New strategies, stronger collaborations needed to revive tourism industry

KUALA LUMPUR: As the year 2020 draws to an end, Malaysian tourism players are looking forward to the implementation of strategies outlined under the National Tourism Policy (DPN) 2020-2030 which they hope will drive the industry.

They are optimistic of a steady, albeit slow, recovery of tourism activities – which contributed RM240.2 billion, or 15.9 percent, to Malaysia’s gross domestic product in 2019 – through the implementation of the strategies even though the Covid-19 pandemic has yet to show any sign of abating.

In 2019, foreign tourist receipts grew 2.4 percent to RM86.1 billion from 26.1 million tourist arrivals. This year, however, Covid-19 has dealt a severe blow to the tourism industry which suffered losses estimated at over RM100 billion.

With the international borders of most countries, including Malaysia’s, still closed, the United Nations World Tourism Organisation has projected that it would take at least two to four years for the global tourism sector to fully recover.

On Dec 23, Prime Minister Tan Sri Muhyiddin Yassin launched DPN 2020-2030 to revive and rejuvenate the tourism industry by strengthening competitiveness and developing a sustainable and inclusive tourism sector that is prepared for, as well as resilient against, future disasters.

The policy will be implemented through six strategic thrusts, including the creation of special investment zones for tourism projects to boost public-private cooperation and to lure more local and international investors.

Generate higher income

Malaysia Healthcare Travel Council (MHTC) chief executive officer Sherene Azli said the council is confident that DPN 2020-2030 will help to revitalise the nation’s tourism industry in a dynamic and strategic manner.

“We are confident Malaysia will go on to be a premier destination for tourists globally in line with MHTC’s efforts to uplift Malaysia’s image as a World Healthcare Marvel and to achieve its projection of at least RM1 billion in healthcare tourism revenue in 2022,” she told Bernama.

MHTC will also collaborate with the Ministry of Tourism, Arts and Culture (MOTAC) to ensure that Malaysia continues to be a destination of choice for healthcare tourists whose safety and well-being are assured via the implementation of strict standard operating procedures.

Commenting on the government’s proposal to create investment zones for tourism projects, Sherene said projects incorporating healthcare tourism elements are expected to generate progressively higher income for the nation.

“A healthcare destination that covers all aspects of healthcare and well-being is seen as part of a holistic eco-tourism initiative. This includes elderly care services for the aging population segment that has not been widely tapped yet and is suitable for short-term to long-term stays, complete with medical services and facilities,” she said.

Three initiatives

Pointing out that MHTC is always ready to diversify its efforts to spur the growth of the healthcare tourism sector during this Covid-19 phase, Sherene said it has been having discussions with the government, industry leaders from the public and private sectors and MHTC member hospitals to plan strategies to meet the current challenges.

One strategy they have identified is enhancing the use of digital services to upgrade the delivery of healthcare services.

“The potential of the digital platform should be maximised through close collaboration with MHTC member hospitals to implement services such as telehealth to facilitate doctor-patient communication and continuation of care,” she added.

On MHTC’s plans for the next five years, Sherene said they will implement a series of three initiatives, the first of which encompasses raising Malaysia’s profile as a World Healthcare Marvel whilst building a strong platform to launch the Malaysia Year of Healthcare Travel campaign at the appropriate time.

“Our second initiative is to strengthen Malaysia’s position as the fertility and cardiology hubs of Asia and as a centre of excellence for oncology,” she said, adding that the third initiative is to groom selected hospitals under the Flagship Medical Tourism Hospital programme to become international landmarks for the provision of world-class healthcare services.

Create new strategies

Malaysian Association of Tour and Travel Agents (MATTA) president Datuk Tan Kok Liang, meanwhile, said there is a need to create new strategies to generate demand for tourism and travel products by taking into consideration factors such as safety and health protocols implemented by the government, physical distancing, the overall increasingly fragile situation due to the pandemic and uncertainty over the reopening of international borders in the near future.

“Our expectations for the coming years also cover initiatives to promote and rebrand various tourism destinations, as well as promote digitalisation, product and infrastructure development, health and safety assurance, holiday packages, and incentives for domestic and foreign travel plans that were postponed,” he said.

On the push towards digitalisation under DPN 2020-2030, Tan hoped that the government would also consider the role of local stakeholders by seriously looking into the development of online travel assets established locally.

“For the domestic tourism sector, we have the capability to host online platforms and we hope the government would encourage the use of local platforms (for booking holiday and travel packages), instead of relying on foreign platforms,” he said.

He said MATTA has also introduced its online fair by offering over 1,000 holiday and tourism packages to fulfill the needs of Malaysian travellers looking for attractive and unique vacation options.

Tan also hoped that after Malaysia reopens its international borders, the allocations provided under Budget 2021 would be utilised for important components in the tourism industry.

“This includes improving the quality of air connectivity, promoting Malaysia as a safe destination and providing incentives to foreign investors to help promote Malaysia,” he added.

Promote cultural villages

Malaysian Tourism Council president Uzaidi Udanis, meanwhile, wants to see closer collaboration between tourism industry players and operators of cultural village products nationwide in an effort to enhance the credibility of tourism products, as well as strengthen the domestic tourism sector.

“Such collaboration will enable cultural village product operators to come up with interesting programmes to attract tourists. There’s no point in beautifying the halls and stages within the cultural village when no programmes are offered to attract the attention of tourists,” he said.

He said the RM20 million allocation under Budget 2021 to improve infrastructure and step up promotions of cultural village products, particularly those located in Terengganu, Sarawak and Negeri Sembilan, is a good and comprehensive move by the government.

Uzaidi said it is, however, regretful that industry players were still not keen to promote Malaysia’s cultural villages.

“In Bali (Indonesia), for instance, we can see that the local communities are proud to promote their culture and traditions. In Malaysia, however, we are not doing much to promote our local customs and cultural activities,” he added. — Bernama

With a rapid growth of medical tourism in the country, the Malaysian Government is under pressure to make the sector of benefit to the public healthcare services. Purpose: This paper attempts to deepen the understanding of the development of medical tourism on destination countries' healthcare systems and the effect toward economy growth. Methodology: Mix methods were applied in the paper with data for the duration of 2000 – 2015 obtained from sources including Malaysia Health Tourism Council (MHTC) and World Bank Indicators. Analysis of the paper includes t-test of gross national products and medical tourism receipts. The paper also shares strategies needed for effective promotion of medical tourism in a medical tourism decision model. Findings: The result shows that ASEAN Economic Community is likely to bring in higher trade volumes in health services. This paper concludes that medical tourism plays an important role in economy by tripling medical tourism receipts to RM900 million in tandem with the economic growth. Limitations: The findings should be interpreted with caution. Practical implications: Upcoming opportunities are potential medical travellers from less advanced ASEAN countries. Social implications: Growth of medical tourism should not lead to 'brain drain'. Originality: The study is one of its kinds as it highlights by the use of mix mode in analysing the sector's economic contribution in a trans-boundary tourism context in a modified medical tourism model. Limitations: For the qualitative analysis of this paper on top of limited length of data for quantitative analysis, the findings should be interpreted with caution.

Using a critical political economy approach and the concept of labour precarity, the international dive tourism industry in Sabah, Malaysia and its workers’ vulnerabilities are interrogated. Fieldwork data highlights dive tourism’s socio-economic impacts and the precarity of labour within the international tourism sector and also critiques it as a development strategy for a peripheral region. The paper challenges the optimistic views of labour precarity found in the existing political economy literature. Rather than identifying labour empowerment, evidence demonstrates significant worker vulnerability, uncertainty, and contingency - especially among ethnic minorities - resulting from Malaysia’s state-led rentier economy.

s This paper examined edu-tourism policy strategies and instruments of key edu-tourist recruiting countries in the SouthEast Asia, and identified its emerging implications on sustainable edu-tourism industry in Malaysia. The article is targeted at Malaysian edu-tourism policymakers both at national and institutional levels, edu-tourism marketing officers and researchers in the area of international edu-tourism management. The methodology adopted involves analyses of national policies strategies and instruments for key international edu-tourist recruitment countries such as Singapore, Indonesia, the Philippines, and Thailand. The choice of these four countries is due to their active participation in international edu-tourist recruitment, including their similarity in term of size and edu-tourism system. The findings shows that among the four countries under focus, Singapore is fairly comparable with Malaysia in terms of population and participation in international edu-tourism in the SouthEast Asia sub-region. In terms of policy strategies and instruments of the four countries studied, only Singapore seems to have an edge over Malaysia. The implication of the above information is that Singapore may soon take the leading position as edu-tourism destination of choice in the SouthEast Asia among international edu-tourists if urgent step are not being taken to strengthen and make Malaysian edu-tourism policy strategies and instruments more attractive to international edu-tourists. In terms of edu-tourism competitive index, the Philippines, Thailand, and Indonesia are not comparable with Malaysia, however, Singapore does, hence, full liberalization policy, and provision of incentive schemes are encouraged for Malaysian edu-tourism industry to achieve being an edu-tourism hub of the SouthEast Asia. In respect to quality assurance and assessment development for world-class programmes, all the four countries have unique initiatives capable of strengthening the quality of edu-tourism services offered in the sub-region. The implication of this for Malaysia is urgent adoption of edu-tourism programme quality assurance re-engineering capable of differentiating the country's edu-tourism service offerings in the sub-region.

Malaysia is a favorite tourist destination in the Asian region. The region has however faced various calamities over the past few years. It notes the government’s effort to improve the infrastructure. It adds how the government is encouraging various stakeholders to enhance their personnel development and better service delivery. The article further adds that the government is aiming at increasing the number of both domestic and international visitors who are visiting. The article also notes the government’s effort to increase tourist attraction centers. The minister is calling for all the people to work together so that they can achieve their goals. The article also notes various winners who got various accolades for their efforts in promoting the tourism industry (Kinabalu 1).

The article ‘Group Promoting Ecotourism and the Semai Orang Asli Way of Life’ in The Star Online highlights the efforts of a local group that is aiming to promote ecotourism and show the local lifestyle of the people. The article further adds how the local people are engaged in various activities of keeping their heritage. The group shows tourists around the jungle and engages them in activities such as trekking the Cameron highlands. They also educate visitors about the environment and show them aspects of nature such as the Rajah Brooke butterflies and viewing the Rafflesia. They are also involved in nature conservation. The article also recognizes the government’s efforts in rewarding them. It gives a brief history of the group.

In addition to the above activities, the group also trains villagers to act as tourist guides. This opens up the region to more people. The article gives them credit and notes how they are the unique recipients of the president’s award. It tells of the various accomplishments of the group such as the tourism center and the introduction of information and communication technology. The article goes a step further and recognizes the various groups that are acting together with the group such as the nature society and the various non-governmental organizations (Leen).

In the article ‘Tourism Minister’s Mission to Promote Malaysia, One of the World’s Most Safe and Stable Tourist Destinations!’ covered by the Business Wire, various efforts by the tourism minister of Malaysia and his entourage are highlighted. The article describes the minister’s effort and his quest in promoting tourism. In the article, the minister is aiming to renew the country’s relationship with the USA and Canada. He is also aiming to inform the two nations about any new developments in Malaysia especially those concerning tourism. The article covers his tour in various cities in Canada and the US. It further adds the activities that he will be carrying out while on tour. The minister gives a good account of Malaysia focusing on its safe and secure environment, and displaying Malaysian fashion. The article also talks about the educational seminars and conducting press conferences so that more Americans know about Malaysia. The article shows the minister’s diverse activities such as talking to filmmakers about making films concerning his country (Gale).

The article in the Business Wire about the minister’s tour is commendable. The various activities he has planned to carry out are good. He also does a good thing by involving other people such as fashion models in his tour. However, he seems to concentrate more on USA and Canada forgetting that he can get a larger market in other regions. This means that he can do much more. The first article recognizes the efforts of those who have made an impact in promoting tourism. This is a good thing because people like it when their work is acknowledged. The Star Online did a good job in recognizing a local group whose work would have perhaps gone unnoticed. All these ideas are important and they cover a wide range of sectors such as fashion, the environment and the economy.

While there is still a lot that has been done by the government and other stakeholders, much more can be done to bring tourists to Malaysia. The local people should realize that by supporting the industry they would also be helping themselves and improving the economy. This can be achieved through job creation. Various jobs can be found in the hotel and airlines sectors due to the increase in demand. By reducing the accommodation and airline fees, many people will choose Malaysia as their destination of choice. This will open up Malaysia to everybody. There should be diversity offered in the tourist sectors available. Services such as health care and education will lead to many people visiting. Provision of affordable higher education can also promote tourism, as everyone will be able to join the universities. Diversification of medical services will also open Malaysia to tourists

Malaysia should also improve security measures in the country so that everyone who visits is assured of safety. There should be no discrimination of any kind be it religion or race. Everyone should feel that he or she is welcome. Marketing and awareness campaign should go on and target wider regions. Various media including the internet should be utilized. There should be positive news about Malaysia from all sources so that all should know about the country. Tourism should not be only in the urban areas and other regions of Malaysia should be opened up to tourists. Local people should make various artifacts, which they can then sell to the tourists. Local materials such as batik should also be marketed. Water sports should be made professional and sporting contests should be held. This will make Malaysia a sporting destination.

Malaysia's strategic location in Central Asia has put it at the crossroads of many cultures. Over 2000 years ago, the Chinese and Indian merchants have made trades with the locals. Dutch, Portuguese and British colonials added their influence from the 17th to the early 20th centuries. Finally, travelers from Europe, Asia and the Americas bring their cash and curiosity to sample the native sites. Today, tourism is an effort to diversify and help boost the economy.

So promoting tourism in Malaysia is really important!As I've mentioned before, the Malaysian government is definitely putting in effort to diversify the economy with hopes that Malaysia's economy will be less dependent on exports. As a result, tourism has become a source of income from foreign exchange which helps boost the country's economy. Hence, it is absolutely important to promote tourism in Malaysia.

Promoting Malaysia to foreign tourists is not that difficult. In fact, with the aid of various campaigns and promotional advertisements via websites and blogs, posters, TV commercials, radio, and promotional music videos, it is easier for tourists to find out more about Malaysia.

For a start, Malaysia already has a wide range of tourism destinations for tourists to choose from. With its blessings of diverse cultures, traditions, historical facts, scenic landscapes and natural resources abundance, it is to no surprise that our country indeed has a strong appeal for both domestic and international tourists. The mix of cultural influences in Malaysia is the result of centuries of immigrants and trade with the outside world. Even so, each culture remained largely intact. No specific race has so far been homogenized.

Malaysia is a multi-racial country with its three mai

races, Malay, Chinese and Indian. All three different races are of different religions, skin colour, traditions and cultures, yet all have been able to live together harmoniously for many years! This is what makes Malaysia so unique. Its racial unity. Besides that, there are more than 1000 different species of floras and faunas in Malaysia. This factor can develop into an interesting tourism product.

The government can promote Malaysia to foreigners as an ecological tourism destination.Malaysian wildlife can help attract tourists' attention, be it domestically, or internationally. Projects like Project Tiger, a conservation project that helps preserve and protect Malaysian Tigers, has been a huge success, which attracted lots of tourists to Malaysia! Many foreigners are interested with Malaysian wildlife and want to help out with the conservation projects available to not only preserve and conserve the wildlife but also create awareness. This actually encourages ecological tourism.

Of course, Malaysia is also well-known for its amazing cuisine.Malaysian is most definitely a fabulous place to enjoy food. Did you know that Malaysian food is a multicultural fusion of Malay, Chinese, Indian and a bit of Peranakan? This creates a unique food that is not only colourful, spicy and eclectic but downright tasty. Publicising Malaysian food no doubt will encourage more tourists to visit Malaysia. So I have concluded that promoting and encouraging tourism in Malaysia is really important to help boost our country's economy.

Everyone should play a part to help promote Malaysian tourism more to foreigners.

KUALA LUMPUR: The foreign inflow into Bursa Malaysia continued for a fifth consecutive week at a net sum of RM474.1mil despite a midweek holiday that reduced the number of trading days.

MIDF Research reported that foreign investors were net purchasers of Malaysia equities with a the majority of funds going into the transport and logistics (RM221.4mil), technology (RM183.3mil) and construction (RM77mil) sectors.

On the flip side, the sectors that saw the most net outflow of foreign funds were plantations (RM40.7mil), healthcare (RM34.2mil) and consumer products and services (RM34mil).

Local institutions, meanwhile, were net sellers for a fourth straight week with a total of RM192.5mil.

For an 11th straight week, local retailers were net sellers on Bursa Malaysia, with net sales of RM281.6mil.

In terms of participation, average daily trading volume (ADTV) increased for local retailers (7.1%), local institutions (12.4%), and foreign investors (18.3%).

According to MIDF, the performance of the domestic market was in line with wider Asian money flows as foreign investors continued to channel money into the region.

It said net buying over the eight Asian markets it tracks extended for a second consecutive week to US$2.23bil.

"Four countries recorded net inflows, with the bulk of the funds entering Taiwan and India while the remaining four saw net outflows," it said its its weekly fund flow report.

India registered a net inflow of US$743.9mil of foreign funds over the week, while South Korea recorded a fourth consecutive week of net inflow amounting to US$152.1mil and Taiwan extended net foreign inflows for a fifth week with US$1.62bil.
