Bihar Education Project Council has been implementing the Sarva Shiksha Abhiyan in the State of Bihar for Univerlisation of Elementary Education (UEF). Ensuring access to quality education for all children in the context of Univerlisation of Elementary Education is a daunting task. Bihar Education Project Council learned lessons and gained experiences in the course of implementation of BEP and DEEP-III to achieve the goal of UPE in the selected other 17 districts of Bihar. The Annual Plan for UEE in context of Madhubani district has been formulated through wide range of participatory processes and exercise and remained a hectic job for the last two-three months.

Politics | Rezoning may clear way for Harvey Blonder’s Liberty Marina hotel project

Anne arundel council passes first two comprehensive rezoning plans.

Led by the Office of Planning and Zoning, the County Council must approve a once-in-a-decade comprehensive rezoning map for each county region. Regions are similar to council districts but there are nine rather than seven.

After months of public testimony and discussion, the council voted unanimously to approve changes in Region 2, which includes Jessup, Fort Meade and Hanover, and Region 7, including areas around the city of Annapolis.

For several months, the council heard testimony from residents about these plans. Both regions’ residents were concerned that commercial upzoning would impact their communities.

In Region 7, the council considered three applications for zoning changes, one of which concerned Liberty Marina.

Owen Wilson, a resident in the Ridgely Avenue corridor, said the Region 7 plan has stirred the community to action. In February, residents raised concerns about the potential commercial development interests the rezoning could spawn.

“I’m optimistic that the sector zoning plan will keep our neighborhood engaged which is hard to do when it comes to zoning issues,” he said.

The sector plan allows residents to have a voice in the planning process.

The Region 7 plan includes a zoning change granting Blonder, an Annapolis businessman , the ability to move forward with his plans to build a hotel on his Edgewater marina property.

The marina had an open case being considered by the Board of Appeals to develop an “eco-resort” that would include a 198-room hotel, several thousand square feet of ballroom space, rooftop dining and three restaurant venues along Old South River Road

Monday’s council vote to change the zoning clears a path for this development to move forward. Blonder now must submit an application consistent with the adopted zoning map and County Code requirements.

“What we vote on tonight is not approving any plan. Any development plan to come forward has to go through the development process. And for something like a large hotel, and marina, that is not going to be a small process,” said Lisa Rodvein, an Annapolis Democrat, Monday night in response to the sea of opposition to the project.

In August 2023, county officials denied the marina’s application for a special exception, arguing that “the applicant is not adding a hotel to a marina but, in effect, trying to rezone the property,” administrative hearing officer Douglas Clark Hollmann wrote in a 19-page decision in September.

In a June 2023 forum, the county heard testimony and public comment on the project and many residents spoke against it, citing concerns about traffic and congestion on the South River Bridge. However, testimony from Donnie Dyott Jr., an analyst with Anne Arundel’s Office of Planning and Zoning, said that the project was generally consistent with the county’s development goals and policies.

James Kujawski, one of the owners of the Yellowfin restaurant, and several other residents were concerned that the hotel development would lead to increased traffic on Route 2 and it is not consistent with the character of the area, despite what Dyott stated in June.

“There is no [198]-room hotel on South River and certainly nothing that is like Ocean City,” Kujawski said.

He argued that the decision should have been left to the Board of Appeals.

“We’re taking an old, tired marina that’s 50 years old and bringing it up to a modern beautiful facility which will benefit residences and provide lots of jobs,” Blonder said Tuesday.

Blonder owns several properties including several in downtown Annapolis such as Latitude 38. He was recently the subject of a multimillion-dollar lawsuit stemming from his time as manager of the Yellowfin Steak and Fish House, a waterfront eatery across the street from Liberty Marina. Three of Yellowfin’s investors accused Blonder of misrepresenting the restaurant’s profits to prevent distributions and redirect revenue toward his other ventures, including Liberty Marina .

In May 2023, a jury ordered Blonder to pay more than $9 million in damages to the restaurant , finding that he acted with malice, or with intent to harm, on three counts: fraud, breach of contract and breach of fiduciary.

Blonder said that he intends to move forward in pursuing the project’s development.

“I think that it’s a fabulous benefit to the county,” he said.
