The second Monday in February is Family Day in parts of Canada. Started in Alberta in 1990 , four additional provinces celebrate Family Day: British Columbia, Saskatchewan, Ontario and New Brunswick. (Other provinces have holidays reflecting their heritage.)

Québec is one of few jurisdictions that does not have a civic holiday in February, though the province has generous family leave policies .

This year, to coincide with the emphasis on family, Concordia University and the Vanier Institute of the Family are hosting a conference on families and family life on Feb. 20. The conference will explore some of the tensions and dichotomies embedded in families. For one, how do we define what family means?

Expanding the definition of family

How we define family (and who gets to do that defining) is an important starting point for conversations on family life. Who’s in? Who’s out? Who actually counts as family? For some, family means married parents with children, or married heterosexual parents with children. For others, it may mean a chosen family, or a cohabiting couple with no children.

For our conference, we are using an adaptation of the Vanier Institute’s definition : a family consists of any combination of two or more people, bound together over time, by ties of mutual consent and/or birth, adoption or placement, and who take responsibility for various activities of daily living, including love.

Our research has identified the need to attend to extended families , including grandparents, aunts and uncles. It also includes the need to extend the definition of family to non-traditional family forms including LGBTQ2S+ families, chosen families, multi-generation families that include grandparents, single parents and people living alone.

It wasn’t until 2001 that Statistics Canada gathered information on multi-generational households, and in 2011 the census first counted stepfamilies and foster children. Families in Canada are diverse and our programs and policies should be responsive to this diversity.

We find that a narrow definition of family can neglect the experiences of single-parent, poor and minority families . For example, research shows that women of colour and low-income women often experience and interpret motherhood differently than white, class-privileged mothers.

Recently, researchers began to examine how diversity related to race, class and sexual orientation affects grandparent-grandchild relationships. To continue to expand our understanding of families’ experiences, we need to think more broadly about what factors matter in families.

Family realities should be reflected in policy

How we define family impacts social policy like parental, maternity and paternity leave entitlements and child-care tax credits . Caregiver benefits and compassionate leave policies are also tied to family status . Eligibility depends on whether you are a family member.

In health-care contexts, visitors in intensive care units and emergency departments are often restricted to immediate family and grandparents often don’t have rights when it comes to child custody cases. So a comprehensive definition of family influences how we develop programs for families and who is eligible.

Besides needing to expand the definition of family, we also need to look at the messy realities of family and family life. The irony of organizing a public family conference while attending to the realities of our private family lives was not lost on us. As we scheduled meetings and conference calls, we were also planning Skype dates, making school lunches and caring for parents across the country.

We believe that practitioners, service providers and policy-makers need to take into account the complexity of family lives when thinking about family practice, programs and policies. Family scholars and the Vanier Institute of the Family refer to using a family lens: needing to look at the complexity of family and family relations beyond individual family members.

Thinking about families in a broad sense when we develop programs and policies can be challenging. It is much easier to use an individual lens to think about developing children, or aging seniors. But these individual family members, even those who live on their own, live out their lives in the context of families —whether biological or social.

The future of families

When using a family lens, it can be easy to slip into a glass-half-empty approach. Family life educators and social workers struggle with the tension between deficit models of family, and asset or strength-based models of family. Instead of only focusing on what problems families experience, we can benefit from understanding what strengths they have and what makes them resilient in the face of life’s challenges.

Some family practitioners and family scholars would say that in the best of all possible worlds, it would be preferable to remain apolitical as we think about family and as we provide information and assistance to families.

And yet, some of us feel strongly that it is important to look beyond families to society to advocate on behalf of families, or family members, who are at risk.

At our families conference we will be exploring the tension between present and future. Based on our understanding of systems and systemic change, we will emphasize envisioning a different future by including all families — in the broadest sense.

Rather than staying focused on the present, we look towards a future of change by asking the question: “Wouldn’t it be great if …?”

Time was when a family was simply defined as a unit composed of a mother, father, and child or children. For me, a family can be simply defined as the people whom I come home to when I need to feel loved and wanted. It is that group of people from whom I get respect for my individuality and I am accepted simply because of who I am an not because of who they want me to be. In other words, a family can be found anywhere you can find inner peace when you need it the most.

Families these days go beyond the basic parental and blood definition. For example, while I am away at college, I leave my blood family behind. However, I create a bond with my classmates, dorm mates, and other people whom I mingle with on a daily basis. While I am away from home, these people are my family. They are the people who have my back when I need it and my blood relations are not around. They are my extended family whose presence is highly important in my life at this point in time.

The modern day family is any group of people who are joined together because of necessity and the bond that being able to help each other creates. It is that child being raised by total strangers because that child needed their love, care, and affection. It is that person who lost all of his family during 9/11 and found a safe place to call home in the company of people who do not share his blood but wish to protect him with all their might.

Who is to say what the real definition of a family is? Family is a word that means different things to different people, and we accept all these definitions because it simply works for the person concerned. What I am trying to say is that the meaning of family is where one can find it and the meaning will only continue to evolve as the dynamics of our daily lives and relationships change with the times.

I tried to play it cool when my 87-year-old father offered me the scythe. yet in offering me this one tool, he was bestowing upon me the mantle of family caretaking..

My 87-year-old father had placed the antique scythe on a table in the middle of his Arizona garage. It had an 18-inch curved blade attached to a long wooden rounded handle; the label on the blade read North Wayne Tool Company, Oakland, Maine. I remember it from my childhood, when it was stored blade-up in a metal garbage can in a garage in a town that neither of us has been to in decades. I had always found it menacing, which was still true with the buffer of time and the perspective of age. My father, however, smiled.

A tool collection is sacred, a deeply personal set of objects that doubles as a memory box. In mine is the simple flathead screwdriver with the paint-stained handle that works at the most awkward under-the-stairs angles (and doubles as a paint can opener). The wooden mallet that has a hundred unexpected uses and was bought for 25 cents at a garage sale (we use it to hammer stakes attached to the much-repaired inflatable Christmas dragon into the ground). Even the drill bits tell a story: Swirls of pine are still entwined in one, leftover from installing a plant hook over the bedroom window — necessary to keep the cats from devouring a beloved variegated spider plant that propagated from a tiny offshoot that was a gift from my mother. At the bottom of the toolbox lies an old orange twist-on electrical wire cap from the time I was replacing a wall socket and, due to a mislabeled circuit breaker, received a jolt that numbed my right arm for two days. The cap is there as a reminder that most electric and plumbing jobs should be left to professionals.

A well-loved tool is more than just that: It is a symbol of the capability of keeping a family safe, of how fortunate we are to have a roof over our heads, of the joy of sharing a space together. Of building something together. I live in Massachusetts, much too far away from my father, but I carry his lessons close.

He taught me about being safe around the arsenal of guns in my childhood home, how to shoot compound bows and wield hunting knives. We were cautioned against touching the bullet-packing equipment. These objects required respect.

But using his tools without permission? Absolutely forbidden. That was a boundary no one dared to cross. And with permission? Only under strict supervision and many lectures about properly replacing them.

Now in my 50s, I tried to play it cool when he offered me the scythe. Yet in offering me this one tool, he was bestowing upon me the mantle of family caretaking. He had deemed I was mature enough to steward the most precious of heirlooms. After a lifetime of doing repairs in apartments and homes, I was ready to own one of his tools.

My sister-in-law bought a house in Natick a couple of years ago that had been owned by an older man who had passed away in the living room and gone unnoticed for some time. In the basement, one wall was an oasis from the decay and disorder that permeated the rest of the home; a tidy and organized pegboard above a workbench. It’s a clever and common practice to trace tools on a pegboard so it’s easy to remember where things go. But the shapes on this pegboard were not just traced: Someone had skillfully painted tools in each spot, beautifully rendered paintings lingered like ghosts in the spots where tools had been removed and not replaced. I wondered if he, or someone who loved him, was the artist. I wondered if he had given those missing tools away, if they had been borrowed, if they were forever lost in the strata upstairs.

Just after the Arizona trip, my father-in-law, who lives nearby, offered me tools as well. His offer came in the form of an old box filled with items that may have been stored in his workshop for decades. I selected a short awl — you can’t have enough awls — and a metal plumb bob chalk-line reel, both of which now live in the wooden tool caddy he made me for Christmas some years ago.

I declined my father’s scythe. I wasn’t sure how to transport it on the plane home. A check-in ski bag, maybe? That’s a problem I’ll solve another time.

Yet once I returned home, I realized I had no memory of the scythe in use.

This didn’t add up. My parents are frugal minimalists, owning only what they need and use. Why haul an unused tool across so many states in their retirement? Did it have emotional significance? How many generations had it been handed down?

But no. I called my father and asked about the scythe’s significance. Apparently the scythe, and a meat saw, was given to him by a landlord in Colorado in the 1970s.

“Why did you keep it if you didn’t use it?” I asked.

“Did I need a reason?” he replied. “I thought it would make a great wall display someday.”

How to Make Room for One Million New Yorkers

New York City doesn’t have enough homes. The average New Yorker now spends 34 percent of pre-tax income on rent, up from just 20 percent in 1965. There are many reasons homes in the city are so expensive, but at the root of it all, even after the pandemic, is supply and demand: Insufficient housing in our desirable city means more competition — and therefore sky-high prices — for the few new homes that trickle onto the market.

Some New Yorkers harbor fantasies that instead of building more, we can meet our housing needs through more rent control, against the advice of most economists , or by banning pieds-à-terre or by converting all vacant office towers into residential buildings, despite the expense and complexity . Given the enormity of the crisis, such measures would all be drops in the bucket, leading many to worry that if we were to actually build the hundreds of thousands of homes New Yorkers need, we would end up transforming the city into an unrecognizable forest of skyscrapers.

This resistance to change is more than just the usual grumbling from opinionated New Yorkers; it has become a significant obstacle, and it threatens to stifle the vitality of this great city. As Binyamin Appelbaum of The Times argues in his analysis of New York’s housing crisis: “New York is not a great city because of its buildings. It is a great city because it provides people with the opportunity to build better lives.”

I Want a City, Not a Museum

New York’s layers of laws to protect existing buildings has led to a shortage of housing.

To do that, New York needs to build more housing, and it can. New York could add dwellings for well over a million people — homes most New Yorkers could afford — without substantially changing the look and feel of the city.

My architecture firm, Practice for Architecture and Urbanism, previously worked with Times Opinion to imagine the future of the city’s rail infrastructure and streets . This time, we took a fresh look at housing.

We found a way to add more than 500,000 homes — enough to house more than 1.3 million New Yorkers — without radically changing the character of the city’s neighborhoods or altering its historic districts.

Here’s how we got to 500,000 housing units — the same number that the mayor has called a “moonshot goal.”

Apartments near public transit are convenient for residents and better for the environment, so we started by looking at areas within a half-mile of train stations and ferry terminals.

Next, we excluded parts of the city that might be at risk of flooding in the future.

In the remaining areas, we identified more than 1,700 acres of underutilized land: vacant lots, single-story retail buildings, parking lots and office buildings that could be converted to apartments.

For each lot, we calculated how much housing we could add without building any higher than nearby structures.

Take this single-story grocery store in the Crown Heights neighborhood of Brooklyn.

A mid-rise apartment complex built above a replacement grocery store could create 58 new housing units. The resulting structure wouldn't be any taller than the apartment complex next to it.

We also identified sites that could support smaller developments, like this vacant lot on the northern edge of the Bronx.

Low-rise apartment buildings house many more people than single-family homes. If designed thoughtfully, they could become just as much a part of the urban fabric as the city's brownstones.

This single-story store in Flushing, Queens, is just minutes away from a subway stop on a line that runs straight to Midtown Manhattan. It’s a prime example of underutilized land.

Matching the density of surrounding buildings, a high-rise built above new retail spaces could create 242 apartments.

Last, we considered office buildings that could be converted to apartments.

Office building conversions can require a tremendous amount of construction. But we should consider any reasonable proposal to house more New Yorkers.

The hypothetical buildings in our analysis would add 520,245 homes for New Yorkers. With that many new housing units, more than a million New Yorkers would have a roof over their head that they could afford, near transit and away from flood zones, all while maintaining the look and feel of the city.

Of course, adding apartment buildings would place more demand on our subways and schools in some neighborhoods. But the construction of over 520,000 homes would stimulate our economy; add people to our sidewalks, making them safer; and make the city more accessible to middle-class families — who are essential to the long-term health and prosperity of New York.

Several political, legal and economic impediments stand in the way of addressing New York City’s housing crisis. Mayor Eric Adams and Gov. Kathy Hochul have proposed ambitious plans to build hundreds of thousands of new housing units, but they have faced stiff opposition. Our City Council and State Legislature need to support a significant expansion of housing supply for the city or otherwise answer for our housing and homelessness crisis.

There are many reasons it is so difficult to build new housing in New York City — including zoning, the under-taxation of vacant and underutilized land, the continuing rise of construction costs, the elimination of important tax incentives, and intense and often misguided anti-development sentiments. These challenges can and should be addressed. But please, don’t let people tell you we can’t build the homes New Yorkers need because we’ve run out of room or because it would ruin the city’s character. We are, in fact, a very big apple.

Methodology

We identified underutilized lots using the Department of City Planning’s PLUTO dataset. Transit stations include stops for the subway, ferry, Long Island Rail Road and Metro-North train lines. For the flood risk analysis, we used the NYC Flood Hazard Mapper’s 0.2 percent annual chance floodplain for 2100.

Contiguous lots facing the same street were merged to maximize hypothetical development potential; small and irregular lots were excluded from the analysis. Maximum building heights were determined by looking at buildings in an 800-foot radius from sites on local streets or quarter-mile radius for sites on more heavily trafficked thoroughfares, as defined by the city’s LION street database.

For low- , mid- and high-rises, we calculated the number of units in each proposed building using the following assumptions: We allocated 37 percent to 45 percent of each lot to open space, and then multiplied the remaining lot area by the number of stories allowed as determined above to calculate the amount of buildable area. Of that total buildable area, we allotted 15 percent to hallways, lobbies and mechanical spaces; we divided the remaining residential space by an average unit size of 750 square feet to determine the number of units.

To identify offices that could be converted to apartments, we created a list of larger, older offices that were built between 1950 and 1990 and have not been altered since 2003. We excluded offices that are publicly owned or have architectural or historical significance. To estimate the number of units in the proposed conversions, we allocated 40 percent of each building to hallways, lobbies and mechanical spaces.
