The mission of the Commerce Research Library is to promote resources and services that support the work of Commerce employees in the subject areas of business, economics, and trade, as well as legal and legislative information. Comprised of both print and electronic resources, the collection includes scholarly journals and current periodicals, legislative histories, government documents, and more. As a selective Federal Depository, the Commerce Research Library is open to the general public by appointment.

The Library is located in the northwest corner of HCHB on the first floor. It is accessible via the 6th corridor elevators or the elevators on the corner of the 7th and 8th corridors.

  • Reference and research assistance for all Commerce employees.
  • Training for individuals or offices on specific resources or subject areas.
  • Interlibrary loan services or assistance purchasing relevant materials if they are not already located within the collection.
  • Wireless Internet access.

Several conferences and agreements led up to the 1945 San Francisco Conference when the text of the Charter was finalized, adopted and signed. ​

  • The  1946-1947 Yearbook  of the United Nations provides a detailed overview of the events. 
  • A procedural history is available in the UN Audiovisual Library of International Law.

Between the adoption of the Charter and the beginning of the functioning of the United Nations, the Preparatory Commission and its subsidiaries worked on many practical matters and made recommendations to the UN organs.

San Francisco Conference, 1945

The United Nations Conference on International Organization , was held in San Francisco, California, 25 April - 26 June 1945, to draft the Charter of the United Nations and the Statute of the International Court of Justice. The text was based on earlier proposals, negotiated in various subsidiary bodies, and finally adopted unanimously  in a plenary meeting of the Conference on 25 June 1945.

Representatives of 50 countries participated in the San Francisco Conference. The Charter was opened for signature on 26 June 1945. The representatives of 50 countries signed on 26 June ; Poland signed on 15 October 1945. 

China was the first country to sign the UN Charter on 26 June 1945. Then, according to the 1946-1947 UN Yearbook , page 33, "It was arranged that the signatures of the U.S.S.R., the United Kingdom and France should follow, and then, in alphabetical order, the remaining nations, with the United States, as host country, signing last. As each delegation came forward to sign, its chairman made an official speech to commemorate his country's participation in the work of the Conference."

In accordance with Article 110, the Charter entered into force on 24 October 1945, after ratification by the five permanent members of the Security Council and a majority of the other countries. Twenty-two countries subsequently deposited their instruments of ratification.

This is the complete documentary "legislative history" of United Nations Conference on International Organization, which was held in San Francisco in 1945. The collection of documents was originally made available as follows: volumes 1-15 were published by the United Nations Organization in cooperation with the Library of Congress. A 16th volume was added in 1946 which indexes the first 15volumes. The collection was completed with volumes 17-22, the bilingual, supplemental volumes & indexes published in 1954 by the Secretary-General of the United Nations. Volumes 16, 21 & 22 are indexes.

Preparatory Commission of the United Nations, 1945

The Preparatory Commission of the United Nations was established by the San Francisco Conference on 25 June 1945 through the adoption of the "Interim Arrangements Concluded by the Governments Represented at the United Nations Conference on International Organization".

The Preparatory Commission was established to make practical arrangements for the transition from a proposal embodied in the Charter to a functioning organization. According to the document, the Commission:

  • was established "for the purpose of making provisional arrangements for the first sessions of the General Assembly, the Security Council, the Economic and Social Council, and the Trusteeship Council, for the establishment of the Secretariat, and for the convening of the International Court of Justice"
  • Executive Committee was composed of the representatives of the governments on the Executive Committee of the Conference
  • convocation of the first session of the General Assembly
  • preparation of the agendas for the first sessions of the principal organs
  • making recommendations regarding the "possible transfer of certain functions, activities, and assets of the League of Nations" to the United Nations
  • making recommendations about the Secretariat and the location of the permanent headquarters
  • met in London
  • ceased to exist "upon the election of the Secretary-General" of the United Nations

Since its founding in 1896, the DAR Library has grown into a specialized collection of American genealogical and historical manuscripts and publications, as well as powerful on-site databases. The DAR Library collection contains over 225,000 books, 10,000 research files, thousands of manuscript items, and special collections of African American, Native American, and women’s history, genealogy and culture. Nearly 40,000 family histories and genealogies comprise a major portion of the book collection, many of which are unique or available in only a few libraries in the country. The DAR Library is free and open to the public.

Andrew J. DuBrin is a Professor Management emeritus at the Saunders College of Business at the Rochester Institute of Technology, where he has taught courses in organizational behavior, leadership, and career management. He received his PhD in industrial/organizational psychology at Michigan State University.

DuBrin has business experience in human resource management, and consults with organizational and individuals. His specialties include leadership, organizational politics including influence tactics and impression management, and career development. He is an established author of professional books, text books, and trade books, and also contributes to professional journals.

Many of the examples and cases in his book stem from personal contacts, including family members, friends, and his experiences as a customer.
