University of Lucknow PhD Admission 2023-24 Eligibility Criteria

• Candidates for admission to the Ph.D programme shall have a Master’s degree or a professional degree declared equivalent to the Master’s degree by the corresponding statutory regulatory body, with at least 55% marks in aggregate or its equivalent grade ‘B’ in the UGC 7-point scale (or an equivalent grade in a point scale wherever grading system is followed) or an equivalent degree from a foreign educational Institution accredited by an Assessment and Accreditation Agency which is approved, recognized or authorized by an authority, established or incorporated under a law in its home country or any other statutory authority in that country for the purpose of assessing, accrediting or assuring quality and standards of educational institutions.
• A relaxation of 5% of marks, from 55% to 50%, or an equivalent relaxation of grade, may be allowed for those belonging to SC/ST/OBC (non Abled and other categories of candidates as per the decision of the Commission from time to time, or for those who had obtained their Master’s degree prior to 19th September, 1991. The eligibility marks of 55% (or an equivalent grade in a point scale wherever grading system is followed) and the relaxation of 5% to the categories mentioned above are permissible based only on the qualifying marks without including the grace mark procedures.
• Candidates possessing a Degree considered equivalent to M.Phil. Degree of an Indian Institution, from a Foreign Educational Institution accredited by an Assessment Accreditation Agency which is approved, recognized or authorized by an authority, established or incorporated under a law in its home country or any other statutory authority in that country for the purpose of assessing, accrediting or assuring quality standards of educational institutions, shall be eligible for admission to Ph.D. programme.
• All candidates who have applied will be allowed to appear in the entrance test.

Selection Procedure

• Admission will be based on Research Entrance Test (RET) followed by an interview.
• A candidate seeking admission to the PhD programme shall be required to have secured at least 50% marks in RET. There will be 5% relaxation in marks for OBC/SC/ST candidates i.e. 45% will be minimum qualifying marks for OBC/SC/ST candidates.
• The Entrance Test will consist of 50% of research methodology and 50% shall be subject specific.
• The syllabus of the subject specific part will be from the respective syllabus of PG Programs of the University of Lucknow.
• All candidates who qualify the RET with the minimum prescribed cut-off have to attend the interview.
• Candidates have to report for interview at the stipulated date and time which will be declared on the University website.

Merit List Preparation

• Final merit list will be based on marks obtained in the written test and interview.
• In the final merit candidates would be given a weightage of 70 % to the entrance test and 30% to the performance in the interview.

Part-Time PhD Programme

• For Part-time PhD check the conditions mentioned in the PhD Ordinance.
• A candidate has submitted a NOC from the Head of the Institution/Organization where he/she is employed.
• Part-time Ph.D. scholar will not be eligible for any fellowship/scholarship from any source.

A candidate must have at least five years of continuous service experience at a senior level in a recognized educational institutions/Union Government/State Government(s)/Armed Forces/PSUs or Corporations listed in BSE or NSE. Candidate must submit a certificate in this regard to the DRC.

Procedure for Part-Time PhD Admission

• For part-time PhD programme the final selection of candidates shall be based on a separate test.
• There will be 70 % weightage shall be given to a write-up of 1000 words submitted by the applicant and 30 % weightage on the Work Experience, Academic Index and performance in the Interview/viva voce.

Application Fee

• Applicants who are eligible to avail the benefit of Economically Weaker Section (EWS) seats have to select ‘Yes’ on the ‘Personal Information’ page while filling the online application form. Along with this, to prove the authenticity of same, the related certificate has to be uploaded on the ‘Upload Document’ page which shall be issued by the Competent Authority.
• The reference number of Caste Certificate issued by the competent authority will have to be entered for availing the benefit of reservation for OBC, SC and ST applicants. Validity of these certificates will be verified from the Government website. Along with this, to prove the authenticity of same, the related certificate has to be uploaded on the ‘Upload Document’ page.
• Applicants of OBC (Non-Creamy Layer) category would require the following certificates:
• The Scheduled Caste, Scheduled Tribes and Other Backward Class candidates originally belonging to Uttar Pradesh will be given the benefit of reservation. Scheduled Castes, Scheduled Tribes and Other Backward Class candidates of other States will be treated as General.
• Applicants will have to enter the reference number of Income Certificate at the time of filling the online application form. Along with this, the certificate for this must be uploaded on ‘Upload Document’ page.
• Certificates whose details are not available on respective Government website will not be entertained.
• The applicants who do not have a valid income certificate issued by competent authority will not be given benefit of zero fees at the time of admission.

Steps for Application Form Filling

• Applicants have to fill the relevant details in the form. These fields cannot be edited later.
• Applicants will receive their login details in the mobile number and email ID provided at the time of registration.
• Applicants have to enter their personal details
• Enter the marks of all the subjects mentioned in the mark sheets
• Applicants have to upload their photo and scanned signature.
• Applicants can preview all the entries made at this point. If there is some error, they can edit it or start the entire process again. Once they have submitted the application fee, the data submitted in the registration page cannot be edited under any circumstances.
• If all the entries in the application form are correct, the applicant can submit the form and proceed for payment of the application fees.

• Applicants can print their complete application form and fee receipt to complete the application process.

Supervisors to be assigned before start of PhD coursework

Lucknow university is proposing changes to its phd ordinance, which will assign research supervisors to students before the start of coursework. this aims to streamline the process and enhance the research experience for students. the university plans to implement the new ordinance in 2023..

Lucknow University’s proposed changes in the new PhD ordinance seek to allocate research supervisors to students before the commencement of the PhD coursework, a departure from the current practice where supervisors are assigned only after the completion of the PhD coursework.

As per the new ordinance, students will be required to submit a consent letter from their proposed research supervisor and co-supervisor to the Department Research Committee (DRC) before the submission of the first fee. Additionally, the department will organise an interaction between the selected candidates and their proposed supervisors to facilitate mutual understanding and collaboration.

The new provisions will enable students to utilize their time during the coursework for literature surveys and identifying research problems for their PhD. This means that students can start their research work immediately after taking admission to the PhD programme, without having to wait for the completion of the coursework.

These changes are expected to streamline the PhD process, reduce unnecessary delays, and enhance the overall research experience for students at the University of Lucknow. By providing students with early access to research supervisors and allowing them to begin their research work alongside coursework, the university aims to foster a conducive environment for research and scholarly pursuits.

LU vice chancellor Prof Alok Kumar Rai, who chairs the committee constituted by the higher education department for preparing the PhD regulations, wants to streamline the entire process from admission to the evaluation of the PhD thesis.

LU is set to implement a new PhD ordinance for the year 2023, aimed at enhancing the efficiency of the admission process and facilitating smoother research experiences for students. The university is finalising the PhD regulations that will incorporate the UGC regulations of 2022 and will be applicable to all state universities.

Prof Poonam Tandon, dean academics says that new PhD ordinance 2023 is poised to bring about a positive transformation in the research landscape of the university, empowering students to embark on their research journeys with increased efficiency and support.

In stroke response, speed is key; yale study reveals where delays are worst.

When it comes to responding to a stroke, speed is a crucial factor; the longer it takes for someone experiencing a stroke to get to a hospital, the worse the outcome will be. Yet across the United States, delays to treatment can be significant.

A Yale study uncovers new insights into factors associated with treatment delays and where in the United States patients are more likely to experience slower responses.

The findings, which were published May 24 in the journal Stroke , highlight where interventions should be focused in order to improve stroke outcomes across the country. 

During acute stroke, a blood clot reaches the brain, blocking blood flow and essential oxygen to brain tissue. The longer it takes to restore blood flow, the more tissue will be damaged, leaving patients with reduced abilities in those functions for which the affected brain region is responsible.

Currently, there are two main treatments used in hospitals for patients experiencing a stroke; both aim to break the blood clot and restore blood flow. One involves a medication — a drug called tissue plasminogen activator (tPA) — and the other is a physical approach wherein doctors remove the clot with a tiny tube threaded through a patient’s blood vessels.

“ Both are time-dependent,” said Kevin Sheth , professor of neurology and neurosurgery at Yale School of Medicine and senior author of the new study. “The window to use tPA closes four and a half hours after the stroke. Physical removal is more complicated but can be done up to 12 to 16 hours after the stroke begins. But every minute counts , and even within those windows earlier is better.”

To better understand what factors contribute to treatment delays across the country, the researchers — in collaboration with researchers at Brigham and Women’s Hospital in Cambridge, Massachusetts — used data collected from the “ Get with the Guidelines-Stroke ” registry, a program launched in 2003 by the American Heart Association that distributes care guidelines and collects data from U.S. hospitals with the aim of improving patient outcomes.

Across nearly 150,000 patients who experienced a stroke between January 2015 and March 2017, 54% arrived at a hospital more than two hours after the onset of stroke symptoms, the researchers found. Compared with patients who arrived earlier, those who took longer were more likely to be older, female, Black, and to have had a mild stroke, findings that align with those of previous studies.

The researchers also looked at community-level social vulnerability. The U.S. Centers for Disease Control and Prevention calculates social vulnerability scores for every U.S. census tract based on socioeconomic factors, household characteristics and disability, racial and ethnic minority status, and housing type and transportation availability. The scores serve to track factors that adversely affect communities, with higher scores indicating greater vulnerability.

In the study, the researchers found that patients with longer delays to hospital arrival were more likely to live in communities with higher social vulnerability scores. Socioeconomic status, housing type, and transportation availability had the strongest associations with delay.

The researchers also created an interactive map that shows how long it took for patients to arrive at hospitals in different communities nationwide, which they say could be used for targeting interventions.

One important strategy to reduce delays, the researchers say, is the creation of education campaigns. 

“ The most powerful motivator for going to the emergency department is pain,” said Sheth. “But stroke isn’t usually associated with pain. Plus, neurological symptoms can be weird, leaving people unsure what’s occurring. So informing people about the signs of stroke could help motivate people to seek treatment earlier.”

There have been large-scale education campaigns, Sheth added, but they haven’t made a sizable difference. Campaigns that target communities identified in this study as having longer delays, however, could be more effective.

More ideas for interventions are also needed, said Sheth.

“ For how big a problem this is, there hasn’t really been an effort to propose or test new interventions,” he said. “So we need new ideas because the single biggest problem in treating acute stroke is getting people to the hospital fast enough.”
