Congratulations on being close to the finish line with your dissertation or thesis.

After you’ve applied to graduate and enrolled, dissertations and theses may be submitted online through the Dissertation & Thesis Center in Axess.  

Once you finish submitting your dissertation or thesis in Axess, and it has been approved by the university, the submission is considered final and no further changes are permitted. 

The electronic submission process is free of charge and allows you the ability to check your pre-submission requirements and when ready, upload a digital copy of your dissertation or thesis.

Submission Deadlines for Conferral

You must apply to graduate and enroll before you can access the Dissertation & Thesis Center in Axess.

The Dissertation & Thesis Center opens to submissions on the first day of instruction each quarter for which the student has applied to graduate.

The quarterly deadlines are set as late in the quarter as possible, providing the time necessary for review of the dissertation or thesis, including review of final degree requirements by the Registrar's Office and the departments. 

You are strongly encouraged to submit your work at least two weeks prior to the deadline to ensure that all requirements can be met in time for the conferral of your degree. 

Once you finish submitting your dissertation or thesis in Axess, and it has been approved by the university, the submission is considered final and no further changes are permitted. 

After the final reader approves the dissertation, it typically takes about seven (7) business days for the university to process the submission.  

Deadlines by Quarter

Dissertation deadlines are strictly enforced.  No exceptions are made. By noon on the final submission deadline date, all of the following steps must be completed:           

  • The student enrolls and applies to graduate;
  • The student confirms the names of reading committee members in Axess, and designates a Final Reader;
  • The student submits reading committee signatures;
  • The student completes the necessary University Milestones;
  • The student’s candidacy is valid through degree conferral;
  • The student submits the final dissertation or thesis in Axess;
  • The designated Final Reader certifies the final draft of the dissertation or thesis submitted in Axess.

Deadlines, 2023-24.

*Draft reviews are optional. The draft review service is available during the first few weeks of each quarter, not later and not during the interim. If you plan to submit your dissertation at the beginning of a quarter, you may want to request a draft review during the previous quarter, even if your draft is incomplete.

**The dissertation defense and any changes recommended by the dissertation committee must occur before you ask for departmental approval. Ask your program administrator how much time is needed for departmental review. Some departments require a few weeks; others require a few days. The departmental review must take place before you submit your dissertation.

***Do not submit without uploading a completed and signed Departmental Approval Form. You must upload the completed and signed Departmental Approval Form before you file your dissertation , and you must file before the 4:30 p.m. submission deadline in order to graduate that quarter.

Please note that departments have additional deadlines. Contact your department to be sure you meet departmental requirements. Contact your dean of students with questions about registration or divisional requirements for graduation .

Thesis and Dissertation Due Dates

Completing a master's thesis or doctoral dissertation requires planning and attention to deadlines. Work closely with your committee and/or graduate advisor to meet your departmental deadlines for committee review and the defense of your thesis or dissertation. Theses and dissertations should be submitted to the College of Graduate Studies only after you have applied for graduation, you have defended your work and after all members of your thesis or dissertation committee have approved your thesis or dissertation after any requested changes arising from your defense.

There are two important deadlines to consider:

  • Submitting your thesis or dissertation for initial review to the College of Graduate Studies
  • The formal publication of your thesis through ProQuest

Theses and dissertations are reviewed by the College of Graduate Studies for the fall, spring, and summer semesters.

Theses and dissertations must be submitted to [email protected] no later than the deadlines below.  Thesis and dissertations must be submitted by 11:59 for review.  Requirements for publication must be met by 3:00 p.m.  No late submissions will be accepted. 

PLEASE NOTE:  Some departments themselves may set earlier due dates.  The dates below are the final deadlines for the College of Graduate Studies. Always check with your advisor to make sure they do not have internal departmental guidelines.

ETD Deadline Dates

Submission deadline.

  • Each semester has a deadline for the initial submission of theses and dissertations to ProQuest.  The deadline is generally two weeks prior to the final deadline.  Plan your defense accordingly.
  • The document submitted to ProQuest is expected to be a final version, meaning it has been successfully defended, corrections the committee wants have been made, and there are no more content changes.
  • The Graduate School will not accept documents for review for the current semester after 5:00PM ET on the submission deadline date.

Final Deadline

  • Each semester has a final deadline where documents have been accepted and delivered for publishing, all required paperwork has been turned in, all milestones have been completed and all degree audits have been completed.
  • Your document must be accepted and delivered to the publisher, ProQuest, by 5:00PM ET on the final deadline date.

This award opportunity is made available through the Ford Foundation Fellowships administered by the Fellowships Office .

Description

Scope of the award.

Dissertation Fellowships provide one year of support for individuals working to complete a research-based, dissertation-required Doctor of Philosophy (Ph.D.) or Doctor of Science (Sc.D.) degree that will prepare them for the pursuit of a career in academic teaching or research. Practice-oriented degree programs are not eligible for support. The fellowship is intended to support the final year of writing and defense of the dissertation.  

Award Details

Fellowships can be held at any fully accredited not for profit U.S. institution of higher education offering a Ph.D. or Sc.D. degree in an eligible discipline. A limited number of dissertation fellowships will be awarded for the 2024-2025 academic year and will include these benefits:

  • One-year stipend: $28,000 
  • An invitation to attend the 2024 Conference of Ford Fellows, a unique national conference of a select group of high-achieving scholars committed to diversifying the professoriate and using diversity as a resource for enriching the education of all students
  • Access to Ford Fellow Regional Liaisons  (PDF, 132 KB) , a network of former Ford Fellows who have volunteered to provide mentoring and support to current Fellows
  • Access to other networking and mentoring resources   
  • Application deadline:  December 12, 2023 at 5:00 PM Eastern Standard Time (EST) 
  • Supplementary materials deadline: January 9, 2024 at 5:00 PM EST

All applicants must:

  • Confirm holding a previous Ford Foundation Predoctoral Fellowship;
  • U.S. citizen or U.S. national
  • U.S. permanent resident (holder of a Permanent Resident Card)
  • Individual granted deferred action status under the Deferred Action for Childhood Arrivals Program, 1 Indigenous individual exercising rights associated with the Jay Treaty of 1794, individual granted Temporary Protected Status, asylee, or refugee
  • Demonstrate an intent to pursue a career that includes teaching and research at a U.S. institution of higher education; 
  • Be enrolled in a research-based Ph.D. or Sc.D. program at a not for profit U.S. institution of higher education.
  • Expect to complete the Ph.D. or Sc.D. degree in a period of 9-12 months during the 2024-2025 academic year; 2
  • Have completed all departmental and institutional requirements for their degree, except for writing and defense of the dissertation by December 12, 2023;
  • Upload a signed Verification of Doctoral Status Form  (PDF, 92 KB) by the January 9, 2023 Supplementary Materials deadline ;
  • Provide evidence of superior academic achievement (such as grade point average, class rank, honors, or other designations); and
  • Not have already earned a prior doctoral degree at any time, in any field.

Receipt of the fellowship award is conditioned upon each awardee providing satisfactory documentation that they meet all the eligibility requirements.  

Dissertation fellowship awards will not be made for work leading to terminal master’s degrees, the Ed.D. degree, the degrees of Doctor of Fine Arts (D.F.A.) or Doctor of Psychology (Psy.D.), or professional degrees in such areas as medicine, law, and public health, or for study in joint degree programs such as the M.D./Ph.D., J.D./Ph.D., and M.F.A./Ph.D. This program does not support the Ph.D. portion of a joint/concurrent/articulated program.

[1] Eligibility includes individuals with current status under the DACA Program, as well as individuals whose status may have lapsed but who continue to meet all the USCIS guidelines for DACA. 

[2] Dissertation Fellows are expected to spend the majority of their time working on the writing and defense of the dissertation. Applicants enrolled in a program that requires an internship in addition to completion of a dissertation are not eligible for the Ford Foundation Dissertation Fellowship if they plan to participate in a full-time paid or unpaid internship during the fellowship year . Applicants who undertake internships required for degree completion  after  completion of the dissertation are eligible to apply. On the Eligibility page of the online application, applicants should enter the date they expect to complete all requirements for the dissertation, and in the Proposed Plan essay, they should clarify, for the reviewers’ benefit, the timeline for their dissertation work during the fellowship year and the subsequent requirement for an internship.  

Conditions of the Fellowship

Dissertation Fellows are expected to be enrolled in a full-time program leading to a Ph.D. or Sc.D. degree in an eligible discipline. Dissertation awards are intended to support Fellows who will be spending the majority of their time writing and defending the dissertation during the fellowship year. Participation in full-time paid or unpaid internships or other paid activities, even if required for degree completion, should not be undertaken during the fellowship year.

Those who accept a dissertation fellowship must agree to the stipulations in the Terms of Appointment for Ford Foundation Fellows that accompany the award notification.

The deadline for online application submissions is December 12, 2023 at 5 PM Eastern Standard Time (EST).

  • Applicants will receive a confirmation e-mail once their application has been successfully submitted.  

Required Supplementary Materials

The deadline for the online submission of required supplementary materials is January 9, 2024 at 5 PM Eastern Standard Time (EST).

  • Applicants will be able to upload transcripts and the  verification form  (PDF, 92 KB)   only after they have submitted the main portion of their online application . Letter writers will be able to upload letters as soon as they have received the notification link sent by the applicant up until the Supplementary Materials deadline.
  • To ensure their application will be considered for review, applicants should carefully follow the instructions for required supplementary materials  (PDF, 168 KB) .
  • Applicants may share the instructions for the expected content of letters  (PDF, 171 KB)  with their letter writers. These instructions will also be available to letter writers once they gain access to the online application. Applicants must send request notifications to their letter writers through the online application.
  • Applicants will not be required to re-submit their application by the Supplementary Materials deadline. After the deadline has passed, applications will be checked for completeness to determine if they can be forwarded to the review panel.

Applications will be evaluated by review panels of distinguished scholars selected by the National Academies. The review panels will use all materials included in the application as the basis for determining the extent to which applicants meet the eligibility requirements and the selection criteria.

The Dissertation is an opportunity for students to explore a subject of their choosing in much greater detail than would otherwise be possible, applying their knowledge, understanding and skills to a particular question.  Supported by general and specific guidance, the student will be able to pull together much of their degree and (where applicable) start to look towards post-graduate study.

  • A piece of empirical research, using the research methods and skills covered by modules at Levels 4 and 5 of the programme. Students may conduct primary research on a politics- or policy-related issue (using methods such as interviews and questionnaires) or secondary research in a similar area (for example, interrogating a pre-existing data set; analysing the images and representations used in a recent election campaign).
  • An action research project, which aims to bring about change in a politics-, policy- or citizenship-related organisation in which the student works. This would typically be carried out during the professional placement year, within the placement organisation but in negotiation with the tutor, could also be conducted in another organisation to which the student has some connection, if appropriate.
  • A theoretical piece of work exploring, in considerable depth, one or more of the issues raised by programme modules. For example, a dissertation could analyse, in more depth than would be required for individual modules, the work of one or more political theorists, or theory development around a particular politics- or policy-related theme.
  • It should be noted that students will be expected to choose a substantive topic that fits within their degree programme.

The assessment strategy is designed to provide students with the opportunity to demonstrate ·  Abstract, chapter outline and literature review: it aims to provide students the opportunity to demonstrate their fundamental interest for the topic of their choice; to reflect on their own learning throughout their degree and make use of the reading material; identify relevant theoretical frameworks and schools of thought; critically apply their perception on the needs of a research project; evaluate different research approaches and their relevance to their research question(s); access relevant material to extract information; prepare the grounds for their dissertation. ·   Dissertation: it aims to provide the students with the opportunity to apply all the above; reflect on their own performance, assess and constructively incorporate previous feedback from their supervisor and their workshops; identify relevant literature that supports their choice of method; identify, investigate, analyse and project different empirical evidence through appropriate research methods and design; critically assess evidence to draw their own conclusions; demonstrate a range of research skills; become highly-versed in the topic of their choice; consolidate the knowledge gained through their degree and showcasing their digital capabilities, their global and cultural intelligence, their employability skills, their sustainable thinking and of course demonstrating their resilience in conducting a longer-term project and their resourcefulness in tacklind research problems and finding solutions with the guidance of their supervisors. Thus, the summative assessment for this module consists of: ·  An abstract, chapter outline and literature review of 2250 words, setting the ground for the dissertation project. ·  A dissertation of approximately 10,000 words that incorporates a revised version of the first assessment in addition to expanding on the research methods and research design components and adding on further empirical material as required by the topic. Assessment deadlines to be confirmed in the module handbook, yet: •  The first piece of assessment is due roughly towards the end of the autumn semester •  The second piece of assessment is due after the Easter break •   Please note that there will be deadlines prior to the Easter break for students to receive final guaranteed feedback from their supervisors.  Supervisors will be expected to read no more than either one draft of all chapters submitted, or one draft of the whole dissertation. The dates when students must submit work to their supervisor in order to receive such feedback guaranteed is generally early in March. Students may contact supervisors later on smaller issues based on the discretion of the supervisor, but supervisors are not expected to provide extensive feedback during the Easter break. Formative assessment and feedback Students will receive regular feedback based on their questions through the dissertation workshop and based on their consultation meetings with their supervisor. They will also receive extensive feedback from their markers in the abstract, chapter outline and literature review components, to be used as frameworks for guidance in addition to their supervision meetings. Workshops will be an opportunity to discuss feedback and provide peer review to the students’ work.  Further, support is provided to the whole group of students writing dissertations. This comprises the following elements: • Meeting at the start of the academic year with the Module Leader; • Practical and discursive sessions during the Autumn; • Meeting before Christmas with the Module Leader; • Practical sessions during the Spring. The aim of these sessions is to provide more general guidance to students and to help them develop their reflective engagement with their work. All of these sessions and meetings are compulsory elements of the module, and attendance is required. Students will get additional resources through captured content and digital elements on SurreyLearn as points of reference to complete the assignments.

  • Supervision meetings:  at a minimum students are to be offered supervisor meetings 1x3 per semester
  • The conference provides those students conducting political science and international relations research (which includes the dissertation module) with an opportunity to present their research to each other, academic members of staff, PhD students, PGT students and other L6 students. The purpose of the conference is for students to gain broader feedback on what they present, particularly in respect to any primary research they have been conducting as well as helping you to clarify ideas and enhance your oral presentation skills. It is also an opportunity to develop employability skills related to presenting work in a wider audience.
  • The conference is comprised of three to four panels with three to four speakers on each and a chair (who will be an academic member of staff). Each student presents for 10 minutes and once all students on the panel have presented then there will be a Q & A session moderated by the chair.
  • The conference takes place before the spring break. Participation in the conference is optional. Students are all encouraged to attend. Students will also learn how to respond to a Call for Papers, submitting their paper proposal to the dissertation convenor.

Indicated Lecture Hours (which may also include seminars, tutorials, workshops and other contact time) are approximate and may include in-class tests where one or more of these are an assessment on the module. In-class tests are scheduled/organised separately to taught content and will be published on to student personal timetables, where they apply to taken modules, as soon as they are finalised by central administration. This will usually be after the initial publication of the teaching timetable for the relevant semester.

U.S. Overdose Deaths Decrease in 2023, First Time Since 2018

Provisional data from CDC’s National Center for Health Statistics indicate there were an estimated 107,543 drug overdose deaths in the United States during 2023—a decrease of 3% from the 111,029 deaths estimated in 2022. This is the first annual decrease in drug overdose deaths since 2018.

The data are featured in an  interactive web data visualization . The 2023 data presented in this visualization are provisional—they are incomplete and subject to change as more 2023 data are submitted to the National Vital Statistics System.

The new data show overdose deaths involving opioids decreased from an estimated 84,181 in 2022 to 81,083 in 2023. While overdose deaths from synthetic opioids (primarily fentanyl) decreased in 2023 compared to 2022, cocaine and psychostimulants (like methamphetamine) increased.

Several states across the nation saw decreases; Nebraska, Kansas, Indiana, and Maine experienced declines of 15% or more. Still, some states saw increases. Alaska, Washington, and Oregon stood out with notable increases of at least 27% compared to the same period in 2022.

  • U.S. map of the percentage changes in provisional drug overdose deaths for the 12-month period ending in December 2023 compared with the 12-month period ending in December 2022, by jurisdiction.
  • Reported and predicted provisional counts of drug overdose deaths involving specific drugs or drug classes occurring nationally and in selected jurisdictions.

NCHS releases both reported and predicted provisional drug overdose death counts each month. They represent the numbers of these deaths due to drug overdose occurring in the 12-month periods ending in the month indicated. Deaths are reported by the jurisdiction in which the death occurred.

WASHINGTON — The Internal Revenue Service announced today tax relief for individuals and businesses in Ohio that were affected by tornadoes that began on March 14, 2024.

These taxpayers now have until Sept. 3, 2024, to file various federal individual and business tax returns and make tax payments.

The IRS is offering relief to any area designated by the Federal Emergency Management Agency (FEMA) . This means that individuals and households that reside or have a business in Auglaize, Crawford, Darke, Delaware, Hancock, Licking, Logan, Mercer, Miami, Richland and Union counties qualify for tax relief.

The same relief will be available to any other counties added later to the disaster area. The current list of eligible localities is always available on the Tax relief in disaster situations page on IRS.gov.

Filing and payment relief

The tax relief postpones various tax filing and payment deadlines that occurred from March 14, 2024, through Sept. 3, 2024 (postponement period). As a result, affected individuals and businesses will have until Sept. 3, 2024, to file returns and pay any taxes that were originally due during this period.

This means, for example, that the Sept. 3, 2024, deadline will now apply to:

  • Individual income tax returns and payments normally due on April 15, 2024.
  • 2023 contributions to IRAs and health savings accounts for eligible taxpayers.
  • Quarterly estimated income tax payments normally due on April 15 and June 17, 2024.
  • Quarterly payroll and excise tax returns normally due on April 30, 2024, and July 31, 2024.
  • Calendar-year partnership and S corporation returns normally due on March 15, 2024.
  • Calendar-year corporation and fiduciary returns and payments normally due on April 15, 2024.
  • Calendar-year tax-exempt organization returns normally due on May 15, 2024.

In addition, penalties for failing to make payroll and excise tax deposits due on or after March 14, 2024, and before March 29, 2024, will be abated as long as the deposits were made by March 29, 2024.

The Disaster assistance and emergency relief for individuals and businesses page has details on other returns, payments and tax-related actions qualifying for relief during the postponement period.

The IRS automatically provides filing and penalty relief to any taxpayer with an IRS address of record located in the disaster area. These taxpayers do not need to contact the agency to get this relief.

It is possible an affected taxpayer may not have an IRS address of record located in the disaster area, for example, because they moved to the disaster area after filing their return. In these unique circumstances, the affected taxpayer could receive a late filing or late payment penalty notice from the IRS for the postponement period. The taxpayer should call the number on the notice to have the penalty abated.

In addition, the IRS will work with any taxpayer who lives outside the disaster area but whose records necessary to meet a deadline occurring during the postponement period are located in the affected area. Taxpayers qualifying for relief who live outside the disaster area need to contact the IRS at 866-562-5227 . This also includes workers assisting the relief activities who are affiliated with a recognized government or philanthropic organization. Disaster area tax preparers with clients located outside the disaster area can choose to use the Bulk requests from practitioners for disaster relief option, described on IRS.gov.

Reminder about extensions

Anyone who needs a tax-filing extension, beyond Sept. 3, 2024, can get it by filing Form 4868, Application for Automatic Extension of Time to File U.S. Individual Income Tax Return , with the IRS. Because the IRS cannot accept electronically-filed extension requests made after April 15, these requests must be submitted on paper. The taxpayer will then have until Oct. 15, 2024, to file, though payments are still due on Sept. 3, 2024. Visit IRS.gov/extensions for details.

Additional tax relief

Individuals and businesses in a federally declared disaster area who suffered uninsured or unreimbursed disaster-related losses can choose to claim them on either the return for the year the loss occurred (in this instance, the 2024 return normally filed next year), or the return for the prior year (the 2023 return filed this year). Taxpayers have extra time – up to six months after the due date of the taxpayer’s federal income tax return for the disaster year (without regard to any extension of time to file) – to make the election. For individual taxpayers, this means Oct. 15, 2025. Be sure to write the FEMA declaration number – 4777-DR − on any return claiming a loss. See Publication 547, Casualties, Disasters, and Thefts, for details.

Qualified disaster relief payments are generally excluded from gross income. In general, this means that affected taxpayers can exclude from their gross income amounts received from a government agency for reasonable and necessary personal, family, living or funeral expenses, as well as for the repair or rehabilitation of their home, or for the repair or replacement of its contents. See Publication 525, Taxable and Nontaxable Income, for details.

Additional relief may be available to affected taxpayers who participate in a retirement plan or individual retirement arrangement (IRA). For example, a taxpayer may be eligible to take a special disaster distribution that would not be subject to the additional 10% early distribution tax and allows the taxpayer to spread the income over three years. Taxpayers may also be eligible to make a hardship withdrawal. Each plan or IRA has specific rules and guidance for their participants to follow.

The IRS may provide additional disaster relief in the future.

The tax relief is part of a coordinated federal response to the damage caused by these storms and is based on local damage assessments by FEMA. For information on disaster recovery, visit DisasterAssistance.gov .

Reminder about tax return preparation options

  • Eligible individuals or families can get free help preparing their tax return at Volunteer Income Tax Assistance (VITA) or Tax Counseling for the Elderly (TCE) sites. To find the closest free tax help site, use the VITA Locator Tool or call 800-906-9887 . Note that normally, VITA sites cannot help claim disaster losses.
  • To find an AARP Tax-Aide site, use the AARP Site Locator Tool or call 888-227-7669 .
  • Any individual or family whose adjusted gross income (AGI) was $79,000 or less in 2023 can use IRS Free File’s Guided Tax Software at no cost. There are products in English and Spanish.
  • Another Free File option is Free File Fillable Forms . These are electronic federal tax forms, equivalent to a paper 1040 and are designed for taxpayers who are comfortable filling out IRS tax forms. Anyone, regardless of income, can use this option.
  • MilTax , a Department of Defense program, offers free return preparation software and electronic filing for federal tax returns and up to three state income tax returns. It’s available for all military members and some veterans, with no income limit.

Recent Labor Market Conditions for Black   Workers

The Biden-Harris Administration has been dedicated to ensuring that the post-COVID economic recovery benefits all Americans, particularly Black Americans. A previous CEA blog highlighted strong labor market outcomes for Black Americans from early 2020 through the summer of 2022. This issue brief updates that analysis, looking at outcomes through 2023. Chapter 1 of the 2024 Economic Report of the President noted that the sustained strong labor market during this time led to sizable benefits for middle class workers, and historically strong outcomes for Black Americans. These benefits are evident in several ways, as outlined below.

Looking at unemployment, from September 2022 to February 2024, the Black unemployment rate remained at or below 6 percent for the longest period on record (highlighted in green in Figure 1). Indeed, in April 2023, the unemployment rate for Black workers dropped to 4.8 percent, the lowest since series began. The latest data shows that unemployment rate for Black workers was 5.6 percent in April 2024 continuing the trend of low unemployment rate for this group by historical standards. For context, the average unemployment rate for Black Americans was about 8 percent from 2016 to 2020 and 11 percent from 2000 to 2015.

Low unemployment rates can sometimes be attributed to potential workers not seeking jobs. However, the historically low unemployment rates for Black Americans have coincided with strong labor market participation. The 2024 Economic Report of the President , highlighted that the Black-White employment-population ratio gap, after accounting for factors like age, education, marital status, and geographic region, reached historic lows in 2023. By the end of 2023, there was little to no unexplained gap for females, and the gap for males was lower than any year on record (see Figure 2).

Wage growth is another key metric of labor market success. The CEA’s previous analysis revealed strong nominal wage growth from July 2021 to July 2022, particularly for Black workers. More recent trends show similar strength for Black workers in real wage growth (wage growth beyond inflation, as shown in Figure 3a). The year-over-year change in real median wage growth is currently positive for Black, White, and Hispanic workers (Figure 3b). Since July 2023, the average annual pace of real median wage growth has been 1.4, 1.5, and 1.3 percent for Black, White, and Hispanic workers, respectively (Figures 3a and 3b).

To compare changes from before the pandemic while accounting for seasonality, we compare the second half of 2019 to that of 2023. Between these time periods, real average wages (inflation-adjusted) increased by 9.5 percent ($2.30) for Black workers, compared to a 6.7 percent increase ($2.21) for White workers. [1] We explore the reasons for these larger relative wage gains for Black workers below.

What Led to These Larger Relative Wage Gains for Black Workers?

In principle, the stronger wage gains for Black workers can potentially be attributed to two factors: faster wage growth in industries with a high proportion of Black workers, and/or a higher likelihood of Black workers being employed in high-wage industries post-pandemic (i.e., upskilling or occupational upgrading). We find compelling evidence of the latter.

Figure 4 explores the first factor by plotting the change in real wages by industry (between July-December 2019 and July-December 2023) against the share of Black workers in each industry in the second half of 2019. While some sectors experienced larger real wage growth than others (for instance, the Information sector saw a $8 increase, while Mining saw a $1 gain), there were only small differences in wage gains across sectors that employed larger shares of Black workers in 2019. Notably, Education and Health Services, the sector with the largest share of Black workers in 2019, saw similar real wage gains as sectors with smaller shares of Black workers. Therefore, while Black workers benefited from a general increase in real wages across various sectors, this does not explain their relatively larger wage gains.

The second explanation could be occupational or sectoral upskilling among Black workers. Previous CEA analysis comparing industry shifts of Black workers between 2019 and 2022 supports this early on in the recovery. Figure 5 updates and builds on this analysis, showing the change in the share of Black workers in each industry from July-December 2019 to July-December 2023, against the average hourly real wages in that industry in the second half of 2019. Black workers were more likely to be employed in higher-wage sectors like Information, Financial Activities, and Professional and Business Services, which also saw high wage growth since 2019. Conversely, the share of Black workers in lower-wage sectors like Leisure and Hospitality and Wholesale Retail Trade decreased.

Figure 6 presents an analysis similar to Figure 5, but focuses on specific occupations. The findings align with the industry-level analysis. Comparing the latter half of 2019 with 2023, the largest increases in the share of Black employment were in generally higher-paying roles such as managers and registered nurses. Moreover, occupations like cashiers and aides in nursing, psychiatric, and home health services, which are generally lower-paying, saw the largest decreases in Black worker representation.

Table 1 quantifies the impact of occupational upgrading by showing what the nominal wages for different racial and ethnic groups would have been in 2023, using the actual changes in occupations but assuming that occupations maintained their 2019 wages. This helps quantify the effect of workers moving to higher-paying occupations. This table shows that Black Americans have maintained their stride of “occupational upgrade” or net advancement to higher-paying jobs on average after the pandemic. Specifically, the average employed Black worker in 2019 was in a job that paid $23.8 an hour, while today, the average Black worker is in a job that would have paid nearly $24.8 an hour in 2019 – a 4.2 percent increase. This is about 2 percentage points higher than the increase for all Americans.

To more formally asses how much of the wage changes over time are due to general wage changes (due to a tight overall labor market) versus upskilling (i.e., moving to higher-wage or high-wage-growth occupations) we used an Oaxaca-Blinder decomposition to analyze average real wage increases for Black and White workers from the latter half of 2019 to that of 2023, accounting for inflation. Consistent with Figure 5, the decomposition attributes about 41 percent (about 1 dollar) of the real wage increase for Black workers to occupational upgrading, with the remainder due to wage increases within occupations and other unobservable factors. For White workers, occupational upgrading accounts for approximately 30 percent (roughly 66 cents)– indicative of overall improvements that are more pronounced for Black workers.

Under the Biden-Harris Administration, economic disparities between Black and White Americans have been reduced. The employment rate of Black Americans has increased, leading to historically small racial employment gaps. The robust labor market, characterized by national unemployment below 4 percent for over two years and faster wage growth for the bottom 80 percent of workers, has benefited the middle and working classes, especially Black Americans. Notably, Black, White, Hispanic and Asian workers have all experienced wage increases that are faster than inflation (Figure 3b). The robust wage gains for Black workers are partly due to their occupational upskilling and increased employment in high-wage sectors. Relative to before the pandemic, Black Americans have made progress in several other key economics areas as well. Black business ownership grew at its fastest pace between 2019 and 2022 in the past three decades. The rate of homeownership has also increased for Black Americans in recent years. Despite remaining disparities, these developments are encouraging.

[1] The data for wages comes from Economic Policy Institute’s (EPI) hourly wage series based on the Current Population Survey. This measures the hourly wage for non – self employed workers paid hourly or non-hourly. It includes imputed values for respondents with top-coded weekly earnings or weekly hours but does not include overtime, tips, commissions for hourly workers.
