Bachelor of Science in Office Administration (BSOA)

The Bachelor of Science in Office Administration (BSOA) is a four-year degree program that prepares the students for a career in an outcome-focused and technology rich professional environment. The curriculum is designed to equip its graduates with the professional skills and competencies to meet the dynamic and technological needs of diverse industries and global markets, whether in general business, legal, or medical offices. The BSOA program adheres to the provisions of the Commission on Higher Education (CHED) Memorandum Order No. 19, series of 2017 with the purpose of rationalizing the field of Office Administration. The BSOA program combines courses in office administration, management and technology to prepare the students to assume various general and specialized support, supervisory and managerial positions in the local and global workplace, including self-employment.

The contents of the BSOA program are stringently monitored by the management and the Quality Assurance Center-Curriculum Planning and Development section for the continuous improvement and to keep abreast with the changing and developing educational landscapes in the national and international milieus. Improvements in the offering of BSOA program is guided by national and international trends and policies, such as the Commission on Higher Education’s (CHED) Memorandum Order No. 56, series of 2012 Policy-Standard to Enhance Quality Assurance (QA) in Philippine Higher Education Through an Outcomes-Based QA, so that students are provided with world-class and up-to-date education that they will be needing once they begin their professional lives beyond the University. The need for the continuing development of the curriculum contributes to the vision of the Polytechnic University of the Philippines in becoming The National Polytechnic University.

The BSOA program recognizes a ladderized education system, allowing students and workers to progress between technical-vocational and higher education programs, or vice-versa. There is a policy set out guidelines on the transition and enrolment to the vertically aligned baccalaureate degree of the graduates from the ladderized diploma programs of the PUP system.

The following are the certifications for the academic completion of each level:

  • First Year Level - Certificate in General Clerical Education Course
  • Second Year Level - Associate in Office Administration Education Course
  • Third Year Level - Diploma in Legal Office Administration or Diploma in Medical Office Administration

The BSOA graduates can expect a high demand of job offers for the entry level, management level, specialized transcription profession, and entrepreneurial career. Medical Transcriptionists or Healthcare Documentation Specialists are increasingly in demand in the Business Process Outsourcing (BPO) industry in the country, and other countries as a result of the healthcare reform program particularly across United States, Australia, Canada, United Kingdom and Asia. Furthermore, the Supreme Court of the Philippines has opened new court offices nationwide, thus Court Stenographers are needed to fill the positions in these areas. In addition to this, there is a need to address the aging population of court stenographers in the country and/or Court Reporters in other countries. The administrative professional is a vital team member of business professionals who work closely with CEOs, managers, administrators and executives. In a 2020 report of American Association of Administrative Professionals (ASAP), the administrative professionals are no longer just performing the tasks that secretaries performed, they are increasingly leading activities that further overall organizational objectives. There is also a significant shift in management roles and generational leaderships impacted by economic swings, technological advances, and global trends.

Program Description

 The BSOA program is a four-year degree program that aims to strengthen the students’ 21st century skills in an outcome-focused, technology rich environment, guided by the code of conduct and ethical standards for administrative professionals. The curriculum is systematically designed to combine courses in office administration, business management, and information technology, incorporating specialized courses in legal and medical transcription; acquiring competencies and skills to produce and manage vital documents; fostering growth and flexibility for the students in a ladderized education system; and to meet the demands of diverse industries, trends and global workplace. The program recognizes the participation of the students in national and international engagements to explore capabilities and competitiveness to meet global opportunities.

The BSOA program prepares the students to assume various careers in general and specialized fields, leadership and executive level positions including entrepreneurial management. The program supports all aspiring administrative professionals to take the Civil Service Professional Examinations and National Certifications for career advancement in government agencies, as well as private organizations.

Program overview.

The Bachelor of Science in Office Administration (BSOA) is a four-year degree program designed to provide students with knowledge and skills in business and office management needed in various workplaces such as general business, legal, or medical offices. The program prepares students to be able to handle clerical, administrative, supervisory and managerial tasks. 

There are some schools that offer a ladderized curriculum for the BSOA program. For each year level a student completes, they receive a proficiency certificate. The proficiency certificate is granted to students who passed the competency test administered by the Technical Education and Skills Development Authority (TESDA).

Recommended Senior High School Strand

Students who want to pursue a degree in Office Administration are encouraged to take the Accountancy, Business, and Management (ABM) strand. This strand provides the basic concepts of business and financial management, and corporate operations which will be helpful in their college journey.

However, students may also opt to take the General Academic Strand (GAS) if they prefer a wider range of topics. The GAS strand has a flexible curriculum where students can learn from the electives of all the other academic strands.

Program Outcome

Graduates of Office Administration are expected to be able to:

  • Provide general administrative and clerical support according to the Code of Ethics for Office Professionals
  • Handle office management activities and programs
  • Manage effective office communications
  • Organize files, information, and office supplies
  • Work in a diverse environment

On-The-Job Training/Internship

During the fourth year of the program, students are required to attend an On the Job Training (OJT) in various legal or medical companies. Students are given the opportunity to apply their knowledge and skills in an actual work setting. Usually, universities require them to submit a written report on their tasks, learning experiences, and hours rendered. Their work performance will also be evaluated by their immediate managers and will be submitted to their respective OJT coordinator. The number of hours required may differ in each university.

The BS in Office Administration does not have a board examination. However, graduates may opt to take the Civil Service Examination (CSE) conducted by the Philippine Civil Service Commission (PCSC) to qualify in working in government offices. Some graduates opt to take a Master’s degree followed by a Doctorate degree to gain expertise in the industry. 

Career Opportunities

Graduates of BS in Office Administration may pursue a career path in various legal or medical companies. They may apply for roles such as a medical secretary, legal secretary, court stenographer, administrative staff, customer service representative, encoder,  or bookkeeper.

This work explored on the common concerns in offering Bachelor of Science in Office Administration Program in a state university: one is graduates? employment second is the curriculum relevance as assessed by its alumni. The significant results are presumed inputs on future curriculum enhancement. Objectives have been very significant since state universities and colleges being government regulated schools need to be insightful if their graduates are being employed. The study utilized descriptive survey method employing validated questionnaire checklist and interview. Particularly, it involved the 54 graduates of 2014, 2015 and 2016 at University of Rizal System Rodriguez. The results revealed that respondents are still young and single and that females still prefer to take the course. Furthermore, almost all of the graduates involved or 80 percent are currently employed a significant benchmark that the course is still vendible in various industries. However, the study may have not yet clearly establish the job satisfaction since graduates are just starting to explore the spheres of work. On the curriculum relevance, graduates landed in the entry level position of the course which indicates that they obtained useful elements in their study that are applicable to their works. The results clearly established the significant relationship between employment status and curriculum relevance which means that program implementation preparing the students to be office professionals was concomitant with their employment experiences.

This study was conducted to determine Machine Shorthand competencies of Bachelor of Science in Office Administration students in the University of Rizal System for the Academic Year 2016-2017. The study used descriptive method of research to gather information using questionnaire checklist. Specifically, it sought to answer the following: What is the profile of the respondents in terms of campus, age, sex and grade in Machine Shorthand? What are the competencies of the respondents in terms of Standard Operations in Machine Shorthand including assembly and troubleshooting, speed and transcription skills? The respondents of the study were the fifty nine (59) fourth Year students of Bachelor of Science in Office Administration in the University of Rizal System. This included twenty eight (28) from Rodriguez campus, twelve (12) from Antipolo, seven (7) from Pililla, six (6) from Binangonan and another six (6) from Tanay campus. The researchers used the following statistical treatment: frequency, percentage and rank to analyze and interpret the gathered data. The findings of the study resulted that out of 59 respondents, most of the students were aged 18-25 and majority was female with 53 or 89.93 than male with 6 or10.16 percent. The students were still competent in terms of standard operations of the machine including basic assembly and troubleshooting. However, in terms of speed and transcription, none of the respondents met the qualifying 40 words-a-minute with 95 percent accuracy. Thus, the assessment on Machine Shorthand competency of BSOA students resulted to Not Yet Competent. Based on the findings of the study, the researchers drafted the following recommendations: The curriculum committee may consider offering Machine Shorthand subject for two consecutive semesters. The number of usable stenotypes may be at least eight (8) to ten (10) machines per campus to accommodate the number of students. The campuses may also provide an accessible laboratory, under supervision of their respective program heads, for the students who may want to practice machine shorthand skills. Lastly, during on-the-job trainings, students may be required to experience attending actual court hearings and observing court secretaries using the stenotype, still with the aid and coordination of program heads. Educational tours to senate and other legal offices can also be helpful to widen knowledge and experiences of the students.
