presidential administration announced a moratorium on funding for research that could make certain pathogens — such as influenza and coronaviruses — more dangerous, given their potential to unleash an epidemic or pandemic. At the time, some researchers said the ban threatened necessary flu surveillance and vaccine research.

The government ended the moratorium in 2017, after the US National Science Advisory Board for Biosecurity (NSABB), a panel of experts that advises the US government, concluded that very few experiments posed a risk. That year, the US Department of Health and Human Services (HHS) instead implemented a review framework for proposals from scientists seeking federal funding for experiments involving potential pandemic pathogens. This framework applied to proposals to any agency housed under the HHS, including the National Institutes of Health (NIH) — the largest public funder of biomedical research in the world.

Researchers raised concerns about the transparency of this review process, and the NSABB was asked to revisit these policies and guidelines in 2020, but the COVID-19 pandemic delayed any action until 2022. During that time, the emergence of the coronavirus SARS-CoV-2 , and the ensuing debate over whether it had leaked from a lab in China, put biosafety at the top of researchers’ minds worldwide. The NIH, in particular, was scrutinized during the pandemic for its role in funding potentially risky coronavirus research. In response, some Republican lawmakers have — so far unsuccessfully — put forward legislation that would once again place a moratorium on research that might increase the transmissibility or virulence of pathogens.

Finding a balance

The latest policy aims to address concerns that have arisen over the past decade about lax oversight, ambiguous wording and lack of transparency.

It breaks potentially problematic research into two categories. The first includes research on biological pathogens or toxins that could generate knowledge, technologies or products that could be misused. The second includes research on pathogens with enhanced pandemic potential.

Research falls into the first category if it meets several criteria. For example, it must involve high-risk biological agents, such as smallpox, that are on specific lists. It must also have particular experimental outcomes, such as increasing an agent’s deadliness.

Research that falls into the second category includes pathogens intended to be modified in a way that is “reasonably anticipated” to make them more dangerous. That criterion means that even research on pathogens that are not typically considered dangerous — seasonal influenza, for example — can fall into the second category. Previously, pathogen surveillance and vaccine-development research were not subject to additional oversight in the United States; the latest policy eliminates this exception, but clarifies that both surveillance and vaccine research are “typically not within the scope” of research in the second category.

Layers of review

Scientists and their institutions are responsible for identifying research that falls into the two categories, the policy states. Once the funding agency confirms that a research proposal fits into either group, that agency will request a risk–benefit assessment and a risk-mitigation plan from the investigator and institution. If a proposal is deemed to fit into the second category, it will undergo an extra review before the project gets the green light. A report of all federally funded research that fits into the second category will be made public every year.

NIH reinstates grant for controversial coronavirus research

The directive also mandates that agencies outside the HHS that fund biological research, such as the US Department of Defense, must abide by the same rules. This is a huge step forward, says Tom Inglesby, director of the Johns Hopkins Center for Health Security in Baltimore, Maryland. But it applies only to federally funded research; the policy recommends, but does not require, that non-governmental organizations and the private sector follow the same rules.

Federal agencies and research institutions will now create their own implementation plans to comply with the policy before it goes into effect in 2025. Yassif says that the policy’s success will hinge on how these stakeholders implement it.

Nevertheless, the policy sets a worldwide standard and might inspire other countries to re-evaluate how they oversee life-sciences research, says Filippa Lentzos, a biosecurity researcher at King’s College London who chairs an advisory group for the World Health Organization (WHO) on the responsible use of life-sciences research. Position Summary

The Knight First Amendment Institute defends the freedoms of speech and the press in the digital age through strategic litigation, research, policy advocacy, and public education. We aim to promote a system of free expression that is open and inclusive; that broadens and elevates public discourse; and that fosters creativity, accountability, and effective self-government.

Since its establishment in 2016, the Institute has filed precedent-setting litigation, undertaken major interdisciplinary research initiatives, and become an influential voice in debates about the freedoms of speech and the press in the digital age. The Institute’s research program engages leading scholars and researchers to explore pressing questions at the intersection of free expression, First Amendment law, and new technologies; convenes symposiums and other important events to cultivate scholarship and advance public understanding of important research questions; and publishes influential and widely-read scholarship and other essays in the field. Major research projects have focused on subjects including emerging threats to freedom of expression, the impact of large-scale data collection on self-government, the effects of algorithmic amplification on the online speech environment, and how the law should respond to lies and disinformation. The Institute’s recently-launched policy program engages with policymakers on issues including privacy and surveillance, press freedom, AI governance, and platform accountability and transparency; deepens the Institute’s internal understanding of the current and emerging regulatory landscape with respect to speech and privacy online; and cultivates policy-focused partnerships within the broader Columbia community.

Reporting to the Research Director as well as the Policy Director, and working closely with the Institute’s research program staff, visiting research scholars, and other contributors, the Research and Policy Program Coordinator will lead or assist with a broad range of activities in support of our research and policy priorities. The coordinator must be creative, resourceful, proactive, able to work both independently and collaboratively, and enthusiastic about the mission of the Institute. 

Responsibilities

1. Coordinate production and publication processes for all Institute publications, including blog posts, white papers, essays, reports, event programs and posters, and other materials as needed. These processes include:

  • Working with a team of external contractors and interns to ensure that all research and policy publications are thoroughly fact-checked, formatted, and proofread before publication.
  • Reviewing and correcting the work of the team as needed to ensure all written material is typo- and error-free prior to publication.
  • Compiling event materials including participant bios, agendas, paper abstracts, and event programs.
  • Ensuring that the Institute’s style guide is applied consistently across all written material.
  • Posting finished products on the Institute’s website.
  • Working with outside vendors, including graphic designers and printers.
  • Drafting social media copy to promote new projects and publications.

2. Coordinate the research and policy programs’ short- and medium-term planning for upcoming projects and events, including:

  • Maintaining the program calendar.
  • Organizing meetings and compiling agendas for editorial and project planning and review.
  • Keeping track of current year program budgets and assembling proposed future program budgets.

3. Assist in monitoring, viewing, and summarizing for the Institute relevant Congressional hearings, press conferences, bill introductions, and executive branch actions.

4. Assist in preparing materials for policymaker briefings, Congressional hearings, panel discussions, and similar events, including talking points, written statements, remarks, and presentation materials.

5. Maintain research and policy program webpages.

6. Assist in hiring and supervision of research and communications program interns.

7. Track and oversee permissions requests.

8. Assist in maintaining record of program outputs, including papers published, citation counts, event participants, and media mentions.

9. Assist in preparing program reports for the board and for funders.

10. Perform related duties and responsibilities as assigned.

Minimum Qualifications

  • BA or BS degree or equivalent. 0-2 years of related experience, including internships and/or research assistant positions.
  • Excellent written and verbal communication skills.
  • Exceptionally strong proofreading skills. The Knight Institute holds all its publications to the high standards expected throughout the legal profession. This requires meticulous proofreading and formatting of everything from blog posts to research essays, including close attention to citation formatting.
  • Excellent project management skills, including ability to manage multiple fast-moving projects at once.
  • Strong computer skills, including proficiency with Microsoft Word, Office, and Outlook.
  • Flexibility and ability to manage multiple tasks efficiently while working proactively and cooperatively in a team-oriented, start-up environment.

Preferred Qualifications

  • Familiarity with Notion, the project management software.
  • Familiarity with The Bluebook, the system used for legal citation.

  • Experience in an international media company, advertising/media agency or market research company focusing on media research
  • Demonstrated experience in cross media measurement using various sources including but not limited to publisher's first-party data, Ipsos surveys, Google Analytics, Comscore as well as other secondary sources
  • Extensive experience in reporting research findings to internal stakeholders and external clients including the ability to present the results of analytic efforts to a non-data savvy audience
  • Excellent Powerpoint, Excel and MS Office skills
  • Demonstrated continuous career growth within an organization
  • Bachelor's degree or equivalent
  • Fluency in both written and spoken English
