Admissions for 2024 is closed. The next opportunity to apply will be for 2025 admission. The 2025 application will open in September 2024.

Students in good academic standing in our program receive a funding package that includes tuition, medical insurance, and a fellowship stipend and/or TA/RA salary. We also provide a new laptop computer and a conference travel/research budget.

Welcome to this special edition of the VPE newsletter just for PhD students!

2022-2023 PhD Stipend I am happy to announce that the University’s minimum stipend level will increase 4.25% to $ 30,547 for nine months in the 2022-2023 academic year. Some schools and programs provide stipends above the minimum; check with your school to confirm your stipend amount for next year. I am particularly pleased that this is the fourth consecutive annual increase over 4% for minimum stipends, despite the many disruptions to our University operations. These stipend increases demonstrate the University’s strong and continued commitment to our PhD students.

Pilot Program to cover Penn Student Health Insurance Plan for PhD students on medical and family leave I am also very pleased to announce a pilot program, beginning in July 2022, for PhD students whose funding includes health insurance to continue to receive coverage for their individual health insurance while on medical or family leave for one full semester. Students may also petition to be considered for a second full semester of medical leave. We are hopeful that this additional benefit will support students taking a necessary break from their studies. The Penn Student Health Insurance Plan (PSIP) coverage during the fall semester extends from August 1-December 31. PSIP coverage during the spring semester extends from January 1-July 31. 

I am also happy to share with you that the 2022-23 PSIP will include an optional national dental plan. More details about this new benefit will be available later in March. Many thanks to the students on the Student Health Insurance Advisory Committee (SHIAC) who advocated for this additional benefit. The cost of PSIP next year will be $4,029. This price reflects a generous University subsidy of $240 per enrollee , which reduces the cost of the annual premiums for our students.  Many PhD funding packages cover this annual premium.

Resources for PhD students

I want to remind you that the Graduate Student Center’s Academic Policies and Support page for PhD students includes resources you might useful, including the Advising & Mentoring PhD Students Guide , Graduate Group Review Student Feedback Form , Navigating the Academy Programs , and more. The Graduate Group Feedback Form can be used at any time by students to convey — anonymously or not – feedback about your experiences in your Graduate Group. Forms are submitted to the Office of the Provost, not to the Graduate Group. 

In addition, Individual Development Plans (IDPs) are useful tools to help you set goals and stay on track while you are doing research and coursework. IDP s can help you identify, develop, and improve skills oriented toward academic and career goals. Some students at Penn are already required to use IDP s; however, we encourage all students to explore IDP tools. Here are a few to consider:

  • Imagine PhD for students in the humanities and social sciences
  • myIDP for students in the sciences
  • ChemIDP for students in Chemistry

Booster Shot Information Beginning March 14, students who have not yet uploaded their information, or are not yet booster-eligible, will be required to undergo screening testing twice each week. This requirement will be lifted once the booster information is uploaded. As a reminder, all students must upload their booster vaccine information into their  Student Health Portal .

Family Center phased reopening Beginning Monday, March 14, the Family Center facility located at 3615 Locust Walk will be open for in-person events and lactation room reservations. During this time, the facility will not be open regular operating hours, however, the space can be enjoyed and utilized during upcoming events. Highlighted Opportunities 

Wolf Humanities Center Graduate Research Fellowships Deadline: March 21 The Wolf Humanities Center offers two one-year research fellowships to Penn graduate students in the humanities who are ABD and conducting research related to an annual theme. The 2022-23 theme is Heritage. Research fellows receive $2,500 each and are required to attend the Center’s weekly Mellon Research Seminar and to present their work at one of the sessions.  https://wolfhumanities.upenn.edu

Y.H. Park Fellowship Deadline: March 27 One-year fellowship to support a Ph.D. or a research master’s student in the humanities, social sciences, international management, international studies, or fine arts whose primary research area is Korea and whose thesis/dissertation will be on Korea. Fellows must have sufficient Korean-language proficiency to use Korean-language sources in conducting research and writing dissertations.

A massive NFL Draft trade from two years ago is finally complete.

The Philadelphia Eagles’ road to the 2022 Super Bowl arguably began in 2021, when they gained an extra first-round pick courtesy of a trade with the Miami Dolphins. Philadelphia moved down from No. 6 (where Miami chose Jaylen Waddle) to No. 12, then moved up to No. 10 in a separate deal with the Dallas Cowboys to take DeVonta Smith.

With a pair of 2022 first-round picks in his pocket, Eagles general manager Howie Roseman pulled off a major swap that eventually led to the Eagles landing one of the game’s best receivers in a separate trade.

The Trade Terms

  • 2022 NFL Draft, pick 16
  • 2022 NFL Draft, pick 19

The Philadelphia Eagles received

  • 2022 NFL Draft, pick 18
  • 2022 NFL Draft, third-round pick No. 101
  • 2022 NFL Draft, seventh-round pick No. 237
  • A 2023 first-round pick (No. 10)
  • A 2024 second-round pick (No. 50)

What the Eagles did with their picks

A.J. Brown Roseman’s blockbuster trade with New Orleans led to a blockbuster trade with the Tennessee Titans, who sent wide receiver A.J. Brown to Philly for the acquired No. 18 and No. 101 picks. Brown ranks 9th in the NFL in receptions, 3rd in receiving yards, and 6th in receiving touchdowns since joining the Eagles. Brown just agreed to a three-year, $96 million extension that will put him under contract through 2029 .

The Titans, incidentally, used the No. 18 pick to select Treylon Burks as their Brown replacement. Burks does not yet have 50 career catches.

Kyren Johnson The Eagles traded their sixth-round pick and the Saints’ seventh-rounder to the Detroit Lions to move up seven spots to No. 181. Kansas linebacker Kyren Johnson was limited almost exclusively to special teams as a rookie and was released in the middle of 2023. Johnson is currently with the Pittsburgh Steelers.

Jalen Carter New Orleans’ 7-10 season gave the then-NFC champion Eagles the No. 10 overall pick in the 2023 NFL Draft. Philadelphia swapped No. 10 and No. 9 with the Chicago Bears (giving up a 2024 fourth-round pick in the process) to take ex-Georgia defensive tackle Jalen Carter. One of the few bright spots on an incredibly disappointing Eagles defense, Carter finished second in Defensive Rookie of the Year voting behind Will Anderson Jr.

Cooper DeJean The Eagles used the Saints’ second-rounder (number 50), their native second-round pick (No. 53), and a fifth-rounder to move up to No. 40 overall for Iowa cornerback Cooper DeJean. He was one of several projected first-round defenders who slid down in the draft order after a historic run on offensive players . Considered the most versatile defensive back in this year’s class with the potential to convert to safety, DeJean will be part of a revamped Philadelphia secondary that already includes 2024 first-round cornerback Quinyon Mitchell. DeJean could also be a factor on special teams as a punt returner.

What the Saints did with their picks

Chris Olave New Orleans used the higher Eagles first-rounder (along with third- and fourth-round selections) to move up to No. 11 in the draft in a trade with the Washington Commanders. Former Ohio State star receiver Chris Olave has been as good as advertised, catching 159 passes for 2,165 yards and 9 touchdowns. Only ex-Buckeyes teammate Garrett Wilson has more receptions among 2022 draftees, while Olave is tops in his class in yards and first downs gained.

Trevor Penning The Saints kept the Eagles’ other first-round pick (19 overall) and selected Northern Iowa tackle Trevor Penning, who hasn’t panned out as the would-be successor to Terron Armstead. He only played one game as a rookie after tearing a ligament in his foot, spent much of the 2023 offseason rehabilitating a Lisfranc fracture, and was benched for poor performance in his second season . Penning is trending dangerously close to “bust” status.

At the time, former Eagles president Joe Banner believed that Philadelphia won the trade in a landslide .

“One of the most lopsided trades we have seen in a long time,” tweeted Banner. “The 1,2 & 3 saints gave up for 16 was enough that they could’ve used it to trade for almost any nfl star player not a QB and had picks left over. Instead they got a mid first round pick. Crazy.”

When using the trade value chart modeled by Pats Pulpit’s Rich Hill , it looked like an even trade.

Of course, the picks are only half the story. Now that all of the picks have been made, we have a clear picture on how both teams have fared. In a few years when the young players’ careers have been more fully established, we can look back with an even keener eye.

Buono, Cortes-Briones, Lee Honored with 2024 Blavatnik Awards

Frank Buono, PhD, associate research scientist in psychiatry; Jose Cortes-Briones, PhD, assistant professor of psychiatry; and Emily Lee, MD, assistant professor adjunct of psychiatry, have been chosen to receive a 2024 Blavatnik Award by Yale Ventures.

Their studies are among 12 Yale faculty-led projects that collectively will receive $3.1 million in accelerator funding to translate their research into life-saving solutions.

13th Annual Caribbean Waterbird Census – please join our regional count which helps us to monitor and conserve our amazing waterbirds.

The Caribbean Waterbird Census (CWC) kicks off on Friday, January 14 and the last day is Thursday, February 3, 2022. This period includes  World Wetlands Day  (February 2), which this year has the theme:  Wetlands Action for People and Nature . During that time, you are encouraged to venture out to seashores, beaches, and wetlands to count as many waterbirds as possible. Count all the birds you see!

Why is the CWC important? The Caribbean is home to  185  species of waterbirds (which include seabirds, wading birds, shorebirds, and waterfowl) – many of which are migratory. This varied and critical group of birds also includes many endemic species and a number that are endangered globally. The CWC is a valuable tool, helping us to assess how these remarkable birds are doing. They breed, rest, and feed in habitats that are themselves facing a range of threats, including development, pollution, human activities, and climate change impacts. Those confusing waterbirds!

Now, which sandpiper is that? Is that a Greater or Lesser Yellowlegs? How can I identify a mixed group of birds? Sometimes it’s a learning curve!

If you are not feeling too confident with waterbirds, BirdsCaribbean is here to help! We have free online resources that will help you identify those tricky little sandpipers and plovers in their winter plumage, as they patrol our shorelines or fly in groups over the water. Before you start, why not download our  ID Guide to Common Caribbean Shorebirds , which you may like to print and take with you? Also, take a look at the accompanying shorebird poster and other resources  on this page.

Getting it all down on eBird

An important aspect of the CWC is that it is all captured and stored on  eBird Caribbean . As you enter your sightings, you must be sure to use the CWC protocol on Step 2, under “Observation Type.” eBird is playing an increasingly crucial role in the CWC process. If you’re new to eBird, check out our  helpful video here  on how to use eBird and Merlin. IRS releases 2023 Data Book describing agency’s transformation through statistics

WASHINGTON — The Internal Revenue Service today issued its annual Data Book detailing the agency’s activities during fiscal year 2023 (Oct. 1, 2022 – Sept. 30, 2023), including revenue collected and tax returns processed.

For FY 2023, the IRS collected approximately $4.7 trillion, or about 96 percent of the funding that supports the federal government’s operations — to fund everything from education to national defense.

During FY 2023, the IRS processed more than 271.4 million tax returns and other forms, including more than 163.1 million individual income tax returns.

Beyond statistics, the 2023 Data Book reflects the initial impacts of the historic long-term funding provided under the Inflation Reduction Act (IRA) of 2022 to transform the IRS and modernize how the agency serves the American people.

“This once-in-a-generation funding opportunity provided by the IRA is an investment in the transformation of the IRS and an investment in the financial future of our nation,” IRS Commissioner Danny Werfel wrote in the Data Book introduction. “The effects of this IRA funding — to hire more IRS employees and modernize the agency’s technology and systems to provide better service to the American people — started showing up in the 2023 tax season. And that progress has accelerated into 2024.”

In FY 2023, with new phone assistors hired through IRA funding, IRS employees answered nearly 27.3 million phone calls — a 25% increase from FY 2022. The IRS opened or reopened more than 50 taxpayer assistance centers in FY 2023 that were closed during the pandemic. The IRS had more than 1.6 million contacts at 363 centers across the nation in FY 2023 to provide more in-person help to taxpayers – up 18% from FY 2022.

These increases in taxpayer assistance – on the phones, in person and on IRS.gov – are continuing in 2024,   as highlighted earlier this week   . The IRA funding is already making a difference for taxpayers, Werfel said — from shorter wait times for IRS telephone help, to more in-person and online resources for taxpayers, to the IRS’s free Direct File pilot tax filing program launched for 2024 in 12 states.

And the IRS has increased its enforcement and collections efforts on high wealth non-filers and those who underreport their tax liability through complex schemes. In FY 2023, there was no increase in audits of tax returns for taxpayers making under $400,000 per year.

After several challenging pandemic years, the IRS had a successful filing season in 2023, with the addition of 5,800 new employees hired to provide taxpayer service. Overall, the IRS’s workforce grew 5% in FY 2023.

Data highlights

The IRS issued $659 million in refunds to taxpayers during FY 2023 — a 2.7% increase over FY 2022.

In FY 2023, the IRS closed 582,944 tax return audits, resulting in $31.9 billion in recommended additional tax.

For all returns filed for tax years 2013 through 2021, the IRS examined 0.44% of individual returns filed and 0.74% of corporation returns filed, through the end of FY 2023.

The IRS has examined the returns of 8.7% of taxpayers filing individual returns reporting total positive income of $10 million or more for tax years 2013 through 2021, as of the end of FY 2023.

The IRS website had more than 880.9 million visits in FY 2023, including more than 303.1 million inquiries on its Where’s My Refund? online tool that enables taxpayers to check the status of their tax refund.

Some new features in the 2023 Data Book include two new tables from IRS’s Large Business & International Division focused on tax certainty programs. The Advance Pricing Agreement and Compliance Assurance Programs provide businesses the opportunity to work with the IRS to ensure tax compliance prior to filing, which benefits both businesses and the government.

The 2023 Data Book also features added information on telephone level of service with automation called LOS(A), and a trust score based on Performance.gov metrics.

U.S. intelligence agencies have determined that Russian President Vladimir Putin probably didn't order opposition politician Alexei Navalny killed at an Arctic prison camp in February, the Wall Street Journal reported on Saturday.

The plant is a producer of high-temperature nickel alloys in a wide variety. It has a unique set of metallurgical equipment: open induction and arc furnaces, furnace steel processing unit, vacuum induction, vacuum- arc furnaces and others.
