UAE education: Innovating to adapt and succeed globally

Technology will play a big part in the future of education

It is well known worldwide that the UAE has undergone a highly ambitious transformation over the past five decades and the education sector has experienced its very own overhaul too. From humble classrooms, kept cool through wind towers, to the state-of-the-art buildings we see today, the UAE has transformed itself into a global hub for education over the past 50 years.

According to the GCC Education Industry Report 2021 from Alpen Capital (ME) Limited, as of 2019, the UAE was home to more than 76 higher education institutions and 1,262 K-12 schools, with the private sector accounting for 51 per cent of the total schools in the country. Moreover, the number of private schools reached 643 in 2019, of which 97 per cent are international schools — the second-highest number in the world. Clearly the education sector has prospered.

Coping With big changes

While the education sector has seen immense success, it was affected during the Covid-19 pandemic like many industries. With educational providers finding themselves having to close suddenly, the tried-and-tested means of pedagogy were no longer viable and institutes were quickly forced to adapt. This saw further changes in the sector and, inevitably, technology became a driving force for the next generation of teaching in the UAE. Although UAE students are now back in the classrooms, the education sector in this region continues to evolve to meet the demands of the fourth industrial revolution.

“All schools in the UAE have had to become much more adaptable since the outbreak of Covid-19,” says Hamilton Clark, Superintendent, American School of Dubai (ASD). “While we did some online work in the past, last year, our teachers had to learn how to teach online classes and also hybrid classes, engaging students in class and online at the same time. At ASD, our classes are dynamic, student-centred, and involve a lot of class discussion, and our teachers had to learn quickly how to keep their students engaged and participating while in online and hybrid mode.”

Certainly, due to the urgent nature of having to change the way teaching was undertaken overnight, the process meant educational institutes needed to drive engagement in creative ways.

“We learned during the pandemic that some students who were very engaged in face-to-face learning had trouble focusing during online classes, and we learned that the reverse is also true — students who were often shy at school came alive and became more engaged in online classes,” Clark says. “All of this goes to show that schools have a responsibility to get to know each of their students and their learning style, and then to provide them with the most optimal circumstances to learn successfully.”

Educators have seen their fair share of difficulties in the past two years with the requirement to adapt, but this sudden change forced upon them should prove propitious in the long run.

Celebrating milestones

As the UAE celebrates its golden jubilee, the oldest school for Indian expats in the country — The Indian High School (IHS) based in Dubai — marks its diamond jubilee this year, showcasing how closely the journey of this academic institution is intertwined with the glorious progress of a nation. “IHS, which began its journey in 1961 from a villa in Bur Dubai, has traversed a distinguished trajectory and is today counted as a benchmark of quality education,” says Girish C. Jethwani, Honorary Chairman of IHS. “This milestone is all the more satisfactory this year as the UAE celebrates its golden jubilee and Dubai welcomes the world to Expo 2020 Dubai.”

UAE Education

Elaborating on how the school and the education sector has evolved in the UAE, Punit M.K. Vasu, CEO of IHS, says that the school continues the legacy of providing outstanding quality education with a not-for-profit ethos and has not deviated from this core vision for the past 60 years. “We firmly believe that our values enable us to fulfil our mission of creating tomorrow’s community members who can contribute in a meaningful way to the progress of the country and society.”

Whether it’s in embracing new technology, prioritising the mental health and well-being of students and staff during the Covid-19 pandemic, or rolling out programmes to spread happiness among learners, the school has always stayed attuned to its goals even during a time of disruption for the sector.

“Our commitment is to keep delivering excellence and keep a close eye on developments in the education sector — especially on the impact of technology on how we engage with students,” he adds.

Another long-serving education provider in the UAE is Gems Group. Over the years, it has seen many positive changes within teaching models.

Sunny Varkey, Founder and Chairman, Gems Education, says, “Education in the UAE and across the globe should never stand still; it should always be evolving to reflect the changing world around us — the world for which we have a duty to prepare each new generation.

“That is why we must learn the lessons of the pandemic, embrace technology and use it to continually enhance the learning experiences, opportunities and possibilities for our students. As such, I think we can expect to see increasingly personalised education that utilises the latest technologies and advances to enable learning anywhere, any time.”

As teaching methodologies are given an overhaul, there will be further transformations to come.

Innovation in higher education

“As more and more students make the UAE their home, the sector is set for further growth,” says Prof. Ammar Kaka, Provost and Vice-Principal, Heriot-Watt University Dubai.

“At the same time, the sector is also undergoing change. In the future, technology will continue to make deeper inroads into education systems in new and diverse ways, ultimately improving the quality of teaching as well as learning.

“We will also see newer and newer programmes being introduced, in line with the changing demands of the marketplace. Studies predict that the jobs of 2030 include roles such as Smart Home Design Manager, Human-Machine Teaming Manager and more. Education in the future will evolve to ensure skill sets for these jobs are supported. Educational institutes will also need to support lifelong learning by offering options for upskilling and reskilling.

“At the same time, emotional, social and soft skills will prove to be critical for future employers, as these are the skills that no machine can emulate.”

The one thing that the pandemic proved to us was the power of human connections and relationships. A KHDA report found that the pandemic fostered a greater sense of solidarity between parents, teachers, students and the community.

Therefore, while technology will play a big part in the future of education, we must address the human element too, as we approach future generations.

Prof. Kaka suggests, “In general, education of the future will need to become more flexible. The university student may not necessarily be an 18-year-old but a working adult who attends college part-time or even juggling childcare.

“School students may look for an education that leaves them with enough time to develop hobbies and focus on extracurricular activities. In response to this, educational institutes must strive to offer a holistic yet flexible education experience.”

Lifestyle changes imposed upon us by the pandemic have put the focus squarely on mental health. “More than ever before, educational institutions need to put the well-being of students above everything else, which in turn will set them up for academic success,” he adds.

Set to thrive

As institutes consider how to effectively rethink the curricula and teaching methodologies for a dynamic future, students and educators in the UAE are set for further success. Additionally, with the advent of the Dubai University Free Zone and the Ministry of Education’s National Strategy for Higher Education 2030, which aims to achieve the highest scientific and professional education standards, the future generations of the UAE certainly have a lot to look forward to.

This introductory chapter provides an overview of education in the United Arab Emirates (UAE). It also acts as a preview for the analyses of the various education sectors in the chapters that follow: Early Childhood Education, K–12 Education, Higher Education, Arabic Language Education, STEM Education, English Language Education, Teacher Education, Special Education, and Quality Assurance in Education. The two distinct stages in the country’s educational development thus far are outlined here: the initial establishment and expansion of the education system, followed by the current focus on improving its quality. The structure and funding of the UAE’s contemporary education system is described, and the significance of innovation and transformation is discussed. Salient primary themes in contemporary education that recur throughout the subsequent chapters of the book are set out, including the impact of the country’s demographics on education, the relative roles of national citizens and resident non-citizens in education, the differences in regional provision for education within the country, and the contrast between public and private schooling.

Institutional subscriptions

The Common Educational Proficiency Assessment (CEPA) consisted of two standardised national tests, an English test and a Math test. School leavers had to sit the English test if they wished to study at a federal tertiary institution in the UAE, while some tertiary institutions required the Math test also. CEPA was replaced by another standardised national test, EMSAT, in 2016.

The International English Language Test (IELTS) is a standardised international skills-based test of English language proficiency. Test takers from the UAE consistently score amongst the lowest out of 40 countries worldwide, with an overall score of 4.9 reported in the academic English module for 2017 (IELTS, nd).

The Trends in International Math and Science Study test (TIMSS) is a standardised international test of student achievement in Math and Science, conducted every 4 years. Test takers of Mathematics in the UAE perform better than most Arab countries, but are still below the global average (Mullis, Martin, Foy, & Hooper, 2016 ).

In 2017, Abu Dhabi Education Council (ADEC) which was initially established in 2005 as a breakaway entity from the Dubai-based UAE Ministry of Education (MOE), and which spearheaded the reformation of state schooling in Abu Dhabi for more than a decade, was disbanded and re-amalgamated as a department of MOE.

The UAE is among the few countries in the world that provide education that is inclusive of all features of education in the world. The Emiratis receive free education from nursery school to university level. The positive economic development in the Kingdom coupled with population growth made leaders and the government to take the need of investing in Education passionately. The kingdom took an initial step of sending qualified students outside the country to gain University education under government sponsorship.

Building of more than enough private and public universities within the UAE has eliminated the need of sending students outside the country. Parents have remained with minimal choices on sending their children outside the country to gain primary and secondary school education. Private primary and secondary school are deemed to equip students with better education knowledge and English skills that warrant admission of students to UAE universities. The UAE Universities are putting a lot of value on good command of English among students, leaving parents with no choice apart from taking their children to private primary and secondary schools to attain good level of English.

Taking children to private schools comes at a cost; money is spent on tuition while students completing school will have low command in Arabic and heritage because schools resources are dedicated on educational matter than on cultural practices. Children who attend public school face the risk of gaining average command in English and poor standards of education that might not warrant their admission to higher level of education institutions. Children in public school gain good command in Arabic language and cultural heritage.

The number of parents taking children to private school is increasing with the increasing chances of such students proceeding to tertiary institution within the UAE. Extra classes in English are required by 95% of students attending public school to improve on their level of English. Moreover, students in public school are required to study a two-year course in IT, which discourages parents on taking their student to public schools. The culture of parents taking their children to private schools and the bad quality of educational in public school seems will be changing in the future.

Abu Dhabi and Dubai are the most economically successful urban areas in the United Arab Emirates. These emirates’ economic and social progress directly depends on the development of the oil industry.

In spite of the controversial aspects which are associated with the issues of economic and environmental sustainability, the planning and housing in Abu Dhabi and Dubai are the important developed sectors which are promoted by the governments to satisfy the citizens’ needs with the help of the developed housing programmes and projects.

Although the housing policies and programmes developed and implemented in Abu Dhabi and Dubai differ in some conditions and aspects, the basic principles and norms on which the policies and programmes are based are similar and work to protect the citizens’ rights.

The projects worked out in Abu Dhabi and Dubai respond to the idea of social and environmental sustainability, and the housing programmes are developed to address the citizens’ needs and resolve the housing problems.

The United Arab Emirates (UAE) consist of seven federal emirates, and the paper focuses on the discussion of the development of such emirates as Abu Dhabi and Dubai which economic and social progress is associated with the effective government policies implemented within the economic and social spheres. Several decades ago, the territories of Abu Dhabi and Dubai were deserts, and today they are prosperous urban regions.

The main purpose of this report is to examine the functioning of governmental housing policies and programmes, the main trends in the real estate markets of Abu Dhabi and Dubai, and the property rights followed in the emirates which can influence the development of the housing policies; it is necessary to analyze the data on the housing programmes’ implementation and to compare the information on the functioning of the policies in Abu Dhabi and Dubai.

The reason for writing the report is the necessity to examine the factors that shape the growth of Abu Dhabi and Dubai in relation to the accepted planning and housing policies. The results of this report can be used to work out the recommendations that can improve the economic and environmental sustainability of Dubai and Abu Dhabi.

The report is developed to address several significant assumptions. It is possible to assume that the rapid demographic and economic growth of Dubai and Abu Dhabi is based on the development of the oil industry in the country (Sayigh 2013, p. 131).

However, it is also important to pay attention to the fact that there are different visions of the rapid economic development of the UAE in relation to the impact on the environment (Norton 2005). The study is conducted to examine the economic and environmental sustainability of the hosing policies, projects, and programmes used in Dubai and Abu Dhabi (Hawkins 2004; Kazimee 2012, p. 179).

These assumptions are helpful for evaluating the development of these two emirates in relation to the efficiency of many housing programs implemented in Dubai and Abu Dhabi.

This report contains a literature review in which the history of housing policies in Dubai and Abu Dhabi is discussed, the discussion of the urban development in Dubai and Abu Dhabi, the discussion of property rights and housing policies in the emirates, the discussion of the government housing policies and programmes in Dubai and Abu Dhabi with the focus on their similarities and differences, and the results and discussion sections which provide the comparison and overview of the report findings.

Importance of education to the Government

Education is the constitutional right of every citizen. The UAE Government recognises the role of education in building a knowledge-driven economy for the post-oil era. It developed the National Strategy for Higher Education 2030 to provide future generations with the necessary technical and practical skills.

Education in the UAE's Constituion

Education is a constitutional right of every citizen. Article 17 of the  UAE's Constitution  stresses the fundamental role of education in the progress of the society and makes education compulsory at primary stages. Ensuring that all girls and boys complete free, equitable and quality primary and secondary education, the constitution makes education free of charge at all stages for citizens throughout the UAE. It also maintains that the government should set necessary schemes for spreading education and  eliminating illiteracy.

Law on compulsory education

Education is a fundamental right of citizens and expatriate residents in the UAE. Federal Decree Law No. 39 of 2022 on Compulsory Education (available in Arabic) obligates the parent or the legal guardian to send their children to school.

  • For UAE citizens, education is mandatory from primary school until the completion of their schooling.
  • For Expatriate residents, education is mandatory until they finish the primary stage.

The responsibility of providing education rests with the child's parent or the legal guardian. The UAE provides free education to its citizens at all levels in the UAE.

Responsibilities of the parent/legal guardian

The responsibilities of the child's parent or legal guardian include:

  • enrolling the child in an educational institution upon reaching the s pecified age at the beginning of the school year
  • providing the necessary valid identification documents essential for the child's enrolment
  • monitoring the child's academic progress and behaviour
  • ensuring the inclusion of children of determination (children with disabilities) in the educational system.

The parent or legal guardian is exempted from enrolling the child in a school if:

  • the child suffers from a disease or disability that impedes his/her ability to study
  • a situation arises for the child or the parent/guardian preventing enrolment or completion of the child's education
  • the child's registration from any educational institution was terminated.

Failure to enrol the child in school or adhere to the compulsory education period will result in a written warning from Ministry of Education (MoE) or one of the other educational authorities , within five working days from the date of non-enrolment or non-adherence.

If the violation continues for more than 10 working days after the written warning, MoE or the educational authority must report the matter to the Public Prosecution .

Failing to enrol the child in school, the parent or the legal guardian will face imprisonment and/or a fine ranging from AED 2,000 to AED 50,000. The court will also obligate the parent or the legal guardian to enrol the child within a period it determines.

Continuation of the obligatory education stage

According to Article 14 of Ministerial Decree No. 820 of 2014 on Registration Terms for Students, the student's parent must write a personal commitment to the school stating that he is aware of the rules of the Obligatory Education Law and any other resolutions issued in this regard, and that he undertakes to send his children to school during this 'Obligatory Education Stage'.

Law on the right of children to education

Federal Law No. 3 of 2016 Concerning Child Rights, also known as Wadeema's Law (PDF, 250 KB), every child has the right to education, and it is illegal to not put your child in a school or leave him without education during the compulsory education stage, without due reason.

The UAE government will work on achieving equal academic opportunities for every child and will take necessary measures to:

  • prevent children from missing school
  • promote the participation of children and their parents in the decisions related to children
  • ban all forms of violence in educational institutions
  • develop the educational system, including kindergartens, and achieve the development of every child in the mental, physical, emotional, social and moral aspects
  • set special programmes for reporting violations on the educational rights of the children.

The  National Strategy for Higher Education 2030   seeks to provide future generations with the necessary technical and practical skills to drive the economy in both public and private sectors. It also aims to prepare a generation of Emirati professionals to sustain growth in vital sectors such as knowledge, economy, entrepreneurship and the overall development of the UAE’s labour market.

The Literacy Challenge in the Arab World initiative seeks to benefit 30 million Arab youths and children by the year 2030. The initiative was launched by H. H. Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai in 2017 ahead of the opening session of the Knowledge Summit 2017 in Dubai. The initiative is organised in collaboration with the Mohammed bin Rashid Al Maktoum Knowledge Foundation (MBRF), the United Nations Educational, Scientific, and Cultural Organisation (UNESCO) and the United Nations Development Programme (UNDP).
