Committees are smaller groups of Members and staff who specialize in the various subjects that come before Congress. Most committees further break out into subcommittees of fewer Members for further specialization. In the House there are twenty-one regular committees, five of which are referred to as exclusive meaning that generally that’s the only committee the Member is assigned to due to the breadth of responsibility and workload of the committee.

I serve on two House committees essential to our country and to Hawai‘i: the (an exclusive committee); and the (on which I was asked to serve even though I was already assigned to Appropriations).

The , the oldest committee in Congress, has one of the broadest jurisdictions of any committee. It is responsible for appropriating funding for most of the functions of our federal government, close to $1.7 trillion annually. This assignment gives me the ability to advocate not only for sufficient funding of national programs but also for specific programs critical to Hawai‘i. I serve on the following subcommittees of the Appropriations Committee:


The has jurisdiction over all public lands and natural resources, and is ground zero for our efforts in Congress to preserve the natural heritage that was gifted to us for generations to come. Just some of the many issues the Committee addresses are oceans, federal conservation, species protection, energy production, climate change, mineral lands and mining, fisheries and wildlife, irrigation and reclamation. It also is responsible for Native Americans, Alaska Natives and other indigenous peoples including Native Hawaiians. I serve on the following subcommittees in the Natural Resources Committee:

How are members of US Congressional committees selected?

I gather that each committee has an assigned number of major/minor party spaces, but what is the selection process for the members who serve on each committee in the Senate/house committees?

Unlike many other features of the government, Congressional committees are not specified by the Constitution or law. They are entirely a product of the party system (although legislators have created House/Senate rules regarding them).

There are also several kinds of committees.

Standing Committees

Standing committees are "normal" committees. They exist pretty much every session and originate laws.

Prior to each session, leadership from both parties meet to determine how large each committee will be, and what number of Republicans and Democrats will appear in each. Generally each party is represented proportionally.

Each party will have its own internal 'committee on committees' to make committee assignments. Each legislator makes their preferences known, and the committee makes these assignments. The assignments are then approved by the party. Finally, committee assignments must be passed as a resolution in their chamber (so Senate committee assignments require a Senate resolution).

There can be quite a lot of politics here. Legislators generally want to be on committees that are important to their constituents. Party leadership may want to give high visibility positions to loyal party members. Members of the committee on committees may attempt to reward their own supporters within their party.

Special, Select, and Joint Committees

Special and select committees are established by Congressional acts. Typically the act will specify the composition of the committee. Joint committees have members from both chambers.

The party nomination/approval process generally still happens, as long as the committee continues to exist. In these cases party leadership typically have much more influence. These committees are often more strategic than standing committees, and their more ad-hoc nature means there are fewer rules regarding them.

Positions with Members and Committees

The United States House of Representatives (House) is a not a single employing entity, but rather consists of several hundred individual employing offices. These offices (i.e., Members of Congress, Committees, House Officers, and the Inspector General) carry out responsibilities ranging from representational duties on behalf of congressional districts, legislative activity, oversight of federal agencies, and the administration and operation of the processes and functions of the House. Currently, the total workforce is approximately 10,000 employees. While over half of the employees work in Washington, D.C., there are House employees working for Members in every state, Guam, American Samoa, the Northern Mariana Islands, Puerto Rico, U.S. Virgin Islands, and the District of Columbia.

Employing offices within the House are equal opportunity employers. As individual employing offices, Members of Congress and Committees create their own organizational structure, develop job descriptions, and set work schedules and compensation.

Selection and continued employment may be contingent upon an applicant satisfactorily completing a background check (including a criminal history records review). Some employing offices may also test for illegal drug use.

The House Vacancy Announcement and Placement Service ("HVAPS") is a nonpartisan program administered by the House’s Office of the Chief Administrative Officer.  HVAPS consists of two separate offerings (1) the House Resume Bank and (2) the House Employment Bulletin.

House Resume Bank

The House Resume Bank is a service designed for individuals interested in working with the House offices and committees. It contains general postings for 14 different job titles.   

Interested job seekers are encouraged to submit resumes for any position of interest listed in the House Resume Bank . Resumes will be provided to House offices and committees upon request.

Each House office is an independent employer and is responsible for candidate screening, interviewing and selection, as well as job requirements, compensation, and conditions of employment. The House Resume Bank does not possess hiring authority, nor does it control salaries or job requirements. Specific titles and duties for staff positions may vary.

The House Employment Bulletin is a weekly email subscription service containing a list of active job openings available within House offices and committees.

These committees and their respective subcommittees are tasked with conducting hearings, examining and developing legislation, conducting oversight, and/or helping to manage chamber business and activities.

In the 118th Congress, I serve on the following committees:

- The Committee on Ways and Means is the oldest committee of the United States Congress, and is the chief tax-writing committee in the House of Representatives. The Committee derives a large share of its jurisdiction from Article I, Section VII of the U.S. Constitution which declares, “All Bills for raising Revenue shall originate in the House of Representatives.”

- The Permanent Select Committee on Intelligence is charged with the oversight of the United States Intelligence Community, which includes the intelligence and intelligence-related activities of 17 elements of the U.S. Government and the Military Intelligence Program.

- The Select Subcommittee will be conducting a thorough after-action report on the COVID-19 pandemic, including investigating economic impacts, vaccines and treatments, roles of our agencies, effects of lockdowns, use of taxpayer funds, supply chain vulnerabilities, and the effectiveness of our various public health responses.
