International Literacy Day –  8 September 

September 8 was proclaimed as the International Literacy Day  by UN Educational, Scientific and Cultural Organization (UNESCO)  in November 17, 1965. It was first celebrated on 1966. Its aim is to highlight the importance of literacy to individuals, communities and societies, now celebrations take place all around the world.

This annual celebration started following a recommendation of the World Conference of Minister of Education on the Eradication of  Illiteracy that met in Tehran in September 1965. The Conference recommended that 8 September, the date of the inauguration of the Conference, be proclaimed International Literacy Day and be observed worldwide.       

Each year the celebration  is going on with the aim to sensitize and mobilize international public opinion and to elicit their interest preoccupations, since its first Vernal Conference in 1946. On this day, the Director – General of UNESCO address a message to the world, appealing to individuals , organizations and  states, to demonstrate their support and solidarity for literacy and to promote non- formal education  for  all, particularly of those who have been excluded from the school system.

International Literacy Day is an occasion to give hope to the millions of women, men and children who cannot read or write even their own names. It is a timely reminder to the world about the importance of literacy for individuals, families, communities and whole societies. 

Concept of Literacy

“Literacy is not merely a cognitive skill of reading, writing and arithmetic, for literacy helps in the acquisition of leaning and life skills that, when strengthened by usage and application throughout people’s lives, lead to forms of individual, community and societal development that are sustainable,” UNESCO Director- General said in his message on the occasion of international  Literacy Day 2006.

This concept of Education for all had global reception and even the World Bank deeply appreciated this programme. “Education is a liberating force as also an evolutionary force. Which enables the individual to rise from mere materiality to superior planes of intellectual and spiritual consciousness. Education is a dialogue between past, present and the future, so that the coming generations receive the accumulated lessons of the heritage and carry it forward”.

An estimated 781 million adults live without basic literacy skills. Of whom two- thirds are women. In addition, approximately 103 million children have no access to school and are therefore no learning to read, write or count.       

According to UNESCO’s “Global Monitoring Report on Education for all (2006)”, South and West Asia have the lowest regional adult literacy rate (58.6%), followed b sub- Saharan Africa (59.7%), and the Arab States (62.7%). Countries with the lowest literacy rates in the world are Burkina Faso (12.8%), Niger (14.4%) and Mali (19%). The report shows a clear connection between illiteracy in severe property, and between illiteracy and prejudice against women.

The United Nations defines illiteracy as the inability to read and write a simple sentence in any language. So, these literacy rates refer only to basic, no advanced, literacy.

Literacy Initiative for Empowerment (LIFE)

2006 celebration’s theme is “Literacy sustains development”. It emphasizes that literacy is not only a positive outcome of development processes but also a lever of change and an instrument for achieving further social progress. The 2006 celebration was combined with UNESCO’s  Literacy initiative for Empowerment (LIFE), launched on 2005, which seeks by 2015 to help reduce by half, the rate of adult illiteracy in the world. LIFE is being implemented in 35 countries with a literacy rate of less than 50 per cent or a population of more than  10 million illiterates and it is designed to further the goals of the UN Literacy Decade (2003-2012).

United Nations Literacy Decade (2003-2012)

The United Nations Literacy Decade 2003-2012 was launched on February 13. 2003, at the UN. Under the themes “literacy for all; voice for all, learning for  all, learning for all” the UN established this decade to mobilize national and internationals efforts to educate 860 million illiterate adults and 100 million children who have no access to schooling worldwide.

The United Nations Literacy Decade aims to extend the use of literacy to those who do not currently have access to it. Over 861 million adults are in that position, and over 113 million children are not in school and therefore not gaining access to literacy either. The Decade will focus on the needs of adults with the goal that people everywhere should be able to use literacy to communicate within their own community, in the wider society and beyond. Literacy efforts have so far failed to reach the poorest and most such populations. Under the banner of literacy for all: voice for all learning for all.

The outcome of the Decade will be locally sustainable literate environments. These environments will give people opportunities to express their ideals and views, engage in effective learning, participate in the written communication that characterizes democratic societies, and exchange knowledge with others. This will include increasingly the use of electronic media and information technologies, both as a means of self – expression and for accessing and assessing the vast stores of knowledge available today.

UN Decade for Education for Sustainable Development (2005-2014)

In December 2002, the United Nations General Assembly adopted resolution 57/254 on the United Nations Decade of Education for Sustainable Development (2005-2014) and designated UNESCO as lead agency for the promotion of the Decade.

The overall goal of the DESD is to integrate the Principles, values, and practices of sustainable development into all aspects of education  and learning. This educational effort will encourage changes in behaviour that will create a more sustainable future in terms of environment al integrity , economic viability, and a just society for present and future generations.              

The UN Conference on Environment and Development in 1992, the Earth Summit, gave high priority in its Agenda 21 to the role of education in pursuing the kind of development that would respect and nurture  the natural environment. It focused on the process of orienting and re-orienting education in order to foster values and attitudes of respect for the environment and  envisaged ways and means of doing so.

Facts about illiteracy

  • According to UNESCO, in the world today there are about 1 billion non-literate adults.
  • This 1 billion is approximately 26 percent of the world’s adult population.
  • Women make up two – thirds of all non- literates.
  • 98 percent of all non-literates live in developing countries.
  • In the least developed countries, the overall illiteracy rate is 49 percent.
  • 52 percent of all non- literates live in India and China.
  • Africa as a continent has a literacy rate of less than 60 percent.
  • In Sub- Saharan Africa since 1980, primary school enrollment has declined, going down from 58 percent to 50 percent.
  • In all developing countries, the percentage of children aged 6-11 not attending school is 15 percent. In the least developed countries, it is 45 percent. (UNESCO 1998)

Education is the primary agent of transformation towards sustainable development. Increasing people’s capacities to transform their visions for society into a reality. Education not only provides scientific and technical skills, it also provides the applying them. The international community now strongly believes that we need to foster – through education – the values, behaviour  and lifestyles required for a sustainable future. Education has come to be seen as a process of learning how to make decisions that consider the long- term future of the  economy, ecology and equity of all communities. Building the capacity for such future oriented thinking is a key task of education.

National Literacy Mission (NLM)

National Literacy Mission (NLM) was set up in May 1988, following an objective assessment of the strength and weaknesses of the  earlier programmes, and accord a new sense of urgency , seriousness and emphasis with fixed goals, clear time-frame and age specific target groups. Emphasis was laid not on mere enrolment of learners but on attainment of certain predetermined norms and parameters of literacy, numeracy, functionality and awareness along with institutionalization of post Literacy and Continuing Education in   a big way.

Sarva Shiksha Abhiyan (SSA)

The scheme of SSA evolved from the recommendations of the state Education Ministers’ Conference held in October 1998 to pursue universal elementary education in a mission mode: The Government of India Launched the scheme in 2001.

The assistance under the programme of SSA was on an 85:15 sharing arrangement between the Central Government and the state government during the Ninth Plan, at 75:25 during the Tenth Plan. And at 50: 50 thereafter.

Education is the most important element for growth and prosperity of nation. India is in the process of transforming itself into a developed nation by 2020. Real education enhances the dignity of a human being and increases his or her self- respect. If the real sense of education could be realized by reach individual , and carried forward in every field of human activity, the world will be a better place to live on.

“The real difficulty is that people have no idea of what education truly is.  We assess the value of education in the same manner as we assess the value of land or of shares in the stock- exchange market. We want to provide only such education as would enable to student to earn more. We hardly give any thought to the improvement of the character of the educated. The girls, we say, do not have to  earn, so why should they be educated? As long as such education” Mhatma Gandhi said on True Education.

Literacy – Foundation of Success

It is proved today that economic success everywhere is based on educational success. And literacy is the basic building block of education. It is not just an end in itself: literacy leads to many social benefits, including improvements in standards of hygiene, reduction in infant and child mortality rates , decline in population growth rates, increase in labour productivity,  rise in civic consciousness greater political empowerment sense of national unity, as people become more aware than before of the country they belong to and the opportunities beyond their immediate horizons.                

Literacy is also a basic component of social cohesion and national identity. The foundations for a conscious and active citizenship are often laid in school literacy plays a key role in the building of democracy. Kerala provides striking example of  how higher levels of literacy lead to a more aware and informed public. Adult literacy in Kerala in nearly 100 per cent, compared to the Indian average of 52 per cent. As a result , nearly half of the adult population in Kerala reads a daily newspaper, compared to less than population in Kerala reads a daily newspaper, compared to less than 20 per cent else where in India. One out of every rural labourers reads a newspaper regularly compared to less than two per cent of    agricultural workers in the rest of the country. so literacy leads directly to an improvement in the depth and quality of public opinion. As well as to more active participation of the poor in the democratic process.

Amartya Sen, the polymath Nobel laureate in Economics, has reminded us that  “The elimination of ignorance, of illiteracy and of needless inequalities in opportunities are objectives that are valued for their own sake. They expand our freedom to lead the lives we have reason to value”. We sometimes forget that in his most famous  poem, the other Nobel Prize-winning Bengali, the immortal poet Robindranath Tagore, implicitly spoke of education as fundamental to his dream of India. It was in a place “ where the mind is without fear and the head is held high; where knowledge is free” and “where the mind is led forward … into ever- widening though and action” that Tagore hoped his India would awake to freedom. Such a mind is, of course , one that can only be developed an shaped by literacy.

Literacy and information age

Illiteracy must be fought for practical reasons also. How are we going to cope with the 21 st century, the information age, if half our population cannot sign their name or read newspaper? Tomorrow’s  is the information Age: the world will be able to tell the rich from the poor not by GNP figures, but by their Internet connections. Illiteracy is a self – imposed handicap in a race we have no choice but to run. But it is also essential to focus on one specific aspect of the literacy challenge in our country today.

The saddest aspect of India’s literacy statistics is the disproportionate percentage of women who remain illiterate. Sixty per cent of India’s illiterates are women. Female literacy (43 per cent) was 26 percentage points below the male literacy (69 percent). No society has ever liberated itself economically. Politically, or socially without a sound base of educated women. The two- word mantra to promote development in the world: “educate girls”. There is no the female child. Scholarly studies and research  projects have established what common sense might already have told us: that if your educate a boy, you educate a person, but if you educate a girl, you educate a family and benefit an entire community.       

Certainly, there is no better answer. India must educate itself – achieve 4100 per cent literacy nationwide- if we are to fulfill the aspirations we have begun to dare to articulate, and rise to the development challenges of the 21 st century.

When is International Literacy Day observed?

To produce sense and awareness about the value of literacy and education, the United Nations Educational, scientific and cultural organization (UNESCO) announced the celebration of International Literacy Day on the 8 th of September every year. This was decided in 1965 and from 1966 to onwards, this day is celebrated each year on 8 th September. Every year UNO organizes conferences and seminars to highlight the importance of literacy.

Governments of all countries also organize programs and expeditions to create awareness in people about literacy.  Governments force people to get the necessary education and send their children to school. Literacy programs are also organized on a school and college basis, where the students present speeches and models to demonstrate the value of literacy.

Parents have an important role in the development of children but if the parents are illiterate, they are not able to cope with the needs of the new century, so their children can be suffered. So, such a program must be organized which teach the parents to read and write. Such steps must be taken so that any child should not be deprived of going to school. This is their right to get an education. We should promise ourselves on this coming World literacy day , that we will be part of a literacy campaign.

A reading, speaking and writing lesson to develop digital literacy and raise awareness of the importance of equal opportunities.

Introduction

This lesson plan, which looks at ideas related to International Literacy Day on 8 September, is written by Daniel Xerri and comes from chapter five of the book Integrating global issues in the creative English language classroom: With reference to the United Nations Sustainable Development Goals by Alan Maley and Nik Peachey.

Students work in groups of four and discuss the layout, content and purpose of different infographics. Students then decide what they consider to be the most important piece of information from the infographics, share their views and reach an agreement about the most significant fact. Finally, they create a poster with visuals and a brief slogan or message about their important fact.

  • Enable students to read the data in an infographic and discuss what they regard as the most significant piece of information

Materials :

  • Before the lesson, you will need to download a poster about International Literacy Day and five infographics or fact sheets about girls and women in education. The teacher's notes provide suggested infographics or fact sheets to use.

International Literacy Day – September 8, 2024

International Literacy Day takes place on September 8 every year to raise awareness and concern for literacy problems that exist within our own local communities as well as globally. International Literacy Day was founded by proclamation of The United Nations Educational, Scientific and Cultural Organization, or UNESCO, in 1966 “to remind the public of the importance of literacy as a matter of dignity and human rights.” International Literacy Day brings ownership of the challenges of illiteracy back home to local communities where literacy begins, one person at a time. History of International Literacy Day

Although much progress has been made in improving literacy rates in the more than fifty years since the first International Literacy Day, illiteracy remains a global problem. There are thought to be more than 750 million adults around the world who cannot read. The scourge of Illiteracy spares no nation or culture on earth, including the United States, where an estimated 32 million American adults are illiterate.

What exactly is literacy? Miriam-Webster Dictionary defines literacy as “the quality or state of being literate: educated…able to read and write.” Because you are able to read this post and no doubt spend a lot of time reading online, it may seem incredulous to learn there are people living and working in your own community who not only cannot read this post, but are unable to read a book, a restaurant menu, a road sign, a voting ballot, an instruction manual, a prescription bottle label, or a cereal box.

Can you imagine navigating modern-day life without the basic ability to read and write? Wiping out illiteracy in every local community around the world is what International Literacy Day is all about.

International Literacy Day was first conceived at the “World Conference of Ministers of Education on the Eradication of Illiteracy” held in Tehran, Iran in 1965.  The following year UNESCO took the lead and declared September 8 as International Literacy Day, with the primary purpose being “…to remind the international community of the importance of literacy for individuals, communities and societies, and the need for intensified efforts towards more literate societies.” One year later, the global community accepted the challenge of ending illiteracy by participating in the first International Literacy Day.

On International Literacy Day, organizations and individuals take charge and use their literacy to encourage and assist those who are facing difficulties on how to read and write. Students and employed people volunteer to tutor children in the community, books are generously donated to libraries, and a student’s tuition and learning are sponsored to launch their life-long success. 

Institutions and government- and international organizations campaign for literacy at the grassroots level, as well as host think tanks and discussion forums to strategize and implement the best policies for the eradication of illiteracy. They also host fundraisers for the cause. A theme is set for International Literacy Day every year, which is used as a way to build awareness around specific issues.

The EU, with UNICEF, the Department of Basic Education and the National Education Collaboration Trust launched an innovative programme to strengthen reading and leadership in school.

8 September, Pretoria : As the world commemorates International Literacy Day today, we are reminded of the critical importance of being able to read as a matter of dignity, sustainability and human rights. Literacy is an integral part of education and lifelong learning premised on humanism as defined by Sustainable Development Goal 4.

The statistics around literacy and children are a clear call to action. Despite global progress over the past three decades, 617 million children and adolescents are not achieving minimum proficiency levels in reading and mathematics. Furthermore, during the initial phase of the COVID-19 pandemic, schools were closed thereby disrupting the education of 62.3 per cent of the world’s student population of 1.09 billion.

In response to this challenging situation, a joint two-year programme has been launched that is focusing on enhancing literacy initiatives at schools in KwaZulu-Natal, the Eastern Cape and Limpopo. Reading and Leadership Strengthening in South African Schools (REALS-SA) for Learning During Covid-19 and Beyond , is a European Union-funded (EU) initiative that is implemented by the United Nations Children’s Fund (UNICEF) in partnership with the Department of Basic Education (DBE) and the National Education Collaboration Trust (NECT).

“For decades, most education authorities made steady progress towards eradicating illiteracy. However, Covid-19 has had a profound effect and  years of having successfully narrowed the literacy gap between pupils from lower and higher income backgrounds could be reversed if we do not act,” explained EU Ambassador to South Africa, Dr Riina Kionka. “This is why I am delighted that the EU Delegation to South Africa is a participant in this important initiative”, added Dr Kionka.

The programme will be implemented in 650 schools in the three aforementioned provinces and is expected to reach 292 000 learners, 65 000 parents, 4 600 teachers, 975 School Management Team members as well as 104 circuit managers and subject advisors.

The DBE is encouraged that the programme will support curriculum recovery by addressing the learning losses in reading and literacy caused by the pandemic. “As a collaborative exercise, the REALS SA programme has provided us with an ideal opportunity to consolidate available resources in the country and put systems and processes in place to make these accessible to school managers, teachers and parents,” notes Kulula Manona, Chief Director of Foundations for Learning at the DBE.

These interventions will include input from tertiary institutions and NGOs to support the DBE’s education continuity plans while improving learning and teaching outcomes. There is also a focus on enhancing parental engagement, accountability and leadership for sustainability through capacity-building for district officials and School Management Teams.

Underlying all this is the reality that COVID-19 has affected the reading gains made in the pre-pandemic period. “The loss in learning time has resulted in learning losses,” explained UNICEF South Africa Representative, Christine Muhigana. “Hence the need for interventions such as this one, that addresses reading, continues to be critical,” she added.

The Reading Recovery component of the programme includes the provision of 650 primary schools with 50 new reading books for each grade. These books are a mix of storybooks for reading for pleasure and graded readers for learning to read.  “I am delighted that these books will be accompanied by guidelines for teachers and managers on their use so that they will have maximum positive impact and I look forward to seeing these books in action in schools and in homes,” said Dr Lorraine Marneweck, Technical Advisor at the NECT.

In light of the focus of this critical educational initiative, it is fitting that International Literacy Day 2021 will explore how literacy can contribute to building a solid foundation for a human-centred recovery.  In doing so, we have the opportunity to reimagine future literacy teaching and learning, within and beyond the context of the pandemic.

World literacy day is celebrated on 8th September every year. It marks the international celebration and awareness campaign on literacy. In 1964, this day was declared as a holiday by the United Nations, Educational, Scientific and Cultural Organization (UNESCO).

UNESCO with the help of various literacy programs aims to create a literate world and promote literacy for all. UNESCO has stated the importance of literacy. It states that it is a human right, a tool of personal empowerment, and a means for social and human development.

Our educational opportunities depend on literacy. Literacy is at the heart of basic education for all. It is also important to eradicate poverty, to reduce child mortality, to curb population growth, etc. These are some of the good reasons why literacy is at the core of Education for all.

The main purpose of celebrating this world literacy day is to encourage awareness among people about literacy so that everyone knows about their individual and social rights. It is as important as food to live.

UNESCO decided to celebrate this day with a goal to remove various social problems including poverty, gender inequality, uncontrollable population growth, etc.

So today I would request you all to celebrate this day with a positive spirit. You can celebrate this day by donating a book, by visiting a library, by teaching an unfortunate child, etc.

Lastly, I would like you all to stand up and take the pledge on this literacy day, we learn, we teach, we inspire, to make our future full of knowledge and success.

Team Teaching: A Boost to Teacher Retention

Giving teachers more control over their collaboration with peers may boost the effectiveness of teacher teams and encourage educators to stay in the classroom.

For example, at Westwood High School in Mesa, Ariz., special education teacher Kelly Owen and four colleagues organize freshman students’ schedules, lessons, and grouping for four of the six class periods each day as part of the Next Education Workforce program.

“Before I came to Westwood, I deeply undervalued the need to work on the team, to focus on things like psychological safety, good processes for running meetings, clear expectations, good communication, even radical candor,” Owen said. “Teachers are not trained like that.”

Early results of an ongoing study of the NEW program, developed at Arizona State University, in the Mesa public schools suggest the team-teaching model gives educators flexibility to play to their strengths.

In the NEW model, groups of 100 students are assigned to teams of four to five teachers, who work together to cover core-subject areas as well as social-emotional learning. The 80,000-student Mesa district, the largest in Arizona, has expanded the teaching teams to the majority of its schools, and NEW has also expanded to schools in California and Texas.

Mary Laski, the study author and principal researcher for the Center for Reinventing Public Education at Arizona State University, found that after controlling for experience and demographics, the Mesa teachers working in teams were 9 percentage points more likely to say they planned to stay in teaching for the next five years than solo teachers. Teamed teachers were also significantly more likely than their solo peers to recommend teaching to a friend.

To put that in perspective, little more than 1 in 5 teachers said they would recommend a career in teaching in EdWeek’s The State of Teaching survey, a nationally representative poll of nearly 1,500 teachers conducted in October.

“If you join the profession as a member of a team, sharing this roster of students and having interdependency ... being a first-year teacher in that model might be wildly better... and therefore increase our retention,” said Brent Maddin, the executive director of Next Education Workforce initiatives in Mary Lou Fulton Teachers College at Arizona State University, but who was not a researcher on the study.

Protected time and collaboration critical

Collaboration can be one of the most effective instructional strategies, but studies find teachers often don’t have enough planning time or control over their schedules and pacing to make the model work.

“If your problem is working conditions—teachers feeling isolated or teachers seeking more collaboration and support—I think this could be an exciting way to think about it,” Laski said. “It does require some big-picture changes of how we think about what teaching looks like.”

The NEW teams don’t just meet to plan lessons and then separate into their own classrooms; from day to day, they may co-teach all together, take small groups in individual classes, or other instructional configurations. Protected, unstructured planning and collaboration time has been key to making the team teaching work.

“It’s truly the five of us in a room for 110 minutes, five days per week,” Owen said. “We spend a lot of time working on psychological safety [and] vulnerability. How do we create an atmosphere so that all five of us feel brave enough to say, ‘I need another co-teacher,’ ‘I wanna try something and I need some help doing it,’ or ‘I don’t feel comfortable doing this.’”

The teams also have significant instructional autonomy. For example, this year, the team’s math teacher moved to another school. “We went out and found [a replacement] math teacher, and our principals let us do it. It was a person who was in the building and we were like, look, she fits the vibe. She’s the person who’s gonna work well with us,” Owen said. “They had her slotted to go somewhere else and they trusted that we are building a cohesive group of adults who will be more powerful for kids.”

Laski found that team-based educators in Mesa also received higher average effectiveness ratings from their principals than solo teachers, particularly when early in their careers.

Owen agreed. While she is now in her third year teaching special education at Westwood, following a decade teaching at the college level, the team includes a nine-year veteran and others who just finished their second and third years of teaching.

“We get to bounce ideas off of each other. We all co-plan. So the amount of feedback that we’re getting on a regular basis is really increasing [teachers’] efficacy and ... skill set,” she said. Her early-career colleagues “are developing huge levels of confidence, and I see them taking on leadership that second year and third year [that] teachers just simply don’t take on,” such as developing demonstration lessons and serving as model teachers.

St. Louis Fed Honors Professor for Contributions to Economic Education

ST. LOUIS – Betty Porter-Walls is the recipient of the 2024 Economic Educator Advisory Board Educator of the Year Award from the Federal Reserve Bank of St. Louis. The award is given annually to recognize a board member for his or her commitment to economic and financial education.

Porter-Walls, retired associate professor at Harris Stowe State University, was honored at a May 8 dinner at the St. Louis Fed for helping to connect educators with St. Louis Fed teaching resources. She has served on the St. Louis Fed’s Educator Advisory Board for many years, said Eva Johnston, senior economic education specialist and board coordinator.

The board is composed of local teachers who review curriculum, attend meetings, present at events and contribute in other ways to the success of the St. Louis Fed economic education program, Econ Ed at the Fed .

“Betty Porter-Walls is an inspiring, devoted educator who is a role model and motivator for teachers across a wide range of curricula. She is tireless in her efforts to help teachers understand and adopt the best practices to help their students,” Johnston said. “We are deeply grateful for her work on our Economic Educator Advisory Board.”

St Louis Fed Economic Education Officer Scott Wolla expressed his gratitude for the service of Porter-Walls and Johnston, who is retiring from the St. Louis Fed on June 30.

“Eva has been an exceptional economic education practitioner and ‘teacher of teachers’ in her 10 years at the St. Louis Fed. She has inspired hundreds of educators across the nation to delve deeper into how they teach economics and created lessons and other resources that made their teaching more effective and engaging for students,” Wolla said. “Her positivity, encouragement and expertise will be missed by the many educators she inspired and all of us at the St. Louis Fed.”

Among her many activities, Porter-Walls is the facilitator of the Beginning Teacher Assistance Program for the St. Louis Public Schools and was president of the Missouri Association of Colleges for Teaching Education in 2019. She also has organized “read-ins” for International Reading Day.

In addition to teacher professional development consulting for 1st Class Educator Group, Porter-Walls has presented at the Write to Learn, Early Learning, and Interface (STEM) Conferences in Missouri and nationally for the International Literacy Association, National Council of Teachers of English, National Network for Educational Renewal, and the American Educational Research Association.

Internationally, Porter-Walls has provided professional development in Iceland, Germany and Senegal. She presented her noted “Literacy is a Family Affair Project” at the Hawaii International Conference on Education.

She has received numerous honors/awards, including those from the governor of Missouri, Harris-Stowe State University, University of Missouri-Columbia, B’Nai B’rith and the St. Louis American newspaper.
