The doctoral degree in special education examines critical issues in special and inclusive education, and prepares our graduates to become advocates and change agents for full inclusion in policy and academic settings.

Full tuition scholarships, competitive stipends, and tailored mentoring and cohort experiences available for Special Education Ph.D. applicants through Project IMMERSE .

This program invites expansive thinking on critical educational issues as well as in-depth study. You will select a concentration in either Inclusive Educational Studies or Disability Studies and Policy, and then work with faculty to engage in cutting edge research in inclusive education and policy. Opportunities are available for conducting in-service seminars and collaborating with faculty members in research, teaching, and grant writing.

Syracuse University has a long tradition of leadership in the field of special education and is recognized nationally and internationally. Syracuse was among the first universities to bring attention to the educational needs of students with disabilities and to effectively develop and refine assessment and educational strategies for diverse learners. Syracuse faculty and students continue this important legacy of promoting the rights of students with disabilities.

Expertise in teaching and instruction is also developed with the department and with participation in the Future Professoriate Program . This includes orientations, year-round services for teaching assistants, and opportunities to co-teach with fellow doctoral students and department faculty, guest lecture, and independent instruction.

Our graduates hold prestigious leadership positions in special education and related fields, including careers in higher education, as researchers, government/policy specialists, public and private agency/organization directors, program developers, or as special education consultants and advocates. The majority of our graduates secure tenure track faculty positions at colleges and universities.

I chose to pursue my Ph.D. in special education at Syracuse because as I was working in schools around the country, I saw a real lack of understanding from teachers of what research and best practice say regarding inclusive education of disabled students-particularly students with intellectual disabilities. This led me to develop a passion for teacher preparation and ensuring all teachers are prepared to educate ALL students. Post Ph.D. I plan to become a teacher preparation program professor where I can continue researching and supporting undergraduate pre-service teachers to become truly inclusive educators.

Within the first year of study, each student enrolls in the Educational Inquiry series with other first-year doctoral students across the College of Education. This helps you learn more about research traditions in educational research.

Special education doctoral students also enroll in a seminar which supports your:

• Understanding of the historical and theoretical background of special education
• Writing of a literature review related to a topic of interest
• Constructing of a research design

Admission requirements and process

As one of the top-rated doctoral programs in the U.S., we have more applicants than we can admit. Please pay close attention to all admission requirements. We also strongly encourage you to contact individual faculty members whose work aligns with your interests. Finding a fit with an advisor is critical to the admissions process.

To meet the individualized needs of students and advisors, our acceptance rate may vary. We generally accept annual cohorts of roughly 5-8 students.

Application deadlines are usually in January of each year for incoming fall cohorts.

• A bachelor's degree is required for the Master of Education (M.Ed.) program and the doctoral program
• Your degree can be in-process at the time of your application but must be completed before the program starts.
• Include one from each institution from which you've earned a degree and one from every institution you have attended in the previous 5 years.
• Your transcripts must include your name, coursework and degree (if completed)
• If you are offered admission, the UW Graduate School will request an official transcript from your most recent degree earned

The UW Graduate School requires a cumulative GPA of 3.0, or 3.0 for your most recent 90 graded quarter credits (60 semester credits). However, we review your application holistically. If your GPA is below 3.0, contact us at [email protected] for advice on how to strengthen your overall application by connecting with a Graduate Admissions Advisor.

During the online application process, you will be given instructions for adding your recommenders and getting their letters submitted electronically.

A current academic and professional resume or vita is required. In addition to educational degrees and professional experience, you should include a listing of all relevant awards, publications, presentations or other achievements that will help us evaluate your application.

• 1-2 pages for M.Ed.
• 3-5 pages for Ph.D.

Admissions committees use your statement of purpose, along with other evidence, to determine whether your goals are well-matched with our programs. Your statement should address goals, relevant experience, future plans and how the desired specific program meets your needs. Be sure to include personal experiences that have prepared you for the challenge of graduate school, topics like:

• Scholarly interests
• Career goals
• Your match for the program
• Faculty interests

While optional, you can add to your application by submitting a personal history statement with each application. This statement should address your intellectual growth and development, inclusive of and beyond your academic goals. Speak to topics like:

• Educational, cultural and economic opportunities and disadvantages you've experienced
• Ways these experiences affected the development of your special interests, career plans and future goals.

Statements should be no longer than two pages long. And while there are no standard formatting requirements, we encourage double-spaced text with a legible font.

Doctoral candidates must submit one sample of scholarly writing (e.g., course papers, articles, essays). The sample should demonstrate how well you can analyze or synthesize and critically reflect on information. The writing sample must have been written by you alone.

If you have no appropriate examples of scholarly writing, we urge you to consider preparing a medium-length (10-12 page) critical essay review of a book that you feel is central to your interests in education. The writing sample will be uploaded in your online application. Faculty will only review one writing sample.

Step 1: Application processing

• Within 7 business days after the deadline, we will check if your application if fully complete
• We will email you whether your application is complete or incomplete
• If your application is missing anything, you will have a short amount of time submit these items
• You can also log into the online application and check your status and see any missing items

Step 2: Application review

• Committees begin reviewing applications about three weeks after the deadline
• You will receiving an email when your application has entered the review phase

Step 3: Decision notification

• The final decision will be emailed to you
• Your status will also be updated in the online application

We value and welcoming applications from international students! If you are applying from outside the United States, there are additional requirements and application materials.

• At minimum, you must have the equivalent of a U.S. bachelor's degree (a four-year degree from an institution of recognized standing)
• The national system of education in the foreign country
• The type of institution
• The field of study and level of studies completed
• International transcripts must be submitted in the original language.
• Your transcript should include date of graduation and title of the awarded academic degree
• If your transcript is not in English, you must also provide a certified English translation
• You do not need to have your transcript evaluated for the degree by an agency

Per  UW Graduate School policy , you must submit a demonstration of English language proficiency if your native language is not English and you did not earn a degree in one of the following countries:

Costs and funding

We are a tuition-based program. Estimated tuition rates are based on your residency: 

• Washington state residents: $19,584 per year
• Out-of-state students: $35,352 per year

Estimates are subject to change and may differ due to course load and summer quarter enrollment. Estimates include building fees, technology fees, U-Pass, etc. Additional program-specific fees are not included in this estimate.

Currently, nearly all students seeking funding are supported throughout their program. Our special education program and associated research centers strive to fund each student throughout their program. Funding is contingent upon various factors including levels of funding, student prior experience (e.g., practical experience as a former teacher or therapist), enrollment status as a full-time student, and student performance.

No. The doctoral program is designed for face-to-face coursework and experiences. Such an apprenticeship model is critical for doctoral preparation in the areas of research, teaching, and service. 

Graduates of the Ph.D. program in Special Education go on to a range of careers locally, nationally, and internationally. Graduates go on to careers as faculty members, researchers, or leaders in school districts, state agencies, or educational businesses.

Course Content

Inclusion, Diversity and Special Needs is an area of central importance to the Centre for Education and Research . As a team we have expertise in removing barriers for those described as having special educational needs and disabilities (SEND), as well as expertise in most areas of Inclusion and diversity. You may hone your research skills and competences while also developing your area of focus through the Inclusion, Diversity, and Special Needs PhD. You will get general, discipline-based, and project-specific training as you create, design, and carry out your research project, along with the assistance of a committed supervisory team, empowering you to carry out your research work successfully and independently. You will gain from a network of researchers and practitioners as a member of the Centre for Education and Research . You can advance into an academic career or find employment in research and development within education and related disciplines if you have a PhD in education with a focus on inclusion, diversity, and special needs.

We would normally expect you to have a master’s degree from a UK university, or equivalent international qualifications, or qualifications and relevant experience that we consider to be equivalent.

As part of the selection process you may be invited for an interview once your application has been reviewed by the Admissions office and the Research lead.

​IELTS (Academic): 7.0 overall, including at least 6.5 in each component including writing.  We will also consider equivalent English language qualifications.

​We are unable to consider applications with IELTS lower than 5.5 in all components from a test taken within the last two years

Ph.D. student recognized for diversity, equity and inclusion efforts

Corinne Hobbs, a third-year Ph.D. student in the Department of Kinesiology , is the recipient of the MSU Council of Graduate Students (COGS) Diversity, Equity and Inclusion (DEI) Award . The award — now in its second year — recognizes graduate-level Spartans who exemplify and actively promote DEI by addressing, challenging or dismantling discrimination, sexism, racism and prejudice within their program, unit or department.

In September 2023, Hobbs formed a podcast listening group for members of the Kinesiology Graduate Student Organization (KGSO) focused on education history and DEI topics in the context of sports. Over the course of the academic year, about half of the graduate students in the department listened to episodes from various DEI-centric podcasts and engaged in meaningful discussions at group meetings.

One podcast highlighted by the group, New York Times’ 1619 Project, explores how slavery has shaped culture in the United States today.

“It sparked a really interesting and honest dialogue in our group,” said Hobbs, who noted the podcast club was nice break from reading and writing for KGSO members. In previous years, KGSO has hosted book clubs. Hobbs was nominated by KGSO President and 2024 Ph.D. graduate Megan Loftin.

Another podcast, Demystifying Diversity, spotlighted issues like race, gender, sexual orientation and socioeconomic status in relation to participation in sports environments.

“We brought people together to talk about really serious issues and it was cool that they truly represented a global community and came together,” said Hobbs.

A passion for people

Hobbs’ scholarly interests lie in the psychosocial aspects of sports, particularly examining the effectiveness of pre-game speeches and how to measure team culture and climate. After completing her master’s degree at Miami University in Ohio, she was inspired to become a Spartan and work with her now advisor, Professor Nicholas Myers – a renowned scholar in the field of sports psychology.

“Working with Corinne has been a truly rewarding experience. Her natural curiosity and eagerness to engage with as many learning and serving possibilities as possible, are infectious,” said Myers. “Corinne embodies the best current qualities, and future aspirations of our great land-grant institution.”  

Hobbs hopes to tackle real-world issues in her career, with a primary focus on individual well-being.

“I want to make sure that my research has a direct impact on the population I’m researching,” she said. “In terms of DEI, it means making sure my research has a holistic, person-centered approach.”

Core Practices in Teacher Education By Pam Grossman and Urban Fraefel HEP, March 2024  In this new book, Pam Grossman, a professor of education at the University of Pennsylvania Graduate School of Education, and Urban Fraefel, professor emeritus of education at the University of Northwestern Switzerland, look at the shift in teacher education programs in the United States and across the globe as they focus more centrally on practice and new ways to reorganize their preparation programs. With teachers facing many common challenges, this book offers an international perspective on the work related to practice-based teacher education and core ways of educating students. 

Transformative Science Teaching By Daniel Morales-Doyle HEP, April 2024 For more than a decade, author Daniel Morales-Doyle taught high school science in the Chicago Public Schools. Now an associate professor of science education at the University of Illinois Chicago, Morales-Doyle tackles in this new book what science education is and could be. Challenging middle and high school science teachers to think differently about instructional priorities, Morales-Doyle offers lesson plans and suggests more emphasis on topics relevant to students’ lives, such as racial and environmental justice, which could give all students, not just those focused on STEM careers, a closer connection to the sciences and their communities.

System Wise By Adam Parrott-Sheffer, Ed.M.’09, Ed.L.D.’20; Carmen Williams, Ed.L.D.’22; David Rease Jr., Ed.L.D.’14; and Senior Lecturer Kathryn Parker Boudett HEP, April 2024 Following up on Data Wise , the popular step-by-step guide published in 2005 that showed individual school leaders how to use information like test scores and classroom data to improve teaching and learning, System Wise extends the Data Wise process from classrooms and schools to broader educational contexts. Using real-world stories, planning checklists, and implementation templates, the authors show how district leaders and school systems can benefit from the improved use of data rooted in what they call the ACE habits of mind: action, collaboration, and evidence.

School Communities of Strength By Peter Cookson Jr., C.A.S.’91 HEP, April 2024 In his latest book, Peter Cookson, the author of more than 15 books focused on inequality and education, and a senior research fellow at the Learning Policy Institute in California, provides strategies for educating the 5 million children who live with the extreme material hardship known as deep poverty. Geared toward K–12 schools, the strategies include whole-child teaching and learning, asset-based approaches, and creating a relationship-centered school culture. To help schools improve their “poverty responsiveness,” he says, will require adequate funding and meaningful collaboration among families, neighborhood partners, and educators. 

Lifting the Veil on Enrollment Management By Stephen Burd HEP, May 2024 Lifting the Veil explores some of the factors that contributed to the rise of the enrollment management industry, including a deep interest in college rankings. Enrollment management, or the strategies and tactics used by colleges and universities to attract and retain students while keeping control over their established goals, has evolved to shape college admissions in the United States ever since the term was coined in 1976. The essays in this book explore the rise of these strategies, as well as the inequities that have been caused, and include recommendations to reduce the industry’s influence, especially for low-income students.

Providing education that satisfies the people and strengthening the inclusive development of preschool education has been an unchanged policy of the Party and the state for the development of preschool education in China since 2010.This article uses Nvivo 12plus qualitative analysis software and content analysis method of lexical measurement as research tools to comprehensively analyze the internal structure of China's inclusive preschool education policy texts from 2010 to 2022 from three dimensions: policy objectives, policy measures, and policy guarantees. It is found that the policy objectives always revolve around the construction of a high-quality preschool education public service system that covers urban and rural areas, has a reasonable layout, and is public welfare inclusive; The policy measures mainly involve the layout and planning of preschool education structure, the supply of inclusive resources, the guarantee of preschool education funds, the construction of teaching staff, the improvement of childcare quality, and the improvement of regulatory system; Policy guarantees strengthen the leadership of the Party and the implementation of responsibilities by governments at all levels. In the future, policy development will pay more attention to achieving the goal of satisfying the people in preschool education, focusing on implementing policy measures for inclusive childcare integration, and strengthening the responsibility implementation and supervision accountability of governments at all levels.

RIT graduate pursues Ph.D. across time zones

Nastaran Nagshineh, center, defended her Ph.D. thesis at RIT in April. Nastaran Nagshineh is one of the first Ph.D. candidates to bridge RIT’s Rochester and Dubai campuses. Her accomplishment creates a path for future students at the university’s international campuses.

Nagshineh completed her Ph.D. in mathematical modeling while working full time as a mathematics lecturer at RIT Dubai in the United Arab Emirates, teaching as many as five classes a semester. She described her Ph.D. journey as “an exercise in perseverance” due to competing demands and long days. Rochester is eight hours behind Dubai, and the time difference meant many late-night classes and meetings.

“I saw this collaboration as an opportunity, rather than as a challenge, because my primary adviser, Dr. Steven Weinstein (RIT professor of chemical engineering), and my co-adviser, Dr. Mohamed Samaha (RIT Dubai associate professor of mechanical engineering), both have the same area of research interest,” she said. “They both worked toward my success.”

Nagshineh is one of 67 RIT Ph.D. students who defended their thesis this academic year and who will earn their doctorate. RIT awarded 63 Ph.D. degrees in 2023.

In 2020-2021, RIT’s Graduate School met and surpassed the university’s goal of conferring 50 Ph.D. degrees during an academic year. That number will continue to grow as students cycle through the seven new Ph.D. programs that RIT has added since 2017, said Diane Slusarski , dean of RIT’s Graduate School.

Meeting these goals puts RIT on a path toward achieving an “R1,” or research-intensive designation, from the Carnegie Classification of Institutions of Higher Learning. RIT is currently ranked as an R2 institution . Many factors go into changing a university’s status, including research investment and maintaining a three-year average of 70 Ph.D. degrees awarded per year, according to Slusarski.

“We have met the goals of the strategic plan, and now we look forward to contributing to the research innovation in the future,” Slusarski said. “We want to help the new programs thrive and win national research awards.”

RIT’s emphasis on high-level research is seen in Nagshineh’s Ph.D. work. She applies mathematical modeling to the field of fluid dynamics. Her research has been published in top-tier journals and has gained notice, said Weinstein, her thesis adviser.

Weinstein describes Nagshineh’s accomplishments as “a testament to a fantastic work ethic and commitment” and is inspirational to younger students at Rochester and Dubai.

“The collaboration between RIT Dubai/Rochester has continued,” he said. “Another paper was submitted a few weeks ago with Mohamed Samaha and Nate Barlow (RIT associate professor in the School of Mathematics and Statistics) as co-authors, as well as Cade Reinberger, a younger Ph.D. student in my research group.”

Mathematical modeling is one of RIT’s newer Ph.D. degree programs, and Nagshineh is among its earliest graduates. The program has doubled in size since it began accepting students in 2017, Slusarski said. This past fall, the mathematical modeling program had 35 students, with two graduating this year.

Altogether, RIT has 13 Ph.D. degree programs currently enrolling 438 students, with computing and information sciences accounting for the largest with 117 students. RIT’s other Ph.D. programs include astrophysical sciences and technology , biomedical and chemical engineering , business administration , color science , electrical and computer engineering, imaging science , mechanical and industrial engineering , microsystems engineering , and sustainability .

New programs in cognitive science and physics will launch in the fall.

The growth in RIT graduate education—with more than 3,000 master’s and doctoral students—reflects a demographic change in the student population, Slusarski said. “We have a higher percentage of women in the graduate programs than we have for RIT undergraduate programs.”

RIT’s graduate programs enroll 42 percent women, according to Christie Leone , assistant dean for the Graduate School.

Nagshineh, who also holds an MS in electrical engineering from RIT Dubai, welcomes her role as a mentor to other women students on both campuses.

“As a young woman in an Arabic country, the power of women is often underestimated and undervalued, and I hope to serve as a role model to female students, especially those that question their path,” Nagshineh said.

She plans to continue in her career as a professor and a researcher. “I would like to pursue a research program where I can advise my own students and teach them more deeply.”
