Project Expense Reviews

Research expenditures, udw+ grants management, additional expense monitoring activities, after-the-fact review of financial transactions, rfs quarterly meetings.

To be compliant, a best practice is for everyone responsible for research expenditures to review the financial reports available to them via our financial systems at least monthly with a clinical eye. After all, to err is human, and catching errors before they post to the general ledger saves the schools and central administration much-needed time. A key component of proper stewardship is a clear understanding of the policies, regulations, and NYU systems that govern research spending. Here you will find the tools, guides, and resources to ensure you are in compliance and properly charging your grants.

Important Training to Help Manage Your Grants

The continuous review of financial transactions posted to the University’s general ledger by Departmental Administrators (DA) is a critical part of the University’s internal control process. The Departmental Administrators (DA) role is the gateway to the initial stages of research spending. Careful oversight with a keen understanding of compliance ensures that downstream the expenditures driven by Principal Investigators (PI) are in accordance with sponsor regulations and NYU policies. Departmental Administrators in collaboration with central offices ensure high-quality monitoring of charges in consideration of the high-standing reputation of NYU.

My Grant Expenses How-To:

NYU policy requires all costs proposed or incurred on a sponsored project comply with sponsor terms and conditions, NYU policies and procedures, and applicable Federal, state, and local regulations. NYU administers direct and indirect costs, on sponsored projects, in accordance with Federal and other sponsor requirements. The Principal Investigator (PI) is ultimately responsible for ensuring appropriate financial management, compliance with sponsor terms and conditions, as well as determining actual effort expended on a sponsored project.

Know your burn rate

As part of our continuous process improvement initiatives, we are pleased to let you know that a cross-section of campus stakeholders - Department Advisory Board (DAB) members - have collaborated to create a more streamlined approach to proactively review research expenditures, which are critical and transformative school, institute and departmental investments. Special thanks to DAB members for their contributions.

Research Administrators can proactively obtain research spending information by accessing the Grant Management dashboard . The Underspending indicator in the Flagged Projects section will help you identify grants that have 30% or more budget unspent with less than 6 months remaining in the awarded budget (period of available funds).

A few reminders for both extramural and intramural spending, which enables research activities, supports faculty research discovery/dissemination, provides employment for many, offers operating budget relief to be used on academic programs and positively impacts our rankings/institutional prestige:

  • Focus on new and renewal appointments, supply and equipment purchases, and approving invoices from subaward collaborators to get them paid.
  • Keep in mind FY close deadline dates from Finance and Procurement.
  • Many federal agencies issue award notices before the end of the federal FY (September 30). Remind PIs to get award notices processed, funds obligated, and chartfields established. Create advance accounts to enable pre-award spending where applicable.
  • Email [email protected] and [email protected] for help with research-related transactions so expenditures hit the books as quickly as possible.

We are happy to offer assistance reviewing pending financial transactions, reconciling encumbrances, planning future spending, etc.  Please feel free to invite any individuals in your School/College.  If you would like to schedule a School/College specific informational session, please email Meidy Candia, Assistant Controller, Research Finance Support (RFS) ( [email protected] ).

All financial transactions should be allowable, in accordance with Uniform Guidance regulations, Sponsor terms/conditions, and NYU policy.  For more information on allowable expenses for research and sponsored projects, please visit NYU iLearn (SPA 003: Costing) and/or NYU’s unallowable cost webpage .

If you have any fiscal or expenditure questions, please contact David Ngo, Assistant Vice President – Grants, Gifts and Investments Accounting & Compliance ( [email protected] ).

If you have any research strategy questions, please contact Nina Gray, Assistant Vice Provost for Research Planning and Analysis ( [email protected] ).

Rebudgeting

It is NYU policy that all costs proposed or incurred on a sponsored project must comply with sponsor's terms and conditions. NYU policies and procedures and applicable Federal, state, and local regulations. The Principal Investigator (PI) is ultimately responsible for ensuring appropriate financial management and compliance with sponsor terms and conditions; as well as for determining actual effort expended on a sponsored project. This includes responsibility for ensuring that all re-budgeting is done in compliance with sponsor requirements and University policy.

Since re-budgeting may be required throughout the life of the project, careful management and timing is key to ensure the grant continues to be spent down in accordance with sponsor guidelines. In some cases, re-budgeting will have to be approved by the sponsor. In some cases, departments want to re-budget their award to align the budget with expenditures. Departments can work with the Office of Sponsored Programs (OSP) and Research Finance Support (RFS).

  • Re-Budgeting Policy for Sponsored Programs

Cost Transfers and Salary Adjustments

A grant cost transfer is an after-the-fact reallocation of a direct expense, either salary or non-salary, to or from a sponsored project.

Effort Reporting

Ensure that you comply with Uniform Guidance and NYU requirements as it relates to reporting effort spent on sponsored projects.

  • Effort Reporting Policy for Sponsored Programs
  • Managing Subawards Issued by NYU

NYU has a long tradition of successful collaboration with external partners in the conduct of sponsored projects. These collaborations generally involve the issuance of a sub-award where NYU, as the prime recipient and pass-through entity, issues an agreement to a collaborating entity, as the sub-recipient, to carry out a portion of the programmatic effort on a sponsored award.

Asset Management

Asset Management:  Manages the surplus and disposal of assets. Once an item is designated for disposal, the department should then contact FCM Client Services Center at 212-998-1001 to remove it from the premises.

Any item purchased with University funds is owned by the University and is intended for University use only. It is the University's policy that University-owned items cannot be given or sold to employees or students regardless of condition.

Asset Management Policies and Procedures  provide additional information on:

  • Surplus Furniture and Equipment
