An often neglected facet of a job application is the cover letter. Many good candidates are held back because they do not know how to attract the attention of the hiring manager by writing a strong cover letter.

The cover letter is the first step towards gaining the career of your dreams, but a badly put together attempt can ruin the chances of even the best candidate.

The hiring manager you are approaching may well receive hundreds of cover letters, and if you don’t write a cover letter that stands out from the crowd, you may be overlooked, even though you are the right person for the job.

A well written cover letter is a vital step towards success in your job application. But you are probably wondering how to write a successful cover letter. Understand the format

The first step for how to write a cover letter involves understanding the context and format you should be writing in. For a formal application scenario, it is good to demonstrate your knowledge of correct formal letter writing. Be sure to include your name, address and contact details (email address and telephone number) in the top right hand corner of the page. Include the date below this.

Next, include the contact details of the person you are writing to (usually the hiring manager). These should be in a new paragraph, set to the right of the page. Include their job title, and the company name and address.

If you have been given a job reference number, include this underneath the contact details.

A great cover letter demonstrates straight away that the writer understands the conventions of the recruitment process.

Be specific

If you can learn the name of hiring manager or other person in charge of the application process, and address your letter specifically to them, it creates a much better first impression. Grab the hiring manager’s attention in less than a minute and demonstrate your problem solving skills by discovering their name and making your letter personal. Research this on the job ad, in the team information of the company’s website, or through social media profiles.

If you are forced to simply address “Dear Sir / Madam”, try and personalise your letter in other ways, to demonstrate your genuine interest in the role, rather than appear to be a generic application.

Grab attention

Hit the ground running and make a brilliant first impression. Make your suitability and enthusiasm for the role clear from your very first sentence. Start writing using the hiring manager’s name, and go on to highlight your proven track record for each of the job requirements.

However, remember the hiring manager has your entire application to read through, so no need to list every relevant accomplishment. Instead, pick something more anecdotal that stands out and relates you to the company. Include this in your second paragraph, in the main body of the letter, to keep things interesting.

Do your research

Make sure you know as much as possible about the role and the company you are applying to. Cover letters act as your introduction to hiring managers; you need to make clear your relevant skills and the qualities that help you stand out from other job seekers. But this is also about how you will fit in to company culture, and how you can show that you are great match because of your interest in this particular employer.

Your research into the company is doubly valuable, as you will need the knowledge later on for the interview process, but having it now will make your cover letter much more convincing. Find out:

  • what the company does
  • who are their competitors?
  • who are their target audience?
  • what does the role involve?
  • what are the essential skills you will need for the role?

Once you know the answers to these questions, you will be able to demonstrate exactly how you can fill the company’s requirements.

Presentation

One of the key things when you are learning how to write a cover letter is to think about the design. Browse cover letter examples or even use a cover letter template to create something that is attractive to look at.

Make sure you use an easy-to-read font, and a simple, clear layout. Create a document that is a pleasure to look at, and gives an impression of your professionalism. Demonstrate another aspect of your communication skills by making your cover letter look great.

A hiring manager will have a whole pile of cover letters to get through. Don’t make their job harder work. Do not use joke fonts such as Comic Sans, or include unnecessary elements such as pictures.

Don’t repeat yourself

Your covering letter’s role is to introduce your C.V. There is no point in simply repeating everything your C.V. contains. Instead, use this as an opportunity to showcase other skills that make you suitable for the role, that you couldn’t include in your C.V.

Perhaps you could mention volunteering or charity work, a particular interest or hobby, or even an occasion where you have been impressed by the company you are applying to. This is a chance to set the tone of your application, and make yours stand out from the crowd.

Refer to a sample cover letter

When learning how to write a cover letter, it’s a good idea to look at lots of cover letter examples, to get a feel of what to aim for. Writing a cover letter is a real skill, but it’s one well worth learning if you are hoping to attract enough attention from the hiring manager to progress your job application to the next stage.

There are lots of tips and good cover letter examples out there, so do your research and ace the job.

Keep the job description on hand

In a cover letter, you have a very limited amount of time and space to make the right impression. So keep things concise and on track by referring back constantly to the job description and any other information you have about how to apply for the job.

A good cover letter demonstrates to the hiring manager that you tick all the boxes for the advertised role. So make sure that, from your opening paragraph to your final paragraph, everything you write is relevant.

Despite the point above, don’t start rambling! There will be many other applicants to the job, and you don’t want to irritate the hiring manager by making them wade through your essay before they even look at the substance of your application. Try and keep it as concise as possible, maintaining a clear format with spacious line breaks for ease of reading. Your cover letter should be a few well chosen sentences, grouped into brief paragraphs, and should never be longer than a single page.

Check your letter!

You might have written the best cover letter ever, but if you don’t go back and double check the basics, you’re in trouble. The best writing can be let down by simple typos, which from the hiring manager’s perspective will suggest you completed the cover letter in a hurry and without much effort.

So once you have written your letter, go back and re-read it. Use spell check, use your personal grammar skills, and perhaps get your housemate or highly literate friend to check it over for you too. A lot is riding on it – use all your resources to ensure you get it right.

A clear structure can help you articulate what you need to say as effectively and briefly as possible. You could consider the following layout:

  • Explain why you are getting in touch – say which role you are applying for, and mention if anyone referred you
  • Explain why you are suitable for the job – for instance, your years of relevant experience.
  • Explain what you can do for the company – perhaps mention a previous example of career success that you didn’t include in your C.V.
  • Reiterate – you could close by briefly restating your enthusiasm for the role.
  • Sign off with the correct formal closing. “Yours sincerely” is the most established formal letter closing phrase, but implies that you have previously had some interaction with the recipient. “Yours faithfully” is traditionally used where you are writing to someone you don’t know.While writing a cover letter tends to address a hiring manager who you have most likely not met, in modern times formality has relaxed slightly. It is now common to sign off with “kind regards” or “best regards”, which both show a polite level of professional friendliness.

Citizens of the EEA (the EU, plus Iceland, Norway and Lichtenstein), Switzerland and the UK, can live and work in Ireland without an employment permit.

If you are from a country outside of the EEA, Switzerland and the UK, you need permission to live and work in Ireland.

If you want to come to work in Ireland you may have to:

  • Apply for an employment permit
  • Apply for a visa to enter Ireland

Some people can work in Ireland without an employment permit.

If you are from the EEA (the EU plus Norway, Iceland and Lichtenstein), Switzerland or the UK, you can come to Ireland to work without a visa or employment permit. If you are bringing family members to live in Ireland who are from outside the EEA, Switzerland or the UK, they may have to apply for a visa or preclearance to enter Ireland.

If you are from outside the EEA, Switzerland or the UK, you should check if you need a visa to come to Ireland . You have to apply for an employment permit to work in Ireland. Non EEA citizens who already live in Ireland and have certain types of immigration permission can work without an employment permit. You also might not need an employment permit if you are joining your family in Ireland. See ‘Immigration stamps and the right to work’ below.

Working holidays

If you are from one of the following countries you may be able to apply for a Working Holiday Authorisation through the Irish embassy in your country. This allows you to come to Ireland to work for a certain period and is only available to applicants who are under a certain age:

  • New Zealand
  • South Korea

International protection applicants

If you have applied for international protection (also called ‘claiming asylum’) you can apply for permission to work if are still waiting for the first decision on your application after 5 months. You have to apply for Labour Market Access Permission .

If you are not from the EEA, Switzerland and the UK, you must have permission to live in Ireland. To get permission to come to Ireland to work, you have to apply for an employment permit . In general, you must get your employment permit before you come to Ireland. You can apply for an employment permit when you have been offered a job. This means that you have to find a job and then apply for an employment permit. When you have the employment permit, you can apply for a visa to come to Ireland (if you need a visa).

Some people do not need an employment permit to work and can get permission to work through the immigration system.

Non-EEA family members

If you are coming to Ireland to join a family member who already lives here, or you are moving to Ireland with a family member who already has a right to work in Ireland, you might not have to apply for an employment permit to work. Different rules apply depending on the type of relationship you have with the family member. For example, spouses generally have stronger rights to join their husbands or wives in Ireland than other types of relationships.

  • Family members of EU/EEA citizens can apply for a residence card under EU regulations. If the application is successful, you can get an Irish Residence Permit (IRP) with a Stamp 4EUFAM, which gives you the right to work without an employment permit.
  • Family members of UK citizens who move to Ireland after 1 January 2021 can apply for residency and permission to work.
  • Family members of people who have been granted refugee or subsidiary protection status following an application for international protection can apply to come to Ireland through family reunification. If successful, you can get a Stamp 4 IRP which allows you to work without an employment permit.
  • Family members of Critical Skills Employment Permit holders can get a Stamp 1G which allows you to work without an employment permit.
  • Family members of Irish citizens can apply for residence in Ireland. If successful, you will get a Stamp 4 IRP which allows you to work without an employment permit.

International students and graduates

If you have permission to study in Ireland and have an IRP with Stamp 2, you can work part-time (20 hours) during college terms and full time during college holidays. You cannot work if you have an IRP with Stamp 2A.

The holiday periods are:

  • June, July and September
  • From 15 December to 15 January

If you graduate from an Irish college or university with a qualification at level 8 or above (honours degree level or above), you may be able to apply for the Third Level Graduate Scheme . You can get an IRP card with Stamp 1G which allows you to work without an employment permit for the duration of the scheme.

People with Stamp 4

If you have an IRP with Stamp 4, then you can work without an employment permit. You get Stamp 4 if you have been given permission to live in Ireland:

  • As a refugee, following an application for international protection
  • With subsidiary protection, following an application for international protection
  • With leave to remain, following an application for international protection
  • As the spouse, partner or dependent family member of an Irish citizen
  • As the parent of an Irish citizen child
  • As the family member of an EEA citizen
  • Because you have long term residency
  • Following an appeal against a decision to deport you (under Section 3 of the Immigration Act 1999)

You may also get a Stamp 4 for another reason not listed above.

If you want to come to Ireland to work, you have to find a job before you can apply for an employment permit. There are a number of different types of employment permit , depending on the type of work you are qualified to do.

  • On social media
  • On company websites

Highly Skilled Job Interview Authorisation : If you have been invited to come to Ireland for an interview for a job on the Highly Skilled Occupations list , you can apply for a Highly Skilled Job Interview Authorisation . This allows you to remain in Ireland for a maximum of 90 days.

You may find that the cost of living in Ireland is high. You should look at accommodation websites like Daft.ie and MyHome.ie to find out how much you will have to pay for rent, and how much it costs to buy a place to live.

Social housing is available, but it can take a long time to be offered somewhere to live by a local authority or voluntary housing body.

Some people live outside of the main cities and commute to work.

Ireland has a minimum wage and many laws to protect workers .

If you lose your job or become sick and unable to work, you may be able to get social welfare payments .

If you have children, you can claim Child Benefit to help with the extra costs of raising children.

Primary and secondary school is free in Ireland. Third level education is funded by the State, but you normally have to pay some fees for going to third level.

When you apply for an Irish visa, the application process and required materials will differ dependent on whether you are from an EU/EEA country or not. For the most part, EU/EEA citizens have the “freedom of movement” in Ireland and can move to the country without a visa or work permit. They may remain in the country without a job for a period of three months. Afterwards, they need to declare their residency in the country and prove that they have sufficient financial means to support themselves.

Work Permits and Employment-Based Visas

As with everything related to immigration in Europe, the requirements for an Irish work permit or employment visa vary depending on whether you are an EU/EEA citizen or not.

For EU/EEA Nationals

Citizens of the EU/EEA do not need a work visa in order to obtain employment in Ireland, nor do you need a job offer. If you intend to live and work in the country for longer than three months, you will need to provide proof of employment or sufficient income.

For Non-EU/EEA Nationals

If you are a non-EU/EEA national, you will need to get permission to work from the Irish immigration authorities. This means you will need to apply for a work permit first and then apply for a work visa. The type of work permit you apply for will depend on your job type and duration of your stay. Ireland Work Visa Requirements

Some requirements of an Irish work visa will depend on the specific visa you are applying for, but nearly every visa will require these standard materials:

  • Ireland work visa application form;
  • Ireland work permit;
  • your valid passport;
  • passport-sized photo;
  • your contact details;
  • proof of paid work visa fees;
  • proof of legal residence in the country from which you are applying;
  • letter explaining that your purpose of travel is to gain employment;
  • evidence of your accommodation in Ireland;
  • if applicable, details of previous visas (approved and rejected);
  • details of previous work experience, such as a CV;
  • proof of educational qualifications and degrees (you may need to present your physical diploma);
  • proof of sufficient funds (typically bank statements from the previous six months on bank letterhead and clearly displaying your number, address, and contact details);
  • proof you will return to your origin country;
  • proof of medical insurance (in Ireland, you must take out private medical insurance covering at least 25,000 EUR (27,500 USD) for cases of accidents, disease, and hospitalization);
  • self-addressed, pre-paid envelope.

Ireland Work Permit Types

To get a work visa, you must first receive a valid work permit from the Department of Business, Enterprise and Innovation (DBEI) . The type of permit that you apply for will depend on your employment conditions as well as the type of job you have.

There are nine work permits expats can apply for in Ireland, but the two main work permits are the Critical Skills Employment Permit and the General Employment Permit.

Critical Skills Employment Permit

This work permit used to be known as the Green Card (not to be confused with the green card in the US). Expats who qualify for this visa must first meet one of two qualifications. The first is that you do not work for a profession that is found on the ineligible jobs list . If your profession is on this list then you may not apply for this visa, and you will find it difficult to apply for any other work visa as well.

Requirements for Ireland’s Critical Skills Employment Permit

One requirement for applying for Ireland’s Critical Skills Employment Permit is having a profession that is considered a “highly skilled occupation.” Expats who work in these professions are especially sought after because these jobs are currently facing shortages in Ireland. Professions that are currently deemed “highly skilled” include:

  • Natural and Social Science (chemists, biologists, biochemists, physicists, and medical laboratory scientists);
  • Engineering;
  • Information and communications technology (ICT);
  • Health (medical practitioners, pharmacists, etc);
  • Health and Social Services (managers and directors);
  • Nursing and Midwifery;
  • Orthoptics;
  • Health Associate (prosthetists, orthotists);
  • Teaching and Education (academics with the equivalent of a doctoral degree);
  • Business, Research, and Administration;
  • Architecture (town planners and surveyors);
  • Quality and Regulatory;
  • Media (Art Director in 2D or 3D animation);
  • Artistic, Literary, and Media;
  • Sports and Fitness;
  • Sales, Marketing, and Related Associate.

Other Requirements

If your profession is not listed, you may still qualify for the Critical Skills Employment visa. In addition to working in one of the listed fields, expats looking to apply for this Irish work visa must also meet the following requirements:

  • if your profession is on the “highly skilled” list, then you must receive an annual salary of at least 30,000 EUR (33,350 USD);
  • if your profession is not on the “highly skilled” list, then you must receive an annual salary of 60,000 EUR (66,700 USD);
  • your offered work contract must be for a period of two years;
  • you must hold the relevant degrees and experience required to accept your position.

Other requirements for the Critical Skills Employment visa include the above listed standard materials such as a copy of your passport and work history. For this visa you will also be asked to submit:

  • copy of the work contract signed by you and your employer;
  • if you are a resident in Ireland at the time of application, a copy of your current immigration stamp;
  • Relevant Registration/Pin or License number of the company issued by the appropriate Irish Regulatory bodies or Government Ministers;
  • if applicable, a letter of support by IDA/Enterprise Ireland.

The following details will be required of your employer:

  • registered and trading name of their company/business;
  • details on the type and nature of their company/business;
  • number of hired employees in the company and their nationalities (regarding EU/EEA or not);
  • registration number of the employer;
  • company name and address;
  • details of your title, duties; and responsibilities;
  • duration of your employment and salary;
  • details of the qualifications, skills, knowledge, and experience you have in order to meet the needs of the job.

Obtaining the Critical Skills Employment Permit

Once you have been granted your Critical Skills Employment visa and begin work, you must remain with that company for at least one full year. After this period , you may change employers. Your employer must also prove that their company has a staff made up of at least 50% EU/EEA citizens at the time of your hiring.

If you are hired as a Critical Skills employee, your company will not be required to take the Labor Market Needs Test . You can read more about this test under the General Employment Permit section below.

General Employment Permit

If your job and salary do not qualify you for the Critical Skills Employment visa, you can apply for the General Employment permit. Keep in mind, your job still cannot fall on the ineligible list of occupations .

This permit is also called simply: the work permit. It can last for six months or two years dependent on the job you are offered. If you apply for a six-month permit, the permit cost will be 500 EUR (560 USD); a two-year permit is 1,000 EUR (1110 USD).

Requirements for Ireland’s General Employment Permit

The following are the requirements to be eligible for the Irish General Employment Permit:

  • you must earn a minimum of 30,000 EUR (33,000 USD) per year (exceptions are made for recent higher education graduates, who can earn a minimum of 27,000 EUR (29,700 USD) annually);
  • your employer must be registered with the Revenue Commissioners and with the Companies Registration Office/Registry of Friendly Societies;
  • your company must be made of at least 50% EU/EEA citizens unless they are a startup or you are the only employee;
  • you must have the relevant degree(s) and experience necessary to qualify for the position for which you have been hired.

Other requirements, such as a passport photo or copy of your employment contract, are similar to what is asked for the Critical Skills Employment visa. In addition, your employer will need to pass the Labor Market Needs Test in order to prove no other EU/EEA citizen was fit for the job, and that the company posted the job long enough for EU/EEA citizens to apply.

Other Work Permit Types in Ireland

  • Dependent/Partner/Spouse Employment Permits: This visa is both a work visa and a family visa. It is issued to the dependent, partner, or spouse of a Critical Skills Employment permit holder. It allows holders to work in any profession, even ones that are on the ineligible list (with the exception of working as a domestic operative).
  • Intra-Company Transfer Employment Permit: It is issued to expats who transfer to the Irish branch of a company in which they are already employed. This is typically only available for senior management, key personnel, and trainees.
  • Contract for Services Employment Permit: It is only valid for one full year and it cannot be renewed. It is issued to full-time students who are still enrolled in a higher education institution and wish to come to Ireland for work experience.
  • Sport and Cultural Employment Permit: Issued to foreigners who are especially qualified in a sports field.
  • Reactivation Permit: Issued to former holder of Irish employment permits, who lost their jobs due to forces beyond their control (i.e. being made redundant or workplace harassment).
  • Exchange Agreement Employment Permit: For expats who are coming to work in Ireland under an international exchange agreement such as a Fulbright Scholarship.
  • Contract for Services Employment Permit: Issued to those who are still employed by a foreign institution and come to Ireland to work for an Irish national/company.

Where do I Apply for the Work Permit?

The application form for the Irish work permit can be found on the Employee Permits Online System (EPOS) . Either you or your employer can submit the application. You will be prompted on the site as to which permit you are applying for.

Applying for the Irish Work Visa

You can apply for your Irish work visa once you have applied for your work permit. This will be a long-stay D-visa. Unlike the work permit, you will apply for the work visa through the Irish Naturalization and Immigration Service (INIS) .

When you finish applying for the work permit, the online EPOS will prompt you on the steps you need to take to apply for the visa. This will include submitting all of your supporting documents such as your passport, CV, proof of medical insurance, etc. The system will tell you where you will be submitting the documents.

Visa decisions are typically given eight weeks after submitting your application.

Ireland Work Visa Cost

Work visa costs will vary from 500—1,000 EUR (560—1110 USD) depending on the length of the visa’s validity. On average, six-month permits will cost just 500 EUR and two-year permits will cost 1,000 EUR.

Should your work permit be granted, there will also be a visa fee that will cover the cost of processing your application. This fee cannot be refunded even if you are denied a visa. The fees vary depending on how many times you plan to leave and return to Ireland:

  • Single entry: 25 EUR (30 USD)
  • Multiple entry: 100 EUR (110 USD)

A few select nationalities are able to have their visa fee waived. This waiver applies to nationals from the following countries:

  • Cote d’Ivoire
  • North Macedonia

Where do I Find an Irish Work Visa Application Form?

To start your application for an Irish work visa, you must go online. The application can be found on the Employee Permits Online System (EPOS) . Either you or your employer can submit the application. The site will prompt you to follow specific steps depending on the type of visa you are applying for.

Business Visa

A business visa in Ireland is a short stay visa, or a ‘C’ visa. It allows holders to stay in the country for up to 90 days and work for a period of up to 14 days. It also allows holders to perform activities related to their job such as attending meetings, signing contracts, etc.

If you are coming to Ireland for a conference or business event, please note that this is not the visa you will need. Instead, you will need to apply for a short-term conference/event C-visa , which applies specifically to conferences and events. This visa does not allow for work during this time.

Self-Employment Visas

Citizens of the EU, EEA, UK, and Switzerland do not need a self-employment visa in order to live and work in Ireland. Nationals who hold passports from these countries may move and immediately start working freelance positions. Citizens who are not from one of these countries must apply for one of two different self-employment schemes: the Immigrant Investor Program or the Start-Up Entrepreneur Program.

Immigrant Investor Program

This scheme allows for non-EU/EEA residents and their immediate family members to come to Ireland in order to invest in an opportunity that is good for the country, creates Irish jobs, and is of general public interest. The visas distributed will be valid for five years and good for multiple entry.

Requirements to Apply for the Immigrant Investor Program

Expats will need a considerable amount of money to apply for this visa. For starters, the person applying for the scheme (the investor) must have a net worth of at least 2 million EUR (2.2 million USD). You will be required to provide evidence of this.

In addition to your own requirements, your investment must meet the criteria of one of the following categories:

  • Enterprise Investment: A minimum 1 million EUR (1.1 million USD) aggregate investment into new/existing Irish businesses. This must be for a proposed period of at least three years. This can be an investment into one single business or spread out among multiple companies. Investing in a start-up is possible.
  • Investment Fund: Putting in a minimum 1 million EUR into an investment fund that invests in Irish businesses or project. Like the Enterprise Investment, this must be for a period of at least three years.
  • Real Estate Investment Trust (REIT): This category requires a minimum 2 million EUR investment in any REIT listed on the Irish Stock Exchange.
  • Endowment: An investor must give at least 500,000 EUR (550,000 USD) to a public project that benefits art, sport, health, culture, or education within Ireland.

Start-Up Entrepreneur Program

This program is often referred to as STEP. Like the Immigrant Investor Program, it requires foreigners to spend a good deal of money, although not nearly as much. Its aim is to promote “high potential start-ups,” which are defined as:

  • introducing a new/innovative product or to international markets;
  • involved in manufacturing or trading international services;
  • able to create at least ten jobs in Ireland;
  • able to create at least 1 million EUR (1.1 million USD) in sales within 3—4 years;
  • led by an experienced management team;
  • less than five years old.

Ireland Self-Employment Visa: Requirements

In addition to the monetary requirements of each self-employment program, to apply for this visa you will also need to submit an application form that contains the following information:

  • passport information;
  • details of a spouse or any dependents you want to move with;
  • passport information for that spouse or dependents;
  • evidence of your relationship to your spouse and dependents (marriage certificate, birth certificates, etc.);
  • bank statements;
  • police background check for everyone on the application over the age of 16;
  • evidence of your investment or start-up.

Application forms for both the Immigrant Investor Program and Start-Up Entrepreneur Program can be found on the Department of Justice and Equality website. To start the process, you can only submit your application during specified dates every year. These dates typically encompass one week in February, April, June, August, and October. Refer to the government website for more details.

For the Immigrant Investor Program, you will need to pay a nonrefundable fee of 1,500 EUR (1,600 USD). The Start-Up Entrepreneur Program application requires 350 EUR (380 USD).

Residency Permits: Temporary and Permanent

Want to know how to become a permanent resident in Ireland? Applying for temporary or long-term residence in Ireland first depends on your original country of residence. In general, only non-EU/EEA nationals may apply.

How to Apply for a Temporary Resident Permit

Temporary residence permits are only for non-EU/EEA nationals and people not from Switzerland or the UK. If you are an EU/EEA or Swiss national, you may live and work in Ireland without the need for a visa. After three months of residing there, you must meet one of the following requirements:

  • be either employed or self-employed;
  • have enough financial resources and health insurance to ensure that you do not become a burden on the social services of Ireland;
  • be enrolled as a student or vocational trainee;
  • be a family member of an EU citizen who meets one of the previous criteria.

UK Nationals

Immediately following Brexit, UK nationals also must simply meet one of the above-mentioned requirements in order to be allowed temporary or permanent residence. There is no fee required. For the most up-to-date information regarding UK nationals living in Ireland, please refer to the Irish Citizens Information website.

Requirements and Fees for a Temporary Resident Permit

Any third-country national wishing to remain in Ireland for a period longer than their allotted tourist visa (on average: three months) must apply for a temporary residence permit. As there is no way for a non-EU, EEA, Swiss, or British national to live in Ireland without a form of employment or enrolled in an academic institution, this will require a work permit. What is a Stamp 0?

Stamp 0 is a long-term residency program in Ireland that is intended for non-EU/EEA retiree expats who wish to move to there, but will not work. This visa scheme is granted to three types of foreigners:

  • elderly dependents;
  • people of “independent means” who can prove a financial threshold of 50,000 EUR (54,000 USD) per person per year;
  • visiting academics.

While some expats may live in Ireland for years on this visa, it is not intended to be a permanent solution. Retirees who enter Ireland with this visa are granted a specific length of stay for very limited purposes. They cannot access State benefits while on this visa, which means that they cannot take part in the public health system and other public ventures.

Obtaining Permanent Residency in Ireland

How can you obtain permanent residency in Ireland? The steps are relatively simple, but time consuming. In general, expats are able to apply for permanent Irish residency once they have lived and worked in the country for a minimum of five years (60 months). If you are living in Ireland as a family member of an Irish resident (whether they are an Irish national, permanent resident, or EU/EEA national), then you still must have lived there for a period of five years before applying for permanent residency.

Requirements to Apply for Permanent Residency in Ireland

In addition to the length of time you must have lived in Ireland, you will also need to fulfill the following requirements:

  • you have resided in the country with some type of work authorization, such as an Employment Permit, and have held a Stamp 1 or Stamp 4;
  • your Irish Residence Permit must be valid at the time of your application;
  • you must be employed at the time of application, and will continue to be afterwards;
  • you are of good character.

Required Documents and Where to Send Them

The documents you are required to submit with your application include:

  • copy of each of your Irish work permits;
  • copy of your Certificate of Registration (GNIB card);
  • copy of your passport, including the identity page and all pages containing stamps;
  • cover letter stating your intention to apply for long-term residency and a description of all the documents you are sending with your application.

Who is Ineligible to Apply for a Long-Term Irish Visa?

Even if you have lived in Ireland for a period of five years, you are ineligible to apply for permanent residency if you meet any of the following criteria:

  • you have lived in Ireland with a Student Visa;
  • you have lived in Ireland as an Intra-Company Transferee;
  • you are an employee at a foreign embassy in Ireland;
  • you received Permission to Remain under the Working Holiday Visa scheme;
  • you only hold a Green Card (Employment) permit;
  • you are living in Ireland under Business Permission;
  • you are living in Ireland under the Turkish Agreement;
  • you have received permission to remain in the country under humanitarian grounds;
  • you have received Refugee Status;
  • you received permission to remain in Ireland under the IBC and IBC-05 (Irish Born Child) schemes.

Permanent Resident Fees in Ireland

The fee for a long-term residency permit is 500 EUR (540 USD). Once your application has been approved, you will have 28 days from the date of approval to pay this fee. This can be paid either by a bank transfer or via a postal order to the Secretary General.

Permanent Resident Benefits Ireland

There are many benefits to being a permanent Irish resident. A big one is not having to renew your visa as often as before. A permanent residency visa is valid for a period of five years and can be renewed. If you have moved to Ireland with a spouse of dependents, your residency status will be passed onto them. Likewise, with your children holding permanent Irish residency status, they will be able to attend Irish universities tuition free.

As an Irish resident, you will also enjoy the benefits of being an EU resident and the perks that come with “freedom of movement.”

Family Visas

There are several types of family visas expats moving to Ireland can apply for. On the whole, if you are already an EU/EEA national and wish to join another EU/EEA national, you may do so. You will simply need to register your residence and your marriage with the local authorities.

Non-EU/EEA nationals, and nationals who are neither Swiss nor British, will have to apply for a visa under the Non-EEA Family Reunification scheme. This applies to children and dependents.

Irish Spouse or Fiancé Visa

The process of applying for a spousal or fiancé visa depends on the nationality and residency status of both you and your partner. In general, Ireland does have schemes that allow for partners—both legally wed and long-term de facto/civil unions—to join either Irish nationals or permanent residents in Ireland. Keep in mind that even if your significant other is an Irish national, this does not automatically grant you residency. You will still need to apply for an official visa and permission to live there. It is also not a guarantee that you will be able to work while on a spouse, fiancé, and de factor partnership visa.

Keep in mind that Ireland is still a somewhat conservative country. To prove you have a de facto marriage, you may need to submit evidence that you and your partner have lived together for at least five years.

General Employment Permit

The General Employment Permit replaces the old Work Permit Employment Permit. General Employment Permits are the primary vehicle used by the State to attract 3rd country nationals for occupations which are experiencing a labour or skills shortage.

Unlike Critical Skills Employment Permits where the State specifies eligible occupations, General Employment Permits assume all occupations to be eligible unless otherwise specified. Therefore, all occupations are eligible unless excluded under the   Ineligible List of Occupations for Employment Permits . The main attraction of the General Employment Permit for prospective candidates is that it permits a broader range of occupations than the other classes of employment permit and may be obtained in respect of a 12-month contract of employment. All occupations under the  Critical Skills Occupations List  are deemed eligible.

Either the foreign national or the prospective employer can apply for a General Employment Permit and the permit is issued to the foreign national, and a certified copy sent to the employer, which permits his or her employment in the State by the employer in the occupation and location/s specified on the permit.

A General Employment Permit can be issued for an initial period of 2 years and can then be renewed for up to a further three years. After 5 years, the applicant may apply to the  Immigration Service Delivery (ISD)  for long term residency.

Criteria for eligibility

The Department of Enterprise, Trade and Employment examine a number of criteria when assessing employment permit applications.

As with most employment permits the issue of a General Employment Permit is contingent on a job offer from a bona fide employer registered with the Revenue Commissioners and, if applicable, with the Companies Registration Office/Registry of Friendly Societies, and is trading in Ireland. Full details of what is required are set out on the relevant application form and include:

  • A full description of the proposed employment
  • The employment named is not in an excluded job category under the  Ineligible List of Occupations for Employment Permits
  • Information in respect of the qualifications skills or experience required for the employment
  • In the case of employment as a Horticulture worker, Meat Processor Operative, the minimum annual remuneration is €30,000 and in respect of which the minimum hourly rate of remuneration €14.79
  • In the case of employment as a Health Care Assistant (HCA) & Home Support Worker  (SOC 6145), the minimum annual remuneration is currently retained at €27,000, pending further consultation

Employer criteria

The normal criteria for employers apply, which seek to ensure that the employer is a genuine and legal employer, so as to give a level of reassurance that the employment rights of employees will be adhered to. The Department of Enterprise, Trade and Employment examines a number of criteria when assessing employers including:

  • Applications will only be accepted from employers that are registered with the Revenue Commissioners and with the Companies Registration Office/Registry of Friendly Societies, if applicable, and which are currently trading in the State.
  • That an employer – employee relationship will exist in that the prospective employee concerned will be employed, salaried and paid directly by the employer.
  • An employment permit will not issue unless at the time of application at least 50% of the employees in a firm are EEA nationals (50:50 rule).
  • Start-up companies - the employer must be registered with Revenue as an employer within last 2 years, and the employer must have a letter of support from either Enterprise Ireland or IDA Ireland (this applies to client companies of Enterprise Ireland or IDA Ireland only). Renewals of employment permits will require the employer to have met 50:50 rule. If not, then a one-year employment permit may be provided in circumstances where the employer can demonstrate significant progress towards achieving 50% (this reduces the prospect of a company having to let people go to meet 50:50 target at early stage of company’s business). Such renewals must also have a letter of support from Enterprise Ireland or the IDA. The 50:50 rule will have to be achieved at the end of that one-year renewal period;
  • Employment permits in force at time of commencement of the 2014 Act;
  • Where on the day on which the application is made the employer has no employees; the foreign national will be the sole employee; and the Minister is satisfied that having regard to the employment in respect of which the application is made, the foreign national concerned will be the sole employee of the employer. The exception to the 50:50 Rule will also apply at renewal provided the permit holder remains a sole employee.

A Labour Market Needs Test is required in most cases, other than:

  • Where the job is an occupation included on the  Critical Skills Occupations List .
  • Where the job offer is in respect of an eligible employment with a minimum annual remuneration of €64,000. Employment permits cannot be issued in respect of employments, irrespective of remuneration, on the  Ineligible List of Occupations for Employment Permits .
  • Where a recommendation from  Enterprise Ireland  or  IDA Ireland  has been made in relation to the job offer (this applies to client companies of Enterprise Ireland or IDA Ireland only).
  • Where the job offer is for a Carer of a person with exceptional medical needs and the non-EEA national has been providing care to the person before the application was made and that person has developed a high level of dependence on that non-EEA national.
  • Where the job is offered to a non-EEA national who held a General Employment Permit or a Work Permit Employment Permit and who, on a date after 1 October 2014, was made redundant and the redundancy occurred within the previous 6 months. This waiver only applies where the Department has been notified of the redundancy within 4 weeks of the date of dismissal.

Employee criteria

The main criteria applied in these cases are:

  • Minimum annual remuneration (generally above €34,000) - see “Remuneration criteria” below;
  • the employment named is not in an excluded job category under the  Ineligible List of Occupations for Employment Permits ;
  • the prospective employee must possess the relevant qualifications, skills or experience that are required for the employment.

Spouses, dependants or partners of General Employment Permit holders are not eligible for a Dependant/Partner/Spouse Employment Permit and must apply for a separate employment permit in their own right.

If the foreign national is granted an employment permit for the first time in the State, then he / she is expected to stay with the initial employer for a period of 12 months. In accordance with section 12(1)(e) of the Employment Permits Act 2006 as amended, a new employment permit (for a different employer) cannot be considered if fewer than 12 months has elapsed since the permit holder first commenced employment in the State pursuant to an employment permit. This refusal reason attempts to strike a reasonable balance between, on the one hand, the employer’s expectations that the foreign national remain in his or her employment for a reasonable period of time given the costs involved in recruiting that foreign national and, on the other hand, not unduly binding the foreign national to the employer. However, where the following circumstances apply, the Department may permit a General Employment Permit holder to change employer:

  • Medical doctors on 6-month rotations;
  • Permit holder is made redundant;
  • Circumstances (unforeseen at time of application) arise that fundamentally change the employment relationship.

Apart from the exceptional circumstances set out above, after 12 months the permit holder may move employer provided that a new application for a General Employment Permit is made following the normal criteria.

Remuneration criteria

In order to achieve the minimum remuneration threshold of €30,000,  or €34,000 for a General Employment Permit, the following components are deemed to be remuneration:

  • Basic salary to achieve at least National Minimum Wage or a rate of pay fixed under or pursuant to any enactment, as the first component of the remuneration package and
  • Health insurance payments made to a health insurer registered with the Health Insurance Authority on its Register of Health Benefits Undertakings under s14 Health Insurance Act, 1994.

The application process

An application for any employment permit must be received at least 12 weeks before the proposed employment start date.

An application can be made online on the  Employment Permits Online System (EPOS) . There is a  User Guide (PDF document)  available on the online system which guides the applicant through the process and details the documentary requirements for each employment permit type.

There are up to three stages in the passage of an employment permit application:

  • Application received (awaiting processing):  Once an application is submitted and the associated fees, if appropriate, are recorded the application is then placed in the relevant processing queue depending on the Employer type, that is, Trusted Partner or Standard. Please note that applications are processed strictly in date order by Employer Type and applicants can keep track of our  current processing dates . They can also check the progress of their specific application online on our Online Status Update Enquiry  facility.   
  • Processing stage:  This stage is where the application is considered by a decision maker, an official with decision making authority. The processor may request additional information, if required, which should be returned within 28 days. The processor will then either grant an application or refuse it for specific reasons.
  • Review:  Where an applicant wishes a refusal decision to be reviewed then he/she may do so within 28 days on the prescribed  Submission of a Decision for Review Form . The review will be considered by a separate and more senior official. The confirmation of a refusal decision on review does not preclude the applicant from submitting a new application following all of the relevant procedures for the specific employment permit type.

The processing fee for a new General Employment Permit is

  • €500 for an employment permit of 6 months or less duration or
  • €1,000 for an employment permit from 6 months up to 24 months duration.

The processing fee for renewal of a permit is

  • €750 - for an employment permit of 6 months or less duration or
  • €1,500 - for an employment permit from 6 months, up to 36 months duration.

If an application is unsuccessful then 90% of the fee will be refunded. While the fee may be paid by a third party, current policy restricts refunds to applicants only (for example, if the applicant was an employee and the employer paid the fee, then the refund will still issue to the employee).

Where the employer is the applicant, in accordance with section 23 of the Employment Permits Act 2006, the employer or an agent acting on their behalf may not make any deductions from the remuneration of, or seek to recover from, the holder of the employment permit concerned any charge, fee or expense related to the application.

**Update on current position due to COVID-19 national emergency.**

The current arrangements, whereby an application to renew an employment permit can be submitted up to 4 months in advance of the employment permit expiry date and up to one month after the employment permit has expired, will continue. 

In general, the immigration permission of an employment permit holder is linked to their employment permit permission with the immigration permission expiring upon the expiration of an employment permit. The Department advises that an employment permit holder may continue to work whilst their renewal application permit is being processed and in such instances no person will be asked to cease work or to leave the country, where the employment permit has expired. When an employment permit has issued the permit holder may apply to the Department of Justice and Equality to update their immigration permission.

This policy applies to the holders of General Employment Permits and holders of current Work Permit Employment Permits which issued before 1 October 2014.

An application in respect of the renewal of a permit can be made online on the  Employment Permits Online System (EPOS)  within 16 weeks prior to the expiry of the existing permit, on the relevant form and supplying the information and documentation requested thereon.

The duration of a General Employment Permit is for the defined period requested.

Applications may be granted for a maximum period of up to 24 months in the first instance and may be extended upon application by a further 3 years after which it is envisaged that a holder would apply for long-term residency from the Department of Justice and Equality.

Holders of Work Permit Employment Permits or General Employment Permits for 5 years or more

Non-EEA nationals who have held valid Work Permit Employment Permits or General Employment Permits for 5 years or more consecutively and have been working lawfully during that time may not require an Employment Permit to work in the State. In these circumstances the proposed employee may not be required to apply for a new General Employment Permit or a renewal of their existing employment permit and should contact the Department of Justice and Equality to apply for a temporary Stamp 4.

If an applicant does not satisfy the qualifying criteria, they are still required to hold an employment permit to work in the State. If he/she have been in continuous employment with his/her current employer for 5 years or more he/she may apply for a Renewal Employment Permit for an unlimited duration, in this case no fee will apply. If, however, he/she has not been with the same employer for 5 years or more he/she may apply for a Renewal Employment Permit for a maximum duration of 3 years and the applicable fee for the specific permit type applies.

Following a successful application for an employment permit, and if visa required, an applicant should apply to his/her local Irish Embassy/Consulate for an entry visa. An online visa application form may be found at inis.gov.ie . Contact details for Irish Embassies/Consulates and a list of visa required countries may be found on the website of the  Department of Foreign Affairs .

Any persons wishing to enter the State, whether visa required or not, are subject to the usual immigration controls at the port of entry. Therefore, all relevant and supporting documentation, including the original employment permit, must be available for inspection by an Immigration Officer. Entry to the State is always at the discretion of the Immigration Officer.

An employment permit is not a Residence Permission. In order to be lawfully resident in the State, it is a requirement that all non-EEA nationals in possession of an employment permit must register with the Garda National Immigration Bureau. It is in the best interest of the persons concerned to register as soon as possible following arrival. Delay in registering with Garda National Immigration Bureau could affect applications in the granting of long-term residency and/or citizenship. Immigration permission to remain should, where applicable, be renewed at least one month before the expiry date in order to avoid unlawful presence in the State.

In certain circumstances, an employment permit may be issued to persons already lawfully residing in the State on another immigration permission and who have been offered employment in an eligible occupation. In this instance, on receipt of the employment permit, the persons concerned must register their change of status with the Garda National Immigration Bureau.

Change of circumstances

It is recognised that circumstances may change through no fault of the employee which renders them unemployed.

If a Work Permit Employment Permit or a General Employment Permit holder has been placed on short-time working or there has been a change to any of the terms and conditions applying in respect of the employment permit in force, the Department of Enterprise, Trade and Employment must be notified, as failure to do so will impact on future applications for the renewal of such employment permits.

Those made redundant after the coming into operation of the new legislation

If an employee is made redundant while they are a General Employment Permit or Work Permit Employment Permit holder they are required to notify the Employment Permit Section of the Department of Enterprise, Trade and Employment of the redundancy on the prescribed  Notification of Redundancy Form  within 4 weeks of the date of dismissal. Such an employment permit holder will have up to 6 months from the date of dismissal by reason of redundancy to seek alternative employment.

Where a General Employment Permit or a Work Permit holder who has notified the Department of their redundancy and has been made redundant in a job title that is subsequently not eligible for a General Employment Permit, should they obtain a subsequent job offer with same job title, then a General Employment Permit application will still be considered, and the Labour Market Needs Test will not be required.

A new General Employment Permit will be issued in accordance with the General Employment Permit scheme remuneration requirement.

If the foreign national cannot acquire another job within 6 months of being made redundant they must contact the immigration authorities to establish their immigration status beyond that period. Should the foreign national opt to leave the country and are later successful in getting another job offer in Ireland, they may apply for a new employment permit subject to the policy at that time.

Those made redundant before the coming into operation of the new legislation

Such foreign nationals may, subject to normal requirements, make an application for a different class of employment permit.

Transfer of Undertakings

The holders of General Employment Permits can change employers where a transfer of employment has taken place under the European Communities (Protection of Employees on Transfer of Undertakings) Regulations 2003 (SI No 131 of 2003).

Where, pursuant to a transfer of undertaking, there is a change in name of the employer, the employer (whose name is on the existing Employment Permit) must complete and send into the Department of Enterprise, Trade and Employment the prescribed  Transfer of Undertaking Form . This form can now be submitted by email to  [email protected] .

Where the change of name is pursuant to a transfer of undertaking, and it is confirmed that the terms, conditions, description, and location/s of employment as specified on the existing Employment Permit remain the same, the Department of Enterprise, Trade and Employment will issue a new permit to the permit holder/s and certified copy/ies to the new employer. Failure to notify the Department of a Transfer of Undertaking could affect the application for renewal.

Cancellation of Employment Permits

In accordance with section 24(1) of the Employment Permits Act 2006 should a non-EEA national, for whatever reason, cease to be employed by the employer during the period of the Work Permit Employment Permit or the General Employment Permit’s validity the permit and the employer’s certified copy must be returned to the Department of Enterprise, Trade and Employment within 4 weeks from the date of termination or cessation. An employer or a permit holder who fails to comply with this subsection is guilty of an offence. All such permits which are returned to the Employment Permits Section in line with this will be changed to a Cancelled status on the Employment Permits Management System and these permits will no longer be valid.

I secured this lucrative job with the help of the computer science degree I earned at Delhi Technological University in 2016. I learnt to design and write codes that are implemented in numerous software used globally. India’s software development industry is accelerating rapidly, and many companies have begun seeking developers who specialize in niche programming languages. For this reason, I am attempting to expand my knowledge base and skills by enrolling in an international graduate program.

I chose a graduate program focusing on Programming Languages at the University of Waterloo because I believe it is among the best educational institutions globally for this study area. Many of the program’s professors have contributed to innovative developments in the software programming field. The Waterloo-Kitchener area is also renowned for producing many talented individuals in the computer science field, and this has led to the region being referred to as Canada’s Silicon Valley. By contrast, my educational prospects in India are fairly limited. New Delhi is a major city with many reputable educational institutions. However, none offer the graduate program I am pursuing. I also believe being immersed in a North American setting will allow me to learn to adapt my skills to multinational companies once I return to India.

I have currently paid the University of Waterloo $14,000 CAD to cover my fees for my first semester. You can verify this transaction in the bank draft I have attached with my application.
