Women’s Month (Philippines) – March 2025

Women’s Month in the Philippines is celebrated every March. Since 1988, Filipinos have dedicated the entire month to celebrating the achievements of the country’s women and raising awareness about domestic violence, sexism, and other hardships that women face daily. This event includes celebrating International Women’s Day, promulgated by the United Nations as a time for people worldwide to discuss civil and human rights and equality for women.

History of Women’s Month (Philippines)

The Philippines holds one of the best gender equality ratings worldwide. For decades, Filipino women fought for their rights to vote and work in politics. The nation’s suffrage movement was founded in 1907, but it took another 30 years before women were allowed to participate in political development. Filipinos value a good education, and lower-income families believe that their children will be able to succeed in life if they study hard. Women and men both have a place in the academic world and exercise their rights to study and work equally in various areas of expertise.

Despite its above-average developments in gender equality, the Philippines still struggles with a high number of cases related to violence against women. Approximately one-fourth of women over 15 have suffered from physical violence in their lifetimes. In addition, only about 30% of women victims of abuse file police reports and seek help. Although laws penalizing this violence are in place, the number of cases continues to rise, mirroring the tendencies of other countries.

This is one of the reasons that the United Nations established international celebrations of women and women’s rights, such as International Women’s Day, which reminds people of the importance of discussing and raising awareness about the challenges women face around the globe.

MANILA, Philippines – Achieving gender equality does not happen overnight. Globally, even in countries that studies find the “most gender-equal,” policies are in place to maintain such quality of life for women.

It is a decades-long fight. Over generations, the Filipino women’s rights movement has worked to advance gender equality in the country, from women’s right to vote, to access to sexual and reproductive services, to protection against gender-based violence, and much more.

In this episode of Rappler Talk, women’s rights reporter Michelle Abad and senior editor Chito dela Vega sit down with two women’s rights advocates to discuss the ongoing work for women’s equality in the Philippines. They include Shebana Alqaseer, co-founder of the Young Feminists Collective, and Sylvia “Guy” Claudio, former dean of the University of the Philippines Diliman College of Social Work & Community Development.

Carla Montemayor, born and raised in Manila and educated at the University of the Philippines, migrated to the United Kingdom 16 years ago.

The Filipino immigrant won the London Writers Award (LWA) for Narrative Non-Fiction given by Spread the Word, a writer development agency championing the underrepresented and marginalized voices in the United Kingdom publishing industry.

Montemayor represents the Filipino community among the 30 London-based writers announced in January who will be supported and nurtured through a ten-month development program in preparation for meeting with agents and publishers and pursuing their writing careers.

Karate Kid’s Tamlyn Tomita fights for Filipino nurses representation on American TV

Filipino-Japanese Tamlyn Tomita who reprises her role as Karate Kid Ralph Macchio’s love interest in the new Cobra Kai Season 3 on Netflix, has been fighting for Filipino nurses’ representation in American television medical dramas, especially during the pandemic.

Tomita, who traces her roots to a Filipina mother and a Japanese American father, was born in Okinawa and raised in San Fernando Valley.

Tomita revealed that she fought with writers for a Filipino nurse regular on “The Good Doctor” and continued to advocate for such characters.

“… I continue to fight for especially during this pandemic time is the representation of Filipino nurses on medical dramas throughout the decades of American television. I fought for a Filipino nurse regular on [“The Good Doctor”] in the writers’ room for all three years. But shooting in Canada, there’s not a lot of opportunity for persons of Filipino heritage. It’s something that I’m always very cognizant of. “Where are the Filipino nurses? Whether they’re Filipino born or American born, that’s what’s been missing in a lot of the storytelling of American television.”

Fil-Am actress Tess Paras is 1st Asian female director of “Showcase”

Filipino-American actress Tess Paras is set to be the first Asian female director for Viacom-CBS’ upcoming 2021 Virtual “Showcase”, bringing her on-cam advocacy for representation in Hollywood to behind the scenes.

The Filipina celebrity, who starred in CW’s “Crazy Ex-Girlfriend” and Amazon’s “Just Add Magic,” is set to executive produce and direct “Showcase,” a hybrid comedy show that is known for Broadway-worthy live performances highlighting diverse talents.

Philippines’ Alex Eala victorious over Spain’s ace, claims 1st pro tennis title

Alexandra “Alex” Eala raised the Philippines’ colors over Spain as the teen tennis world champion won her very first professional tennis championship title at the International Tennis Federation’s (ITF) Women’s World Tennis Tour.

The country’s new world champion claimed a come-from-behind victory over Spain’s multi-titled pro champion, Yvonne Cavelle-Reimers, in the W15 Manacor Women’s Singles Finals in January.

The 15-year-old Alex Eala defeated the 28-year-old Cavelle-Reimers on Spanish soil, delivering a blow to the hometown bet after 3 sets.

UP historian Dr. Ros Costelo receives highest academic honors in Spain

University of the Philippines historian Dr. Ros Costelo received the mark of sobresaliente cum laude, the highest possible recognition that can be bestowed by the Spanish educational system when she graduated with a doctorate degree in Contemporary History from the Universidad Complutense de Madrid, Spain’s most prestigious academic institution which counts Jose Rizal and Antonio Luna among its distinguished alumni.

Dr. Costelo was awarded the highest academic honors after the successful defense of her doctoral thesis in front of a panel composed of some of the most well-known historians from both Spain and the Philippines in late January, the Embassy of the Philippines in Madrid announced on February 12, 2021.

Ros Costelo hails from Tunga, Leyte. She has a bachelor’s and master’s degree in History from the University of the Philippines and is currently an assistant professor at the Department of History in UP Diliman.

Multi-awarded Filipino broadcast journalist and University of the Philippines teacher Kara David is sharing free video tutorials for students and teachers of journalism and TV scriptwriting.

David’s first 5-minute YouTube video shows the journalist and teacher giving tips on the use of video illustration, how to write sentences for broadcast, and writing a report outline.

The GMA Network news anchor-correspondent and UP Diliman College of Mass Communication teacher’s lessons are based on her decades of experience.

Filipina leaders appointed to top posts in U.S. government

Three Filipina leaders have been named to top government posts under the administration of new United States President Joe Biden, an affirmation of the government’s track towards diversity in America’s leadership.

Three Americans of Filipino descent Gloria Steele, Camille Calimlim Touton, and Veronica Valdez are now serving as the acting heads of federal and development agencies after they were appointed by President Joe Biden shortly after his inauguration as the 46th president of the United States in January.

Gloria Steele serves as the Acting Administrator of the United States Agency for International Development (USAID).

Camille Calimlim-Touton serves as Deputy Commissioner of the Bureau of Reclamation in the Department of Interior.

Veronica Valdez of the Department of Defense was appointed to Special Assistant to the Assistant Secretary of Defense for Indo-Pacific Security Affairs.

Filipina youth leaders Louise Mabulo and Josefa Tauli win NatGeo Young Explorers Awards

Filipina youth leaders Louise Mabulo and Josefa Tauli, both from the University of the Philippines, have been named recipients of the Young Explorer awards of the National Geographic Society which gives funding to young people engaged in impact-driven efforts to address global issues.

Cacao farming advocate Louise Mabulo of Camarines Sur and Josefa Tauli, indigenous youth from Cordillera, joined the Fall 2020 cohort of Young Explorers announced by the National Geographic Society in January.

The batch is comprised of 24 people from around the world, between 17 and 25 years old, who are on the frontlines of the most complex and urgent issues of our time.

Women’s Day observance: Toward gender equality and social inclusion

Tomorrow, March 8, World Women’s Day, is being celebrated with the recurring theme, WE for Gender Equality and Inclusive Society, that was adopted in 2023 and runs through 2028. WE stands for Women and Everyone.

The Philippine theme is, Lipunang Patas sa Bagong Pilipinas; Kakayahan ng Kababaihan, Patunayan!, which translates into: Social Equality in the New Philippines: Uphold Women’s Capability!

According to the Philippine Statistics Authority’s 2020 census that was announced in 2022, there are slightly less women than men in the country, at 49.4 percent versus 50.6 percent, or a difference of 1.37 million.

But wide disparities persist.

In a talk before Department of Justice (DOJ) employees last Monday, March 4, Supreme Court Associate Justice Filomena D. Singh urged the country’s women “to never give up and speak up for your rights and for what you believe that you deserve.”

With Associate Justice Amy Lazaro Javier, she is one of two women magistrates in the 15-person Supreme Court. Recalling her career in the judiciary where she served as metropolitan trial court judge, regional trial court judge, and Court of Appeals associate justice before her promotion to the Supreme Court, she said:

“I felt that I had to do everything a hundred times better than my male contemporaries. And even when I did, I would still get rejected many times… I know that during those times, as compared to the others, I was at least equal to them but I still did not get the position. But I did not let that get me down. I did not let that stop me from what I wanted to achieve. And that is my main message to everyone here… If I can do it, you can also do it.”

Indeed, women in the Philippines face severe challenges, while assuming major responsibilities.

The Philippine Commission on Women (PCW), the highest policy making body that is part of the Office of the President, “Violence against women (VAW) appears as one of the country’s pervasive social problems.” Citing the PSA’s National Demographic and Health Survey in 2022, the PCW points out that 17.5 percent of Filipino women aged 15 to 49 “have experienced any form of physical, sexual and emotional violence from their intimate partners. This translates to 4.87 million, certainly not an insignificant number. More specifically, as of 2021, there were 8,399 reported cases of physical violence; 1,791 on rape; and 1,505 on acts of lasciviousness.

During the Covid-19 pandemic, there was a noticeable rise in online child abuse incidents. Claims of lower incidence of sexual abuse against women could not be verified due to quarantine and lockdown restrictions.

One area of critical focus is that there are 27.85 million women of reproductive age, from 15 to 48 years old. Fifteen percent of women age 25 to 49 were married by age 18, and about one in three were married by age 20. Since an overwhelming majority belong to the lowest economic levels, problems of infant and early childhood malnutrition that bring about stunting have reached crisis levels.

Zooming out and taking on a global perspective enables the appreciation of more hopeful perspectives. The PCW cites the World Economic Forum’s 2023 Global Gender Gap Index (GGGI) Report which says the Philippines has maintained its status as “leading Asian country in narrowing the gender gap.” The country’s 79.1 percent gender parity is 18th highest among 146 countries globally, placing second only to New Zealand in Asia-Pacific. It’s the only country in the top 20, significantly ahead of Singapore in 49th place. The Global Gender Gap Index evaluates gender equality and progress across four crucial dimensions: Economic Participation and Opportunity, Educational Attainment, Political Empowerment, and Health and Survival.

On a narrower focus, the World Bank’s Women, Business, and the Law (WBL) 2024 report, gives the Philippines a score of 70 out of 100 under an expanded WBL 2.0 index that surveys 190 economies. Vietnam was the Southeast Asian leader with an index of 85, ahead of the Philippines, Singapore (65), Thailand and Indonesia (60), Malaysia (47.5) and Brunei (35). The Philippines’ score was also above the global average of 64.2 and the East Asia and Pacific average of 57.8.

In terms of gender equality, the Philippine Constitution’s Article XIII on Social Justice and Human Rights dedicates a specific provision: “Section 14. Noteworthy is the fact that the Supreme Court, in its five year Strategic Plan for Judicial Innovation that was crafted by the en banc under the leadership of Chief Justice Alexander Gesmundo, has created a Committee on Gender Responsiveness in the Judiciary.

“Out of nearly 2,000 judges, 55 percent are women, a testament to our commitment to inclusivity, meritocracy, and diversity,” said Associate Justice Jhosep Y. Lopez, co-chairperson of the Supreme Court Committee on Gender Responsiveness in the Judiciary (CGRJ), at the Court’s celebration of International Women’s Month after the flag raising ceremony held at the Supreme Court courtyard earlier this month.

Hamas fired rockets at central Israel

Hamas launched a barrage of rockets yesterday afternoon, setting off air-raid sirens in the Tel Aviv area for the first time since at least late January. The attack showed that the group retained some long-range missile capabilities.

The Israeli military said at least eight rockets were fired from the southern Gaza city of Rafah, where Israeli forces have been advancing. There were no immediate reports of major damage. Israel’s emergency service said two women were lightly wounded as they fled to a bomb shelter.

On Friday, the International Court of Justice ordered Israel to halt its military offensive in Rafah, although some of the court’s judges said limited operations could continue. Negotiators said that cease-fire talks could restart in the next week , after a meeting in Paris between U.S. and Israeli intelligence chiefs and Qatar’s prime minister.

A landslide in Papua New Guinea killed hundreds

More than 48 hours after a landslide struck a densely populated region of Papua New Guinea with boulders the size of shipping containers, a U.N. official in the country said that at least 670 people were assumed to have died .

The landslide occurred around 3 a.m. on Friday, when many residents were asleep. As of Sunday afternoon, land was still sliding, rocks were falling and the soil was cracking from increased pressure and running groundwater, hampering search-and-rescue efforts and forcing residents from their homes.
