As we know Civil Service is the service that is responsible for the public administration of the government of the country. It does not include legislative, judiciary, and military personnel. Civil Service in India consists of the Indian Administrative Service (IAS), Indian Police Service (IPS), Indian Foreign Service (IFS), and a comprehensive list of All India Services and Central Services Group A and Group B. 21 April is dedicated to the Civil Service people to commemorate their exemplary services and to reflect back what they have done years back. Civil Service word dates back to the British time when British East India Company civilian staff were involved in administrative jobs and were known as 'Public Servants'. Its foundation has been laid by Warren Hastings and later more reforms were done by Charles Cornwallis and so he was known as the "Father of Civil Services in India".

The date of April 21 was chosen to commemorate the day in 1947 when Sardar Vallabhbhai Patel, the first Home Minister of Independent India, addressed probationers of Administrative Services Officers at Metcalf House in Delhi. He referred to civil servants as the ' steel frame of India ' . That is civil servants who are working in different departments or at various levels of the government act as the supporting pillars of the administrative system of the country.

Why is 21 April celebrated as National Civil Services Day?

Its origin is related to the year 1947 when on 21st April Sardar Vallabh Bhai Patel, Home Minister of Independent India addressed the probationary officers at the All India Administrative Service Training School at Metcalfe House, Delhi. He delivered a powerful speech and empowered the Civil Servants to adopt the true role of national service leaving behind the past experience. In his speech he referred to civil servants as the 'steel frame of India'. The first such function was held in Vigyan Bhawan, New Delhi on 21 April 2006. And from then April 21 has been celebrated as National Civil Service Day.

History of National Civil Service Day

The civil services of India present today are mainly based on the pattern of the former Indian Civil Service of British India.  Foundation of civil service was laid down by Warren Hastings  and later Charles Cornwallis reformed, modernized, and rationalized it. Hence, Charles Cornwallis is called as ‘the father of civil service in India’.

Charles Cornwallis introduced two divisions of the Indian Civil service—covenanted and uncovenanted. The covenanted civil service consisted only Europeans occupying the higher posts in the government while the uncovenanted civil service was introduced to facilitate the entry of Indians at the lower level of the administration.

The present civil service was formed after the partition of India in 1947. It was Sardar  Vallabhbhai Patel’s vision that the civil service should strengthen cohesion and national unity in India. The guiding principles of the Indian civil services are the values of integrity, impartiality, and merit.

Ministry is responsible for training, reforms, and pensions for the civil service system in India. Civil service does not include legislative, judiciary and military personnel. Members of Civil Service do not take any pledge to any political ruling party but are the executioners of the policies of the ruling political party.

Civil Service in India consists of Indian Administrative Service (IAS), Indian Police Service (IPS), Indian Foreign Service (IFS) and comprehensive list of All India Services and Central Services Group A and Group B services.

Under Article 312, the constitution gives authority to the to set up new branches of the All India Services with a two-thirds majority vote. Under this constitutional provision, Indian Administrative Service, Indian Police Service, and Indian Forest Service have been established .

National Civil Service Day 2021 Significance

The main responsibility of the civil services is to run the administration of India smoothly. In accordance with policy directions from the ministries, the country is managed through a number of central government agencies. Among the members of the civil services are administrators in the central government and state government; emissaries in the foreign missions/embassies; tax collectors and revenue commissioners; civil service commissioned police officers; permanent representative(s) and employees in the United Nations and its agencies; and chairman, managing directors, and full-time functional directors and members of the board of various public-sector undertakings, enterprises, corporations, banks, and financial institutions. Civil servants are employed to different agencies of India and can also be appointed as advisors, special duty officers, or private secretaries to ministers of the Union and the State Government.

Actual makers of Indian law and policy are the Civil servants. They have work on behalf of the elected government. They cannot publicly show their disinterest or disapproval for it. According to the government’s views and interests, it is mandatory for Civil Servants to form certain rules and policies.

Objective of National Civil Service Day

  • To motivate and appreciate the work done and efforts of all the Civil Service officers.
  • This opportunity is used by the Central Government evaluate the work of various departments under the civil services.
  • The best working individuals and groups are felicitated and provide awards by the Central government.

Every year lakhs of aspirants apply for Indian Civil Service exam for almost thousand posts. Context: National Civil Service Day, observed on April 21 every year, is a celebration of the idea of national civil service.

  • The first National Civil Services Day was celebrated on April 21, 2006 .

Background:

  • Civil servants constitute the backbone of the administration .
  • They ensure the implementation of government policies , ensuring the passage of benefits to the people.
  • Indian Administrative Service (IAS)
  • Indian Police Service (IPS)
  • Indian Foreign Service (IFS) and
  • A comprehensive list of other Central Services (Group A, B)
  • It commemorates the day when Sardar Vallabhbhai Patel – independent India’s first Home Minister, inaugurated the newly-created Indian Administrative Service in 1947 , calling them the “ steel frame of India .”

A new ethic of civil servants:

WHY APRIL 21?

A speech was delivered by the first Home Minister of Independent India, Sardar Vallabhbhai Patel on April 21st, 1947 . He addressed the probationers of Administrative Services Officers at Metcalf House in Delhi and referred to the civil servants and the newly created Indian Administrative Service as the steel frame of India .

“A civil servant should regard it as a proud privilege to belong to the service, the covenants of which you will sign, and to uphold throughout your service its dignity, integrity, and incorruptibility,” Patel added while highlighting their crucial role.

This iconic speech ultimately laid the foundation for National Civil Service Day, with the first celebration being hosted at Vigyan Bhawan, New Delhi, on April 21st, coinciding with Patel’s anniversary speech, making April 21st designated as National Civil Service Day.

In essence, National Civil Services Day is an occasion dedicated to acknowledging and appreciating the efforts of civil servants in the development of India and providing essential services to its citizens. In 1947 on 21st April Sardar Vallabh Bhai Patel, Home Minister of independent India addressed the Probationary Officers at the all-Indian Administrative Service Training School at Metcalfe House in New Delhi. When is National Civil Service Day 2022?

Just like every year, this year too National Civil Service Day will be celebrated on April 21, 2022. 

History of Civil Service Day 

The history of Civil Services in India can be traced back during the year 1757 when India was under the rule of East India Company. The Covenanted Civil Services were started by the East India Company where it was mandatory to sign the covenants for all the CSS members. India Civil Service was reformed and modernised by Charles Cornwallis in 1886 and thus he is referred to as the father of India Civil Service.

Given below are few important points that are associated with the establishment of the Indian Administrative Services:

After the end of the East India Company, CSS was renamed as the Imperial Civil Service in 1886 and was under the power of the British Crown. 

Later, in the same year, it was announced by the Aitchison Commission that the Indians must also be given employment in the public services. Thus, the Imperial Civil Service was then named as the Indian Civil Service. 

For the first time in the history of India, the Indian Civil Service Exam was conducted in the year 1922.

On 1st October 1926 under the chairmanship of Sir Ross Barker, the Public Service Commission of India was established.

In 1924, the All India Services were renamed as the Central Superior Services. Since the availability of the Europeans decreased after 1939, the number of Indians in the service increased. After independence, i.e., after 1947, the Indian Civil Service became the Indian Administrative Service (IAS). The first person to become an IAS officer in India was Satyendranath Tagore.

The date of April 21 was chosen to commemorate the National Civil Service Day as on this particular day in 1947, Sardar Vallabhbhai Patel, the first Home Minister of Independent India, addressed the probationers of Administrative Services Officers at Metcalf House in Delhi. He also referred to all the Indian Civil Servants as India's "steel frame". 

By this, he addressed the civil workers at all levels of government as the supporting pillars of India's administrative system. He gave a powerful statement, encouraging Civil Servants to embrace the true meaning of national service, leaving behind their previous experiences. After this day, the National Civil Service Day was first observed in a grand manner in Vigyan Bhawan, New Delhi on April 21, 2006. Since that day, National Civil Service Day is celebrated every year across the country on April 21.

The government of India celebrates Civil Services Day, every year as an occasion for the civil servants to rededicate themselves to the cause of serving citizens and renew their commitments to public service and excellence in work. This day holds a significant role for the Indian Administration. In the beginning of the program, I am going to share a small speech on the significance of celebrating National Civil Service Day.

The celebration of National Civil Service Day is done on 21 st April every year. The Home Minister during India’s Independence, Sardar Vallabhbhai Patel introduced All India Services on 21 st April, 1947. During the inauguration speech at All India Administrative Service Training School, Patel mentioned civil servants as the ‘Steel Frame of India’ to highlight their contribution in public administration. The official celebration of National Civil Service Day was started on 21 st April, 2006.

The main aim of celebrating National Civil Service Day is to pay tribute to Civil Service Officials for maintaining administrative function of the nation. The executive branch of civil services includes Indian Administrative Services (IAS), Indian Foreign Services (IFS) and Indian Police Services (IPS) and main services of Group A and B. Active involvements of civil servants help to manage government initiatives at grassroots level. Strategic activities of Civil Service Officials assist to meet the needs of local people effectively.

Award functions are arranged to celebrate National Civil Service Day every year. The Prime Minister honours all Civil Service Officials for their ceaseless effort to manage India’s administrative function. Monetary rewards are provided to retain the commitment of efficient officials. The inspiring stories of the officials are shared to encourage young generation for participating in Indian Administrative Services.

For many Americans, Memorial Day is more than a long weekend and an unofficial start to the summer season. The real meaning of the holiday is meant to honor all U.S. soldiers who have died serving their country.

Originally called Decoration Day, Memorial Day's history goes back to the Civil War. It was was declared a national holiday by Congress in 1971, according to the U.S. Department of Veterans' Affairs.

Although Veterans Day in November also honors military service members, Memorial Day differs by honoring all military members who have died while serving in U.S. forces in any current or previous wars.

The late-May holiday has also evolved into an opportunity for Americans to head to the beach or lake , travel to see friends and family , or even catch a Memorial Day parade .

When is Memorial Day?

One of 11 federal holidays recognized in the U.S., Memorial Day is always observed on the last Monday of May. This year, the holiday falls on Monday, May 27.

Why do we celebrate Memorial Day?  

The origins of the holiday can be traced back to local observances for soldiers with neglected gravesites during the Civil War.

The first observance of what would become Memorial Day, some historians think, took place in Charleston, South Carolina at the site of a horse racing track that Confederates had turned into a prison holding Union prisoners. Blacks in the city organized a burial of deceased Union prisoners and built a fence around the site, Yale historian David Blight wrote in  The New York Times  in 2011.

Then on May 1, 1865, they held an event there including a parade – Blacks who fought in the Civil War participated – spiritual readings and songs, and picnicking. A commemorative marker was erected there in 2010.

One of the first Decoration Days was held in Columbus, Mississippi, on April 25, 1866 by women who decorated graves of Confederate soldiers who perished in the battle at Shiloh with flowers. On May 5, 1868, three years after the end of the Civil War, the tradition of placing flowers on veterans’ graves was continued by the establishment of Decoration Day by an organization of Union veterans, the Grand Army of the Republic. 

General Ulysses S. Grant presided over the first large observance, a crowd of about 5,000 people, at Arlington National Cemetery in Virginia on May 30, 1873.

This tradition continues to thrive in cemeteries of all sizes across the country. 

Until World War I, Civil War soldiers were solely honored on this holiday. Now, all Americans who’ve served are observed. 

At least 25 places in the North and the South claim to be the birthplace of Memorial Day. Some states that claim ownership of the origins include Illinois, Georgia, Virginia, and Pennsylvania, according to Veterans Affairs.

Despite conflicting claims, the U.S. Congress and President Lyndon Johnson declared Waterloo, New York, as the “birthplace” of Memorial Day on May 30, 1966, after Governor Nelson Rockefeller's declaration that same year. The New York community formally honored local veterans May 5, 1866 by closing businesses and lowering flags at half-staff. 

Why is Memorial Day in May? 

The day that we celebrate Memorial Day is believed to be influenced by Illinois U.S. Representative John A. Logan, who was elected to the U.S. House of Representatives as a Democrat in November 1858, and served as an officer during the Mexican War.

It is said that Logan, a staunch defender of the Union, believed Memorial Day should occur when flowers are in full bloom across the country, according to the  National Museum of the U.S. Army.

Congress passed an act making May 30 a holiday in the District of Columbia in 1888,  according to the U.S. Congressional Research Service.

In 2000, the National Moment of Remembrance Act – which created the White House Commission on the National Moment of Remembrance and encourages all to pause at 3 p.m. local time on Memorial Day for a minute of silence – was signed into law by Congress and the President.

What is the difference between Memorial Day and Veterans Day?

Memorial Day and Veterans Day both honor the sacrifices made by U.S. veterans, but the holidays serve different purposes.

Veterans Day, originally called “Armistice Day,” is a younger holiday established in 1926 as a way to commemorate all those who had served in the U.S. armed forces during World War I.

Allied forces storming the beaches of Normandy on June 6, 1944 — better known as D-Day — marked a turning point in World War II. It was the largest amphibious invasion in history, involving over 156,000 soldiers from multiple nations standing together against tyranny. The operation set the stage for the liberation of Europe from Nazi occupation, emphasizing the crucial importance of unity and determination. This history also shaped the course of my own life.

Like most Americans, my citizenship connects me to the events of D-Day, but for me, this connection goes deeper. I was born in France, immigrated to the United States in my youth and became a citizen just a few months before my 18th birthday. I then went on to serve in the U.S. Army in Afghanistan, proudly doing my duty to defend my nation’s values.

Growing up in the outskirts of Paris, the stories of D-Day — the sheer bravery of the American, British and Canadian service members — left an indelible mark on my young mind. Their courage under fire and unity in the face of adversity changed the outcome of the Second World War and with it, the course of history. Decades later, these young men and women inspired my own path toward service in the United States Army.

My story is one example of how the history of D-Day continues to shape our understanding of freedom and bravery in the United States and beyond. But one need not be born in France or enlist in the military to connect with this history and honor those who served. As we reflect on the sacrifices made on D-Day, let us also consider what we can all do to keep their legacy alive.

First, we can visit memorials and cemeteries. The American Battle Monuments Commission operates and maintains 26 permanent American military cemeteries and 31 federal memorials worldwide, including four in the United States. Many are at historically significant sites such as the Normandy American Cemetery at Omaha beach, where ABMC will be hosting an 80th anniversary event this year. But others are in locations significant in other ways: for instance, the World War I memorial is in our nation’s capital, one block from the White House. Wherever we are, taking the time to visit ABMC sites or local veterans’ memorials allows us to pay our respects and learn more about the individuals who served.

Even before visiting, we can begin to educate ourselves and others about significant historical events like D-Day. Whether through lesson plans, documentaries, literature or oral histories, sharing these stories with friends and family — and especially the younger generation — is crucial to ensure the lessons of the past are not forgotten.

In addition, we can take steps to support veterans and their families, including the surviving World War II veterans, service members’ descendants, and those surviving from more recent conflicts. I know firsthand the difficulties that come with transitioning home from combat. Engaging with and supporting organizations that provide assistance to veterans and their families can make all the difference for our service members. Their sacrifices continue long after they return home.

Lastly, we can promote the values that our war dead embody: unity and service. The unity and determination of the D-Day forces should inspire us to work together for the common good in all aspects of society, whether by serving in our communities or standing up for the values for which they fought.

As I reflect on my military service, the first time I wore the Army uniform stands out as a profound moment of pride. I was acutely aware of the legacy of those who had served before me, especially those who made the ultimate sacrifice. Their commitment to freedom and justice across the globe was a torch passed down through generations, and during my tours in Afghanistan, I carried that torch with honor. Now, as a commissioner of ABMC , I am privileged to play a new role in preserving the legacy of these heroes.

The D-Day anniversary is not just about commemorating a historic military operation; it’s about the ongoing journey toward peace, liberty and justice for all. It challenges us to reflect on our responsibilities as beneficiaries of the sacrifices made by the greatest generation. As we honor the courage and collaboration of those who fought on the beaches of Normandy, we must also commit ourselves to actions that uphold the freedoms they secured.

In doing so, we ensure that the light of freedom, kindled on D-Day, continues to illuminate our world. The stories of those who served and sacrificed are our inheritance and our inspiration. It is our solemn duty to carry forward their legacy with pride and purpose, and ensure that their sacrifices are never forgotten and that their ideals live on in our actions.
