The traditional pilot process may be dying out but that’s not stopping the glitz and glamor of the TV Upfronts in New York.

Traditionally, broadcast networks would be scrambling to make dozens of last minute decisions on a crop of new shows as well as heavily negotiated renewals as we head into the week of Upfronts. However, that is now largely a thing of the past as ABC, CBS, Fox , NBC and The CW continue with their year-round development strategies.

But that hasn’t stopped the majority of these networks – excluding CBS and The CW – as well as some of their streaming rivals in the shape of Amazon and Netflix from using the week of Upfronts to tout their latest wares and show off their talent in front of advertisers.

Netflix and Amazon are expected to unveil a number of new projects during their in-person debuts, while CBS recently unveiled its schedule at an event in LA and The CW has been missing since Stevie Wonder brought down the house before it was acquired by Nexstar.

As former NBCUniversal exec Andrew Schulman told Deadline, “The upfront is dead – long live the upfront.”

You can see the full schedule below; NBCUniversal will kick off the week on Monday at Radio City Music Hall followed by Fox later that day. Amazon is moving into Tuesday morning with its first ever TV Upfront, followed by Disney . Wednesday sees David Zaslav’s Warner Bros. Discovery kick things off, followed by Netflix’s debut (delayed from last year as a result of the actors and writers strikes) and YouTube.

There will still be a number of programming deals unveiled during the week, although as Nellie Andreeva points out , it is unlikely to look much like it did twenty years ago when shows such as Lost, Desperate Housewives, Grey’s Anatomy, House , The Office and Veronica Mars launched what may have been broadcast television’s greatest ever season.

How to watch the Jan. 6 committee public hearings

The first public hearing held by the House committee investigating the Jan. 6 riot will take place Thursday evening with witness testimony and video footage surrounding last year's attack on the Capitol .

The televised hearing is the first in a series that's expected to last through July.

When does the hearing start?

The first hearing is scheduled to start at 8 p.m. ET. The committee is looking to capture a large audience by holding the event in prime-time.

Where to watch the hearing

The hearings will be streamed live on NBC News NOW , NBCNews.com , MSNBC.com and CNBC.com . NBCNews.com will also feature a live blog with news and analysis.

NBC News will have a special report beginning at 7:30 p.m. ET led by "Nightly News" anchor Lester Holt.

MSNBC will have special coverage starting at 7 p.m. ET led by Rachel Maddow, Nicolle Wallace and Joy Reid, with analysis from Chris Hayes, Lawrence O’Donnell and Ari Melber, in addition to a live blog .

CNBC’s “The News with Shepard Smith” anchor Shepard Smith will lead coverage of the first night of the hearings, starting at 8 p.m. ET. There will also be a CNBC live blog .

Who’s testifying?

The committee said it will hear testimony from two witnesses Thursday.

One of them is U.S. Capitol Police Officer Caroline Edwards, whose injuries on Jan. 6 have kept her from returning to duty as a member of a first responder unit. Edwards suffered a concussion when she was knocked to the ground and hit her head amid a swarm of rioters pushing back a police barricade.

The other witness is British documentary filmmaker Nick Quested , who followed the Proud Boys in the days surrounding the attack. Some of the footage gathered by Quested includes a parking garage meeting between leaders of two far-right militia groups, Enrique Tarrio of the Proud Boys and Stewart Rhodes of the Oath Keepers on Jan. 5 just blocks from the Capitol. A federal grand jury indicted Tarrio and four other members of the Proud Boys this week on new seditious conspiracy charges in connection with the riot.

Quested produced the Oscar-nominated film "Restrepo," which documented a U.S. platoon in Afghanistan, and chronicled the rise of ISIS by co-directing "Hell on Earth" for National Geographic.

Who’s on the committee?

The largely Democratic, nine-member committee is led by Chairman Bennie Thompson, D-Miss., and Vice Chair Liz Cheney, R-Wyo.

The six other Democrats are Reps. Zoe Lofgren, Adam Schiff and Pete Aguilar of California; Elaine Luria of Virginia; Stephanie Murphy of Florida; and Jamie Raskin of Maryland.

Adam Kinzinger of Illinois, a sharp critic of former President Donald Trump , is the only other GOP member of the panel.

Cheney and Kinzinger were among a handful of House Republicans who voted to impeach Trump last year after the riot. Their membership on the Jan. 6 committee is not backed by GOP leadership, which has denounced the panel as illegitimate.

What to expect during the hearing

The committee has promised to reveal “previously unseen material” surrounding the riot.

A committee aide, who previewed the hearing to reporters on Wednesday, said Thursday's hearing will serve as "an opening statement," present initial findings, and preview details gleaned from 140,000 documents and interviews with more than 1,000 people over the course of the committee's investigation.

According to the aide, the panel will demonstrate that the violence on Jan. 6 was a concerted effort to overturn the results of the 2020 election and stop the transfer of power to Joe Biden.

“I think you’ll find that the facts will speak for themselves as we lay them out,” the aide said.

Are more hearings scheduled?

The committee plans to hold several hearings in June and July. The next two are scheduled for Monday and Wednesday, with both slated to start at 10 a.m. ET.

Netflix Ad Tier Hits 40M Monthly Active Users, Nearly Double Its Scale At Start Of 2024

Netflix’s 18-month-old advertising tier has nearly doubled in size since the start of 2024, reaching 40 million monthly active users around the world.

The streaming giant revealed the number at its first in-person upfronts presentation in New York. Last year, in a presentation conducted in a virtual format due to the WGA strike, the company said it had 5 million MAUs, and the number grew to 23 million by January.

Netflix President of Advertising Amy Reinhard told the crowd that 40% of all signups now come from the ads plan in countries where it is available. Pricing plays a role in that – at $7 a month, the plan is well below many other services and the company’s own ad-free options. It is also cheaper for an account holder to sign up to a new ad-supported account rather than pay to share their password.

After insisting for years that they would never accept advertising, citing privacy concerns and other factors, Netflix execs hastily announced their reversal on an earnings call in 2022. Microsoft was enlisted as a partner to help ramp up the capability, which reached the market in select territories later that year in a remarkable sprint from first public disclosure to first ad served.

Despite the bumpy start, advertising has come to be embraced by the company (and many bulls on Wall Street) as a key strategic initiative. As it has developed its ad tier, Netflix has also stocked it with live programming, from comedy to award shows to sports. Earlier Wednesday, Netflix and the NFL announced that the streaming giant would carry two Christmas Day games this season, and at least one holiday contest in two seasons after that.

In addition to the stats, Reinhard announced Netflix will launch an in-house ad tech platform. This will give advertisers new ways to buy, new insights to leverage, and new ways to measure impact. 

"Bringing our ad tech in-house will allow us to power the ads plan with the same level of excellence that's made Netflix the leader in streaming technology today," she said.

Chief Content Officer Bela Bajaria unveiled a number of new film and TV titles, but she also spent time giving advertisers a sense of audience engagement. More than 70% of Netflix's ad-supported subscribers watch for more than 10 hours a month, according to Nielsen, a 15% higher level of viewing than the nearest competitor.

“Our audiences are highly engaged - and by engaged I mean that they are choosing to spend their time watching Netflix,” she said. “That's important because engagement is the key to success in streaming. When people watch our shows and movies, they get more value from Netflix, they stick around longer, and they're more likely to recommend us to their friends. And this matters to all of you because you want to be where the audiences are, too.”

Peter Naylor, Vice President of Advertising Sales, closed the presentation on a final, upbeat note. "There's a lot to be excited about over the next year,” he said. “But the story of ads on Netflix this year is pretty simple: It's about growth and momentum."

Amazon Breaks News, Dazzles Advertisers in Star-Studded First Upfront Presentation

Amazon Upfronts

Amazon Prime Video made its first upfront presentation to advertisers on Tuesday in New York, with the streamer bringing out some of its biggest stars to break some news while touting its original series, film and sports offerings.

Amazon took over Pier 36 in Manhattan, which included a large installation dedicated to Amazon shows like “Fallout” and “The Summer I Turned Pretty” as well as movies like “Road House” and their various sports offerings like “Thursday Night Football.”

Alicia Keys (making sure to promote her new skincare brand Keys Soulcare, available on Amazon Premium Beauty, naturally) opened the show with a medley of popular tunes, including “No One” and and “Empire State of Mind (Part II).”

Then Prime Video/Amazon MGM Studios senior VP Mike Hopkins welcomed the audience and gave his pitch. Amazon MGM Studios head Salke took the stage next and revealed several announcements while bringing a parade of stars to the stage.

Leading into the presentation, Amazon had already made a number of major news announcements, including: Nicolas Cage starring in their Spider-Man Noir live-action series ; “Mr. And Mrs. Smith” getting renewed for Season 2; “The Boys” getting renewed for Season 5; and the first teaser for the Alex Cross series .

Also revealed: The stars and creator of “The Summer I Turned Pretty” made an appearance, announcing the third season of the YA series would not debut until 2025, but also that it would consist of 11 episodes instead of the seven for its first season and eight for its second.

That was all before Amazon got to their sports programming, including the upcoming debut of NASCAR on Prime Video on top of the streamer’s NFL presence. Dale Earnhardt Jr. took the stage to discuss the NASCAR coverage, which will include a docuseries about his father, racing legend Dale Earnhardt. Then tennis legend Roger Federer came out in support of his feature documentary “Roger Federer: 12 Final Days.”

The list goes on.

Amazon also continued the trend threading its way through this year’s upfronts — the prominent placement of movies. On top of Ferrell and Witherspoon’s presence for “You’re Cordially Invited” and Gyllenhaal for “Road House,” Ritchson talked up his upcoming holiday movie “The Man With the Bag” in which he co-stars with Arnold Schwarzenegger. Salke also mentioned upcoming Amazon originals like “Play Dirty” with Mark Wahlberg and the action comedy “Heads of State” starring Idris Elba, Priyanka Chopra-Jonas, and John Cena.

In the end, Salke saved one last surprise : Witherspoon came out again to reveal that a “ Legally Blonde ” prequel about the high school years of Elle Woods has been ordered to series at Prime Video. Currently titled “Elle,” the logline for the series states that it “follows Elle Woods in high school as we learn about the life experiences that shaped her into the iconic young woman we came to know and love in the first ‘Legally Blonde’ film.”

All in all, not a bad way to make your first upfront appearance.

2024 Big Ten on CBS schedule: Notre Dame vs. Purdue, Michigan vs. USC, Big Ten Championship Game announced

Two game selections for the early weeks of the regular season are set as the big ten headlines on cbs.

One of the highlights of the 2024 college football season features the Big Ten moving into the iconic 3:30 p.m. ET slot on CBS Sports on a full-time basis as the new-look conference evolves into an 18-team league. On Tuesday, two of the game selections for the first month of the season were unveiled, and these matchups spotlight some of the sport's most recognizable programs 

The first game is actually a nonconference matchup for the Big Ten, but it's clearly one of the biggest nonconference games of the year as Notre Dame renews its in-state rivalry with Purdue in West Lafayette, Indiana, on Saturday, Sept. 14. The two programs have met 87 times in a series that dates back to 1896, with Notre Dame holding a 57-26-2 lead overall and a six-game winning streak dating back to 2008. 

The next game on the slate brings one of the Big Ten's new members into focus as USC visits the Big House to battle reigning national champion Michigan on Saturday, Sept. 21. This game will serve as the Big Ten conference opener for the Wolverines, who will already have been tested by another title contender early with a visit from Texas two weeks prior on Saturday, Sept. 7. 

Though both Michigan and USC are among the most iconic programs in college football history, they have played just 10 times with eight of those 10 meetings being Rose Bowl games. The two programs played a home-and-home in 1957 and 1958 (Michigan won both) and have not played in the regular season since. USC holds a 6-4 edge in the series, which hasn't featured another meeting since a 32-18 Trojans win in the Rose Bowl to cap the 2006 season. 

The arrival of USC, UCLA , Oregon and Washington has created a new era for the Big Ten as the conference is getting rid of divisions and reworking its schedule rotations to accommodate an 18-team league. It's led to more games between some of the top college football programs in the country -- such as pairing USC and Michigan for a regular-season showdown with championship stakes at both the Big Ten and College Football Playoff levels. 

CBS Sports also announced Tuesday that the Big Ten Championship Game will commence at 8 p.m. ET on Saturday, Dec. 7. The game will rotate among the Big Ten's partners over the course of its television contract, but in its first year with the Big Ten as its primary footballl product, CBS will present the game on the final week of the regular season.

FACT SHEET: President   Biden Takes Action to Protect American Workers and Businesses from China’s Unfair Trade   Practices

President Biden’s economic plan is supporting investments and creating good jobs in key sectors that are vital for America’s economic future and national security. China’s unfair trade practices concerning technology transfer, intellectual property, and innovation are threatening American businesses and workers. China is also flooding global markets with artificially low-priced exports. In response to China’s unfair trade practices and to counteract the resulting harms, today, President Biden is directing his Trade Representative to increase tariffs under Section 301 of the Trade Act of 1974 on $18 billion of imports from China to protect American workers and businesses.   The Biden-Harris Administration’s Investing in America agenda has already catalyzed more than $860 billion in business investments through smart, public incentives in industries of the future like electric vehicles (EVs), clean energy, and semiconductors. With support from the Bipartisan Infrastructure Law, CHIPS and Science Act, and Inflation Reduction Act, these investments are creating new American jobs in manufacturing and clean energy and helping communities that have been left behind make a comeback.   As President Biden says, American workers and businesses can outcompete anyone—as long as they have fair competition. But for too long, China’s government has used unfair, non-market practices. China’s forced technology transfers and intellectual property theft have contributed to its control of 70, 80, and even 90 percent of global production for the critical inputs necessary for our technologies, infrastructure, energy, and health care—creating unacceptable risks to America’s supply chains and economic security. Furthermore, these same non-market policies and practices contribute to China’s growing overcapacity and export surges that threaten to significantly harm American workers, businesses, and communities.   Today’s actions to counter China’s unfair trade practices are carefully targeted at strategic sectors—the same sectors where the United States is making historic investments under President Biden to create and sustain good-paying jobs—unlike recent proposals by Congressional Republicans that would threaten jobs and raise costs across the board. The previous administration’s trade deal with China  failed  to increase American exports or boost American manufacturing as it had promised. Under President Biden’s Investing in America agenda, nearly 800,000 manufacturing jobs have been created and new factory construction has doubled after both fell under the previous administration, and the trade deficit with China is the lowest in a decade—lower than any year under the last administration.   We will continue to work with our partners around the world to strengthen cooperation to address shared concerns about China’s unfair practices—rather than undermining our alliances or applying indiscriminate 10 percent tariffs that raise prices on all imports from all countries, regardless whether they are engaged in unfair trade. The Biden-Harris Administration recognizes the benefits for our workers and businesses from strong alliances and a rules-based international trade system based on fair competition.   Following an in-depth review by the United States Trade Representative, President Biden is taking action to protect American workers and American companies from China’s unfair trade practices. To encourage China to eliminate its unfair trade practices regarding technology transfer, intellectual property, and innovation, the President is directing increases in tariffs across strategic sectors such as steel and aluminum, semiconductors, electric vehicles, batteries, critical minerals, solar cells, ship-to-shore cranes, and medical products.   Steel and Aluminum   The tariff rate on certain steel and aluminum products under Section 301 will increase from 0–7.5% to 25% in 2024.   Steel is a vital sector for the American economy, and American companies are leading the future of clean steel. Recently, the Biden-Harris Administration announced $6 billion for 33 clean manufacturing projects including for steel and aluminum, including the first new primary aluminum smelter in four decades, made possible by the Bipartisan Infrastructure Law and the Inflation Reduction Act. These investments will make the United States one of the first nations in the world to convert clean hydrogen into clean steel, bolstering the U.S. steel industry’s competitiveness as the world’s cleanest major steel producer.   American workers continue to face unfair competition from China’s non-market overcapacity in steel and aluminum, which are among the world’s most carbon intensive. China’s policies and subsidies for their domestic steel and aluminum industries mean high-quality, low-emissions U.S. products are undercut by artificially low-priced Chinese alternatives produced with higher emissions. Today’s actions will shield the U.S. steel and aluminum industries from China’s unfair trade practices.   Semiconductors   The tariff rate on semiconductors will increase from 25% to 50% by 2025.   China’s policies in the legacy semiconductor sector have led to growing market share and rapid capacity expansion that risks driving out investment by market-driven firms. Over the next three to five years, China is expected to account for almost half of all new capacity coming online to manufacture certain legacy semiconductor wafers. During the pandemic, disruptions to the supply chain, including legacy chips, led to price spikes in a wide variety of products, including automobiles, consumer appliances, and medical devices, underscoring the risks of overreliance on a few markets.   Through the CHIPS and Science Act, President Biden is making a nearly $53 billion investment in American semiconductor manufacturing capacity, research, innovation, and workforce. This will help counteract decades of disinvestment and offshoring that has reduced the United States’ capacity to manufacture semiconductors domestically. The CHIPS and Science Act includes $39 billion in direct incentives to build, modernize, and expand semiconductor manufacturing fabrication facilities as well as a 25% investment tax credit for semiconductor companies. Raising the tariff rate on semiconductors is an important initial step to promote the sustainability of these investments.   Electric Vehicles (EVs)   The tariff rate on electric vehicles under Section 301 will increase from 25% to 100% in 2024.   With extensive subsidies and non-market practices leading to substantial risks of overcapacity, China’s exports of EVs grew by 70% from 2022 to 2023—jeopardizing productive investments elsewhere. A 100% tariff rate on EVs will protect American manufacturers from China’s unfair trade practices.   This action advances President Biden’s vision of ensuring the future of the auto industry will be made in America by American workers. As part of the President’s Investing in America agenda, the Administration is incentivizing the development of a robust EV market through business tax credits for manufacturing of batteries and production of critical minerals, consumer tax credits for EV adoption, smart standards, federal investments in EV charging infrastructure, and grants to supply EV and battery manufacturing. The increase in the tariff rate on electric vehicles will protect these investments and jobs from unfairly priced Chinese imports.   Batteries, Battery Components and Parts, and Critical Minerals   The tariff rate on lithium-ion EV batteries will increase from 7.5%% to 25% in 2024, while the tariff rate on lithium-ion non-EV batteries will increase from 7.5% to 25% in 2026. The tariff rate on battery parts will increase from 7.5% to 25% in 2024.   The tariff rate on natural graphite and permanent magnets will increase from zero to 25% in 2026. The tariff rate for certain other critical minerals will increase from zero to 25% in 2024.   Despite rapid and recent progress in U.S. onshoring, China currently controls over 80 percent of certain segments of the EV battery supply chain, particularly upstream nodes such as critical minerals mining, processing, and refining. Concentration of critical minerals mining and refining capacity in China leaves our supply chains vulnerable and our national security and clean energy goals at risk. In order to improve U.S. and global resiliency in these supply chains, President Biden has invested across the U.S. battery supply chain to build a sufficient domestic industrial base. Through the Bipartisan Infrastructure Law, the Defense Production Act, and the Inflation Reduction Act, the Biden-Harris Administration has invested nearly $20 billion in grants and loans to expand domestic production capacity of advanced batteries and battery materials. The Inflation Reduction Act also contains manufacturing tax credits to incentivize investment in battery and battery material production in the United States. The President has also established the American Battery Materials Initiative, which will mobilize an all-of-government approach to secure a dependable, robust supply chain for batteries and their inputs.   Solar Cells   The tariff rate on solar cells (whether or not assembled into modules) will increase from 25% to 50% in 2024.   The tariff increase will protect against China’s policy-driven overcapacity that depresses prices and inhibits the development of solar capacity outside of China. China has used unfair practices to dominate upwards of 80 to 90% of certain parts of the global solar supply chain, and is trying to maintain that status quo. Chinese policies and nonmarket practices are flooding global markets with artificially cheap solar modules and panels, undermining investment in solar manufacturing outside of China.   The Biden-Harris Administration has made historic investments in the U.S. solar supply chain, building on early U.S. government-enabled research and development that helped create solar cell technologies. The Inflation Reduction Act provides supply-side tax incentives for solar components, including polysilicon, wafers, cells, modules, and backsheet material, as well as tax credits and grant and loan programs supporting deployment of utility-scale and residential solar energy projects. As a result of President Biden’s Investing in America agenda, solar manufacturers have already announced nearly $17 billion in planned investment under his Administration—an 8-fold increase in U.S. manufacturing capacity, enough to supply panels for millions of homes each year by 2030.   Ship-to-Shore Cranes   The tariff rate on ship-to-shore cranes will increase from 0% to 25% in 2024.   The Administration continues to deliver for the American people by rebuilding the United States’ industrial capacity to produce port cranes with trusted partners. A 25% tariff rate on ship-to-shore cranes will help protect U.S. manufacturers from China’s unfair trade practices that have led to excessive concentration in the market. Port cranes are essential pieces of infrastructure that enable the continuous movement and flow of critical goods to, from, and within the United States, and the Administration is taking action to mitigate risks that could disrupt American supply chains. This action also builds off of ongoing work to invest in U.S. port infrastructure through the President’s Investing in America Agenda. This port security initiative includes bringing port crane manufacturing capabilities back to the United States to support U.S. supply chain security and encourages ports across the country and around the world to use trusted vendors when sourcing cranes or other heavy equipment.   Medical Products   The tariff rates on syringes and needles will increase from 0% to 50% in 2024. For certain personal protective equipment (PPE), including certain respirators and face masks, the tariff rates will increase from 0–7.5% to 25% in 2024. Tariffs on rubber medical and surgical gloves will increase from 7.5% to 25% in 2026.   These tariff rate increases will help support and sustain a strong domestic industrial base for medical supplies that were essential to the COVID-19 pandemic response, and continue to be used daily in every hospital across the country to deliver essential care. The federal government and the private sector have made substantial investments to build domestic manufacturing for these and other medical products to ensure American health care workers and patients have access to critical medical products when they need them. American businesses are now struggling to compete with underpriced Chinese-made supplies dumped on the market, sometimes of such poor quality that they may raise safety concerns for health care workers and patients.   Today’s announcement reflects President Biden’s commitment to always have the back of American workers. When faced with anticompetitive, unfair practices from abroad, the President will deploy any and all tools necessary to protect American workers and industry.

MoSCoW Prioritization

What is moscow prioritization.

MoSCoW prioritization, also known as the MoSCoW method or MoSCoW analysis, is a popular prioritization technique for managing requirements. 

  The acronym MoSCoW represents four categories of initiatives: must-have, should-have, could-have, and won’t-have, or will not have right now. Some companies also use the “W” in MoSCoW to mean “wish.”

What is the History of the MoSCoW Method?

Software development expert Dai Clegg created the MoSCoW method while working at Oracle. He designed the framework to help his team prioritize tasks during development work on product releases.

You can find a detailed account of using MoSCoW prioritization in the Dynamic System Development Method (DSDM) handbook . But because MoSCoW can prioritize tasks within any time-boxed project, teams have adapted the method for a broad range of uses.

How Does MoSCoW Prioritization Work?

Before running a MoSCoW analysis, a few things need to happen. First, key stakeholders and the product team need to get aligned on objectives and prioritization factors. Then, all participants must agree on which initiatives to prioritize.

At this point, your team should also discuss how they will settle any disagreements in prioritization. If you can establish how to resolve disputes before they come up, you can help prevent those disagreements from holding up progress.

Finally, you’ll also want to reach a consensus on what percentage of resources you’d like to allocate to each category.

With the groundwork complete, you may begin determining which category is most appropriate for each initiative. But, first, let’s further break down each category in the MoSCoW method.

1. Must-have initiatives

As the name suggests, this category consists of initiatives that are “musts” for your team. They represent non-negotiable needs for the project, product, or release in question. For example, if you’re releasing a healthcare application, a must-have initiative may be security functionalities that help maintain compliance.

The “must-have” category requires the team to complete a mandatory task. If you’re unsure about whether something belongs in this category, ask yourself the following.

If the product won’t work without an initiative, or the release becomes useless without it, the initiative is most likely a “must-have.”

2. Should-have initiatives

Should-have initiatives are just a step below must-haves. They are essential to the product, project, or release, but they are not vital. If left out, the product or project still functions. However, the initiatives may add significant value.

“Should-have” initiatives are different from “must-have” initiatives in that they can get scheduled for a future release without impacting the current one. For example, performance improvements, minor bug fixes, or new functionality may be “should-have” initiatives. Without them, the product still works.

3. Could-have initiatives

Another way of describing “could-have” initiatives is nice-to-haves. “Could-have” initiatives are not necessary to the core function of the product. However, compared with “should-have” initiatives, they have a much smaller impact on the outcome if left out.

So, initiatives placed in the “could-have” category are often the first to be deprioritized if a project in the “should-have” or “must-have” category ends up larger than expected.

4. Will not have (this time)

One benefit of the MoSCoW method is that it places several initiatives in the “will-not-have” category. The category can manage expectations about what the team will not include in a specific release (or another timeframe you’re prioritizing).

Placing initiatives in the “will-not-have” category is one way to help prevent scope creep . If initiatives are in this category, the team knows they are not a priority for this specific time frame. 

Some initiatives in the “will-not-have” group will be prioritized in the future, while others are not likely to happen. Some teams decide to differentiate between those by creating a subcategory within this group.

How Can Development Teams Use MoSCoW?

  Although Dai Clegg developed the approach to help prioritize tasks around his team’s limited time, the MoSCoW method also works when a development team faces limitations other than time. For example: 

Prioritize based on budgetary constraints.

What if a development team’s limiting factor is not a deadline but a tight budget imposed by the company? Working with the product managers, the team can use MoSCoW first to decide on the initiatives that represent must-haves and the should-haves. Then, using the development department’s budget as the guide, the team can figure out which items they can complete. 

Prioritize based on the team’s skillsets.

A cross-functional product team might also find itself constrained by the experience and expertise of its developers. If the product roadmap calls for functionality the team does not have the skills to build, this limiting factor will play into scoring those items in their MoSCoW analysis.

Prioritize based on competing needs at the company.

Cross-functional teams can also find themselves constrained by other company priorities. The team wants to make progress on a new product release, but the executive staff has created tight deadlines for further releases in the same timeframe. In this case, the team can use MoSCoW to determine which aspects of their desired release represent must-haves and temporarily backlog everything else.

What Are the Drawbacks of MoSCoW Prioritization?

  Although many product and development teams have prioritized MoSCoW, the approach has potential pitfalls. Here are a few examples.

1. An inconsistent scoring process can lead to tasks placed in the wrong categories.

  One common criticism against MoSCoW is that it does not include an objective methodology for ranking initiatives against each other. Your team will need to bring this methodology to your analysis. The MoSCoW approach works only to ensure that your team applies a consistent scoring system for all initiatives.

Pro tip: One proven method is weighted scoring, where your team measures each initiative on your backlog against a standard set of cost and benefit criteria. You can use the weighted scoring approach in ProductPlan’s roadmap app .

2. Not including all relevant stakeholders can lead to items placed in the wrong categories.

To know which of your team’s initiatives represent must-haves for your product and which are merely should-haves, you will need as much context as possible.

For example, you might need someone from your sales team to let you know how important (or unimportant) prospective buyers view a proposed new feature.

One pitfall of the MoSCoW method is that you could make poor decisions about where to slot each initiative unless your team receives input from all relevant stakeholders. 

3. Team bias for (or against) initiatives can undermine MoSCoW’s effectiveness.

Because MoSCoW does not include an objective scoring method, your team members can fall victim to their own opinions about certain initiatives. 

One risk of using MoSCoW prioritization is that a team can mistakenly think MoSCoW itself represents an objective way of measuring the items on their list. They discuss an initiative, agree that it is a “should have,” and move on to the next.

But your team will also need an objective and consistent framework for ranking all initiatives. That is the only way to minimize your team’s biases in favor of items or against them.

When Do You Use the MoSCoW Method for Prioritization?

MoSCoW prioritization is effective for teams that want to include representatives from the whole organization in their process. You can capture a broader perspective by involving participants from various functional departments.

Another reason you may want to use MoSCoW prioritization is it allows your team to determine how much effort goes into each category. Therefore, you can ensure you’re delivering a good variety of initiatives in each release.

What Are Best Practices for Using MoSCoW Prioritization?

If you’re considering giving MoSCoW prioritization a try, here are a few steps to keep in mind. Incorporating these into your process will help your team gain more value from the MoSCoW method.

1. Choose an objective ranking or scoring system.

Remember, MoSCoW helps your team group items into the appropriate buckets—from must-have items down to your longer-term wish list. But MoSCoW itself doesn’t help you determine which item belongs in which category.

You will need a separate ranking methodology. You can choose from many, such as:

  • Weighted scoring
  • Value vs. complexity
  • Buy-a-feature
  • Opportunity scoring

2. Seek input from all key stakeholders.

To make sure you’re placing each initiative into the right bucket—must-have, should-have, could-have, or won’t-have—your team needs context. 

At the beginning of your MoSCoW method, your team should consider which stakeholders can provide valuable context and insights. Sales? Customer success? The executive staff? Product managers in another area of your business? Include them in your initiative scoring process if you think they can help you see opportunities or threats your team might miss. 

3. Share your MoSCoW process across your organization.

MoSCoW gives your team a tangible way to show your organization prioritizing initiatives for your products or projects. 

The method can help you build company-wide consensus for your work, or at least help you show stakeholders why you made the decisions you did.

Communicating your team’s prioritization strategy also helps you set expectations across the business. When they see your methodology for choosing one initiative over another, stakeholders in other departments will understand that your team has thought through and weighed all decisions you’ve made.

Northern Lights Set to Return During Extreme Solar Storm’s 2nd Night

Electrical utilities said they weathered earlier conditions as persistent geomagnetic storms were expected to cause another light show in evening skies.

Night skies in many parts of the Northern Hemisphere are expected to bloom again on Saturday night with the vivid colors of the northern lights , or aurora borealis, as a powerful geomagnetic storm caused by a hyperactive sun persists through the weekend.

The National Oceanic and Atmospheric Administration , which monitors space weather, said in an update on Saturday that it continued to observe solar activity that could lead to periods of “severe-extreme” geomagnetic storms . The federal agency first issued a warning on Friday as bursts of material from the sun’s surface traveled into Earth’s atmosphere, causing irregularities in power, navigation and communication systems.

Major power utilities had largely prepared their electrical grids for the solar storm, and their customers were unaffected.

For most people, the solar storm was a gift: It caused ribbons of pink, purple and green light across night skies of much of the United States, Canada and Europe . Where evening skies are clear on Saturday, the lights can be expected again.

Known as aurora, the light is caused by particles from the sun interacting with gases in Earth’s atmosphere, and is usually only observed at latitudes closer to the North or South Pole. But on Friday night, residents of lower latitudes, including those in North Carolina and Arizona, saw the dancing lights.

Jane Wong, 30, of San Francisco, drove to the Presidio overlooking the Golden Gate Bridge where conditions started out foggy. But at midnight, her wait paid off as the sky started to clear.

“It’s right here, which is really magnificent,” she said.

Benjamin Williamson, 41, of Bath, Maine, drove to the Portland Head Light, a lighthouse in the state. An aurora enthusiast, he’d seen the northern lights during another major solar event in 2003, and in Iceland in 2017. None of those events, nor the April 8 solar eclipse, prepared him for what he saw on Friday.

“The solar eclipse last month, I thought that was the coolest thing I’d ever seen,” he said. “This might have beat it.”

Solar storms are caused by violent expulsions of charged particles from the sun’s surface. When directed toward Earth the material can interact with our planet’s magnetic field, resulting in a geomagnetic storm.

NOAA categorizes geomagnetic storms on a “G” scale of 1, or “minor,” to 5, “extreme.” On Thursday, the agency issued its first watch in 19 years for a G4, or “severe,” storm, which escalated into a warning on Friday afternoon.

Activity has exceeded the agency’s prediction, and some of it is now classified as G5, making it the strongest storm to reach Earth since October 2003.

The storm is caused by a giant cluster of sunspots, or dark, cool regions on the solar surface with strong magnetic fields. (If you still have your eclipse glasses handy, you may be able to see the sunspots during the day.) According to NOAA, the cluster will continue to flare and explode, with effects on Earth through at least the weekend. In 1989, a geomagnetic disturbance disrupted power systems in Canada and the United States. Energy providers have been on guard ever since.

“The utilities have been preparing for a large storm with the required vulnerability assessments,” said Bob Arritt, a technical executive at the Electric Power Research Institute, an independent research and development organization.

Some utilities saw high temperature alarms triggered overnight on parts of the electric grid, Mr. Arritt said, but added that it was too early to know if the alarms were related to the solar storm. He said he could not disclose the locations of the alerts as of Saturday.

But while the power system faced some additional stress from the storm, he added, “We have no reason to feel that there is any imminent threat to damaging equipment.”

The solar storm prompted managers of a number of electric grids to take extra precautions to keep electricity flowing, and to issue warnings to customers about potential disruptions.

PJM, the manager of the nation’s largest grid network across 13 states from the East Coast to the Midwest, said its geomagnetic disturbance warning would continue through the end of Saturday. ISO New England, which manages the electric grid for six states in the Northeast, issued a precautionary alert, which notified participants in wholesale energy markets and owners of electrical generation equipment that abnormal conditions are present on the power system.
