Jefferson County unveils new 'School Choice' proposal

LOUISVILLE, Ky. — Jefferson County Public Schools (JCPS) Superintendent Dr. Marty Pollio has unveiled the district’s new School Choice Plan proposal. This student assignment plan is the first for JCPS in 40 years.

The proposal gives every student, particularly students living in West Louisville, a choice on what school they want to attend. In a release, JCPS says the plan improves access and opportunities to programs and resources; makes choosing schools easier for families; and ensures magnet schools and programs are “representative of the district’s diversity.”

“For far too long, only one community has borne the responsibility for ensuring diversity in our schools, and that’s predominantly students of West Louisville,” Dr. Pollio said. “It’s time for a change, and we are committed to co-creating a plan with our community that ensures all students have equitable access to high-quality school choice options within JCPS.”

According to JCPS, the new School Choice proposal would help students and parents by aligning school feeders systems so students could stay with their friends all the way through graduation if they want. It would increase access to magnet school. JCPS says this plan also fosters a sense of belonging for students. They hope it also improves parental participation and because schools are close to home, especially in West Louisville, JCPS hopes more students will take part in after-school activities.

Pollio said in a news conference, "We  took a look at our high school students in what we call our choice zone. That satellite area right now that is predominantly West Louisville where kids are leaving the community and it’s not their choice. 1 out of every 2 students is chronically absent. 50%.”

Pollio says at the middle school level, 40% of West Louisville students traveling outside their neighborhoods are chronically absent.

He added, far too often families want their child in a school close to home but are required to attend classes many miles away.

Amanda Averette-Bush is a 1995 PRP graduate and the Executive Administrator of School Choice. 

Bush says having children attend schools closer to home wasn’t for her family.

She said, “Speaking from my own personal experience, I grew up in the choice zone. I did not have an opportunity to attend a school close to home so this actually adds additional choice for families to either attend a school close to home or a school in the suburban area.”

Pollio’s plan would take place for the 2023-2024 school year for children entering kindergarten, sixth and ninth grades. Other students can stay at their current schools if they want.

It has taken almost five years of work by the student assignment committee and others. JCPS wants the community to weigh in on the proposal and ask questions. They are planning several public forums to address the proposal. Two are scheduled now and a virtual forum is also being scheduled. The current forums are:

  • Tuesday, March 22 at 6:30 p.m.: Louisville Urban League & Courier Journal forum at the Norton Healthcare Sports & Learning Center, 3029 W. Muhammad Ali Blvd.
  • Tuesday, March 29, 6:00 p.m.: Jefferson County Board of Education Community Forum at The Academy @ Shawnee Auditorium, 4001 Herman St.

JCPS has set up a new website, and it describes the Choice Zone and answers many questions parents might have. You can access that website here . Parents can also fill out a survey to help assist JCPS.

Approximately 96,000 students attend JCPS.

New school year will bring ‘biggest changes’ to JCPS in decades

From new start times, to new schools, to new curriculum — major changes are in store for Jefferson County Public Schools when students return to the classroom next week on Aug. 9.

JCPS Superintendent Marty Pollio said the 2023-2024 school year will bring “probably the biggest change we’ve seen in decades here at JCPS.”

“These are long overdue changes that should have happened many years ago,” Pollio said during a press conference Monday morning.

“But we’re taking them on now because we know we need bold change in JCPS.”

The most obvious change to families will likely be the new arrival and dismissal times for schools . Most schools will see their school day shift, with most middle and high schools moving to an earlier start time, and many elementary schools starting later. That’s a change the district made to make do with fewer bus drivers, and to give some teens more sleep.

Pollio warned the shift may make the first couple weeks be rocky.

“We are asking the community for patience, understanding that there will be some challenges. But we are up to those challenges,” Pollio said.

Here are the other big changes in store for the 2023-2024 school year:

Student assignment

This fall will be the first year under JCPS’ overhauled student assignment plan, which will have the greatest impact on families in west Louisville.

The Jefferson County Board of Education approved the plan last June , after years of deliberation. The plan allows students in the majority-Black West End to attend a school closer to home. Since the 1970s, students from the West End have mostly been assigned to schools in whiter, wealthier neighborhoods to the east and south, with the goal of creating integrated schools. Proponents say the new plan finally allows Black and low-income students in the West End the same close-to-home choices afforded students in whiter, more affluent sections of town. Critics, however, note that the decision signals the end of the district’s nationally-recognized design to promote racial and economic integration .

JCPS refers to the area students have historically been bused away from as the “Choice Zone.” The Choice Zone covers most of the West End, downtown and parts of the Highlands and south Louisville. Students in the Choice Zone have the choice between a school in the West End or a school further away to the east or south.

In response to concerns from the Louisville NAACP and other leading Black organizations, the board agreed to provide extra funding for the high-poverty, majority-Black West End schools the plan will create in the Choice Zone.

“The district has invested additional funding in Choice Zone schools, so their students have the opportunities to experience smaller class sizes, more field trips, after school activities and enrichment programs,” JCPS Director of Choice Zone Programs Jamiera Johnson said.

Schools in the Choice Zone are working to attract and retain more educators by offering teachers yearly stipends of $8,000 and administrators $10,000.

The plan required the district to start a new middle school in west Louisville. This year, sixth-graders at the new Dr. J. Blaine Hudson Middle School will be temporarily taught at the old Phillis Wheatley Elementary School building while the district constructs a new building.

The Choice Zone also includes a brand new elementary school: Dr. William H. Perry Elementary, the first elementary school built in the West End in at least 20 years . Perry Elementary will welcome students who were formerly zoned for Roosevelt-Perry Elementary and Phillis Wheatley Elementary.

The new student assignment plan will also lead to greater numbers of students at the Academy @ Shawnee.

New curriculum

The 2023-2024 school year will also be the first year JCPS has a district-wide K-8 curriculum in reading and math.

Until this year, most school’s Site-Based Decision-Making Council chose each schools’ curriculum. But critics say that led to varying quality of curriculum throughout the district, and made it difficult for students who change schools.

State lawmakers handed district superintendents the power to set curriculum during the 2021 legislative session. Pollio said a standard curriculum will help ensure equal access to quality instruction throughout the district.

“That is going to be an enormous difference-maker for us in the district — that we have an aligned curriculum across all of our schools,” he said.

Weapons detection

This fall will be the first time JCPS students will have to walk through weapons detectors to get into their school buildings.

Historically the Jefferson County Board of Education has shied away from metal detection, over concerns it makes schools feel prison-like and leads to criminalization of students.

However, earlier this month the board approved a controversial $11.7 million contract to bring Evolv AI weapons detectors to middle and high schools this year.

The company has been criticized for a lack of transparency around its capabilities , and for its failure to detect many knives. District officials say they believe the technology will allow the district to scan for firearms, while minimizing searches of students.

Pollio said he expected to have weapons detection systems operational “by the end of September or first of October.”

JCPS reveals long-planned student assignment plan details

LOUISVILLE, Ky. (WAVE) - The Board of Education at Jefferson County Public Schools unveiled new details of its student assignment plan during a meeting Tuesday night, which has been years in the making.

“Every other child in Jefferson County gets the opportunity to go to a middle or high school close to their home, and it’s important to acknowledge the only students who don’t are the students who predominantly reside in West Louisville,” Dr. Marty Pollio, JCPS superintendent said.

Pollio told WAVE 3 News nearly 95 percent of students who are forced out of their neighborhoods to attend school are black students from West Louisville. Under the proposed plan, all students would be given two school choices, including one close to home, called “dual resides.”

“Our goal is that families have two options, and they struggle to pick the right one for them because they’re both great options,” Pollio said.

Pollio said in order to make the options great, the board must provide supports to its schools.

JCPS wants to spend $91.7 million to make school improvements and build a new middle school. The middle school would cost $42 million. The rest of the money would be spent on reducing class sizes, providing wifi and a device for all students to take home, and boosting teacher salaries at the Academy at Shawnee.

In addition, the student assignment plan would include replicating popular magnet schools and creating new ones based on students’ interests so more children can take part.

Pollio told WAVE 3 News he wants both the board and community to feel comfortable and confident in the plan before it goes for a vote.

“This has been an argument or an issue within our community for the better part of five decades, so this is something I don’t want to rush,” Pollio said.

Pollio hopes the board will vote on the plan by early 2021.

YPAS Specific

How should i dress for my audition.

You should feel comfortable and confident and all clothing should be within JCPS guidelines. Dance and musical theatre have specific attire guidelines listed under their department's audition requirements.  

When applying to the Youth Performing Arts School (YPAS), do I need to complete a separate application to Manual?

No, you do not. If you apply to YPAS and are accepted, you are automatically a duPont Manual High School Crimson! 

Do you accept students in grades 10-12?

Upperclassmen may be identified for admission based on space availability and magnet program requirements.

When do I receive my audition date?

Once your completed application is received, our office will contact you by email with a link to sign up for your audition date and time. If you have not heard from our office within two weeks after submitting your completed application, please contact YPAS administrative director, Cayce Crowder, at

For musical theatre or dance auditions, should I have choreography prepared?

Musical theater will learn a dance combination at the audition. Our dance department has 2 combinations to be learned ahead of the audition listed on the dance portion of the admissions website.

Can I audition in multiple areas?

Yes. We do allow students to audition in multiple areas. We think it is important to mention the requirements in each department vary; thus, it is extremely challenging to audition in multiple areas. If you decide to audition in more than one area, you only have to apply electronically once.

Should I be concerned about copyright issues for the music I bring to my audition?

Can i use a cd, other recorded devices, or provide my own accompanist for my auditions.

For musical theatre, we will provide an accompanist, so please bring your legible sheet music for them.  For vocal, you are permitted to bring your own accompanist, but it is not required. CDs or other recorded accompaniment are not permitted.  

Can you audition on multiple instruments? (Example: Saxophone and bassoon.)

Yes. Please indicate this information when filling out your YPAS Application and Contact Info Form.  You must submit a separate packet if you are auditioning for more than one department.  

What if the student requires special needs accommodations for the on-site writing prompt?

If a student has a current IEP or 504, we will provide accommodations listed on the plan.  Please contact YPAS administrative director, Cayce Crowder, at [email protected] prior to the audition date ,so she can arrange personnel to provide the accommodations.  

What about JCPS inclement weather and no school?

If JCPS is dismissed due to inclement weather on the date of your audition, a member of the YPAS Admission Office will contact you with a new audition date the following school day. Auditions WILL NOT take place if school is not in session for the day or if school is released early.

Manual/YPAS General

Do public school students get priority over private school students when considering applications, if i am undecided about choosing a magnet program in which to apply, what advice should i follow to narrow my choices.

Study each program carefully. Each program offers a demanding curriculum that students will find challenging and rewarding. Students should apply to the magnet area that best fits their interests and strengths.

If I enroll in a YPAS major or in a visual arts magnet, will I be prepared to go to college when I graduate?

Yes. Students in all magnets receive college preparatory courses of study.

What is the difference between Advance Program courses and advanced placement classes?

Advance Program is JCPS's accelerated high school curriculum. Advanced Placement classes are college-level courses taught in a high school setting in which the student prepares for the advanced placement college board exams. Students scoring well enough on AP exams can earn college credit. Manual/YPAS offers more AP courses than any other school in Jefferson County.

Do students enrolled in one magnet area have opportunities to take elective courses from another magnet area?

Yes. Many students take elective courses from another magnet major if they can work it into their schedule.

Exactly why does Manual/YPAS utilize an alternate day block schedule that differs so much from most schools?

The Manual/YPAS alternate date block schedule affords students the flexibility to take a variety of courses. This allows students to meet all college preparatory requirements as well as extensive coursework in their chosen magnet area.

I have heard that students from a few middle schools receive preference in admissions over all others. Is that true?

The only opportunity offered is an "Early Review" for the following schools: Newburg, Farnsley, or Meyzeek for the Math/Science/Technology (MST) Program, and Noe and Western for the Visual and Performing Arts Program.

Is it possible to major in a Manual and YPAS magnet at the same time?

Yes. However, this is only possible after a student has gained admission via another (non-YPAS) magnet program. After being accepted by the MST, HSU, VA, or J&C magnet program, a student may contact YPAS and ask to audition for Vocal Music, Orchestra, Concert Band, or Piano programs. If that audition is successful, a student must take two (2) YPAS classes each year for four (4) years. The students must complete the requirements for both magnets and this can very demanding.

(a) I want to apply to both Manual and YPAS. Should I apply to one of them and list the other as my second choice? (b) Will I get to audition if I list YPAS as my second choice?

Due to the high number of 1st choice applications we receive, we rarely look at students who have listed Manual or YPAS as their second choice.

Is preference given to applicants who have or have had family members at Manual?

No. Applicants are selected only on their own merit.

I live outside Jefferson County. May I attend Manual and YPAS?

No. You must be a Jefferson County resident.

If I am accepted into a magnet at Manual, may I take classes at YPAS?

Yes. Many students who are not YPAS majors enjoy participating in a variety of YPAS programs. However, some courses do require an audition for admission.

I have heard that certain magnets are easier to get accepted into than others. What is the easiest magnet at Manual for acceptance?

There is not one magnet easier to enroll in over another. Each of Manual's magnets have different criteria for acceptance.

When will I know if my child is or is not accepted into Manual/YPAS?

Decision letters will be sent by mid-March.

JCPS promised to build a new West End middle school. Residents have questions

I t's been nearly two years since Jefferson County Public Schools leaders announced plans to give middle schoolers in Louisville's West End a new building, with construction of the nearly $34 million project slated for this year.

But district officials haven't acquired land to erect the envisioned 129,000-square-foot building and are declining to answer questions regarding an altered timeline for the project or how they will address overcrowding at the middle school's temporary location.

J. Blaine Hudson Middle School opened in what was the former Phyllis Wheatley Elementary in August, starting with about 300 sixth-graders. For many, it was the first time they'd been given the choice to attend a school in their community and as the district prepares for the 2024-2025 school year, they are seeing far more interest in attending the school than expected.

Simultaneously, some community members said they are against finding more land altogether, preferring the district to expand the current school along South 17th Street so it can remain the home of Hudson students.

"There’s enough land that they can build up and build out," said Yolanda Walker, president of the California Neighborhood Leadership Council, of the property Hudson currently occupies. "Why can’t you expand it? We have it."

She and Carol Travis, a California resident seeking the District 4 Metro Council seat , are concerned about how much farther children would have to walk if the school moves, what would become of the current building once it is emptied and whether the sense of community surrounding that building's legacy — which opened in 1961 — would be lost.

Both women sent their children to the school when it was Wheatley, and Walker served as a teacher there for more than two decades. She'd like the district to focus on "keeping a sense of community and pride for those children," she said.

The existing building, Travis said, is in good condition - particularly since the district modernized it before welcoming Hudson students. With an existing building, she asks, "why invest money somewhere else? Go horizontally, go vertically and save money."

That isn't a viable option, though, according to district officials.

"The site is not large enough for a middle school and middle school athletic fields, so that is one reason the current building will not be expanded," JCPS spokeswoman Carolyn Callahan told The Courier Journal.

Hudson's athletes currently use the nearby California Park, California Community Center, Central High School and St. Stephen’s Family Life Center, she said.

But Walker and Travis said they are also concerned about what will happen to the building if there aren't students attending it.

They pointed to former JCPS schools in the West End they say were sold to sometimes shoddy developers who converted the buildings into apartments. There are enough apartments in the West End that aren't properly maintained and more rentals won't build up the community, Walker said.

Deathra Shipley, who went to school at what is now Hudson and lives across the street, said she is also concerned about the building sitting empty or getting converted into apartments.

She'd prefer to see Hudson students get a shiny new building, she said. But "I want to know what the plan is if a new school is built. What are they going to do with that building? I have great concerns about that."

Ideally, the district would use the building as a central office location, Shipley said.

She doesn't want to see more apartments for seniors, she said, because there are already apartments down the street that are supposed to be for the elderly but have had three shootings along that block in the past year.

"It's been a nightmare for some neighbors," Shipley said of the property on West Oak and South 17th streets.

"I want to see some concrete plans for the building before they say we’re just going to leave it abandoned," she added. "We do not need another abandoned building in the West End at all."

The district, according to Callahan, has no plan to sell the property once Hudson students are moved. But she said "no decisions have been made yet" about what the district will do with the building.

Hudson's enrollment is projected to be 25% over the building's optimal capacity next year - with only two of its eventual three grades attending.

During the board's January meeting, Superintendent Marty Pollio said leaders were not expecting as many middle schoolers living in the West End to choose nearby schools once the new student assignment plan was implemented .

The district thought it would be 60%, Pollio said, but it ended up being about 80%.

"We will bring forward a proposal in the next six to eight weeks about where we're going to build the permanent school and how we are going to move forward in the coming years so (Hudson's current location) is not overwhelmed," he said.
