You might respond to a Request for Proposals (RFP) that you saw advertised on an industry website, or you might receive an invitation directly from a client. Either way, it is essential to construct a clear, comprehensive response. You can adapt this template to meet the specific requirements of your potential client.

Understanding of the Problem

Projects are typically developed around problems that need to be solved. In this section, show the potential client that you understand the history of the problem and the unique requirements that it entails.

Keep your proposal customer-focused. Make the client feel like you understand them better than any of your competitors.

HubSpot Tip: Think of the organization of this section like a funnel. Start with a broad description of the context, then continue to give more specifics about the potential client and their general needs, and finally home in on the particular problem at hand.

Proposed Solution

This section is the heart of your proposal. Present your solution in as much detail as possible, preferably in a step-by-step format that addresses all of the client’s requirements.

To really drive home the point that your offering meets all of the client’s needs, consider providing a “features and benefits” table like the one below. It outlines key parts of your product or service and their specific value to the potential client.

You know the saying “a picture is worth a thousand words”? Well, it rings true in business proposals! Try to provide tables and graphics when possible to break up the narrative and make your points easier to understand and digest. If you work in a field that is suited to it, consider including images and examples of your products or services.

HubSpot Tip: Keep your solution focused on the client. Be specific about how you will meet their unique requirements. Using a proposal template is helpful, but you need to tailor it to every new project.

Pricing Information

While the Proposed Solution section is important for persuading the potential client to choose your company, it is also crucial to provide a well-documented, competitive pricing summary. Make sure you include pricing for everything that you described in the previous section.

Depending on the good or service you are providing, you might be paid on a fixed fee, hourly, or per unit basis. You might want to suggest a one-time payment or a series of installments. If you will be paid in multiple installments, consider detailing this in a Pricing Schedule.

You should also list and explain any assumptions that, if they were to change, would alter the price of your proposal. For example, the number of in-person meetings required, the start and completion dates of the contract, and the number of rounds of revisions allowed.

Proposed Schedule

Whether or not your client specified an expected completion date, you will want to propose one. You should offer a detailed schedule of the phases needed to meet the requirements of the proposal. You should also describe the work products, also called deliverables, associated with each phase.

Consider presenting the schedule graphically in a timeline or as a table with activities and dates, as shown below.

It is always a good idea to simplify things for the customer. Begin the conclusion by briefly stating why you are the best choice to meet the requirements. Describe the next steps and confirm your availability for future discussions.

Then, rather than make them search for it, provide detailed contact information right at the end of your proposal, so the client can get in touch with you easily.

Terms and Conditions

Include your company’s terms and conditions. The terms and conditions indicate the provisions, requirements, rules, specifications, and standards on which the resulting contract will be based.

Appendices are a good place to include any information that you think is important, but that the client did not specifically request. Also, it is a good place to insert documents that are too large to include within the document. You can reference the proposal and attach them in the Appendices so that they do not interrupt the flow of the narrative.

You've got to convince your clients you're better than all the other yahoos vying for their business, and the best way to do that is by showing off what makes you uniquely qualified to solve their problems.

Framing your unique selling proposition (USP) in a way that benefits the customer is vital because it makes your offering more relatable and appealing, directly addressing the customer's needs or pain points.

For instance, a company might boast, "Our team has 103 years of collective experience." That's a hefty number, and one can't help but picture a team of Gandalfs shuffling papers and nodding sagely. Yet, without context, it's just a number, as emotionally stirring as announcing you've collected 103 pieces of lint from your dryer.

Instead of just humblebragging about your gazillion years of experience, tell prospects how it benefits them: "Our team's 103 years of collective experience means we spot problems before they arise, we don't waste time upskilling, and, like workplace MacGyvers, we're ready to turn a paperclip and a stick of gum into a solution."

Provide solid evidence that you've done this kind of work before. Share details of similar successful projects, along with social proof like testimonials or case studies from happy clients. Mention any awards or the time you got mentioned in the paper for something other than that misunderstanding about the "borrowed" traffic cone. The more you can demonstrate your experience and expertise, the more credibility you'll build.

Include a strong call to action

At the risk of stating the obvious, which I understand is a cherished tradition in the world of business proposals, one must not, under any circumstances, let a proposal fizzle out at the end without calling out next steps. It's like leaving a high-five hanging—it's awkward and, honestly, a little sad. Give your proposal the kind of finale that has confetti cannons and at least one person in the background slow-clapping until everyone joins in.

Remember, ending a business proposal without a call to action is like forgetting to say "Bingo!" when you've got five in a row—it's a missed opportunity that could cost you more than just mild embarrassment at the senior center. Don't let a weak ending undermine an otherwise slam-dunk proposal. A strong finish could be the difference between a lost opportunity and your next big client.

With thousands of pages in the tax code, it’s nearly impossible for most Americans to really understand how they are taxed, let alone understand the nuances between capital gains, ordinary income tax and how that could affect your personal economy and the stock market.

According to a report issued by the Treasury Department, led by Secretary Janet Yellen, Biden’s proposed fiscal year 2025 budget would increase the top marginal rate on long-term capital gains and qualified dividends to an astonishing 44.6%.   

Today, that top marginal long-term capital gains rate is at 23.8%. Do NOT get fooled when you hear or read that the increase is ONLY a 20.8% increase, when in fact it would be an 87.4% increase!

Here’s the breakdown of how this tax would increase by almost 100%.

First, the top ordinary income marginal tax rate would increase from 37% today to a future rate of 39.6%.

Second, the top long-term capital gains marginal tax rate would adjust to the top ordinary income marginal tax rate, meaning it would move from 20% to 39.6% for capital gains.

Third, let’s remember recent relevant history with the tax code. The Affordable Care Act was signed into law on March 23, 2010, and instituted the ObamaCare surtax of 3.8%, or what is known as the net investment income tax (NIIT). It took two years later for the Supreme Court to render a decision about whether this tax was even constitutional, and it finally went into effect on Jan. 1, 2013.  

The most important part of this tax centered on what types of income are subject to this new tax. Gains from the sale of stocks, bonds, mutual funds, investment real estate and interests in partnerships and S corporations were all under the umbrella of NIIT. The president is now proposing that this tax moves from 3.8% to 5%.

If you add the proposed 39.6% capital gains tax plus the 5% NIIT, it is how the overall 44.6% would be enacted if the current administration has its way.

Why would this crush the economy?

If these new policies take effect when the Tax Cuts and Jobs Act (TCJA) of 2017 expires at the end of 2025, we will be staring down a barrel in 2025 of millions of Americans selling off their highly appreciated stock positions at today’s long-term capital gains rates versus paying double in 2026.  

The simplicity of this is that the law of supply and demand holds true with the stock market. The fear is that selling begets more selling, and if investors that are long-term holders of individual stocks get nervous that double the taxation is imminent, you could see many investors head for the exits in a significant way, especially if Congress, the Senate and the White House are a sea of blue.

This could also have a significant trickle-down effect on people losing their jobs as smaller companies consolidate into larger ones and could also stagnate the germination of new businesses as the upside potential to take on financial, legal and personal risk may not give entrepreneurs the excitement to launch businesses like they have in the past.

Under the new proposed Biden tax plan, 10 states would have more than a 50% capital gains tax, with California being the highest at 57.9%. Those that have investment real estate in their portfolios may also consider selling these properties and if interest rates remain high, it could put a glut of properties into the marketplace where we struggle to find future buyers, including millennials and Gen Zers, who are falling far short today to muster up even a down payment on a new home.

These are really dangerous proposals that all Americans need to study closely. If you think the economy is tough now, and you are worried about inflation staying high, just watch what happens at a 44.6% top capital gains rate when it comes to really investing in the future of America.

Chicago Public School Board hears proposal for safety plan without school resource officers

CHICAGO (WLS) -- Thursday the Chicago Public School Board heard a proposal for whole-school safety without the presence of school resource officers from Chief of Safety and Security Jadine Chou.

Chou said in addition to physical protections, there is a need to emphasize prevention.

"We are also working on, how are we building relationships with our students so we can be proactive, so if something is going on we will know that and we will address it at its root," Chou said.

The Whole School Safety Steering Committee presented their proposal to the board. The committee suggested a tiered transition over five years, and that each school would determine their own plan sooner if desired.

"The future of safety at CPS is about physical, emotional and relational safety, and the intersections of the three," said CPS Board Vice President Elizabeth Todd-Breland.

While the steering committee had been working on this proposal for months, calls to get armed police officers out of schools got loud in the aftermath of George Floyd's death at the hands of Minneapolis police in 2020.

Former CPS student, parent and resident Lynn Morton was on the steering committee.

"Guns don't bring relationships," she said. "I don't care who is carrying them, it could be the police or community members, they don't build that togetherness, they build those relationships and safety happens when you are in relationships," she said.

The board had previously voted to sunset school resource officers. Chou acknowledged concerns about the change but added there are plans to assist those 39 schools with SROs in the fall.

"We are going to have arrival and dismissal support, and another example is we are going to have ongoing meetings. These are things we expect will continue as we work through this transition," she said.

It's anticipated there will be 30 days for public comment on the whole-school safety proposal, and the committee will present a final proposal at the school board meeting in July.

Councilors in the Gruenheide municipality, just outside Berlin, voted 11-6 Thursday evening with two abstentions in favor of the plan, German news agency dpa reported. The proposal was scaled down to involve the felling of fewer trees than originally intended.

Politics | Illinois Democrats still at odds over tax hike proposals as budget talks again head into overtime

With the state facing a tighter financial outlook than in recent years, when revenues have routinely outperformed projections, a budget agreement had yet to surface as of Thursday evening. That doesn’t leave enough time for the House and Senate both to approve a spending plan before Friday, when the spring session was scheduled to end.

Negotiations for the budget year that begins July 1 have been rocky as some Democrats have expressed reluctance to accept at least some of the tax increases proposed by Pritzker, which include hikes for sportsbooks, retailers and corporations.

Without the benefit of unanticipated revenue windfalls to look forward to and billions of dollars in federal coronavirus relief money already allocated to one-time expenditures from past years, some lawmakers are pushing for a more cautious approach going forward.

“I’m afraid that we’re making decisions now, today, that are going to complicate things next year. So rather than using all these revenue enhancements this year, I’ve suggested, maybe use one or two, make some cuts, and save some of those tools for next year when you know we’re going to have to come up with additional revenue,” Democratic state Rep. Fred Crespo of Hoffman Estates said.

One point of contention has been Pritzker’s plan to raise the taxes on sports wagers — paid by sportsbooks out of their post-payout revenue — to as much as 35% from 15%. The Pritzker administration projects the change would generate an estimated $200 million in additional revenue. The governor has emphasized that the tax on sports betting would be on companies such as DraftKings and FanDuel, not “against sports bettors themselves.”

Pritzker on Thursday sought to downplay the resistance he’s met from fellow Democrats, instead attributing the pushback to sports betting companies, which through a coalition have hired a stable of high-powered statehouse lobbyists to advance their cause with lawmakers.

Sportsbooks “have made literally tens of millions of dollars from the state of Illinois, and all we’re asking is that they pay a little more of their fair share,” Pritzker, who signed a measure legalizing sports betting during his first year in office in 2019, said Thursday at an unrelated event in Pontoon Beach in the Metro East area of Illinois outside St. Louis.

Metro East is home to two entertainment venues that both recently changed their names to reflect the importance of sports wagering to their business: DraftKings at Casino Queen in East St. Louis and FanDuel Sportsbook & Horse Racing in Collinsville, formerly Fairmount Park.

State Sen. Christopher Belt, a Democrat from nearby Swansea, raised concerns that the proposed tax increases would have a negative impact on East St. Louis, a blighted community that depends on the casino as an economic driver. Belt said the casino contributes a sizable percentage of the city’s general revenue fund.

“Any hit from the casinos plays over directly to the city of East St. Louis. Then that impacts public safety. That impacts everything. And so, I would love to see another alternative,” Belt said.

But Belt also disagrees with budget cuts as an alternative to the tax increases on sports betting, a suggestion made earlier this month by Deputy Gov. Andy Manar in a memo to the heads of state agencies. Manar cautioned that if the tax hikes don’t make it through the legislature,  the departments should prepare for $800 million in cuts to various state services.

“This is why we’re burning the midnight oil,” Belt said. “And again, it’s the governor’s proposal. So he’s open, probably, to maybe suitable alternatives and that’s what we’re looking for now.”

Rep. Jay Hoffman, who is part of House Speaker Emanuel “Chris” Welch’s Democratic leadership team, echoed Belt’s concerns, saying the casino and racetrack have been able to stay above water thanks to DraftKings and FanDuel. Hoffman worried a tax increase could have a negative trickle-down effect on the operations of the venues.

“For me, it’s really a local issue because those entities that have a bunch of employees; they were able to stay afloat by hosting FanDuel and DraftKings,” said Hoffman, also of Swansea. “In order to ensure that the hundreds of people who work at Fairmount racetrack, and everything from training the horses to cleaning up after the horses to working in concession stands … in order to make sure that they keep employed, I think it’s difficult to vote for the tax increase.”

But the opposition doesn’t just come from downstate. Democratic Rep. Curtis Tarver of Chicago also said Thursday he doesn’t like the proposal to hike taxes on the relatively new business of legal sports betting.

“For an industry to be in its nascence and to have a business model that increases the taxes by 100% in four years isn’t a good signal to other businesses that might want to come to Illinois,” Tarver said.

Rep. Marcus Evans of Chicago, who is also part of House Democratic leadership, however, said he doesn’t think higher taxes would adversely affect the sports books.

“Some people just say the taxes may be too high, but on the East Coast the taxes are a lot higher. And I think people are still going to bet,” Evans said.

The sports betting tax in New York state is 51%, for example.

“So I don’t think that the taxes that have been proposed are that onerous,” Evans said. “I think people want to sports bet, so I don’t anticipate sports betting to go away because of higher taxes.”

The Sports Betting Alliance, which represents sportsbooks, takes the opposite view, arguing that Illinois’ lower tax rate allows the companies to offer better odds and promotions that draw gamblers away from illegal bookies.

Rep. Will Guzzardi, a Chicago progressive who is part of House Democrats’ working group on budgetary matters, acknowledged a diversity of opinions in his caucus about how the state should generate revenue but believes “there aren’t that many sticking points left” before a budget agreement can be reached.

While lobbyists for sportsbooks made compelling points, “someone’s going to have to wind up paying more” as the legislature funds its priorities, Guzzardi said.

“Better it be the most profitable corporations in the state than working people,” he said.

Crespo, the Hoffman Estates Democrat, said he and other moderates in the House have “embraced the idea of maybe a revenue enhancement or two,” though he declined to comment on specifics of which of Pritzker’s proposals were likely to earn their support.

As for places to trim spending, Crespo suggested eliminating coverage of weight loss drugs including Ozempic for state workers — a provision quietly added to the budget last year — as one option.

Also on the table is a proposal from Pritzker that would extend a cap on losses large corporations can write off on their state income taxes, which the governor estimates would bring in $526 million in revenue.

Pritzker has also resurrected a previously unsuccessful plan to limit the tax that discount retailers receive for collecting sales tax, which his office estimates would generate another $101 million. And the governor has proposed raising taxes on individuals by reducing the standard exemption for state personal income taxes, which would raise an estimated $93 million by increasing tax bills for Illinois residents.

Despite it becoming evident that lawmakers will miss their self-imposed deadline to pass the budget, Sen. Robert Peters, a Chicago Democrat, expressed confidence that the new budget would include funding for a number of issues important to Illinois residents.

“Currently, violence prevention work is very important, small business support, our hospitals, particularly when it comes to Medicaid,” said Peters, whose district boundaries include a swath of the South Side and the downtown area. “And it seems like we’re in a good spot here.”

Like almost everyone outside the Democratic caucus, including the press and the public, House Republicans were still waiting Thursday to see the Democrats’ spending plan.

House GOP leader Tony McCombie of Savanna, who’s complained that her caucus has not been included in budget discussions with House Democratic leadership, said she and her team would rather see “structural reform” in the tax policies rather than tax increases.

One piece of Pritzker’s plan that appears almost certain to be included in the final budget package is a proposal to eliminate the 1% sales tax on groceries. The state can permanently abolish the tax — which it temporarily suspended amid record inflation in the 2022 election year — without hurting its finances because the money all goes to local governments.

While McCombie supports the concept, she and other Republicans have expressed concerns about how municipalities will make up the difference.

With the GOP calling for local governments to get some kind of public reimbursement for any resulting tax burden, McCombie suggested the state could figure out how to alter the gasoline tax, which is used to pay for road projects, so that municipalities would potentially take less money out of their general revenue funds to pay for that construction.

She also suggested the towns could be dependent on more money that could be set aside from the portion of the state income tax that goes to municipalities.

“We have had a couple of conversations with the governor’s staff, so that’s good. As for us, we haven’t shared our priorities,” McCombie said. “We’re a little gun shy when it comes to putting all our cards on the table because then there’s things that maybe we won’t get funded. I hate to say that people play politics with the budget, but they play politics with the budget.”

MONTGOMERY, Ala. (AP) — The U.S. Environmental Protection Agency on Thursday rejected Alabama’s proposal to take over coal ash regulation, saying the state plan does not do enough to protect people and waterways.

The agency said the state's proposal was “significantly less protective" than required by federal regulations, and that it "does not require that groundwater contamination be adequately addressed during the closure of these coal ash units."

“EPA is laser focused on protecting people from exposure to pollution, like coal ash, that can cause cancer risks and other serious health issues,” EPA Administrator Michael S. Regan said in a news release.

Coal ash is what remains when coal is burned to generate electricity. Coal ash contains contaminants such as mercury, chromium and arsenic associated with cancer and other health problems. States can assume oversight of coal ash disposal but must meet minimum federal requirements.

Alabama Department of Environmental Management spokeswoman M. Lynn Battle wrote in an email that the agency was reviewing the 174-page document and would comment later on the decision.

The EPA warned last year that it was poised to reject Alabama’s program, citing deficiencies in Alabama’s permits for closure requirements of unlined surface impoundments, groundwater monitoring and required corrective actions.

The Southern Environmental Law Center and other groups praised the decision.

“Today marks a significant victory for every Alabamian who values clean water,” Cade Kistler of Mobile Baykeeper said in a statement. “The EPA’s final denial underscores what our communities have said all along — that leaving toxic coal ash in unlined leaking pits by our rivers is unacceptable."
