But it is 2020, and we are still on this side of the enormous gap that exists in health, education, justice, and wherever else we look. How will we get to the other side? For India, and developing countries more broadly, the answer lies in the tools of the Fourth Industrial Revolution. The prosperity we envision will become real if we think just a little differently about how we can use the technologies bearing down on us to our advantage.

From digital to bridgital

We see digital technologies changing the world around us on a daily basis. From shopping to travel to work, nothing is untouched by digital advances. And the rate of advancement is only increasing. AI and automation are beginning to make their presence felt in our lives. Such has been their impact that they now come with the standard fear of job losses and worse. However, if we look more closely, this narrative applies to advanced economies. In developing countries, which have distinct characteristics, the advance of technology will play out differently. We believe that if applied properly, it will lead to more jobs and better jobs—an approach we call ‘Bridgital’.

Why do we believe this? Because India is ripe for exactly this kind of intervention. Unlike advanced economies, which possess mature markets and where innovation is focused on efficiency, India lacks markets themselves. For instance, there are 190 million adults still without a bank account. Technology-led approaches can create the new markets needed to meet the demands of the underserved. These new markets will bring new local jobs.

India trails global standards in many sectors. In healthcare, for instance, it has half the doctors and a third of the hospital beds compared to global benchmarks. It has neither the time nor the money to catch up with traditional means. When services are reimagined using technology, an additional layer of jobs emerge in mediating technology and existing resources.

In India, 77% of workers currently participate in the informal economy—working on farms or in low productivity jobs like construction or running small local shops. They earn only about $160 a month on average. For this vast informal pool, a contextual technology intervention could boost productivity and wages, thereby improving livelihoods.

In the coming decade, the largest economies will see reductions in their pool of potential workers. The developed world, with fewer workers available, will be busy innovating technology that can substitute for the workforce it is losing. But in India, 90 million Indians, many of whom will be under-skilled and under-qualified, will be added to the workforce. It needs to develop technology to boost its workers’ skills.

In mature markets, digital transformation is focused on increasing efficiency and automating tasks as a profit-making exercise. But in India, where Indians travel huge distances to see a doctor, or where millions of graduates apply for a few hundred positions, a digital transformation will have to take the form of augmenting human ability.

Opening up access to healthcare

Let’s look at the access gap in healthcare, for instance. Right now, there just aren’t enough skilled workers to meet demand. It will take a further 600,000 doctors and 2.5 million nurses to close the access gap.

The doctors we do have spend a quarter to half of their time on activities that anyone else could accomplish: filling prescriptions, logging appointments, administrative paperwork. With a Bridgital intervention, we could change how doctors work. Many pre-diagnosis activities currently undertaken by doctors could be turned into a checklist programmed on to a kiosk, a handheld tablet, or even a smartphone. These could be used by someone without a clinical background, but who has received three to four months’ training on the technology, freeing up the specialist medical team to treat more patients, while giving jobs to those less skilled.

The World Economic Forum was the first to draw the world’s attention to the Fourth Industrial Revolution, the current period of unprecedented change driven by rapid technological advances. Policies, norms and regulations have not been able to keep up with the pace of innovation, creating a growing need to fill this gap.

The Forum established the Centre for the Fourth Industrial Revolution Network in 2017 to ensure that new and emerging technologies will help—not harm—humanity in the future. Headquartered in San Francisco, the network launched centres in China, India and Japan in 2018 and is rapidly establishing locally-run Affiliate Centres in many countries around the world.

The global network is working closely with partners from government, business, academia and civil society to co-design and pilot agile frameworks for governing new and emerging technologies, including artificial intelligence (AI) , autonomous vehicles , blockchain , data policy , digital trade , drones , internet of things (IoT) , precision medicine and environmental innovations .

Technology also gives specialist doctors the ability to conduct virtual consultations with patients well beyond where roads end, providing access to primary care to the 65-70% of Indians who currently struggle for it.

The net effect is to create jobs and increase the supply of medical help: More than 80% of the gap in doctors India will needs by 2030 can be bridged by this approach. It’s a technology-based bridge built using India’s access challenge as an engine of employment.

This isn't simply theoretical. We have seen this at work in healthcare pilots across India. Doctors, nurses, unskilled workers, outreach health workers, and healthcare coordinators are all at work together in a district near Bangalore. Their work is connected by a common technology platform that allows for coordination between patients and doctors. As a result, patients who would normally have waited too long to see a doctor now turn up at the first sign of trouble. This has meant they can be treated at primary health centres, rather than at hospitals—the last resort. In the few months that the system has been at work, the number of visitors to primary health centres has increased noticeably. We noticed this difference in just one tiny district, and that too only in healthcare.

India is an 'antarlaapika'

Simply looking across six sectors—including transportation, healthcare, and the judiciary— this sort of Bridgital reimagining could lead to 30 million jobs.

In truth, we already have what it takes to create more and better jobs. We also have the capability to improve and make better use of the existing skill levels of our people, especially once we tailor digital approaches and technologies to our needs.   • Everyone Forever at District Level

The EF program will focus on creating sustainable access to WASH services at the household and public institution level. Collaborating with local institutions mandated to provide these services at the community, gram panchayat, and district levels will be pivotal.

The EF programs will reach out to approximately 1.5 million people in Bihar (Sheohar), West Bengal (South 24 Parganas – Sagar, Patharpratima and Namkhana) and Maharashtra (Chikhaldara).

  • Safe and Locally Sustained Drinking Water Services

Aligned with the government’s vision, the programs will ensure sustainable, efficient and equitable management of local water resources. The central aspects of the initiative will include water facilities creation, facility management, safe water storage and handling; and water safety and security plans.

Cumulatively, the initiative has the potential to benefit 14 million people through capacity-building and outreach initiatives.

  • Safe Sanitation Services and Sustaining Behaviour Change

Initiatives will focus on sustaining Open Defecation Free (ODF) status among households and communities ensuring last mile coverage. Additional emphasis will be put on pilot ODF+ initiatives, such as monitoring and usage of toilets, with specific attention on the needs of women, girls and other vulnerable populations. WASH facilities will cover Anganwadi centres, School WASH, WASH in health centres, and community WASH facilities for urban slums and floating populations.

Cumulatively, these initiatives will reach 215,000 people, covering both rural and urban areas in Sheohar and Patna (Bihar); one urban local body in Amravati district (Maharashtra); Hinjilicut block (Odisha); Hooghly, Howrah and Kidderpore (West Bengal).

  • Sustainable Sanitation at Scale Through Market System Development

Rural latrine-building and Fecal Sludge Management (FSM) initiatives will be implemented in Bihar, West Bengal, and Odisha.

The latrine-building initiative, focused on rural areas, will be implemented in Muzaffarpur and Sheohar (Bihar), North Dinajpur and Birbhum (West Bengal), and Ganjam district in Odisha. Together, these efforts will reach 250,000 people, adding 50,000 toilets promoted through sanitation financing, enterprise development, and new toilet technologies.

The FSM initiatives will be implemented in Bihar and West Bengal, reaching 750,000 people, with emphasis on peri-urban areas.

Further, a strong result-based framework and a decentralized program monitoring system will be implemented. Maharashtra Chikhaldara is a block in the Amravati District of Maharashtra. The population primarily consists of tribal communities, most of which are farmers. The region has high levels of poverty and experiences widespread water shortages.

In 2017, Water For People India launched The Water Initiative in Chikhaldara block. It aims to achieve Everyone Forever status by 2021, with special attention given to the vulnerable communities. Since the block experiences a high level of water scarcity, Water For People India is piloting water conservation and capture technologies, such as rainwater catchment systems with rehabilitation of dilapidated piped water systems.

Bihar Sheohar is a rural district in Bihar, and Water For People India works in all the five blocks viz. Dumri Katsari, Tariyani Chowk, Piprahi, Purnahiya and Sheohar. Most people in these densely populated blocks are day labourers and farmers. The level of poverty is very high across the region.

In 2018, Water For People India had installed and rehabilitated handpumps to reach every household in the region. Our current target is to provide deep boreholes for high-quality water in every neighbourhood. We will continue our social art activities like street theatre and short films to educate the locals and promote safe water services. Additionally, loans for household sanitation will be facilitated and disbursed.

West Bengal Rajnagar is a block in the Birbhum district of West Bengal. Birbhum, an aspirational district of Niti Aayog, is prone to droughts. So rather than focusing on agriculture, the locals generate livelihood by making handicrafts and bamboo products. Over half of the population belongs to traditionally vulnerable and excluded groups.

In Rajnagar, Water For People India will work with communities to strengthen the management of water resources. We will help develop water safety and security plans, train local Jalabandhus, and establish operation and management strategies. To improve water infrastructure, Water For People India will install mini piped-water schemes in villages and construct water points in communities and schools.

West Bengal Namkhana is a block in the South 24 Parganas District of West Bengal. Most of the population in this block are involved in farming. Namkhana is in low-lying wetlands where water supplies are commonly contaminated with saline.

In Namkhana, Water For People India will focus on improving access to clean and reliable water services by installing and rehabilitating handpumps. In select schools, rainwater harvesting structures will be installed alongside handpumps, sanitation and hygiene facilities.

West Bengal Patharpratima is a block in the South 24 Parganas District of West Bengal. The majority population works in agriculture, fishing, or manual labour. Patharpratima is susceptible to flooding due to being located in a river delta.

Since 2016, every school, community and clinic in Patharpratima have access to regular water services. And within the next four years, Water For People India had reached every single family in Patharpratima. To sustain those services and replicate the approach at a greater scale in the region, we are strengthening Gram Panchayats responsible for overseeing them.

West Bengal Sagar Island is a block in the South 24 Parganas District of West Bengal. Most residents of Sagar Island are subsistence farmers, fishers, or manual labourers. Sagar Island is prone to flooding and tidal surges, which makes providing reliable water services particularly challenging.

Yet, we had reached every school, clinic, and community in Sagar Island by 2016, a significant milestone for us. To replicate these results, Water For People India shifted its focus on improving the sustainability of water services by strengthening Gram Panchayats and developing plans for scaling the approach across South 24 Parganas and West Bengal.

Just in time for national Bike to Work Week, Cincinnati's bike-share program put about 450 of its Red Bikes back on Cincinnati streets Monday morning.

All 71 Red Bike stations are operational, 10 Red Bike staff are back on the job and an ad-hoc steering committee is meeting every other week to draft a long-term strategy for the 10-year-old service.

"We will find that sustainable plan," Cincinnati City Council member Mark Jeffreys, chief architect of a Red Bike bailout, said at a Monday press conference.

The service paused in January to address budget pressures, then announced plans to shut down in March. Supporters then stepped up to raise more than $500,000 to operate Red Bike for the coming year.

During its shutdown, Red Bike built about 180 new bikes and handled other maintenance work, Red Bike Executive Director Doug McClintock said Monday. Within a couple of months, about 75% of all Red Bikes will be electric, with battery packs installed on a rear rack. Batteries lasts 30 to 50 miles, depending on riding conditions.

Red Bike staff also removed UC Health logos from its fleet in recent weeks. UC Health pulled its sponsorship of Red Bike last year, prompting the budget crisis.

About a dozen Red Bike supporters, including Jeffreys and McClintock, welcomed the service back with a brief ride around downtown streets.

To inspire rides, the city of Cincinnati will cover $100 of a $150 annual Red Bike membership for the first 50 city employees to sign up, Jeffreys said.

We plan to increase RE share in portfolio to 30% by 2030: REC CMD

REC Ltd, state-run non-banking financial corporation in the power sector, plans to increase its portfolio in lending to the renewable energy sector to 30% from the current 10% by 2030. Moreover, it plans to double its assets under management to Rs 10 trillion by 2030 with both conventional-energy and RE projects forming the major part of it, Chairman and Managing Director Vivek Kumar Dewangan told Arunima Bharadwaj and Raghavendra Kamath. REC Ltd reported a 33% annual rise in its consolidated net profit for Q4FY24 at Rs 4,079 crore and targets to become a net zero NPA (non-performing asset) company by the end of this financial year.

What is your plan with regard to increasing the portfolio?

In the last two years, REC has seen phenomenal growth. In FY23, our loan book increased by 13% but in FY24 it was up by 17%. Going forward, we would like to double our assets under management to Rs 10 trillion from $60 billion to $125 billion by 2030.

If we are able to maintain a growth trajectory, say 15% itself, we will be able to reach this target by 2030. If growth is 17% or more, which we are quite hopeful about, we will be able to reach this target in 2029, one year ahead.

We are targeting 40% sanctions to go to RE projects. And since turnout time is quite fast we are expecting a lot of disbursal this fiscal and the next. Every year till 2030 we will be able to add 3-4% additional AUM from RE projects.

Of the Rs 10 trillion AUM, we plan to sanction Rs 5 trillion to the conventional including -, generation, distribution, transmission sectors. This, we may, increase to Rs 6 trillion. We are focused only on good asset quality, good entity, where revenue cash flows are assured only those non-power infra log we are sanctioning. REC has diversified in the non-power sector in the last few years.

What kind of growth do you see in each segment of your portfolio going forward?

The share of renewable energy in our portfolio presently is only 7% at around Rs 35,000 crore. We see a huge potential and our loan book in the RE sector is going to see a tenfold jump to Rs 3 trillion by 2030. Right now our 90% lending is to the state companies and 10% lending is to the private sector. Since most RE projects are coming in the private sector, this profile is going to change. The share of private sector lending is going to increase from 10% to 30%, and that of the state sector will come down to 70% from 90%.

What about the exposure to non-power infrastructure sector?

The share of non-power infra logistics in our portfolio will grow four times to Rs 2 trillion by 2030 from the current Rs 50,000 crore. In the conventional sector too, we aim to finance projects totaling 74 megawatt (MW) capacity as the government targets the addition of 94 MW of new coal-based capacity by 2032. Nowadays the cost of coal-based plants have increased to Rs 10 crore per MW. So we are targeting a conservative estimate of Rs 3 trillion worth coal based power generation projects. This is the most profitable business for us with the largest margin with more than 10% depending upon the rating of the utility.

What is the status of implementation of the Revamped Distribution Sector Scheme?

Out of 250 million, 140 million pre-paid smart meters have already been awarded; the remaining 11 crore are in the pipeline. These will get installed in the next 2-3 years. Even after RDSS is over, the distribution infrastructure is quite old in the country. It will require continuous upgradation for the next 10-15 years. I see that the distribution sector and transmission sector will require a lot of capex and we will be sanctioning projects in this segment. Some smart metering awards are a bit delayed, perhaps it will be extended. RDSS brings us Rs 70,000-80,000 crore business.

What is your target for sanctions in FY25?

In FY25 we are targeting a minimum sanction of Rs 4 trillion. RE itself has a huge pipeline of more than Rs 1 trillion.

How many non-performing assets do you currently have?

At the start of 2018 we had 36 stressed assets, we have already resolved about more than 21 projects, 15 are left. Of these 15 projects, 7 we have made 100% provisioning, because they are heading towards liquidation. The remaining 8 projects are operational assets, we expect good write back because we already made provisioning of up to 70%.

Initially we have assumed that the haircut will go up to the tune of 70% but practically when we are resolving these issues through NCLT, our haircut is limited to 20-30% only. In the current financial year we will be able to resolve all our stressed assets and are expecting that we will get a write back to the tune of Rs 1,500-2,000 crore.

  • India's FTP 2024 aims to boost exports and further integrate the country into global supply chains. The policy prioritises ease of doing business through technology and digitalisation to create a favourable environment for Indian business owners.
  • The FTP 2024 sets out a blueprint for India as a global trade market and export oriented economy with the needs of the SME sector in mind. The policy aims to improve India's foreign trade by making it easier to import and export products via e-commerce or other means.

India ’s new foreign trade policy 2024

In the 2015-16 fiscal year, the government of India launched the Foreign Trade Policy (FTP) to increase exports of goods and services and create jobs. In general, the main goal of foreign trade policy is to make trade easier by reducing the costs and time involved, and aligning local practices with global standards (such as those set by the WTO or outlined in free trade agreements). This, in turn, will help businesses become more competitive in the international trade market.

This year, India’s Commerce and Industry Minister, Piyush Goyal, presented the new foreign trade policy for 2023-28 and set an ambitious goal to achieve US$2 trillion in exports by 2030. The policy included new initiatives that directly benefit Indian SMEs seeking to expand their reach and sell more products or services globally. Here’s a quick summary of some of the highlights that could affect you as a micro, small or medium sized business owner.

The 4 pillars of India’s foreign trade policy 2024

The FTP 2024, part of the interim budget 2024 , introduces schemes based four key pillars:

Incentive  to remission

A key focus of the new policy is shifting from previous incentive-based approaches to remission and entitlement-based measures.

For example, the new trade policy expands the existing EPCG Scheme , which waives customs duty tax for certain imported goods used in producing exports. Under the new policy, companies that export textiles and apparel, dairy, and a much wider range of green technologies are eligible for benefits under certain conditions.

The policy also introduces an Amnesty Scheme, which is a one-time offer to help businesses who have not met previous export obligations. It will significantly reduce the amount of fees they have to pay in interest for not meeting previous obligations, which will give many exporters a “fresh start”, free of previous payment burdens.

Export promotion  through collaboration

Various measures in the policy encourage a more collaborative relationship between stakeholders.

For example, companies that have found success exporting their products will now be recognised and invited to participate in training initiatives to help other companies improve their exporting capabilities. The policy also strengthens government support for exporters in India at the district level, such as by setting up committees to identify and support local products and services that can be exported.

Four new towns have also been designated as Towns of Export Excellence (TEE) , which gives special benefits (e.g. access to government funding) and improves brand recognition in the global market. These towns are Faridabad, Mirzapur, Moradabad, and Varanasi.

Ease of doing business

A key objective of the FTP 2024 is to make it easier for businesses engage in trade through digitalisation. Many export approval processes, as well as the duty exemption scheme , will now be automated through IT systems. This means faster processing and lower costs compared to the previous manual handling approach.

The policy has also introduced provisions for merchanting trade, which refers to the shipment of certain goods from one foreign country to another foreign country through an Indian intermediary, without the goods touching Indian ports. More specifically, the government has broadened the range of items allowed for merchanting trade.

In addition to the 2024 FTP, other policy changes in recent years have aimed at making it easier to do business. Most notably, several processes have been digitised to reduce paperwork and increase approval speed. Moreover, businesses also are able to apply online for all Directorate General of Foreign Trade (DGFT) schemes, with a centralised DGFT helpdesk service to help business owners address any of their international trade issues.

Emerging areas

The government sees e-commerce exports as a promising category that needs special policy interventions. 

E-commerce exports are a rapidly growing sector, with a projected value of US$200-300 billion by 2030. The FTP 2024 outlines a vision and plan for creating e-commerce hubs and related infrastructure, providing services such as payment reconciliation, book-keeping, returns policy, and export entitlements. The government will also conduct outreach and training activities to help businesses in various industries (e.g. weavers and jewellery designers) join e-commerce platforms, which can significantly boost their international sales. Additionally, integrating Courier and Postal exports with ICEGATE will enable exporters to take advantage of benefits under FTP. 

India is also enhancing its SCOMET policy (which regulates the export of special chemicals, organisms, materials, equipment, and technologies) to align with international agreements. This move will help ensure Indian exporters’ products better align with global standards, therefore increasing their competitiveness in foreign markets.

Incentive  schemes for Indian exporters

In India, there are several export incentive and remission schemes for Indian businesses to benefit from already. It’s important that business owners are aware of these initiatives if they wish to minimise their business costs. Some highlights include:

  • The Rebate of Duties & Taxes on Exported Products (RoDTEP ) : The RoDTEP scheme , which came into effect on 1 April 2020 and replaced the now-defunct Merchandise Exports From India Scheme (MEIS), aims to reimburse all duties and taxes manufacturers paid when they export their products to other countries.
  • The Goods and Services Tax (GST): Introduced in 2017, the GST has also been a great benefit to businesses. It treats exports as “zero-rated supply” , which means GST will not be levied on the outbound supply of any service of goods, and exporters can claim an input tax credit for the product shipped.
  • Market Access Incentive (MAI):  The MAI scheme provides financial assistance to Indian exporters for marketing-related activities (including abroad) such as market research, branding, and participation in trade fairs and exhibitions.

Duty exemption & remission schemes for Indian exporters

India’s Ministry of Commerce and Industry has previously introduced multiple schemes to allow duty-free importation of materials required in the production of exporting goods. These schemes have been quite successful, and the Digital India Act mentions the government’s plans to digitise them, i.e. to make approval processes online and paperless in future.

Some of the key duty exemption and remission schemes that exist include:

Duty exemption schemes

  • The Advance Authorisation Scheme (AAS):  Enables Indian traders to import “inputs” (i.e. raw materials required for their products sold overseas) without paying any taxes or customs duties on them, resulting in lower cost of production.
  • The Duty-Free Import Authorisation (DFIA) Scheme:  Enables Indian exporters to import inputs and capital goods (e.g. machinery or equipment used in production) without having to pay basic customs duties.

Duty remission schemes

  • The Duty Entitlement Passbook Scheme (DEPB): Some export duties will be paid back to the business as credit.
  • The Duty Drawback Scheme (DBK):  Businesses can claim refunds on some of the inputs used in manufacturing and/or processing most goods exported from India.

Future roadmap for foreign trade policy

MSMEs contribute nearly half of India’s exports to the world and 29% of the nation’s GDP. The FTP 2024 serves as an important roadmap for India’s economy to reach new heights and become a key player in world trade. As India moves away from a subsidy-based regime, there is a pressing need for structural reforms that will enhance the long-term competitiveness of the country's businesses and improve its export performance. 

To achieve the ambitious target of US$2 trillion in exports by 2030, continued growth and government support in automation, information technology, trade facilitation, and transaction cost reduction will be key. Furthermore, the promotion of e-commerce, research and development, and district export hubs will play a decisive role in shaping India's future foreign trade policies.

Crime and public safety | ‘we’re on the friends and family plan now’: new details emerge in alleged at&t scheme to bribe house speaker.

The unidentified relative said the idea came “at the suggestion of our good friend, Mike McClain,” a former lobbyist and Madigan’s longtime confidant, according to a new prosecution filing. La Schiazza forwarded the request to a colleague in the legislative affairs department on July 12, 2017, writing “this will be endless,” according to the filing.

“I suspect the ‘thank you’ opportunities will be plentiful,'” the colleague allegedly emailed back, referring to the recent passage of AT&T’s coveted landline legislation expected to save to company millions of dollars.

“Yep,” La Schiazza allegedly responded. “We are on the friends and family plan now.”

The email exchange, which was disclosed for the first time in a recent court filing, gets to the heart of the bribery case against La Schiazza, who is set to go on trial in September on charges he approved a scheme to funnel payments to a Madigan associate in exchange for the speaker’s help passing legislation important to the company.

The same filing, known as a Santiago proffer, alleged for the first time late last week that the landline bill was not the only piece of legislation where Madigan helped AT&T.

The then-powerful speaker was also directly involved in “small cell” legislation in 2017 that allowed companies such as AT&T to put up micro-towers on light poles and elsewhere in public rights-of-way, according to the filing.

That fall, Madigan helped to advance the small cell bill during the veto session of the Illinois General Assembly, and in the spring of 2018, he helped defeat an amendment to the legislation that would have been harmful to AT&T’s interests, according to prosecutors.

References to the small cell bill were also captured in FBI wiretaps, prosecutors alleged. In a call intercepted on May 16, 2018, for example, Madigan and McClain discussed the amendment that would have walked back AT&T’s gains.

When Madigan asked McClain if he was familiar with the legislation, McClain allegedly responded: “The small cell bill that, uh, you, you directed me to help them pass it last year, which I did do,” according to court filings.

“Yeah, yeah, yeah,” Madigan allegedly said.

Meanwhile, at the time La Schiazza was discussing the donation request from Madigan’s relative, AT&T had just agreed to pay $2,500 a month to former state Rep. Edward Acevedo, a onetime member of Madigan’s leadership team who’d recently left the General Assembly.

The payments to Acevedo — allegedly negotiated by McClain — were made via a lobbying contract between AT&T and Thomas Cullen, a former Madigan staffer and longtime political strategist aligned with the speaker, according to prosecutors. Acevedo who was a registered lobbyist at the time, did no actual work for AT&T in exchange for the payments, prosecutors alleged.

According to the new court filing, La Schiazza’s colleague with AT&T’s legislative affairs group highlighted in his email exchange “the connection between Madigan’s and McClain’s requests and AT&T’s legislative success.”

“There is a sensitivity in that office about us going away now that we got COLR,” the colleague wrote, referring to the landline bill’s acronym according to the filing. “That is something to keep in mind in rest (of) 17 and in 18 regarding budget and profile with the Speaker’s office.”

La Schiazza allegedly responded he would “emphasize” that to the company’s leadership, “especially if we expect to pass a small cell bill.”

Shortly after the exchange, AT&T made the contribution requested by Madigan’s relative, a move prosecutors allege demonstrated that La Schiazza “knew AT&T’s responses to Madigan’s requests played a role in their legislative success.”

La Schiazza, 66, was charged in an indictment returned by a federal grand jury in October 2022 with conspiracy, federal program bribery, and using a facility in interstate commerce to promote unlawful activity. The most serious counts carry up to 20 years in prison if convicted. He has pleaded not guilty and has been free on bond while his case is pending.

La Schiazza’s attorneys did not respond to calls and emails seeking comment about Friday’s filing.

Acevedo pleaded guilty to separate tax counts stemming from the feds’ probe into Madigan’s operation and was sentenced to six months in prison.

But neither Acevedo nor Cullen has been charged with any wrongdoing in the alleged AT&T scheme, and both are on prosecution witness lists for La Schiazza’s upcoming trial.

Jury selection in La Schiazza’s case is scheduled to start Sept. 9, just a month before Madigan and McClain are set to go on trial at the same Dirksen U.S. Courthouse on sweeping racketeering conspiracy charges that include the AT&T scheme as well as similar allegations regarding utility giant Commonwealth Edison.

Madigan had originally been scheduled to go on trial well before La Schiazza, but his case was postponed after the U.S. Supreme Court agreed to take up an Indiana case dealing with a federal bribery statute charged in Madigan’s indictment. That ruling is expected to come down in late June.

Meanwhile, the scheme to reward Acevedo, who is referred to in the court papers as “FR-1,” began in February 2017, after the company learned through McClain that the speaker was looking to kick Acevedo some money, according to the indictment.

In an email exchange that March, AT&T Illinois’ director of legislative affairs asked two of the company’s executives if they were “100% certain” they would get credit “from the powers that be” if the payments were made to Madigan’s associate.

“I would hope that as long as we explain the approach to McClain and (the associate) gets the money then the ultimate objective is reached,” one of the executives wrote back, according a statement of facts AT&T agreed to in court.

The legislative affairs director responded, “I don’t think (La Schiazza) wants this based on hope. We need to confirm prior to executing this strategy,” the statement said.

At McClain’s direction, AT&T employees then met with Acevedo to discuss a “pretextual” reason for the payments: to “prepare a report on the political dynamics of the General Assembly’s and Chicago City Council’s Latino Caucuses,” according to the statement of facts.

Acevedo never did any real work for AT&T Illinois, however. In fact, according to AT&T’s admissions in court, he balked at first at the payments, saying they were too low. But Acevedo agreed to the deal after McClain stepped in and said the amount was “sufficient.”

After a protracted fight, the landline bill passed during the final hours of the spring 2017 legislative session — with Madigan’s direct assistance, according to legislative records and the statement of facts agreed to by AT&T.

On June 29, 2017, Madigan permitted the bill to be brought to a vote and cast his ballot in favor of the legislation, records show. Two days later, after Republican Gov. Bruce Rauner vetoed the legislation, Madigan and the Democrat-led General Assembly overrode him, with Madigan again voting for the override.

Madigan, 82, was the longest serving leader of any legislative chamber in the nation who held an ironclad grip on the state legislature as well as the Democratic Party and its political spoils. He was dethroned as speaker in early 2021 as the investigation swirled around him, and soon after resigned the House seat he’d held since 1971.

Madigan and McClain were charged in March 2022 in the original 22-count indictment alleging they conspired to participate in an array of bribery and extortion schemes from 2011 to 2019 that allegedly leveraged Madigan’s elected office and political power for personal gain

The indictment also accused Madigan of illegally soliciting business for his private property tax law firm during discussions to turn a state-owned parcel of land in Chinatown into a commercial development.

Madigan and McClain have pleaded not guilty. Their attorneys have accused prosecutors of trying to criminalize legal political actions such as job recommendations in a quest to bring down the once-powerful speaker.

McClain is also awaiting sentencing in his conviction for bribery conspiracy last year in the “ComEd Four” case against him and three other ComEd executives and lobbyists.

Both AT&T and ComEd entered into a deferred prosecution agreements with the U.S. attorney’s office, admitting their roles in the schemes to influence Madigan in exchange for prosecutors dropping criminal charges. ComEd also agreed to pay a record $200 million fine, while AT&T was fined $23 million.

WEX fuel credit card swaps have been slow so far, we still have a lot of new cards to give out. If you have not yet picked up your new card please make a plan to do so. All you need to do is bring your old card to our office and we will swap it out. The current cards expire at the end of May. Cards can be exchanged Monday through Friday from 7:00 AM to 6:00 PM.

New Decals for University Healthcare Vehicles

As part of the  new branding initiative of UI Healthcare, Fleet Services will be updating the decals of all healthcare vehicles. The process began on May 6 th , is ongoing, and should be complete in the next 6 months. The plan is to swap for the new branded decals at each vehicle’s next service appointment. 

Who is Considered a Pedestrian in Iowa?

Current law in Iowa defines a pedestrian as a person specifically on foot and does not include people in wheelchairs, riding scooters/skateboarding, or cyclists. Lobbyists and advocacy groups like, AARP Iowa, and the University of Iowa Injury Prevention Research Center pushed to make the language of the law more inclusive. Late last week Governor Kim Reynolds signed a new law that changes the meaning of a pedestrian. The new definition adds some language and now includes “ a person using a pedestrian conveyance”   in addition to a pedestrian on   foot. A pedestrian conveyance is any human-powered device a pedestrian may use to move or move another person. It also includes electric motored devices as long as they produce less than 750 watts. Driving in a Tornado – How to Stay Safe

Never try to outrun a tornado. According to AccuWeather, tornados can travel very quickly and do not follow road patterns. If you are driving and a tornado develops it is best to try to find shelter in a sturdy building. When there is no shelter nearby, experts recommend staying in your car, secured using your seat belt, putting your head down below the window, and covering your head with your hands or a blanket if you have one. If you can safely get to a low-lying area such as a ditch or ravine, basically lower than the roadway, then exit the car and lie down in the area and cover your head with your hands or use a protective covering like a blanket or tarp. Also avoid taking shelter under an overpass. The winds are higher in these openings and flying debris can still get to you. Check out the full article on tornado safety . 

Real ID – New Deadline to be Enforced

There is a new deadline for Real ID, it is now May 7, 2025. Just a little less than a year away. If you fly commercially or need access to federal facilities you will need a REAL ID or another federally approved ID like a passport. Take a look at the Iowa DOT’s info page . Please note, it can take up to 30 days to receive your REAL ID in the mail so plan ahead.

Fleet Services Severe Weather Protocol

When severe weather pops up and the sirens go off, we lock our doors and evacuate to the CAMBUS Maintenance Facility until we get the all-clear. If you have a reservation scheduled to pick up during a severe weather event, please call our office ahead of time. Our phones will be forwarded to a manager’s cell phone, and they will give you instructions to get your vehicle. We will also leave a sign on our door, so you know where we are.

To come up with their ranking, CA analyzed data on aggressive driving, rates of speeding/careless driving, tickets, accidents, fatalities, and traffic incidents involving gun violence, and assigned each state a “Road Rage” score.
