DILP or Kabuhayan Program is the DOLE’s contribution to the government’s agenda of inclusive growth through massive job generation and substantial poverty reduction. What is the DOLE Integrated Livelihood Program (DILP) or Kabuhayan Program?

The DILP/Kabuhayan Program is a groundbreaking initiative aimed at empowering the poor, vulnerable, and marginalized workers of the Philippines by helping them establish or enhance their livelihood undertakings. According to the Philippine Statistics Authority, as of 2021, 18.1% of Filipinos live below the national poverty line. Santa Maria Vegetable Farmers Association Receives Livelihood Assistance from Senators Cayetano for Sector Development

Santa Maria Vegetable Farmers Association in San Pablo, Laguna received additional livelihood assistance from the offices of Senators Pia Cayetano and Alan Peter Cayetano to enhance their sector. Through the Department of Labor and Employment – DOLE Integrated Livelihood Program (DILP), 38 association members were provided with assistance and essential agricultural tools on February 20, 2024. The association is one of the beneficiaries of Senator Alan Peter Cayetano’s Price, Jobs, Income/Well-being (PTK) Program, an economic initiative launched in 2013 to improve opportunities for sectoral groups by providing investments to strengthen their income.

The Department of Budget and Management (DBM) ensures that the administration of President Ferdinand R. Marcos Jr. will continue to prioritize the public’s benefit from government initiatives that create income and employment opportunities. A total of P32.720 billion has been allocated under the FY 2024 General Appropriations Act (GAA) to support these initiatives. These programs, implemented by the Department of Labor and Employment, aim to empower the workforce and promote sustainable growth in the country.

Labor Secretary Bienvenido E. Laguesma announced that the Department of Labor and Employment has improved the implementation of its Kabuhayan Program. The DILP now features streamlined requirements, inclusivity in targeting beneficiaries, and an expanded package of assistance, ensuring that more disadvantaged workers can benefit from the initiative.

LIVELIHOOD PROGRAM AWARDS OVER PHP 990,000 TO 33 BENEFICIARIES IN PARACELIS

The Department of Labor and Employment and the Local Government Unit of Paracelis, led by Mayor Marcos G. Ayangwa, MD, collaborated to provide a total of PHP 990,000 in financial assistance to 33 beneficiaries of the Kakarefin Land Small Business Enterprise proposal. The initiative aims to support families and discourage child labor, offering income-generating opportunities to parents and grandparents who previously relied on their children’s income. The awarding ceremony was attended by various officials, including Vice Mayor Djarma Rafael, Municipal Administrator Atty. Christian Van Talawec, and representatives from DOLE Mountain Province and DOLE Cordillera.

The increasing demand for rice in the Philippines was one of the major considerations in up-scaling programs for rice selfsufficiency. Different public and private rice key players had collaborative efforts to increase the rice production in the country. This rice project in Romblon is under the Give Me 5! Project wherein farmers were challenged to increase their yields from three to more than five metric tons per hectare. This was piloted in Calatrava, Romblon and was expanded to other areas including Brgy. Gabawan, Odiongan, Romblon. The project applied the research-cum-extension approach in adopting the PalayCheck System under the Location-Specific Technology Development (LSTD) Program of the Philippine Rice Research Institute in collaboration with the Department of Agriculture-Local Government Unit of Odiongan, Romblon State University, STRIVE Foundation, Farmers’ Association, Odiongan, and other non-government organizations. At the farm level, the development of LST for different rice ecosystems required critical analysis of farmers’ needs and problems through focus group discussions. Different factors on attaining higher yields were also given emphasis (i.e., varietal selection, pest, nutrient, water, and other farm management practices). Hence, LSTD is one climate change adaptation strategy that will help farmers in increasing their yield amidst drastic effects of climate change at farmers’ level.

The Philippine government’s postharvest loss reduction programs entail significant investments (manpower, facilities and equipment) and their impacts need evaluating. Thus, the Philippine Institute for Development Studies of the National Economic and Development Authority commissioned NEXUS Agribusiness Solutions to undertake the “Rapid Appraisal of Selected Postharvest Facilities in the Philippines”. PHF Selection process considered at least one each for Luzon, Visayas and Mindanao and for the following PHF categories: 1. Equipment and facilities required immediately after harvest 2. Processing and storage facilities 3. Market infrastructure and transport facilities Selected were four Rice Processing Centers (RPCs), established through a Korean International Cooperation Agency grant, in Pangasinan, Davao Del Sur, Bohol, and Iloilo. Using these sites as hub, other PHF nearby such as food terminals (FT), flatbed dryers (FBD) and threshers were included for evaluation. In the context of upgrading value chains, reducing postharvest losses, and improving economic outcomes for smallholder farmers, selected PHF were characterized and assessed. Evaluated PHFs were found responsive to farmers’ needs (production, postharvest, processing and marketing), met pre-set objectives and posted positive impacts.  RPCs’ increase farmers’ income, produce quality milled rice, reduce postharvest losses, improve distribution, and maximize utilization of byproducts, however, continued government support is needed, until a qualified beneficiary can take over operations.  FBD/thresher distribution, reportedly preserve grain quality and reduce postharvest losses, but needs ensuring that benefits accrue to farmers.  FTs provide agri-suppliers with access to markets, improve availability of commodities/basic goods, employment/entrepreneurial opportunities, and strengthened LGUs- private sector partnership. Proper management, comparable prices (to nearest market) and entrepreneurial skill of beneficiaries were key to successful FT operations in addition to appropriate location. Recommendations centered on project management enhancement (timeliness of preparatory activities, participatory planning, etc.) and on operational improvements (capacity utilization, viability and sustainability).

A Comprehensive Development Plan for the Municipality of Camaligan, Camarines Sur, Philippines, for the Calendar Years 2010-2015.

This Municipal Ecological Solid Waste Management Plan (MESWMP) was prepared to provide a guide for solid waste management activities in the municipality of Camaligan, Camarines Sur. Its preparation was undertaken in consonance with the specific provision of Municipal Ordinance No. 007-009, Series 2009, which took RA 9003 (otherwise known as the Ecological Solid Waste Management Act of 2000) as its legal basis. Among its important features are the: creation of SWM Boards at the municipal and barangay levels; diversion of 25% of solid waste by the LGU from waste disposal facilities through reuse, recycling, and composting within five years; establishment of a Materials Recovery Facility (MRF) in every barangay or cluster of barangays; closure of open dump sites; mandatory waste segregation and recycling at the barangay level; civil, criminal, and administrative liability of violators; incentives to LGUs, private entities and NGOs to encourage participation in ESWM; and fees to be levied on waste generators for management services; fines and penalties to be set for violators.

Research together with instruction, extension, and production is one of the fourfold functions of higher education institutions (HEI) in the Philippines. This function sets HEIs apart from basic education. The Research Unit of OMSC envisions to becoming the center in generating new knowledge and appropriate technologies that would increase the quality of life of the clienteles within its service area for the years to come. However, with the increasing number of students and the dwindling resources, the pressure is for the faculty to perform their basic function – to teach. As a consequence, research suffers resulting in low research productivity. This case work charts the research journey of OMSC from 2002-2012. This specifically determines research productivity with the following indicators: research outputs, published research paper, research presentation, researchers with outputs and awards, inventions, and externally funded research. The paper also highlights the management strategies employed by the Institution to develop its research efficiency. This includes the conduct of annual strategic planning, organization re-structuring, revisiting of the RDE Agenda, crafting of an RDE Manual, mainstreaming research culture in all academic levels through capability building, sourcing of external assistance and establishing linkages, fund utilization and management, and monitoring and evaluation. The efforts brought forth positive result. The research performance of OMSC improved from ‘poor’ to ‘very satisfactory’ based on the APR result and other accreditation indicators.

  • Letter of Intent addressed to the DOLE Regional Director

  • Micro-lending projects
  • Projects with construction works
  • Projects that would require the purchase of motor vehicles, which mean any vehicle propelled by any power other than muscular power using the public highways

The benefits of eligible beneficiaries of the Livelihood / Kabuhayan Program are listed below:

  • Social security by enrolling in Group Personal Accident Insurance (GPAI) through GSIS, which will be paid for out of the overall project budget or as a counterpart to the Accredited Co-Partner (ACP)
  • Training in production skills, entrepreneurship, business management, productivity, and business planning, as well as how to plan, set up, launch, and run a livelihood / kabuhayan project or currently undergoing.
  • Ongoing business and technical consulting services to guarantee the effectiveness, productivity, and sustainability of the company or enterprise.
  • Working capital for the acquirement of essential raw materials, machinery, tools, jigs, and support services

Individual Projects

Depending on the needs of the project, the beneficiaries may be eligible for the starter kit or Negosyo sa KAriton (Negosyo-Kart), which provides financial assistance up to a maximum of Php 30,000.00.

Group Projects

A project management team and profit-sharing strategy ought to be established for any organization managing a group project, and both should be outlined in the MOA and the business plan or proposal.

  • Micro-Livelihood: Depending on the needs of the project, the organization, which has between 15 and 25 members, may receive up to Php 250,000.00 in financial assistance.
  • Small Livelihood: Depending on the needs of the project, the organization, which has between 26 and 50 members, may receive up to Php 500,000 in financial assistance.
  • Medium Livelihood: Depending on the needs of the project, the organization may receive up to Php 1,000,000.00 in financial assistance if it has more than 50 members.

Follow these instructions to quickly apply for DOLE Loan Assistance:

Step 1: Prepare all the documentary requirements

Step 2: Go to the nearest DOLE Regional, Provincial, or Field Offices

Step 3: The DOLE Regional, Provincial, or Field Offices livelihood focal person will conduct orientation on DO 173-17 in coordination with Public Employment Service Office (PESO).

Step 4: Submit your Project Proposal for evaluation.

The focal person will immediately return the project proposal to the proponent or ACP with an endorsement letter if it is incomplete.

Step 5: The Provincial Project Management Team (PPMT) will conduct project proposal deliberation in coordination with the PESO and the proponent, to determine the project’s profile, minimum requirements, technical and financial evaluation, overall evaluation, and recommendation.

Step 6: After receiving all required documents, the field office head will endorse the project proposal after it has been evaluated and discussed, including all documentation needed for the Regional Project Management Team’s (RPMT) final consideration.

The RPMT will only conduct project proposal deliberation every 1st and 3rd Wednesday of the month or as scheduled by the RPMT Chairperson.

Step 7: Within three (3) working days following the completion of the RPMT, the RO-TSSD will inform the concerned field office of the status of the project proposal.

If rejected, the field office will comply with the noted inconsistencies or missing documents within five (5) working days of receiving the RPMT letter or findings.

Step 8: The RO-TSSD will endorse the project proposal with MOA for approval of the Regional Director within three (3) working days.

Step 9: Within three (3) working days, the RO-IMSD Accounting Unit will process the project proposal’s disbursement vouchers, and GSIS Insurance will prepare a check or an Advice to Debit Account (ADA).

Step 10: The Regional Director or Assistant Regional Director, the concerned field office head, the field office focal person, the Local Chief Executive, and PESO will all be present when the funding is released to the proponent/ACP.

Step 11: Implement the proposed project.

Step 12: The field officer will keep an eye on things and make sure the project is carried out sixty (60) days after the loan assistance is given to the beneficiaries.

Step 13: The RPMT will conduct monitoring of livelihood projects based on your Monthly Progress Report.
