CTA Technical Brief

Joash Moitui

This brief, by Joash Moitui, explores the challenges and opportunities facing young people trying to enter the agricultural and agribusiness sector. It focuses on actions that governments and other development actors can take to make the sector more attractive to young people, with an emphasis on those that can increase productivity, strengthen the value chains and increase the participation of young people in policy dialogue.

David Ameyaw

This report launched on September 30 during the African Green Revolution Forum (AGRF) in Lusaka, Zambia. This third volume of the publication focuses on youth in agriculture, providing an in-depth analysis of barriers and challenges youth face to gaining secure and sustainable employment or self-employment in the agricultural sector. It also provides insight into opportunities, experiences, good practices and emerging innovations and concludes with forward-looking recommendations

We present the findings of a pilot research study with educated youth in Accra to examine the level awareness of country-level ‘youth in agriculture’ policies and programmes and the willingness of educated youth to pursue agricultural occupations. The study found out that agricultural occupations were highly stigmatized among educated youth as work for the poor, uneducated and those in the rural areas. However, we observed that young people’s disinterest in agricultural occupations is because they are apprehensive of the systemic challenges in the agrifood sector such as access to productive resources, input and output markets; favourable trade policies; access to land and impacts of climate change; and access to agricultural information. The study highlights the significance of considering the heterogeneity of young people and the complexity of their needs before embarking on any youth empowerment and entrepreneurship initiatives and emphasizes the potential for designing and promoting work opportunities across the agricultural value chains as decent and green jobs for young people in Ghana.

International Journal of Agricultural Research, Innovation and Technology (IJARIT)

The global population is expected to increase to 9 billion by 2050, with the youth accounting for 14 per cent of this total. While the world's youth population is expected to grow, employment and entrepreneurial opportunities for youth, particularly those living in low and middle-income countries remain limited, poorly remunerated and of poor quality. The Ugandan population, in particular, is largely comprised of a high youthful population with 78 percent below the age of thirty. Evidence reveals that youth engagement in agriculture is declining, and in recognition of the agricultural sector's potential to serve as a source of livelihood opportunities, this study assesses the factors impeding youth engagement and the drivers of innovation among the youth engaged in agricultural enterprises in Mid-Western Uganda. Anchoring in the Agricultural Innovation System (AIS), cross-sectional survey and case study research designs were employed to establish the innovativeness of youth, and the factors impeding engagement in agricultural enterprises from the youth's perspective. A pairwise ranking of the factors was also independently done. The findings reveal that the significant factors restraining youth engagement in agricultural enterprises as enhancing soil productivity, access to relevant technical knowledge and information, and access to land for production. The major innovations for successful youth engagement in agriculture are irrigation to reduce risks of dependence on rain, mechanization to reduce labour struggle, and market linkages. The case studies' innovation index portrays a high potential of innovativeness of youth to revolutionize and make agriculture gainful and attractive to the youth.

This study explored the role of agribusiness opportunities in youth-led livelihood development activities. The objectives of the study are, to identify the significance of agribusiness’ role in youth livelihood development, to understand the potentialities of agribusiness for employment generation and to identify the barriers of the sector in Sierra Leone. Primary data were collected through structured questionnaire and semi-structured interviews. The study has shown that agribusiness has a great potential in diversifying employment opportunities for the youth. Its contribution for food security and the well-being of the community through livelihoods development is magnificent. The study further revealed as the sector is also not free from different challenges like shortage of improved agricultural technology, loose connection across the different stages of the value chain, mind-set of youth to go for agricultural activities and the weak linkage between agricultural productions with the markets. However, to fully realize the capacity of agribusiness in livelihoods development there needs to have a proper understanding of the market and value chain development. In addition to this, there is a need to build up the role of the private sector and support a more plural and strong enabling environment to enable a broader scale uptake of productive market focused approaches.

This analysis examines the dynamics of youth employment in agriculture and the agri-food system in Tanzania and Malawi - in and out of agriculture and the agri-food system. The study finds that when extending the definition of a farmer beyond household heads, that the average age of individuals participating in agriculture is 34 years in Tanzania, and 31 years in Malawi. In addition, there is a high degree of short-term stability in farming in both countries. 59 per cent of rural youth in Tanzania and 56 per cent in Malawi are consistently engaged in farming. While the figures are encouraging, it is likely that the poor economic prospects outside farming are what is driving strong participation in single-occupation farming. To increase youth employment, it is recommended that Tanzania and Malawi diversify the rural economy by creating opportunities in the agri-food system.

The transformation of agricultural education is very much essential in navigating the complex landscape of climate change, food & nutritional security and rural development. With a focus on sustainability, innovation and empowerment, ICAR’s initiatives pave the way for a skilled, adaptable and future-ready workforce that can tackle the challenges of a rapidly changing world. By nurturing the seeds of change in agricultural education, we sow the potential for a more resilient, productive, and sustainable agricultural sector. These educated individuals will be the driving force behind innovations that ensure food for all, protect our environment and forge a path toward a brighter and more sustainable future. As ICAR continues to nurture the seeds of change, it contributes significantly to a sustainable and prosperous future for agriculture and beyond. By expanding reach beyond public institutions, it can be ensured that the transformative influence extends across the educational landscape. Through digital transformation, curriculum revamp and collaborations, it is being ensured that agricultural education remains enriching, aspirational, and empowering for students. ICAR envisions aligning its efforts with the Sustainable Development Goals (SDGs) by pioneering research, education and innovation in agriculture, fostering sustainable practices and empowering communities for resilient, inclusive and environmentally-conscious agricultural advancement. Also, the National Agricultural Higher Education Project (NAHEP) has contributed to SDG by providing quality education. Its primary objective is to provide support and strengthen the Agricultural Universities and ICAR in offering more pertinent and superior education to students. By striving to elevate education quality, a highly skilled workforce capable of perpetually enhancing the productivity of vital sectors, including agriculture can be cultivated.
